Coronavirus – Le premier ministre roumain Ludovic Orban a demandé au
ministre de la santé, Nelu Tătaru, d’augmenter la capacité de dépistage de
l’infection au nouveau coronavirus,
ainsi que le nombre de lits de soins intensifs.La Roumanie a rapporté,
jeudi, 3.130 nouveaux cas de Covid-19 enregistrés en 24 heures, le bilan le
plus élevé depuis le début de la pandémie. Dans le même intervalle de temps, 44
personnes infectées par le nouveau coronavirus sont décédées, portant le nombre
total de décès à 5.247.

607 patients sont hospitalisés en unités de soins intensifs.
Depuis le début de la pandémie, 145.700 cas d’infection au nouveau coronavirus
ont été confirmés en Roumanie et 113.112 malades ont guéri. Par ailleurs, 6.770
ressortissants roumains de l’étranger ont été testés positifs et 126 sont
décédés des suites de la maladie. A Bucarest et dans d’autres régions du pays,
où l’incidence des infections a dépassé 1,5 cas pour mille habitants, les
restaurants, ainsi que les salles de spectacle et de jeux ont été fermés et le
port du masque à proximité des établissements scolaires est devenu obligatoire.

HoReCA – Des
employés de l’HoReCA ont protesté à Bucarest, devant le siège du
gouvernement, contre la décision des autorités de fermer, à
nouveau, les restaurants, les bars et les cafés. Les manifestants portaient des
pancartes avec des messages tels que «Nous ne comptons que lorsque nous votons»,
«De la faillite, au dessert», «On ne nous aide pas, on ne nous écoute pas, on
nous ignore, tout simplement» ou bien «400.000 personnes touchées, sans être
infectées». Selon le président de la Fédération de l’industrie hôtelière de
Roumanie, Călin Ile, près de 100.000 travailleurs du secteur HoReCa seront
licenciés d’ici la fin de l’année, et l’industrie de l’hospitalité subira des pertes de 3
milliards d’euros, en raison des restrictions décidées par le gouvernement dans
le contexte de la pandémie de Covid. 19. Il a affirmé que la décision du Comité pour les situations d’urgence de la ville de Bucarest de fermer les restaurants
et les cafés avait été prise sans que les autorités présentent de preuve que ce
secteur a effectivement contribué à la propagation de l’infection.

Forum – Le Bucharest
Forum, le plus important événement politique de la région de la mer Noire et
des Balkans, tient sa 9-e édition en ligne, du 8 au
16 octobre. Au menu des débats, des thèmes tels la résilience des systèmes
financiers, des institutions et des systèmes politiques, ainsi que des sociétés
dans leur ensemble, dans le contexte des changements profonds opérés par la
pandémie de COVID-19 dans le monde. Y sont présents plus de 120 hauts
responsables politiques, des représentants du milieu des affaires et de celui
académique, des experts et des journalistes des continents européen, asiatique
et américain. Dans un message aux participants, le président roumain
Klaus Iohannis a affirmé que la pandémie de COVID-19 était « la période la
plus dramatique » que la Roumanie ait traversée depuis 1989. Il a mis en
exergue le fait que le pays continuerait à s’adapter pour prendre les mesures
nécessaires, afin d’augmenter sa capacité de gérer cette crise au plan médical,
éducationnel, des services publics et de la résilience économique. Le premier
ministre Ludovic Orban a déclaré à son tour que la Roumanie devait consolider
son économie et que pour ce faire elle avait besoin d’investissements et de
création d’emplois, non de stimuler la consommation. Le chef de l’Exécutif a
affirmé que la capacité de la Roumanie, mais aussi celle de l’Europe, de
résister aux vulnérabilités étaient liées à la diversification de l’économie, à
une refonte des chaînes d’approvisionnement, au renforcement des systèmes de
santé et à la décentralisation.

GLOBSEC – Le chef de la diplomatie roumaine, Bogdan Aurescu, a participé,
jeudi, global de sécurité GLOBSEC, organisé à Bratislava, en Slovaquie. Selon
un communiqué de presse du ministère des affaires étrangères de Bucarest, le
ministre y a parlé du rôle global de l’Union européenne dans l’après-pandémie
de COVID-19. Il a souligné que l’UE devait assumer un leadership international,
vu ses caractéristiques et son action à l’étranger. L’UE a réussi à s’adapter à
l’actuelle crise sanitaire en prenant des mesures complexes, avec un impact
majeur, même si la réaction a été plus lente pendant la première étape de la
crise, a dit Bogdan Aurescu. Le ministre roumain des affaires étrangères a
aussi plaidé pour la consolidation de la relation transatlantique essentielle,
car l’UE et l’Amérique du Nord font partie de la même communauté de valeurs et
de sécurité. Le Forum GLOBSEC est un groupe de réflexion global, créé à
Bratislava, qui propose des solutions sur des thèmes de sécurité et de
développement durable en Europe et dans le monde. La conférence annuelle 2020 a
lieu du 7 au 9 octobre, en présentiel et en visioconférence.

Prix Nobel – La
poète américaine Louise Glück est la lauréate du Nobel de littérature
2020, a annoncé, jeudi, l’Académie suédoise qui attribue ce prestigieux prix.

Météo– Le temps est instable et se refroidit
légèrement en Roumanie. Des alertes jaune et orange au mauvais et temps et aux
pluies fortes sont en vigueur dans l’est et le sud-est
du pays jusqu’à samedi matin. Huit bassins de rivières sont concernés par une
alerte jaune aux crues importantes. Les températures maximales se
situeront vendredi entre 15° et 22°.

Covid – 19 — The Romanian PM Ludovic Orban on Thursday called on the health minister Nelu Tataru to increase the testing capacity for the new coronavirus as well as the number of beds in ICUs. The Strategic Communication Group announced on Thursday a new record of COVID-19 cases reported in the past 24 hours- 3,130 with 44 deaths reported in one single day. The total death toll stands at 5,247. Intensive care units have reported 607 patients. Since the beginning of the pandemic in late February over 145 thousand Romanians have been infected with the new coronavirus out of which over 113 thousand have recovered. The number of Romanians from abroad infected with the new coronavirus is 6,770, three new cases being recorded since the latest reporting, with the death toll standing at 126. In Bucharest and in other areas where the infection rate has exceeded 1.5 cases per thousand inhabitants certain activities have been suspended.

Bucharest Forum — The 9th edition of the Bucharest Forum, the most important political event in the Black Sea region and the Balkans debates, starting on Thursday, the issue of the resilience of financial systems, political institutions and systems and societies as a whole in the context of the deep changes generated by the COVID -19 pandemic at global level. This year’s edition of the Bucharest Forum unfolds online and will end on October 16. The event gathers more than 120 high-ranking officials, representatives of the business environment, of academia, prestigious experts and journalists from Europe, Asia and America. In a message addressed to the participants, the Romanian President Klaus Iohannis said the COVID-19 pandemic represented for Romania ‘the most dramatic period after 1989’. The Romanian President pointed out that Romania would continue to adapt in order to implement the necessary measures aimed boosting the capacity to manage this crisis at medical and education system levels and also from the perspective of ensuring public services and increasing economic resilience. In turn, the PM Ludovic Orban said that Romania should strengthen its economy and instead of boosting consumption, it should attract investments and create new jobs. According to the PM, for Romania and equally for Europe, resilience to future vulnerabilities depends on diversifying the economy, rethinking supply chains, strengthening healthcare systems and decentralizing.

Visit – Two Romanian ministers have traveled to the US for talks with the local authorities. Romanias defense minister Nicolae Ciuca will be having talks with the US Secretary of Defense Mark Esper about the latest developments in the Black Sea region as well as about the need for coherent and consistent defense and deterrence measures on the NATO eastern flank. The Romanian Minister of the Economy, Energy and Business Environment, Virgil Popescu will be meeting the US Secretary of Energy Dan Brouillette for talks on the development of the energy dimension of the Strategic Partnership between Bucharest and Washington and on a higher US involvement in this sector.

Nobel Prize — The Nobel Prize in Literature for 2020 is awarded to the American poet Louise Glück “for her unmistakable poetic voice that with austere beauty makes individual existence universal”, the Swedish Academy announced on Thursday. On Wednesday, the French researcher Emanuelle Charpentier and the American Jennifer A. Doudna received the Nobel Prize in Chemistry. Previously Roger Penrose (the UK), Reinhard Genzel (Germany) and Andrea Ghez (the US) won the Nobel Prize in Physics and the Americans Harvey J. Alter and Charles M. Rice alongside the British Michael Houghton received the Nobel Prize in Medicine. The winners of the Nobel Prize for Peace and for economy will be announced on Friday and Monday respectively.

Bratislava — The Romanian Foreign Minister Bogdan Aurescu on Thursday participated in the online Global Security Forum GLOBSEC conference, held in Bratislava, Slovakia. According to a Romanian Foreign Ministry communiqué, Bogdan Aurescu talked about the global role of the EU following the COVID-19 pandemic. The Romanian FM underlined that the EU had to assume a responsible leadership role at international level, given its characteristics and foreign action ways. The EU has managed to adapt to the current pandemic-related crisis through complex measures with a major impact, even if it reacted slower at the beginning of the crisis, said minister Aurescu. He pleaded for consolidating the trans-Atlantic relation which is essential, since the EU and North America belong to the same community of values and security. The GLOBSEC forum is a global think-tank set up in Bratislava, aimed at debating and proposing solutions on issues of security and sustainable development in Europe and the world. Mit 3.130 Neuinfektionen in den letzten 24 Stunden verzeichnete Rumänien einen neuen Rekord an Covid-19-Erkrankungen. Dies teilte die Gruppe für strategische Kommunikation am Donnerstagnachmittag mit. In diesem Zeitraum starben 44 Menschen, die mit dem neuen Coronavirus infiziert waren, so dass die Gesamtzahl der Todesopfer auf 5.247 anstieg. Auf Intensivstationen befinden sich derzeit 607 Patienten. Seit Beginn der Pandemie wurden in Rumänien 145.700 Coronavirus-Infektionen bestätigt, 113.112 Menschen haben sich davon mittlerweile erholt. Darüber hinaus wurden 6.770 rumänische Staatsbürger im Ausland positiv getestet. 126 sind an den Folgen der Krankheit gestorben. In Bukarest und anderen Teilen des Landes, wo die Inzidenz der Infektion 1,5 Fälle pro tausend Einwohner überschritt, wurden Restaurants sowie Theater und Spielplätze geschlossen. Maskenpflicht besteht in der Nähe von Schulen.

Am Donnerstag ist in der rumänischen Hauptstadt die 9. Ausgabe des Bucharest Forum angelaufen, des wichtigsten politischen Ereignisses in der Schwarzmeer- und Balkanregion. Dabei wird die Frage der Widerstandsfähigkeit von Finanzsystemen, politischen Institutionen und Systemen erörtert, sowie die von Gesellschaften als Ganzes im Kontext tiefgreifender Veränderungen infolge der globalen COVID-19-Pandemie. Die diesjährige Ausgabe des Forums findet online statt und endet am 16. Oktober. Die Veranstaltung bringt mehr als 120 hochrangige Beamte, Unternehmen und Wissenschaftler, Experten und renommierte Journalisten aus Europa, Asien und Amerika zusammen. In einer an die Teilnehmer gerichteten Botschaft erklärte Präsident Klaus Iohannis, dass die COVID-19-Pandemie für Rumänien “die dramatischste Zeit seit 1989” darstelle. Das Staatsoberhaupt erklärte, Rumänien werde sich weiterhin mit Blick auf die Umsetzung der erforderlichen Ma‎ßnahmen anpassen, um die Fähigkeit zur Bewältigung der Krise sowohl medizinisch als auch aus Sicht des Bildungssystems, der Erbringung öffentlicher Dienstleistungen und der Erhöhung der wirtschaftlichen Widerstandsfähigkeit zu verbessern. Ministerpräsident Ludovic Orban erklärte, Rumänien müsse eine stärkere Grundlage für die Wirtschaft schaffen, und anstatt den Konsum anzukurbeln, seien Investitionen und die Schaffung neuer Arbeitsplätze erforderlich. Der Regierungschef sagte ferner, dass der künftige Widerstand gegen Schwachstellen für Rumänien, aber auch für Europa mit der Diversifizierung der Wirtschaft, dem Überdenken der Lieferketten, der Stärkung der Gesundheitssysteme und der Dezentralisierung zusammenhinge.

Au‎ßenminister Bogdan Aurescu hat am Donnerstag an einer Videokonferenz des GLOBSEC Global Security Forum in Bratislava teilgenommen. Laut einer Mitteilung des Au‎ßenministeriums in Bukarest habe Aurescu dabei über die globale Rolle der Europäischen Union in der Zeit nach der Pandemie gesprochen. Der rumänische Chefdiplomat betonte, dass die EU aufgrund ihrer Merkmale und ihrer Art des externen Handelns international eine verantwortungsvolle Führungsrolle übernehmen müsse. Die EU habe es geschafft, sich durch komplexe und wirkungsvolle Ma‎ßnahmen an die aktuelle Pandemiekrise anzupassen, obwohl die Reaktion in der ersten Phase der Krise etwas langsamer ausfiel, sagte Aurescu. Der rumänische Au‎ßenminister forderte ferner die Stärkung der transatlantischen Verbindung, die von wesentlicher Bedeutung sei, da die EU und Nordamerika Teil derselben Werte- und Sicherheitsgemeinschaft seien. Das GLOBSEC Forum ist ein globaler Think Tank mit Sitz in Bratislava, der sich der Debatte und dem Vorschlag von Lösungen für Sicherheit und nachhaltige Entwicklung in Europa und der Welt widmet. Die Jahreskonferenz 2020 findet vom 7. bis 9. Oktober in einem gemischten Format statt (physische Präsenz und Teilnahme am Videokonferenzsystem).

Die rumänischen Minister für Verteidigung und Wirtschaft unternehmen in diesen Tagen einen Washington-Besuch. Verteidigungsminister Nicolae Ciuca wird mit US-Verteidigungsminister Mark Esper zusammentreffen. Die Diskussionen werden sich auf die Sicherheitslage am Schwarzen Meer und die Notwendigkeit eines kohärenten und konsistenten Ansatzes für die Verteidigung und Abschreckung an der Ostflanke der NATO konzentrieren. Auf der Tagesordnung des Besuchs des rumänischen Ministers für Energie und Wirtschaft, Virgil Popescu, steht ein Treffen mit dem US-Energieminister Dan Brouillette. Die beiden werden die Entwicklung des Energie-Pfeilers der strategischen Partnerschaft zwischen Bukarest und Washington und eine viel stärkere US-Präsenz in Rumänien in diesem Bereich erörtern.

Ministrul pentru românii de pretutindeni, Andreea Păstîrnac, a participat joi la cea de-a şasea ediţie a Bucharest Forum, eveniment organizat de Institutul Aspen Romania şi biroul din Bucureşti al German Marshall Fund of the US, cu sprijinul Guvernului României şi Ministerului Afacerilor Externe. Oficialul român a discutat despre statutul cetăţenilor români în calitate de membri ai Uniunii Europene şi reprezentanţi ai valorilor ţării în afara graniţelor, precum şi despre programele şi iniţiativele Guvernului de a încuraja reîntoarcerea lor în ţară. Totodată, ministrul a subliniat rolul instituţiilor publice în implementarea de strategii destinate impulsionării cetăţenilor români de a se implica atât în mediul social şi de afaceri din România, cât şi la nivelul statelor de reşedinţă. În acest sens, Andreea Păstârnac a prezentat campaniile de informare organizate de Minister în vederea informării românilor cu privire la drepturile, libertăţile şi responsabilităţile pe care le au în calitate de cetăţeni europeni, în ţările în care aleg să locuiască, să studieze şi să lucreze.

Uniunea Naţională a Transportatorilor Rutieri din România (UNTRR) a anunţat, vineri, într-un comunicat, semnarea unei Declaraţii comune, împreună cu alte 14 asociaţii ale transportatorilor rutieri din Uniunea Europeană, împotriva aplicării Directivei privind detaşarea lucrătorilor care efectuează operaţiuni de transport internaţional în spaţiul UE. Documentul a fost parafat cu asociaţii de transportatori rutieri din: Bulgaria, Cehia, Danemarca, Estonia, Grecia, Ungaria, Irlanda, Letonia, Lituania, Olanda, Polonia, Portugalia, Slovacia şi Spania.

Potrivit comunicatului, aplicarea Directivei privind detaşarea lucrătorilor la toate transporturile internaţionale în care lucrători hipermobili traversează frontierele în fiecare zi, contravine raţiunii directivei în sine, deoarece intenţia a fost de a aplica regulile de detaşare angajaţilor care lucrează luni sau ani pe teritoriul unui stat membru, altul decât statul în care şoferul lucrează în mod obişnuit. Reprezentanţii UNTRR precizează că regulile de detaşare sunt astfel inaplicabile pentru angajaţii care lucrează la nivel de zile sau chiar ore în diferite state membre.

Guvernul a aprobat, printr-o ordonanţă de urgenţă, noi reglementări în sprijinul persoanelor îndreptăţite să li se restituie taxa de poluare, taxa pentru emisii poluante şi timbrul de mediu. Potrivit unui comunicat al Executivului, prin actul normativ aprobat a fost completată ordonanţa de urgenţă privind restituirea sumelor reprezentând taxa specială, taxa de poluare pentru autovehicule, taxa pentru emisiile poluante provenite de la autovehicule şi timbrul de mediu pentru autovehicule. Noile prevederi vin în sprijinul persoanelor îndreptăţite să li se restituie sumele achitate către Fondul pentru Mediu, dar care se află în imposibilitatea de a anexa dovada plăţii acestora, în copie sau original.

În cazul în care contribuabilul nu anexează documentul doveditor al plăţii, ANAF va verifica existenţa acestui document în baza de date — mai precizează comunicatul. De asemenea, va fi reglementată şi corectată situaţia în care o persoană să fi plătit taxa, dar să nu fi înmatriculat autovehiculul respectiv, drept pentru care să nu poată ataşa la cererea de rambursare a taxei copii ale cărţii autovehiculului şi certificatului de înmatriculare. Totodată, prin OUG adoptată joi se corelează unele prevederi în instituirea termenului de 120 de zile pentru restituirea sumelor stabilite de instanţe prin hotărâri judecătoreşti.

EPIDEMIC — The number of confirmed cases of measles reported in Romania has exceeded 9,400, the National Centre for Monitoring and Control of Viral Disease with the National Institute of Public Health announced on Thursday. So far the epidemic has killed 34 people. In another development, the draft law on organizing and funding vaccination activities was given a favourable opinion from the Senate’s Committee of Constitutionality. The new legislation is due to take effect on January 1, 2018.

PROTESTS — Health Ministry representatives and trade unions in the healthcare system on Thursday held a new round of negotiations. They are against the bonuses policy, the unitary pay law and the transfer of social security payments from employers to employees. Also, they demand the elimination of the 30% cap on specific bonuses and the full application of salary increases for all healthcare and social assistance employees as of March 1, 2018. Protest actions have been held for almost two weeks in several cities in Romania, including Bucharest, where several thousand people gathered on Wednesday. Protests have been staged by one of the biggest trade union confederations in Romania, Cartel Alfa. A protesters’ delegation, including employees from the police, healthcare, transport, education and public administration sectors, attended the talks with the government. The next round of negotiations is scheduled for Friday.

EU PRESIDENCY — Minister Delegate for European Affairs Victor Negrescu said Romania is making progress regarding preparations for taking over the Presidency of the EU Council in 2019. According to the Romanian official, the effort will involve some 1,500 people, who will undergo training with Romanian and European Commission experts. Romania wants to be more active at EU level and will try to make the most of its term at the helm of the EU, Negrescu went on to say.

EU BODY — The European Parliament on Thursday adopted a document whereby the European Prosecutor’s Office will become operational in 2020. The Prosecutor’s Office will focus on combating VAT and community funds fraud. So far, some 20 Member States, including Romania, have signed off on the project. The new body will have the authority to investigate and criminally prosecute cases of embezzlement of structural funds, tax evasion and other crimes that are detrimental to the EU’s financial interests. The Prosecutor’s Office will be headquartered in Luxembourg. Every year, public authorities across Europe incur VAT-related losses of nearly 50 billion euros.

ROMANIAN INTELLIGENCE — During his visit to the Western University of Timisoara on Thursday, Romanian Intelligence chief Eduard Hellvig said he has repeatedly called on Parliament’s support for adopting the legislation on national security. Hellvig says the Romanian Intelligence Service is not involved in power games and wants a transparent and civil leadership of the Service, via the Parliament’s special committee. Hellvig added that the leadership of the service should not become a political instrument or tool for the media.

CONFERENCE — Romanians trust the EU more than other citizens from the community bloc, and more often than not seek the answers to their problems in Brussels, the head of the European Commission’s Office in Bucharest, Angela Cristea said on Thursday. Cristea added that Romania is not one of those member states that react poorly to recommendations from Brussels. Angela Cristea attended the 6th edition of Bucharest Forum, devoted to geopolitical and economic issues and bringing together high-ranking officials, representatives of the business sector and world experts.

SPAIN — Spain’s Constitutional Tribunal on Thursday decided to call off Monday’s plenary session of the Parliament of Catalonia, when the independence of this province was to be announced. In another development, Spanish Prime Minister Mariano Rajoy said the only way out of the deadlock was to abandon the declaration of independence. In turn, European Commission Vice-president Frans Timmermans called for dialogue between the two parties, saying that this is a matter for Spain to resolve of its own accord.

TENNIS — Romanian tennis player Sorana Cirstea no. 44 WTA qualified on Thursday to the quarterfinals of the WTA tournament in Beijing with more than 6.3 million dollars up for grabs, after defeating world no. 4 and former world leader Karolina Pliskova of the Czech Republic, 6-1, 7-5. On Friday Cirstea will be up against Latvian Jelena Ostapenko, no. 9 in the world. Another Romanian player, Simona Halep, no. 2 in the world, qualified to the quarterfinals after defeating Maria Sharapova of Russia and will next play against Russia’s Daria Kasatkina. CONFERENCE — Romanians trust the EU more than other citizens from the community bloc, and more often than not seek the answers to their problems in Brussels, the head of the European Commission’s Office in Bucharest, Angela Cristea said on Thursday. Cristea added that Romania is not one of those member states that react poorly to recommendations from Brussels. Angela Cristea attended the 6th edition of Bucharest Forum, devoted to geopolitical and economic issues and bringing together high-ranking officials, representatives of the business sector and world experts.

SPAIN — Spain’s Constitutional Tribunal on Thursday decided to call off Monday’s plenary session of the Parliament of Catalonia, when the independence of this province was to be announced. In another development, Spanish Prime Minister Mariano Rajoy said the only way out of the deadlock was to abandon the declaration of independence. In turn, European Commission Vice-president Frans Timmermans called for dialogue between the two parties, saying that this is a matter for Spain to resolve of its own accord.

Santé — Les cas de rougeole confirmés en Roumanie ont dépassé les 9.400, tandis que le nombre des décès, 34, n’a pas changé a fait savoir, ce jeudi, le Centre national de surveillance et de contrôle des maladies transmissibles. Jeudi également, le projet de loi de la vaccination a été avalisé par la commission de constitutionnalité du Sénat de Bucarest ; si elle est adoptée par les élus nationaux, la loi devrait s’appliquer à partir du 1er janvier 2018.

Déclaration — Le ministre roumain délégué aux affaires européennes, Victor Negrescu, a déclaré que la Roumanie avait bien avancé dans la mise en page de sa présidence du Conseil de l’Union européenne, prévue au premier semestre 2019. 1.500personnes seront directement impliquées dans ces préparatifs, a ajouté le ministre, et suivront un programme de formation avec des experts roumains et de la Commission européenne. La Roumanie se veut plus active au plan européen et se propose de mettre à profit en ce sens son semestre à la tête du Conseil, a encore dit Victor Negrescu.

Conférence — Les Roumains font confiance à l’Union européenne davantage que les citoyens d’autres Etats membres et ils cherchent souvent à Bruxelles des solutions à leurs problèmes, a affirmé ce jeudi la représentante de la Commission européenne à Bucarest, Angela Cristea, qui participait à la 6e édition de la conférence Bucharest Forum. La Roumanie ne fait partie des Etats membres qui réagissent violemment aux indications de Bruxelles, a-t-elle ajouté. La Conférence, qui prend fin vendredi, est consacrée à des thématiques géopolitiques et géoéconomiques et rassemble des hauts fonctionnaires, des représentants du milieu des affaires et des experts internationaux.

Renseignement — En visite à l’Université de l’Ouest, à Timisoara, le directeur du Service roumain de renseignement intérieur, Eduard Hellvig, a déclaré avoir sollicité de manière répétée le soutien du parlement de Bucarest pour faire adopter le nouveau paquet de lois de la sécurité nationale. Le SRI, a-t-il précisé, se place en dehors des jeux de pouvoir et souhaite faire l’objet d’un contrôle civil transparent, par le biais de la commission parlementaire spécialisée. Néanmoins, il ne faut que ce contrôle se transforme en un instrument à enjeu politique ou médiatique, a jouté Eduard Hellvig.

Décision — Le Parlement européen a approuvé jeudi un texte qui rend fonctionnel, à partir de 2020, le Parquet européen, agence spécialisée dans la lutte contre les fraudes à la TVA et aux fonds communautaires. 20 Etats membres de l’Union européenne, dont la Roumanie, ont adhéré à ce projet jusqu’à présent. Le Parquet, qui siégera à Luxembourg, sera habilité, sous certaines conditions, à enquêter, à lancer des poursuites pénales et à mettre en examens des personnes impliquées dans des affaires de détournement de fonds, évasion fiscale et autres délits portant atteinte aux intérêts financiers de l’UE. Selon la Commission européenne, les autorités publiques des 27 perdent chaque année au moins 50 milliards d’euros de la TVA.

An den rumänischen Universitäten hat am Montag das neue Herbstsemester begonnen. In diesem Jahr sind mehr als 30 neue Bachelor- sowie 64 Masterstudiengänge eingeführt worden. Dennoch lassen die jüngsten Studien im Bereich darauf schließen, dass die rumänischen Hochschulen immer weniger Studenten haben. Laut Angaben aus dem Bildungsministerium hätten sich für das laufende Studienjahr 2016-2017 circa 480.000 Abiturienten angemeldet, vor zehn Jahren waren es noch 900.000 Studenten im ersten Jahr gewesen. Zu den Ursachen der negativen Entwicklung zählt die immer geringere Abiturientenquote, die sinkende Geburtenrate und die Auswanderung der Studenten ins Ausland. Zudem hat der aktuelle Bildungsminister allen Doktorschulen per Verordnung provisorische Genehmigungen erteilt.

Rumäniens EU-Kommissarin für Regionalpolitik, Corina Creţu, hat im Rahmen einer Konferenz in Bukarest über die Städteentwicklung und die Rolle der EU-Fördermittel gesprochen. Sie machte darauf aufmerksam, dass die rumänischen Städte einschließlich Bukarest große Verzögerungen bei der Umsetzung von EU-geförderten Entwicklungsprojekten verzeichneten. Diese lägen leider noch weit vor ihrer Finalisierung. Rumänien brauche Fachleute, die Projekte und Arbeitsplätze schaffen sollen, sagte Creţu. 36 Kreishauptstädte werden direkten Zugriff auf 1,2 Milliarden Euro an Fördermitteln für die Stadtentwicklung haben, fügte die EU-Kommissarin hinzu und appellierte an die rumänischen Behörden, so schnell wie möglich Projekte und Machbarkeitsstudien nach Brüssel zu schicken.

Rumänien wird dieses und nächstes Jahr das höchste Wirtschaftswachstum europaweit von 5% verzeichnen, gefolgt von Irland mit 4,9%. Diese optimistische Einschätzung gehört dem Internationalen Währungsfonds, der die Prognosen über die rumänische Wirtschaft für dieses Jahr nach oben revidiert hat. Im April hatte die Finanzinstitution ein Wachstum von 4,2% vorausgesagt. Laut dem jüngsten World Economic Outlook, der am Dienstag veröffentlicht wurde, warnt der IWF davor, dass das Wachstumshoch von einer Verlangsamung bis auf 3,8% 2017 gefolgt werden soll, ein wenig höher als im April vorausgesagt. Nichtsdestotrotz werde das Land auch nächstes Jahr das höchste Wirtschaftswachstum europaweit verzeichnen.Gleichzeitig geht der IWF für 2018 davon aus, dass die rumänische Wirtschaft ein Wachstum von 3,3% verzeichnen wird. Die Finanzinstitution hat auch die Schätzungen bezüglich des Leistungsbilanzdefizits Rumäniens 2016 von 1,7 auf 2% überarbeitet. Das Leistungsbilanzdefizit soll kommendes Jahr ansteigen und die 2,8% Marke erreichen. In puncto Arbeitslosigkeit behielt der IWF die Prognosen von 6,4% für dieses Jahr und 6,2% für nächstes Jahr bei.

Der Oberste Kassations- und Justizhof in Bukarest hat am Montag alle Beschuldigten in der sogenannten Microsoft-Akte rechtskräftig verurteilt. Die Microsoft-Akte war einer der berühmtesten Korruptionsfälle in Rumänien. Zwei bekannte Geschäftsmänner, Dorin Cocoş und Nicolae Dumitru, ex-Kommunikationsminister Gabriel Sandu und der ex-Bürgermeister der Stadt Piatra-Neamt, Gheorghe Stefan, wurden zu insgesamt 14 Jahren Haftstrafe verurteilt. Das Oberste Gericht hat darüber hinaus auch eine Vermögensabschöpfung in Höhe von über 17 Millionen Euro von den vier Angeklagten angeordnet. Laut der Antikorruptionsbehörde wurde im April 2004 ein Mietvertrag für Microsoft-Lizenzen im Bildungssystem zum Nachteil des Staatshaushalts abgeschlossen. Dieser ermöglichte die Zahlung von Provisionen an die involvierten Personen. Bestechungsgelder in Höhe von 60 Millionen Euro und ein dem Staat verursachter Schaden in Höhe von 27 Millionen Euro lautete die Anklage gegen die kriminelle Vereinigung.

Rumänien will dass die Brexit-Verhandlungen unter Beteiligung aller Seiten stattfinden und die gemeinsame Position der 27 EU-Staaten und der europäischen Institutionen über die verhandelten Elemente wiedergegeben wird. Das erklärte Ministerpräsident Dacian Cioloş nach einem Treffen mit dem französischen Brexit-Unterhändler der EU, Michel Barnier, in Bukarest. Der rumänische Regierungschef hob hervor, dass Rumänien in der ersten Hälfte des Jahres 2019, wenn die Austrittsverhandlungen abgeschlossen werden sollen, die EU Ratspräsidentschaft inne haben werde. Rumäniens Verantwortung sei riesig, sagte Cioloş. Michel Barnier wurde am 1.Oktober offiziell zum Brexit- Chefunterhändler der Europäischen Kommission für die Beziehungen mit Großbritannien ernannt. Der ehemalige Minister und EU-Kommissar will die Meinungen aller 27 Mitgliedstaaten zum Thema Brexit festhalten. Anschließend soll Barnier seine Gespräche mit London auf drei bedeutende Themen konzentrieren: Wegfall des Beitrags Großbritanniens zum EU-Haushalt, Außenhandel und Außenpolitik, sowie gemeinsamer Markt, der auch das sensible Thema des freien Verkehrs von Arbeitnehmern, eines der Grundprinzipien der EU beinhaltet. Im Hinblick auf das Thema hat Rumänien bereits bekanntgegeben, keine Kompromisse machen zu wollen.

Hochrangige Amtsträger, wichtige Vertreter der Geschäftswelt und internationale Experten sind am Donnerstag im Rahmen der Konferenz Bucharest Forum 2016 zusammengekommen. Es handelt sich dabei um die wichtigste internationale Konferenz für Politik und Wirtschaft, die in Rumänien jährlich stattfindet. Beim Treffen diskutierten die Teilnehmer über strategische Änderungen. Dieses Jahr beteiligten sich 350 Vertreter aus Europa, Amerika, dem Schwarzmeer-Raum, dem Kaukasus und aus Zentralasien an dem Bucharest Forum, darunter die Hohe Vertreterin der EU für Außen- und Sicherheitspolitik, Federica Mogherini, Rumäniens Ministerpräsident Dacian Ciolos und der rumänische Außenminister Lazar Comanescu. Organisiert wurde das Bucharest Forum 2016 vom Aspen Institut Rumänien und vom Bukarester Büro des Deutschen Marshall Fonds, mit der Unterstützung des rumänischen Außenministeriums.

Rumänien bereitet sich schon jetzt auf das 27. Internationale Kunstfestival Europalia vor. Alle zwei Jahre werden bei der Veranstaltung die wesentlichen Elemente des Kulturerbes eines Landes vorgestellt- diesmal ist Rumänien das Gastland. Ab Oktober 2019 bis Januar 2020 werden in Brüssel und anderen belgischen Städten alle Ausdrucksformen der rumänischen Kunst im Rampenlicht stehen: Musik, bildende Künste, Kino, Theater, Tanz, Literatur, Architektur, Design, Mode und Gastronomie stehen auf dem voll gepackten Programm. In Bukarest wurde am Dienstag eine Absichtserklärung für die Veranstaltung unterzeichnet. Das Dokument wird die Grundlage für die Teilnahme Rumäniens an dem Festival darstellen. Laut offiziellen Angaben wird das Festival eine große Gelegenheit für die Förderung des rumänischen Kulturerbes, der Traditionen, des kreativen Potentials und der kreativen Industrien darstellen.

UE – Le président roumain Klaus Iohannis doit s’entretenir aujourd’hui à Bucarest avec Federica Mogherini, Haute représentante de l’UE pour les Affaires étrangères et la politique de sécurité. A l’agenda des pourparlers figurent entre autres les évolutions dans le voisinage est de l’Union, avec un accent sur les meilleures manières de soutenir ses partenaires, sur la migration et sur les réponses de l’UE à ce phénomène. Les deux responsables se pencheront également sur le processus de la mise en œuvre de la Stratégie globale de l’UE pour la politique étrangère et de sécurité, notamment sur la représentation de la Roumanie dans le cadre du Service Européen pour l’Action extérieure. C’est la première visite à Bucarest de Federica Mogherini en tant que responsable européenne. A cette occasion, elle doit également rencontrer le premier ministre roumain Dacian Ciolos et le ministre roumain des AE, Lazar Comanescu. Federica Mogherini participera également à la conférence internationale « Bucharest Forum » où elle parlera d’une nouvelle vision stratégique de l’Europe dans le monde.

Avions – Le premier ministre roumain Dacian Ciolos a participé ce vendredi matin sur une base militaire du sud-est de la Roumanie à une cérémonie organisée pour marquer l’arrivée dans le pays des 6 premiers avions des 12 avions F16 Fighting Falcon achetés du Portugal par le ministère roumain de la Défense. Cela, dans le contexte où la Roumanie a décidé de moderniser sa flotte aérienne pour compenser les avions MiG 21 Lancer dont les ressources de vol ont commencé à expirer en 2013.

Frégate – La frégate française Le Premier-Maître L’Her est arrivée aujourd’hui dans le port roumain de Constanta (sur la mer Noire). Elle participera lundi à un exercice militaire bilatéral. La Roumanie y sera représentée par la frégate Regele Ferdinand (Roi Ferdinand), deux corvettes, deux navires porte-missile et par 3 avions MIG 21 Lancer. La frégate française est en service depuis 1981 ; c’est un navire de patrouille.

Ouragan – Des millions de personnes quittent la côte des Etats de Floride et de Caroline du Sud, avant l’arrivée de l’ouragan Matthew, considéré comme le plus fort à menacer les Etats-Unis ces 10 dernières années. Avec des rafales de vent d’environ 215 km/h, Matthew a déjà fait quelque 340 victimes en Haïti. C’est un ouragan de catégorie 4 sur 5, selon les spécialistes américains. Le Centre national américain pour les ouragans a averti que Matthew pourrait avoir « un impact désastreux » sur les deux Etats mentionnés, où le président Barack Obama a déjà décrété l’Etat d’urgence.

Livre sterling – La livre sterling a chuté ce vendredi sur les marchés asiatiques pour atteindre son plus bas niveau des 3 dernières décennies par rapport au dollar et des 7 dernières années par rapport à l’euro. Selon les agences internationales de presse, cette baisse considérable a lieu sur la toile de fond des craintes liées à ce que l’on appelle le «hard – Brexit » (« le Brexit dur »). Par ailleurs, selon une étude publiée par Reuters, l’industrie financière du Royaume Uni pourrait perdre des revenus d’environ 40 milliards de livres sterling en cas d’un hard Brexit. Pour sa part, la première ministre britannique, Theresa May, a confirmé dimanche dernier que le Grande Bretagne activerait au premier trimestre de 2017 l’article 50 du Traité de Lisbonne qui établit une période de négociations de deux ans en cas de décision d’un Etat membre de se retirer de l’UE.

Nobel – Le Prix Nobel de la Paix a été remis aujourd’hui à Oslo au président colombien Juan Manuel Santos pour avoir conclu un accord avec la guérilla marxiste Farc. Le gagnant est choisi par une commission spéciale formée de 5 membres élus par le Parlement norvégien. Cette année, 376 candidats étaient en lice, 228 personnes et 148 organisations. Rappelons-le, l’année dernière, le Nobel de la Paix a été décerné au Quartet du dialogue national de Tunisie, pour avoir réussi à bâtir une « démocratie pluraliste » dans le pays après le Printemps arabe.

Football – La sélection nationale de football de la Roumanie joue samedi le match aller contre l’Arménie, dans les préliminaires de la Coupe du Monde 2018 de Russie. Trois jours après le match d’Erevan, la Roumanie doit rencontrer le Kazakhstan le 11 octobre. Le mois dernier, la Roumanie a terminé à égalité, 1 partout à domicile, contre le Monténégro. C’était le premier match du sélectionneur allemand de la Roumanie, Cristoph Daum, le premier étranger à préparer l’équipe nationale. Dans le même groupe E, le Danemark s’est imposé à domicile contre l’Arménie, 1 but à 0, alors que la Pologne a terminé à égalité 2 partout contre le Kazakhstan. Cet automne, la Roumanie doit recevoir aussi la visite de la Pologne, le 11 novembre.

Météo – En Roumanie les températures ont augmenté légèrement sur la plupart du territoire. Néanmoins il fait plus froid que la normale saisonnière, notamment dans l’ouest, le sud, le nord-ouest et le centre du pays. Le ciel est plutôt couvert et il pleut sur le nord-ouest et le sud. En montagne on signale de la giboulée et de la neige. Selon les météorologues, les pluies seront encore plus répandues à partir de demain, les précipitations pouvant dépasser les 20 litres par endroits, voire les 50 litres par mètre carré. Ce vendredi, les températures maximales iront de 8 à 20 degrés. 14 degrés et un soleil plutôt timide à midi à Bucarest.

BUCHAREST FORUM – High-ranking officials, representatives of the business sector and global experts are today taking part in the 2016 Bucharest Forum conference, the largest-scale international public event devoted to geopolitics and geoeconomics hosted every year by Romania. This years topic is “A Fulcrum of Strategic Changes. The event brings together over 350 participants from Europe, America, the Black Sea region, the Caucasus and Central Asia, including the EU High Representative for Foreign Affairs Federica Mogherini, Prime Minister Dacian Ciolos and Foreign Minister Lazar Comanescu. The 2016 Bucharest Forum is organized by the Aspen Institute of Romania and the Bucharest branch of the German Marshall Fund of the United States, with support from the Romanian Ministry for Foreign Affairs.

MEETING – The Romanian Defence Minister Mihnea Motoc is today holding talks in Bucharest with his Dutch counterpart Jeanine Hennis, whos on an official visit to Romania. The agenda for talks will focus on migration, NATO operations and security in the Black Sea region, in the context of a growing Russian military presence in the region. The two officials will also sign a letter of intent on expanding cooperation between the Romanian and the Dutch military. The Dutch official is also giving an address at the Bucharest Security Forum.

UN – The UN Security Council is today officially voting on the appointment of former Portuguese Prime Minister Antonio Guterres as the new UN Secretary General. Aged 67, Guterres on Wednesday got 13 of the 15 votes of the Security Council, at the end of a selection process started in July and comprising six rounds of voting. Politician and career diplomat Antonio Guterres was the United Nations High Commissioner for Refugees until last December. His candidacy needs to be formally adopted by the members of the UN General Assembly, comprising representatives of 193 countries and territories. The former Portuguese Prime Minister will thus replace the current UN Secretary General Ban Ki-Moon, whose second term in office ends on December 31, 2016.

BANKING – During the five months since the give-in-payment law came into force, the National Bank of Romania has reported over 5,300 cases of applications. Of these, 70% were challenged in court by representatives of the lending institutions, who claim that there have been cases where people decided to hand their homes over to the bank simply because they got tired of paying their rates. Banks say some 62% of credits are 90 days overdue, with the exception of some 2,000 credit holders whose outstanding debt is shorter than 90 days. On October 11 the Constitutional Court will examine the constitutionality appeal filed by several banks who have been notified by their clients regarding the giving-in-payment of their real estate properties. We recall that under this law, people with outstanding credit debt can hand over their homes to the bank in exchange for having their debt written off.

EBCG – The European Border and Coast Guard is today being inaugurated on the Bulgarian-Turkish border, to better protect the EUs external borders and to boost unity when dealing with migration challenges. The European leaders have symbolically chosen this border for the setup of the new agency, which is a rework of the FRONTEX agency. The Bulgarian-Turkish border is an important point of crossing for the migrants heading to Europe via the Mediterranean. The new European agency is designed to assist countries with most migrant arrivals in the case of a massive flow of asylum-seekers. The new structure will have its own border police staff and will be able to use an additional 1,500 staff on standby provided by member states. The setup of the new agency was accelerated in order to play down criticism over the EUs lack of action in this matter.

TENNIS – Romanian tennis player WTA 5th ranked Simona Halep is today playing Shuai Zhang, 36 WTA, in the round of 16 at the WTA tournament in Beijing, totaling some 5,5 million dollars in prize money. In the only direct encounter with the Chinese player this year Halep lost 0-2 in the opening round at the Australian Open. In the event she qualifies to the quarterfinals, Halep will next play Johanna Konta of Great Britain, who knocked out Karolina Pliskova of the Czech Republic in the round of 16.

FOOTBALL – Romanias national team is training for the away games against Armenia, on October 8, and Kazakhstan on October 11, as part of the 2018 World Cup preliminaries. Last month Romania drew 1-all on home turf, the first match with German coach Cristoph Daum on the bench. In other Group E fixtures, Denmark won 1-nil against Armenia at home, while Poland drew 2-all against Kazakhstan away from home. Romania will also play Poland on November 11.

Europa-Asia: Romania, ruolo importante su nuova Via della Seta

La Romania può svolgere un ruolo estremamente importante sull’antica Via della Seta, che collega l’Europa all’Asia. E’ quanto emerso alla Conferenza Bucharest Forum, che ha riunito nella capitale romena leader politici e personalità del mondo imprenditoriale internazionale.

L’idea principale emersa dal Forum di Bucarest è stata quella che i soldi e la sicurezza vanno di pari passo, nel senso che i progetti economici e il commercio portano un livello ragionevole di benessere, che può risolvere o almeno calmare i conflitti.

Seguendo questa idea, si delinea un possibile ruolo estremamente importante della Romania, da un lato come porta tra l’Europa e l’Asia, ma anche come fattore di stabilità, sia politica che militare, in veste di membro dell’UE e della NATO.

L’ex ambasciatore americano a Bucarest, Nicholas Taubman, ha detto che la Romania potrà divenatre un centro di potere, in certe condizioni.

“Sono ottimista sul futuro economico della Romania. Se la Romania vorrà essere un centro di potere, non solo nell’est europeo, ma di avere anche un’influenza maggiore nell’UE, allora dovrà riunire tre requisiti: il primo riguarda la gente, e la Romania è il settimo Paese nell’UE come popolazione, e i romeni sono operosi e istruiti bene. Il secondo, che la Romania non ha in questo momento e che è essenziale, è un’economia forte. Sviluppata come si deve, l’energia può costituire la base di una simile economia forte. In terzo luogo, la Romania deve avere un esercito forte”, ha dichiarato Nicholas Taubman.

Il Bucharest Forum è stato organizzato dal 2 al 4 ottobre dall’Istituto Aspen Romania e German Marshall Fund degli USA, in partenariato con il Ministero degli Esteri di Bucarest e la Banca Centrale di Romania.
