    NATO prepares for different scenarios

    According to a famous joke, NATO was created, a few years after the crushing of Nazism, to keep the Germans on their toes, the Soviets out of Europe and the Americans in. Three quarters of a century later, the joke has outlived its original context. Post-Soviet Russia has turned up the aggression again after regaining its murderous frenzy and appetite for new territories. Under the new Republican administration led by President Donald Trump, the United States seem less and less interested in guaranteeing the security of Europe, criticizing it for not investing enough in its own defense. These developments are creating anxiety especially on NATO’s Eastern Flank, in countries bordering either Russia or Ukraine invaded by Russian troops. This is also the case of Romania, which shares almost 650 kilometers of border with Ukraine.

     

    In a message meant to reassure his fellow countrymen, the interim president of Romania, Ilie Bolojan, said that NATO has prepared military scenarios for any security outcome that would affect member states, including those on the Eastern Flank. “There are, let’s say, strategic plans designed by NATO, including by the Romanian Army”, Ilie Bolojan said. The president recalled that France is designated as the framework nation for the defense of Romania and has troops on the ground. “The problem that arises is either an increase in the contribution of European countries in the current security context, which means that very little will change, or, in the second scenario, more responsibility from European countries, not just European Union members”, the interim president further noted. “In order to ensure its defense, Europe needs the United States of America”, Ilie Bolojan argued.

     

    According to Radio Romania’s correspondent in Brussels, citing NATO sources, the United States might withdraw part of its military deployed in Europe as early as this year. The move, the same sources add, would not aim to question the Alliance itself, but would be an incentive for Europeans to get involved more in deterrence and defense efforts. Washington currently has about 160,000 troops deployed outside the United States, and most of them, about 35,000, are stationed in Germany. According to local media, due to uncertainty generated by the Trump administration, the major groups in the European Parliament are preparing a document that will call on the EU to promote the creation of a so-called European pillar within NATO, which would act autonomously, whenever necessary. This group might also include Great Britain, Turkey, Norway and Iceland, states that are not currently in the European Union, but are otherwise members of NATO. (VP)

    SUMMIT – The interim president of Romania, Ilie Bolojan, on Thursday called for an increase of Europe’s role in maintaining peace on the continent, support for Ukraine and the increase of defense spending. On the sidelines of the special EU summit hosted by Brussels, president Bolojan discussed with the president of the European Commission, Ursula von der Leyen, Romania’s priorities in implementing the National Recovery and Resilience Plan and the increase of the absorption of European funds. “We also conveyed our support for the initiatives of the European Commission in the field of defense and competitiveness”, Ilie Bolojan wrote on social media. Upon meeting with the president of the European Parliament, Roberta Metsola, Ilie Bolojan said that Romania intends to continue the “excellent collaboration” with the community legislature. Ilie Bolojan attended an extraordinary European Council summit, where the heads of state and government of the European Union pledged to support Ukraine, in the context of US President Donald Trump’s foreign policy, and to spend more on defense. The head of the European Commission said that Europe is at a crossroads and stressed the importance of Europe defending itself through a massive increase in defense spending but also by helping Ukraine achieve a lasting and fair peace. The European Commission president presented an €800 billion EUR package devoted to defense investments. In turn, the president of the European Parliament, Roberta Metsola, assured European leaders that Parliament can move quickly and efficiently to respond to the unprecedented security challenges we see today. “Peace must guarantee freedom for Ukraine, security for Europe and deterrence for those who believe they can take it by force”, the European Parliament president further noted. Attending the summit in Brussels, the president of Ukraine, Volodymyr Zelenskyy, thanked the EU for its strong support.

     

    TREASON – Prosecutors with the Directorate Investigating Organized Crime and Terrorism Offences (DIICOT) have detained six individuals over charges of forming an organized crime group and treason. According to DIICOT, the defendants apparently set up a paramilitary organization and negotiated Romania’s exit from NATO with Russian agents. Prosecutors say that the organized crime group was structured like a military-type organization, with management ranks and operative personnel. Radu Theodoru, a retired general and 101-year-old war veteran, was also among the organization’s leaders. The group used online platforms to release video materials and recruit members. At the same time, it took steps to hold negotiations with foreign political and military actors regarding the replacing of the current constitutional order. In January, DIICOT also says, 2 of the defendants travelled to Moscow, where they came into contact with people willing to support the organization’s efforts to take over power in Romania.

     

    APPEAL – Magistrates on Thursday dismissed as unfounded the complaint filed by Călin Georgescu against the judicial control measure, in the investigation where he faces several charges. A former independent candidate in last year’s presidential election, Călin Georgescu was last week placed under judicial control by the Prosecutor General’s Office for a period of 60 days. He is subject to a number of interdictions, including the right to leave the country without the approval of judicial authorities. At the same time, Georgescu cannot post content of a legionary, fascist, anti-Semitic, racist or xenophobic nature on social media. Georgescu is being prosecuted for committing six crimes, the most serious being that of inciting actions against the constitutional order. Investigators claim that Georgescu had come up with a plan to destabilize the country after the Constitutional Court annulled the presidential election in December. The first round was won by Călin Georgescu. Meanwhile, prosecutors have raided new locations linked to the financing of his election campaign. Also on Thursday, the European Court of Human Rights rejected Călin Georgescu’s appeal challenging the annulment of the presidential election in Romania in December 2024. The decision is unanimous and final. Călin Georgescu recently announced that he will submit his candidacy for the presidential election in May with the Central Electoral Bureau on Friday.

     

    GOVERNMENT The Romanian government on Thursday passed several emergency orders, concerning, among other things, the healthcare reform and the spending of EU funds. In the field of healthcare, the government wants to improve regulations on public medical care for freelancers, on the taxation of medicines, on the organization and operation of medical offices and the granting of sick leaves. In a separate emergency order, the Romanian government earmarks the financing for certain local authorities to complete works to extend and upgrade natural gas infrastructure. Finally, the cabinet has also approved the amount of this year’s state aid for the livestock sector.

     

    MOLDOVA – The Republic of Moldova has been accepted into the Single Euro Payments Area (SEPA), the decision reflecting a confirmation of significant progress in the process of accession to the European Union, the National Bank of the Republic of Moldova has announced. According to the document, SEPA membership will facilitate faster, safer and more accessible international payments in Euro for Moldovan citizens and businesses. “Today’s decision consolidates our irreversible path towards European accession”, said the Governor of the National Bank of the Republic of Moldova, Anca Dragu. SEPA is a European system that facilitates cross-border payments in Euro, eliminating the differences between national and international payments. It includes all European Union countries, as well as other states. (VP)

    PROPOSAL – Romania’s Prime Minister Marcel Ciolacu has hailed the proposals announced by the European Commission president, Ursula von der Leyen, regarding the exemption of defense spending from the EU limitations on government borrowing. Marcel Ciolacu claims that Romania has constantly advocated for this solution. Von der Leyen proposed the creation of a new fund, which could mobilize almost €800 billion for defense investments at EU level, as well as for military aid for Ukraine.

     

    INVESTIGATION – The Florida Attorney General’s Office is officially investigating the British-American influencer Andrew Tate and his brother Tristan, after the two arrived in Florida last week, dpa reports. The Tate brothers are also being investigated in Romania for human trafficking and exploitation of young women. They were arrested in Romania in December 2022 and were initially subject to a ban on leaving the country. However, Romanian authorities eventually allowed them to leave, and the two went to Florida. According to the German news agency, their release is rumored to have been brokered by the Trump administration, but the White House leader has denied any involvement. Andrew Tate, a former kickboxer, has become a symbol of online misogyny in recent years, along with his brother Tristan. Romanian prosecutors accuse the two of coercing women to produce commercial videos with sexually explicit content. Investigations have revealed at least 34 alleged victims, including a 15-year-old girl. Both brothers deny any wrongdoing.

     

    PROTEST – Union members at the Damen Shipyard in Mangalia (southeast), an insolvent company, will protest on Friday in front of the Dutch embassy and the headquarters of the judicial administrator in Bucharest. The announcement was made by the local trade union, which stated that the action seeks to draw attention to the major crisis facing the shipyard, so that the conflict between the company’s shareholders is settled. The Romanian state owns the majority 51% package of the shipyard in Mangalia. The shipyard went insolvent in June 2024, and its activity has been suspended for over nine months, with most employees being put on furlough.

     

    APPEAL – The appeal filed by the former presidential candidate, pro-Russian extremist Călin Georgescu, against the prosecutors’ decision to place him under judicial control as part of an investigation where he faces six separate charges, including incitement to actions against the constitutional order, was heard today in Bucharest. The Prosecutor General’s office last Wednesday placed Georgescu under judicial control for 60 days, during which time several interdictions apply.

     

    TRAVEL FAIR – Romania’s tourist offers are promoted over March 4-6 at ITB Berlin, the world’s largest travel trade fair. Germany, Romania’s number one trade partner, is also the largest market for Romanian tourism, Economy Minister Bogdan Ivan says. Last year, Romania reported a 10% increase in the number of German tourists, totaling some 240 thousand. At ITB Berlin, Romania is promoted by means of cultural circuits, active and adventure tourism, holidays on the Black Sea coast and in the Danube Delta, rural tourism and city breaks. One of the top attractions this year is also the “George Enescu” International Festival. The 27th edition will be held over August 24 – September 21 in Bucharest, bringing together 4,000 musicians, reputed orchestras, conductors and soloists which are bound to turn Bucharest into the capital of classical music.

     

    FOOTBALL – Romania’s football champions, FCSB, on Thursday will take on Olympique Lyon of France at home in the round of 16 of Europa League. The return leg is scheduled for March 13 in France. The Bucharest club advanced to the round of 16 of Europa League after a two-leg win over PAOK Thessaloniki of Greece coached by Romanian Răzvan Lucescu. (VP)

    The brutal failure of American-Ukrainian talks on Friday in Washington leaves little room for illusions about the United States assuming a major role in the Ukrainian peace process. Those who must now assume such a role are Europeans themselves. Europe is going through a unique moment for its security, British Prime Minister Keir Starmer said on Sunday in London, hosting an informal summit attended by about fifteen allies of Ukraine, in the presence of president Volodymyr Zelenskyy. EU leaders pledged to do more for Europe’s security and arm themselves, but they also insisted on the need to maintain strong support from the United States. The meeting highlighted the difference in approach between US president Donald Trump, who wants a quick peace agreement between Russia and Ukraine, and European leaders, who seem willing to continue military support for Kyiv until it achieves a peace it deems convenient, AFP notes.

     

    Europe, Starmer argues, must do the heavy lifting, but to defend peace on our continent and to succeed, this effort must be strongly supported by the United States. Several European countries will increase their defense spending, NATO Secretary General Mark Rutte said. European Commission President Ursula von der Leyen, in turn argued that the EU must urgently rearm and prepare for the worst. The Commission president announced that she would present a comprehensive plan for EU rearmament at the extraordinary European summit on March 6, a plan that will also address the need for EU countries to obtain fiscal leeway to increase military spending. Summit participants discussed the need for comprehensive security guarantees for Ukraine in the future. Such guarantees, von der Leyen argues, must range from economic survival to military resilience.

     

    Shortly before the London summit, the British Prime Minister announced that he was working with French President Emmanuel Macron on a plan to end the fighting in Ukraine, a plan that would then be presented to the United States. The plan also involves a coalition of volunteers from European countries to provide Ukraine with security guarantees in the event of a peace agreement with Russia, but also benefit from US support. The interim president of Romania, Ilie Bolojan, also attended the London summit. The Romanian official confirmed that participants decided to maintain financial and military support for Kyiv until a ceasefire is agreed. European states must take on a greater burden for peace in Europe, and this implies increasing defense budgets. EU leaders agreed that security guarantees to Ukraine cannot be ensured without support from the US, president Bolojan further said. These security guarantees are not only for Ukraine, but are practically for the entire eastern flank, from the Baltic to the Black Sea, the Romanian official pointed out. (VP)

    MEETING – Romania’s Prime Minister, Marcel Ciolacu, is today meeting James O’Brien, US Assistant Secretary of State for European and Eurasian Affairs. On Monday, the US official visited Moldova, where he said that the development of transport infrastructure of Romania, Moldova and Ukraine will create development opportunities for the three states. On the sidelines of the QUINT ministerial meeting, Secretary O’Brien said that Russia’s attacks on Ukraine were designed to “devastate the economy of the region”. Attending the event in Chișinău were also the deputy Prime Minister and Minister for Infrastructure and Regional Development in Moldova, Vladimir Bolea, Romania’s Transport Minister, Sorin Grindeanu, deputy Minister for the Development of Communities, Territories and Infrastructure of Ukraine, Serhiy Derkach, as well as the head of the EU Directorate-General for Mobility and Transport, Magda Kopczynska.

     

    INFLATION – The annual inflation rate went up to 5.14% in December 2024 from 5.11% the previous month, amidst a 5.09% increase in the price of foodstuffs, 4.38% in the price for non-food products and 7.10% in the cost of services, according to National Statistics Institute data made public today. Compared to 2023, the annual inflation rate in December last year stood at 5.5%. The National Bank of Romania upgraded its inflation forecast for the end of 2024, from 4% previously to 4.9%, and estimates the inflation rate will go down to 3.5% at the end of 2025.

     

    SPENDING – Household spending went up in the third quarter of 2024. From the average income of roughly 1,650 EUR of a household, over three quarters are spent on taxes, food and utilities.  Conversely, spending for education and investments remains really low.

     

    CONVICTION – US president elect Donald Trump would have been convicted for his attempt to influence the result of the 2020 presidential election had he not won the 2024 ballot, a report drawn by Special Counsel Jack Smith made public by the Justice Department shows. According to the report, Trump was involved in an “unprecedented criminal effort” “to overturn the legitimate results of the election in order to retain power” in 2020. Donald Trump, who will return to the White House on January 20, was the target of a criminal investigation into the January 6, 2021 assault on the Capitol, when a crowd of supporters of Trump protested in Washington against Joe Biden’s win in the 2020 election. Special Counsel Jack Smith left the Justice Department last week, a few days after submitting his final report. Trump and another two individuals were suspected of having tried to prevent the report from being published, but the court ruled against their request.

     

    NATO – Europe cannot afford to suspend its defense cooperation with the United States, NATO Secretary General Mark Rutte has said. He explained that, without the United States, the EU would have to increase its defense spending four times, while military security would only be achieved some 15 years later. The NATO official urged EU lawmakers to stop considering the autonomy of the community bloc and instead come up with ways of cooperating more closely with the US on military spending and avoid a media war regarding the introduction of new taxes. To increase the share of national arms industries on global markets, Mark Rutte wants to increase defense spending, considering that the current reference level, 2% of the GDP, seems insufficient in the context of the war in Ukraine.

     

    CULTURE DAY – Employees of cultural institutions in Romania are expected to stay protests tomorrow on National Culture Day, demanding the payment of extra hours and a bonus for working weekends, equal pay for all employees in the sector as well as lifting the hiring freeze. National Culture Day will be celebrated in Romania, the Republic of Moldova as well as in Romanian communities abroad, this year marking 175 years since the birth of Romania’s greatest poet, Mihai Eminescu.

     

    TENNIS – Romanian tennis player Gabriela Ruse ousted another Romanian player, Irina Begu, 6-4, 6-0 in the opening round at the Australian Open on Tuesday. In the next round, Ruse will take on Madison Keys of the United States, who knocked out Ann Li of the USA in the first round. This is the second time Gabriela Ruse reaches the main draw in Melbourne after 2022. Another Romanian player, Jaqueline Cristian, is playing Lucia Bronzetti of Italy in the second round. (VP)

    VISIT – The president of Romania, Klaus
    Iohannis, on Wednesday met his German counterpart Frank-Walter Steinmeier who
    is paying a three-day state visit to Romania. The two presidents discussed
    political, security and economic cooperation and conveyed a joint message of
    solidarity with and support for Ukraine and of support for the Republic of
    Moldova. Klaus Iohannis expressed Romania’s appreciation for Germany’s firm
    support for Romania’s Schengen accession. In turn, president Steinmeier said
    Germany has long believed Romania belongs in Schengen. The German official also
    met with Prime Minister Nicolae Ciucă. The two highlighted the privileged
    status of Romanian-German relations, grounded on a consistent political
    dialogue and a robust economic collaboration. Prime Minister Ciucă hailed the
    activity of the over 25 thousand companies with German capital in Romania,
    which makes Germany the top investor in a number of major sectors of the
    Romanian economy.


    DEFENSE – Defense spending is an investment,
    a lesson Romania understands, Defense Minister Angel Tîlvăr has told Radio
    Romania. The current security context has highlighted a need to increase
    defense spending, the Romanian official said, arguing this allows Romania to
    access state-of-the-art technologies and capabilities and help ensure a climate
    of peace, predictability and stability. The Romanian official on Tuesday
    attended the EU Defense Ministers meeting in Brussels, discussing military aid
    to Ukraine. According to the EU’s chief of diplomacy, Josep Borrell, Member
    States have managed to deliver a quarter of shells promised for an entire year
    within just a few days. However, the next installment of military aid disbursed
    to Ukraine remains blocked due to opposition from Hungary. Attending the event,
    NATO Secretary General Jens Stoltenberg also referred to heavy tanks delivered
    to Kyiv by a number of allied states, as well as the training of Ukrainian
    pilots to fly F-16 jets.


    HEALTHCARE – A
    strike action in the healthcare system depends on how negotiations with
    government representatives will unfold, Leonard Bărăscu, the leader of the
    SANITAS Federation has said on Wednesday upon meeting with Chamber of Deputies
    Speaker Marcel Ciolacu, who is expected to be appointed Prime Minister in the
    upcoming period. Leonard Bărăscu said the salary law must be observed to the
    letter, while revenues for nurses, for instance, should be increased two-three
    times. Healthcare trade unions have announced a strike action on June 15.


    BOOKFEST – The Bookfest International Book Fair got under
    way in Bucharest in the presence of the Romanian minister for culture Lucian
    Romaşcanu and Italy’s ambassador to Romania Alfredo Maria Durante Mangoni.
    Italy is the fair’s guest country this year. On this occasion, Ambassador
    Mangoni said relations between Italy and Romania are very strong at all levels.
    Over 200 exhibitors from around the country and the neighboring Republic of
    Moldova, alongside foreign cultural institutes will be present every day until
    Sunday, according to the Book Publishers’ Association in Romania, the organizer
    of the event. Twelve Italian writers are taking part in book presentations and
    debates, almost half of them having already had their works translated into
    Romanian. A project co-funded by the ministry of culture, Bookfest also travels
    to Timişoara, Cluj-Napoca, Târgu Mureş, Braşov and Chişinău.


    TENNIS – Romania will play Serbia in the Billie
    Jean King Cup playoffs following Wednesday’s draw in London. The matches will
    be played in November, and the winner is set to play the preliminaries for the
    final tournament. The loser will play in Group I. In April, Romania lost to
    Slovenia 3-2 after leading 2-0, thus failing to qualify to the final

    Russia and terrorism are the biggest threats to global security, according to the NATO report for 2022, presented on Tuesday by the Secretary General of the Alliance, Jens Stoltenberg. He also mentioned China, which continues to challenge the Allies interests, security and values . In this context, he expressed his concern about the possibility that Beijing might start providing military aid to Russia. The NATO leader called on the member states, in the context of the current security challenges, to increase their defense budgets to more than 2% of the GDP.



    In fact, many of the member states have pledged to invest this percentage in military spending, but the threshold has been exceeded so far by only seven of the allies, that is, by a little more than a quarter of them. In this regard, Romania managed to rise up to 1.75% of the GDP, still being in the upper half of the ranking, in 11th place. The report also shows that the largest budget granted by the member states for defense, relative to the national GDP, is that of Greece – over 3.5% – followed by the United States.



    Moreover, more than half of the NATO budget was secured by the USA, which provided 70% of the Alliances expenses last year. According to official data, 2022 was the eighth consecutive year in which member states increased their defense budgets, by 350 billion dollars compared to 2014. With Russias war against Ukraine, the intention of the allies is to increase this spending. Jens Stoltenberg:


    “Many Allies have also announced significant defense spending increases since Russias invasion. Now these pledges must turn into real cash, contracts, and concrete equipment. Because defense spending underpins everything we do. (…) Our latest polling shows that 82% of people across the 30 NATO Allies believe it is important that North America and Europe work together for our shared security. And 61% agree that NATO membership makes an attack from a foreign nation less likely. NATO has enabled Europe and North America to live in peace for almost 75 years. But todays world is as dangerous as at any time since the Second World War.”



    In his report, Jens Stoltenberg also says that Russias attack on Ukraine actually hid the intention of President Vladimir Putin to weaken the unity of NATO and the European Union. A strategic mistake, the head of the Alliance says, because he underestimated the power of Ukraine and the unity of the allies in the two organizations. As a consequence, NATO now has a better military presence in the area, says Jens Stoltenberg, and the Alliance is preparing to welcome two new members – Finland and Sweden – which will double the length of NATOs border with Russia.


    It should also be mentioned that beyond the military part, the Alliance is currently carrying out actions to secure critical infrastructure, as well as response measures to hybrid threats in the context of technological advancement and digitization. (MI)

    The deterioration of
    the security context in Eastern Europe following the Russian invasion in
    Ukraine has prompted several countries to reexamine their defense capabilities.
    Romania too wants to increase its GDP contribution to defense spending to 2.5%.
    The measure could be submitted to Parliament for debate this week. Senate
    Speaker, Florin Cîțu, wrote on social media that this will ensure all coming
    governments will observe this budget. The increase of the defense budget was
    announced by president Klaus Iohannis following a meeting of the country’s
    Supreme Defense Council. He pointed out that, in the current security context,
    Romania needs to take concerted action in two directions: increasing the
    defense capabilities of the Romanian state and securing the country’s energy
    independence, in particular by developing sustainable and civilian nuclear
    energy sources.

    It is key to ensure better conditions for equipping our armed
    forces, so they should train better and increase the operational response
    capacity of the Romanian Army, helping it react to current and prospective
    security threats , the president point out. Defense Minister Vasile Dîncu in
    turn argues that increasing Romania’s defense capabilities is a complex
    objective in the medium- and long-term. The army has a strategic document, an
    ambitious equipping program aimed at procuring state-of-the-art military
    technologies and providing superior training to our human resources, the
    preparation of our territory and of the population for the defense of our
    homeland. 2.5% of the GDP will help achieve this target sooner than planned,
    before 2040, Dîncu pointed out. The
    Romanian defense minister said Romania is defending part of NATO’s eastern
    flank and is thus part of NATO’s plans to modernize its collective defense.
    Those who argue against defense, saying we should become military neutral, are
    mistaken, and the best evidence of that is the tragedy in Ukraine right now,
    Minister Dîncu pointed out.

    This week
    Parliament is expected to receive a law package on national security, which is
    expected to be adopted as a top priority. The director of the Romanian
    Intelligence Service, Eduard Hellvig, underlined the need to swiftly adopt
    these laws in order to create and streamline clear mechanisms required to
    manage prospective crises. Finally, MPs are also examining the Offshore Law
    aimed at greenlighting a number of important energy projects. (VP)

    Many states in the region are interesting in buying 8×8 armored modular vehicles, which will be manufactured in Bucharest, Defense Minister Mihai Fifor has told Radio Romania. The Romanian official says the authorities want to channel a large share of the 2% GDP defense spending to go to the defense industry. Romania could thus become an important producer and exporter of state-of-the-art weaponry. Mihai Fifor:



    We need to reset our defense industry by means of sustainable investment, so as to become a regional hub for weapons production. One of the major points in Romania’s national program aimed at modernizing the Romanian army refers to the 8×8 multi-role military vehicles, which will be produced at the Bucharest Armory. Many countries in the region are interested in becoming clients of this manufacturing plant, which is very good news”.



    The Defense Minister spoke in detail about two other programs meant to modernize Romania’s military. Minister Fifor says the first multi-role corvette made in Romania will become operational within three years. Shipyards in Romania could also manufacture as many as three military submarines. Mihai Fifor:



    VM TRACK: “Our submarine warfare program, which provides for building three submarines for the Romanian Navy, is an important step towards boosting the Romanian army’s warfare capabilities. We plan on manufacturing these submarines, as well as the four multi-role corvettes in a Romanian shipyard. In Thursday’s Government session we will pass a Government decree allowing us to launch the multi-role corvette program. The first corvette will be operational within three years”.


    A NATO member since 2004, Romania last year allotted 2% of its GDP to defense spending, a policy carried over in 2018 as well, aimed at ensuring the security of this geostrategic region. Mihai Fifor told us more:


    VM TRACK: “2018 is the second year in a row when Romania allots 2% of its GDP to defense. Whereas in 2017 we tried to spend this amount as efficiently as possible, in 2018 we need to show maturity in achieving our goals”.


    According to the Romanian Defense Minister, 2018 is an important year, as Romania will play host to a NATO summit in July, devoted to security in the Black Sea region.
