    LAWS Parliament
    is due to convene for a new session in Bucharest on February 1. Until then, the
    Romanian MPs are working on new bills, focusing, among other things,
    on regulating gambling and curbing drug consumption. The new legislation
    includes several measures such as the relocation of casinos and betting houses
    outside towns and cities, limiting gambling commercials and banning gambling
    ads near schools, parks or hospitals. According to the authors of the bills,
    some of them introduced as early as in 2022, the amendments come in the context
    of the latest expert warnings on the
    younger generation’s alarmingly growing addiction to gambling and drug consumption
    as well as their vulnerability to various advertising campaigns. Drug
    trafficking is punished with up to 10-year prison sentences. Other draft laws ban
    minors’ access to energy drinks and restrict commercials to vaping products and
    accessories.




    INVESTMENTS
    According to data released by the National Institute for Statistics, in the
    first nine months of 2023 Romania’s construction sector reported over RON 74
    billion worth of investment, which accounts for 62.6% out of the total
    investment in the country’s economy. In the same period, investments in
    Romania’s national economy stood at roughly RON 118.5 billion, a 14.4% rise as
    compared to the period between January and September 2022.




    CYBER SECURITY A
    new EU Cyber Security Regulation has taken effect in the EU, introducing a
    minimal set of measures for public institutions in EU member countries to
    protect themselves from online attacks. In Romania, just like in most EU
    countries, the number of cyber-attacks from Russia has increased since the
    start of the war in Ukraine. Under the Regulation, an EU Cyber Security Board
    will also be set up, which will monitor the implementation of security
    measures. Member state institutions are to initiate a security enhancement
    process this year and to introduce protocols to manage information networks. Under
    the Orange Business Internet Security Report, 31% of the attacks against
    Romania targeted the energy sector, 22% transports and 19% the governmental and
    public services sector. The attacks caused losses of billions of US dollars,
    and the institutions targeted in the past 2 years include the National Cyber
    Security Directorate, the Defence Ministry, the Border Police and the Passenger
    Railway Corporation (CFR).




    SCHOOLS Students

    Romania. The next school holiday is to be decided by county inspectorates and
    most likely will kick off on February 19th. In another development, against the
    background of a new wave of respiratory infections, medical authorities are
    urging parents not to send their children to school if they show any symptoms
    of a respiratory disease.




    TENNIS Romanian
    tennis player Ana Bogdan on Monday qualified for the round of sixteen of the
    WTA 500 tournament in Adelaide, Australia with over 900 thousand dollars in
    prize money. The Romanian secured a 6-3, 6-4 win against Katie Boulter of
    Britain. Also on Monday the all-Romanian pair Ana Bogdan/Monica Niculescu was
    defeated by the US-Dutch pair Asia Muhammad/Demi Schuurs 7-6, 6-4 in the

    LAWS Parliament is due to

    TENNIS Romanian tennis
    player Ana Bogdan on Monday qualified for the round of sixteen of the WTA 500

    WEATHER The weather
    gets cooler and cooler in almost all the Romanian regions and even snowfalls have
    been reported in the mountains and some eastern regions. The snow layer is
    expected to reach over 15-20 centimeters in the country’s north-eastern regions.
    Mixed precipitations have been reported in the center, south and south-east and
    the wind will intensify in Romania’s eastern and south-eastern regions. The
    highs of the day are ranging between -7 and + 7 degrees Celsius.

    SCHOOLS
    Schools and kindergartens reopened in Romania today after the winter break,
    among seasonal flu and viral respiratory infection alerts. The authorities call
    on parents not to send their kids to school if they have symptoms. The
    education and health ministries have taken measures and issued guidelines to
    prevent the transmission of respiratory viruses.


    GOVERNMENT The government of Romania is
    considering a number of projects for the forthcoming period, which have already
    been agreed on within the ruling coalition, the PM Nicolae Ciucă announced.
    Healthcare, education and investments, including the targets and benchmarks
    undertaken under the National Recovery and Resilience Plan, are the main areas
    to receive special attention. The government posted for public debate a draft resolution
    on master’s, Ph. D, post-doctoral and research grants abroad. In terms of
    healthcare system improvements, the proposed measures include hospital
    revamping using EU funds.


    UNEMPLOYMENT The unemployment
    rate in Romania dropped slightly, from 5.5% in October to 5.4% in November,
    according to data made public today by the National Statistics Institute. The
    number of unemployed people aged between 15 and 74 estimated for November 2022
    was 447,700, down from the 453,200 reported for the previous month and from the
    450,000 reported for November 2021. The unemployment rate is 0.9% higher among
    men (5.8% for men and 4.9% for women). Unemployment among youth under 24
    remains at a worrying 22.9%, the INS warns. The number of unemployed people
    aged 25 to 74 accounted for 74.3% of the total number estimated for November
    2022.


    CULTURE The first event in the series devoted to Timişoara – European
    Capital of Culture in 2023 takes place today, when the vice-president of the
    European Commission, Margaritis Schinas, will hand over this official title in
    a ceremony held at the Acropolis Museum in Athens. This year, the city of Timişoara
    in western Romania is one of the 3 European capitals of culture, alongside Elefsina
    in Greece and Veszprém in Hungary. The official opening of the event is
    scheduled for February 17 to 19, and throughout the year as many as 50 shows,
    concerts, exhibitions and other cultural events will bring together more than
    2,500 artists from Romania and abroad. Timişoara is included in a top of the best places to visit put together
    by the British daily The Independent. The publication
    recommends Timişoara’s Baroque buildings and historical squares, as well as art
    exhibitions, classical music concerts and jazz festivals. The mayor Dominic
    Fritz said this year’s priority is to attract both tourists, and investors.


    BORDERS As many as 302,000 people and over 75,000
    vehicles crossed into and out of Romania on Sunday. More than 92,700 people entered
    Romanian territory, including 6,880 Ukrainian nationals. This brings the total
    number of Ukrainian citizens having entered Romania since February 2022 to over
    3.27 million.
    Border checks are conducted efficiently at all checkpoints, in line with the
    national and EU legislation, and the Border Police are working at full
    capacity, the authorities announced.


    UKRAINE Wars like the one in Ukraine, where civilian areas are
    subjected to indiscriminate destruction, are a crime against God and
    humanity, Pope Francis said on Monday. In his annual speech to diplomats
    accredited to the Vatican, the Pope spoke about the war in Ukraine, with its
    wake of death and destruction, with its attacks on civil infrastructures that
    cause lives to be lost not only from gunfire and acts of violence, but also
    from hunger and freezing cold. Meanwhile, Ukrainian forces are withstanding constant
    Russian attacks on Bakhmut and other towns in the east of Donbas, the Ukrainian
    authorities announced today. Bakhmut is holding out against all odds,
    president Volodymyr Zelensky said in his Sunday address. The nearby town of
    Soledar is also holding out, Although there is even more destruction there and
    it is extremely hard, he added.


    TENNIS The Romanian player Sorana Cîrstea (43 WTA) was defeated today by Beatriz Haddad Maia of Brazil (156 WTA), 7-6, 6-1, in
    the first round of the Adelaide International 2 (WTA 500) tournament in Australia.Another
    Romanian, Irina Begu, will play in the main draw against Australia’s Storm
    Hunter. Begu reached the semi-finals of the Adelaide International 1(WTA 500), where
    she lost to the winner of the tournament, Arina Sabalenka of Belarus. (AMP)

    FLIGHTS Many flights scheduled to land on or depart from the Avram Iancu International Airport in Cluj-Napoca, north-western Romania have been delayed or cancelled because of the fog. The airport’s normal schedule was completely disrupted, with flights diverted to other airports in the country or in neighbouring Hungary. Hundreds of people are queuing and complaining that the delays or cancellations had not been announced by airlines. Cluj County is subject to an extended code yellow alert for fog, with visibility below 200m and in some cases even below 50m.

    DRUGS Over 1,000 people were arrested for drug trafficking in Romania in the first 11 months of 2022. Many of them formed organised crime groups, and 55 such groups were dismantled. Over one tonne of risk and high-risk substances were seized, the Romanian Police announced on Monday.

    PENSIONS As many as 4,787,920 pensioners were registered in Romania in December 2022, with the average pension benefits standing at roughly EUR 350, according to data centralised by the National Public Pensions Agency (CNPP). Nearly 700,000 of them had worked in agriculture, with pensions only amounting to EUR 100 in their case.

    RECYCLING All traders in Romania that sell bottled water, soft drinks or alcoholic drinks in plastic, glass or metal containers between 100 ml and 3 l are bound to register within 2 months on the platform of a guarantee-return system (SGR). Otherwise, they risk fines between EUR 4,000 and EUR 8,000. The authorities want the system to become operational at the end of November 2023. Shops will also have to arrange packaging return centres. The prices of drinks will include the roughly EUR 0.10 packaging guarantee, which consumers will collect when returning the bottles. Romania will thus have the second-largest such system in Europe, after Germany, the environment minister Tanczos Barna said recently.

    NATO Western countries must be prepared to provide long-term support to Ukraine as Russia shows no signs of relenting, NATO’s secretary general Jens Stoltenberg said. In an interview to the BBC, Stoltenberg said military support would ensure the survival of Ukraine as a sovereign country and force Russia to sit down and negotiate an end to the war. According to Jens Stoltenberg, Russia’s partial mobilisation programme, ordered in September, indicated that Moscow had no desire to end the war, and NATO must make sure that Ukraine stays in a strong position in the event of negotiation talks between the two sides.

    UKRAINE At least 63 Russian troops were killed in a Ukrainian attack on Makeevka, in the east, the Russian defence ministry announced on Monday, quoted by international media. Gen. Igor Konashenkov, the Russian defence ministry’s spokesman, said four missiles hit a point of temporary deployment of the Russian army in Makeevka, a town under Russian occupation. Moscow, which very rarely discusses its losses, has never reported such a large number of casualties in one strike since the start of its invasion in Ukraine on February 24 last year. The media had previously released information on the attack in Makeevka, saying it had taken place on New Year’s Eve, and that a building hosting recently mobilised reservists had been affected. The strike was facilitated by the soldiers’ extensive use of mobile phones, which enabled the Ukrainian army to identify their location, Russian sources say.

    POPE Thousands of believers have gathered in Vatican to pay their respects to the former Pope Benedict XVI, who died on Saturday aged 95 and whose body is lying in state at St Peter’s Basilica ahead of the funeral scheduled for Thursday. On Sunday Pope Francis paid tribute to his dearest predecessor, emphasising his sacrifices offered for the good of the Church. Benedict XVI, who announced his resignation from the papacy in 2013 on account of his ill health and age, was a highly praised theologian. The funeral will be presided over by Pope Francis, and it will be the first time in the 2,000-year long history of the Catholic Church that a Pope will be buried by his successor.

    TENNIS The Romanian tennis player Irina Begu (34WTA) started the year 2023 on the right foot, defeating Shelby Rogers 3-6, 7-6 (7/5), 6-1, on Monday, in the first round of the WTA 500 tournament in Adelaide (Australia). In the round of 16, Irina Begu will take on the winner of the match between Karolina Pliskova (Czech Republic) and Jelena Ostapenko (Latvia). (AMP)

    Law — The Romanian President Klaus Iohannis on Tuesday promulgated the law on doubling child allowances provided by the state. The amount of a child allowance is almost 63 Euros and 125 Euros for children with disabilities. The Romanian Chamber of Deputies adopted on December 18 the respective bill. The PM Ludovic Orban announced on January 10 that the government would postpone the coming into force of the law on doubling child allowances until it found the necessary financial resources. He pointed out that most probably the money will be allocated on the occasion of July’s budget adjustment.



    Parliament — The Romanian Parliament is determined to contribute, according to its constitutional prerogatives, to creating an adequate environment for business and investments, by increasing the predictability and transparency of fiscal legislation and by ensuring a stable and transparent legislative framework, that should benefit the national economy and the investors. The statement was made by the speaker of the Chamber of Deputies Marcel Ciolacu who met in Bucharest with the US ambassador to Romania Adrian Zuckerman. The latter has said the US is and will be Romania’s best friend in the region and will provide the necessary support for deepening the strategic partnership both at military level and at the level of economy and the rule of law, shows a communiqué of the Chamber of Deputies.



    Inflation — The annual inflation rate in Romania rose to 4% in December 2019 from 3.8% in November 2019, in the context in which the price of food and non-food products as well as of services increased, show the data published today by the National Institute of Statistics. The national bank of Romania has estimated downward to 3.8% from 4.2% the inflation rate for the year 2019 and estimates for the end of 2020 an inflation rate of 3.1%.



    Strasbourg — The EP is debating today in Strasbourg a resolution on the way in which the governments of the UK and the EU will manage citizens’ rights after Brexit. The resolution, which is to be voted in the plenum on Wednesday, approaches a wide range of issues which both the European citizens residing in Great Britain and the British citizens residing in the EU might face after Brexit. Also, the resolution draws attention to the fact that the Brexit deal includes fair and balanced provisions meant to protect the citizens’ rights during and after the transition period. In the same session the MEPs will debate alongside the EC the funding of the European Green Deal and the transition to climate neutrality. The plenum of the EP is today expecting the EC’s proposals regarding the principles and mechanism for a fair transition. On Wednesday the MEPs will vote a resolution, which will express the EP’s point of view.



    Tennis — The Romanian Simona Halep, world’s no.4 tennis player, on Tuesday defeated 6-4, 7-5 the Australian Ajla Tomljanovic (52 WTA) and qualified to the quarter finals of the Adelaide tournament in Australia. The tournament has prizes up for grabs worth 848 thousand dollars. In the quarter finals, the Romanian will play against Arina Sabalenka of Belarus and the American Bernarda Pera. This was Halep’s first singles match in 2020. In Adelaide she also played in the doubles alongside Romanian Raluca Olaru but the two lost to the pair Demi Schuurs (the Netherlands) / Kveta Peschke (the Czech Republic). (translation by L.     Moyen Orient – La Roumanie suit de près la situation au Moyen Orient, après que l’Iran a reconnu avoir abattu par erreur l’avion ukrainien, y compris en s’assurant que la Convention de Venise est respectée, document qui régit les relations diplomatiques et la liberté de manifestation dans l’espace public. C’est le message que l’on peut lire sur le profil officiel de Twitter du ministère des Affaires étrangères de Bucarest. Samedi et dimanche, des protestations ont eu lieu en Iran, contre la manière dont les autorités iraniennes ont communiqué les informations liées à l’avion ukrainien abattu près de Téhéran. Les premières informations transmises faisaient état d’un accident. Des milliers de manifestants iraniens ont demandé la démission du leader suprême Ali Khamenei, après la confirmation par les Gardes de la Révolution Islamique du fait que l’avion en question avait été abattu. 176 personnes, des Iraniens et des Canadiens pour la plupart, y ont perdu la vie.

    Autoroute – Une réunion importante pour la future autoroute reliant les villes de Sibiu (centre) et de Pitesti (sud), est prévue ce lundi au ministère des Transports de Bucarest. Les discussions devraient apporter les clarifications sollicitées par la Commission européenne au sujet de l’impact sur l’environnement de ce projet d’infrastructure. C’est de ces clarifications que dépend l’octroi des fonds européens non remboursables destinés à la réalisation des travaux. A la réunion annoncée par le ministre de tutelle, Lucian Bode, devraient participer les représentants des ministères des Transports, des Fonds européens et de l’Environnement, des agences chargées de la gestion des aires protégées et de la protection de l’environnement. On a également fait appel à l’expertise de spécialistes européens qui offriront conseil en vue de la préparation des projets d’infrastructure importants. Seulement pour un des cinq tronçons de l’autoroute ont jusqu’ici été signés les contrats de conception et d’exécution, les travaux devant démarrer au printemps 2020. Deux lots de l’autoroute sont en cours d’évaluation et deux autres, situés en région de montagne, devraient faire l’objet d’un appel d’offres. Les fonds européens non-remboursables compteront pour 85% de la valeur totale du projet, qui s’élève à 1,3 milliards d’euros.

    Ecole – Les élèves de Roumanie ont commencé ce lundi le second semestre de l’année scolaire 2019-2020. Ce sera un des semestres les plus longs de l’histoire récente de l’éducation roumaine, vu qu’il a 5 semaines de plus que le premier semestre. Les prochaines vacances sont prévues du 4 au 21 avril.

    PE – Le Parlement Européen démarre ce lundi, à Strasbourg, sa première session de 2020. Au programme : des débats sur les manières à détendre la situation en Iran et en Lybie, dans le contexte de l’actuelle crise au Moyen Orient. De même, la Croatie, qui assume pendant les 6 premiers mois de l’année la présidence tournante de l’UE, doit présenter les priorités de son mandat. D’autres discussions viseront la mise en œuvre et le suivi des droits des citoyens européens vivant en Grande Bretagne, la situation de la justice en Hongrie et en Pologne ou encore le Pacte écologique européen. Notons que la Roumanie compte 32 députés au PE.

    Semaine verte – « La semaine verte internationale 2020 » démarrera le vendredi 17 janvier à Berlin. Organisée depuis 1926 et arrivée à sa 85e édition, c’est la foire européenne la plus importante du domaine alimentaire, ‘agricole et horticole. Y sont attendus des centaines de milliers de visiteurs et 1800 exposants de 75 pays, dont la Roumanie. Cette année, la Croatie est partenaire de l’événement. L’importance de la Semaine verte pour la Politique Agricole Commune est confirmée par la présence à Berlin de 200 ministres et secrétaires d’Etat du monde entier. L’événement inclut entre autres le Forum Global pour l’Alimentation et l’Agriculture, lors duquel les spécialistes seront invités à débattre sur des sujets tels les matières première renouvelables, la durabilité, l’avenir de l’agriculture écologique ou des zones rurale, ou encore sur des questions liée à l’industrie alimentaire. Pour rappel, en 2019, un demi-million de personnes ont visité l’exposition internationale « La semaine verte », et les média en ont fait écho partout dans le monde.

    Handball – La sélection nationale de handball masculin de la Roumanie a vaincu dimanche à Benevento (Italie) l’équipe du pays hôte, sur le score de 29 buts à 24, dans son dernier match du Groupe 3 des préliminaires pour le Championnat du monde de 2021. Les Roumains étaient déjà qualifiés dans l’étape suivante des qualifications suite à leur victoire contre le Kossovo, samedi, et la Géorgie, vendredi. La Roumanie se classe première dans son groupe, avec 6 points cumulés, suivie par le Kossovo (3 points), la Géorgie (2) et l’Italie (1). L’équipe roumaine est la seule du groupe qui reste en compétition. Toutefois, avant d’arriver en lice pour la Coupe du monde, d’Egypte, en 2021, les tricolores ont encore deux tours de play-offs devant eux. La dernière participation de notre équipe à une compétition mondiale remonte à 2011.

    Tennis – La joueuse de tennis roumaine Simona Halep (nr 4 WTA) affrontera mardi l’Australienne Ajla Tomljanovic (52 WTA), dans le cadre du Tournoi d’Adélaïde. Dans la même compétition, à l’épreuve de double, les Roumaines Simona Halep et Raluca Olaru ont été vaincues aujourd’hui par le duo Kveta Peschke (République tchèque)/ Demi Schuurs (Pays-Bas). Par rapport à la semaine dernière, Simona Halep a reculé d’une place au classement du tennis mondial féminin, étant devancée par la Japonaise Naomi Osaka, demi-finaliste à Brisbane.     învinge Rusia, România se va număra printre cele 12 echipe care își vor disputa
    titlul de campioană a anului 2020. Lupta se va duce în cadrul unui turneu final
    care va avea loc în perioada 14 – 19
    aprilie 2020, la Budapesta. Vă amintim că în 2019 jucătoarele tricolore au
    ajuns până în semifinale. Ele au ratat calificarea în ultimul act în faţa
    Franţei, la Rouen, învinse cu 2 la 3. Atunci, punctele
