    TRAFFIC – This weekend as
    well the Romanian Border Police reported increased traffic flows, particularly
    on western and southern checkpoints on the Bulgarian and Hungarian borders.
    Western border crossings were crowded on Saturday as many drivers were leaving
    Romania. Another busy checkpoint was Albița on the Moldovan border. Truck
    drivers waited over 400 minutes in Galați and Isaccea. The Border Police
    announced additional measures to increase the workload capacity to maximum,
    saying they are in permanent contact with their Hungarian and Bulgarian peers
    in order to ease border crossing.




    WILDFIRES – Romanian
    firefighters are engaged in interventions abroad, the General Inspectorate for
    Emergency Situations reports. In France, Romanian firefighters joined efforts
    to help stop a wildfire in the southeast from spreading. Military firefighters
    in Greece intervened to contain and eventually put out a wildfire threatening a
    settlement in the east and remain on standby for future missions.




    ENESCU
    FESTIVAL – The Palace Concert Hall in Bucharest
    on Sunday will host the opening concert of the George Enescu International
    Music Festival, which will feature the George Enescu Philharmonic Orchestra
    conducted by Cristian Măcelaru, who is also the Festival’s artistic director.
    The program includes Concerto in B Minor for cello and orchestra opus 104 by
    Antonín Dvořák, George Enescu’s Romanian Rhapsody no. 2 in D Major opus 11, and
    the Knight of the Rose suite opus 59 by
    Johann Strauss. The 26th edition of the George Enescu Festival is
    themed Generosity through Music. Taking part will be 3,500 of the most
    renowned artists in the world and over 40 orchestras from 16 countries. Among
    other things, the festival also includes opera concerts and educational
    concerts for children. This year a number of great orchestras are taking part, including
    the Maggio Musicale Fiorentino Orchestra and Choir, London Symphonic Orchestra,
    the Orchestre National du Capitole de Toulouse or the Philharmonic Orchestra of
    Israel. The George Enescu Festival has been held in Bucharest since 1958,
    honoring the memory and works of the great Romanian composer, pianist,
    violinist and conductor George Enescu.




    WEATHER – Meteorologists have issued a code orange alert for
    extreme heat and high thermal discomfort for the west and the south, where
    temperatures will exceed 37 degrees. The temperature-humidity index will exceed
    the critical level of 80 units. The rest of the territory is under a code
    yellow alert against extreme heat. The code orange alert will remain in place
    for Sunday in 19 counties in the south, west, center and the capital Bucharest,
    where temperatures will reach 39 degrees. The code yellow alert will also
    remain in place for most regions, where highs will range between 35 and 37
    degrees. On Monday the heat wave will continue to affect most regions, while
    starting Tuesday only the east will be affected.




    TENNIS – Romanian tennis player Gabriela Ruse (166 WTA)
    has qualified to the main draw of the women’s singles at US Open, set to kick
    off at Flushing Meadows in New York on Monday.
    In the final preliminary round Ruse ousted Dayana Yastremska of Ukraine.
    Another four Romanian players will compete in the opening round – Sorana
    Cîrstea, Irina Begu, Ana Bogdan and Patricia Țig.




    ROWING – Romanian athlete Cătălin Chirilă won silver in the
    1000m race at the 2023 ICF Canoe Sprint World Championships hosted by Duisburg,
    Germany, after winning gold in the 500m race the previous day. Chirilă was the
    defending champion in this event after winning gold at the World Championships
    in Dartmouth, Canada. The competition counts for the 2024 Paris Olympics, where
    the top six athletes will qualify directly. (VP)

    Covid — 958 new cases of SARS-CoV-2 infection have been registered in the last 24 hours in Romania, alongside 17 deaths – the Strategic Communication Group announced on Sunday. Health experts say that the 5th pandemic wave will reach Romania in the first weeks of 2022 and estimate that a threshold of 25,000 infections per day could be reached. The PM Nicolae Ciuca said that the law on the introduction of the so-called COVID green certificate could be adopted either in a special session of parliament or by government decree. Since the onset of the pandemic, over 1.8 million cases of COVID-19 have been registered in Romania, and almost 60,000 people diagnosed with the novel coronavirus have died. The country has the second lowest vaccination rate among the 27 EU members, after Bulgaria. Less than 7.9 million Romanians have been fully vaccinated, that is a little over 40% of the eligible population. About two million of them have been vaccinated with the so-called booster dose.



    Finance — For January 2022 the Romanian Finance Ministry planned loans from commercial banks worth 4.4 billion lei, of which 300 million lei through the issuance of discounted treasury bonds and 4.1 billion lei through ten government bond issues. Adding to these could be the amount of 615 million lei, through additional sessions of non-competitive offers, related to bond auctions. The total amount of 5.015 billion lei (the equivalent of over one billion Euros) will be used to refinance the public debt and to finance the state budget deficit.



    Handball — Romanias national mens handball team starts training for the preliminary qualifying tournament for the World Championship, to be held in Cluj-Napoca (northwest). Between January 7-9, 2022, the Romanian handballers will meet the national teams of Israel, Cyprus and the Republic of Moldova, opponents considered accessible by the specialized press. Last week, Romania played, also in Cluj, two training matches with the Turkish national team, which it won 26-24 and 35-25, respectively. The friendly matches replaced, in the schedule of the two teams, a new edition of the traditional Carpathian Trophy, which was canceled, after numerous players contaminated with COVID-19 were identified in the groups of the other two participants, Switzerland and Iran. Romanias coach is the famous Spanish coach Xavi Pasqual, who won the Champions League with Barcelona three times.



    Pay rise — Since January 1, the minimum gross salary in Romania has increased to 2,550 lei (the equivalent of about 510 Euros), the pension point to 1,586 lei (320 Euros), and the minimum social allowance increased to 1,000 lei (200 Euros). Allowances for children aged 2 to 18 also increased to 243 lei (about 49 Euros), and to 600 lei (about 120 Euros) for children up to two years or up to three years in the case of disabled children. However, the level of excise duties for almost all product categories – petrol, diesel oil, beer, wine and spirits – is also increasing, the only exception being for cigarettes. For the approximately 3.7 million consumers who have not yet concluded a free-market contract, electricity tariffs increase by 50 up to 90%, depending on the supplier, but people will not pay increased bills now, because they have been capped and will be compensated from the state budget until March 31, 2022. Analysts warn that increases in pensions and salaries will not be felt by the population, tough, as these increases come in the context of price rises, which will continue in the next period.



    Energy – Romanian energy experts expect the Romgaz National Natural Gas Company to sign, this spring, the contract to take over the shares of the American operator ExxonMobil in the Neptune Deep perimeter of the Black Sea, which would ensure Romanias energy independence for many years. The Neptune Deep perimeter in the Black Sea has the largest gas reserve discovered so far off the Romanian coast, which is estimated at over 80 billion cubic meters and having an uncertain potential of up to 200 billion. Given that today Romanias consumption is up to 12 billion cubic meters per year, this perimeter is the equivalent of the national consumption for at least eight years. According to initial plans, with the start of operations, Neptun Deep could provide two billion cubic meters of gas in the first year, just enough for Romania to become independent of imports. Production is going to increase annually to six billion, after which it will decrease with the gradual depletion of the gas amount in the depths. The shareholders of Romgaz, a company owned by the Romanian state, have already approved this takeover and thus the company will become an equal partner, within the Neptun Deep project, with another company partly owned by the Romanian state, Petrom. Following the expected change in the offshore law, gas exploration in the Neptune Deep perimeter could begin in 2026-2027.



    Borders – The Border Police supplemented the personnel and the checkpoints at Romania’s western border where the traffic has intensified. Many Romanians who work abroad leave Romania after the holidays, consequently, traffic has intensified at the Romanian-Hungarian border. At the Nadlac II Border Point, one of the busiest border-crossing points at the border with Hungary, eight control lanes have been opened for cars leaving Romania, to which two mobile stations are added.



    Schools — Secondary and high school pupils resume classes on Monday after the winter break alongside the students of the vocational and post-compulsory education system. According to the timetable approved by the Education Ministry pupils in the preschool and primary education system will end the winter holidays on January 9. The first semester will end on January 14, and the second semester will begin on January 17. The next holiday, namely the spring (Easter) holiday will be between April 15 and May 1. (LS)

    SUPREME DEFENCE COUNCIL – Romanias President Klaus Iohannis announced on Friday, fresh from the Supreme Defense Council meeting, that he has extended the mandate of general Nicolae Ciucă as chief of staff. The mandate of general Ciucă expires on December 31, and Romania cant be left without an Army chief, president Iohannis has also said. He said he rejected the proposals made by the defense minister Gabriel Leş, on generals Ciucas successor, because they do not abide by the law. Earlier the line minister announced he will not extend general Ciucas mandate. The previous session of Romanias Supreme Defence Council was held on December 19, when the Council approved, among others, the army endowment plan for the 2019 – 2028 timeframe, as well as the forces and means that Romania will contribute to missions and operations on theatres of operations abroad next year. 1,902 Romanian troops will take action on international theatres of operations, that is 127 more troops than in 2018, and some 759 military and policemen from the Romanian Interior Ministry will be sent on EU, OSCE, NATO and UN missions. Romania will further contribute troops to the NATO-led Operation Resolute Support in Afghanistan and will maintain the level of troops deployed as part of allied operations in the Western Balkans. As a first, a detachment of cargo and rescue helicopters will take part in the UN mission in Mali.



    GOVERNMENT – Romanian PM Viorica Dăncilă is today chairing the last government session of the year 2018. The agenda of the meeting covers such issues as a draft law on accepting the changes made by the European Council to the electoral procedure for the EP elections. The novelty is that “Member States may provide for the possibilities of advance voting, postal voting and electronic and internet voting. Where they do so, they must adopt measures sufficient to ensure in particular the reliability of the result, the secrecy of the vote and the protection of personal data. Referring to Romanias 2019 budget, Viorica Dăncilă has said it might be adopted in the first government session in January 2019 and submitted to Parliament for approval, so that it could be adopted by the end of January.



    ANTI-CORRUPTION – The prosecutors of the National Anti-Corruption Directorate in Bucharest, DNA, in early November closed the file on the EADS contract, which provided for securing Romanias frontiers for 750 million Euros, the aforementioned institution has announced earlier today. DNA has announced this solution has been embraced because the deed is not included in the criminal law and there is no evidence indicating that a person has committed crime. In May 2004, the French group EADS signed with the Romanian Interior Ministry a contract to secure the countrys borders, because Romania wanted to join the EU and tightening border control was a prerequisite condition. The first investigation was started in 2005, against some persons who were employed by the Interior Ministry back then. The verification started following a notification sent by the leadership of the Interior Ministry, according to whom public funds had allegedly been used inappropriately, and those taking part in the negotiations did not observe some legal terms, and the value of the contract to tighten border control had been overestimated. Some of the names involved in the case include former ministers Marian Săniuță, Vasile Blaga and Dan Nica.



    BORDER TRAFFIC – The Romanian border was crossed by over one million people between December 21 and 26, during the Christmas mini-holiday, registering a 10% increase as compared to the same period of 2017, the Border Police has announced. The most transited border was that in the west of the country, where some 450,000 border crossings were reported. 260,000 other people chose to fly to and from Romania during this time span. Also, 159,000 people crossed the border from and into the Republic of Moldova, and 68,000 others from and into Bulgaria.



    HANDBALL – Romanias mens handball team tonight take on the similar team of the Czech Republic, in a fixture counting towards the 4 Nations Cup semifinals trophy staged in Poland. In the other semifinal, host country team faces Japan. On Saturday, the defeated teams are pitted against each other, while the winners will be pitched against each other as well. In early 2019, the national squad coached by Spaniard Manuel Montoya and the former international handballer Eliodor Voica will have a training session in Slovakia. A tournament will follow suit, with host country Slovakia and the Netherlands taking part. We recall Romanias mens national handball team failed to qualify for the World Championship due in January 2019 and jointly hosted by Germany and Denmark. However, Romanias womens national handball team has already secured their participation in the 2019 edition of the World Championships, to be hosted by Japan. We recall Romania came in 4th at the recently-held European championships in France.

    Ukraine – French President Emmanuel Macron will discuss on Monday over the phone with his Russian counterpart Vladimir Putin, German Chancellor Angela Merkel and Ukrainian President Petro Poroshenko about the conflict in eastern Ukraine, France Press announced. This is one of a series of talks held by the four officials in the past three years, in an attempt to find a diplomatic solution to the conflict in eastern Ukraine that has made over 10 thousand victims. The ceasefire agreement signed in February 2015 in Minsk did not end violence between the pro-Russian separatists and the government forces, with the two parties accusing each other of having broken the truce.




    Summer School — The mountain resort of Sinaia, in southern Romania, is hosting a Summer School on the Romanian exile after the war, which starts today and ends on July 27th. The course is organised by the Institute for the Investigation of the Communist Crimes and the Memory of the Romanian Exile, the Romanian Cultural Institute, the Culture Ministry and Peles National Museum. The course is aimed at better understanding the post-war communist phenomenon by young people from Romania and abroad and is addressing students who attend masters and PhD graduate programmes in Romania and abroad and who plan to work on projects about the Romanian post-war exile.





    Border – Traffic through the Romanian border checkpoints increased in the first half of the year by 7% as against the same period last year, to 26.8 million people. According to the Romanian Border Police, 22.4 million were EU citizens. Also, around 7.5 million vehicles crossed the Romanian border in the first six months of 2017, the same number as last year.




    Gulf crisis – Turkeys President Recep Tayyip Erdogan is today starting a two-day visit to the Gulf in an effort to help resolve the dispute between Qatar and four other Arab states, namely Saudi Arabia, Bahrain, the United Arab Emirates and Egypt. The four states accuse authorities in Doha of financing extremist groups and of forging an alliance with Iran, the rival of the Arab states in the Gulf. Today Erdogan is expected to arrive in Saudi Arabia for a meeting with King Salman and Crown Prince Mohammed bin Salman. He will then depart for Kuwait and later Qatar. Turkey has stood by Qatar since Saudi Arabia, the United Arab Emirates, Bahrain and Egypt cut ties and imposed air, sea and land blockade on Doha last month. Political analysts say that ever since the beginning of the crisis Turkey has been trying to play the role of a mediator, but its ambiguous position and its support for Qatar diminished its chances to succeed.




    BRD Bucharest OpenRomanian tennis player Irina Camelia Begu, no. 58 in the world is today playing against German Julia Goerges, WTA’s 45th seed, in the final of the BRD Bucharest Open with 227 thousand dollars in prize money. Also today, Irina Begu will team up with another Romanian, Raluca Olaru, in the final of the women’s doubles, against the Belgian-Dutch team Elise Martens/Demis Schuurs.




    Injured – 12 US soldiers who participated in a night parachute jump in the Swift Response 17 exercise at Campia Turzii Air Base were injured. They received emergency medical treatment and were transported to the Cluj-Napoca Military Hospital for further investigations. Most of the injuries suffered were caused during landing. Eleven of the injured soldiers have already been released from hospital.




    Gold medal – The Romanian team made up of Vasile-Mihaita Tiganescu and Cosmin Pascari won the gold medal in men’s pair final at the 2017 World Rowing Under 23 Championships held in Plovdiv, Bulgaria. Also, the team made up of Cristina-Georgiana Popescu, Alina Ligia Pop, Beatrice-Madalina Parfenie and Roxana Parascanu won silver at women’s four final of the same competition.
