ATTACK The US embassy in Israel has today called on its employees and their families to limit movement around the country a couple of hours after the explosions attributed to Israel in Iran. The explosions were heard near the city of Isfahan, where military bases and elements of the Iranian nuclear programme are located. Explosions have also been reported in Syria and Iraq, countries where pro-Iranian Shia militias are being located. Iran has denied the attack whereas Israel has neither confirmed nor denied it. Earlier Israel had threatened with responses after the Iranian drone attack on April 13 launched in retaliation for the killing of several Iranian officers in an alleged Israeli bombing in Damascus. Allies have called on Israel not to respond, whereas Tehran threatened with more retaliation in case of an Israeli response. The two states have for years been involved in an indirect conflict. Israel has been behind a series of sabotages in Iran as well as the assassination of several scientists and officers involved in the country’s nuclear programme. Israel has also bombed several Iranian objectives in Syria. In turn Iran is supporting anti-Israeli militias such as Hezbollah and Palestinian groups Hamas and the Islamic Jihad.

REPATRIATION A group made up of 20 children and two teachers who were blocked by the latest heavy rainfalls in Dubai are to be repatriated on Friday on board of the plane, which also carried Romania’s Prime Minister Marcel Ciolacu to the region. We recall that a Romanian delegation headed by Ciolacu is presently visiting the region. Romania’s Foreign Minister, Luminita Odobescu, says that the Romanian Foreign Ministry is making efforts to repatriate all the Romanians affected by the storms and flooding affecting the Emirates. According to her, a group of compatriots have already been brought to Romania, whereas a second one is still in Dubai but is keeping in touch both with the ministry’s representatives and with the air carrier. Referring to the situation of the group of children, members of a traditional music ensemble, the head of the Romanian diplomacy says they have been brought to Adbu Dhabi with support from Romania’s General Consulate and will leave for Bucharest tomorrow.

SCHENGEN The European Commissioner for Home Affairs Yilva Johansson has voiced hope that a certain date will be set this year for Romania and Bulgaria’s fully-fledged accession to the Schengen zone as proposed by the European Commission. While in Bulgarian capital Sofia, the EU official held talks with both the Bulgarian Interior Minister, Kalin Stoyanov, and the Romanian one, Catalin Predoiu. In late March, Romania and Bulgaria joined Europe’s border-free area only with their air and maritime borders. Controls are still being carried out at the land borders.

ABU DHABI The Romanian Prime Minister, Marcel Ciolacu, is paying a working visit to the United Arab Emirates on Thursday and Friday. An important objective of this visit is the consolidation of the economic component, with an emphasis on attracting Emirati investments. The Prime Minister is to meet with Sheikh Mohammed bin Zayed al Nahyan, the President of the United Arab Emirates and Ruler of the Emirate of Abu Dhabi, with other senior Emirati officials, with representatives of relevant companies in the United Arab Emirates, as well as with members of the Romanian community there. The agenda of the visit also includes a plenary meeting of the delegations, during which there will be an exchange of bilateral documents in areas of common interest. The PM Ciolacu stated that he wanted to strengthen cooperation relations with the United Arab Emirates, from a political and economic perspective. ‘Romania continues to attract Emirati investors in the air infrastructure, the modernization and expansion of Otopeni Airport being a viable project of our collaboration’, said Marcel Ciolacu. He added that projects in the fields of digitization, energy and agriculture also correspond to Romania’s interests. In the first part of his tour in the Persian Gulf area, Marcel Ciolacu had discussions, on Wednesday, in Qatar, on economic topics. He stated that he wanted Romania to become the entry gate of this state’s investments in the European Union.

SUMMIT President Klaus Iohannis said that he wanted to solve as quickly as possible the problems that the Romanian citizens still have at the airports of some European countries, despite the fact that Romania entered Schengen with air borders. The statement was made before the European summit in Brussels, where a report requested by the Council mentions the need for the total integration of Romania and Bulgaria into the Schengen Area, as a measure that will boost the single market. The Council’s agenda includes the situation in Ukraine, a country that needs more military aid and is facing problems in the energy infrastructure, following the Russian bombings. The European leaders will also discuss the tense situation in the Middle East, generated by the crisis in Gaza and the tensions between Israel and Iran.

EU STRASBOURG The unity of the UE is being
tested, said the president of Romania in his address before the European
    Parliament on Wednesday, as
part of a debate in the This is Europe series. According to the Romanian
official, instability has reached alarming levels in the EU. The European
Union must improve the efficiency of its decision-making processes, and Romania
is fully engaged in this effort, he added. As for the war in neighbouring
Ukraine, Klaus Iohannis said Europeans must stand by Ukraine and its people. Prior to the address, the Romanian official had
a meeting with the president of the EP, Roberta Metsola, and discussed Romania’s
Schengen accession, the war in Ukraine and the neighbouring R. of Moldova. Romania’s
full Schengen accession as soon as possible, with its land borders as well,
will considerably strengthen the Union and its security and will facilitate
cohesion and cooperation among member states, the Romanian official argued. In
turn, Metsola said Europe would be stronger with Romania in the Eurozone and the
Schengen area, and told Romanians it was important for them to take part in
June’s elections for the EP and not to take Europe for granted.

MOLDOVA For the Republic of Moldova, carrying on and
consolidating strategic relations with neighbouring Romania in all sectors is a
priority, was the message brought to Bucharest by Chişinău’s new foreign
minister, Mihai Popşoi. He had talks with his Romanian counterpart, Luminiţa
Odobescu, and was also received by PM Marcel Ciolacu, who emphasised the interest
in developing joint projects benefitting the citizens of both states. Romania will
continue to support Moldova in its EU accession negotiations, the Romanian
    official promised.

    FARMERS
The president of the European Commission, Ursula von der Leyen, announced
the EC was dropping a proposal to halve the use of pesticides across the EU,
and explained this had become a symbol of polarisation. The move seems to be a
concession to the farmers protesting in many EU member states. Meanwhile, the
EC proposed last week a partial derogation from rules obliging farmers to keep
certain areas non-productive, and a limitation of Ukrainian imports, while also
promising to streamline the Common Agricultural Policy.

NAVAL The Damen Shipyard in Galaţi (south-eastern
Romania) will build a state-of-the-art multifunctional vessel for the
Portuguese Navy. The ship will be able to conduct ocean research missions,
search and rescue as well as emergency aid missions, and will be equipped with a
UAV launching system. Damen Group was awarded the construction works following
an EU call for tenders. Funding will be provided under the EU Recovery and Resilience
    Mechanism.

MIDDLE EAST The US secretary of state
Antony Blinken is in Israel today, at a time when Tel Aviv is analysing
the response given by Hamas to a proposed truce, including hostage releases,
after 4 months of war that have seen countless victims. Blinken, whose country
is a close ally of Israel, said he would discuss the Hamas answer with the
Israeli authorities today, as part of his 5th tour in the Middle
East since October 7. The US secretary of
state, who has visited Saudi Arabia, Egypt and
Qatar, is to travel next to the West Bank, an autonomous Palestinian territory
    occupied by Israel since 1967.

eighth-finals of the WTA 500 tournament in Abu Dhabi (UAE), against third-seed
Maria Sakkari of Greece (9 WTA). Cîrstea (26 WTA), leads 2-1 head-to-head, the
Greek player having won the last match 2-6, 6-3, 7-5 in the second round at

MOLDOVA Romania will continue to support the Republic of Moldova in its EU accession negotiations, PM Marcel Ciolacu said in a meeting with Moldovas new foreign minister Mihai Popşoi. The latter also had talks in Bucharest with his Romanian counterpart Luminiţa Odobescu, as part of his first foreign visit since taking over the office. The agenda of the talks included, apart from Moldovas EU accession, topics related to energy interconnection and security. “Moldovas reform efforts are visible and appreciated. The authorities in Chişinău proved courage and political determination in tackling reforms in critical areas for the EU integration,” Odobescu said. The Moldovan foreign minister promised the two countries will preserve an active relationship. “The past 2 years were a major challenge for Moldova, but also an opportunity for a positive transformation, towards EU integration. In this process, we benefited from massive assistance from Romania in the development, modernisation and resilience of our state. We appreciate this strong and steady support,” Popsoi added.

HEALTH Healthcare trade unions have been promised a 15% salary increase, which will add to the 5% increase applied to public sector employees at the start of the year. After extensive negotiations with Prime Minister Marcel Ciolacu, the leaders of the Sanitas Federation said salaries will increase in two stages, in March and June, although it is unclear which categories of personnel will benefit from the increase and when. Talks with the authorities will continue, trade unions say. Representatives of the Sanitary Solidarity Federation are disgruntled with the governments latest counteroffer, the Federation leader Viorel Rotilă argues, adding that the increase will only affect base salaries, meaning health workers salaries, which also include bonuses, are expected to increase by a little over 14%. Protest actions will thus continue, Viorel Rotilă went on to say.

MILITARY Reintroducing compulsory military service is out of the question, but the defence ministry is interested in regulating voluntary military service, the defence minister Angel Tîlvăr told a television station. He said the Romanian Army has seen its forces reduced from 320,000 to 80,000 troops. Tîlvăr emphasised that there are no risks of Romania going to war. Meanwhile, MPs in the defence, public order and national security committees discussed with Tîlvăr on Tuesday about the security situation at the Black Sea. Special attention was paid to the need to bring the Army procurement programmes in line with the national defence industrys needs for development and consolidation of its production facilities. Another topic was the legislation in the defence sector.

INTERNET Several Romanian lawyers warn that the national legislation must be adjusted in order to tackle online crime, and say children in particular are vulnerable. Experts say the best ways to protect from online scams are to not access links from unknown sources, not to disclose personal and banking data on unauthorised platforms and not click posts promising various immediate substantial profits. The International Safer Internet Day was marked on Tuesday in around 200 countries, at a time when more and more people are victims of cybercrime.

TENNIS Romanian tennis player Sorana Cîrstea has advanced to the quarterfinals of the WTA 500 tournament in Abu Dhabi (UAE), offering over 920 thousand USD in total prizes. Covid- 19 Ro — The number of new cases of Covid-19 remains high in Romania, but it is declining sharply after a period of 4 consecutive days with over 30,000 new cases, the days with the highest incidence of new cases reported since the beginning of the pandemic. On Sunday, more than 19,660 new cases of COVID-19 were reported along with 52 deaths. The Health Minister, Alexandru Rafila, said that next week the number of daily cases is going to exceed 40,000 and that the pandemic will subside hardly after 10 days. With many people infected and a high transmissibility rate, especially of the Omicron strain, the authorities are looking for ways to facilitate access to testing and treatment for decreasing the pressure on hospitals and ambulance services. A quick test can be done for free in 4,000 family doctors offices across Romania and at a minimum price in 138 pharmacies. 861 people are in ICUs. Almost 8 million people have been fully vaccinated so far.

Covid world — More and more cases of coronavirus infection have been reported among athletes and delegations arriving in Beijing, where the Winter Olympics will begin next week. Five members of the Canadian delegation have been quarantined. The rules are much stricter than at last years Tokyo Summer Olympics. In Beijing, athletes, team officials and journalists are only allowed in hotels, media centers and competition venues. So far, 23 cases of infection have been identified among athletes and officials, most of them at the airport, where all those arriving in China must be tested. Then, daily tests are made for everyone present at the Olympic Games who are locked in what is called a “closed loop system”. On the other hand, Russia and Ukraine reported on Saturday the highest number of COVID cases since the onset of the pandemic. Kiev has announced more than 37,000 cases, while Russia has exceeded 100,000 infections for the first time. In Europe, more and more countries are facing a record number of coronavirus cases, amid the spread of the Omicron variant.

Ukraine– NATO does not intend to deploy soldiers in Ukraine, a country that is not a NATO member, in case of a Russian invasion, said Sunday NATO’s Secretary General Jens Stoltenberg. There is a difference among being a NATO member and being a strong and much appreciated partner, such as Ukraine, he added. The UK announced that it would propose NATO a “major” deployment of troops, warships and fighter planes in Europe. In her turn, the French Defense Minister, Florence Parly, reiterated that Paris was ready to send hundreds of soldiers to Romania. Washington will soon send troops to Eastern Europe as well, the US President Joe Biden said. The US has already alerted 8,500 troops to join NATOs rapid reaction force in the event of a Russian invasion of Ukraine. On the other hand, Germany is sending three Eurofighter planes to Romania in February and March, in the context of boosting NATOs presence in Eastern Europe. The German planes will be integrated into the Italian contingent which has been already in Romania since last month, consisting of another four Eurofighter planes that perform air policing missions. Moscow has mobilized more than 100,000 troops and a large amount of fighting equipment on Ukraines borders, but says it does not want a war. If the former Soviet republic is invaded, Russia risks unprecedented economic sanctions, the West warns.

Romania-NATO – Romania, as a NATO member, is not in a position to enter the war at the moment, even in the worst scenario, in which Russia would invade Ukraine, the Defense Minister, Vasile Dîncu told a TV station. He explained that Romania is a member of a strong defense system, and the NATO Treaty provides for possible military intervention if a country that is a member of the Alliance is attacked. Ukraine is not a NATO member, it is trying to become one, so it does not have this status yet, Vasile Dîncu added. Asked if Romanian men, especially young men, should be afraid that they will be drafted, in the context of the situation in the region, he underlined that not even Ukraine mobilized its reservists.

Rome — The Italian President Sergio Mattarella was re-elected on Saturday for a second seven-year term in office, obtaining an absolute majority of votes from the 1,009 senators, deputies and regional officials called to vote. He was congratulated by the Prime Minister Mario Draghi, who also asked him to remain in office for the well being and stability of the country. Mattarella, 80, unexpectedly agreed to remain president and prevent a power void, as the parties failed to nominate another candidate to win a majority in parliament. Mattarella had repeatedly stated that he wanted to retire. He is the second most voted head of state in the history of Italy after Sandro Pertini in 1978. With a career spanning more than four decades, Sergio Mattarella entered politics after the assassination of his brother by the Sicilian mafia. He held four minister seats and was a judge in the Supreme Court before being elected president in 2015. The Italian Republic has so far had 12 presidents.

On the way to the Emirates, the aircraft flew over Saudi Arabia, and the head of state commented that it was a very emotional moment. The Israeli Prime Minister Naftali Bennett had already visited the United Arab Emirates last December. Economic issues are seen as the main engine behind rapprochement, but there is also the idea of forming an alliance against Iran, DPA reports. (LS)
