    WAR Iran has for the first time
    admitted to have delivered drones to Moscow, but added that happened before the
    war in Ukraine, Reuters and AFP report. Russia later used those drones in the
    conflict against power plants and other elements of civilian infrastructure.
    Iranian Foreign Minister Hossein Amir-Abdollahian has denied that Teheran
    continues to supply drones to Moscow adding that Iran is not going to remain
    indifferent to the issue if proved that Moscow had used those drones in the
    war. Kyiv claims that Moscow has already used about 400 Iranian drones against
    its population and that Moscow had ordered roughly 2,000. In response the EU
    has announced fresh sanctions against Teheran. In September, Kyiv decided to
    reduce its diplomatic relations with Teheran because of its alleged arms
    deliveries to its enemy.








    RUGBY Romania’s national rugby side won
    their test game against Chile 30-23 in Bucharest on Saturday. This has been the
    first match played by ‘the Oaks’ in a series of three scheduled this autumn.
    Their next test-match will be on November 13th against Uruguay in
    Bucharest. The Oaks are also to take on Samoa also in Bucharest on November 19th.










    THEATRE Romania will be hosting its
    National Theatre Festival over the 5th and 13th of
    November with in-person attendance after two years of pandemic, when the event was
    held online. Over 60 performances have been made available by state-owned and
    private theatre companies from Romania and abroad. The motto of the festival’s
    edition this year is ‘Fragile borders. Fluid histories’ and it also includes an
    on-air section comprising a selection of radio drama shows.








    LAW A government ordinance on capping firewood prices is to be amended next
    week, so that it may offer real protection to those using this material for
    heating, Environment Minister Tanczos Barna has told Radio Romania. He explains
    the law, which has already been endorsed by the Senate is going to be amended
    in the Chamber of Deputies so that firewood become available on the market as
    soon as possible. According to Barna, several alternatives are presently being
    considered, including that of granting vouchers to the have-nots. A couple of
    days ago, Prime Minister Ciuca admitted the 80-euro capping per cubic meter of
    firewood, a measure implemented in mid-October, failed to yield the desired
    result. The opposition USR has drawn attention to the fact that the law has
    already caused irregularities on the firewood market and urgent amendments are
    needed. At the same time the USR makes an appeal to the main ruling parties to
    overcome disputes on capping energy prices and focus on the risks concerning
    the winter supplies.










    OPERATION The Europol on Friday announced the
    apprehension of 382 people in late-October during an ample sting operation
    involving the participation of police forces from 28 countries against traffic
    networks mainly operating in the Balkans and southeastern Europe. According to
    a Europol communiqué, the EMPACT operation, which also involved Romania,
    focused on firearms, drugs and human trafficking. Most of the arrests have been
    operated among migrant smugglers. 16 thousand police officers in the EU
    countries have participated in the operation; they have been backed by their
    colleagues in non-EU countries, which are part of the so-called crime network
    also known as ‘the Balkans Route’.

  • The National Forestry Strategy under Scrutiny

    The National Forestry Strategy under Scrutiny

    The National Forestry Strategy 2030, which is
    part of the National Recovery and Resilience Plan (PNRR), was presented in
    Romania on Monday. According to Environment Minister Tanczos Barna, the
    strategy comes with a new approach in terms of control and restrictions and
    provides for raising the forested areas by 56 thousand hectares until the year
    2026. The national forestry strategy builds a new future for Romania’s forests;
    the minister went on to say. In his opinion, the new strategy lays emphasis on
    increasing the responsibility of the owners, on protection and biodiversity and
    also provides for subsidies to owners whose forests are in the protection area.




    Tanczos
    Barna: The strategy comes with a new approach in terms of control and
    restrictions so that the increased responsibility of the owners may lead to a
    better implementation of this strategy. At the same time the forest’s role of
    protection, of biodiversity, this social service the forests provide to the
    entire community, continues to be very, very important. So we are going to
    raise the surface of forests and strictly protect them but the sate must also
    provide subsidies and offer support to owners whose forests are in the
    protection areas.




    The aforementioned strategy will have to be
    endorsed by the government until September 30th. Then a new
    legislation is needed. According to Barna, Parliament must endorse a new
    forestry code in 2023. And because the forestry strategy has been included in
    the National Plan of Recovery and Resilience, its most important objectives
    will benefit from EU funds.




    The forestry strategy comes after 400 thousand
    hectares of farmland in 34 Romanian counties have been affected by drought this
    year and many Romanian farmers want to build their own irrigation systems.




    Under the latest legislative amendments, farmers
    are allowed to build local irrigation systems. The state pledges to cover 50%
    of the price of electricity used by such local irrigation systems while the
    water used in the process is free of charge.




    The surface affected by wildfires fueled by the
    drought has this year been 10 times higher than the average of the past 15
    years. The former chief of the Environment Guard, Octavian Berceanu, has
    cautioned that the ashes will eventually affect the urban areas, which presently
    lack any forest barriers. According to the European information system, roughly
    150 thousand hectares of land have been destroyed by fire in Romania this year
    as compared to 15 thousand between 2006 and 2021. With 0.63% of its surface
    affected by fire, Romania comes second at EU level after Portugal and is
    followed by Spain and Croatia.

    BUDGET Romania’s state budget for the next year was endorsed by
    Parliament in Bucharest on Thursday. Most of the budgets earmarked for the
    state’s major institutions and ministries remained in the form proposed by the
    government. The national insurance budget was also endorsed on Thursday. The
    opposition USR has announced its intention to notify the Constitutional Court
    on the state budget, about which USR vice-president Dan Barna says it
    discriminates against the Romanians and supports the present Parliament
    majority. On Monday, the PSD-PNL-UDMR approved the drafts and gave assurances
    they are based on predictability and stability. The budget is based on a 4.6%
    economic growth, a GDP of 260 billion Euros, and an inflation rate of 6.5%.






    EU FUNDING The government of Romania passed an
    emergency order allowing for the accessing of a roughly 15-billion euro loan
    granted by the European Commission under the Recovery and Resilience Mechanism.
    The loan agreement between the European Commission and Romania was signed in
    Bucharest on 26th November and in Brussels on 15th
    December. Under the National Recovery and Resilience Plan, Romania benefits
    from some 29 billion euro, of which approx. 14 billion in non-reimbursable
    funds and some 15 billion in loans. The loan will be available until the end of
    2026. We have more on this after the news.








    COVID-19 775 new SARS-CoV-2 infections have been reported in the past 24 hours in Romania,
    along with 81 related fatalities, 44 of them from a previous date. Since the
    start of the pandemic Romania has had around 1.8 million COVID-19 cases, and more than 58,000 patients
    died. Amid anti-vaccine sentiments fuelled by
    some media, politicians and opinion leaders, the country has the 2nd
    lowest immunization rate in the EU, after Bulgaria.








    REVOLUTION Romania’s Parliament convened on Thursday morning in a
    solemn meeting devoted to the 32 years since the anti-communist revolution of
    December 1989. Originating in Timișoara (west), on 16th December, the
    uprising spread across the country, culminating with dictator Nicolae Ceauşescu
    fleeing the capital city on 22nd December amid the protests of hundreds of
    thousands of Romanians. Captured by the Army, Ceauşescu and his wife Elena were
    subject to a summary trial and executed in the southern town of Târgovişte.
    Romania was the only country behind the Iron Curtain where the change of regime
    was accompanied by bloodshed. Over 1,000 people were killed and some 3,000
    wounded.

    Larisa Iordache a terminat concursul de la Tokyo cu dureri evidente la glezna stângă şi a avut nevoie de îngrijiri medicale. Antrenorul lotului olimpic de gimnastică artistică al României, Cristian Moldovan, a declarat că Larisa efectuat duminică un test de rezonanţă magnetică (RMN) la clinica din Satul Olimpic şi i s-a pus un diagnostic de entorsă metatarsiană care necesită o pauză de trei zile, cu gheaţă şi fizioterapie. Nu e însă o problemă, principalul este să-i treacă inflamaţia de la picior. Dacă îi trece inflamaţia, Larisa Iordache ştie ce are de făcut, ştim şi noi ce avem de făcut şi nu e în pericol locul ei acolo sus pe podium. Totul e să fie ea sănătoasă, să treacă această inflamaţiile. Exerciţiile le ştie, le-a făcut de atâtea ori încât 3 zile nu înseamnă prea mult pentru ea, a declarat Cristian Moldovan. Antrenorul a apreciat că în finală Larisa are şanse la medalie şi că diferenţa se va face la execuţia exerciţiilor.

    Larisa Iordache s-a calificat în finala de la bârnă cu a patra notă, 14,133, duminică, în urma concursului feminin de calificare la gimnastică artistică, la Jocurile Olimpice de la Tokyo. Iordache, care anunţase că va concura doar la bârnă din cauza durerilor de la gleznă, a acuzat accidentarea şi la aterizarea sa de la finalul exerciţiului. Finala este programată pe 3 august. Larisa Iordache, medaliată cu bronz cu echipa la JO din 2012, de la Londra, a ratat Jocurile de la Rio, în 2016, nefiind refăcută după o accidentare. Maria Holbură a concurat la individual compus la Tokyo, terminând pe locul 65.



    Echipajele de dublu vâsle feminin şi patru rame fără cârmaci masculin ale României s-au calificat în Finalele A la Jocurile Olimpice, după ce au câştigat cursele de duminică. La dublu vâsle feminin, Ancuţa Bodnar şi Simona Radiş, duble campioane europene, au câştigat prima semifinală şi vor evolua în Finala A pe 28 iulie. În proba masculină de patru rame fără cârmaci masculin, Mihăiţă Vasile Ţigănescu, Mugurel Vasile Semciuc, Ştefan Constantin Berariu şi Cosmin Pascari au câştigat seria de recalificări, Finala A fiind programată pe 28 iulie. Fetele de la patru rame fără cârmaci feminin au ratat calificarea în Finala A şi vor evolua în Finala B. La dublu vâsle masculin, Ioan Prundeanu şi Florin Enache au ocupat locul 5 (penultimul) în a doua semifinală, doar primele trei bărci mergând în Finala A, iar restul în Finala B.



    Înotătorii români David Popovici şi Robert Glinţă s-au calificat, duminică, în semifinalele probelor de 200 m liber, respectiv 100 m spate. David Popovici (16 ani) s-a calificat cu al patrulea timp, după ce a câştigat a doua serie. La 100 m spate, campionul european en titre Robert Glinţă s-a calificat în semifinale cu doar al 12-lea timp, după ce s-a clasat pe patru în a şasea serie. Celălalt reprezentant al României, Daniel Martin, a terminat la general pe locul 38, din 40 de înotători. Semifinalele vor avea loc pe 26 iulie, iar finala pe 27 iulie.



    Selecţionata României a fost surclasată de Coreea de Sud cu 4-0 (1-0), duminică, la Kashima, în Grupa B a turneului masculin de fotbal. Echipa antrenată de Mirel Rădoi a făcut un meci foarte modest, jucătorii noştri comiţând toate erorile posibile, de la autogol, cartonaş roşu şi penalty, până la pase greşite şi alte greşeli tehnice. România, care a învins Hondurasul în primul meci cu 1-0, rămâne în cursă pentru sferturile de finală, însă va trebui să învingă Noua Zeelandă în ultimul meci pentru a merge mai departe.



    Perechea română Ovidiu Ionescu/Bernadette Szocs a fost învinsă de cuplul chinez Xin Xu/Shiwen Liu cu 4-0 în sferturile de finală ale probei de dublu mixt în turneul de tenis de masă. Pe de altă parte, Ovidiu Ionescu a fost învins de brazilianul Gustavo Tsuboi, cu 4-1, în turul al doilea al probei masculine de simplu.



    O medalie la Jocurile Olimpice rămâne un vis neîmplinit pentru judoka Andreea Chiţu, pentru a treia olimpiadă consecutivă, după ce a fost învinsă în optimile categoria 52 kg, de italianca Odette Giuffrida prin ippon la Tokyo.



    Selecţionata de baschet feminin 3×3 a României a fost învinsă de reprezentativa Statelor Unite cu scorul de 22-11. Tricolorele au suferit a patra înfrângere consecutivă la Tokyo, după 10-21 cu China, 8-22 cu Japonia, ambele sâmbătă, şi 14-22 cu Italia, în prima partidă de duminică.



    China este lider în clasamentul pe medalii al Jocurilor Olimpice de la Tokyo, după 3 zile de competiţii, cu 6 de aur, 1 de argint şi 4 de bronz. China este urmată de Japonia, ţara gazdă, cu 5 medalii de aur şi una de argint, şi de SUA, 4-2-4, etc. România ocupă locul 24-30, cu o medalie de argint, cucerită de Ana-Maria Popescu la spadă individual.

    Sonderrenten werden per Gesetz gekürzt

    Zum Beginn eines Jahres, das von Kommunal- und Parlamentswahlen geprägt ist, kommen die rumänischen Politiker mit populistischen Initiativen. Am Dienstag hat die Abgeordnetenkammer in Bukarest auf einer Sondersitzung, mit 247 Ja-Stimmen gegen 21 Enthaltungen ein Gesetz zur Abschaffung der sogenannten Sonderrenten verabschiedet.



    Das klare Ergebnis sagt jedoch nichts über die hitzigen Debatten aus, die der Abstimmung vorausgingen. Die derzeit regierenden Liberalen und die Sozialdemokraten, die Ende letzten Jahres in die Opposition geschickt wurden, warfen sich gegenseitig vor, diejenigen zu sein, die solche Privilegien für verschiedenen Berufskategorien überhaupt erst eingeführt hatten. Der Ungarn-Verband in Rumänien und die Liberaldemokraten beantragten eine Verschiebung der Debatten, während die Union Rettet Rumänien weitere Einschränkungen forderte, einschlie‎ßlich einer Obergrenze für die Renten von Richtern und Staatsanwälten.



    Der endgültige Text des Gesetzentwurfs schlie‎ßt die Sonderrenten für Abgeordnete, Richter, Staatsanwälte, Gerichts- und Staatsanwaltsbedienstete, bestimmte Kategorien von Beamten, Diplomaten und Mitglieder des Verfassungsgerichts sowie Mitarbeiter von Fluggesellschaften aus. Alle diese Kategorien hatten bisher Renten erhalten, die nicht auf ihren früheren Beiträgen zu den Pensionsfonds basierten und die im Allgemeinen als ungerechtfertigt, ungerecht und letztlich als ein Schlag ins Gesicht der Millionen von Rentnern angesehen wurden, die um ihren Lebensunterhalt kämpfen.



    Die Sonderrenten für ehemalige Soldaten, Polizei- und Geheimdienstmitarbeiter werden jedoch nicht angetastet, genauso wie die Leistungen für ehemalige Sportler, Künstler, Wissenschaftler und Mitglieder von Verbänden im kreativen Sektor.



    Der Vorsitzende der liberalen Fraktion, Florin Roman, sagte, die Sonderrentenkürzungen würden einen Teil der Kosten decken, die durch die geplante Erhöhung der Kinderzulagen und der regulären Renten entstehen. Der Vorsitzende der Union Rettet Rumänien, Dan Barna, warnte, dass das Dokument Elemente enthält, die vor dem Verfassungsgericht angefochten werden können. Er schlug stattdessen, wenn auch ohne Erfolg, eine Reihe von Änderungen vor, mit denen die Sonderrenten für Richter beibehalten werden sollten, jedoch unterhalb einer bestimmten Obergrenze. Der Fraktionsvorsitzende der Sozialdemokraten, Alfred Simonis, sagte seinerseits, dass das Parlament die erforderlichen Änderungen vornehmen werde, falls das Gericht das Gesetz für verfassungswidrig erklären sollte.



    Die Vorsitzende des Obersten Kassationsgericht, Alina Corbu warnte kurz nach der Abstimmung in der Abgeordnetenkammer, dass der Gesetzentwurf gegen ein früheres Urteil des Verfassungsgerichts verstö‎ßt. Sie sagte, die Sonderrenten für Richter seien Teil einer Reihe von Garantien, die der Unabhängigkeit und Unparteilichkeit der Justiz zugrunde liegen.



    Zuvor hatten auch die Abteilung zur Justizaufsicht und verschiedene Richterverbände behauptet, dass die Abschaffung ihrer Sonderrenten eine “brutale” Verletzung der Grundsätze der Unabhängigkeit und Unbeweglichkeit der Richter, wie sie in der rumänischen Verfassung und in den Urteilen des EGMR definiert sind, darstellen würde.

    Elections. The election campaign ahead of the second round of Romania’s
    presidential elections on Sunday continues until Saturday morning at 7 am local
    time. The incumbent president Klaus Iohannis, who is endorsed by the National
    Liberal Party, now in power, is facing the former Social Democrat prime
    minister Viorica Dancila. According to the Permanent Election Authority, the
    total number of registered voters is 18,217,411. In
    the first round, which saw 14 candidates in the race, Iohannis won almost 38%
    of the votes and Dancila a little over 22%. Voter turnout stood at 51.19%. In
    the diaspora, where voting took place over three days, a record turnout was
    reported, with 675,000 people casting their ballots. The second round of voting
    is also taking place over three days abroad: on Friday between 12 am and 9 pm
    and on Saturday and Sunday between 7 am and 9 pm, with the possibility for the
    voting to be extended until midnight. The foreign ministry has already distributed
    the materials needed for the voting process abroad. 4,608,1754 ballots
    were distributed among the 835 polling stations set up abroad, 100,000 more
    ballots than was requested in the first round.






    USR. 75% of the members of the Save Romania Union, the third largest
    party in Parliament, want Dan Barna to remain president of the party, according
    to the results of an online ballot, the remaining 25% wanting him to resign.
    Barna said previously he was ready to hand in his resignation, following
    disappointment over his performance in the presidential elections, when he
    failed to reach the second round. Barna got 15% of the votes, which is below
    the result of the USR-PLUS alliance in the European elections last May, where
    they won 22% of the vote.




    NATO. The Romanian foreign minister Bogdan Aurescu told a NATO ministerial
    meeting in Brussels that Romania does not share the view that the Alliance is
    in crisis and underlined that NATO’s adjustment process should continue. At the
    end of the meeting, NATO secretary general Jens
    Stoltenberg reiterated that NATO remains the ultimate guarantee of European and
    transatlantic security. On the sidelines of the meeting, Bogdan Aurescu also
    had talks with the US secretary of state Mike Pompeo, saying Romania will
    continue to take part in foreign military missions and allocate 2% of GDP
    spending to defence and give priority to putting into practice the two
    memoranda signed recently by the two sides on cooperation in the civilian nuclear field and that of 5G infrastructure. The Romanian minister also had talks with his
    counterparts from France, Croatia, Estonia and Norway.




    Fair. The 26th edition of the
    Gaudeamus Book Fair organised by Radio Romania is under way in Bucharest. Today’s
    programme features book launches and talks with writers, historians and experts
    from various fields, as well as debates on topics such as contemporary poetry
    in various interpretations and writers who opposed dictatorships. 900 different
    events are scheduled over the five days of the fair and 230 exhibitors are showcasing
    their products, from very diverse fields. This year’s edition of the fair is
    dedicated to the 30th anniversary of the anti-communist revolution
    of December 1989. The poet Mircea Dinescu and the actor Ion Caramitru, who were
    prominent figures of the revolution, are honorary co-presidents of the fair.




    Handball. The Romanian men’s handball side Dinamo Bucharest have theoretically
    won Champions League Group D after defeating the Russian side Chekhovskie
    Medvedi 34-23 at home on Wednesday night. Dinamo, who had already booked their
    tickets for the League play-offs, have 15 points and are followed by the Polish
    side Orlen Wisla Plock and the Danish side GOG Gudme, with 9 points each. In their
    final group match, Dinamo are facing Gudme away on the 1st of
    December. We recall that in women’s handball, both the Romanian champions SCM
    Ramnicu Valcea and the vice-champions CSM Bucharest have advanced to the Champions
    League main round, with matches scheduled to take place at the start of next
    year.

    In Rumänien läuft der Wahlkampf für die zweite Runde der Präsidentschaftswahl, die am Sonntag, den 24. November, stattfindet. Der amtierende Präsident Klaus Iohannis, unterstützt von der regierenden National-Liberalen Partei PNL, und die Vorsitzende der Sozialdemokratischen Partei PSD, die ehemalige Premierministerin Viorica Dăncilă, treten gegeneinander an. In der ersten Runde erreichte Klaus Iohannis 37,82% der abgegebenen Stimmen; Viorica Dăncilă erhielt 22,26%, wie aus den am Donnerstag vom Zentralen Wahlbüro veröffentlichten Endergebnissen hervorgeht. Die Wahlbeteiligung auf nationaler Ebene lag bei 47,66%. Im Ausland haben während der drei Tage der ersten Wahlrunde mehr als 675.000 Rumänen ihr Wahlrecht ausgeübt. Auch im zweiten Wahlgang der Präsidentschaftswahl wird in den Wahllokalen außerhalb der Landesgrenzen drei Tage lang abgestimmt: am Freitag von 12:00 bis 21:00 Uhr Ortszeit, und am Samstag und Sonntag zwischen 7:00 und 21:00 Uhr Ortszeit, mit der Möglichkeit, das Abstimmungsprogramm bis Mitternacht zu verlängern.



    Die Mitglieder der Union Rettet Rumänien USR, der drittgrößten Partei im rumänischen Parlament, stimmen online bis Mittwoch ab, ob der Parteivorsitzende Dan Barna im Amt bleiben soll, oder nicht. Dan Barna hat angekündigt, dass er zurücktreten werde, wenn die USR-Mitglieder ihm das Vertrauen entziehen würden. Die Konsultation erfolgt nach dem ersten Wahlgang der Präsidentschaftswahlen, bei dem Dan Barna, der Kandidat der Allianz USR-PLUS, auf dem 3. Platz landete und sich damit nicht in der entscheidenden Runde qualifizieren konnte. Dan Barna hat im ersten Wahlgang der Präsidentschaftswahlen 15% der Stimmen erhalten. Bei der Europawahl am 26. Mai hatte die Union Rettet Rumänien USR 22% der abgegebenen Stimmen bekommen.



    Der ehemalige Finanzminister Sebastian Vlădescu ist von der Nationalen Antikorruptionsbehörde DNA in einem Korruptionsverfahren wegen Annahme von Bestechung und Einflussnahme auf die Instandsetzung einiger Eisenbahnstrecken angeklagt worden. Im gleichen Verfahren wurde auch der ehemalige rumänische Abgeordnete Cristian Boureanu, dem Einflusshandel vorgeworfen wird, vor Gericht gestellt. Laut einer DNA-Mitteilung geht es um Korruptionsdelikte, die zwischen 2005 und 2017 begangen wurden, bzw. um Zahlungen eines ausländischen Unternehmens in Höhe von rund 20 Millionen Euro als Provision an rumänische Beamte für Verträge zur Instandsetzung von Eisenbahnstrecken.



    Die rumänische Polizei hat in der letzten Woche Einsätze durchgeführt, um 13 international verfolgte Personen in das Land zu bringen, teilte das Generalinspektorat der rumänischen Polizei am Samstag mit. Es wurden 5 Personen aus dem Vereinigten Königreich, 2 aus Deutschland, 2 aus Belgien sowie je eine Person aus Frankreich, Italien, Österreich und Slowenien ausgeliefert. Um die Vollstreckung der Strafe in Rumänien fortzusetzen, wurden 7 Verurteilte aus dem Ausland nach Rumänien gebracht: 2 aus der Slowakei, 1 aus Belgien, 2 aus Deutschland und 2 aus Österreich. Außerdem wurden 11 international gesuchte Personen an internationale Partner Rumäniens ausgeliefert: 3 in Österreich, 2 in Belgien, 2 in der Republik Moldau und je eine Person in Frankreich, Deutschland, Ungarn und im Vereinigten Königreich.



    20 ausländische Staatsbürger sind von der rumänischen Grenzpolizei nach einer Kontrollaktion an der Grenze zu Ungarn entdeckt worden. 11 von ihnen stammten aus Afghanistan, dem Iran und Somalia und wurden in einem nicht bewohnten, noch im Bau befindenden Gebäude gefunden. Die Migranten im Alter zwischen 17 und 37 Jahren beabsichtigten, illegal über die Grenze nach Ungarn zu gehen, um dann einen westeuropäischen Staat zu erreichen.     230 Tourismusunternehmen aus 16 Ländern sind bis Sonntag auf der größten Tourismusmesse Rumäniens vertreten, die in Bukarest stattfindet. Die Touristikmesse bringt Reisebüros, Reiseveranstalter sowie Tourismusgebiete zusammen, die durch Profilverbände oder Landkreisräte vertreten sind.     Elections – Le président sortant Klaus Iohannis, soutenu par le Parti national libéral, au popuvoir, et l’ex-premier ministre social-démocrate, Viorica Dancila, s’affronteront le 24 novembre au second tour des élections présidentielles de Roumanie. Selon les chiffres rendus publics par le Bureau électoral central après le décompte des voix exprimées dans 96% des bureaux de vote de Roumanie, Klaus Iohannis a engrangé 36,91% des voix, alors que Viorica Dancila le suit avec 23,45% des voix. En troisième position se trouve le leader de l’Union Sauvez la Roumanie, Dan Barna, avec 14,19% des suffrages. Les 11 autres candidats ont décroché entre 0,1 et environ 9% des voix. La présence aux urnes s’est chiffrée à 47,66%. A l’extérieur de la Roumanie, où les Roumains ont pu voter pendant trois jours, la participation au vote s’est élevée à 675 mille personnes, un record dans l’histoire électorale de la Roumanie. Les derniers Roumains à voter ont été ceux habitant la côte ouest des Etats-Unis, où les bureaux de vote ont fermé ce lundi.

    Economie – Le déficit commercial de la Roumanie a dépassé les 12 milliards d’euros sur les neuf premiers mois de l’année, en hausse de 2,1 milliards par rapport à la même période de l’année dernière. Selon les données publiées aujourd’hui par l’Institut national de la statistique, les exportations pour la période janvier – septembre 2019 s’élèvent à 51,8 milliards d’euros, en hausse de 2% par rapport à 2018. Les importations se sont chiffrées à 63,8 milliards d’euros, en augmentation, elles, de 5,1%. Les biens qui pèsent dans la balance commerciale sont notamment les automobiles, les équipements de transport et autres biens manufacturés.

    Vétérans – La Journée des vétérans et des héros tombés sur les théâtres d’opérations est marquée aujourd’hui par des cérémonies militaires à Bucarest et dans les principales garnisons de Roumanie. Des actions similaires ont eu lieu dans les cimetières militaires et aux monuments consacrés aux soldats roumains. La journée des vétérans coïncide avec l’entrée en vigueur le 11 novembre 1918 de l’armistice entre l’Entente et l’Allemagne qui a mis fin à la Première Guerre mondiale. Ce fut également le 11 novembre, mais en 2003, que le sous-lieutenant post mortem Iosif Silviu Fogoras est tombé sur le champ d’honneur ; il a été le premier militaire roumain tué sur le théâtre d’opérations de l’armée roumaine en Afghanistan. La journée des vétérans a été instituée en 2014 en signe de reconnaissance au personnel de l’armée roumaine qui a participé à des actions de combat.

    Marine – La frégate roumaine Regele Ferdinand participe jusqu’au 20 novembre à un exercice multinational de lutte anti-sous-marine, organisé en Méditerranée par les forces navales turques, fait savoir l’État-major des Forces navales roumaines. L’équipage du bâtiment de guerre roumain mènera des activités d’instruction spécifiques dans les eaux territoriales de la Turquie et dans les eaux internationales adjacentes, aux côtés de camarades de plusieurs pays : Bulgarie, Canada, Grèce, Jordanie, Italie, Mexique, Pakistan, Espagne, Etats-Unis et Turquie. Selon les Forces navales roumaines, la participation de la frégate Regele Ferdinand à cet exercice contribue à l’accroissement de l’interopérabilité entre les marins roumains et ceux des pays partenaires, ainsi qu’à promouvoir le professionnalisme de l’Armée roumaine en milieu international.

    Die Frist für die Registrierung der Anmeldung zum Präsidentschaftswahlkampf in Rumänien läuft am Sonntag um Mitternacht ab. Zwei weitere Kandidaten haben sich am Sonnabend dem Rennen um die Präsidentschaftswahlen im November angeschlossen. Es handelt sich um Kelemen Hunor vom Ungarnverband und den Schauspieler Mircea Diaconu, der von der Allianz der Liberalen und Demokraten und der Partei Pro Rumänien unterstützt wird. Der amtierende Präsident Klaus Iohannis hat sich im Namen der Nationalliberalen Partei für das Rennen angemeldet und Dan Barna, seitens der bürgerlichen Allianz USR-PLUS. Weitere Mitstreiter sind die sozialdemokratische Ministerpräsidentin Viorica Dancila und Theodor Paleologu, von der Partei der Volksbewegung. Der Wahlkampf beginnt am 12. Oktober, in Bukarest hat jedoch die Stra‎ßenwerbung mit Plakaten bereits begonnen. Politische Kommentatoren sagen, dass sich dieser Vorwahlkampf aufgrund der grö‎ßeren Vielfalt der politischen Akteure von anderen unterscheidet. Au‎ßerdem scheint diesmal der Schwerpunkt auf dem Bild und nicht auf Slogans zu liegen. Der erste Wahlgang der Präsidentschaftswahlen ist für den 10. November und der zweite zwei Wochen später angesetzt.



    Rumäniens Premierministerin Viorica Dancila hat am Sonntag einen einwöchigen Arbeitsbesuch in den USA angetreten. Sie wird von Verteidigungsminister Gabriel Les und Finanzminister Eugen Teodorovici begleitet. Dancila hat erklärt, dass sie Gespräche mit Vizepräsident Mike Pence führen und an einem Treffen zur Terrorismusbekämpfung teilnehmen wird. Sie sprach auch über die Unterzeichnung eines Memorandums über Energie und eines Dokuments im Gesundheitsbereich mit der Weltbank. Auf dem Programm des Besuchs stehen desgleichen Treffen mit amerikanischen Geschäftsleuten. Die Premierministerin hat erklärt, dass sie plant, Vertreter der rumänischen Gemeinschaft in den Vereinigten Staaten zu treffen.



    Sonntag ist der letzte Tag des Internationalen George Enescu Festivals. Auf dem Programm stehen zwei Konzerte, die von Radio Rumänien, einem Koproduzenten des Festivals, veranstaltet werden: das Konzert von Vocalconsort Berlin und dem Rundfunkkammerorchester im Nationalen Kunstmuseum und im Konzertsaal des Hörfunks spielen das Orchester des Rumänischen Hörfunks in der Begleitung des Chors der Hörfunkakademie. Eine weitere Veranstaltung am letzten Tag des Festivals ist das Konzert des Royal Concertgebouw Orchester aus Amsterdam unter der Leitung von Tugan Sokhiev. Das Internationale George Enescu Musik-Festival wurde 1958 gegründet, um das Andenken an den gro‎ßen rumänischen Komponisten und Geigenspieler zu ehren. In diesem Jahr hat das Festival in 84 Konzerten und Rezitalen 2.500 die renommiertesten Musiker der Welt auf die Bühne gebracht. Das Festival brachte klassische Musik in 10 rumänische Städte sowie in Florenz, Berlin, Liege, Toronto, Montreal şi Chişinău.



    An diesem Wochenende feierte die rumänische Hauptstadt Bukarest ihr 560-jähriges Bestehen mit Workshops, Stra‎ßenveranstaltungen, Food-Shows und Konzerten. Der bereits traditionelle iMapp-Wettbewerb in Bukarest, der seine sechste Auflage erreichte, fand am Samstag statt. Acht Teams projizierten ihre Shows auf die Fassade des Palastes des Parlaments, dem zweitgrö‎ßten Verwaltungsgebäude der Welt, nach dem Pentagon.



    Das rumänische Paar aus Simona Halep und Raluca Olaru hat sich heute für die nächste Runde des WTA-Turniers in Wuhan, China, qualifiziert, das mit 2,8 Millionen Dollar Preisgeld dotiert ist. Die Rumäninnen besiegten die Chinesinnen Qianhui Tang und Xinyu Wang mit 7–6. 4-6, 10–8 und haben 105 Punkte gewonnen.

    Traian Basescu, der ehemalige Präsident Rumäniens zwischen den Jahren 2004 und 2014, war inoffizieller Mitarbeiter der kommunistischen Geheimpolizei. Das Bukarest Appellationsgericht hat in einem Urteil bestätigt, das Basescu mit der Securitate zusammengearbeitet hat. Das Urteil ist nicht endgültig, Basescu, der derzeit als Europaabgeordneter ist, kann in Berufung gehen. Nach Einschätzung des rumänischen Instituts zur Aufarbeitung der Securitate-Akten (CNSAS), verfasste der ehemalige Präsident, als er Offizier der Handelsmarine war, zwei unter dem geheimen Namen Petrov“ unterzeichnete Berichte. Aufgrund eines dieser Berichte wurde einer seiner Kollegen verhindert, mit dem Schiff ins Ausland zu fahren. Das Institut zur Aufarbeitung der Securitate-Akten hat eine Reihe von Memos herausgegeben, wonach Traian Basescu nicht mit der Securitate zusammengearbeitet hätte. Um öffentliche Ämter besetzen zu können, musste Basescu selbst Erklärungen unterzeichnen, in denen er versicherte, nicht mit der kommunistischen Geheimpolizei zusammengearbeitet zu haben. Basescu war in seiner Jugend Hochsee-Schiffskapitän für Öltanker und von 1987 bis 1989 Leiter der rumänischen Handelsmarine-Agentur Navrom in Antwerpen.



    Der heutige Samstag ist im ganzen Land der Abfallentfernung gewidmet. Seit neun Jahren mobilisiert die Umweltorganisation Lets Do It, Romania! “, Jahr für Jahr, Zehntausende Freiwillige, um Tonnen von Abfall zu sammeln. Ein Mensch produziert in Rumänien 254 kg Hausmüll pro Jahr, von denen weniger als 10 % recycelt werden, was weit unter dem EU-Durchschnitt von 28 % liegt. Wenn Rumänien bis zum nächsten Jahr keine Recyclingquote von 50 % erreicht, könnte es gezwungen sein, eine Geldstrafe von bis zu 200.000 EUR pro Tag zu zahlen und Gefahr laufen, EU-Mittel für den Umweltschutz zu verlieren.



    Die Stadt Bukarest feiert 560 Jahre, seit der ersten urkundlichen Erwähnung. Anlässlich dieses Jubiläums finden an diesem Wochenende in der Stadt Aufführungen, Konzerte und Lichtprojektionen statt. An der sechste Ausgabe eines internationalen 3D-Videowettbewerbs nehmen 8 Teams teil, die ihre Videos auf der Fassade des Parlamentspalastes projizieren. Bukarest veranstaltet an diesem Wochenende auch die 10. Ausgabe der Aero-Nautik Show.



    Das George Enescu Musikfestival neigt sich dem Ende zu. Zwei Tage sind es noch bis zum Abschlusskonzert des diesjährigen Festivals. Zu den Höhepunkten des Samstags gehören ein Konzert des Bukarester Symphonieorchesters unter der Leitung von Nicolae Moldoveanu und ein Auftritt des französischen Pianisten François-Frédéric Guy, der sich insbesondere durch die Interpretation der Musik der deutschen Romantik einen internationalen Ruf erworben hat. Das Programm wird im rumänischen Athenäum mit einem Konzert des Mahler-Kammer-Orchesters, das Musiker aus 20 verschiedenen Ländern vereint, mit Mitsuko Uchida als Pianist und Dirigent vervollständigt. Am Abend wird das Royal Concertgebouw Orchester aus Amsterdam im Konzertsaal des Königlichen Palasts spielen.     IAEA Romania’s
    Foreign Minister, Ramona Manescu on Monday is attending the opening of the
    General Conference of the International Atomic Energy Agency (IAEA). According
    to a communique by the Romanian Foreign Affairs Ministry, Manescu will be
    having talks with IAEA interim director, ambassador Cornel Feruta as well as
    with representatives of the participant
    countries. The Romanian delegation is expected to reiterate its support for the
    continuation and consolidation of the IAEA role at world level and to highlight
    the national nuclear programme, which is up to the highest international
    standards in terms of safety and security. The General Conference is the
    highest decision-making section of the IAEA, which has convened in September every
    year since its foundation in 1957 to assess and approve the organisation’s
    schedule and budget. Decisions are also made on topical issues for the member
    states and the international community.








    VOTING Until October 19th,
    Romania’s diplomatic missions are expected to submit proposals to the Foreign Ministry
    for the polling stations to be set abroad for the upcoming presidential
    election this autumn. In an attempt to offer support to the Romanian nationals
    living abroad who want to cast their ballot in the election, the application
    term was extended until September 15th, allowing voters to opt for
    voting in a polling station abroad or for postal voting. We recall that the
    election’s first round is on November 10th and the second round two
    weeks later.

    MEETING
    Romania will be represented at the General Affairs Council of the EU in
    Brussels on Monday by George Ciamba, its Minister Delegate for European
    Affairs. High on the talks agenda are the Multi-annual Financial Framework
    2021-2027 as well as preparations for the European Council due over October
    17th-18th. Minister Ciamba held talks with the Finnish presidency of the EU on
    the multi-annual financial framework on September 9th. The Romanian minister
    assured his Finnish counterpart Tytti Tuppurainen, of Bucharest’s support for
    the progress of the negotiation process, to which Romania contributed
    significantly during its mandate at the helm of the European Union in the first
    half of this year.












    USR A congress of the opposition Save Romania Union (USR) on
    Sunday validated Dan Barna to run for the presidential seat and has elected the
    new members of the National Office. We recall that USR has forged an alliance
    with PLUS, the party of Romania’s technocratic Prime Minister Dacian Ciolos.
    Barna is the candidate of this USR-PLUS alliance for the presidential election
    in Romania in November.








    IRAN An
    Iranian Revolutionary Guards commander on Sunday said that U.S. bases and
    aircraft carriers in the region were within range of Iranian missiles. The
    statement comes after the United States has accused Iran of leading attacks on
    Saudi oil plants, raising tensions in the Middle East. US president Donald Trump
    has condemned the drone attack, carried out by Iranian-backed rebels, which
    knocked out more than half of the Kingdom’s output. US Secretary of State Mike
    Pompeo has accused Iran of being behind the attack underlining that the USA is
    ready to work with its partners and allies to
    ensure that energy markets remain well supplied and Iran is held accountable
    for its aggression.










    DEFEAT Romania’s national volleyball
    side conceded a 1-3 defeat to Italy in group A of the European Championship
    underway in Belgium, the Netherlands, Slovenia and France. Romania was also
    thrashed by France in its first game and is going to play Greece on September
    16th and Portugal, two days later. Bulgaria ranks first in group A, while
    Romania occupies the last but one position with no points. The first four sides
    in the group qualify for the round of 16.

    stations abroad to the Foreign Ministry until October 19th. We

    VOLLEYBALL Romania’s national volleyball side today playes Italy in

    In Bukarest ist am ersten Tag der ordentlichen Herbstsitzung des Parlaments der Vorsitzende der Allianz der Liberalen und Demokraten (ALDE), Călin Popescu Tăriceanu vom Vorsitz des Senats zurückgetreten. Der ehemalige Regierungspartner der Sozialdemokratischen Partei (PSD) hatte bereits letzte Woche seinen Rücktritt angekündigt, zeitgleich mit der Entscheidung, die Regierungskoalition zu verlassen.



    Călin Popescu Tăriceanu erklärte, er sei als Vorsitzender des Senats korrekt, ausgeglichen und neutral gewesen, er könne aber nicht weitermachen. Călin Popescu Tăriceanu: Ich habe dieses Amt als Vertreter eines politischen Bündnisses übernommen und es erscheint mir normal, sie zu verlassen, nachdem das betreffende Bündnis aufgelöst wurde.»



    Dennoch und überraschenderweise könnte ALDE immer noch den Vorsitz des Senats innehaben, und zwar im Namen dessen Vizevorsitzenden Teodor Meleşcanu, der von der PSD umworben wird. Die Ruhe der ALDE konnte im Tausch für die politische Unterstützung der Minderheitsregierung der PSD erkauft werden, die durch einen Mißtrauensantrag gestürzt zu werden drohte. Die wichtigste Oppositionspartei, die Nationalliberale Partei (PNL), hat angekündigt, dass sie mit allen Parteien außer der PSD verhandeln wird, um die Chancen der Annahme des Antrags zu erhöhen. PNL-Vorsitzender Ludovic Orban: Mit Beginn der Parlamentssitzungen werden auch die Verhandlungen mit allen im rumänischen Parlament vertretenen politischen Parteien und Fraktionen, mit Ausnahme der sozialdemokratischen Fraktionen, aufgenommen. Was uns angeht, wird der Text des von der Nationalliberalen Partei ausgearbeiteten Misstrauensantrags Gegenstand von Diskussionen mit allen Fraktionen sein. Wir dürfen nicht vergessen, dass es sich um sechs weitere Fraktionen handelt, die mit der Nationalliberalen Partei zusammenarbeiten müssen, um diese Regierung zu stürzen.»



    Gleichfalls aus der Opposition fordert die Allianz der Union Rettet Rumänien (USR) und der Partei für Freiheit, Einheit und Solidarität (PLUS) vorgezogene Wahlen, als Voraussetzung für ihre Unterstützung für eine neue Regierung. USR-Chef Dan Barna sagte, dieser sei der einzige Weg, um eine neue parlamentarische Mehrheit aufzustellen, die die Reformen durchsetzen kann, die das Land braucht. Dacian Cioloş, der Vorsitzende der PLUS, forderte die Bildung einer Übergangsregierung bis zu möglichen vorgezogenen Wahlen. Aus dieser sehr komplizierten parlamentarischen Gleichung kann man die Partei Pro Rumänien nicht ausschließen, eine Partei, die sich aus Dissidenten der PSD zusammensetzt und von dem ehemaligen Premierminister Victor Ponta geleitet wird sowie die Partei der Volksbewegung, die Partei der Demokratischen Union der Ungarn in Rumänien (UDMR) und die parlamentarische Gruppe der nationalen Minderheiten. Traditionell geben Letztere das sprichwörtliche Zünglein an der Waage ab.

    The first ordinary Parliament
    session in Bucharest has acknowledged ALDE leader, Calin Popescu Tariceanu’s
    stepping down from the position of Senate President. The move was made public
    by the Social Democrats’ former partner the ruling coalition concurrently with its
    decision to break up with the government coalition. Tariceanu has described himself
    as a fair, honest and impartial Senate president, adding that he could no
    longer continue with this job.






    Calin Popescu Tariceanu: I
    was appointed for this job by a political alliance and it seems only fair to
    step down since the respective alliance no longer exists.




    Surprisingly, ALDE could still head
    the Senate through its vice-president, Teodor Melescanu, who has been offered
    this job by the Social Democratic Party (PSD) itself. Social Democratic leader
    Viorica Dancila has explained the decision.




    Viorica Dancila: The
    position belonged to ALDE and we wanted to show that we are fair until the end.
    I talked with my colleagues at the latest meeting we had with the president of
    the Chamber of Deputies and also had the Senate voting.




    Teodor Melescanu believes his
    appointment as Senate president would be beneficial to ALDE.




    Teodor Melescanu: This
    position is a guarantee of the fact that ALDE will not be subjected to
    pressures of any kind, on the contrary it could also offer my colleagues future
    prospects.




    Everything comes at a price in Romanian
    politics though everything is negotiable. It seems obvious though that ALDE’s silence
    could be obtained in exchange for the political support offered to a minority
    PSD govern currently facing the threat of reshuffle through a no confidence
    vote. PNL, the main opposition party, made up of National Liberals, has
    announced its intention to negotiate with all the parties, except for the PSD,
    in order to increase the chances for the no confidence vote to pass. Here is PNL
    president Ludovic Orban with more on the issue.




    Ludovic Orban: Once the
    Parliamentary session has started we are going to kick off talks with all
    political parties represented in the Romanian Parliament, of course with the
    exception of the PSD groups. As far as we are concerned, the text of the no
    confidence vote drawn up by the National Liberal Party will be subjected to
    negotiations with all Parliament groups. There are six other Parliament groups that
    should associate with the National Liberal Party in this move to bring down the
    government.




    Also in opposition, the USR-PLUS Alliance
    is still calling for snap election as a prerequisite for joining a new
    Executive. According to its leader, Dan Barna, this is the only way to build up
    a Parliament majority to promote the reforms Romania needs. It’s partner, the
    leader of PLUS Dacian Ciolos, stands for a transition government until the snap
    election.






    However, the very complex
    Parliament equation cannot exclude Pro Romania, a splinter group from the PSD
    led by the country’s former Prime Minister Victor Ponta, PMP, UDMR or the
    deputies of national minorities. The latter have traditionally been voting the
    government.

    Die wichtisten Kandidaten für die Präsidentschaftswahlen stehen fest

    Wie von den meisten Kommentatoren erwartet, wurde die Vorsitzende der Sozialdemokratischen Partei, PSD, die Premierministerin Viorica Dancila, am Dienstag vom nationalen Vorstand der Partei zum Kandidaten für die Präsidentschaftswahl ernannt. Ihre Kandidatur soll am 3. August vom PSD-Kongress bestätigt werden, was laut Journalisten nur eine Formalität ist. Viorica Dancila war Hauptfavoritin geworden, nachdem der PSD-Exekutivpräsident Eugen Teodorovici und der Generalsekretär Mihai Fifor beschlossen hatten, sich aus dem Rennen zurückzuziehen und ihre Unterstützung für sie ankündigten. Die Bürgermeisterin von Bukarest, Gabriela Firea, die auch als Präsidentin kandidieren wollte, sah sich genötigt die mangelnde Unterstützung ihrer Kollegen zu akzeptiert.



    Der schnelle und unerwartete politische Aufstieg von Frau Dancila könnte fortgesetzt werden, nachdem sie im vergangenen Monat die Präsidentschaft der PSD von ihrem Mentor Liviu Dragnea übernommen hat, der derzeit wegen Korruption im Gefängnis sitzt. Analysten zufolge, liegt Dancila in der Wählergunst auf dem 3. Platz. Zuvor hatte sie Gespräche mit dem Vorsitzenden der Allianz der Liberalen und Demokraten ALDE, Calin Popescu Tariceanu, und mit dem Vorsitzenden der Pro-Rumänien-Partei, Victor Ponta, über die Unterstützung eines gemeinsamen Kandidaten der Linken geführt, aber die Gespräche blieben ergebnislos. Das wiederum zeigt, dass die linken Wähler gespalten sein werden.



    Als Favoriten für die letzte Tour der Präsidentschaftswahlen gelten der amtierende Präsident Klaus Iohannis, der eine zweite Amtszeit anstrebt und von der wichtigsten oppositionellen Nationalliberalen Partei unterstützt wird, und der Vorsitzende der gleichfalls oppositionellen bürgerlichen Allianz USR-PLUS, Dan Barna. Der Anwalt Dan Barna machte sich vor zwei Jahren einen Namen, als er den Gründer der Union Rettet Rumänien, Nicusor Dan, an der Spitze der Partei ersetzte. Einer der Vorteile von Dan Barna ist seine Entscheidung, mit dem PLUS-Vorsitzenden, dem ehemaligen technokratischen Premierminister Dacian Ciolos, zusammenzuarbeiten. Er wird auch von all jenen unterstützt, die die alten Politiker und Parteien satthaben.



    Ebenfalls am Dienstag versuchte Präsident Iohannis zu punkten und gab bekannt, dass der Ungarnverband (UDMR) und die Minderheitengruppe im rumänischen Parlament den Nationalen Pakt unterzeichnet haben, den er nach dem Referendum über Gerechtigkeit und Korruptionsbekämpfung am 26. Mai initiiert hatte. Die einzigen Parlamentsfraktionen, die den Pakt nicht unterzeichnet haben, sind PSD und ALDE.



    Journalisten wiesen darauf hin, dass sowohl der Präsident als auch die Premierministerin in diesem Wahlkampf den Nachteil haben, dass die Menschen sie bereits seit einiger Zeit bei der Arbeit gesehen haben. Klaus Iohannis, dem von seinen eigenen Wählern mangelnde Reaktion und Beteiligung vorgeworfen wird, ist erst in den letzten 2 Monaten aktiver geworden.



    Viorica Dancila wiederum, die als Königin der öffentlichen Patzer bezeichnet wird, muss sich mit den Hinterlassenschaften der drei sozialdemokratischen Regierungen auseinandersetzen, die in den letzten zweieinhalb Jahren an der Macht waren. Diesen Regierungen wurde vorgeworfen, versucht zu haben, die Richter zu unterordnen und den Kampf gegen die Korruption einzustellen.
