    EU PM Viorica Dăncilă sees as fair the view taken by the new president elect of the European Commission, Ursula van der Leyen, who wants a new mechanism monitoring the rule of law in all member states. Dăncilă also said the Romanian Government would carry on talks with the European Commission concerning the lifting of the Cooperation and Verification Mechanism with respect to Romania. The head of the Romanian Government added that after the elections for the European Parliament she discussed with the former president of the European Commission and the former first vice-president about the Cooperation and Verification Mechanism, and told them that Romania is open to discussion and that each and every aspect must be analysed separately. But, Viorica Dancila added, these talks must involve not only the Justice Ministry. The opinions of judges, prosecutors and magistrate associations must also be taken into account, in order for certain aspects in the CVM to be implemented or to explain why they cannot be implemented in Romania.




    ELECTION Ukraine is holding early legislative elections today, with the party headed by the new president Volodymyr Zelensky standing most chances to win. The newly established party, called ‘Peoples Servant after the name of a TV show in which Zelensky plays a teacher unexpectedly turned president – is ahead of its challengers in polls, with 42% to 52% of the voting intentions. 2,742 candidates from 22 political parties take part in todays legislative election. They are running for 225 seats in parliament, distributed to the parties that make the 5% election threshold. Another 199 MPs will be elected in single-member constituencies. The early parliamentary elections were organised after in his inauguration speech Volodymyr Zelensky announced having decided to dismantle parliament.




    BREXIT Thousands of anti-Brexit protesters rallied in London just days before Boris Johnson is expected to become Tory leader and the new Prime Minister. On Tuesday the Conservative Party is to announce the winner of the race for Theresa Mays replacement. Boris Johnson, former foreign secretary and a Brexit supporter, is seen as the frontrunner in this race.




    MILITARY Romania has taken part, alongside another 11 NATO member countries, in the Sea Breeze 2019 international military exercise held until today in the Bulgarian waters of the Black Sea. More than 2,000 troops from Albania, Belgium, Bulgaria, Canada, Greece, France, Italy, Poland, Romania, the USA and Turkey were involved. The main goal was to enhance interoperability and interaction between the naval forces of the participating countries. Taking part in the drills were 26 combat and auxiliary vessels, 10 airplanes and helicopters, as well as representatives of various institutions, public and non-governmental organisations.

    Justice – La nouvelle présidente de la Commission européenne, Ursula von der Leyen, souhaite introduire un mécanisme pour le suivi de l’Etat de droit dans tous les Etats membres de l’UE. Cette position est correcte, estime la première ministre roumaine, Viorica Dancila. En même temps, elle souhaite poursuivre les négociations avec la CE en vue de la levée du Mécanisme de coopération et de vérification (MCV) imposé à la Roumanie. Après le scrutin européen de mai dernier, Mme Dancila a discuté du MCV avec l’ancien président et avec le premier vice – président de la Commission européenne, leur transmettant que la Roumanie était très ouverte aux suggestions et qu’il fallait examiner le mécanisme point par point. Pourtant, a encore précisé la première ministre, ces discussions doivent avoir lieu non seulement avec le ministère de la Justice, mais aussi avec les magistrats, car il est important de connaître l’avis des juges, des procureurs et des associations de magistrats. Tout cela, afin de mettre en œuvre certains points du MCV ou bien pour expliquer pourquoi il est impossible de mettre en place d’autres.

    Commerce – Une délégation du ministère roumain pour le Milieu des affaires, le commerce et l’entrepreneuriat se trouve jusqu’au 26 juillet au Japon dans une tentative d’attirer des investisseurs japonais sur le marché roumain. Selon un communiqué du ministère de Bucarest, l’agenda de la visite comporte plusieurs rencontres à Osaka, Kobe, Kyoto et Tokyo, avec des représentants des institutions gouvernementales japonaises, du milieu des affaires et du domaine bancaire. Les discussions porteront sur les opportunités d’affaires en Roumanie, notamment après l’entrée en vigueur, début 2019, de l’Accord de partenariat économique entre l’UE et le Japon. De même la délégation roumaine aura des entrevues avec des représentants de plusieurs grandes compagnies japonaises, dont l’objectif sera d’identifier et de valoriser les projets commerciaux et d’investissements d’intérêt commun. Notons que l’année dernière, les échanges commerciaux entre la Roumanie et le Japon s’étaient chiffrés à 710 millions de dollars.

    Exercice – La Roumanie a participé aux côtés de 11 Etats membres de l’OTAN à l’exercice international Breeze 2019 qui s’est déroulé jusqu’au 21 juillet dans les eaux territoriales bulgares de la mer Noire. Y ont pris part plus de 2000 militaires (Albanie, Belgique, Bulgarie, Canada, Grèce, France, Italie, Pologne, Roumanie, Etats-Unis et Turquie) ainsi que 26 navires de combat et auxiliaires, 10 avions et hélicoptères, le deuxième Groupe naval permanent de l’OTAN ainsi que le Groupe permanent de l’OTAN contre les mines et des représentants de différentes institutions et organisations non gouvernementales et publiques. L’exercice portait sur la simulation d’une opération de sauvetage en mer dans le cas d’une crise et son principal objectif était d’accroître l’interopérabilité des forces navales des pays participants.

    Festival olympique – La Roumanie est représentée par 103 sportifs à la 15e édition d’été du Festival olympique de la jeunesse européenne, qui se tient du 21 au 27 juillet à Bakou, capitale de l’Azerbaïdjan. Selon un communiqué du Comité olympique de Bucarest, les sportifs roumains, âgés de 14 à 18 ans, participeront à 8 épreuves des 10 figurant dans la compétition, à savoir athlétisme, cyclisme, gymnastique artistique, handball, natation, judo, lutte, tennis et volleyball.

    The Romanian PM Viorica Dancila is presenting today before the European Parliament the main objectives, actions and results of the Romanian Presidency of the Council of the EU, in the first half of 2019. Romanias term, the first since its accession to the EU in 2007, focused on cohesion and citizens and was appreciated as a successful one, thanks to the results obtained during that period, including the finalization of 90 legislative files and the organization of the summit in Sibiu, central Romania. Before presenting the report in the European Parliament, Viorica Dancila will have talks with the new president of the European Parliament, the Italian David Maria Sassoli.



    Ursula von der Leyen has pledged before the European Parliament to launch a green deal for Europe to curb climate change if she is voted President of the future European Commission. Before the voting, she told the European Commissioners she would like Europe to become the first carbon neutral continent by 2050. To reach that goal, Ursula von der Leyen has stated she will propose a sustainable investment plan and to turn parts of the European Investment Bank into a climate bank. Also, she has stated that if she is endorsed as president of the European Commission, she stands ready for a further extension of the UK withdrawal date, should more time be required for a good reason. Ursula von der Leyen is trying to get today the endorsement of the European Parliament to become the first woman president of the European Commission, and the second German to take this office since the setting up of the institution, back in 1957. Her term would start on November 1st.



    Alongside another 11 NATO member countries, Romania is taking part in the international military exercise Breeze 2019, unfolding until July 21st in the Black Sea, in the territorial waters of Bulgaria. Participating are some 2,000 military staff from Albania, Belgium, Bulgaria, Canada, Greece, France, Italy, Poland, Romania, the US and Turkey. The main objective of the exercise is to increase interoperability and interaction between the naval forces of the participating countries. A maritime security operation will be simulated during the exercise. There are 26 battle and auxiliary ships participating in the drills, as well as 10 planes and helicopters, the Standing NATO Maritime Group 2 and the Standing NATO Mine Countermeasures Group. Representatives of various institutions, NGOs and state-owned organisations are also participating in the exercise.



    The European Union has announced it will do whatever possible to salvage the nuclear agreement with Iran and has called on Teheran again to put an end to all uranium enrichment activities that run counter to the commitments assumed under the international agreement signed in Vienna, in 2015. Federica Mogherini, the High Representative of the Union for Foreign Affairs and Security Policy, has stated that Irans recent breaches of the nuclear deal are not significant and can be reversed, following Irans admission of surpassing the limit established under the international deal. The Spokesperson for Irans atomic energy agency has stated that Iran might revert to the situation before the signing of the agreement. Concluded between Teheran and P 5+1 (China, the US, France, Great Britain, Russia and Germany), after years of efforts, the deal provides for a limitation of the Iranian nuclear programme, in exchange for lifting international sanctions. After the US left the deal, last year, Iran has repeatedly threatened to do the same, unless its interests are guaranteed.



    The Romanian tennis player Simona Halep, no.4 in the WTA rankings, will present the Wimbledon trophy to the Romanian public on Wednesday, during an event organized by the Bucharest municipality on the National Arena. Halep is the first Romanian to have won the Wimbledon trophy after the two finals lost by Ilie Nastase back in 1972 and 1976, when he played against Stan Smith of the US and the Swedish Bjorn Borg respectively. Halep has confessed that her main objective in 2020 is to win a medal at the Tokyo Olympic Games, where she will represent Romania. Simona Halep will receive from the countrys president Klaus Iohannis the Order of the Star of Romania, Romanias highest civil order. (translated by M. Ignatescu)

    BUKAREST: Ministerpräsident Dacian Cioloş hat sich mit mehreren rumänischen Europa-Abgeordneten über die Folgen des Brexit-Referendums für Rumänien und die Zukunft der EU und ihrer Mitgliedsstaaten unterhalten. Der Regierungschef verwies in einer Mitteilung auf die nicht-diskriminierende Einhaltung der Rechte rumänischer Staatsbürger, die bei den anschließenden Verhandlungen oberste Priorität für Rumänien darstellen soll. Es sei außerdem wichtig, dass Rumänien bei der Wiederankurbelung des europäischen Projekts eine aktive Rolle übernehme, sagte Cioloş noch. Das Land müsse signalisieren, dass es nach wie vor zu den Grundwerten der Europäischen Union steht und eine stärkere, inklusive und integrierte Staatengemeinschaft anstrebt. Bei dem Gespräch zwischen Cioloş und Europa-Abgeordneten aus Rumänien standen ferner der Schengen-Raum, die Sicherheit an den Außengrenzen, sowie die Migrations- und Asylpolitik zur Sprache. Erörtert wurden auch die Visumspflicht für Kanada-Reisende aus Rumänien, die Beziehung der EU zur Moldau, der Juncker-Plan, sowie die Revision des Mehrjährigen Finanzrahmens nach 2020.



    BUKAREST: Drei rumänische Militärschiffe beteligen sich an der multinationalen Marineübung BREEZE 16, die im Zeitraum 11.-17. Juli in den bulgarischen und internationalen Schwarzmeer-Gewässern stattfindet. Das gab der Generalstab der rumänischen Marine bekannt. Es handelt sich um die Fregatte Königin Maria“, mit 240 Militärs in der Besatzung, den Kreuzer für Seeminenräumung Unterleutnant Alexandru AXENTE“ sowie den Raketenträger Lastunul“ (Schwalbe) mit 60 Militärs in der Besatzung. Die rumänischen Schiffe sind Teil der Spezialkräfte, die Rumänien der Nordatlantischen Allianz zur Verfügung stellt. Die Teilnahme rumänischer Militärschiffe an NATO-Übungen gewährleistet die Interoperabilität zwischen den Militäreinheiten der NATO-Mitglieder.



    BUKAREST: Der Leiter der Kanzlei des Ministerpräsidenten, Dragoş Tudorache, wird am Montag mit bulgarischen Regierungsvertretern, dem kanadischen Migrationsminister John McCallum sowie mit Mitgliedern der Europäischen Kommission über die gegenseitige Visumsfreiheit diskutieren. Es gebe deutliche Fortschritte auf dem Weg zur Aufhebung der Visumspflicht für Kanada-Reisende aus Rumänien, hatte unter der Woche der rumänische Ministerpräsident Dacian Cioloş erklärt. Angesichts der ausstehenden politischen Entscheidung aus Ottawa, könnte sich das EU-Land Rumänien nach bulgarischem Vorbild weigern, das CETA-Handelsabkommen zwischen der EU und Kanada zu ratifizieren. Im April hatte die Europäische Union Kanada und die USA mit der Einführung der Visumspflicht für deren Staatsbürger gedroht, sollten sich die beiden nordamerikanischen Staaten in den kommenden drei Monaten nicht der EU-Politik einer vollständigen Gegenseitigkeit der Visumsfreiheit anschließen. Die USA verlangen derzeit bei Einreisen von Bürgern aus fünf osteuropäischen EU-Staaten, darunter Rumänien, noch Visa, während US-Bürger ohne Visum nach Europa reisen können. Kanada verlangt Visa für rumänische und bulgarische Bürger.
