    Cooperation Romania – Bavaria

‘We are supporting Romania’s fully-fledged accession to Schengen’ – Markus Soder, the Prime Minister of the state of Bavaria assured his Romanian counterpart Marcel Ciolacu during the official visit he paid as head of a ministerial delegation that went to Munich on Monday and Tuesday.

The Bavarian official mentioned the real headway made by Bucharest.

Markus Soder: “We are seeing the progress Romania made, the security aspects. And we are a support to Romania for its fully-fledged accession to the Schengen zone. The cooperation with Europol, the process of fighting corruption have registered great progress and the authorities are cooperating very well. We have got very important and good information from the Bavarian Interior Ministry. And for this reason it is important for Romania to join Schengen as a fully-fledged member.”

Munich also saw the first joint session of the Romanian and Bavarian governments, where they tackled ways of consolidating the bilateral, economic, social and security cooperation. The two sides have signed a memorandum on entrepreneurship, SMEs and start-ups. Out of all German states, Bavaria is Romania’s most important investor and trade partner with a volume of trade exchanges of 8.3 billion Euros at the end of last year. Marcel Ciolacu says that he wants that all major Bavarian companies invest in Romania.

Marcel Ciolacu: We want the big Bavaria-based companies in the field of car-making, engineering and aero-spatial industry, invest in Romania. We have one of the best growth-rates in Europe.”

The Bavarian Prime Minister also stood for stepping up the bilateral economic relations adding that one domain that should be given increased attention is that of the defence industry. In fact, the talks between the two high officials also focused on the security situation at the Black Sea against the background of the conflict in Ukraine.

Marcel Ciolacu reiterated Romania’s support for the neighbouring Ukraine and the intention of Bucharest to actively contribute to its reconstruction process. The officials also tackled the EU’s enlargement process.

Marcel Ciolacu:  “We have reiterated our staunch support for the European future of the partners in the Western Balkans, as well as the Republic of Moldova and Ukraine on the candidates’ own merits in the reform process. We have also mentioned Romania’s appreciation for the sustained efforts of the authorities in Chisinau to implement the needed reforms and have emphasized the fact that we will continue to staunchly support the Republic of Moldova on its way to European integration.”

The officials also had a meeting with the representatives of the Romanian community in the region. “Romania is also important because more than 213 thousand Romanian nationals are living in Bavaria, the largest foreign community. They have their own contribution and we are happy to have them here – Markus Soder said.

  • Romanian-Hungarian relations assessed in Budapest

    Romanian-Hungarian relations assessed in Budapest

Hungary supports Romanias Schengen accession, and if the process is not completed by next summer, Budapest will bring up the issue once it takes over the rotating presidency of the EU Council. The statement was made by Hungarys president, Katalin Novák, who invited president Klaus Iohannis to Budapest for the first visit by a Romanian head of state to Hungary in 14 years.

The talks covered the most important topics on the EU agenda, an occasion for Klaus Iohannis to reiterate Romanias commitment to a united, stronger and more resilient Union:

Klaus Iohannis: “Our talks highlighted the support of both states to furthering the EU enlargement process. I have reiterated Romanias firm support for the adoption, by the end of this year, of the decision to open EU accession negotiations with Ukraine and the Republic of Moldova.”

On the other hand, the two presidents also discussed opportunities to develop bilateral economic and infrastructure cooperation. The president of Hungary,Katalin Novák, pointed out that natural gas development projects like ʹNeptun Deepʹ,in the Black Sea, should be supported financially by the European Union. “I signal Hungarys intention to buy even more gas, because in this way we could further diversify current energy resources and we would reduce our dependence on Russia. We are in discussions on this issue,” Katalin Novak said.

Romania may become a relevant partner and supplier for the neighbouring state, came the answer from president Klaus Iohannis, who also seized the opportunity to voice the Romanian authorities willingness to act so as to strengthen bilateral dialogue and cooperation, and the need to avoid unilateral or controversial moves.

Moreover, according to the Romanian party, economic cooperation should be structured into projects of mutual interest, without ethnic discrimination, not limited to certain regions of Romania and financed in compliance with Romanian and EU legislation as well as having the consent of the Romanian side. “We are open to supporting Hungarian investments across our country and will encourage Romanian companies to further invest in Hungary,” Klaus Iohannis said.

The Romanian official also mentioned that national minorities contribute to creating and consolidating bridges between their current home country, the only one responsible for protecting their rights, and their country of origin. In short, Romania is fully determined to act to strengthen dialogue and cooperation with Hungary and to provide even more substance to the Strategic Partnership that ties the 2 countries. (AMP)

fighters from Norway. According to the Defence Ministry, the first aircraft
will be delivered towards the end of next year, and total costs amount to EUR 388
mln. The ministry also explains that the aircraft will be operational and fit
for use for another at least 10 years. The agreement is supported by the US
Government and is a capability transfer between 2 NATO member states, aimed at
enhancing Romania’s defence capacity and at ensuring the country’s contribution
to the collective defence as part of the Alliance. At present the Romanian Air

EXTREMISM The Romanian Radio Broadcasting Corporation condemns the
xenophobic statements made by a Hungarian politician on a visit to Sfântu
Gheorghe (central Romania). Barna Bartha, a Deputy affiliated with the
extremist party Mi Hazánk (Our Motherland) made racist statements concerning
Roma and Jewish people, and threatened Boróka Parászka, a Hungarian ethnic
employed as a journalist with Radio România Tîrgu Mureş. The management of the
Radio Broadcasting Corporation sees these statements as unacceptable and a
serious attack against basic rules of democracy and against the rule of law. PM
Nicolae Ciuca also described the threats against journalist Paraszka Boroka as
a serious attack on democratic values and urged the relevant authorities to
use their legal powers to protect the members of mass media. Mi Hazánk is a
far-right party in Hungary, set up 4 years ago by dissidents from Jobbik party
after its leaders moved away from the organisation’s radical roots.

    UKRAINE Some 4.5
million Ukrainians, accounting for one-tenth of the country’s population, were
left without electricity on Thursday night, after Russian attacks on the
country’s energy network. Power went out both in the capital Kyiv and in 10
other regions. The Ukrainian president Volodymyr Zelenskyy said the Russians
cannot beat Ukraine on the battlefield, so they try to break our people by
resorting to energy terrorism. Meanwhile, Ukraine firmly condemned the
massive displacement of civilians in Russian-controlled Kherson region (south)
for fear of a massive Ukrainian counteroffensive. Civilians were reportedly
also moved in the neighbouring region of Zaporizhzhia and in Crimea, the
peninsula annexed by Russia in 2014, as well as in the eastern provinces of Luhansk
and Donetsk, partly controlled by pro-Moscow secessionists. (AMP)

GRAIN 211 ships carrying 4.7 million tons of agricultural products have
so far left Ukraine under an agreement brokered by the United Nations and
Turkey to unblock Ukrainian sea ports, the ministry of infrastructure in
Ukraine has announced. The agreement signed on July 22nd in Istanbul
provides for setting up safe corridors for the transport of Ukrainian grain.
Ukraine’s grain exports slumped after the Russian invasion in late February and
the blockade on the country’s Black Sea ports, driving up global food prices
and prompting fears of shortages in Africa and the Middle East. Ukraine, a
major grain producer and exporter, used to have monthly grain shipments up to 6
million tons before the war. After the Russian invasion, Ukraine had to shift
to the road and river transport infrastructures to ship its grain to Eastern
Europe, but the quantities exported have been significantly lower due to some
    logistic shortcomings.

ELECTION Italy might for the first time have a woman as a Prime Minister after
the legislative election today. And also for the first time since WWII, the far
right could come to power. According to the polls, Brothers of Italy, a party led
by Giorgia Meloni, with origins in a fascist movement is likely to gather
almost 25% of the votes. The far-right coalition, which is expected to win 50%
of the votes, also includes Matteo Salvini’s League and Silvio Berlusconi’s
Forza Italia. The pro-European left wing is expected to muster fewer than 30%
of the total number of votes. According to Radio Romania correspondent in
Italy, in spite of the importance of this election, many Italians aren’t going
to the polls, which might destabilize the domestic situation. Polls show that
90% of the Italians are worried by soaring energy prices. Parties came with a
wide range of solutions, although not all of them have been presented clearly.

VISIT Over September 26-28, Romania’s Prime Minister, Nicolae
Ciuca is paying a visit to Tokyo to participate in the state funeral staged in
the honor of the country’s former Prime Minister Shinzo Abe. According to a
government communiqué, the former Japanese Prime Minister made a significant
contribution to lifting the bilateral relations between the two countries to
the degree of a strategic partnership during the visit he paid to Bucharest in
2018, being the first Japanese Prime Minister to have visited Romania. Japan
is one of Romania’s main partners in Asia both at political and economic level
and there are all the prerequisites to transform this bilateral relation
spanning more than one century in a privileged relation at the level of
strategic partnership, Prime Minister Ciuca has said. On the sidelines of his
visit to Tokyo, the Romanian official will be received by his Japanese
counterpart Fumio Kishida and will be having talks with the delegation of the
Japan-Romania Parliamentary Friendship League chaired by Ichiro Aisawa and with
Hosoda Hiroyuki, Speaker of the House of Representatives of Japan.

INFLATION The year-on-year inflation rate in Romania went up to
13.76% in April this year, as against 10.15% in March, according to data made
public today by the National Statistics Institute. Non-food prices rose by
16.35%, foodstuff prices by 13.54%, and services are 7.11% more expensive.
Yesterday, in order to curb the inflation rise, the central bank announced a
new increase in the key interest rate, which will trigger a rise in consumer
and inter-bank loan interests. The National Bank of Romania expects the
inflation rate to surge this summer more than previously forecast, and says the
rate is not likely to return to under 10% until the second half of next year.

VISIT The Speaker of the Senate of Romania, Florin Cîţu, is on an
official visit to Poland today, at the invitation of his counterpart, Tomasz
Grodzki. The main topics on the agenda are opportunities to consolidate
bilateral relations between the 2 countries, the war in Ukraine and the
economic fallout of the Russian aggression. Florin Citu announced that after
his visit to Poland he will travel to the Republic of Moldova.

    DIPLOMACY The Romanian foreign minister
Bogdan Aurescu takes part today in a ministerial meeting of
    the Global
Coalition against Daesh, held in Marrakesh, Morocco. According to the ministry,
the meeting will be co-chaired by the USA and Morocco, with over 75
representatives of the member states and international organisations expected
to attend. Most member states are NATO and EU members, partner states in the
Western Balkans, the Middle East, Africa, Asia, as well as the EU, NATO, and
INTERPOL. The main topics will include the security
situation in Iraq and Syria, as well as terrorism-related developments in
    Africa and Afghanistan.
    Bogdan
Aurescu will highlight Romania’s contribution as a Coalition member, including
its participation since 2016 both in the Coalition Forces (as part of Operation
Inherent Resolve and of the NATO mission in Iraq), and in the stabilisation and
reconstruction efforts in the countries affected by ISIS activities.

GOVERNMENT A draft emergency order to prevent
speculation is being discussed today by the government of Romania. The decision
comes after fuel, sunflower oil or masks and disinfectant prices skyrocketed
overnight, in the context of the war in Ukraine or before that, during the
pandemic. Speculation was criminalised before in Romania, shortly after WWII
and after the fall of the communist regime in 1990.

    NATURAL
    GAS A bill to amend
the Offshore Act, which will green light the development of natural gas
reserves in the Black Sea, is discussed as of today by the Senate of Romania.
According to the ruling coalition, which has tabled the bill, this is a much
more balanced text than the one drafted 4 years ago. Tax facilities have been
introduced for the companies interested in taking part in the development
project, and in a few years’ time Romania’s reliance on Russian gas is expected
to become significantly lower. The energy minister Virgil Popescu emphasised
that by amending the current legislation onshore investments will also be
encouraged, supply security will be ensured in case of an energy crisis and
Romania may become a provider of regional energy security. Under the bill, the
Romanian government will have pre-emptive rights in purchasing the natural gas.
Romania’s biggest public natural gas producer, Romgaz, and the Austrian
company OMV will extract the natural gas in the Black Sea in the coming years.

COVID-19 The 4th COVID-19 vaccine dose will be available on
request in Romania, in vaccination centres and family physician practices, as
of May 16. According to the health ministry, only Pfiser vaccines can be
administered, to people over 18 who have received 3 doses of mRNA vaccines, and
at least 4 months after they have received the 3rd dose. Meanwhile, the
health ministry announced 705 new COVID-19 cases and 7 related deaths in 24
hours. 144 COVID patients are currently in intensive care.

UKRAINE The president of Ukraine Volodymyr Zelensky
commented on the situation in Kharkiv, emphasising that the Ukrainian forces
are repelling the invaders and freeing the region. Clashes continue on the
Serpent Island as well, 45 km from Romania, with Russia trying to strengthen
its vulnerable garrison on the island. Meanwhile, Ukraine has shut off the
transit of Russian gas to Western Europe in Lugansk region, and says the
occupation of its eastern part by Russian forces makes it impossible to control
the flows. Over 32 million cubic metres of natural gas are halted, accounting
for around one-third of Russia’s daily exports transiting Ukraine. In the US,
the House of Representatives approved an additional 40 billion US dollars in
aid for Ukraine. The act is to be rushed through the Senate and signed by
president Joe Biden. The funds will be used for military support and humanitarian
assistance for the civilians affected by the Russian invasion. (AMP)

  • Romanian-American consultations in Washington

    Romanian-American consultations in Washington

Romania and the US reconfirmed on Monday in Washington
their commitment to consolidating the Strategic Partnership, covering areas
from military and security cooperation to political cooperation, economy,
    energy and grassroots relations.

The US Secretary of State Antony Blinken emphasised,
during the meeting with the Romanian diplomacy chief Bogdan Aurescu, that Romania
    is a stalwart
NATO Ally and the 2 countries work
closely together on many topics. We stand united in the face of the challenges
posed by Russia in various places, by China. We stand united as regards Europe’s
security and stability, the US Secretary of State also pointed out. According to
a press release by the US State Department, the 2 officials agreed
to collaborate on Black Sea security issues, among others.

In turn, Bogdan Aurescu told Radio Romania that all
the dimensions of the Strategic Partnership were discussed during the bilateral
    talks:

Bogdan Aurescu: We discussed first of all our
cooperation within NATO, the need to consolidate defence and deterrence on the
Eastern Flank, especially at the Black Sea, in the context of the latest
security developments in the region, and we also discussed the importance of an
enhanced military presence of the US in the region and obviously in Romania.

The Romanian foreign minister also pointed out the
importance of developing some major strategic interconnection projects,
Rail2Sea and Via Carpathia. These projects will have a direct positive impact both
on the region’s economic development, and on military mobility. As regards
bilateral economic cooperation, Bogdan Aurescu stressed the need for increasing
    American investments in the region.

He also reiterated Romania’s interest in concrete
progress with respect to Romania’s inclusion in the Visa Waiver programme, so
as to scrap visa requirements for the Romanians traveling to the US. He called
for the involvement of the American side in meeting this goal, among others by
supporting an adequate communication campaign to help lower the visa refusal
rate, which is the last criterion yet to be met by Romania.

Bogdan Aurescu: Obviously, at present we are dealing
with a refusal rate standing at 10.14%, as against the 3% ceiling stipulated by
the American legislation. This is why we need common goals, so as to find out
precisely the reasons that lead to this visa refusal rate and to be able to
    calibrate a public information campaign.

    Dialogue exchange. (tr. A.M. Popescu)

The first talks held in Brussels on
Wednesday after a two years break between NATO countries and Russia were
sincere and serious but failed to solve divergences on several issues such as
the Ukrainian crisis, NATO secretary general Jens Stoltenberg explained. NATO
has suspended cooperation with Moscow to protest Russia’s annexation of Crimea
and the advance of the pro-Russia separatists in eastern Ukraine in the spring
of 2014. The North-Atlantic Alliance has accused Russia of destabilizing
    Ukraine by funding the separatists.

The National Liberal Party (PNL), Romania’s main right-wing
political party, on Wednesday decided to withdraw Marian Munteanu from the race
for Bucharest’s mayor seat. Munteanu has been replaced with Catalin Predoiu,
interim president of the PNL’s Bucharest branch. Marian Munteanu, a leader of
the students’ movement and symbol of the 1990s is the third candidate the PNL
has so far renounced only a week after being nominated. His nomination
attracted a lot of heat from civil society; several NGOs called for his
withdrawal after having described him incompatible with European and Democratic
values. The first PNL candidate Ludovic Orban withdrew after having been placed
under investigation for using influence with a view to obtaining undue
benefits. We recall that Romania will be hosting local elections on June 5th.

    The
President of Ukraine, Petro Poroshenko, will be on an official visit to Romania
on Thursday. He will have meetings in Bucharest with his Romanian counterpart
Klaus Iohannis and with PM Dacian Cioloş. In February, the two presidents had a
meeting on the sidelines of the Munich International Security Conference. The
talks highlighted the progress made in several bilateral areas and the
willingness of both sides to make headway in implementing the ongoing joint
projects. The last high-level meeting took place on March 17, 2015, when Klaus
    Iohannis traveled to Kiev.

Romania’s former right-wing president, Traian Băsescu, has been charged with a
continuing offence of money laundering in a case prosecuted by the Office of
the Prosecutor General. According to judicial sources, the case is related to
land transactions in the Bucharest area. In 2000, when he was mayor general of
    Bucharest, Traian Băsescu
purchased a substantially under-priced plot of land, which he subsequently sold
for a lot more money. The
ex-president confirmed, on his Facebook account, that he had been notified by
the Prosecutor General of his being a suspect in a money laundering case. He
mentioned however that in 2012 the criminal charges against him had been
dropped. The case was re-opened in 2015.
