    The Romanian athlete Laura Ilie won the bronze in the 10m air rifle women event of the ISSF World Championship on Saturday in Jakarta, Indonesia. The former European champion got a very good score in the qualifiers, ranking 2nd with 631.4 points, but in the final she came out 3rd, with 260. The gold went to Eszter Meszaros (Hungary), and the silver to Polands Aneta Stankiewicz.



    The Australian Open came to a close on Sunday. The winner of the mens competition was Novak Djokovic, and Arina Sabalenka won the womens competition. Of the Romanian participants, the best performance was Elena-Gabriela Ruses. She reached the semi-finals of the womens doubles, together with Marta Kostiuk of Ukraine. They were defeated in the semis by Barbora Krejcikova / Katerina Siniakova (Czech Republic) seed no 1 and winners of this years final as well. But for Ruse and Kostiuk, this was the best performance in a Grand Slam.



    In the Erste Liga, a local ice hockey competition, Sport Club Miercurea Ciuc Sunday defeated the Hungarian side Fehérvár Hockey Académia, 7-3. The Hungarian side also played on Friday, against Corona Braşov, and lost 3-5. Top of the ranking are ACSH Gheorgheni, with 75 points out of 34 matches, followed by Budapest Hockey Académia, with 73 points in 33 matches.



    This weekend also saw football games counting towards the 23rd leg of the Romanian Super League. On Friday, Universitatea Cluj drew at home, 0 – 0, against Rapid Bucharest. On Saturday, CS Mioveni defeated UTA Arad, 2-1, while Chindia Târgovişte managed the same score away from home against Petrolul Ploieşti, and Universitatea Craiova beat FC Hermannstadt, 2-0.



    On Sunday, FC Botoşani outplayed FC Argeş 2-0 and Farul Constanţa won against FCSB, 3-2 after overtime. The game pitting Sepsi Sfântu Gheorghe against FC U Craiova was suspended on 26 minutes by the referee Andrei Chivulete, because of anti-Hungarian slogans chanted by the Craiova fans.     ECONOMY
    Romania reports a record-high GDP increase for last year, from EUR 240 bln in 2021 to nearly
    EUR 290 bln, according to the National Strategy and
    Forecast Commission. For this year, however, the institution estimates a
    slow-down of the economic growth from 4.9% in 2022 to 2.8%. The inflation rate
    is also expected to drop significantly by the end of this year, from 16.4% in
    2022 to 8%, and consumption growth is also predicted to drop to 2.4%, compared
    to 4.6% last year. The figures in the winter forecast, made public on Thursday,
    are not different from the ones in the autumn report, released in October.


    HEALTHCARE The number of respiratory infections in Romania dropped last
    week by almost one-quarter compared to the previous week, to 103,000 cases, the
    National Public Health Institute announced. The number is nonetheless 21%
    higher than the average weekly rate in 2015-2020. According to statistics,
    nearly 5,000 of them were flu cases. Since the start of the cold season, 36
    people died from the flu, and nearly 1.5 million people got anti-flu vaccines.


    DIPLOMACY The Romanian
    foreign minister Bogdan Aurescu had a bilateral meeting in Sibiu today with his
    Dutch counterpart, Wopke Bastiaan Hoekstra. The talks focused on Romania’s
    Schengen accession and the ongoing efforts to further this important goal. Bogdan Aurescu reiterated that Romania’s accession will help strengthen
    the security of the EU as a whole and will give credibility to the Union. In
    turn, ministrer Hoekstra reiterated the Netherlands’ active support for this
    process. Wopke Hoekstra also reconfirmed the Netherlands’ commitment to
    consolidating NATO’s deterrence and defence posture on the
    eastern flank, in the context of Russia’s aggression in Ukraine, by
    contributing troops to the NATO Battle Group in Romania. The 2 officials also
    discussed the Romanian-Dutch bilateral relations. The meeting took place in the
    context of the Dutch official’s visit to Romania for trilateral political
    consultations in Bucharest, together with the French diplomacy chief Catherine
    Colonna. Ahead of the talks, the 3 ministers made a joint visit to the French
    and Dutch troops stationed at the Cincu military base as part of the NATO Battle
    Group in Romania. In
    Bucharest, Catherine Colonna will be received by president Klaus Iohannis and
    PM Nicolae Ciucă.


    COMMEMORATION
    The International Holocaust Remembrance Day, or the International Day in Memory
    of the Victims of the Holocaust, is marked every year on January 27, under a
    resolution endorsed by the United Nations in 2005. In 1945, on January 27, Allied forces liberated
    the largest Nazi extermination camp, in Auschwitz-Birkenau, Poland. According
    to historians, the Holocaust resulted in the killing of 6 million Jewish people
    in Europe and millions of other ethnics by Germany’s Nazi regime. Events and activities are organised on
    this day every year at the UN headquarters in New York and UN offices around the world.
    This year’s theme is Home and Belonging. In 2022, the UN General Assembly
    adopted a resolution tabled by Israel, calling on all countries to condemn Holocaust
    denial and anti-Semitism, especially on social networks.


    TENNIS Gabriela Ruse (Romania) / Marta
    Kostiuk (Ukraine) today lost to the defending champions, Barbora Krejcikova and
    Katerina Siniakova (Czech Republic) 6-2, 6-2, in the doubles semi-finals of the
    Australian Open. This is the best performance for Ruse and Kostiuk in a Grand Slam
    event. Krejcikova and Siniakova hold a combined 6 Grand Slam doubles titles, 3
    of them last year alone, when they only missed the Roland Garros. In the final,
    the Czech players take on Shuko Aoyama/Ena Shibahara, of Japan, at their first

    SCHENGEN Romania’s Schengen accession is a
    major priority for the country, the Romanian foreign minister Bogdan Aurescu said
    in Bucharest on Thursday. He mentioned the country counted on the support of the
    Swedish presidency of the EU. At a press conference organised by the Swedish
    Embassy to mark the start of the Swedish presidency of the EU Council on
    January 1, Mr. Aurescu also mentioned Romania’s handling of the situation
    entailed by war in Ukraine, describing Romania as a de facto guardian of EU
    security. In turn, Sweden’s Ambassador to Bucharest, Therese Hyden, pointed
    out that the Schengen file will be on the agenda of an official meeting, when
    conditions are favourable, more precisely when Austria has changed its
    position regarding Romania and Netherlands has changed its view on Bulgaria’s
    accession. Foreign minister Bogdan Aurescu also had a telephone conversation on the
    same topic on Wednesday with his Swedish counterpart, Tobias Billstrom. According
    to the Romanian foreign ministry, Tobias Billstrom emphasised that the Swedish
    Presidency was determined to be actively involved and to make all efforts for
    this goal to be met. We remind you that on December 8,
    2022, at the JHA Council, Romania was not accepted into Schengen after Austria
    voted against Romania’s joining the passport-free area, and the Netherlands
    opposed Bulgaria’s accession.


    MINORITIES Romania and Ukraine will
    initiate a consultation process regarding Ukraine’s law on national minorities,
    endorsed recently in Kyiv. The two countries’ foreign ministers, Bogdan Aurescu and
    Dmytro Kuleba, Wednesday had a telephone discussion on the topic, after a
    similar dialogue a week ago between the presidents Klaus Iohannis and Volodymyr
    Zelensky. The law triggered concerns among the Romanian authorities, as
    representatives of the Romanian community in Ukraine have not been consulted in
    drafting the document, which was endorsed without a positive opinion of the Venice
    Commission. Although the law is an improvement from the previous drafts, it
    fails to guarantee, among other things, the Romanian minority’s right to
    education in the mother tongue, the Romanian foreign ministry argues.


    FLU 15 people died from seasonal flu complications this season in
    Romania, the National Public Health Institute announced. During the first week
    of this year almost 40% more respiratory infections than in the previous week
    were reported. Drugstores still face shortages of viral infection and seasonal
    flu medication. Moreover, 7 medicines used by almost half of the cancer
    patients in the country are still not available. The health ministry promises
    Romania is not experiencing a medicine crisis and that storage facilities do
    have the drugs in stock.


    UKRAINE American aid is for the first time to reach Ukraine via the
    Romanian logistics hub in Suceava, the US Embassy in Bucharest announced. The
    shipment comprises 30 trucks with clothing, footwear, blankets, hygiene
    products, diapers and emergency kits, donated as part of a campaign launched
    last March in Utah. So far 40 tonnes of goods worth around USD 1 mln have been
    donated, as well as USD 4 mln in cash.


    TENNIS Romanian
    tennis players found out their opponents in the first round of the Australian
    Open. According to the drawing held on Thursday in Melbourne, Irina Begu will play
    against China’s Saisai Zheng, Sorana Cîrstea will take up the uncomfortable
    Kazakh player Iulia Putinteva, and Ana Bogdan will take on Anna Bondar of
    Hungary. Jaqueline Cristian will have one of the most difficult opponents – the
    American Jessica Pegula, and Patricia Ţig will be up against the Chinese Shuai

    CELEBRATION Romania celebrated on Monday 163
    years since the Union of the Romanian Principalities, the first major step in
    the formation of the Romanian nation state, paving the way for the Great Union
    of 1918. On January 24, 1859, Alexandru Ioan Cuza was elected ruler of
    Wallachia, after on January 5 he had become sovereign of Moldavia. His rule
    laid the foundations for modern Romania. Monday was a banking holiday in
    Romania. While many people chose to spend the holiday in mountain resorts, the
    ones who stayed at home had the option of attending military and religious
    ceremonies and celebratory concerts organised around the country under COVID-19
    restrictions. Bucharest’s Patriarchal Cathedral hosted a service devoted to all
    those who contributed to the 1859 Union. Politicians posted messages on this
    occasion. President Klaus Iohannis said the Union on January 24, 1859 proves
    the importance of a project able to bring together the energy of the Romanian
    nation, and urged people to work persistently to consolidate the country’s
    current European and democratic path. The Liberal PM Nicolae Ciucă pointed out
    that the Union was the result of the untiring efforts of the politicians of the
    time, driven by the nation’s dream of unity and of administrative, economic and
    social progress. In turn, the speaker of the Chamber of Deputies and president
    of the Social Democratic Party Marcel Ciolacu said that, 163 years since the
    Union of the Romanian Principalities, what Romanians need more than ever is
    unity and stability, if they are to handle current economic, healthcare and
    security challenges.




    COVID-19 Romanian
    authorities announced on Monday 12,082 new cases of SARS-CoV-2 infections in 24
    hours and 41 related deaths. The incidence rate in the capital Bucharest is on
    the rise, reaching 10.23 cases per thousand people. The city has been in the
    red tier since January 12, when the incidence rate went over 3 per thousand.
    The COVID-19 testing capacity is set to increase this week to 150,000 tests per
    day, as over 3,800 family physicians have signed contracts with public health
    insurance agencies in this respect. In Bucharest and the nearby county of
    Ilfov, where the largest number of cases is reported, testing centres have
    already been opened in 20 hospitals. On Wednesday at the latest COVID-19
    testing will also be resumed in schools, after more than 10 million test kits
    were received by school inspectorates. A batch of 114,000 doses of Pfizer BioNTech vaccine for children aged 5 to 11 are set to reach the country on
    Tuesday. The health minister Alexandru Rafila expects the current (5th)
    wave of the pandemic to reach its peak in Romania in about 3 weeks’ time.




    UKRAINE NATO countries are
    placing forces on
    standby and sending additional ships and fighter jets to NATO deployments in
    eastern Europe, as Russiacontinues its military build-up
    around Ukraine, the Alliance announced on Monday. Denmark is sending a frigate
    to the Baltic Sea and is set to deploy four F-16 fighter jets to Lithuania,
    Spain is sending ships to join NATO naval forces and is considering sending
    fighter jets to Bulgaria. France has expressed its readiness to send troops to
    Romania under NATO command. The Netherlands is sending two F-35 fighter
    aircraft to Bulgaria in April to support NATO’s air-policing activities in the
    region, and is putting a ship and land-based units on standby for NATO’s
    Response Force. The US also announced it is considering increasing its military
    presence in the eastern part of the Alliance. The
    president of Ukraine Volodymyr
    Zelensky Monday thanked the EU for the 1.2 billion euros in macro-financial aid
    provided in order to support Kyev in a prospective conflict with Russia. Strong
    Ukraine is the key for European security, he said in a Twitter post. Russia
    has deployed around 100,000 troops on the Ukrainian border, fuelling concerns
    about a prospective attack on that country.

    player Simona Halep lost to Alizé Cornet of France, 6-4, 3-6, 6-4, in the round
    of 16 of the Australian Open in Melbourne on Monday. For Halep (15 WTA), this
    was the first defeat after a string of 8 consecutive wins.Also on Monday, Sorana Cîrstea of Romania lost to seed
    no. 7 Iga Swiatek of Poland, in the same competition round, 5-7, 6-3, 6-3.






    DOCUMENTARY The French public TV channel France 3 broadcasts
    for the first time a documentary on Marie of Romania, the amazing queen
    of the Carpathians, as part of its highly popular history series
    Secrets of history. The production of the documentary took one year
    and a half. Archive photos and footage have been collected, along with
    testimonies by historians and members of the Royal House of Romania. Scenes
    have been shot at the Peleş and Bran castles in the southern Carpathians, at
    the Cotroceni National Museum in Bucharest and at the Curtea de Argeş Monastery
    where Royal House members have been buried. Queen Marie, the wife of King
    Ferdinand I, was acknowledged in Europe as an ambassador of the Romanian nation

    UKRAINE The European Union does not intend for the time being to follow in
    the footsteps of the US and order the families of its diplomats to leave
    Ukraine, the EU foreign policy chief Josep Borrell said today, according to
    France Presse and Reuters. On Sunday night a senior US official justified the
    decision saying that a Russian invasion may take place at any time. The US
    secretary of state Antony Blinken is to address a meeting of the EU foreign
    ministers in Brussels today, via video link, to update them on his recent talks
    with his Russian counterpart Sergey Lavrov. Attending
    the meeting in Brussels is the Romanian foreign minister Bogdan Aurescu. Russia has deployed around 100,000 troops on the Ukrainian border,
    which the West reads as a preparation for an attack designed to prevent Ukraine
    from joining NATO.

    COVID-19 19,371 new Covid cases and 48 related deaths were reported in Romania on Saturday. The number of fatalities is over 10 times smaller than at the peak of the previous wave of the pandemic, but the infection rate continues to grow, reaching 8.77 per thousand in Bucharest. The highest SARS-CoV-2 infection rate in the capital city (16.54 per thousand) was reached on 22nd October last year. The worst-case scenario considered by the authorities predicts up to 70,000 new cases per day in the first half of February. The health minister Alexandru Rafila says that 173 outpatient Covid-19 evaluation centres are already operational across the country, out of a planned 230.



    CELEBRATION The government of Romania celebrated on Saturday 160 years since the first government of Romania was formed, after the union of the principalities of Moldavia and Wallachia was officially recognised. On this occasion, on the walls of Victoria Palace in the capital city Bucharest, which hosts the head offices of the government of Romania, images were projected during the evening, which are relevant for this milestone in Romanian history, such as the Romanian flag, the date when the first government of Romania was formed, namely 22nd of January, 1862 and the name of the countrys first prime minister, Barbu Catargiu. On Monday, which is a national holiday in Romania, 163 years since the union of the Romanian Principalities will be marked. On 24th January 1859, Alexandru Ioan Cuza, elected ruler of Moldavia the previous week, was unanimously elected sovereign of Wallachia as well, and proclaimed ruler of the United Principalities. During his rule, the institutional foundations were laid for modern Romania.



    STRIKE Romanias capital city Bucharest found itself without above-ground public transportation means on Saturday as well. It was 3rd consecutive day of strike for the Bucharest Transport Corporation, although a court ruled the protest illegal. Unions stand by their demands, which include pay raises and the resignation of the corporations CEO. The drivers who refuse to work risk having their employment contracts terminated, said the Bucharest mayor general Nicusor Dan. He also said the City Hall made available a toll-free number for drivers to report whether they are prevented by their colleagues from going to work, and added that a criminal case has been opened in this respect. Meanwhile, the government is facing demands from trade unions in public education and healthcare as well.



    NATO On Friday NATO rejected Russias request for the pull-out of the Alliances troops in Bulgaria and Romania, and denounced the concept of spheres of influence, NATO spokesperson Oana Lungescu said. Russia requested guarantees from the US and NATO that the Alliance would not enlarge further eastwards, and demanded the withdrawal of the troops and equipment deployed to the countries that have joined the organisation since 1997. Also on Friday, the Pentagon announced a large-scale NATO naval exercise in the Mediterranean, amid tensions with Russia, which also announced major naval manoeuvres, AFP reports. Polands PM Mateusz Morawiecki called on European leaders to take a firm and united stand against Russia, in the context of fears that Moscow might plan an invasion of Ukraine. NATO members Estonia, Latvia and Lithuania will provide Ukraine with US-made anti-armour and anti-aircraft missiles, the defence ministers of the 3 countries announced in a joint statement. In Romania, president Klaus Iohannis has called a meeting of the Supreme Defence Council on Wednesday. The meeting will focus on the security situation at the Black Sea and on NATOs eastern flank, and measures to develop resilience and response capabilities related to the new security challenges.



    TENNIS The Romanian tennis player Simona Halep qualified in the round of 16 of the Australian Open, after defeating Danka Kovinic of Montenegro, 6-2, 6-1, in the 3rd round of the tournament in Melbourne on Saturday. Halep (15 WTA and 14th seed), won the match in 64 minutes. It was the 8th consecutive win for the Romanian player this season. In the next round Simona Halep takes on Alizé Cornet of France (61 WTA). Also on Saturday, another Romanian, Sorana Cîrstea, won in the 3rd round against Anastasia Pavlyuchenkova of Russia, seed no 10.     NATO rejected Russia’s request for the pull-out of the Alliance’s troops in
    Bulgaria and Romania, and denounced the concept of spheres of influence, NATO
    spokesperson Oana Lungescu said. Russia requested guarantees from the US and
    NATO that the Alliance would not enlarge further eastwards, and demanded the
    withdrawal of the troops and equipment deployed to the countries that have
    joined the organisation since 1997. Also on Friday, the Pentagon announced a
    large-scale NATO naval exercise in the Mediterranean, amid tensions with
    Russia, which also announced major naval manoeuvres, AFP reports. Poland’s PM
    Mateusz Morawiecki called on European leaders to take a firm and united stand
    against Russia, in the context of fears that Moscow might plan an invasion of
    Ukraine. NATO members Estonia, Latvia and Lithuania will provide Ukraine with
    US-made anti-armour and anti-aircraft missiles, the defence ministers of the 3
    countries announced in a joint statement. In Romania, president Klaus Iohannis
    has called a meeting of the Supreme Defence Council on Wednesday. The meeting
    will focus on the security situation at the Black Sea and on NATO’s eastern
    flank, and measures to develop resilience and response capabilities related to
    the new security challenges.




    CELEBRATION
    The government of Romania celebrates today 160 years since the first government
    of Romania was formed, after the union of the principalities of Moldavia and
    Wallachia was officially recognised. On this occasion, on the walls of Victoria
    Palace in the capital city Bucharest, which hosts the head offices of the
    government of Romania, images will be projected during the evening, which are
    relevant for this milestone in Romanian history, such as the Romanian flag, the
    date when the first government of Romania was formed, namely 22nd of
    January, 1862 and the name of the country’s first prime minister, Barbu
    Catargiu. On Monday, which is a national holiday in Romania, 163 years since
    the union of the Romanian Principalities will be marked. On 24th
    January 1859, Alexandru Ioan Cuza, elected ruler of Moldavia the previous week,
    was unanimously elected sovereign of Wallachia as well, and proclaimed ruler of
    the United Principalities. During his rule, the institutional foundations were
    laid for modern Romania.




    SOCIAL Romania’s capital city Bucharest finds itself without above-ground public
    transportation means on Saturday as well. It is for 3rd consecutive
    day of strike for the Bucharest Transport Corporation, although a court ruled
    the protest illegal. Unions stand by their demands, which include pay raises
    and the resignation of the corporation’s CEO. Meanwhile, the government and
    trade unions in public education are working to reach an agreement by 4th
    February, following a first round of negotiations after teachers went on strike
    on Wednesday. Unionists want pay raises, additional staff to be employed, and
    6% of GDP to be earmarked for public education. Public healthcare unions are
    also to discuss their demands next week with officials from the healthcare,
    finances and labour ministries.

    Romanian tennis player Simona Halep qualified in the round of 16 of the
    Australian Open, after defeating Danka Kovinic of Montenegro, 6-2, 6-1, in the
    3rd round of the tournament in Melbourne today. Halep (15 WTA and 14th
    seed), won the match in 64 minutes. It was the 8th consecutive win
    for the Romanian player this season. In the next round Simona Halep takes on Alizé Cornet of France (61 WTA). Also

    COVID-19 According to the latest figures released by authorities on
    Sunday, 7595 new Covid-19 infections have been reported in the past 24 hours in
    Romania, 60% more than a week ago. 28 Covid-related fatalities have been
    reported. Experts believe the fifth wave of the pandemic is stronger than the
    previous ones and is to reach its peak in Romania in the last week of January
    or the first of February, when the number of daily cases is expected to go up
    to 50 thousand. The interest of the Romanians in getting the jab is still low,
    with only 36 hundred in the past 24 hours. Epidemiologists are urging the
    people to get immunized because the vulnerable categories are at risk.










    TENNIS Romania has five representatives on the main draw of Australian
    Open, the year’s first Grand Slam tournament. Other Romanians have been
    eliminated from the competition. In the first round Simona Halep, the world’s former number one, will be up against Magdalena Frech of Poland, while Sorana Cirstea
    will be playing Petra Kvitova of the Czech Republic, who has a 5-3 advantage in
    head-to-head matches. Another Romanian player, Irina Begu will be up against

    HANDBALL CSM Bucharest, a women’s handball side from Romania secured a 28-20
    away win against Montenegrin side Buducnost BEMAX Podgorica on Saturday night
    in the Group A of the Champions League. The Romanians put on a good show and
    clinched a well-deserved victory. On January 19th our handballers
    will be up against French side Brest Bretagne and three days later against
    Borussia Dortmund of Germany. Coached by the selector of the Romanian national
    side, Adrian Vasile, CSM Bucharest have as their main goal to win all their
    three games this month.




    JUSTICE The Ministry of Justice in Bucharest has completed a draft on
    dismantling the Special Direction for investigating criminal offences within
    the judiciary, SIIJ. The institution has announced in a communiqué that in the
    following days it will submit the document for government and Parliament
    approval. We recall that the activity of this special body has attracted
    criticism from the European Commission, which says the SIIJ could be more
    susceptible to interventions from outside than the Anti-corruption Directorate,
    known in Romania as the DNA. The Justice Ministry has announced that it will
    resume the process of amending the justice laws and the criminal codes so that
    they can be approved by Parliament by the end of March. The Ministry of Justice
    reiterates its support for the EU law and legislation stipulated by the Lisbon
    Treaty and recognized by the Romanian constitution.

    COVID-19 Nearly 10,000 new SARS-CoV-2 infections were reported for
    the last 24 hours in Romania, along with 36 related deaths, the authorities
    announced on Thursday. The incidence rate is on the rise around the country,
    including in the capital Bucharest, where it passed 3 cases per 1,000
    inhabitants, the city now being in the red tier. This means that restaurants,
    cinemas, gyms and other venues can open at 30% capacity. Also, schools where
    the vaccine uptake among staff is under 60% will switch to online teaching.
    Some 1.8 million COVID-19 cases have been reported in Romania since the
    start of the pandemic, and around 60,000 COVID patients died. Amid anti-vaccine
    feelings fuelled by certain media outlets, politicians and opinion leaders,
    Romania has the second-lowest vaccination rate in the EU.


    PROTEST Public education staff are today picketing the headquarters of the
    government and of the Social Democratic Party and National Liberal Party in
    power. Trade unions in the sector are unhappy
    with the government’s failure to increase wages as stipulated by the 2017
    Salary Law. The protest is organised by the 3 major trade union federations in
    the sector, which argue that the teachers’ net pay raise of only 13 euro per
    month as of January 1 triggered overwhelming discontent among employees. The 3
    federations are currently holding a poll to decide whether to go on strike over
    the matter.


    MEETING Europe’s security architecture is being
    discussed today by the EU foreign and defence ministers, convening in a meeting
    in Brest organised by the French presidency of the EU Council. EU defence
    ministers will focus on the situation in Ukraine and the threat posed by
    Russia’s military build-up on the Ukrainian border. Another topic on the agenda
    is the Strategic Compass project, a roadmap for the Union’s security and
    defence by 2030, which stipulates the deployment of 5,000 troops in crisis
    situations by 2025. The talks in Brest will be followed by an
    informal 2-day meeting of the EU foreign ministers, attended by the High Representative of the European Union
    for Foreign Affairs and Security Policy, Josep Borell. Romania
    is represented by Bogdan Aurescu. The agenda includes the security developments
    in the Eastern Neighbourhood, the EU-China relations and the developments in Mali.
    Bogdan Aurescu will present Romania’s assessment of the current security
    situation and will reiterate the importance of preserving the unity of the EU
    and of maintaining firm and credible deterrence measures concerning Russia.


    OSCE The Permanent Council of the OSCE convenes
    in Vienna today to carry on the dialogue between Russia, the US and its
    European allies. After tense discussions in Geneva between the US deputy
    secretary of state Wendy Sherman and Russia’s deputy foreign minister Sergei
    Ryabkov, on Wednesday in Brussels NATO and Moscow found that deep differences
    remain between their views on security in Europe. The West sees Moscow’s about
    100,000 troops deployed on the Ukrainian border as an indication of an
    impending attack on that country, a plan that Russia denies.NATO’s
    secretary general, Jens Stoltenberg, said there is a real risk for a new armed
    conflict in Europe, and added that it is up to Russia to de-escalate and
    end the crisis. In turn, the EU diplomacy chief Josep Borrell accused Russia of
    attempting to rebuild the Soviet bloc in Europe and to divide the US and Europe. Moscow,
    on the other hand, says the military build-up is a response to the perceived
    growing and threatening presence of NATO in its area of influence.

    BUDGET The government of Romania passed the state budget and social security budget bills for this year, and the fiscal-budgetary strategy for 2021-2023. The budget is based on a 7.16% of GDP deficit target, a 2.4% annual inflation rate and on roughly 680-euro net average salaries. The Liberal PM Florin Cîţu said the budget pushes for the restructuring of state-owned companies this year, and voiced hopes that Parliament will endorse the bills as soon as possible. He also mentioned that the amendments to be tabled by MPs should not exceed the targeted budget deficit and must make clear where the funds would come from. The Supreme Defence Council approved the draft budgets of public institutions in the national defence and security field.



    VACCINE The national COVID-19 vaccination programme continues in Romania. According to the Vaccination Coordination Committee, more than 1.3 million doses have been used on close to 800,000 people since the start of the programme on December 27. Most people received the Pfizer vaccine, and some others doses produced by Moderna. As of this week, the AstraZeneca vaccine is also available in Romania. Meanwhile, over 2,700 new SARS-CoV-2 cases were reported in the country in the past 24 hours, the Strategic Communication Group said on Saturday. Of a total of at least 7,000 COVID-19 patients currently hospitalised, some 960 are in intensive care. The total number of cases reported so far in Romania is nearly 777,000, 90% of whom have recovered. The death toll stands at nearly 19,800.



    ROMA The president of Romania Klaus Iohannis emphasised on Saturday, in a special message on Roma Emancipation Day, the importance of eliminating prejudice and discrimination, which he said are “much too common in respect of Roma access to education. He mentioned that the emancipation of Roma slaves 165 years ago, had a major role in the evolution of the profile and values of Romanian society in mid-19th Century, paving the way for the country to embrace European modernity. The head of state also said that for the Roma, the hundreds of years of slavery left “deep and hard to heal scars. He explained that the 1856 emancipation was a major challenge for the Romanian society as a whole. The president also called for discouraging and punishing hate speech and all racist, anti-Semitic, chauvinistic behaviours.



    PROTESTS Pupils and students protested in Bucharest on Saturday the scrapping of full subsidies for railway transport. They say these austerity measures hit the most vulnerable, and the right-of-centre government sacrifices students mobility for political purposes. Also on Saturday, nearly 80 workers in Lupeni mine, in Romanias coal-rich Jiu Valley region, carried on their week-long protests over delays in wage payments. On Friday, after meetings in Bucharest with PM Florin Cîţu and with Energy and Finance Ministry officials, the miners were promised their salaries will be paid next week. Meanwhile, the protest led to the shut-down of the Mintia thermal power plant, which runs on coal. Some 5,000 households are now left without heating, and 11 schools in Deva will resort to online teaching as of Monday, because children cannot study in unheated classrooms.



    PANDEMIC The EU is stepping up procurement of coronavirus vaccines, after large-scale criticism for the slow start of the vaccine rollout. The EC president Ursula von der Leyen said she wanted the agreements signed with vaccine producers to give the EU access to serums tailored to fight the new variants. She added the EU antifraud agency is helping member states to identify counterfeits sold in the black market. According to worldometers updates, over 111 million people have caught the virus and at least 86 million have recovered. The global death toll stands at over 2.4 million.



    TENNIS The Romanian Simona Halep goes down to 3rd place in the WTA standings on Monday, and will be replaced by Japans Naomi Osaka, who won the Australian Open on Saturday. Osaka beat the American Jennifer Brady 6-4, 6-3 in the final, to win her 4th Grand Slam. Simona Halep was defeated this year in the Australian Open quarter-finals by the American Serena Williams. Meanwhile, the Romanian womens handball side HC Dunărea Brăila qualified in the quarter-finals of the EHF European League, after on Saturday they won a decisive Group D match against the Russian team Kuban Krasnodar, 36-32.     COVID-19 2,676 new SARS-CoV-2 cases were reported
    in Romania in the last 24 hours, out of nearly 33,000 tests conducted
    nation-wide, according to the Strategic Communication Group. So far Romania has
    had around 766,000 confirmed coronavirus infections. Nearly 90% of the patients
    have recovered. The authorities also announced another 81 COVID-19 related
    deaths, taking the death toll to over 19,500. Another 943 patients are in
    intensive care.

    ECONOMY PM Florin Cîţu says a “V-shaped recovery of the Romanian economy is certain, after data made public by the National Statistics Institute for the last quarter of 2020 point to a 5.3% growth rate. He mentioned that in 2020, Romanias economy, just like the global economy, was hit by the biggest crisis of the last century. Florin Cîţu also added that last year Romania performed 5% better than originally estimated, and 2.5% in average better than all forecasts made by international institutions, the EC, financial rating agencies and other financial institutions.



    PROTESTS Representatives of the hospitality industry organise in Bucharest today new protests against the pandemic containment measures introduced by the authorities. Employers in the sector demand the payment of the promised compensations for last year, when their operations declined by 70%. In Mondays meeting with hospitality representatives, the economy minister Claudiu Năsui promised that the government earmarked over 510 million euros for financial support in the draft budget. On Monday, members of Sanitas Union Federation picketed the Finance Ministry headquarters to warn that a smaller budget for public healthcare in a year with a coronavirus pandemic is not only an injustice to the workers in the system, but also deeply immoral to Romanias citizens.



    MOTION The Chamber of Deputies is to vote on Wednesday on the first simple motion of this legislative term, tabled by the Social Democrats in opposition against the health minister Vlad Voiculescu. The Deputies discussed the motion on Monday. The Social Democrats claim that minister Vlad Voiculescu was not sufficiently involved in the immunisation and testing programmes, and that he issued messages conflicting with the coordinators of the national vaccination campaign, discouraging the healthcare workers involved in the process. Vlad Voiculescu replied that during his 2 months in office, he earmarked close to 19 million euros for investments in hospitals.



    DIPLOMACY Slovakias foreign minister, Ivan Korcok, is on an official visit to Bucharest today, when he has meetings scheduled with his counterpart Bogdan Aurescu and PM Florin Cîţu. According to the Foreign Ministry, the visit is a new opportunity to reconfirm the excellent bilateral relation and the continuity of the dialogue and historical ties between the 2 countries. The officials will also discuss the coordination of topics of mutual interest at EU level, such as fighting the COVID-19 pandemic, implementing the multi-annual framework and the European Recovery Plan, the Conference on the Future of Europe, the Eastern Partnership and the EU enlargement process.



    TENNIS The Romanian tennis player Simona Halep, number 2 in the world, Tuesday lost in Melbourne to the American Serena Williams (no 11 WTA), 6-3, 6-3, in the eighth-finals of the Australian Open.     COVID-19 In Romania, the COVID-19 vaccine rollout continues, with around 700,000 people immunised since December 27. Over 1.1 million doses have been given so far, most of them produced by Pfizer/BioNTech, followed by Moderna, and on Monday people also started receiving AstraZeneca vaccines. According to the authorities, Romania comes 6th in the EU by total number of vaccine doses administered. Meanwhile, the total number of SARS-CoV-2 cases reported in the country since the start of the pandemic is over 763,000. 709,520 people have recovered, and nearly 19,500 died. As of Monday, new rules are in place for travellers coming into Romania from yellow-zone countries.



    PROTESTS Fresh trade union protests are taking place in Romania. On Monday Sanitas Federation picketed the head offices of the Finance Ministry, demanding a higher budget for investments in public hospitals and healthcare staff salaries. Union members say the funds earmarked this year to the healthcare sector to be insufficient, given the pandemic. Protesters then moved in front of the Parliament building. In turn, Cartel Alfa union announced protests at the end of the month, to demand decent minimum wages, fair pension benefits, high-quality public services, resuming collective bargaining, fair taxation and proper enforcement of the law.



    MOTION Romanias parliament is discussing the first simple motion in the current term in office. The motion targets the health minister Vlad Voiculescu, of the USR PLUS Alliance, a partner in the ruling coalition. Entitled Lack of competence and and of responsibility kills people. Vlad Voiculescu—a threat to Romanianshealth, the motion was tabled in the Chamber of Deputies by the Social Democrats in opposition, less than 2 months since the cabinet headed by the Liberal Florin Cîţu came to power. The Social Democrats accuse the new minister of failing to take the necessary measures to prevent the fire that killed patients in a Bucharest hospital. They also claim Voiculescu has not had enough COVID-19 testing centres for citizens. The health minister replied the Social Democrats are the ones to blame for the disaster in Romanias healthcare sector, and added that 3 of that partys former ministers are under investigation for corruption. The USR-PLUS co-president Dan Barna said the Alliance is firmly supporting all its cabinet members, while the Liberal leader Ludovic Orban says the Liberals will vote against the motion on Wednesday.



    HOSPITALITY Many European countries are adopting the holiday voucher system to support the hospitality industry, recovering after the losses incurred during the SARS-COV-2 pandemic, whereas in Romania these vouchers are scrapped without sound reasons, Romanian tourism employers say in a news release. Last week PM Florin Cîţu announced that the holiday vouchers for this year would be issued in 2022, to the discontent of hospitality businesses, which argue that this would deepen the crisis faced by this industry. Representatives of the sector had a meeting on Monday with the economy minister Claudiu Năsui, who said the government has earmarked funds to support the industry but that holiday vouchers cannot be issued this year.



    BUDGET The Romanian government wants the budget bill currently under public debate to get Parliaments approval by February 20th along with the amendments accompanying it, including an emergency order cancelling holiday vouchers and other one freezing pensions to the level of last year. According to the government, the present draft budget is set to lay the foundations for a multi-annual approach of the reforms and public finances with a gradual reduction of the deficit from 7.16% this year to 3.4% in 2024. At the same time, the budget targets investments of 5.5% of the GDP, the largest so far. According to Prime Minister Citu, the bill has support from the European Commission, which provides the biggest part of the funds for reform and investments.



    ECONOMY The EU industrial output dropped 1.2% in December 2020, compared to the previous month, according to data released on Monday by the European statistics office (Eurostat). The biggest monthly increases were reported in Denmark (2.4%), Portugal (1.8%), Estonia and Luxembourg (1.6%) and România (0.9%), and the most severe decline in Hungary (negative 2.5%). For the entire year 2020 compared to 2019, the Unions industrial output fell by 8%. Meanwhile, in December 2020 the EU reported roughly 30 billion euros in trade balance surplus, as against roughly 22 billion euros in 2019. As regards Romania, in 2020 its exports fell by 10%, to nearly 62 billion euros, while imports dropped 7%, to 80.5 billion euros, leading to a trade deficit of 18.7 billion euros compared to 17.6 billion the previous year.

The American has 9-2 wins in head-to-head matches although Simona won a major Wimbledon tournament in 2019.     VACCINE Romania carries on its anti-Covid campaign,
    which kicked off on December 27th 2020 with 687 thousand vaccinated
    so far. 1.1 million doses have been given in Romania so far mostly produced by
    Pfizer/BioNTech and Moderna. The AstraZeneca vaccine starts being used as of
    today. According to the authorities, Romania comes sixth in an EU ranking in
    terms of the number of doses used. On the other hand the number of infections
    in Romania is coming near 762 thousand since the beginning of the pandemic with
    a death toll of 19,400. As of today, people coming to Romania from countries in
    the so-called yellow zone, with an infection rate higher than Romania’s, must
    comply with fresh rules.








    PROTESTS ‘Many countries in Europe are resorting to the system of holiday
    gift vouchers in order to support the
    HoReCa industry heavily affected by the Covid-19 pandemic, whereas Romania
    eliminates them without any reason whatsoever’, employers’ associations in
    Romania’s HoReCa domain are saying in a communiqué. Last week, the country’s
    Liberal Prime Minister announced that the gift vouchers that should be given
    this year would be issued next year stirring discontent among hotel owners who
    believe the measure will contribute to deepening the crisis already affecting
    this sector. Representatives of these organizations are today having talks with
    the country’s economy minister Claudiu Nasui and have planned a nation-wide
    protest in front of hotels and restaurants in Romania.








    MOTION A simple motion tabled against Romania’s incumbent Health
    Minister Vlad Voiculescu, (member of the co-ruling USR-PLUS alliance) is being
    discussed in Bucharest today. Under a suggestive title, ‘Incompetence and the
    lack of responsibility kill – Vlad Voiculescu puts the life and health of the
    Romanians at risk’, the motion has been tabled by the opposition PSD 2 months
    after the government led by Liberal Florin Citu came to power. The USR-PLUS
    co-president Dan Barna has said the alliance firmly supports all the ministers
    it has in this cabinet while Liberal leader Ludovic Orban said the Liberal MPs
    would be voting against the motion on Wednesday.








    BUDGET The Romanian government wants the draft
    budget it subjected to public debates last week to get Parliament approval by
    February 20th along with the amendments accompanying it, including
    an emergency ordinance on the cancellation of holiday gift vouchers as well as
    other on freezing pensions to the level of last year. According to the
    government, the present draft budget is set to lay the foundations for a
    multi-annual approach of the reforms and public finances with a gradual
    reduction of the deficit from 7.16% this year to 3.4% in 2024. At the same
    time, the budget proposes investment funds of 5.5% of the GDP, the largest so
    far. According to Prime Minister Citu, the aforementioned draft budget enjoys
    support from the European Commission, from where the biggest part of the funds
    destined for reform and investment is to arrive.
