    VICTIM Another patient severely
    injured in the blasts in Crevedia (southern Romania) died on Tuesday morning,
    bringing the number of casualties to 5, the Health Ministry announced. The
    victim was of Nepalese origin and had burns on more than 90% of his body. The
    powerful explosions followed by a fire took place, 10 days ago, at an LPG
    station in Crevedia, south of Bucharest, which was operating illegally.




    NATO Together with our Allies, we will continue to
    strengthen the NATO structures on Romanian territory, president Klaus Iohannis
    said on Tuesday. He added that Romania will continue to support Russia-invaded
    Ukraine as long as necessary. Iohannis received the PM of Luxembourg Xavier
    Bettel at the military base in Cincu, central Romania, and addressed the NATO
    Battle Group in Romania, which comprises around 1,000 French, Dutch, Belgian
    and Luxemburgish troops and is spearheaded by France.




    WIND POWER On Tuesday, Romania had over 40% of its electricity
    demand covered from wind power sources, as the National Meteorology
    Administration issued a code yellow alert for strong winds in the south and south-east,
    where most of the country’s wind farms are located. According to the National
    Energy Regulatory Authority, wind farms have a total installed capacity of over
    3,000 MW, and most turbines were in operation on Tuesday. The second most important
    electricity source is nuclear power, followed by hydro power and coal.


    EPP The leaders of the
    European People’s Party (EPP), the largest group in the European Parliament,
    have decided that the National Liberal Party, a member of the ruling coalition
    in Romania, will host the EPP congress ahead of the European elections in 2024. Attending
    the event in Bucharest will be over 2,000 delegates from over 40 countries, including
    all the heads of state and government from EPP member parties, the EC president,
    Ursula von der Leyen, the European Parliament president, Roberta Metsola, and
    all the European commissioners affiliated to the EPP.




    FOOTBALL Romania’s national football team is preparing the home matches
    against Israel, scheduled on Saturday, September 9, and Kosovo, on Tuesday,
    September 12, in Group I of the qualifiers for next year’s European
    Championships hosted by Germany. After 4 group matches, with 2 wins and 2
    draws, Romania has 8 points and ranks 2, after Switzerland (10 points). The
    group also includes Belarus and Andorra. The top 2 teams in each group qualify
    for the final tournament. Romania’s last participation in a European football
    championship was in 2016, and it last qualified in a World Championship final

    Moldavian ruler Stephen the Great’s reign, revisited

    The Romanian historian Liviu Campeanu, in 2012, while on a research stage at the Prussian Cultural Heritages Secret State Archives in Berlin, came across the manuscript of the diary kept by Liborius Nacker, the Secretary general of the Teutonic Order. Written in late 15th century, the document, whose existence had already been known to historians, mentions the contribution of the Teutonic knights who accompanied Polish King Ioan Albert in his campaign against then the Moldavian ruler Stephen the great. Resulting in the famous defeat of the Poles in the battle of Cosmin Woods, Codrii Cosminului, in Romanian, the campaign can be viewed in a fresh perspective and a more nuanced one, at that, according to the documents discovered by historian Liviu Campeanu. Actually, the discovered documents provided the starting point for Liviu Campeanus book, The Crusade against Stephen the Great. The Cosmin Woods 1497. Brought out by the Humanitas publishers in 2023, the volume depicts an even more complex and detailed picture of the woiwode. Stephen the Great s image was intensely hyped up according to the communist historiography.



    The Romanian Orthodox Church already canonized him as Stephen the Great and the Holy. Notwithstanding, in Liviu Campeanus volume, a more comprehensive and objective analysis is provided, of Moldavian woiwodes 47-year-long reign, from 1457 to 1504. It should be noted, though, that his most remarkable achievements are never questioned in the book. A telling example of that is Stephen the Greats stance towards the Ottoman Porte. We all remember Stephen the great has usually been described as a long-term and staunch anti-Ottoman opponent.



    Historian Liviu Campeanu:



    “Nothing new for the historians, yet for the lay public, for whom Stephen the Greats profile as a mighty crusader is all too familiar, a profile that has been constantly been build up towards, in the past two or three decades and even earlier, it may seem baffling to find out that, in earnest, Stephen the Great was an ally of the Sultan. Of his 47-year-old reign, Stephen the Great was at war with the Turks for 13 years, while of those 13 years, there were only three when he had to face large-scale Ottoman campaigns or massive Ottoman invasions that, on average, were conducted for about two months a year. Therefore, for 6 months out of 47 years he properly and openly fought the Ottoman Empire. Let me stress that once again, the state of belligerence lasted for about 13 years, while for the remaining number of years of the 47-year-old reign, Stephen the Great was an ally of the Sultan. “



    The alliance with the Ottoman Empire, just like the state of belligerence, at that time largely depended on specific circumstances and on the medieval states need for mutual help. The extremely volatile peace of the time, and the almost constant warlike atmosphere lead up to changes in the vassalage relationships, in keeping with the immediate interests and the looming dangers. As for Stephen the Greats Moldavia, it was no exception to that either, in Central and Eastern Europe.



    Liviu Campeanu:



    “I have been trying to present to the public the results I have achieved, precisely thanks to the documents discovered in 2012 in the Archives of the Teutonic Order that have been preserved in Berlin, to this day: the fact that Moldavia had been tributary to the Ottoman Empire about 20 years earlier that it had been usually known. So, according to historiography, everybody agreed that Moldavia began to pay tribute in 1455 or 1456. But I discovered documents clearly attesting the fact that twenty years earlier already, so from 1432, Moldavia had become a stipendiary for the Ottoman Empire. So it was in that tradition that Stephen the Great fit in, he actually paid the tribute for three decades of his glorious reign, which is not a negative aspect. Perhaps very few people know that even the Hapsburgs paid the tribute to the Ottoman Empire in the 16th century, what with the French King Francis the 2nd, being Suleiman the Magnificents ally in the first half of the 16th century. So such alliances and peace or mutual help treaties were just as normal at that time, and Stephen the Great was no exception to that himself. Besides, thanks to the tribute he paid, not only did he secure peace with the Ottoman Empire, but also, he got proper help from the Turks in various campaigns and battles he fought with the neighbors. Speaking of which, what I have in mind is Matthias Corvinuss Hungary or Casimir the 4th s Poland or Wallachia, where war was in full swing, pitting the Dracula against the Dan boyar families in the second half of the 15th century. In that conflict, Stephen the Great intervened on a number of occasions, sometimes even with Ottoman support. “



    At the time when Stephen the Great was at war with the Ottoman Empire, one of his most remarkable victories occurred, that of January, 1475, when he defeated Soliman Pasa in Vaslui. Following that victory, Pope Sixtus the 4th named him the Athlete of Christendom. However, the title should be viewed only in close connection to that particular moment of his reign. Subsequently, from 1486 to the year of his death, 1504, Stephen the Great complied with the politics of the Sublime Porte. And there is more to it than that: the Ottoman Empire was his ally in the conflict with the Polish King Jan Olbracht, resulting in Moldavians win in the battle of Cosmin Woods, Codrii Cosminului, in Romanian, in September 1497. Bach then, in the Cosmin Woods Battle, two great alliance systems went against one another: the Polish-Lithuanian Union and its vassals, the Duchy of Mazovia and the Teutonic Order, on one hand, and, on the other hand, Moldavia, with its allies, the Kingdom of Hungary, the Ottoman Empire and the Crimean Khanate. But how exactly the buildup to the conflict occurred, even though Stephen the Great had become Polands vassal in 1495, through a treaty signed in Colomeea? Here is Liviu Campeanu once again, this time outlining the historical background of that.



    “It was precisely from that kind of vassalage and the responsibilities Stephen the Great and the Polish King Casimir the 4th mutually took in Colomeea, in 1485, that this conflict sprang from. In effect, in 1484, Stephen the Great had lost to the Turks the Chilia and Cetatea Alba fortresses. Then he tried to regain them from the ottomans totally on his own, but that was virtually impossible. And then he veered towards the King of Poland. The Polish King consented to helping him, on condition that the former took a vassalage oath, which actually happened, in September 1485. However, the military aid made available by Casimir the 4th was insufficient and in no way met Stephen the Greats expectations. And then, in 1487, the Pope proclaimed an anti-Ottoman crusade across the entire Christendom and the Crusaders Army massed in Poland. Yet he did not rush to help Stephen the Great, just as the Colomeea Treaty stipulated, but Prince Jan Olbracht, still a prince back then and the supreme commander of the crusaders army, hijacked the crusade in Podolia. It was then that the great rift occurred, between Stephen the Great and the Polish Kings. Several minor border conflicts occurred as well, on both sides, culminating with the conflict of 1497. “



    Notwithstanding, King Ian Olbrachts campaign against Stephen the Great had an inconclusive ending. Considering the intricacies of the inter-state alliances of that time and also taking into account his victories and the relationships he set with the other monarchs, the Moldavian woiwode Stephen the Great was one of Central and Eastern Europes leading political actors of his time.

    EARTHQUAKE A 5.4
    magnitude earthquake hit Romania on Thursday morning in the Buzău area in the
    south-east of the country. The earthquake was felt in several cities, including
    the capital Bucharest, but no emergency calls were received and no damages or
    victims were reported. This was the strongest earthquake in the last 2 and a
    half years. A 5.2 quake occurred on January 31, 2020 in Vrancea, Romania’s main
    seismic area. A bigger, 5.8 magnitude tremor was also reported in October 2018,
    in Buzău County.


    MILITARY
    The
    French Minister of the Armed Forces, Sebastien Lecornu, is on
    an official visit to Romania today, the Romanian Defence Ministry announced. Lecornuwill have meetings with the Romanian Defence Minister, Angel Tîlvăr, with
    President Klaus Iohannis and PM Nicolae Ciucă. The French delegation’s agenda
    also includes a visit to the ‘Getica’ Joint National Training Centre in Cincu,
    central Romania, and a wreath-laying ceremony at the French Heroes Monument in
    Bucharest. France has been leading the NATO battle group in Romania set up in
    May. The battle groups created in Bulgaria, Romania, Slovakia and Hungary are
    part of the borader set of measures taken by NATO to bolster its medium and
    long-term deterrence and defence posture, following the war initiated by the
    Russian Federation in Ukraine.


    VISIT
    The president of the Swiss Confederation Ignazio Cassis postponed his official
    visit to Romania scheduled for Thursday, for unforeseen and unavoidable
    reasons, the Swiss Embassy in Bucharest announced. President Cassis and
    president Klaus Iohannis will try to find an alternative date for the meetings
    scheduled as part of the visit. According to the Swiss Embassy, the two parties
    will sign in the near future the Romanian-Swiss framework agreement concerning
    the implementation of a second financial instalment aimed at reducing economic
    and social disparities within the EU. Under the agreement, Switzerland will
    provide 221.5 million Swiss francs for projects to be implemented in Romania
    until 2029.


    PENSIONS Government spokesman Dan Cărbunaru announced that a
    task force has been set up within the Labour Ministry in Bucharest, to analyse
    the issue of the so-called special pensions, which are not based on
    contributions during employment. The beneficiaries of such pensions include
    magistrates, among other categories, and scores of them applied for retirement
    after the World Bank requested the Romanian authorities to reform the system. This
    was also a requirement in the National Recovery and Resilience Plan, agreed on
    by Romania with the European Commission.


    AUTOMOTIVE The number
    of new automobiles registered in Romania in the first 10 months of the year
    went up over 8% compared to the corresponding period of last year, to nearly 106,000
    units. Car registration numbers also increased by 10% this October compared to
    October 2021. Most of the new automobiles registered during this period, i.e.
    31,000, were local brand Dacia. As for
    second hand car registrations in the first 10 months of the year, the number
    dropped 20% compared to 2021, to 270,000.


    HANDBALL
    Romania’s women’s handball team drew against Germany, 29-29, last night in
    Tatabanya (Hungary), in the last test match ahead of the European
    Championships. In the first test match, Romania lost to Hungary, 28-33. The European Championships (EHF EURO 2022) will
    take place between November 4th and 20th, in Slovenia, North Macedonia and
    Montenegro. Romania plays in Group C, together with France, the Netherlands and
    North Macedonia, and its first game is scheduled for Saturday, November 5th,
    against the Netherlands. Romania has taken part in all the European
    Championships editions except for 2006, and its best performance was a bronze
    medal in 2010. In the last edition, held in 2020, Romania came out 12th. (AMP)

    NATO continues to beef up its eastern flank

    Two French military convoys entered
    Romania on Sunday night consisting of light and heavy armoured vehicles to beef
    up the NATO Battle Group deployed to Cincu, in central Romania, where a 750 strong
    French contingent has been deployed. Colonel Alexandre de Féligonde, the new
    commander of the French battalion has told the Romanian public radio that the latest
    military beef-up takes place against the escalation of the conflict Russia initiated
    8 months ago.




    Colonel de Feligonde said that at the
    beginning of the conflict light infantry was deployed, but later France and
    NATO opted for a different posture in this part of Europe, and a heavy armoured
    battalion has been deployed here. We are going to move from light to
    heavy-armoured vehicles. We are here for a joint training with Romanian and
    Dutch troops, part of the French battalion which will be training in Cincu and in
    other parts of Romania as well.




    Romanian colonel Tiberiu Cojocaru
    with the Headquarters Multinational Division South-East has welcomed the convoy
    and explained that the first convoy was part of the third rotation of the NATO
    battle group deployed to Romania, to the joint training camp here. We are
    looking forward to seeing the joint training of French and Romanian troops, in
    Cincu and in other places to strengthen the allied cohesion and ensure the
    security of the territories of all NATO member countries.




    The NATO Battle Group was set up in
    May by transforming the multinational allied elements of the NATO Response
    force deployed to Romania. Upon the French proposal to take over the role of the
    Framework Nation, the French battalion deployed to Romania, considered the
    spearhead of the high-readiness NATO Response Force, is actually forging this
    group through the rotational integration of troops from Belgium and the
    Netherlands.


    Spain will also be contributing to
    the consolidation of NATO’s eastern flank against the background of the war in
    Ukraine. Madrid announced the deployment of F-18 and Eurofighter jets to
    Romania and Bulgaria. The planes are to land in Fetesti, southern Romania and until
    March next year they will be doing patrolling missions in the region.


    This is Spain’s response
    to the allies’ request for an increased contribution to NATO’s response and preemptive
    capabilities, the Spanish Defence Ministry has announced. Spain has already
    installed a long-range radar in Dobrogea, south-eastern Romania.

    MILITARY The
    first shipment of French military equipment to join the NATO battle group deployed
    to Cincu, in central Romania, reaches the country on Sunday, the defence
    ministry announced. A second convoy, comprising a Leclerc main battle tank
    company, is set to arrive in November. The NATO Battle Group Forward Presence
    in Romania (BGFP) was created in May by transforming the Allied multinational
    elements of the NATO Response Force deployed to our country. Upon France’s
    proposal to take over the framework-nation role, the French battalion deployed
    to Romania, considered the Spearhead of the Very High Readiness Joint Task
    Force (VJTF), built up the BGFP on our national territory by integrating, on
    rotational basis, Belgian and Dutch troops. BGFP contributes to the increase of
    the Romanian military cooperation with France and, implicitly, to the consolidation
    of the Euro-Atlantic space security on the Eastern Flank. Cooperation with the
    strategic partners and the deployment of relevant combat structures on national
    territory contribute to the increase of defence and deterrence capacity in the
    context of the Ukraine war and the Black Sea region crisis, the defence
    ministry explains.


    BORDER Romania’s
    border police announced that over 97,000 people entered Romania on Saturday, of
    whom more than 9,500 were Ukrainian nationals, up 15.6% since the previous day.
    According to current data, over 2.6 million Ukrainian citizens have entered
    Romania since February 10, and nearly 4,400 of them have applied for asylum
    here.


    NRRP Romania is
    set to receive EUR 2.6 bln in the coming days under the National Recovery and
    Resilience Plan, to be channelled into the country’s economic recovery. The
    funds are transferred after the European Commission authorised the payment of
    the first instalments of the non-reimbursable aid and loan components. Romania submitted
    the first payment request in May, after meeting the targets and benchmarks for
    the 4th quarter of 2021. In September, the European Commission’s assessment of
    these targets was approved and submitted to the Economic and Financial
    Committee, which also approved it. The Romanian minister for investment and
    European projects Marcel Boloş believes this is just the beginning of a long
    road, which, if successfully completed, will translate into investments in
    motorways, railways, schools and hospitals. The next payment request will
    amount to EUR 3.2 bln, for which over 50 targets will have to be met, related
    to the first half of this year. Romania may access a total of nearly EUR 30 bln
    under the National Recovery and Resilience Plan, of which it has already
    received 2 pre-financing instalments amounting to a rough EUR 3.8 bln.


    COAL Romania has
    increased its coal output to mitigate the energy crunch. The amounts extracted
    in the first 8 months of the year went up 1.7% and imports rose by 13.5%, the
    National Statistics Institute reports. The National Strategy and Forecast
    Commission estimates for this year a coal output 10% higher than in 2021 and a
    2.8% rise in imports. For 2023, the Commission forecasts an 8% increase in
    output.


    CHINA The Chinese
    president Xi Jinping was re-elected on Sunday as leader of the ruling Communist
    Party, thus becoming China’s strongest leader since Mao Zedong, the founder of
    the Chinese communist regime, international news agencies report. Xi Jinping was
    appointed for a 3rd five-year term in office by a largely reshuffled Central
    Committee, and is very likely to be re-elected president as well in March. ‘China cannot develop without the world, and the world also
    needs China,’ he said, and praised what he called the two miracles achieved
    by his country-rapid economic development and long-term social stability. Xi
    Jinping appointed many of his close allies in the Standing Committee, a 7-member
    group in power in China. The all-powerful Politburo includes no women among its
    members for the first time in 25 years.


    HANDBALL The
    Romanian women’s handball champions, Rapid Bucharest, play at home today
    against Storhamar, of Norway, in a Champions’ League Group B match. Rapid is
    3rd in the ranking, after the Hungarian side Gyor and the French side Metz. On Saturday, vice-champions CSM Bucharest
    lost their first game in the group, away from home, to defending champions
    Vipers Kristiansand of Norway, 35-29. CSM ranks 3rd in Group A, after the
    German side Bietigheim and Kristiansand. (AMP)
