    STRATEGIC PARTNERSHIP — Romania’s President Klaus Iohannis on Friday reaffirmed our country’s determination to develop and expand its Strategic Partnership with the United States of America in a speech marking the anniversary of Independence Day, celebrated at the US Embassy in Bucharest. Cooperation between Romania and the US at political, military and security levels has reached an outstanding standard, the president argued, adding that action is further required to also consolidate economic relations. To that end Romania needs stability, predictability and a powerful and independent system, transparent and responsible governance that should observe the rule of law, President Iohannis said. In turn, US Ambassador to Bucharest Hans Klemm said the two countries will try to expand and consolidate the Strategic Partnership, and that cooperation in all fields will continue.



    PENSIONS — Prime Minister Viorica Dancila said public pensions will go up starting July 1. The pension point will go up by 10%, will the minimum pension will increase by 20%. The measure addresses over 5 million Romanians. Additionally, social allowances for people with disabilities will also go up. The Government has also adopted a measure aimed at implementing 8 strategic investment projects under private-public partnership. Among these projects there is the construction of two regional hospitals, a plant specialized in producing electric vehicles, a national blood and stem cells bank as well as a new tourist center in the Fagaras Mountains.



    EXTREME WEATHER — Romania is under orange and yellow codes against heavy rainfall and storms in place until Sunday morning. During the interval rainfall is expected to exceed normal limits, while reports of extreme weather instability, with electrical storms and strong winds are expected locally. Meteorologists say the weather phenomena are expected to engulf the whole country until the end of the warning interval. Highs will range between 19 and 29 degrees Celsius. Hydrologists have also issued warnings against floods for 19 counties.



    INTERVENTION — Over 20,000 firemen and gendarmes intervened to deal with the damages caused by the floods triggered by the heavy rainfall of the last three days in Romania, Interior Minister Carmen Dan announced on Saturday during an emergency meeting called at the ministry. There are cases where the population has been evacuated pre-emptively, with measures being taken to find temporary accommodation. Scores of national roads have been blocked due to the rain, while traffic has been diverted in the region. Several towns and villages were cut off from the power grid and hundreds of households have been flooded and are now isolated.



    DECISION — The European Council adopted the European Parliament’s decision to cut down the number of MPs from 751 to 705, following Brexit. Of the 73 seats currently held by British MPs, 43 will be preserved for future EU enlargements, while 27 will be redistributed to underrepresented countries. Romania will be granted an additional seat, raising the number of Romanian MEPs to 33. The decision highlights that the new redistribution of seats will be enforced only if Britain leaves the community bloc. Otherwise, the current structure will be kept in place until Brexit is finalized from a judicial point of view.



    TENNIS — The tennis pair made up of Irina Begu and Mihaela Buzarnescu is toadying playing the doubles finals at the WTA tournament in Eastbourne, the United Kingdom, totaling 850 thousand dollars in prize money. On Friday, the two players knocked out Nadia Kicenok of Ukraine and Ekaterina Makarova of Russia, 4-6, 6-0, 10-6. In the final match the Romanians will play Gabriela Dabrowski of Canada and Yifan Xu of China.



    2018 WORLD CUP — France is playing Argentina while Uruguay will take on Portugal in the first two matches counting towards the 2018 World Cup round of 16. France won Group C with 7 points in three matches. On the other hand, Argentina was ranked 2nd in Group D with 4 points in three matches.

    Romanias national football squad has lost any chances to qualify for the 2018 World Cup following its defeat in Podgorica by the team of Montenegro. The match counted for preliminary Group E. Stevan Jovetic scored the only goal of the game in the 75th minute. The match against Montenegro could be the last for the German Christoph Daum as coach of the Romanian national squad. The Romanian team has two more games to play in this stage, on home turf against Kazakhstan on October 5th and away from home on October 8th, against Denmark.



    At the press conference held after the match in Podgorica, Christoph Daum said that nobody was to blame for the fact that the national squad had failed to qualify. A rather controversial figure in Romanian sports, coach Daum said it was not up to him to decide whether he would stay or leave. “My contract terminates automatically at the end of the campaign, if we dont manage to qualify for the World Cup. I will think about it, I will discuss with the federations board and we will make the best decision for the future of the Romanian football said the German before the press.



    Group E is headed by Poland with 19 points, followed by Montenegro and Denmark, both with 16 points, Romania with 9, Armenia with 6 and Kazakhstan with 2. Romania last qualified to the World Cup in 1998.



    The coach of the Turkish national team, the Romanian Mircea Lucescu, has got his first victory, 1 – nil, against Croatia, in Eskishekir, in the Group I of the World Cup preliminaries. The only goal of the match was scored by Cenk Tosum in the 75th minute. In the 10th minute, Croatia was denied a penalty kick following a Turkish full back handling the ball. Leaders of the rankings are Croatia and Iceland with 16 points, followed by Ukraine and Turkey with 14 points, Finland with 7 and Kosovo with 1 point.

    EU anniversary. The EU heads of state and government on Saturday signed a solemn declaration renewing their European commitments against
    the backdrop of UK’s leaving the Union. They came together in Rome to celebrate
    the 60th anniversary of the signing of the treaty that established
    the European Economic Community, which later became the European Union. In a
    press conference held in Rome, president Iohannis said maintaining the unity of
    the 27 member states is and must remain the principal concern, because unity
    offers better prospects than a fragmented Union. He also said that the
    declaration is positive and balanced, in agreement with the position promoted
    by Romania with respect to the Union’s future. In another development, Klaus
    Iohannis said he invited Pope Frances to visit Bucharest in 2018. On Friday,
    the pontiff received, at the Vatican, all EU leaders attending the summit.


    Protests. Some two thousand police employees
    protested on Saturday in front of the interior ministry and government
    headquarters, on the anniversary of Romanian Police Day. They are unhappy with
    their salaries compared with those of other public sector employees. They
    demand, among others, bigger pay and the calculation of their benefits based on
    the increased wage. Their representatives had talks with the labour, interior
    and finance ministers.




    Immigrants.
    More than 40 immigrants were caught trying to enter Romania illegally from
    Serbia. They come from Syria, Iraq and Pakistan and were planning to reach
    countries in western Europe. The group was found near the border crossing
    points in Moravita and Oravita, in the south-west. The Romanian authorities
    have started an investigation for charges of illegally crossing state borders.




    Football World Cup. Romania face Denmark on
    Sunday night in Cluj Napoca in a Group E match as part of the qualifiers for
    Football World Cup hosted by Russia next year. Other Group E fixtures will see
    Armenia play Kazakhstan and Montenegro play Poland. After a categorical 5-nil
    win against Armenia, a 1-all draw at home against Montenegro, and another,
    goalless draw, against Kazakhstan in an away match, as well as a painful nil-3
    defeat by Poland at home, Romania now rank 4th in their group with
    only 5 points.




    Tennis. Romania’s Sorana Cirstea, no. 65 in the world,
    faces the Danish player
    Caroline Wozniacki, world no. 14, in the third round of the tennis tournament
    in Miami, worth 6.8 million dollars in prize money. Also in the third round,
    two other Romanian players, namely world no. 5 Simona Halep and Patricia
    Maria Tig will play on Sunday afternoon against the Estonian player Anett Kontaveit and
    the American Venus Williams, respectively. Irina Begu, also from Romania,
    failed to reach the third round, being defeated by Spain’s Lara Arruabarrena.

    ELECTION CAMPAIGN The campaign for the December 11th parliamentary elections in Romania started on Friday. Some 6,500 people, both party members and independent candidates, have registered for the race for one of the 466 seats in the Senate and the Chamber of Deputies. The system used this year is the party-list proportional representation system, abandoned in 2004. The parties standing the biggest chances of being represented in the next Parliament are the Social Democratic Party, the National Liberal Party, the Save Romania Union, the Alliance of Liberals and Democrats and the Peoples Movement Party.



    MOLDOVA The second round of the presidential elections in the neighboring Republic of Moldova, the former Soviet country with a predominantly Romanian-speaking population, is held on Sunday. Competing are the pro-Russia socialist Igor Dodon and the pro-West reformist Maia Sandu. Some 3 million citizens are expected to the polls to elect their president, for the first time after 16 years in which the president was designated by Parliament. Pundits say that the stake of the ballot is not just political, but also geo-political. Dodon wants his country to join the Russia-Belarus-Kazakhstan Union, while Sandu stands for reform and European integration.



    PROTESTS Demonstrations have been held for three nights in a row in big cities and university campuses in the US against the president – elect Donald Trump. Protesters say that, although they know they cannot change the result of the election, they want to draw attention to the fact that there are many reasons for people to be unhappy with the future president, whose campaign included lots of insulting remarks about women, as well as threats such as the one about building a wall between the US and Mexico to keep immigrants away. Initially, Trump said that protesters were professional rioters, incited by the media. Later he reconsidered his position, saying the protesters were people who loved their country and made an appeal to unity.



    TALIBAN ATTACK NATO has announced that Bagram, the largest American base in Afghanistan, near capital Kabul, has been hit by an explosion, which killed 4 people. The attack has been claimed by Taliban insurgents. The Bagram airbase is a regular target for the Taliban. Six American soldiers were killed in December last year, when a Taliban riding a motorcycle blew himself up near the base. That was one of the bloodiest attacks against the foreign troops in Afghanistan in 2015.



    CORRUPTION Some 260,000 people protested in Seoul on Saturday against the political corruption scandal involving president Park Geun-hye, and called for the resignation of the South-Korean leader, Associated Press reports. Park has allegedly allowed her friend Choi Soon-sil to access government papers without an authorization. Choi Soon-sil is accused of having tried to obtain large sums of money from several South-Korean companies by extortion and is now under arrest, charged with fraud and abuse of power. She is suspected that she used her friendship with the South-Korean leader to that end. Park Geun-hye, the first woman president of South-Korea, has apologized for her relation with Choi, but dozens of thousands of people have protested in Seoul over the past few days, calling for her resignation.



    FOOTBALL On Friday night in Bucharest, Romanias national football team lost the match against Poland 0-3. The national squad now stands less chances of qualifying for the 2018 World Cup hosted by Russia. With only 5 points, Romania ranks 4th in the preliminary group E, after Poland with 10 points, Montenegro with 7 points and Denmark with 6. In the same group, also on Friday, Armenia defeated Montenegro 3-2, and Denmark beat Kazakhstan 4-1. On Tuesday, the Romanian national squad will take on the Russian team in a friendly game hosted by Grozny. The next official game of the Romanian national football team is scheduled for March, on home turf, against Denmark.

    RUGBY Romania’s national
    rugby team is today playing in Bucharest against the US squad a test-match at
    the end of which the winner will get the Pershing Cup. The trophy has been
    awarded by the Romanian rugby Federation since 2014, in memory of the game held
    at the Inter-Allied Military Olympics organized in 1919 by the Commander of the
    American Expeditionary Force, General John Joseph Pershing, to mark the end of
    the first world war. Seven of the eight games held so far have been won by the
    US.

    On Sunday, the National Commemoration Day of the Holocaust victims in
    Romania, the Romanian Foreign Ministry paid homage to the memory of the victims
    of the Holocaust and voiced solidarity with the survivors of the tragic events
    that occurred during the Second World War. Also, the Foreign Ministry
    reaffirmed its commitment to the fight against anti-Semitism and any other form
    of racism, xenophobia, discrimination and intolerance. 75
    years ago, on October 9th, Marshal Ion Antonescu, an ally to Nazi Germany,

    STATE VISIT On
    Monday, the president of Slovakia, Andrej Kiska, is paying a formal 2-day visit
    to Romania, at the invitation of his counterpart Klaus Iohannis. According to a
    communiqué issued by the Romanian Presidency, the main goal of the visit is to
    boost bilateral relations, at political, economic and sectoral level, as well as to enhance cooperation on current
    European issues. As Slovakia is currently holding the six month presidency of
    the EU Council, the talks will mainly focus on the European agenda, and
    president Iohannis will present Romania’s vision regarding the future of
    Europe. On Tuesday, the two heads of state will open the Romania – Slovakia
    bilateral business forum and will meet in Nadlac, in the west of the country,
    with representatives of the Slovak community in Romania.






    RATING Standard&Poors
    rating agency has reconfirmed the rating regarding Romania’s long and short
    term government debt, in national and hard currencies, namely BBB – /A-3, with
    stable prospects. According to a communiqué issued by the Finance Ministry in
    Bucharest, this confirmation is based on the economic results registered by
    Romania lately, a moderate debt, as well as good prospects for further economic
    growth. The low level of interest rates and the oil price have contributed to
    an economic growth rate of 3.8% in 2015, and 5.2% in the first half of 2016,
    which is the fastest growth in the whole of the EU. The line minister Anca
    Dragu has stated that this economic growth has been accompanied by the creation
    of new jobs, a low inflation rate and also a low external deficit.






    GovITHub The first edition of
    the digital marathon GovITHub ended at the Government headquarters in Bucharest
    on Sunday. For two days, over 100 young
    IT professionals developed programmes aimed at increasing the quality of public
    services and improving citizen’s relation with state institutions. The list of
    projects included an application with the help of which Romanians in the Diaspora can learn more and
    faster about what is happening in the country, and applications such as the one
    that allows citizens to report abuses committed by drivers.






    DIASPORA Slatina and Apsa de
    Jos in Ukraine have these days hosted the first meetings of the Romanian
    cultural associations in the neighboring country. The event was organized by
    the Department of Romanians Around the World with the Romanian Foreign
    Ministry. The participants have talked about the issues facing Romanian
    communities in Ukraine and several partnership agreements have been signed with
    cultural associations in the country. There are approximately 500,000 ethnic
    Romanians living in Ukraine, most of them along the common border, on the
    eastern Romanian territories annexed by the USSR in 1940, following an
    ultimatum, and taken over in 1991 by Ukraine, as successor state.




    HURRICANE Haiti has declared three days of
    national mourning, as of Sunday, for the 900 victims of hurricane Matthew.
    Also, the first cases of cholera have been confirmed in the Caribbean state. A
    Romanian officer with the General Inspectorate for Emergency Situations will
    head the team that will assess the damage caused by the hurricane. At the same
    time, colonel Marius Dogean will coordinate the international assistance,
    including the aid for the affected population. He was designated by the
    European Commission as head of the EU Civil Protection Team, which will travel
    to Haiti. Colonel Dogean worked in Jordan in 2012 during the crisis triggered
    by the massive inflow of refugees from Syria, and also in 2013, in the
    Philippines, after the catastrophic passing of typhoon Hayian. Also, he was a
    national expert posted for EC assessment missions in South Sudan.




    FOOTBALL Romania’s national
    football team is in Astana, where on Tuesday it will take on the team of
    Kazakhstan, in the preliminaries of the 2018 world Cup hosted by Russia. On
    Saturday, Romania defeated Armenia 5-nil, also away from home. In the same
    group E, Poland won 3-2 the game against Denmark, and Montenegro defeated
    Kazakhstan 5-nil. Now Romania ranks first, with 4 points, just like Montenegro
    and Poland. Last month, the match
    between Romania and Montenegro ended in a draw, 1-1. That was the debut match
    for the German Cristoph Daum, the first foreign coach to head Romania’s team as
    of this fall. Also at home, Romania will take on Poland, on November 11th.

    EU meeting. The Romanian foreign minister Lazar Comanescu
    attended on Friday and Saturday an informal meeting of EU foreign ministers in
    the Gymnich format held in Bratislava. Talks looked at the recent developments
    in Turkey, the situation in Ukraine, with emphasis on the implementation of the
    Minsk agreements, and the global strategy for the EU’s external and security
    policy. The EU foreign ministers also held talks with their counterparts from
    the EU candidate countries about counter-terrorism and ways to prevent and
    combat radicalisation.




    Paris climate pact. The United States and China,
    two of the world’s biggest polluters, ratified the Paris climate agreement
    ahead of the start of the G20 summit on Sunday. In a press conference held
    jointly with his Chinese counterpart Xi Jinping, US president Barack Obama

    Migration. Seven migrants from Kosovo, Ethiopia and
    Eritrea have been found by the Romanian border police as they were trying to
    illegally cross the south-western border from Serbia. The migrants, who did not
    carry passports, said they wished to reach a state in western Europe. On
    Thursday, 13 Afghan citizens, including 8 minors, and a Pakistani national were
    caught by the border police trying to cross the same border into Romania. The
    Romanian authorities have tightened security measures on the border with Serbia
    after many small groups of migrants tried to cross illegally in August.




    George Enescu
    competition.
    196 young
    musicians from 38 different countries are taking part in the George Enescu
    international competition, under way in Bucharest until the 25th of September.
    Held in a new format, the competition also features concerts and recitals from
    members of the jury, previous winners who have built an international career and
    the winners of the 2014 competition. As a first, this year’s edition also
    features live broadcasts abroad. The four sections of the competition are
    violin, cello, piano and composition.




    World Cup preliminaries. Romania’s football side
    face Montenegro on Sunday in their first match as part of the 2018 World Cup
    preliminaries. Group E also includes Poland, Denmark, Armenia and Kazakhstan.
    The match on Sunday is Romania’s first with the German coach Cristoph Daum at the helm, the first foreign
    national to hold this position. He was appointed coach of the national team
    after the European Championships this summer, when Romania, coached at the time
    by Anghel Iordanescu, finished last in their group, with only one point, having

    European Union. The Romanian foreign minister Lazar Comanescu is today attending an informal meeting of EU foreign ministers in the Gymnich format held in Bratislava. Talks look at the recent developments in Turkey, the situation in Ukraine, with emphasis on the implementation of the Minsk agreements, and the global strategy for the EUs external and security policy. The EU foreign ministers will also hold talks with their counterparts from the EU candidate countries about counter-terrorism and ways to prevent and combat radicalisation.



    Spain government. Spains parliament on Friday night rejected a new attempt by prime minister Mariano Rajoy to form a new government, making the possibility of fresh elections for the third time within a year increasingly likely, international news agencies note. Rajoy, the leader of the centre-right Peoples Party, obtained 170 votes in Parliament, but he needed a simple majority from Spains 350 MPs. Political parties have two months to reach a compromise before King Philip VI calls early elections. In this event, the vote would be held by the end of the year.



    G20. US president Barack Obama arrived in China to attend the G20 summit that gets under way on Sunday in the south-eastern city of Hangzhou. Today, Obama will have talks with his counterpart Xi Jinping about trade, investments, the North-Korean nuclear case and the territorial disputes involving China. The G20 summit is Obamas last international conference as president of the United States.



    Russia-Japan. Japanese prime minister Shinzo Abe on Saturday called on Russian president Vladimir Putin to put an end to the 70 years of tensions between their countries and build a new era in bilateral relations. Abe, who attended an economic forum in Vladivostok, described as “abnormal” the absence of a peace treaty between Japan and Russia. Putin said it was extremely difficult to find a solution. The tension in the relations between the two countries is caused by a dispute over four islands in the Kuril archipelago that were incorporated into the former USSR at the end of World War II. The talks on the status of these volcanic islands, referred to as the Northern Territories by Japan, have reached a dead end after the annexation of the Crimean peninsula by Russia in March 2014, an action which Tokyo joined the West in condemning.



    US Open. World no. 5 Simona Halep of Romania today faces the Hungarian player Timea Babos for a place in the fourth round at the US Open, the final Grand Slam tournament of the year worth over 22 million dollars in prize money. Earlier, the Romanian player Monica Niculescu lost in straight sets to Caroline Wozniacki of Denmark in the third round. In the mens doubles, the Romanian-Dutch pair Horia Tecau and Jean Julien Rojer today face the Croatia-New Zealand pair Mate Pavic and Michael Venus in the second round.

    The President of Romania, Klaus Iohannis, who is on a two-day visit in Salzburg, had a meeting on Sunday with his Austrian counterpart, Heinz Fischer. The two discussed the latest developments in the EU and the world, emphasising, among other things, the interest to strengthen regional cooperation and coordination, considering that in 2019 Austria and Romania will successively hold the presidency of the EU Council. The two also stressed the interest in closer cooperation within the EU Strategy for the Danube Region and the Western Balkans. Klaus Iohannis and his wife took part in the official opening of the Salzburg Festival.



    The Minister Delegate for relations with the Romanian diaspora, Angel Tîlvăr, took part on Sunday, the third day of his official visit to Italy, in the dedication service of the “St. Pantelimon Orthodox Church in Rome. Tîlvăr emphasised the importance of churches in the lives of Romanians abroad, and mentioned that “churches in the diaspora represent places where the Romanian community gathers, where the Romanian identity is preserved, in terms of traditions, of religious service and, not least, of the Romanian language. On Saturday he met with representatives of the Romanian community and mass-media in the central and southern parts of the country. Previously, the Romanian official discussed with representatives of the Rome City Hall. An agreement has been reached, on getting Italian business people operating in Romania involved in programmes aimed at the workplace reintegration of the Romanian workers who wish to return to their home country. The Romanian community in Italy, of nearly one million people, is the largest group of Romanians living abroad.




    The budget deficit target for next year, of 1.2% of the GDP, would not be missed by much if the new Fiscal Code took effect in the form endorsed by Parliament, the Romanian Finance Minister Eugen Teodorovici said. In an interview to a TV station, he explained that after drawing up the 2016 budget bill, the Government could take a number of measures to keep the budget deficit as close to 1.2% as possible. President Klaus Iohannis has recently sent back to Parliament the Fiscal Code bill, on grounds that it was not sustainable and was not approved by the IMF and the European Commission. PM Victor Ponta criticised the Presidents decision. The Cabinet wants the document to come into force early next year at the latest, and announced all lawful means will be used to this end.




    In the 23rd Sighisoara Festival, in central Romania, the worlds largest pretzel made in a medieval festival was baked on Sunday. The 20-m diameter pretzel is to be checked for inclusion in the Guiness Book of Records. The largest traditional mask in Romania, measuring 6 m tall and 3 m wide, was also made on this occasion. Since Thursday, for 4 days, under the motto “Minstrels and Troubadours – Five Centuries of medieval music and theatre, the streets and squares in Sighisoara hosted concerts, medieval theatre performances, fine arts exhibitions, book launches and film screenings. Sighişoara is the only inhabited medieval citadel in south-eastern Europe.



    Romanias national football team will play its first game in Group E of the 2018 World Cup qualifying campaign against Montenegro, on September 4, 2016, the Romanian Football Federation announced on Sunday. According to the results of Saturdays draw in Sankt Petersburg, Group E also includes Denmark, Poland, Montenegro, Armenia and Kazakhstan. Meanwhile in sports, Romania won on Sunday two other medals at the Under-23 World Rowing Championships in Plovdiv, Bulgaria, in the mens and womens pair races. On Saturday, the young Romanians raced to gold in the mens coxless four. In Portugal, at Montemor-o-Velho, Romanian athletes also won on Saturday three silver medals at the World Canoe Sprint Junior and U-23 Championships.
