Der rumänische Staatspräsident Klaus Iohannis hat am Montag in einer Presseerklärung bekanntgegeben, er werde die Forderung des Justizministers betreffend die Entlassung der Leiterin der Antikorruptionsbehörde DNA, Laura Codruţa Kövesi, ablehnen. Die im Bericht des Justizministers Tudorel Toader angegebenen Gründe fand er nicht überzeugend, sagte Iohannis. Bei der Untersuchung derselben Aktionen oder Nicht-Aktionen der DNA-Chefin haben zwei Behörden, das Justizministerium und der Oberste Rat der Richter und Staatsanwälte, total entgegengesetzte Schlu‎ßfolgerungen gezogen. Der Staatspräsident hatte vor kurzem erklärt, sämtliche von beiden Lagern vorgelegte Dokumente zu berücksichtigen. Davor hatte er Kövesi noch sein Vertrauen ausgesprochen. Justizminister Tudorel Toader hatte im Februar die Abberufung von Kövesi gefordert. Er wirft ihr u.a. die Überschreitung ihrer Amtsbefugnisse vor. Anfang März hatte der Oberste Rat der Richter und Staatsanwälte eine negative Stellungnahme zum Antrag des Justizministers erarbeitet. Diese Stellungnahme kann nicht ignoriert werden, so Präsident Klaus Iohannis.

In Rumänien haben auch am Montag einige Hundert Angestellte mehrerer Krankenhäuser gegen die Lohnpolitik protestiert. Sie sind mit den Lohnzulagen unzufrieden, die nach neuer Rechtslage auf 30% gedeckelt sind. Für einige der Beschäftigten im Gesundheitssektor führt das zu geringeren Verdiensten. Die Gewerkschaften warten inzwischen ab, ob die von Gesundheitsministerin Sorina Pintea vorgelegten Lösungsansätze Wirkung zeigen. Sie wies die Krankenhäuser an, Zulagen und Förderungen aus ihren eigenen Finanzen zu tragen, um die Verdienstverluste aufzufangen.

Spanien und Rumänien sollten ein Memorandum zur Kooperation bei der Rückkehr von nach Spanien ausgewanderten Rumänen unterschreiben. Die für rumänische Gemeinden im Ausland zuständige Ministerin Natalia-Elena Intotero hat dies bei einem Treffen mit der stellvertretenden spanischen Migrationsministerin, Marina del Corral, in Madrid vorgeschlagen. Intotero präsentierte dabei verschiedene Programme zur Unterstützung von Heimkehrern. Die Ministerin traf sich auch mit Vertretern der rumänischen Gemeinden. Über eine Million Rumänen leben heute in Spanien.

Au‎ßenminister Teodor Melescanu nimmt zusammen mit seinen Amtskollegen aus anderen EU-Mitgliedstaaten am Treffen des Rates für Auswärtige Angelegenheiten in Luxemburg teil. Die Agenda, die von der Situation in Syrien dominiert wird, umfasst auch die Beziehungen zum Iran, die Entwicklungen auf dem westlichen Balkan, die Beziehungen zwischen Brüssel und Moskau und die externen Finanzinstrumente der EU im Rahmen des nächsten mehrjährigen Finanzrahmens für die Zeit nach 2020.

Der indische Konzern ArcelorMittal hat seine Absicht bestätigt, sein Stahlwerk in Galati (Südosten Rumänien) zu verkaufen. Zusammen mit fünf weiteren Produktionsstätten in Italien, Mazedonien, Tschechien, Luxemburg und Belgien war die Anlage in Galati auf eine Liste gesetzt worden, die die Gruppe der Europäischen Kommission vorgelegt hat. Bis zum 23. Mai werden die europäischen Experten analysieren, ob der Verkauf dieser sechs Einheiten die Stahlproduktion von ArcelorMittal wieder ausgleichen kann. Derweil ist der Konzern an einer Übernahme des grö‎ßten Stahlwerks in Europa im italienischen Ilva interessiert. Die EU-Kommission befürchtet, dass ArcelorMittal durch die Übernahme des italienischen Werks eine Monopol-Situation auf dem europäischen Stahlmarkt erzeugen könnte. Die Entwicklung könne nur durch die Veräu‎ßerung anderer Werke in Europa ausgeglichen werden. Arcelor Mittal ist der weltweit grö‎ßte Stahlproduzent mit 310.000 Mitarbeitern in 60 Ländern. Angesichts der angekündigten Ma‎ßnahmen haben besorgte Gewerkschaftsmitglieder des Werks in Galati, wo rund 7.000 Arbeiter angestellt sind, eine Gesprächsrunde mit Premierministerin Viorica Dăncilă gefordert.

SYRIA– President Klaus Iohannis said on Saturday in a message he posted on Twitter that Romania further condemns the use of chemical weapons in Syria and expresses solidarity with the actions taken by its strategic partners. The Romanian Foreign Ministry also firmly condemns the use of chemical weapons in any circumstances, as the carrying out of such actions is totally unjustifiable and pleads for bringing to justice all those proven guilty of perpetrating such an act, following an investigation.The statements are made after the US, the UK and France on Sunday night launched the most massive attack against Syrian targets since the start of the civil war, in response to the alleged use of chemical weapons by the regime in Damascus against its own citizens. US President Donald Trump has confirmed overnight precision strikes had been launched against targets associated with the chemical weapons capabilities of the Syrian government. British PM Theresa May has said it is about a limited and targeted strike that does not further escalate tensions in the region and that does everything possible to prevent civilian casualties, whereas the French President, Emmanuel Macron, said the Syrian actions were a threat to collective security. Russia, which supports the regime of Bashar Al-Assad, has deplored the attack on a sovereign state but it made clear that its military facilities in Syria have not been affected by the air strikes. On the ground, also on Saturday, the security forces of the Syrian regime entered the town of Douma, the last fiefdom of the rebels in Eastern Ghouta, near Damascus. A week ago, the town was the target of an alleged chemical attack, which left over 40 people dead. The Syrian regime has denied any responsibility

EC – The European Commission has never intervened in the trials unfolding in Romanian courts-says the EC President, Jean Claude Juncker. Thus, he answered the letter he received last month from the Romanian PM Viorica Dăncilă, in which she called for clarifications from the EC about a notification sent in 2012 to the then justice minister, regarding certain files. Juncker underlined the information requested six years ago was meant to help prepare the technical mission of November 2012, without Brussels requesting information related to the cases proper. He recalls that the CVM of the Romanian justice system included from the very beginning cooperation between the EC and the Bucharest authorities.

STEEL MARKET – The ArcelorMittal has confirmed it might sell the Steelworks in Galati, south-eastern Romania. Alongside five other works in Italy, Macedonia, the Czech Republic, Luxemburg and Belgium, the steelworks in Galaţi is on a list that the group has forwarded to the EC. Until May 23, European experts will analyse whether the selling of the six steel works manages or not to redress the steel output of the ArcelorMittal group, as ArcelorMittal is interested in buying the largest steelworks in Europe, located in Ilva, Italy. The EC says that by purchasing the Italian steelworks, ArcelorMittal will hold a dominant position on the continental steel market, a situation which might be redressed only by selling other steelworks the group owns in Europe. Arcelor Mittal is a multinational company, considered to be the largest steel producer in the world, with 310,000 employees in 60 countries. Disquieted by the arrival of another investor, which might resort to restructuring, the trade unions on the Galati steelworks platform, with a total number of some 7,000 workers, have stated their intention to discuss the situation with PM Viorica Dăncilă.

MADRID – The minister for the Romanians Worldwide, Natalia Intotero, is currently on a visit to Spain, where she is having talks with representatives of the central and local authorities, of the Romanian associations and religious denominations. The number of Romanian residents in Spain exceeded one million, according to official data made public at the end of 2017 by the Spanish Permanent Immigration Observer. An increase of 2.4% was registered, as compared to 2016.

APPOINTMENT – Israeli doctor Zvi Herman Berkowits has been appointed honorary counsellor of Romanian PM Viorica Dăncilă, according to a decision published in the Official Gazette. He will not receive money for his activity. Berkowits is Romania’s honorary consul in Israel and the personal physician of Israeli Prime Minister Benjamin Netanyahu. He was born in Târgu-Lăpuş, Maramureş (north-western Romania), in 1947 and graduated from the Medical School in Cluj-Napoca, central Romania. He is a specialist paediatrician and leads his own general and paediatric medicine clinic in Jerusalem.

SPORTS- The Romanian women’s handball team SCM Craiova
(in the south) on Saturday qualified for the EHF Cup finals, after ending in an
18- draw the decisive match against the Turkish team of Kastamonu, on home
turf. The Romanians had won the first match, played away from home,
23-22. This will be the first finals to be played in the city of
Craiova, by the local team, during its second participation in the European
cups. The Romanian team will meet Norway’s Vipers
Kristiansand. On Sunday in the Champions League, the
Romanian champion, CSM Bucureşti, plays away from home, the round match in the
quarter-finals, with the French team of Metz.In the first round played in
Bucharest, CSM secured a clear victory, 34-21. The Romanian handballers won the

Syrie – Le président roumain, Klaus Iohannis a affirme samedi dans un message sur Twitter que la Roumanie condamnait fermement l’utilisation des armes chimiques en Syrie et qu’elle était solidaire avec ses partenaires stratégiques. Les Etats-Unis, le Royaume Uni et la France ont lancé dans la nuit de vendredi à samedi leur attaque plus importante contre des cibles gouvernementales syriennes depuis le début de la guerre civile dans ce pays, en guise de réponse à l’utilisation présumée par le régime de Damas d’armes chimiques contre ses propres citoyens. Le président américain Donald Trump, cité par la correspondante de la Radio publique roumaine à Washington, a annoncé qu’il s’agissait d’attaques de précision, aux missiles contre des cibles associées aux sites contenant des armes chimiques du gouvernement syrien. Le première ministre britannique Theresa May a déclaré que ces attaquent étaient limitées et visaient à ne pas escalader les tensions dans la région. Pour sa part, le président français Emmanuel Macron a souligné que les actions de Damas étaient une menace à l’adresse de la sécurité collective. Enfin, le secrétaire général de l’OTAN, Jens Stoltenberg a annoncé appuyer les attaques et déclaré que ceux ayant utilisé des armes chimiques devraient être punis. Les attaques aériens de l’occident ne diminueront pas la détermination de l’armée de lutter contre les derniers rebelles se trouvant dans le pays, ont répliqué les autorités de Damas, dans un message diffusé ce samedi. Selon le correspondent de la Radio roumaine, à Moscou, la Russie qui soutient le régime de Bashar Al-Assad a déploré l’attaque contre un Etat souverain, mais précisé que ses facilités militaires n’avaient pas été touchées par les bombardements.

Juncker – La Commission européenne n’est jamais intervenue dans le déroulement des procès pénaux en Roumanie, a précisé le président de l’institution, Jean Claude Juncker. Il répondait ainsi à la lettre qui lui a été envoyée le mois dernier par la première ministre roumaine, Viorica Dancila, qui exigeait à l’exécutif communautaire d’expliquer une demande d’informations faite par Bruxelles en 2012 au ministère roumain de la Justice visant l’instruction de plusieurs dossiers. M Juncker précise que les informations sollicitées il y a six ans étaient nécessaires dans le cadre des préparatifs en vue de la mission technique de novembre 2012 et que les autorités de Bruxelles n’avaient pas demande des informations liées aux cas particuliers. Il rappelle que le Mécanisme de coopération et de vérification de la Justice roumaine avait toujours impliqué la coopération entre la Commission européenne et les autorités de Bucarest.

Acier – Le groupe ArcelorMittal a confirmé qu’il pourrait vendre les usines sidérurgiques de Galati, dans le sud-est de la Roumanie. Aux côtés de cinq autres sites industriels en Italie, Macédoine, République Tchèque, Luxembourg et Brésil, les aciéries de Galati figurent sur une liste que le groupe a présentée à la Commission européenne. Jusqu’au 23 mai, les experts européens analyseront si la vente de ces six usines réussira à équilibrer la production d’acier du groupe Arcelor Mittal, intéressé à racheter les aciéries les plus grandes d’Europe, ceux d’Ilva en Italie. L’exécutif communautaire affirme que suite à cette transaction, le groupe ArcelorMittal détiendra une position dominante sur le marché européen de l’acier. L’équilibre pourra être obtenu par la vente d’autres sites européens du portefeuille d’ArcelorMittal. Plus important producteur d’acier au monde, ArcelorMittal emploie 310 mille personnes dans une soixantaine de pays. Inquiets par cette annonce qui se traduirait par des licenciements collectifs, les syndicats du complexe sidérurgique de Galati qui compte quelque 7000 emplois directs ont demandé de rencontrer la première ministre roumaine Viorica Dancila sur ce sujet.

Conseiller – Le médecin israélien Herman Berkovits est désormais conseiller honoraire de la première ministre roumaine Viorica Dancila, selon une décision publiée au journal officiel. Son activité ne sera pas rémunérée, lit-on dans le communiqué de la cheffe de l’Exécutif roumain. M Berkovits est consul honoraire de Roumanie en Israël et médecin personnel du premier ministre israélien Benjamin Netanyahu. Né à Targu-Lapus, au Maramures, dans le nord-ouest e la Roumanie en 1947, il a suivi les cours de l’institut de médecine de Cluj. Médecin pédiatre, il dirige sa propre clinique à Jérusalem. Roumains du Monde – La ministre en charge des Roumains du monde, Natalia Intotero poursuit sa visite en Espagne, où elle doit rencontrer des représentants des autorités centrales et locales du milieu associatif roumain et des cultes. Le nombre des Roumains qui résident en Espagne a dépassé un million, selon les chiffres officiels rendus publiques à la fin de l’année dernière par l’Observatoire Permanent de l’Immigration d’Espagne. Il s’agit d’une hausse de 2,4% par rapport à 2016.

Handball – L’équipe roumaine de handball féminin SCM Craiova reçoit ce soir la visite du club turc de Kastamonu, dans un tour décisif des demi-finales de la Coupe EHF. Les Roumaines ont remporté le match aller sur le score de 23 à 22. Dimanche dans la Ligue des Champions, les championnes nationales de CSM Bucarest doivent jouer le retour des quarts de finale contre les françaises de Metz. Les Roumaines avaient remporté le match aller à domicile sur le score de 34 à 21. Elles avaient également remporté le trophée de la Ligue des Championnes en 2016.

Meteo – Il fait beau en Roumanie avec des températures très élevées pour cette période de l’année. Pourtant l’instabilité semble s’emparer du territoire national et des pluies à verse et des orages sont signalés sur l’ouest, le centre et le nord. Les quantités d’eau dépasseront les 10 à 15 litres/mètre carré. Les températures vont de 19 à 26 degrés. 22 degrés et du soleil en ce moment à Bucarest. Par ailleurs, le secteur roumain du Danube fait l’objet d’une alerte orange aux inondations valable jusqu’au 20 avril. Une vigilance code orange sera valable jusqu’à lundi dans trois comptés du sud. Elle sera ensuite déplacée dans quatre départements du sud-est jusqu’à vendredi.
