    Die Rumänische Tourismusmesse

    Die wichtigsten Tourismusagenturen und Reiseveranstalter in Rumänien, aber auch die traditionellen Tourismusregionen des Landes, waren für vier Tage auf der Rumänischen Tourismusmesse vertreten. Über 230 Reiseagenturen aus Albanien, Österreich, Bulgarien, Frankreich, Griechenland, Ungarn, Indien, Israel, Italien, Japan, der Republik Moldau, Palästina, Rumänien, Sri Lanka, der Türkei und der Ukraine haben ihre touristischen Angebote vorgestellt. Mit 21 % internationale Teilnehmern, verdeutlicht die Messe das steigende Interesse der ausländischen Reiseagenturen an den rumänischen Touristen. Diese versuchen potenzielle Kunden mit Bekannten oder neue hinzugekommen Urlaubsziele zu begeistern.



    Angebote gab es für alle Jahreszeiten, Geschmäcker, aber auch für alle Geldbeutel, wobei Urlaubsrabatte auf bis zu 50 % stiegen, zumal in diesem Jahr die Frühbucherangeboten mit speziellen Rabatten für den Black Friday überlagert wurden. Rumänen, die Schnäppchen machen wollten, konnten sich in diesem Jahr auch für einen Urlaub auf den griechischen Inseln mit nur 1 Euro Übernachtungskosten entscheiden, während andere für exotische Ziele mehrere Tausend Euro in Mexiko, Brasilien oder Thailand hinblättern mussten.



    Nachfrage, gab es auch für Skiurlaube in Österreich, Italien, der Schweiz oder Bulgarien, Weihnachts- und Neujahrsferien im In- oder Ausland, Aufenthalte im Donaudelta, in Kurorten, in den traditionsreichen Gebieten und touristischen Städten in Rumänien oder im europäischen Ausland. Bukarest festigte seine Position als Touristenattraktion, einschlie‎ßlich für die inländischen Touristen, dank der Angebote für Städtereisen, die Besuche in Wellenesszentren beinhalten.



    Auch die Weihnachtsmärkte in europäischen Städten sind nicht zu kurz gekommen. Die meisten Rumänen interessierten sich für Athen, Istanbul, Prag, Wien, Barcelona, Rom oder Lissabon. Wer etwas grundsätzliche Neues in den Ferien wünschte, konnte abgelegene Orte wie Playa Bonita in Panama, die Halbinsel Yucatan und Cancún im Mexiko sowie Angebote für Lapplandreisen buchen. Ein weiteres besonderes Angebot — eine Islandrundreise, auf der Touristen einige einzigartige Landschaften der Welt besuchen können, an der Überschneidung zweier gro‎ßer tektonischer Platten: Nordamerikas und Eurasiens. Im Angebot befanden sich auch Reisen für kleine Gruppen in au‎ßergewöhnlichen Destinationen auf der ganzen Welt wie Laos, Vietnam, Kambodscha, Costa Rica, Botswana oder Uganda, Wallfahrten zu Orten, die von Geschichte und Spiritualität geprägt sind, medizinische und Spa & Wellness-Urlaube, begleitet von Ermä‎ßigungen für Zug- oder Flugreisen und Online-Buchungsportalen.

    XXX: Die Orthodoxen, die Griechisch-Katholiken, die Römisch-Katholiken, sowie die Protestanten in Rumänien feiern Weihnachten, die Geburt von Jesus Christus. Der Patriarch der Orthodoxen Rumänischen Kirche Daniel sagte, Weihnachten sei eine Feier der Geschenke, die man den Kindern, den alten Personen, den Waisen, den Kranken, die alleine sind, und allen, die uns lieb sind verteilt. Diese Feier des Schenkens sei unsere Antwort auf das Geschenk der Liebe Gottes, die in Christus verkörpert ist. In Vatikan hat Papst Franziskus die Maßlosigkeit kritisiert. Der Mensch ist gierig und unersättlich geworden“ sagte der Papst. Das Christuskind, geboren in einem Stall und gelegt in eine Futterkrippe, eröffne ein anderes Lebensmodell: Nicht verschlingen und hamstern, sondern teilen und geben.“ sagte Papst Franziskus und erinnerte daran, dass ”Bethlehem” ”das Haus des Brotes” bedeute. Am Dienstag hat der Papst den Segen ”Urbi et orbi” vom Petersdom auserteilt.



    XXX: Der rumänische Staatspräsident Klaus Iohannis hat am Montag anlässlich der Weihnachtsfeier an allen Rumänen eine Weihnachtsbotschaft gerichtet. Er sagte, dass die Geburt des Christuskindes eine Feier des Lebens als Wunder, eine Zelebrierung der Güte, des Mitgefühls, der Großzügigkeit sei. Im Geiste der heiligen Feier sollen wir uns selbst schützen, wir alle sollen unser Land beschützen. Wenn wir jeden Tag besser sind, wird uns allen besser sein, so Klaus Iohannis. Die rumänische Premierministerin Viorica Dăncilă hat ebenfalls allen Rumänen viel Gesundheit, Wohlstand, Frieden und Freude gewünscht. Margarita, Kronprinzessin von Rumänien, sagte, sie werde die Arbeit ihres Vaters, des Königs Micheal I, fortsetzen, um den Wohlstand und die Stabilität Rumäniens zu sichern und die internationale Lage des Landes zu verstärken.



    Bukarest: Rumäniens Justizminister Tudorel Toader will gleich nach Weihnachten am 27. Dezember das Verfahren zur Absetzung von Generalstaatsanwalt Augustin Lazăr abschließen. Er hatte es im Oktober in Gang gesetzt. Toader wirft Lazăr Fehler in der Dienstausübung und im Führungsverhalten vor. Der Generalstaatsanwalt klagte seinerseits gegen den Minister, der OGH ist mit der Klage befasst. Die Opposition sieht in der Entlassung von Lazăr eine politische Revanche und einen Versuch, die Korruptionsbekämpfung zu behindern. Im Sommer war auch die Chefin der Antikorruptionsbehörde DNA Laura Codruta Kövesi entlassen worden.



    Bukarest: Zwei wegen Korruption verurteilte und in Costa Rica zwecks Auslieferungsverfahren festgehaltene rumänische Prominente sind freigelassen worden – der Oberste Gerichtshof setzte ihre Strafe vorläufig aus, nachdem das Verfassungsgericht rechtliche Bedenken an der Zusammensetzung der Senate äußerte, die sie verurteilt hatten. Bei den zwei Frauen handelt es sich um Elena Udrea, eine frühere Tourismusministerin und enge Vertraute von Ex-Präsident Traian Basescu sowie um Alina Bica, eine frühere Chefin der Staatsanwaltschaft, zur Bekämpfung von Organisierter Kriminalität und Terrorismus. Sie hatten sich noch während ihres jeweiligen Korruptionsverfahrens nach Costa Rica abgesetzt und wurden dort festgenommen, nachdem die rumänischen Behörden aufgrund der rechtskräftigen Verurteilung ihre Auslieferung beantragten.



    Bukarest: Die Nationale Beschäftigungsagentur in Rumänien hat sich vorgenommen, auf den Arbeitsmarkt mehr als 110.000 Arbeitslose zu integrieren. Es geht um ein Projekt des Europäischen Sozialfonds durch das vierjährige Operationalle Programm Humankapital 2014-2020. Der Haushalt überschreitet 265 Millionen Euro. 226 Millionen Euro sind nichtrückzahlbar. Das Projekt wird durch die Kreis-Beschäftigungsagenturen umgesetzt.

    Bukarest: An den Grenzübergängen zu Rumänien herrscht an diesen Tagen erwartungsgemäß Hochbetrieb: wie die Grenzpolizei mitteilte, sind allein in den letzten 24 Stunden über die Straßenverkehrsgrenze rund 250000 Rumänen und Ausländer an Bord von über 60 Tausend Fahrzeugen nach und aus Rumänien ein- und ausgereist. 170 Tausend davon waren Einreisende. Die Grenzpolizisten hatten alle Händer voll zu tun – sie stellten 30 Straftaten und 37 Vergehen fest. 29 Ausländern wurde aus verschiedenen rechtlichen Gründen die Einfahrt verweigert, 16 Rumänen die Ausreise.

    Bukarest: Rumänien unterstützt das Brexit-Abkommen zwischen der EU und GB sowie die politische Erklärung über den Rahmen ihrer Beziehungen nach dem Brexit. Nach Äußerungen von Außenminister Teodor Meleşcanu in einem Interview mit der BBC sei es wichtig, dass Großbritannien in engmöglichsten Beziehungen zu der EU bleibt. Melescanu zufolge wolle Rumänien auch bilaterale Verhandlungen mit Großbritannien im Rahmen der strategischen Partnerschaft zwischen den beiden Ländern führen. Melescanu wurd gefragt, ob er besorgt über das Schicksal von 400 tausend Rumänen sei, die in Großbritannien leben – der Außenminister antwortete, dass sein früherer Amtskollegen Boris Johnson ihm bei einem Treffen versichert hatte, dass sie nicht betroffen sein würden. Johnson habe damals gesagt, dass das britische Gesundheitssystem schwer zu Schaden kommen würde, wenn die rumänischen Ärzte und Krankenschwestern das Land verlassen würden.



    Bukarest: Am Balea-See in den Südkarpaten ist am Sonntag das einzige Eishotel in Rumänien eröffnet worden. Die offizielle Eröffnung des gesamten Komplexes mit Iglus und einer Eiskirche wird im Februar nächsten Jahres stattfinden. Das Eishotel, das vollständig aus Eisblöcken des größten Gletschersees der Fagaras-Berge besteht, befindet sich auf einer Höhe von 2.034 Metern. Die Reservierung von Unterkünften, um das Privileg zu haben, einer der ersten Menschen zu sein, die den Schlaf bei minus 2 Grad Celsius erleben, wurde bereits vor einigen Monaten angenommen. Touristen aus Großbritannien waren dabei die Spitzenreiter. Das Eishotel wird Jahr für Jahr seit 2005 neu aufgebaut.

    VISIT The president of the European Court of Auditors, Klaus-Heiner Lehne, will be on an official visit to Romania on November 19 and 20, in the context of Romania taking over the rotating presidency of the EU Council in the first half of 2019. Klaus-Heiner Lehne will have meetings, among others, with the President of Romania Klaus Iohannis, PM Viorica Dăncilă, the speakers of the 2 chambers of Parliament, the Minister for Public Finances Eugen Teodorovici, and with the Minister Delegate for European Affairs, George Ciamba. Several top-level EU officials will also be in Bucharest next week, including the President of the European Parliament Antonio Tajani. The Romanian PM reiterated that Bucharest is prepared to take over the EU presidency and said the action plan is ready, the operation mechanisms are in place and the means of implementing the action plan has been defined.




    FINANCIAL Fitch agencys announcement regarding Romanias country rating is a confirmation of the fact that Romania has a sustainable economic growth, and contributes to strengthening investors confidence in the national economy, said the Minister for Public Finances Eugen Teodorovici, after Fitch confirmed the “BBB minus rating for Romanias long-term foreign currency debt, with a stable outlook. The expansionist fiscal policy launched in 2016 has weakened Romanias public finances, Fitch experts say, adding that in the first 9 months of this year revenues stand at only 69% of the revised annual targets, and the budget deficit is one percentage point above the figure in January – September 2017. However, Fitch expects the Government to meet its 2.96% deficit target for this year, so as to avoid the excessive deficit procedure. The international financial rating agency estimates a 3.5% economic growth rate for Romania this year, 3.2% in 2019 and 3% in 2020, reflecting the slow-down in the EU, a tightening monetary policy and a reduction in tax incentives.




    GAUDEAMUS Book launches continued on Saturday, as part of the Gaudeamus Book and Education Fair organised by Radio Romania in Bucharest. Until the end of this 25th edition of the Fair on Sunday, visitors will be able to attend various events and benefit from substantial discounts offered by the over 300 participating publishers. The central theme of the current edition is the Romanian Union Centennial, illustrated by a stand hosting around 600 volumes devoted to this historic event and by scores of launches, debates, film screenings and public lectures. The stand also enables the public to meet and talk to some of the most important Romanian writers, literary critics and historians.




    WESTERN BALKANS Romanias deputy PM Ana Birchall reiterated Bucharests commitment to the EU enlargement process, in the 3rd Thessaloniki Summit, devoted to European prospects, connectivity, industrial development and cooperation in the Western Balkans. According to a news release, the Romanian official said Romania would ensure the continuity of this process and would pay special attention to the topic during its EU Council presidency in the first half of 2019. On the sidelines of the Summit, Ana Birchall had talks with top-level officials attending the event, such as the PM of Greece, Alexis Tsipras, the PM of Bulgaria Boiko Borisov, the PM of Serbia Ana Brnabic, the governor of the Central Macedonia Region Apostolos Tzitzicostas, and the mayor of Thessaloniki Yannis Boutaris.




    JUDICIARY The constitutional court of Costa Rica dismissed the requests filed by the former Romanian tourism minister Elena Udrea and the former chief prosecutor of the anti-mafia directorate Alina Bica, who have been imprisoned in that country in early October. Elena Udrea and Alina Bica, sentenced for corruption in Romania, were arrested following an Interpol request. Long seen as one of the most powerful aides of the ex-president Traian Basescu, Udrea received a 6-year final sentence for bribe-taking and abuse of office. In turn, Bica was sentenced to 4 years behind bars for aiding an offender.




    IMMIGRATION The Romanian community remains the largest foreign group in the Madrid region, with nearly 200,000 members, according to the latest immigration barometre. Commissioned by the Madrid regional government, the immigration barometre is released every 2 years and measures, among other things, the integration level of foreigners. This rate has grown by 12% since 10 years ago, according to Radio Romanias correspondent in Spain. Statistics also show that around 70% of the locals in the Community of Madrid see immigration as positive for the economy.




    BREXIT The British PM Theresa May Saturday rejected counter-proposals to her Brexit deal negotiated with the EU, saying they would not solve the problems, France Press reports. On Wednesday May announced a draft agreement on Brexit, but it triggered 4 resignations from her Cabinet, chiefly over the fate of Northern Ireland after UKs exit from the Union, scheduled to take place on March 29th, 2019.

    Visite – Le président de la Cour des comptes européenne, Klaus-Heiner Lehne, effectuera une visite officielle en Roumanie, les 19 et 20 novembre. La visite aura lieu dans le contexte de la future présidence roumaine du Conseil de l’UE, au premier semestre de 2019. Klaus-Heiner Lehne aura plusieurs entrevues, y compris avec le président roumain, Klaus Iohannis, la première ministre Viorica Dăncilă, les présidents des deux Chambres du Parlement, avec le ministre des Finances Eugen Teodorovici, ainsi qu’avec le ministre délégué aux Affaires européennes, George Ciamba.


    Plusieurs hauts officiels européens, dont le président du Parlement européen, Antonio Tajani, se rendront à Bucarest la semaine prochaine.     Notation — La confirmation par l’Agence d’évaluation financière Fitch de la note de la Roumanie témoigne du fait que le pays jouit d’une croissance économique durable, qui contribue à renforcer la confiance des investisseurs. C’est ce qu’a déclaré le ministre roumain des Finances publiques, Eugen Teodorovici, après que Fitch ait confirmé à BBB moins avec perspective stable, la note de la Roumanie pour ses dettes sur le long terme en devise étrangère. La politique fiscale expansionniste démarrée en 2017 a affaibli les finances publiques de la Roumanie, affirment les experts de l’agence. Selon eux, sur les neuf premiers mois de l’année en cours, les revenus représentent seulement 69% des objectifs annuels révisés et le déficit budgétaire est supérieur de 1% à celui enregistré dans l’intervalle janvier — septembre 2017. L’Agence d’évaluation financière Fitch s’attend pourtant à ce que le gouvernement de Bucarest atteigne la cible de déficit pour 2018, fixée à 2,96%, afin d’éviter la procédure de déficit excessif. Fitch table sur une croissance de l’économie roumaine de 3,5% en 2018, 3,2% en 2019 et de 3% en 2020, ce qui reflète d’ailleurs le ralentissement de l’économie européenne, le durcissement de la politique monétaire et la diminution des stimulations fiscales.



    Sommet — Présente récemment à Thessalonique, en Grèce, à la 3e édition du Sommet consacré aux perspectives européennes, à la connectivité, au développement industriel et à la coopération dans les Balkans occidentaux, la vice – première ministre roumaine, Ana Birchall, a réaffirmé l’engagement de Bucarest pour ce qui est du processus d’élargissement de l’UE. La Roumanie va assurer la continuité de ce processus et y prêter une attention particulière pendant son futur mandat à la tête du Conseil de l’UE, au premier semestre de 2019, a précisé Mme Birchall. Celle-ci s’est entretenue, en marge du sommet, avec plusieurs hauts responsables, dont les premiers ministres grec, bulgare et serbe, le gouverneur de la région de la Macédoine centrale et le maire de la ville de Thessalonique.



    Justice — La Cour Constitutionnelle de Costa Rica a rejeté les demandes de libération déposées par les avocats de lancienne ministre roumaine des Transports, Elena Udrea et l’ex cheffe du Parquet antiterrorisme, Alina Bica. Les deux femmes avaient été placées en détention provisoire le 3 octobre dernier, en application d’une demande d’Interpol, suite aux condamnations prononcées à leur encontre en Roumanie dans des dossiers de corruption. Longtemps considérée comme le personnage le plus influent de lentourage de lancien président Traian Basescu, Elena Udrea a été condamnée définitivement à 6 ans de prison ferme par la Haute Cour de cassation et de justice de Bucarest pour acceptation de pots-de-vin et abus de fonctions. La même instance a condamné définitivement Alina Bica à 4 ans de prison ferme pour favorisation de linfracteur.



    Statistiques — Les Roumains sont les plus nombreux parmi les étrangers établis dans la région de Madrid, en Espagne, leur nombre s’élévant à quelque 200.000, révèle le dernier baromètre de l’immigration. Les statistiques rendues publiques tous les deux ans par le gouvernement de la région madrilène mesurent entre autres le degré d’insertion des immigrants. Selon le correspondant de Radio Roumanie en Espagne, la valeur de cet indicateur a augmenté de 12% par rapport à 2008. La même enquête montre que près de 70% des Espagols qui vivent dans cette région trouvent que l’immigration a des retombées positives sur l’économie.



    Météo — Dans le prochain intervalle de 24 heures, il fera très froid, même plus froid qu’à l’accoutumée pour cette période de l’année. Il neigera à la montagne, dans le nord et le nord-ouest, tandis que dans les autres régions on attend de faibles précipitations. Les températures maximales s’étaleront entre 1° et 8°.

    Visite – La première ministre roumaine, Viorica Dăncilă, a entamé samedi une visite au sultanat d’Oman. C’est la première rencontre au niveau des chefs de gouvernement depuis l’établissement de relations diplomatiques entre les deux pays, le 1er mai 1974, lit-on dans un communiqué de l’Exécutif de Bucarest. Mme Viorica Dăncilă va participer à l’ouverture de l’ambassade de Roumanie au sultanat d’Oman et inaugurer un consulat honoraire. La première ministre roumaine sera reçue par son Altesse royale Sayyid Fahd bin Mahmoud al Said et prendra part à un forum d’affaires. Sa tournée dans la région, qui s’achèvera le 8 novembre, l’emmènera aussi au Qatar. Ces visites visent à renforcer les relations bilatérales sur les plans diplomatique et économique a précisé Mme Viorica Dăncilă. Rappelons que le mois dernier, elle a effectué une tournée au Moyen Orient, qui l’a conduite en Turquie, aux Emirats arabes unis et au Koweït. Vendredi, elle a rencontré le premier ministre israélien, Benjamin Netanyahu, en marge d’une réunion régionale accueillie par la Bulgarie.



    Justice – Lancienne ministre roumaine des Transports, Elena Udrea et l’ex cheffe du Parquet antiterrorisme, Alina Bica, restent en détention provisoire au Costa Rica, la justice costaricaine ayant rejeté leur demande de libération. Les deux femmes ont été placées en détention provisoire le 3 octobre dernier, en application d’une demande d’Interpol, suite aux condamnations prononcées à leur encontre en Roumanie dans des dossiers de corruption. Longtemps considérée comme le personnage le plus influent de lentourage de lancien président Traian Basescu, Elena Udrea avait été condamnée définitivement à 6 ans de prison ferme par la Haute Cour de cassation et de justice de Bucarest pour acceptation de pots-de-vin et abus de fonctions. La même instance avait condamné définitivement Alina Bica à 4 ans de prison ferme pour favorisation de linfracteur.



    Navire — Le navire roumain qui a surveillé la frontière maritime extérieure de l’UE en mer Noire a regagné le pays au bout de trois mois de mission. Les membres de léquipage ont sauvé 350 personnes de la noyade. Les policiers roumains des frontières ont participé à 80 missions dans le cadre de l’opération conjointe “Poséidon”, organisée sous l’égide de l’Agence européenne Frontex. L’opération se donne pour principal but d’appuyer les efforts des autorités hellènes visant à surveiller et à contrôler les frontières maritimes de l’UE, à rechercher et à sauver les migrants qui tentent de rejoindre lEurope.



    Handball — L’équipe championne de Roumanie de handball féminin, CSM, rencontrera dimanche à domicile les Norvégiennes de Vipers Kristiansand, dans un match comptant pour l’étape 4 du Groupe D de la Ligue des Champions. Le 20 octobre dernier, les Roumaines se sont imposées devant les Norvégiennes (score 29 à 27). Lors des deux premiers matchs du même groupe, elles ont battu les Hongroises de Ferencvaros, mais se sont inclinées devant les Allemandes de Bietigheim.



    Football — La Roumanie, la Bulgarie et la Grèce envisagent une candidature commune pour accueillir la Coupe du monde de football 2030. C’est ce qu’a déclaré le premier ministre bulgare Boiko Borisov, à l’issue d’une rencontre avec ses homologues roumains et grec, respectivement Viorica Dancila et Alexis Tsipras et avec le président serbe, Aleksandar Vucici. Les pays de la région n’ont jamais accueilli la Coupe du monde de foot. En échange le tournoi final de l’Euro 1976 a été organisé dans l’ex Yougoslavie. Notons que quatre matches du Championnat d’Europe de football 2020 se tiendront à l’Arène nationale de Bucarest.

    Rumäniens Premierministerin Viorica Dăncilă hat am Samstag einen offiziellen Besuch im Sultanat Oman angetreten, wo sie an der Eröffnung der rumänischen Botschaft teilnehmen und das Honorarkonsulat eröffnen wird. Sie wird ihre Tour auf der Arabischen Halbinsel mit einem Besuch im Katar fortsetzen. Die Treffen mit hochrangigen Vertretern auf der Tagesordnung der Besuche zielen darauf ab, die bilateralen Beziehungen sowohl diplomatisch als auch wirtschaftlich zu stärken – sagte die Chefin der Bukarester Exekutive vor ihrer Abreise.     Rumäniens Gesundheitsministerin Sorina Pintea hat im Zusammenhang mit dem Europäischen Summit in Hermannstadt kommendes Jahr ein Warnzeichen gesendet. Die Krankenhäuser der Stadt erfüllten nicht die notwendigen Standards sagte sie. Dennoch stellte sie Renovierungsmaßnahmen an der Notaufnahme des Kreiskrankenhauses in Aussicht, zu den bereits zugewiesenen Mitteln käme eine zusätzlicher finanzielle Unterstützung hinzu. Beim EU-Gipfel in Sibiu am 9. Mai, der während der rumänischen EU-Ratspräsidenschaft stattfindet, werden 400 Politiker und mehr als tausend Journalisten erwartet. Es wird der erste Gipfel nach dem für in der ersten Jahreshälfte 2019 geplanten Brexit sein.



    Die ehemalige rumänische Tourismusministerin Elena Udrea und die ehemalige Leiterin der Antimafia-Staatsanwaltschaft DIICOT Alina Bica bleiben in Haft auf Costa Rica. Die Justizbehörden des Landes lehnten ihren Antrag auf Freilassung ab. Die beiden befinden sich seit dem 3. Oktober hinter Gittern. Die örtlichen Polizeibehörden waren einer Interpol-Fahndung nach ihrer Verurteilung in Rumänien wegen Korruptionsdelikten gefolgt. Udrea wurde lange Zeit als die einflussreichste Persönlichkeit im Gefolge des ehemaligen Präsidenten Traian Basescu angesehen und wurde vom Obersten Kassationsgerichtshof wegen Bestechung und Amtsmissbrauch zu sechs Jahren Gefängnis verurteilt. Das gleiche Gericht verurteilte Bica zu vier Jahren Haft, in einem Fall, in dem sie beschuldigt wurde, den Täter begünstigt zu haben.

    Debate in the European Parliament on the rule of law in Romania


    The rule of law in Romania has been discussed in the European Parliament this week, with focus on the recent changes brought to the justice laws by the ruling coalition formed by the Social Democratic Party and the Alliance of Liberals and Democrats. Prime Minister Viorica Dancila too was invited to Strasbourg for talks. The European Commission has been following with concern the latest developments in Romania, said the First Vice-President of the Commission Frans Timmermans at the start of the debate. He said that the country had taken steps backwards as regards the reform of the judiciary and the fight against corruption, speaking of the controversial changes brought by the left wing ruling coalition in Romania to the justice laws and the sacking of the head of the Anticorruption Directorate Laura Codruta Kovesi, although the directorates activity had brought about a positive evaluation in the latest CVM report. In reply, Viorica Dancila said that a viable justice system must be built first for the citizens, and not for magistrates, politicians and institutions. She also said she did not come to Strasbourg to account, but out of respect and appreciation for the European forum, and called for a similar attitude towards Romania, just like the other member states.



    Viorica Dancila: “This mechanism has failed to meet the aim it was created for and I officially request for us to be told who drew up the CVM reports, who provided the data and failed to mention, out of negligence or in bad faith, these realities which are unconceivable in the European Union.



    Viorica Dancila also defended the Romanian Gendarmerie, accused of acting disproportionately at the anti-Government protest on August 10th in Bucharest. In her opinion, the gendarmes intervened just as other similar structures from other European countries have done. We recall that following the gendarmes brutal intervention, 770 criminal complaints have been filed by people who suffered during the protest, and several gendarmerie chiefs are being prosecuted. The debates in Strasbourg have triggered different reactions from the Romanian EMPs, who have criticized Frans Timmermans for his opinion or blamed one another or the current government. In Bucharest too, the stands taken by representatives of the various parliamentary parties have been different. The leaders of the ruling coalition hailed the prime-ministers speech, while the opposition National Liberal Party and Save Romania Union believe that Viorica Dancila presented a parallel reality.



    The EU chief negotiator for Brexit, Michel Barnier, on a visit to Romania


    The European Unions chief negotiator for Brexit, Michel Barnier, had a meeting in Bucharest with key Romanian political leaders. They looked at the current stage of the Unions negotiations with London, and at the next steps to be taken in Britains withdrawal from the European bloc. President Klaus Iohannis has underlined that preserving the unity of the 27 member states in the Brexit talks is extremely important. In turn, Michel Barnier emphasized that Romania, as the holder of the rotating presidency of the EU Council, will play a key role in the negotiations on the future relations between the EU and the UK. In turn, the Romanian PM Viorica Dancila underlined that Romania pays special heed to the Brexit file, given that a large Romanian community is living in the UK. Dancila also said that Romania will closely monitor the implementation of the exit agreement, so that all the Romanian citizens residing in the UK may continue to live, work and study in the same terms as they have done so far. Romanians make up the second largest foreign minority in the UK, after the Polish one.



    A former tourism minister and a former head of the Directorate for Investigating Organized Crime and Terrorism in Romania (DIICOT) have been detained in Costa Rica


    The Romanian police have confirmed that the former tourism minister Elena Udrea and the former head of the Directorate for Investigating Organized Crime and Terrorism (DIICOT), Alina Bica, have been detained in Costa Rica. They have been placed under pre-trial arrest for two months. The two women have applied for asylum in Costa Rica. Udrea and Bica were under investigation, surveillance and monitoring by the Costa Rican authorities, as they were wanted internationally by Interpol, following the sentences they had received in Romania. For a long time seen as the most influential character in the former president Traian Basescus entourage, Udrea received from the High Court of Cassation and Justice a final 6-year prison sentence for bribe taking and abuse of office. The same court sentenced Bica to 4 years in prison, in a case in which she was accused of aiding and abetting a criminal.



    Referendum to revise the Constitution


    Some 19 million Romanian voters are called to the polls on Saturday and Sunday to vote in a referendum on redefining family in the Romanian Constitution, to say whether they agree to see the definition in the Constitution, which currently reads “the consented marriage between spouses, changed into “the consented marriage between a man and a woman. The draft has been voted in Parliament. Over 18,600 polling stations are set up at national level. 378 other polling stations have been opened for the Romanians living abroad. More than half of them have been set up at the diplomatic missions, consular offices and cultural institutes abroad, and the rest of them in other locations. Most polling stations have been opened in Italy, Spain, the Republic of Moldova, the US, Great Britain, France and Germany. For the referendum to be valid, at least 30% of the voters registered on permanent electoral lists must take part, and at least 25% of the votes must be valid.

    Débat au Parlement européen sur la situation de l’Etat de droit en Roumanie.

    La situation de l’Etat de droit en Roumanie, notamment les récentes modifications opérées dans les lois de la justice par la coalition PSD-ALDE au pouvoir à Bucarest, a fait, cette semaine, l’objet d’un débat au Parlement européen. La première ministre roumaine, Viorica Dăncilă, a été invitée, elle aussi, à Strasbourg. La Commission Européenne suit avec inquiétude les dernières évolutions de Roumanie, a déclaré le premier vice-président de la Commission, Frans Timmermans en lançant le débat au Parlement Européen sur la situation de l’Etat de droit en Roumanie. Evoquant les modifications controversées opérées par le pouvoir de Bucarest dans les lois régissant le fonctionnement de la justice ou encore la destitution de Laura Codruta Kovesi de son poste de cheffe du parquet roumain anticorruption, institution qui a eu une évaluation positive dans le dernier rapport MCV, le responsable européen a affirmé que la Roumanie a fait des pas en arrière en ce qui concerne la réforme du système judiciaire et la lutte contre la corruption. L’indépendance du système judiciaire et sa capacité de lutter contre la corruption sont essentiels pour une Roumanie forte au sein de l’UE, a souligné Frans Timmermans.

    La chef du gouvernement roumain, Viorica Dăncilă, a répliqué en affirmant qu’un système de justice viable devait être construit avant tout pour les citoyens, non pas pour les magistrats, les politiciens et les institutions. Elle a déclaré ne pas s’être présentée devant le Parlement européen pour rendre des comptes, mais par respect pour les institutions européennes et qu’elle s’attendait à ce que la Roumanie soit traitée comme les autres Etats membres.

    Mme Dăncilă a aussi parlé du Mécanisme de coopération et de vérification: « Ce Mécanisme a échoué dans la mission pour laquelle il a été créé et je demande officiellement à ce que l’on nous dise qui a rédigé les rapports du MCV, qui a fourni les données et a omis par négligence ou par mauvaise foi ces réalités inconcevables dans l’Union européenne. »

    Par ailleurs, dans son allocution devant le PE de Strasbourg, Mme Dancila a défendu la Gendarmerie roumaine, accusée d’avoir agi de manière disproportionnée lors de la manifestation antigouvernementale du 10 août dernier de Bucarest. Selon la cheffe du gouvernement roumain, les forces de l’ordre sont intervenues de la même manière dont ont agi les structures similaires d’autres Etats membres de l’Union. Le débat de Strasbourg a produit des réactions diverses parmi les eurodéputés roumains, qui, soit, ont critiqué la position exprimée par Frans Timmermans, soit se sont fait des reproches mutuels ou bien ont reproché d’autres choses au gouvernement de Bucarest. Dans la capitale de la Roumanie, les positions des représentants des partis parlementaires ont été, là encore, totalement divergentes. Les leaders des partis au pouvoir, le Parti social-démocrate et l’Alliance des libéraux et des démocrates, ont loué la prestation de la première ministre, tandis que le Parti national libéral et l’Union Sauvez la Roumanie, d’opposition, ont été d’avis que Mme Dăncilă avait présenté une réalité parallèle.

L’agenda des entretiens a comporté le stade des négociations et les étapes qui restent à franchir pour que le Royaume-Uni puisse quitter l’UE. Le président Klaus Iohannis a souligné qu’il était nécessaire de préserver l’unité des 27 Etats membres tout au long des négociations pour le Brexit. A son tour, Michel Barnier a rappelé le fait qu’en sa qualité d’Etat qui présidera le Conseil de l’UE au premier semestre de l’année prochaine, la Roumanie allait jouer un rôle important dans le déroulement des négociations sur les futures relations entre l’Union et le Royaume Uni. La première ministre Viorica Dăncilă a insisté sur le fait que la Roumanie accordait une attention spéciale au dossier du Brexit, en pensant à l’importante communauté roumaine installée en Grande Bretagne. Bucarest suivra attentivement la manière dont des dispositions de l’accord seront mises en œuvre, de sorte que tous les ressortissants roumains vivant au Royaume-Uni puissent continuer à y habiter, travailler et étudier dans les mêmes conditions qu’avant – a encore déclaré Viorica Dăncilă. Les Roumains constituent la deuxième minorité européenne du Royaume Uni, après les Polonais.

    La police roumaine a confirmé jeudi matin le fait que l’ex ministre du Tourisme, Elena Udrea, et l’ancienne cheffe du parquet antiterrorisme, Alina Bica, ont été arrêtées au Costa Rica, suite à des informations transmises par Bucarest. Selon des sources judiciaires, les deux femmes seront auditionnées par les juges. Vu que les deux ont déposé des demandes d’asile au Costa Rica, les juges pourraient ajourner la décision portant sur leur extradition. Elena Udrea et Alina Bica étaient investiguées et surveillées par les autorités costaricaines, étant poursuivies par l’Interpol suite aux condamnations reçues en Roumanie dans des dossiers de corruption. Longtemps considérée comme le personnage le plus influent de l’entourage de l’ancien président Traian Basescu, Elena Udrea a reçu de la part des juges de la Haute Cour de cassation et de justice de Roumanie une condamnation définitive de 6 ans de prison ferme pour acceptation de pots-de-vin et abus de fonction. La même instance a condamné définitivement Alina Bica à 4 ans de prison ferme pour favorisation de l’infracteur.

    Référendum pour la révision de la Constitution.

    Samedi et dimanche, près de 19 millions d’électeurs roumains sont appelés aux urnes pour dire s’ils sont d’accord avec la révision de la Constitution de leur pays, dans le sens de définir la famille comme une union librement consentie entre un homme et une femme au lieu de la définition actuelle d’« union entre deux époux ». Le projet de modification de la Constitution a déjà été adopté par le Parlement. Pour être valide, le référendum doit avoir une participation d’au moins 30% des électeurs et 25% de votes valides. Plus de 18.600 bureaux de vote seront ouverts en Roumanie et 378 seront mis en place à l’intention des Roumains de la diaspora, la plupart se trouvant en Italie, en Espagne, en République de Moldova, en France, en Allemagne et aux Etats-Unis. The initiators aim to define “family” as an institution based on the marriage of a man and a woman, rather than the marriage of spouses, as it is at present. The Parliament has passed a bill in this respect, based on a citizen initiative for which 3 million signatures have been raised. The referendum sparked fiery debates between the initiators, a Christian coalition primarily supported by the Romanian Orthodox Church, and the supporters of sexual minority rights. The Romanians living abroad may vote in 378 polls hosted by diplomatic missions, consular offices, cultural institutes and other locations. The largest number of polls abroad will be in Italy, Spain, the Republic of Moldova, the USA, UK, France and Germany. The referendum will be validated provided that at least 25% of the eligible voters cast valid votes.




    MEETING – Hungary supports Romania’s efforts to join the Organization for Economic Cooperation and Development (OECD), Hungarian Foreign Minister Peter Szijjarto said on Friday. The Hungarian official had a meeting on Friday with the Romanian Minister for the Business Environment, Trade and Entrepreneurship, Stefan Radu Oprea, on which occasion they discussed topics of mutual interest. Péter Szijjártó said Romania is his country’s second largest export market for which reason Hungary is interested in strengthening cooperation with Romania in a number of sectors.




    JUDICIARY — The former tourism minister Elena Udrea and the former chief of the anti-mafia prosecutor’s office (DIICOT) Alina Bica, will be detained for 2 months pending an extradition decision, said on Thursday the Interpol office in Costa Rica, where the 2 were apprehended. They had both filed asylum applications in that country. Elena Udrea has received a final 6-year prison sentence from the Supreme Court for bribe taking and abuse of office. The former head of the Directorate Investigating Organised Crime, Alina Bica, was in turn sentenced to 4 years in prison for aiding and abetting. Udrea and Bica are not the only former high-level officials that have fled the country to escape prison sentences for corruption offences. This is the case with the former mayor of Constanta, Radu Mazare, who is in Madagascar at present, and the former MP Sebastian Ghita, currently in Serbia.




    NOBEL — The Congolese gynecologist Denis Mukwege, who treated sex violence victims in his home country, and Nadia Murad, a Kurdish human rights activist having survived Islamic State sexual slavery, are the winners of this year’s Nobel Peace Prize. The Norwegian Nobel Committee explained that it has awarded the 2 “for their efforts to end the use of sexual violence as a weapon of war”. Both had a crucial contribution to raising awareness with respect to this type of war crimes and in fighting them. The Nobel season ends this Monday with the award of the Economy Prize in Stockholm.




    EDUCATION – UNESCO estimates that 69 million teachers are still needed around the world, in order to reach the education targets set for the year 2030. The shortage of teaching staff particularly affects vulnerable categories, girls, children with disabilities, refugees and migrants, children from poor rural communities or isolated areas, the organisation warns on the International Education Day, celebrated on Friday in Romania as well. In her message, PM Viorica Dăncilă said education is a chance for individual development and the foundation of a strong, developed country, with a voice heard at international level, like Romania. In turn, President Klaus Iohannis emphasised that the education system must provide youth with the skills required in the labour market, including in terms of adjusting to the challenges of a digital society.




    FRIGATE — “King Ferdinand” frigate is, as of Friday, under the Allied Sea Command (MARCOM) and carries out sea traffic surveillance missions in the Mediterranean, as part of Operation Sea Guardian, the Romanian Defence Ministry announced. Operation Sea Guardian was launched following the NATO Summit in Warsaw in 2016, to discourage threats against NATO partners, the said source added. The 240-strong crew of “King Ferdinand” frigate will conduct missions in the Mediterranean, thus confirming Romania’s status as a security provider holding operational platforms deployable in various unstable regions in the world, where NATO military presence is required for security reasons. The frigate will conclude its missions in the Mediterranean in late October.




    GUAM — Chisinau hosted on Friday a meeting of the Organisation for Democracy and Economic Development — GUAM heads of government. The organisation comprises the former Soviet republics of Georgia, Ukraine, Azerbaijan and the Republic of Moldova. Participants discussed topics of mutual interest for the member states, with a view to improving cooperation between the 4 states. Moldovan PM Pavel Filip announced the initiation of talks regarding the setting up of a free trade area between the four states, of a common transport corridor and the prospect of removing roaming tariffs. The Moldovan official also emphasized the importance of cooperation in ensuring peace in the region. On the sidelines of the summit, the Moldovan PM Pavel Filip had meetings with his counterpart in Ukraine and Georgia, Volodimir Groisman and Mamuka Bakhtadze, and with the deputy PM of Azerbaijan, Ali Akhmedov. The Republic of Moldova this year is holding the rotating presidency of GUAM, an organisation created in 1997 as an alternative to the Community of Independent States.

The 240-strong crew of “King Ferdinand frigate will conduct missions in the Mediterranean, thus confirming Romanias status as a security provider holding operational platforms deployable in various unstable regions in the world, where NATO military presence is required for security reasons. The frigate will conclude its missions in the Mediterranean in late October.




    GUAM – Chisinau is hosting today a meeting of the Organisation for Democracy and Economic Development – GUAM heads of government. The organisation comprises the former Soviet republics of Georgia, Ukraine, Azerbaijan and the Republic of Moldova. Participants will discuss topics of mutual interest for the member states, with a view to improving cooperation between the 4 states, and will sign a cooperation protocol in the field of customs, Chisinau announced. On the sidelines of the summit, the Moldovan PM Pavel Filip will have meetings with his counterpart in Ukraine and Georgia, Volodimir Groisman and Mamuka Bakhtadze, and with the deputy PM of Azerbaijan, Ali Akhmedov. The Republic of Moldova this year is holding the rotating presidency of GUAM, an organisation created in 1997 as an alternative to the Community of Independent States.

    JUSTICE – Romanias President, Klaus Iohannis, on Thursday signed the decree under which he promulgated the controversial law on the functioning of the Superior Council of Magistracy. The president has however reiterated that he does not support the changes brought to the bill, which alongside the Law on the judicial organisation, promulgated in July and the one on the status of magistrates, is part of a package called the Justice Laws. The president claims the changes brought to the existing legal framework in the field of justice is a downfall for democracy in Romania. The president requests that the three laws be re-analysed. We recall that the Justice Laws, in the form proposed and adopted by the ruling majority made up of the Social Democratic Party-the Alliance of Liberals and Democrats have been criticised by civil society, also through large protests, and by the Opposition, and have made the subject of significant reproaches by the European institutions. This week, the First Vice-President of the European Commission, Frans Timmermans, has said in the European Parliament during a debate on the rule of law in Romania, that the country has taken steps backwards in the reform of the judiciary and the fight against corruption, also through the changes brought to the Justice Laws.



    CORRUPTION – The Romanian police have confirmed that the former tourism minister Elena Udrea and the former head of the Directorate for Investigating Organised Crime and Terrorism (DIICOT), Alina Bica, have been detained in Costa Rica, following intelligence sent from Bucharest. According to judicial sources, the two are to be heard in court. They have applied for asylum in Costa Rica, and that is why judges might postpone a decision regarding their extradition. Udrea and Bica were under investigation, surveillance and monitoring by the Costa Rican authorities, as they were wanted internationally by Interpol, following the sentences they had received in Romania for corruption. For a long time seen as the most influential character in the former president Traian Basescus entourage, Udrea received from the High Court of Cassation and Justice a final 6-year prison sentence for bribe taking and abuse of office. The same court sentenced Bica to 4 years in prison, in a case in which she was accused of aiding and abetting a criminal.



    NATO- Bucharest will pay special heed to strengthening transatlantic relations, during the Romanian presidency of the EU Council, in the first half of 2019, defence minister Mihai Fifor has said in Brussels. Attending the NATO defence ministers meeting in Brussels, minister Fifor has drawn attention to the importance of fighting hybrid and cyber attacks and underlined the importance of military mobility, a domain in which Romania supports the idea of adopting common NATO-EU standards. On Wednesday, the first day of the meeting, the participants analysed the stage of implementation of the decisions made by the allies at the July summit in Poland and assessed NATOs relation with Georgia.



    REFERENDUM – The campaign for the referendum on redefining family in the Romanian Constitution, due on October 6-7 ends on Friday, 7 a.m. local time. Romanian citizens are called to the polls to say whether they agree to see the definition in the Constitution, which currently reads ‘the consented marriage between spouses, changed into ‘the consented marriage between a man and a woman, the definition proposed by Parliament. The initiative to change the phrasing in the Constitution came from the Coalition for Family, which comprises several Christian organizations. The coalition gathered 3 million signatures to support their initiative. The referendum has been criticized by associations that protect the rights of sexual minorities. For the referendum to be valid, at least 30% of the voters registered on electoral lists must take part, and 25% of the votes must be valid.



    CYBERCRIME – The Romanian Foreign Ministry expresses its solidarity with Great Britain, following Londons denouncement of hostile cyber actions. ‘Romania, in its capacity as EU and NATO member state, situated in the proximity of regions marked by instability, is facing such challenges too reads a communiqué issued by the ministry. Bucharest has reconfirmed its commitment to supporting the fight against cyber attacks and has voiced interest in cooperating with Great Britain and the other allies in implementing firm and concrete measures aimed at preventing and curbing such phenomena. Previously, the British Foreign Secretary Jeremy Hunt had accused the Russian military intelligence services (GRU) of perpetrating cyber attacks against companies and institutions across the world. Hunt has also announced that Great Britain and its allies will discuss about imposing new sanctions on Russia.



    MONETARY POLICY – The Romanian Central Bank has decided to maintain the monetary policy interest rate at 2.5% per year, and the one for bank deposits at 1.5%. The interest rate for loans will stand at 3.5%. These interest rates are used in the relations between commercial banks and the Central Bank.     Bukarest: Der rumänische Staatspräsident Klaus Iohannis hat am Donnerstag das Dekret zur Inkraftsetzung des Gesetzes für die Funktionierung des Obersten Magistaratsrates unterzeichnet. Er hob hervor, er unterstütze nicht die Abänderungen der Justizgesetze. Iohannis behauptet, die Abänderungen des gesetztlichen Rahmens im Bereich Justiz stellen einen Rückschlag für die Demokratie in Rumänien dar und fordert die Wiederaufnahme des gesetzlichen Weges. Wir eininnern daran, dass die Justizgesetze, in der Form, die von der Regierungskoalition PSD-ALDE vorgeschlagen und gebilligt wurden, von der Zivilgesellschaft und der Opposition kritisiert wurden. Die Europäische Kommission verfolgt die jüngsten Entwicklungen in Rumänien mit Besorgnis – das sagte Kommission-Vizepräsident Frans Timmermans zum Auftakt einer Debatte im EP zur Lage in Rumänien. Das Land habe Rückschritte in der Justizreform und der Korruptionsbekämpfung gemacht, meinte er. Dazu gehören die umstrittenen Änderungen am StGB und an den Justizverwaltungsgesetzen und die Entlassung der Chefin der Antikorruptionsbehörde Laura Codruta Kövesi. Timmermans forderte die Behörden auf, die Kooperationsprotokolle der Staatsanwaltschaften mit den Geheimdiensten zu prüfen. Die Europäische Kommision werde die entsprechenden Schlüsse ziehen, wenn die Änderungen an den Vorschriften im Justizbereich trotz aller Einwände angenommen werden.



    Brüssel: Bukarest werde während seiner EU-Ratspräsidentschaft der Verstärkung der transatlantischen Beziehungen besondere Aufmerksamkeit schenken, so der rumänische Verteidigungsminister Mihai Fifor am Donnerstag in Brüssel. Dieser beteiligte sich an einem Treffen mit seinen Gegenübern aus den NATO-Staaten und hob die Bedeutung der Bekämpfung der Drohungen im Cyber–Bereich, sowie der militärischen Mobilität hervor. Rumänien unterstützt die Annahme von gemeinsamen NATO – EU Standarden. Am ersten Tag des Treffen haben die Teilnehmer die Lage der Umsetzung der Maßnahmen, die im Juli in Polen getroffen wurden, analysiert und haben die Beziehungen NATO- Georgien geprüft.



    Bukarest: Die Kampagne für das Referendum zur Ehedefinition in der rumänischen Verfassung geht am Freitag, 7 Uhr morgens zu Ende. Die Initiatoren der Volksbefragung, eine Bürgerinitiative von zumeist christlich-konservativen Organisationen, die etwa 3 Mio. Unterschriften dafür sammelte, wollen die Ehe ausdrücklich als rechtliche Vereinigung zwischen einem Mann und einer Frau in der Verfassung verankert sehen, die neue Definition wurde vom Parlament bereits verabschiedet. Mit diesem Vorstoß wollen sie die gleichgeschlechtliche Ehe verhindern, obwohl diese ohnehin im Bürgerlichen Gesetzbuch ausdrücklich verboten ist. Die Initiative wurde von Verbänden strak kritisiert, die für die Gleichberechtigung der Homosexuelle kämpfen. Ein Referendum wird in Rumänien validiert, wenn die Wahlbeteiligung bei 30% liegt und 25% der Stimmen deutlich ausgedrückt werden.



    Bukarest: Die rumänische Polizei hat am Donnerstag bestätigt, dass die ehemalige Tourismusministerin Elena Udrea und die ehemalige Chefin der Direktion für die Bekämpfung der organisierten Kriminalität und Terrorismus Alina Bica in Costa Rica festgenommen wurden. Die beiden sollen demnächt vor Gericht angehört werden. Udrea und Bica waren während des Ermittlungsverfahrens nach Costa Rica geflüchtet, wo sie politisches Asyl beantragt haben, die Richter könnten aus diesem Grund eine Entscheidung in Bezug auf deren Ausweisung vertagen. Udrea und Bica wurden von den Behörden in Costa Rica überwacht und monitorisiert, weil einen internationalen Haftbefehl auf ihren Namen ausgestellt wurde. In Rumänien wurde die ehemalige Tourismusministerin in einem prominenten Korruptionsfall zu sechs Jahren Haft wegen Amtsmissbrauch und Vorteilsnahme verurteilt. Elena Udrea ist ehemalige Vertraute des Ex-Präsidenten Traian Băsescu, diese Beziehung sei für sie laut Politikbeobachtern das Sprungbrett zum Amt der Tourismus-und Entwicklungministerin gewesen. Alina Bica wurde ebenfalls in einem Korruptionsverfahren zu vier Jahren Haft verurteilt.



    Bukarest: Die Nationalbank Rumäniens hat beschlossen, den Leitzins bei 2.5% im Jahr zu behalten, der Zinssatz für Kreditvergabe soll bei 3.5% liegen. Auch die aktuellen Niveaus der Mindestreserven für Passiva in der Nationalwährung Lei und in Fremdwährung für Kreditinstitutionen sollen ebenfalls beibehalten werden.     Sport: Der rumänische Handballmeister Dinamo Bucureşti hat sich in der Gruppe D der Champions League mit 32-31 gegen das finnische Team Riihimaen Cocks durchgesetzt. Dinamo belegt den zweiten Platz in der Gruppe mit 6 Punkten, genau wie die Polen von Orlen Wisla Plock. Im nächsten Spiel treffen die Bukarester im Heimspiel gegen die polnische Mannschaft am 14. Oktober. Im Damenhandball trifft der rumänische CSM Bukaret am Freitrag gegen die ungarische Mannschaft FTC Rail Cargo Budapest, ebenfalls in der ersten Saison der Champions League.

    Corruption – La police roumaine a confirmé jeudi matin le fait que l’ancienne ministre des Transports, Elena Udrea, et l’ancienne cheffe du parquet antiterrorisme, Alina Bica, ont été arrêtées au Costa Rica, suite des informations transmises par Bucarest. Selon des sources judiciaires, les deux femmes seront auditionnées par les juges. Vu que les deux ont déposé des demandes d’asile au Costa Rica, les juges pourraient ajourner la décision portant sur leur extradition. Elena Udrea et Alina Bica étaientt sous enquête et surveillées par les autorités costaricaines, étant poursuivies par l’Interpol suite aux condamnations reçues en Roumanie dans des dossiers de corruption. Longtemps considérée comme le personnage le plus influent de l’entourage de l’ancien président Traian Basescu, Elena Udrea a reçu de la part des juges de la Haute Cour de cassation et de justice de Roumanie une condamnation définitive de 6 ans de prison ferme pour acceptation de pots-de-vin et abus de fonction. La même instance a condamné définitivement Alina Bica à 4 ans de prison ferme pour favorisation de l’infracteur.

    Cyberattaques – Le ministère roumain des Affaires Etrangères exprime sa solidarité avec la Grande Bretagne qui a dénoncé « des actions cybernétiques hostiles ». « En tant qu’Etat membre de l’UE et de l’OTAN, situé à proximité des régions marquées par l’instabilité, la Roumanie doit relever, à son tour, des défis similaires », lit-on dans un communiqué de la diplomatie roumaine. Bucarest réaffirme ainsi son engagement de soutenir la lutte contre les attaques cybernétiques et fait part de son intérêt de coopérer avec la Grande Bretagne et les autres alliés et partenaires afin de mettre en place, de manière concertée, des mesures concrètes et fermes censées limiter et prévenir ces attaques. Antérieurement, le chef de la diplomatie britannique, Jeremy Hunt, avait accusé les services russes d’informations militaires de cyberattaques contre plusieurs institutions politiques et sportives, des compagnies et des médias du monde entier. « Aux côtés de nos alliés, nous découvrirons et nous répondrons aux tentatives des services russes d’informations militaires de miner l’ordre international », a mis en garde Jeremy Hunt.

    OTAN – La réunion des ministres de la Défense des pays membres de l’OTAN se poursuit à Bruxelles. Mercredi, les débats ont porté sur la mise en œuvre des décisions prises par les alliés lors du sommet de juillet dernier en Pologne, et sur les progrès enregistrés par Tbilissi dans la mise en place des mesures individualisées en matière de défense et de sécurité pour la Géorgie. Des sujets d’intérêt commun – dont la mobilité militaire ou la lutte contre les menaces hybrides et cybernétiques – ont été débattus avec les représentants de l’UE, de la Finlande et de la Suède, Etats neutres. La Roumanie est représentée aux débats par son ministre de la Défense, Mihai Fifor, qui aura aussi des rencontres bilatérales avec ses homologues du Canada, de Grande Bretagne, d’Italie, d’Espagne et de Turquie, ainsi qu’avec le général américain Curtis Scaparrotti, commandant suprême des forces alliées en Europe.

    Référendum – La campagne pour le référendum des 6 et 7 octobre prochains portant sur la redéfinition de la famille dans la Constitution de la Roumanie s’achève vendredi matin. Samedi et dimanche les Roumains sont appelés aux urnes pour dire s’ils sont d’accord – oui ou non – avec la définition de la famille en tant qu’union librement consentie entre un homme et une femme au lieu du syntagme actuel « union entre deux époux ». Notons que le Parlement a déjà voté en faveur du changement de cette définition et que la question à laquelle la population doit répondre est en fait si elle est d’accord avec la modification de la Constitution telle qu’elle a été adoptée par le Parlement. L’idée initiale appartient à la Coalition pour la Famille qui réunit plusieurs associations chrétiennes et qui a collecté plus de 3 millions de signatures favorables à cette nouvelle définition. Par contre, le référendum est vivement critiqué par les associations qui militent pour les droits des minorités sexuelles. Pour être validé, le référendum doit avoir une présence aux urnes d’au moins 30% des électeurs et 25% des votes valables.

    Banques – La Banque nationale de Roumanie a décidé de maintenir le taux directeur à 2,5% par an et le taux d’intérêt pour les dépôts bancaires à 1,5%. Elle a également fixé un taux d’intérêt de 3,5% pour les crédits. Ces taux seront utilisés dans les relations entre les banques commerciales avec la Banque Centrale. On a également maintenu les niveaux actuels des taux des réserves minimales obligatoires pour les passifs en lei et en devises des institutions de crédit.

    Rally — The leader of the Social Democratic Party, the main party in the governing coalition, and speaker of the Chamber of Deputies, Liviu Dragnea, announced the organization, on Saturday, of a rally against what they call abuses and violation of the rule of law principles. The Social Democrats point the finger to the existence of an illegitimate underground structure, which they generically called the ‘parallel state’ and which influences the decisions of the judiciary. On the eve of the rally, on Friday June 8 the High Court of Cassation and Justice might give its verdict in a case in which Dragnea is accused of corruption crimes. The National Anti-Corruption Directorate prosecutors asked the court for a sentence of 7 years and 5 months in prison for abuse of office and of 2 years and 6 months for intellectual forgery. They accuse Dragnea of having ordered the fictitious employment of two Social Democratic Party members at the Directorate for Social Assistance and Child Protection when he was president of the Teleorman county council. The two were paid from public money although they worked exclusively for the Social Democratic Party. In 2016, Dragnea received a definitive, suspended two-year sentence for attempted electoral fraud.



    Bute Gala— The High Court of Cassation and Justice in Bucharest might give its verdict in the so-called Bute Gala case on Tuesday. In this case the former minister of regional development Elena Udrea was sentenced, in a court of first instance, to 6 years in prison for bribe taking and abuse of office. She also has to pay around 3 million Euros worth of damages. In the same case, the former president of the Romanian Boxing Federation, Rudel Obreja, was sentenced to 5 years in prison while the former economy minister Ion Ariton was acquitted. According to the National Anti-Corruption Directorate prosecutors, Udrea coordinated a system through which people in her entourage received money from the representatives of certain companies, to guarantee them the payment, on time, of the works funded by the ministry she headed. Currently Elena Udrea is in Costa Rica where she has asked for political asylum.



    Chisinau — More than 100 mayors from the Republic of Moldova who have this year signed symbolic declarations for the union with neighboring Romania have called on the Romanian government and parliament to receive delegations from the unionist mayoralties and to set up an institution meant to coordinate their relationship. The signatories say the Romanian authorities have shown openness towards the issue and believe they have the moral right to ask for support from the state which they want to unite with. They also added that they would help gather signatures for the modification of the Romanian Constitution with the purpose of national reunion. The unionist mayors have made the appeal after, on Sunday, the candidate of the pro-European group Andrei Nastase won the early local elections for the Chisinau city hall after defeating the pro-Russian Socialist Ion Ceban.



    Motion — The Romanian Chamber of Deputies on Monday debated the simple motion tabled by the opposition Liberal Party against the Social Democrat minister of finance Eugen Teodorovici. Entitled ‘The fiscal mess of the Social Democrats and the Alliance of Liberals and Democrats will leave you without pension money’, the motion accuses the lack of predictability of the government measures in the fiscal domain as well as their intention to render Pension Pillar 2 optional. In reply, minister Teodorovici said that all the modifications adopted this year were aimed at simplifying procedures and diminishing administration costs. The simple motion will receive the final vote on Wednesday in the plenum meeting of the Chamber of Deputies.



    Tennis — The Romanian tennis player, Simona Halep, world’s no. 1 and 1st seed in Roland Garros, the year’s 2nd Grand Slam tournament, on Monday defeated the Belgian player Elise Mertens (16 WTA) 6-2, 6-1, in the eight finals. In the quarterfinals, Halep will play against the German Angelique Kerber (12 WTA) who defeated the French Caroline Garcia (7 WTA), 6-2, 6-3. Also on Monday in the women’s doubles the pair Mihaela Buzărnescu/Irina Maria defeated 6-4, 6-3 the American pair Jennifer Brady/Vania King thus reaching the quarterfinals. Next the Romanian pair will be up against the pair Hao-Ching Chan (Taiwan)/Zhaoxuan Yang (China), 8th seeded, who defeated the pair Sorana Cîrstea (Romania)/Sara Sorribes Tormo (Spain) in the eights finals 6-2, 6-4.



    Football — Romania’s national football team will take on the Finish eleven, on Tuesday, on home ground, in the southern city of Ploiesti, in a friendly match. Romania’s team, who failed to qualify to the World Cup this month, in Russia, played, last week, in Austria another friendly match against Chile, the en titre champion of South America, which they won 3-2. These are the last preparation matches of the Romanian footballers ahead of the newly created Nations League, where, in autumn, they will play in Group 4 of League C of the Nations’ League against Serbia, Montenegro and Lithuania.
