VISIT The PM of Romania Viorica Dăncilă reiterated on Sunday in Washington her Cabinets intention to relocate the Romanian Embassy in Israel from Tel Aviv to Jerusalem. She said a decision would be made “after thorough analysis by all constitutional decision-makers and if full consensus is reached. The PM made these statements during the conference of the American-Israeli Public Affairs Committee (AIPAC), which invited her to the US. In October 2018, the Foreign Ministry presented the Government with a report on the effects of relocating the Romanian Embassy from Tel Aviv to Jerusalem. The report included both the pros and cons to this decision, Foreign Minister Teodor Meleşcanu said, but he would not disclose the ministrys recommendation on the topic. The idea of moving the embassy was first mentioned by the head of the ruling coalition in Romania, the Social Democrat Liviu Dragnea, in a private TV show in late 2017. The plan prompted strong criticism from the right-wing Opposition and President Klaus Iohannis, who, under the Constitution, coordinates the countrys foreign policy. The Palestinian Authority also temporarily recalled its ambassador to Bucharest.

MEETING EU transport ministers and state secretaries are taking part on March 26th and 27th in the informal meeting of EU transport ministers held in Bucharest under the Romanian Presidency of the Council of the EU. They will discuss, among other things, the future of mobility in the Union and means to strengthen connectivity and cohesion by means of the TEN-T network. According to the organisers, an enlarged and consolidated trans-European transport network will help improve territorial cohesion, the accessibility and connectivity of all regions in the EU, thus stimulating investments and narrowing development gaps.

TRANSPORT The Romanian Transport Operator Federation (FORT) announces in a news release that on Wednesday, March 27th they will protest in Strasbourg against the EU Mobility Package 1, alongside other employer associations from Romania and Eastern European countries. The Federation is against the obligation for drivers to return home at least every 4 weeks or, if a driver chooses the reduced weekly rest option, every 3 weeks on the road. FORT also demands a review of regular weekly rest rules and is also against applying the rules of posting to road transport.

PROTESTS The weekly “yellow vest protest in France took place on Saturday under strict police control, following the incidents of March 16th in Paris, which had prompted President Emmanuel Macrons criticism of the police force. According to Radio Romanias correspondent in Paris, protesters access to certain parts of the city was prohibited, and the police checked thousands of people to identify individuals intent on resorting to violence. Across the country, many individuals were detained while trying to reach Paris equipped with baseball bats, projectiles, gas masks. Significant clashes between the protesters and the police were also reported in Lyon, Lille and Montpellier, but order has been restored. The so-called “yellow vest movement emerged in November as a protest against a rise in fuel prices.

FOOTBALL Romanias Under-21 football team are scheduled to play a friendly against Denmark on Monday, after on Thursday they lost a match against Spain, during a training session in that country. In the 2019 European Youth Championship hosted by Italy and San Marino, Romania plays in Group C, alongside England, France and Croatia. Meanwhile, Romanias national football team was defeated on Saturday night, 2-1, in Sweden, in a EURO 2020 qualifier match held at the Friends Arena in Solna. On Tuesday, Romania is playing at home against Faroe Islands. The group also includes Spain, Norway and Malta, and the top 2 teams in each group qualify into the final tournament. The drawing for Euro 2020 takes place in Bucharest on November 30. The Romanian capital city will also host 4 final tournament games, 3 in the group stage and an 8th-final.

Die rumänische Ministerpräsidentin Viorica Dăncilă bekräftigte am Sonntag in Washington die Absicht ihres Kabinetts, die rumänische Botschaft in Israel von Tel Aviv nach Jerusalem zu verlegen. Sie sagte, eine Entscheidung werde “nach eingehender Analyse aller verfassungsrechtlichen Entscheidungsträger” und bei vollem Konsens getroffen. Die Premierministerin machte diese Erklärungen während der Konferenz des amerikanisch-israelischen Ausschusses für öffentliche Angelegenheiten (AIPAC), die sie in die USA eingeladen hatte. Im Oktober 2018 hatte das rumänische Au‎ßenministerium der Regierung einen Bericht über die Auswirkungen der Umsiedlung der rumänischen Botschaft von Tel Aviv nach Jerusalem vorgelegt. Der Bericht enthielt sowohl die Vor- als auch die Nachteile dieser Entscheidung, sagte Au‎ßenminister Teodor Meleşcanu, er würde jedoch die Empfehlung des Ministeriums zu diesem Thema nicht offenlegen. Die Idee, die Botschaft zu verlegen, war Ende 2017 erstmals in einer privaten Fernsehsendung vom rumänischen Chef der regierenden Koalition, dem Sozialdemokraten Liviu Dragnea, erwähnt worden. Der Plan löste heftige Kritik von der rechten Opposition und vom Staatspräsident Klaus Iohannis aus, der im Rahmen der Verfassung die Au‎ßenpolitik des Landes koordiniert. Die Palästinensische Autonomiebehörde rief auch ihren Botschafter in Bukarest vorübergehend zurück.

Die Verkehrsminister und -Staatssekretäre aus den EU-Mitgliedstaaten werden am 26. und 27. März am informellen Treffen der Verkehrsminister teilnehmen, das in Bukarest im Rahmen der rumänischen EU-Ratspräsidentschaft stattfindet. Die Teilnehmer werden unter anderem Themen diskutieren, die sich auf die Zukunft der Mobilität in der Europäischen Union und die Stärkung von Konnektivität und Zusammenhalt durch das TEN-V-Netzwerk beziehen. Laut einem Kommuniqué der Organisatoren trägt die Verwirklichung eines transeuropäischen Netzes mit umfassenden und vernetzten Verkehrsverbindungen zur Stärkung des territorialen Zusammenhalts, der Erreichbarkeit und der Anbindung aller Regionen der Union, einschlie‎ßlich der Randregionen, bei, was die Investitionen anregen und Entwicklungslücken verringern soll.

Der Verband der rumänischen Transportunternehmer (FORT) hat in einer Pressemitteilung angekündigt, dass er am Mittwoch, 27. März, in Stra‎ßburg zusammen mit anderen Arbeitgeberverbänden aus Rumänien und den osteuropäischen Ländern gegen das Mobilitätspaket 1 protestieren wird. Der FORT-Verband der rumänischen Transportunternehmer erklärt sich unter anderem gegen die Rückkehr der Fahrer nach Hause mindestens alle vier Wochen oder, wenn der Fahrer zwei kürzere Pausen einlegt, nach drei Wochen. Der FORT-Verband fordert auch eine Neubewertung der normalen wöchentlichen Ruhezeit im Fahrerhaus, und erklärt sich gegen die Anwendung der Entsendungsregeln für den Stra‎ßentransport.

VISIT The PM of Romania, Viorica Dăncilă, is in the USA until Tuesday, to take part in the conference of the American-Israeli Public Affairs Committee (AIPAC), at the invitation of the AIPAC president Morton Fridman, and executive director Howard Kohr. On Saturday, the PM met in Washington with representatives of American companies having invested in Romania. According to a government press release, Dancila presented the measures taken by her Cabinet to enhance the attractiveness of the Romanian business environment. The American investors appreciated the opportunities offered by Bucharest for the development of the strategic defence industry and for investments in healthcare, energy, research and innovation, IT and communications. The participants also discussed the recent changes in the public private partnership legislation, emphasising that it includes broader contractual terms and allows for more flexible financing, enabling parties to share the risks and benefits.

TENNIS The Romanian tennis player Simona Halep, no 3 in the world, is playing today against Slovenian Polona Hercog, in the 3rd round of the Miami tournament, which has over 9 million US dollars in total prize money. In the doubles, Simona Halep and Julia Goerges (Germany) qualified on Saturday in the 8th-finals. Another Romanian, Raluca Olaru, playing together with Croatian Darija Jurak, is also playing in the 8th-finals of the doubles tournament, against Lara Arruabarrena of Spain / Heather Watson (UK). Die Institutionen, in denen die Rumänen nach wie vor das grö‎ßte Vertrauen haben, sind die Armee und die Kirche im Land bzw. die NATO und die Europäische Union auf internationaler Ebene. Das ergab sich aus einer Umfrage des Nationalen Index der Dienstleistungen und des Bevölkerungsverbrauchs INSCOP, die vom 5. bis 13. März im Auftrag der Konrad-Adenauer-Stiftung durchgeführt wurde. Soziologischen Untersuchungen zufolge ist die Armee nach wie vor die inländische Institution, in der die Rumänen das höchste Vertrauensniveau haben (68%), gefolgt von der Kirche (55%). Sdiese Werte haben in den letzten Monaten leicht zugenommen. Es folgen die Gendarmerie mit 48%, die Polizei mit 43%, die Antikorruptionsbehörde DNA mit 40% und die Präsidentschaft mit 38%. Am anderen Ende der Liste stehen die politischen Parteien und das Parlament mit einem Vertrauensanteil von nur 11%. Bei den internationalen Institutionen steht die NATO an erster Stelle mit 52%, gefolgt von der EU – mit 49%. Der maximal zulässige Fehler der Daten beträgt +/- 3%.

Die rumänische Premierministerin Viorica Dăncilă hält sich in der Zeit vom 23. bis 26. März in den Vereinigten Staaten auf, um an der Konferenz des American-Israeli Public Policy Committee (AIPAC) teilzunehmen, auf Einladung von AIPAC-Präsident Morton Fridman und AIPAC-Exekutivdirektor Howard Kohr. Laut einer Mitteilung der Bukarester Exekutive spiegelt der Besuch die Intensivierung des bilateralen Dialogs wider und ist Teil der anhaltenden Bemühungen der rumänischen Regierung, die Partnerschaften Rumäniens mit den Vereinigten Staaten und Israel zu festigen und auszubauen.

Der Botschafter Rumäniens in Chisinau, Daniel Ioniţă, hat erklärt, die internationalen Partner der ex-sowjetischen, mehrheitlich rumänischsprachigen Republik Moldau seien nach den Parlamentswahlen vom 24. Februar in einer strategischen Erwartungsphase. Er betonte, dass die Position von Bukarest unverändert geblieben sei, indem sie den europäischen Weg der Republik Moldau unterstütze und die notwendigen und von den moldauischen Bürgern erwarteten Reformen weiter fördere. Laut den Korrespondenten von Radio Romania in Chisinau begrü‎ßte der Botschafter die Tatsache, dass der Handel zwischen den beiden Nachbarländern im vergangenen Jahr einen historischen Höchststand von über einer Milliarde Dollar erreicht hatte. Nach den Parlamentswahlen im vergangenen Monat haben die philorussischen Sozialisten von Präsident Igor Dodon 35 Abgeordnetenmandaten aus den insgesamt 101 Parlamentssitzen gewonnen. Die Demokratische Partei (Mitte-Links, in der Regierung) hat 30 Sitze, der Parteiblock ACUM (mitte-rechts, proeuropäisch) 26 Sitze und die populistische Partei Șor 7 Sitze im moldauischen Parlament. Drei unabhängige Abgeordnete wurden ebenfalls gewählt.

Rumänien ist aus militärischer Sicht viel besser vorbereit als vor seinem NATO-Beitritt vor 15 Jahren, am am 27. März 2004, Dies erklärte der Verteidigungsminister Gabriel Leş bei der Veranstaltung zur Eröffnung der Kampagne “Rumänien – 15 Jahre in der NATO. 70 Jahre seit der Gründung der Nordatlantischen Allianz“, bei der auch die öffentliche Informationskampagne “WeAreNATO” in Rumänien neugestartet wurde. Derzeit beteiligen sich fast 1.000 rumänische Soldaten an NATO-Auslandsmissionen; in der vergangenen Jahren betrug ihre Zahl mehr als 2.500. 29 rumänische Soldaten sind ums Leben gekommen und 180 wurden bei NATO-Missionen in ausländischen Schauplätzen verletzt, sagte noch der Verteidigungsminister Gabriel Les.

UE – Le chef de l’Etat roumain, Klaus Iohannis, participe aujourd’hui au Conseil européen de printemps, à Bruxelles. L’agenda de la réunion inclut entre autres des sujets tels la consolidation de la base économique européenne, le changement climatique, le prochain sommet avec la Chine et les moyens de lutter contre la désinformation. Jeudi, le président roumain a participé à la Conférence transatlantique annuelle, organisée toujours à Bruxelles par la Chambre de commerce américaine auprès de l’Union européenne. L’occasion pour M Iohannis de préciser, qu’en sa qualité de partenaire stratégique des Etats-Unis, la Roumanie considérait son mandat à la tête du Conseil de l’UE comme une opportunité de promouvoir un agenda positif de coopération entre l’Union et les Etats-Unis. Et c’est toujours jeudi que les leaders de l’UE ont accepté de reporter le Brexit, offrant à la Grande Bretagne deux scénarios pour quitter le bloc communautaire. « Une chance réelle pour une sortie ordonnée de la Grande Bretagne de l’UE existe », a déclaré ce vendredi le président roumain à Bruxelles. Il a également réaffirmé que les ressortissants roumains vivant au Royaume Uni étaient une priorité pour Bucarest.

Visite – La première ministre roumaine, Viorica Dancila, se rendra aux Etats-Unis du 23 au 26 mars pour participer à la Conférence du Comité Américano – Israélien pour les politiques publiques (AIPAC – American Israel Public Affairs Committee). Une visite qui fait suite à l’invitation du président de l’AIPAC, Morton Fridman, et du directeur exécutif du comitén Howard Kohr. Selon un communiqué du gouvernement roumain, cette visite témoigne de l’intensification du dialogue bilatéral et s’inscrit dans les efforts soutenus de l’Exécutif de Bucarest de renforcer et de développer les partenariats conclus par la Roumanie avec les Etats – Unis et Israël.

Protestations – Les employés du métro Bucarestois protestent à nouveau ce vendredi, pour la 2e journée consécutive. Ils accusent les responsables d’être indifférents face aux problèmes de sécurité que posent plusieurs rames et dénoncent la pénurie de personnel au sein de la compagnie. Ils ont donc décidé de manifester pendant une heure devant le siège du ministère des Transports, dans l’espoir d’être reçus par le ministre. Ce vendredi encore, quelque 1500 greffiers sont attendus pour une ample manif devant le siège du gouvernement de Bucarest, pour demander de meilleures conditions de travail et la croissance des salaires. Notons que tout le long de cette semaine, les greffiers ont porté un brassard blanc pendant leurs heures de travail. Ils menacent de déclencher le conflit collectif de travail si leurs demandes de sont pas remplies.

Economie – De larges catégories de la population n’arrivent pas à bénéficier de la croissance économique soutenue de la Roumanie de ces dernières années et la pauvreté touche souvent les enfants. C’est ce qu’a affirmé aujourd’hui à Bucarest, la commissaire européenne à la Politique Régionale, Corina Cretu. En présentant le Rapport par pays de la Commission européenne sur la Roumanie, elle a insisté sur la nécessité de faire des investissements majeurs dans les services de santé, dans l’infrastructure routière, dans l’énergie et dans l’environnement. Des investissements importants dans le domaine de l’innovation pourraient aider à transformer l’économie roumaine, a-t-elle encore précisé. Le rapport de la CE attire l’attention sur le fait qu’une croissance économique fondée sur la consommation diminue la capacité de récupérer de manière soutenable les décalages par rapport aux pays plus développés. De même, la dette extérieure sur le moyen et sur le long terme de la Roumanie risque de dépasser les 60% du PIB, alors que l’économie est affectée par les hausses salariales qui ne sont pas mises en corrélation avec la productivité. Pour sa part, le ministre roumain des Finances, Eugen Teodorovici, considère ce document de la CE comme étant trop pessimiste.

Pape – Le Pape François a inauguré au Vatican, lors d’un échange vidéo avec la ministre roumaine de l’Éducation, Ecaterina Andronescu, et le ministre des Affaires étrangères, Teodor Melescanu, le nouveau centre de la Fondation Scholas Occurrentes, de l’Ecole nationale d’études politiques et administratives de Bucarest, lit-on sur le site du Vatican. Scholas Occurrentes est une organisation internationale créée par le Pape François en 2013, elle est présente dans 190 pays et elle est actuellement le plus grand mouvement étudiant au niveau mondial. Elle a pour objectif fondamental la promotion de la culture de la paix et de la rencontre, et elle comprend des écoles et des réseaux éducatifs liés à toutes les confessions religieuses ainsi que des réalités laïques, publiques comme privées. Notons aussi que le Pape François visitera la Roumanie en mai prochain. Ce sera la 2e visite d’un souverain pontife dans notre pays, depuis celle de Jean Paul II en 1999.

Tennis – Trois joueuses roumaines de tennis évoluent aujourd’hui au tournoi de Miami. Simona Halep, n° 3 mondiale, rencontrera l’Américaine Taylor Townsend. Monica Niculescu (n° 136 WTA) o va jouera contre Garbine Muguruza d’Espagne. Enfin Mihaela Buzarnescu (n° 32 WTA) aura pour adversaire Alizé Cornet de France.

Météo – Il fait beau aujourd’hui en Roumanie et les températures sont à la hausse. Le ciel est variable, plutôt couvert sur le nord-est où l’on signale de pluies éparses. Le vent est plus fort dans l’est, le sud-est et sur les sommets des montagnes. Les températures maximales de la journée iront de 11 à 21 degrés. 14 degrés et du soleil à midi à Bucarest.
