    EU COUNCIL MEETING – President Klaus Iohannis on Thursday attended the informal meeting of the European Council held in the Austrian city of Salzburg. The President argued in favour of closer post-Brexit cooperation with London authorities in terms of foreign security and policy. Bucharest also wants the European Union to maintain a unitary and coherent voice in the negotiations with the UK in order to arrive at a Brexit agreement that is fair to all sides. Romania’s priority is protecting the rights and interests of its citizens who live in the UK and a close as possible a relationship between the EU and the UK after Brexit, the Romanian president also said. In terms of internal security, President Iohannis said Romania wants to strengthen European borders, both by means of regulations and by increasing FRONTEX personnel.



    MEETING — The leaders of the main ruling party in Romania, the Social-Democratic Party, will convene on Friday after an open letter signed by leading members of the party call on Liviu Dragnea to step down, both as party leader and as Chamber of Deputies Speaker. Cosigners claim Liviu Dragnea’s run-ins with the law have weakened the party’s position, particularly ahead of the European Parliament election of 2019 and the legislative election of 2020. They also want Prime Minister Viorica Dancila to be interim party president pending the organization of the next congress.



    REPATRIATION — Romanian Minister of Defence Mihai Fifor and US Ambassador to Bucharest Hans Klemm on Thursday attended a special ceremony in Campulung Muscel, southern Romania, hosted to welcome back the 30th Carpathian Eagles battalion. The mission of the Romanian military was to secure an important area around the military air base in Kandahar, in Afghanistan. They also provided training to the Afghan army. The battalion is mostly made up of military from the Dragoslavele 30th Mountain Troops Battalion who have also taken part in missions in theatres of operation in Kosovo, in 2005 and Afghanistan, in 2008. In April, the Mountain Troops from Campulung was the target of a car bomb attack. Eight military were initially believed to be injured, but in the end only one needed more thorough medical investigations at a hospital in Germany.



    EBRD — The president of the European Bank for Reconstruction and Development, Suma Chakrabarti, has called on Bucharest authorities to step up reforms aimed at facilitating the development of infrastructure. Chakrabarti claims the EBRD is interested in funding investment projects in road and rail infrastructure and help privatize state enterprises. The statement follows after the EBRD president earlier this week attended the Three Seas Initiative summit in Bucharest. So far the EBRD has invested over 8 billion euros in Romania.



    RULING — The Constitutional Court of Romania has postponed for October 16 the debate on the notifications filed by president Klaus Iohannis and opposition parties regarding the administrative code. The president claims the draft law was passed by the Chamber of Deputies in an unconstitutional extraordinary session. Several articles are vague and the code eliminates an integrity criterion for appointing members of Government. In turn, the notification filed by the National Liberal Party and Save Romania Union claims special pensions for local officials stipulated under the administrative code are in breach of the principle according to which all citizens are equal before the law.



    TENNIS — Romanian tennis player Irina Begu on Thursday advanced to the quarterfinals of the Seoul tournament totaling 250 thousand dollars in prize money. Begu brushed aside Agnieszka Radwanska of Poland in straight sets. This is Begu’s first win against the Polish player. On Friday, Begu will take on Maria Sakkari of Greece.

    ADMINISTRATIVE CODE – Romanias President, Klaus Iohannis, on Tuesday notified the Constitutional Court with respect to the Administrative Code. The president claims, among other things, that the law has not been adopted transparently and that deficiencies in the parliamentary procedure have been reported. The president also says that the law, in its entirety, runs counter to the Constitution and he mentions, in that respect, tens of articles included in the new Administrative Code. The document was endorsed by Parliament on July 9.In its
    turn, the Constitutional Court announced on Tuesday the president’s notification
    regarding the Administrative Code will be debated upon on September 20.



    SWINE FEVER – The situation of African
    swine fever hotbeds in Romania was the focal point on the agenda of a
    government session on Tuesday. Attending the informal meeting were several members
    of the cabinet, the head of the Department for Emergency Situations, Raed
    Arafat, as well as representatives of the National Sanitary-Veterinary
    Authority. Romanian pig farmers having lost animals because of the African
    swine fever outbreak have so far received compensations of nearly 28,000 Euros.
    The compensations are granted both for the animals slaughtered in view of
    containing the swine fever hotbeds, and for collateral damages. In order to
    prevent the disease from spreading, restrictions have been introduced in
    certain areas regarding the transport of pork products, and citizens have been
    informed of relevant prevention measures. Since the beginning of the year, 440
    African swine fever hotbeds have been identified in Romania, both in large
    farms and individual households.



    CAR POLLUTING FEE – The Romanian environment minister, Graţiela Gavrilescu, announced on Tuesday that she will come up with a new version of the car polluting fee by the end of the year. The car polluting fee was introduced in Romania in January 2007, shortly after the country joined the EU. At that time, the first car registration fee was calculated in accordance with three elements: the age of the car, the type of catalyst and the engine capacity. After the fee had been repeatedly changed, in 2013, a tax was introduced in 2013, depending exclusively on the level of exhausted fumes. Four years later, in 2017, the authorities scrapped that fee.



    WORKERS – Over the past few years Romanian companies in hospitality, catering, light industry, agriculture and constructions have hired workers from outside the EU. Most of them come from countries with living standards below those in Romania, like the Philippines, Nepal, Vietnam, India, Indonesia and Thailand. Romanian employers have resorted to this strategy for various reasons, including the migration of domestic workers to more developed countries in western Europe, a drop in birth rates, labour mobility requirements and the inability of the national education system to adjust to the needs of the local labour market.



    SHEEP FARMING – Romania, the 4th largest sheep and goat breeding country in the EU, last year imported mutton and lamb worth 3.5 million Euros, from countries as far away as New Zealand. According to data made public by the National Statistics Institute, last year 11.5 million sheep and goats were bred in Romania, of which some 10 million sheep. Romania exported live stock worth over 180 million Euros and sheep and goat meat amounting to more than 35 million Euros. Sheep farming relies extensively on exports, because Romanians are not regular consumers of lamb and mutton.



    ASYLUM – 900 people applied for protection from the Romanian state in the first half of the year, 55% fewer than in the corresponding period of last year. According to the General Inspectorate for Immigration, the largest number of asylum seekers come from countries like Iraq, Syria and Iran, and the largest number of applications have been submitted to the centres in Bucharest and in Timişoara (in the west). Close to 950 other people have been included in an integration programme.



    GREECE – The Greek authorities made public the latest toll of the wildfires that ravaged several towns and villages near the capital city Athens last week: 92 dead, 25 missing and 28 unidentified burnt bodies. According to Radio Romanias correspondent, 4 foreign citizens are among the victims. On Monday the PM of Greece, Alexis Tsipras, visited the villages of Mati and Rafina.     PROTEST – A fresh anti-government protest was organized in Bucharest on Sunday evening. Under the slogan “The Country is on fire! Light for democracy, the civic organizations which initiated the rally want to express their disagreement with the policies pursued by the ruling coalition in such domains as justice, the environment and the economy. The protest is staged just a day after the Social Democrats and Liberals-Democrats on Saturday organized the biggest rally since taking over power, a year and a half ago. The over 100,000 participants protested against what they called abuses and the infringement of the principles of the rule of law. They denounced the existence of an illegitimate and underground structure, which they generically deem as “the parallel state and which allegedly influences the state institutions and decision-making in the justice field. On Friday, the High Court of Cassation and Justice postponed issuing a verdict, for a third time, in a lawsuit in which the leader of the Social Democratic Party, Liviu Dragnea, is accused of corruption offences. The anti-corruption prosecutors called on the court to issue a seven year and five month jail sentence for abuse of office on Dragneas name, in addition to two years and six months for forgery. In 2016, Dragnea got a final, suspended two year sentence, for attempted rigging.



    JUSTICE – A delegation of the Venice Commission pays a two-day visit to Romania as of Monday, for consultations on the modifications brought to the justice laws. The delegation is due to have talks with President Klaus Iohannis, with other officials at the Romanian Parliament, the Justice Ministry, the High Court of Cassation and Justice, the Constitutional Court, the Prosecutor Generals Office, the National Anti-Corruption Directorate, the Superior Council of Magistracy, associations of judges and prosecutors and civil society organisations. Both President Iohannis and the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) have requested the opinion of this consultative body, made up of independent experts on constitutional law, on the laws on judicial organisation, the functioning of the Superior Council of Magistracy and the status of judges and prosecutors. The requests were made amidst accusations launched by the right-of-centre opposition, civic organisations and part of a press, according to whom by modifying these laws, the ruling coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats in Romania is allegedly trying to halt the fight against corruption and to subordinate magistrates.



    ADMINISTRATIVE CODE – The Romanian Senate will debate on Monday the draft Administrative Code, after it has been debated and adopted by the relevant parliamentary committee. The Senate is the first notified chamber in this case. The document regulates the organisation and functioning of authorities and institutions in the public administration: the government, ministries, prefects offices, county councils, city halls, defines the status of those working in these institutions and sets the guidelines for decentralisation and local autonomy.



    HALEP – Romanias President Klaus Iohannis has congratulated the Romanian tennis player Simona Halep on her victory at the Roland Garros tennis tournament. In a message posted on a social network, the head of state has underlined that Haleps first Grand Slam trophy in her career comes at the end of a final in which she fought for every ball, without giving up any moment. In turn, PM Viorica Dăncilă has praised, in a message, the way in which Halep fought on court, saying her performance was a further confirmation that she deserved the trophy. Both the Romanian and international press has hailed Simona Haleps win in Paris. The no.1 WTA tennis player defeated the American Sloane Stephens 3-6, 6-4, 6-1. Her success at Roland Garros comes 45 years since Romanian Ilie Năstase won the tournament hosted by the French capital city for the second time in a row and 40 years since her current manager, Virginia Ruzici, won the French Open.



    SINGAPORE – The North Korean leader, Kim Jong Un, has arrived in Singapore, ahead of a historic summit with the US President, Donald Trump. In turn, the White House leader comes from Quebec, where he attended the G7 summit. The Kim-Trump Summit scheduled for Tuesday morning will be a first meeting between the Kim dynasty heir and an acting US President. The discussions which are likely to produce uncertain, unclear results, will be aimed at reaching an agreement on North Koreas complete, verifiable and irreversible denuclearisation, in exchange for an easing of economic and diplomatic sanctions.



    CANOEING – Romanians Leonid Carp and Victor Mihalachi on Sunday won gold in the 500m double canoe race, at the European Championships held in Belgrade, Serbia. On Saturday they grabbed a silver medal in the 1,000 m double canoe race. Romanian Mihaela Lulea also got silver in the 200m paracanoe race.



    THEATRE FESTIVAL – The Sibiu International Theatre Festival, one of the largest festivals of its kind in the world continues in Sibiu, central Romania. Sundays highlights included 50 events organised not only in halls but also in unconventional places: theatre and dance shows, contemporary circus, concerts, exhibitions, theatre workshops and street parades. We recall that over 3,300 artists from 73 countries are participating in the 25th edition of the Sibiu International Theatre Festival, which runs until next Sunday.

    RALLY – Over 100,000 Romanians coming from all across the country on Saturday took part in a rally in Victory Square in Bucharest, organised by the ruling coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats in Romania. They protested against what the Social Democrats and their junior partners in the ruling coalition called abuses and the infringement of the principles of the rule of law. They denounced what they called the existence of a illegitimate and underground structure, which they generically deem as “the parallel state which influence the state institutions and decision-making in the justice field.
