    African swine fever in Romania

    The authorities will help those who suffered losses because of the
    African swine fever to resume pig farming when the epidemic is gone. This was
    the announcement made by agriculture minister Petre Daea, who also said the
    measures, which will accompany financial compensations for the animals culled,
    will be taken when the virus is eradicated:


    I have already dispatched the director responsible for
    animal husbandry in the agriculture ministry to the north-west. Based on the
    programme, when the hotbed is neutralised, each family must conduct a number of
    procedures and we will assess if things go back to normal and no further
    contaminations occur, so that we can resume activity after 90 days.


    Petre Daea has also said that he will travel to the European Commission on Thursday
    to discuss the compensations to be awarded in the wake of the African swine
    fever so that the money could make its way to the state budget. According to
    the minister, compensations have already been disbursed for more than 4,000 of
    the 6,000 cases approved, amounting to around 15 million Euros. The money now
    comes from domestic sources, but will be covered by European funds as well,
    said Daea. The African swine fever epidemic has so far affected a third of all
    counties in Romania, with hundreds of hotbeds being reported, and over 300,000
    pigs have been culled so far.

    At the same time, authorities are trying to
    implement measures to prevent the spread of the virus, the situation being
    constantly monitored, the spokesman for National Sanitary Veterinary and Food
    Safety Authority, Rares Habeanu, told Radio Romania:

    Tests are being done, particularly to assess the animals’
    health condition, and, in the areas close to the hotbeds or where the virus is
    likely to spread according to our predictions, measures are being taken and strengthened
    and analyses are being carried out more frequently, depending on the degree of
    hazard we identify in certain parts of the country.


    The measures aimed at preventing the spread of African swine fever
    include shooting wild boars, which are considered responsible for the spread of
    the virus. Also, some counties have banned all animal fairs, and vehicles
    coming in and out of the county are being checked to make sure they are not
    carrying live animals and meat products. Provenance documents, the goods and
    the transport conditions are being checked.

    INFLATION – The National Bank of Romania has revised down to 3.5% the inflation rate forecast for the end of this year, the Central Bank Governor Mugur Isarescu has announced today. The previous forecast was 3.6% for 2018. As regards the end of next year, the Central Bank estimates a 2.7% inflation rate. Mugur Isarescu has recently stated that the Central Bank has managed to guide inflation towards a downward trend, but it cannot be stated that the increase cycle of the key interest rate is complete.



    CUSTOMS – The Romanian Customs Authority and the Customs Service of the Republic of Moldova on Tuesday signed in Albita, eastern Romania, a joint action plan aimed to render cross border traffic in August more fluid. This time of the year usually sees a 20% increase in traffic across the border between Romania and Moldova. To this end, the two countries customs authorities will upsize the customs staff and will ensure a permanent exchange of information.



    CONGRESS – The city of Alba Iulia, in central Romania, is these days hosting a congress of teachers from Romania and abroad. Hundreds of educators, teachers and professors from Romania, the Republic of Moldova, Ukraine and Serbia are participating in the event. This edition of the congress, the 41st, is devoted to the celebration of 100 years since the Great Union, which took place in Alba Iulia. One of the topics approached at the congress is teachers role in the unification of the Romanian principalities. The agenda includes a large number of courses and workshops.



    SWINE FEVER – The Romanian Agriculture Minister Petre Daea has stated that the order regarding the African swine fever does not say that crops must be destroyed or burnt, except for those plots where an outbreak of fever in wild boars was found, and only if that plot is part of a crop, but no such situation has been reported in Romania so far. According to the latest reports, there are some 580 outbreaks of African swine fever in 100 towns and villages in 8 counties across Romania. Some 78,000 pigs have been culled in farms and households. The owners of these animals will be compensated for their loses, and under the next budget adjustment additional funds have been earmarked for the eradication of the disease.



    AWARD – The only Romanian astronaut who has flied into space, Dumitru Prunariu, will receive the Science Award granted by the International Academy of Astronautics. This is the highest distinction awarded by this prestigious institution. The award ceremony will be hosted by Bremen, Germany, on September 30th, reads a release issued by the Secretary General of the International Academy of Astronautics, Jean-Michel Contant. We recall that on May 14th, 1981, Dumitru Prunariu became the first and only Romanian to have flown into space. He took part in the Soyuz 40 mission, under the “Intercosmos” space program, and spent 7 days, 20 hours and 42 minutes in space. The International Academy of Astronautics is an independent NGO, established in 1960, based in Paris. It was recognized by the UN in 1996. Its members, representing 85 countries, are prominent researchers, heads of space missions, astronauts and cosmonauts, heads of space agencies and other personalities from the world of space policy and diplomacy.



    ISS – The International Space Station will be crossing Bucharests skies every evening, until August 23rd. It can be seen without special equipment, but only for a few minutes. According to Adrian Sonca, a coordinator with the Bucharest Astronomic Observatory, the ISS appears on the sky as a bright object flying through the stars. NASA has a special service for those interested in finding out which is the exact interval during which the space station is visible to the naked eye.



    TENNIS – Several Romanian tennis players are playing tonight in the second round of the WTA tournament in Montreal, with 2.8 million dollars in prize money. Worlds no.1 Simona Halep, first seed at the tournament, which she has won before back in 2016, will play against the Russian Anastasia Pavlyuchenkova, no.28 WTA. Mihaela Buzarnescu will take on the Ukrainian Elina Svitolina, and Sorana Cirstea will play against Venus Williams. In the doubles, Mihaela Buzarnescu and Monica Niculescu will be playing against the pair made up of Shuko Aoyama of Japan and Lidzya Marozava of Belarus. On Tuesday, the Romanian player Ana Bogdan was eliminated by the Byelorussian Aryna Sabalenka and had to leave Rogers Cup from the very inaugural round. Another Romanian, Irina-Camelia Begu, was eliminated in the first round by the Australian Ashleigh Barty.

    DEFENSE – Romanias Higher Defense Council, which convened in Bucharest on Tuesday, decided to maintain in 2018 the 2% share of the GDP earmarked for defense, just like this year, according to a communiqué issued by the Presidential Administration. The other institutions in the field of national security will next year get similar budgets too. The Defense Council also decided to increase the number of soldiers, gendarmes and police staff who next year will take part in missions abroad. 1,775 soldiers, 286 more than this year, will be deployed abroad next year, mostly in Afghanistan. Also, 1,867 gendarmes and police staff will take part in foreign missions under the aegis of the EU, the OSCE, NATO and the UN. By taking part in such missions, the Romanian state gets actively involved in promoting regional and global stability and security and in combating international terrorism. Also at the meeting held on Tuesday, the report on the measures adopted by Romania to enforce the sanctions set at international level between October 2016 and September 2017 was analysed and approved.



    JUSTICE – The US should trust Romanias Parliament, whose aim is to strengthen the independence of the judiciary and to eliminate any political interference in the functioning of the justice system, reads a press release communicated on Tuesday by the Senate Speaker Calin Popescu-Tariceanu and the Speaker of the Chamber of Deputies Liviu Dragnea. The reaction came after the US Department of State published on Monday, on the institutions website, an official statement expressing concern over the fact that the Romanian Parliament intends to pass legislation which, according to the US officials, would affect the fight against corruption and weaken the independence of the Romanian judiciary. The US Department of State believes that these laws, set forth by the Ministry of Justice, are a threat to the progress that Romania has made in the past years, in a bid to build strong judicial institutions, protected against political intervention. In the same statement, the US Department of State calls on the Romanian parliament to reject those proposals that weaken the rule of law and endanger the fight against corruption. In the latest CVM report, made public on November 15th, the European Commission states that the global pace of reform has stayed flat in 2017, and the challenges that the independence of the Romanian judiciary is faced with is a major reason for concern. On Sunday, street protests were staged in Bucharest and other cities across Romania, but also abroad, against the changes brought to the justice laws and the fiscal code.



    CONTRACTS– Contracts were signed on Tuesday in Bucharest for the building of a new gas pipeline as part of the EU-backed BRUA project, which will link the natural gas networks in Bulgaria, Romania, Hungary and Austria. The deputy prime minister Marcel Ciolacu said that BRUA was a priority for the government, being a very important project for Romanias energy security and independence. On Romanian soil, the pipeline will cover 529 kilometers and its conveyance capacity to Bulgaria will be 1.5 billion cubic meters per year and 4.4 billion cubic meters per year to Hungary. The cost of the project is 547.4 million dollars, of which 179 million have been allocated by the EU in the form of a grant to Romania.



    AGRICULTURE – The Romanian agriculture minister Petre Daea on Tuesday signed an agreement with the European Investment Fund, which provides for the implementation of a financial lending instrument under the 2014-2020 National Rural Development Program. The agreement will facilitate access to funding for farmers and entrepreneurs in the rural areas, more funds and smaller interest rates. The money allocated under this program amounts to almost 94 million euros. The European Investment Fund is an international financial institution, part of the European Investment Bank Group, specializing in risk funding for SMEs. The European Investment Fund supports the EUs objectives by boosting innovation, research and development, entrepreneurship and the creation of jobs.



    CENTRAL BANK – Romanias socio-economic development is slower than its economic growth, said on Tuesday the First Deputy Governor of the National Bank of Romania Florin Georgescu. According to him, the favorable macro-economic developments in the past years have been reflected only partially in an increase in peoples living standard and the countrys competitiveness. This has happened because the total capital in the economy is not at the right level and the business sector is faced with worrying structural vulnerabilities, the Central Bank First-Vice Governor also said.



    MIGRATION – Since the beginning of the year, at least 3000 migrants and refugees have died while attempting to cross the Mediterranean Sea in order to get to Europe, the International Organization for Migration announced on Tuesday. A record figure was reported last year, when some 5000 people died in similar circumstances. According to the IOM, since the beginning of 2017, some 165,000 migrants and refugees have reached Europe by sea, of which 75% arrived in Italy.



    IMF – The International Monetary Fund has appointed the South-Korean Jaewoo Lee chief of mission for Romania and Bulgaria. On December 7th he will replace the Pakistani Reza Baqir. Before this appointment, Jaewoo Lee was head of the IMF mission for Sri Lanka. Currently, Romania has no agreement with the IMF, just regular consultations with its representatives.



    ENERGY CONFERENCE – Turkmenistans capital, Ashgabat, is hosting these days the 28th session of the Energy Charter Conference. The event has gathered leaders and representatives of the energy ministries of the member and observer states and of several regional and international organizations. In 2018, Romania will take over from Turkmenistan the presidency of the Energy Charter Conference, and Mihnea Constantinescu, Special Ambassador and Representative for Energy Security with the Foreign Affairs Ministry, will chair the conference. The Energy Charter was launched in Europe in 1990 as a political initiative. It is a platform of cooperation in the energy field, accepted by both the Eurasian states and the developed countries. In 1991, the European Energy Charter was signed in The Hague, and in 1994 the Energy Charter Treaty and the Energy Charter Protocol relating to energy efficiency and environmental issues were signed in Lisbon.
