    SUMMIT – Romanian president Klaus Iohannis is attending the
    European Council meeting and the Euro Summit in extended format in Brussels on
    Thursday and Friday. High on the agenda for talks are the situation in Ukraine,
    a review of the Multiannual Financial Framework, economic aspects, migration
    and the EU’s foreign relations with emphasis on the crisis in the Middle East,
    the developments in the South Caucasus, Kosovo and Serbia and in Sahel. Regarding
    Ukraine, European leaders are expected to endorse, among other things, the EU’s
    multidimensional support and president Iohannis will underline Romania’s
    decision to carry on its support for Ukraine and plead for the continuation of
    the EU assistance to this country as long as it needs. The Romanian official is
    expected to support the opening of EU-accession talks for Ukraine and the
    Republic of Moldova by the end of this year. The Euro Summit will include talks
    about the economic situation at a European level.




    LAW – President Klaus Iohannis on Thursday
    ratified the law on fiscal and budget measures to ensure long-term financial
    sustainability. On September 26, the Government assumed responsibility over
    this law package, aimed at reducing the squandering of public spending and
    ending the way the powerful and the rich see themselves as untouchable, says
    Prime Minister Marcel Ciolacu. On September 29, USR and the Force of the Right
    in opposition as well as two Liberal MPs referred the law to the Constitutional
    Court, which rejected their notification. Under the new law, the VAT for
    certain goods and services will go up, in addition to the excise duties on
    cigarettes and alcohol. All employees are now expected to contribute to the
    health insurance budget. Public sector employees with incomes above 1,600 EUR
    will no longer receive holiday vouchers and food allowances, while the position
    of head of office will be eliminated. Workers in IT with incomes below 2,000
    EUR will be exempted from paying taxes. A special tax on luxury items such as
    real estate and vehicles will also be introduced. Large companies with
    turnovers beyond 50 mln EUR will pay an additional 1% tax on profit. Banks too
    will pay an additional tax of 2% per profit in 2024 and 2025.




    VISIT – Prime Minister Marcel Ciolacu paid a
    visit to Brussels on Thursday, meeting European Commissioner for Transport,
    Adina Vălean, and European Commissioner for Economic Affairs and Customs, Paolo
    Gentiloni. Talks focused on major reforms and investments using European
    funding, the recently adopted budget measures and Romania’s economic prospects.
    Commissioner Vălean referred to Romania’s record-high rate of EU fund
    absorption, saying she would work with Transport Minister Sorin Grindeanu to
    find ways to make additional funds available for large infrastructure projects.
    Prime Minister Marcel Ciolacu said he agreed with Paolo Gentiloni that Romania
    should continue to keep its budget deficit in check. The European Commission is
    a reliable partner for Romania, and we need to use all the available funds,
    Marcel Ciolacu also pointed out.




    TRANSPORT – The new bridge over the Danube, linking
    Giurgiu in Romania to Ruse in Bulgaria, should include both road and rail
    traffic, Transport Ministry State Secretary Ionuț Săvoiu said. This technical
    solution is also supported by the European Commissioner for Transport, Adina
    Vălean. The announcement follows in the context of long wait times on the
    Friendship Bridge on the Romanian-Bulgarian border, which is 70-year old and
    gets overcrowded. Talks are ongoing between the two states in order to kick off
    a feasibility study. The Bucharest-Giurgiu rail track, closed in 2005, is
    expected to reopen in spring next year. A new bridge of the Argeș River, in
    Grădiștea, will replace the one destroyed by the latest flash floods. The
    infrastructure department of the Romanian Railways announced it has secured 500
    mln EUR worth of EU funding to modernize and electrify the rail line linking
    Bucharest North Station to Giurgiu Station. (DB & VP)

    Romanian Prime Minister visits Israel

    High-profile
    politicians from all over the world have visited Israel or are about to in
    order to express solidarity with this country, hard hit by the Hamas terrorist
    attacks, looking of ways to avoid a regional war. Romania’s Prime Minister,
    Marcel Ciolacu, was also one of the European leaders that visited Israel on
    Tuesday. During his meeting with his Israeli counterpart, Benjamin Netanyahu,
    Prime Minister Ciolacu conveyed a message of compassion on behalf of Romanian
    society for the victims of the October 7 attack. Bucharest is concerned about
    the consequences of the terrible attacks on the civilian population, both
    Israelis and Palestinians, Marcel Ciolacu said, adding that Romania continues
    to promote peace and will stand with its allies in these troubled times.


    I decided to visit
    Israel today because, in such troubled times, such as the ones experienced
    today by the Israeli people, a country’s friends and partners must show their
    solidarity. Romanian society, the Israeli community in Romania and the Romanian
    community in Israel mourn the death of innocent women, children and youth,
    killed in the Hamas terrorist attack. Romania has firmly condemned the attacks
    in Israel, the atrocities committed by Hamas, a terrorist organization that
    holds the Palestinian population hostage to accomplish its extremist goals. The
    Romanian Parliament was one of the first legislative bodies among democratic
    states to adopt a resolution expressing solidarity with the State of Israel.


    Marcel Ciolacu called
    for the immediate release of all hostages and people abducted and for avoiding
    all acts of aggression, in particular targeting civilian population. The Prime
    Minister insisted on opening humanitarian corridors in Gaza and providing
    assistance to refugees. Marcel Ciolacu thanked Israeli authorities for taking action
    to support the repatriation of Romanian citizens. Over 2,000 Romanian nationals
    were brought home from Israel. The Foreign Ministry is monitoring another 350
    Romanians and their families in Gaza, of whom some 200 have called for
    assistance to get home. Prime Minister Benjamin Netanyahu assured his Romanian
    counterpart that Israeli authorities will do everything in their power to help
    evacuate Romanians from Gaza and thanked Romania for its show of solidarity.
    The civilized world should rally behind Israel in its fight to eradicate Hamas.
    No one could make peace with Daesh (The Islamic State, ISIS, e.n.), no one
    could make peace with Al-Qaeda, no one could make peace with the Nazis. They
    must be defeated, and then we shall have peace, the Israeli Prime Minister
    pointed out. At the special meeting of the European Council held by video
    conference, Romania’s president Klaus Iohannis strongly condemned the Hamas
    terrorist attacks in Israel. Romania unequivocally supports Israel’s legitimate
    right to defend itself, which should observe the standards of international
    humanitarian law, the Romanian president added. (VP)

    VISIT TO ISRAEL – Prime Minister
    Marcel Ciolacu is on a visit to Israel, where he is holding talks with Prime
    Minister Benjamin Netanyahu and representatives of the Romanian community,
    affected by the escalation of the security climate in the region. The Romanian
    official will also meet Menachem Hacohen, a great rabbi of the Jewish community
    in Romania over 1997-2011. I went to Israel to convey our message of
    solidarity with the Israeli people and our strong support for the Romanian
    community in this country. In these troubled times, Romania remains a pillar of
    stability and peace, defending democratic values and human rights and firmly
    combating terrorism, anti-Semitism, xenophobia and hate speech, Prime Minister
    Marcel Ciolacu said. Accompanying the Prime Minister’s delegation are also Defense
    Minister Angel Tîlvăr, Foreign Minister Luminița Odobescu, deputy Silviu
    Vexler, president of the Federation of Jewish Communities in Romania, as well
    as Romania’s Ambassador to Israel, Radu Ioanid.




    WAR IN GAZA – Romania’s
    president, Klaus Iohannis, is today attending a special meeting of the European
    Council, held by video conference and called by European Council president
    Charles Michel in the context of concerns the war between Israel and Hamas
    could exacerbate tensions between communities and trigger a new migratory wave
    towards Europe. We need to ensure assistance to affected civilians. We need to
    avoid the conflict from escalating by engaging all regional actors. The
    solution is sustainable peace based on a two-state solution. This conflict can
    breed tensions between our communities and amplify extremism. Finally, there is
    a major risk of migration and movements of a large number of people to
    neighboring countries, Charles Michel said.




    US SUPPORT FOR ISRAEL – US President Joe
    Biden will also travel to Israel on Wednesday for talks with the Israeli Prime
    Minister, Benjamin Netanyahu. Israel has a right to defend itself, State
    Secretary Antony Blinken said. President Biden is expected to reaffirm US
    solidarity with Israel ahead of this country’s planned offensive against Hamas
    militants in Gaza, Secretary Blinken also said. According to the US official,
    president Biden will be briefed concerning Israel’s operations, which are aimed
    at minimizing the loss of civilian lives and allowing humanitarian aid to reach
    Gaza before being intercepted by Hamas. In turn, Prime Minister Benjamin
    Netanyahu is holding talks with other leaders. The Israeli official talked to
    the Kremlin leader Vladimir Putin, who conveyed his condolences for the victims
    of the October 7 Hamas attack, condemning any and all attacks on the civilian
    population. Today, Germany’s chancellor Olaf Scholz is also expected to arrive
    in Israel to meet Prime Minister Netanyahu, president Herzog and Defense
    Minister yoav Gallant. Chancellor Scholz will also meet with the parents of the
    young German people held hostage in Gaza. Olaf Scholz is the first head of
    state to visit Israel to express solidarity with this country.




    ATTACK – The man suspected
    of killing two Swedish tourists yesterday night in Brussels has been detained
    this morning in the Belgian capital. A Federal Prosecutor’s Office spokesman
    told AFP the man was arrested after police officers opened fire, without
    however revealing his authority or mentioning if the attacker was wounded in
    the exchange. The attack had been claimed in an online video by an individual
    who said the attack was inspired by the Islamic State, which prompted the
    authorities to treat the incident as a terrorist attack and raise alert levels.
    The attacker could be of Tunisian origin, Belgian media writes.




    NATURAL GAS – Romania’s gas deposits are at full
    capacity, which means our country could get through the winter without gas
    imports, provided it is mild, Energy Minister Sebastian Burduja said. Romania
    can also provide assistance to the Republic of Moldova, if needed. Maintaining
    the cap on electricity and gas prices for household users is necessary in the
    context of the crisis in the Middle East impacting global energy markets,
    Minister Burduja went on to say. (VP)
