    The world’s top-flight rugby
    competition, the World Cup or the Webb Ellis Cup, kick-starts on Friday,
    September 8th, 2023. It is hosted this year by 9 cities across
    France. The current edition is the 10th edition of the competition
    that has been organized since 1987, while for Romania it is the 9th
    time the national squad takes part in the World Cup. The 20 teams are
    distributed in four groups. The national squad has been included in Group B,
    alongside defending world champions and the world’s number 2 team, South Africa,
    top-of the table team, Ireland, 5th-placed team, Scotland,
    and 15th-placed team, Tonga.
    According to the World Rugby ranking,
    Romania is 19th placed.

    A 33-strong delegation travels to France. 9
    rugby players are signed up by French teams. Two rugby players from Tonga, one
    from Australia and one from New Zealand have also been included in the Romanian
    delegation. According to the World Cup ranking, Romania is 19th-placed.
    The city of Bordeaux will host the Romanian delegation and it is also in Bordeaux
    that Romania plays its debut game, the fixture against Ireland. Romania earned
    its place in the history of the World Cup in 2015 for the most spectacular comeback
    during a game. With Canada having a 15-nil lead at half time, Romania braced up
    and eventually won the match, 17-15.


    On Saturday, Romania’s national
    football team plays Israel, while on Tuesday, September 12, Romania takes on Kosovo,
    with both fixtures being scheduled on home turf in Bucharest. The fixtures
    count towards the 1st qualifying group for the 2024 edition of the
    European championship hosted by Germany. Head-coach Edward Iordănescu summoned
    26 footballers, of which 13 play abroad, while other 13 play in the domestic
    championship. Romania plays alongside Switzerland, Israel, Belarus, Kosovo and Andorra.
    So far, Romania has defeated Andorra, 2-nil, away, and Belarus, 2-1, on home
    turf. Romania was held to a blank draw by Kosovo and drew against Switzerland,
    2-all, with both fixtures being played away from home. Switzerland is at the
    top of the table in the group, followed by Romania, with 8 points and Israel,
    with 7 points. Following in descending order are Belarus, with 3 points, Kosovo
    also with 3 points and Andorra, with 1 point. On Saturday, Kosovo takes on
    Switzerland.

    The Romanian Revolution, 33 years ago



    Ceremonies commemorating the heroes of the anti-communist Revolution of 1989 were organized, this week, in Romania. In the big cities, religious and wreath-laying ceremonies took place in the significant places for the historical moments that occurred 33 years ago. President Klaus Iohannis laid a wreath at the roadside monument in the University Square in the center of Bucharest, where he also observed a moment of silence. We remind you that the Romanian anti-communist Revolution started on December 16 in the city of Timisoara (west), to later extend to Bucharest and other cities. In the capital, the uprising that led to the fall of the communist regime broke out on December 21, with a large rally organized by Nicolae Ceauşescu, in the hope that he would be able to calm the population and remain at the helm of the country. After the failed rally, the revolt extended across Bucharest. Demonstrations against the regime took place, to which the law enforcement forces responded also by shooting at the demonstrators, killing around 50 people, injuring several dozen and arresting more than 1,000 people. Despite the reprisals, the demonstrations resumed on December 22, and the street pressure made the former dictator Nicolae Ceauşescu flee in a helicopter from the roof of the former Central Committee of the Romanian Communist Party. All in all, more than 1,000 people died and around 3,000 were injured in the fighting that took place in the only country in Eastern Europe where the regime change included a bloodshed.



    Visit of the President of the European Parliament to Bucharest



    ‘There is no justifiable reason not to welcome Romania and Bulgaria into the Schengen area, because all the conditions for accession are met the President of the European Parliament, Roberta Metsola said, on Monday, in Bucharest. In a press conference with President Klaus Iohannis, she also stated that efforts were being made for this situation to be solved as soon as possible, even next year. ‘The external border of the European Union is defended.     Romanian delegation in South Korea



    A Romanian official delegation, which included several ministers, as well as the Prime Minister Nicolae Ciucă and the Speaker of the Chamber of Deputies, Marcel Ciolacu, visited South Korea this week. Romania is interested in the development of major economic projects alongside the big Korean companies, in essential fields such as: transport, energy, defense, the IT industry, ITNs and semiconductors. Defense and energy industries dominated the talks with the South Korean officials, including the Prime Minister Han Duck-soo. They also approached such issues as how to manage the situation generated by the Russian aggression in Ukraine, security in the region and cooperation between NATO and South Korea. The Romanian delegation also had a meeting with the representatives of the Romanian community, to whom the Prime Minister conveyed his appreciation for the way in which they managed to integrate into that society, keeping, at the same time, the identity, language, culture and values ​​of their native country close to their hearts.



    The Romanian FM Bogdan Aurescu pays visit to Chisinau



    Romania will continue to support the neighboring Republic of Moldova (with a majority Romanian-speaking population) in order to successfully overcome the crises which it is facing, the Romanian FM Bogdan Aurescu reiterated, on Monday, in Chisinau. The Romanian official had meetings with the president Maia Sandu, the prime minister Natalia Gavrilița, with his counterpart Nicu Popescu and with the president of the Parliament, Igor Grosu. The two sides emphasized the importance of developing electricity interconnections between the two states, of streamlining cross-border traffic, including through the construction of bridges over the Prut River. They also discussed the implementation of the agreement regarding the non-refundable financial assistance worth 100 million Euros Bucharest offered to Chisinau, as well as about the operationalization of the support platform for the Republic of Moldova, initiated by Minister Aurescu with his German and French counterparts. The European path of the Republic of Moldova and Romania’s concrete support for achieving this goal, including through the opening of EU accession negotiations, were also on the agenda.



    High-level Romanian-Portuguese talks



    The presence of the Portuguese soldiers from the South-East Multinational Brigade in Caracal (south), together with soldiers from North Macedonia and other allies, has an important contribution to strengthening Romania’s defense and security, said President Klaus Iohannis on the occasion of his visit to the ‘Olt Training Battalion 1, in Caracal, on Tuesday, where he was accompanied by his Portuguese counterpart, Marcelo Rebelo de Sousa. The high-level discussions focused on the security situation in Ukraine, with an emphasis on the intensification of humanitarian assistance to the neighboring country, as well as on support in facilitating grain exports. The two presidents also discussed the intensification of Romanian-Portuguese cooperation in the fields of defense, economy, trade, the digital agenda, renewable energy sources, health and education. Ionela Cozmiuc won gold in the women’s lightweight race. Marius Cozmiuc and Sergiu Bejan, in the men’s double sculls, then Ancuţa Bodnar and Simona Radiş, in the women’s pair, won gold. Also gold went to Romanian women’s coxed eight crew. Having won the world title in the women’s pair, Simona Radis was a member of the coxed eight crew, and, for a second time around, won the gold medal. Radio Romania International was spoiled for choice this week, since it had no less than 13 world champions to choose from, in a bid to designate the Athlete of the week.



    Simona Radiș was born on April 5, 1999 in northern Romania’s Botosani. She is currently signed up by Steaua Bucharest sports club. For three years now, Simona’s stunning performances so far have been possible only pairing up with Ancuta Bodnar in the lightweight women’s pair boat. Their first notable performance occurred in early June 2019, when Radis and Bodnar walked away with gold at the European Championships held in Lucerne, Switzerland. Then in September 2019, the two world the silver medals at the World Championships in Linz, Austria. At the subsequent major competitions, that is in Poland’s Poznan, in 2020 and in Varese, Italy, in 2021, Ancuta Bodnar and Simona Radiş won gold. Also in 2021, the two won the Romanian delegation’s only Olympic title, at the Tokyo Olympics. In 2022, Radis and Bodnar won another European title in Munich and, fairly recently the gold medals in Racice. (EN)

Nevertheless, Romania does not have a place among the countries where the winter sports are developed. There are a few certified slopes, whether we speak about ski, bobsleigh or luge slopes. Preparing for and taking part in competitions is quite expensive, which is another hindrance for the winter sports athletes trying to prove themselves. Notwithstanding, as of late, Romanians results at international level have given us all a little bit of hope. A case in point is 27-year-old skier Ania Caill, a specialist in alpine skiing. Last week, Caill stepped onto a step of the podium several times as part of the competitions held in Italys Val Gardena. Were speaking about the International Ski Federations alpine skiing circuit competitions. In both downhill events she competed in on Wednesday, Caill came in 3rd. Then on Thursday, in the giant slalom, Ania Caill came in 2nd. Reason enough for Radio Romania International to designate Caill the Athlete of the week.



    Ania Monica Germaine Caill was born in France in Limoges, on October 27, 1995. Her mother is Romanian, so Ana Caill has a double Romanian-French citizenship. Until 2011, she competed for France. However, in 2012 she decided to compete for Romania. Ania participated in the 2014 edition of the Winter Olympics held in Sochi, Russia, as well as in the Olympic Games held in South Koreas Pyeongchang, in 2018. Her performance back then was lackluster. In 2022, Ania Caills points in international competitions earned Romania a position in alpine skiing as part of the Beijing Olympics. However, Ania Caill was denied inclusion in the Romanian delegation. Nevertheless, Ania Caill is the best-placed Romanian according to the alpine skiing world rankings.

    a couple of days away from the kick-start of the Olympic Games in Tokyo.
    Romania has sent a 101-strong delegation to the upcoming edition of the
    Olympics. In 17 sports disciplines, 46 athletes will be competing in the women’s
    version of the games, and 55 in the men’s version. Our athletes are set to
    prove their mettle in swimming, athletics, rowing, football, artistic
    gymnastics, 3-on-3 women’s basketball, cycling, wrestling, shooting sports,
    canoeing, table tennis, boxing, judo, archery and lawn tennis.


    Also included
    in the delegation are 9 substitute athletes and 40 head-coaches. Footballers at
    the first ones to enter the competition, one day before the Olympics’ opening
    ceremony. On July 22, our national team goes against Honduras.


    The
    European officials have made public the fact that in a written message
    dispatched to the president of the International Olympic Committee, Thomas
    Bach, they demanded that the European Union flag should accompany the Slovenian
    delegation at the opening ceremony held in Tokyo on Friday. Signing the letter
    were the European Commission’s Vice-president, Margaritis Schinas, and
    Slovenian prime Minister Janez Jansa. We recall that Slovenia has taken over
    the Union’s rotating presidency as of July the 1st this year.


    Horia
    Tecău and Kevin Krawietz were defeated in the men’s doubles final in the
    Hamburg tennis tournament, an event with 1, 030, 900 Euro in prize money all told.
    The pair made of Germany’s Tim Puetz and Michael Venus of New Zealand secured a
    6-3, 6-7, 10-8 win against the Romanian-German pair. It was for the fourth time
    when Tecău and Krawietz teamed up for a final fixture, and their second match
    on a clay court. Tecau and Krawietz won their only title together in June this
    year, in Halle, on a grass court. Tecau and Krawietz played the final of the
    Rotterdam tournament on a hard court. They played another final in Barcelona,
    on a clay court.


    A new
    edition of the Romanian League One domestic football championship kick-started
    late last week. On Thursday, FC Botosani held FCSB to a blank draw. On Friday,
    Sepsi Sfantu Gheorghe grabbed a 2-nil home win against Academica Clinceni. Also
    on Friday, holders CFR Cluj secured a 3-2 win against FC U Craiova. On
    Saturday, Gaz Metan Medias won the game they played against CS Mioveni, 1-nil,
    while Universitatea Craiova grabbed a 1-nil home win against FC Arges.


    On
    Sunday, UTA Arad ended in a blank draw the home fixture against Farul
    Constanta. In a match hosted by the National Arena in Bucharest, Rapid defeated
    Chindia Targoviste, 1-nil.

    WTA number 1 tennis player for 64 weeks. Halep won two Grand Slam tournaments,
    in Roland Garros, in 2018, and in Wimbledon, in 2019. Simona Halep compelled
    recognition in 22 WTA tournaments. Simona participated in the London Olympics,
    in 2012, where she was eliminated from the competition’s very first round. Fears
    caused by the ZIKA virus kept Ms Halep away from the Rio Olympics, in 2016. Simona is currently 9th-placed, according to WTA rankings. We recall the Romanian
    sustained an injury during the Rome tournament in May this year. Simona Halep has
    not recovered fully recovered, so she is set on letting everybody know she
    shall not be putting too much stretch on herself. Halep will not have her
    comeback on court earlier than August 2021, when she will be participating in
    the Cincinnati tournament, most likely.


    Romanian

All candidates, except for the ones nominated for labour minister and minister for public works, development and administration, were greenlighted by MPs. On Tuesday, all candidates except for the one nominated for finance minister were also approved by the relevant parliamentary committees. However, the parliamentary committees only have consultative powers, and the decisive vote is scheduled for Monday, November 4. In order to replace the Social Democrat Viorica Dancilas Cabinet, dismissed on October 10 following a no-confidence vote in Parliament, Ludovic Orbans team needs at least 233 votes. To this end, the PM designate and president of the National Liberal Party, Ludovic Orban, has signed political agreements with Save Romania Union, the Democratic Union of Ethnic Hungarians, the Peoples Movement Party, the Alliance of Liberals and Democrats and MPs representing ethnic minorities. PRO Romania, a splinter from the Social Democratic Party, said they would decide on whether to vote on the new cabinet after the hearings, whereas the Social Democratic Party announced they would not take part in the vote.



    MISSION ‘Regele Ferdinand’ Frigate of the Romanian Navy, together with a Puma Naval helicopter and a Navy Special Operations unit are taking part until November 7th in a new NATO mission in the Mediterranean. The goal of Operation ‘Sea Guardian 19’ is to discourage illegal activities in the southern flank of NATO and the EU, by means of sea and air traffic monitoring. During the mission, the Romanian frigate will have stopovers in Haifa, Israel, and Limassol, Cyprus. The first stop was in the port of Aksaz, in the south of Turkey, followed by another one in Alexandria, Egypt, where a first meeting was held aboard, with members of the Romanian community in Egypt.



    MILITARY A military delegation from Bulgaria, headed by Gen. Major Mihail Dimitrov Popov, chief of staff of the Bulgarian Land Forces, is on an official visit to Romania between October 29 and 31. The host of the event is the chief of the Romanian Land Forces, gen. major Dorin Blaiu. The visit is intended on the one hand to assess the cooperation between the Romanian and Bulgarian land forces, and on the other hand to identify new fields and opportunities for future training. The agenda of the Bulgarian delegation also includes visits to the Romanian military units in Bucharest, Cincu and Sibiu (centre).



    ANTI-CORRUPTION The interim chief of the National Anti-Corruption Agency, Călin Nistor, has reported that over the past 4 years anti-corruption prosecutors sent to court over 900 individuals suspected of crimes against the financial interests of the European Union, in cases having caused combined losses of over 100 million euros. The chief prosecutor also said the acquittal rate in cases involving EU fund frauds is rather low, and added that Romanian courts have already sentenced more than 450 defendants and forced them to pay compensations of around 30 million euros.



    TENNIS In the Purple Group of the WTA Finals in Shenzhen (China), the Romanian Simona Halep (5 WTA) Wednesday lost 7-5, 6-3, to the Ukrainian Elina Svitolina, who moved up into the semi-finals. Simona Halep played the final of the tournament at her first participation in 2014, when she lost to the American Serena Williams (9 WTA). Also on Wednesday, the Romanian-born Canadian Bianca Andreescu (4 WTA) forfeited the match against Karolina Pliskova (2 WTA), after the Czech player had won the first set, 6-3. Andreescu stands no chances to qualify into the semis, even if she was fit to play the last group match on Friday, against the Ukrainian Elina Svitolina.

    Laura Codruța Kövesi — Le président français, Emmanuel Macron, a fait connaître au président roumain, Klaus Iohannis, le fait qu’il retirerait la candidature de Jean-François Bohnert et qu’il soutiendrait Laura Codruța Kövesi à la tête du Parquet européen. Les deux chefs d’Etat ont eu une discussion téléphonique vendredi, selon un communiqué de l’Administration présidentielle de Bucarest. Antérieurement, le Parlement européen avait reconfirmé son soutien à la candidature de Laura Codruta Kovesi, ancienne cheffe du Parquet national anticorruption de Roumanie, au poste de Procureur chef européen. Rappelons-le, au printemps dernier, le PE avait décidé de soutenir la candidate roumaine au poste de chef du Parquet européen, mais le Conseil de l’UE avait préféré le candidat français Jean-François Bohnert. Plusieurs rounds de négociations ont eu lieu depuis, sans pourtant que les deux institutions aboutissent à un résultat. Selon le règlement de fonctionnement du futur Parquet européen, le PE et le Conseil de l’UE doivent nommer d’un commun accord le procureur européen en chef, qui aura un mandat de 7 ans, non renouvelable.



    Délégation — Une délégation du ministère pour le Milieu d’affaires et le Commerce se trouve au Japon du 19 au 26 juillet, afin d’attirer les investisseurs nippons sur le marché roumain. Selon un communiqué du ministère, l’agenda de la visite comporte plusieurs rencontres et discussions à Osaka, Kobe, Kyoto et Tokyo, avec des responsables des institutions gouvernementales japonaises et des représentants du milieu d’affaires et bancaire japonais sur de nouvelles opportunités d’affaires dérivant de l’entrée en vigueur, en début d’année, de l’Accord de partenariat économique UE-Japon. Des rencontres avec des représentants de plusieurs compagnies nipponnes importantes sont également prévues. Les discussions seront ciblées sur l’identification et la mise en valeur des projets commerciaux et d’investissements d’intérêt commun. En 2018, les échanges commerciaux bilatéraux se sont montés à 710 millions d’euros. Les principaux produits roumains exportés au Japon sont le tabac, le bois, le miel, des sous-ensembles et des accessoires automobiles, des vêtements, des médicaments, et des équipements électriques. La Roumanie importe du Japon des véhicules, des machines et outillages, des produits métalliques, des produits chimiques, des instruments et appareils optiques et des appareils photo.



    Festival — La 11e édition du Festival du Film et d’Histoires se poursuit à Rasnov, au centre de la Roumanie. Jusqu’au 28 juillet, un espace nouveau, spécialement aménagé au centre de cette petite ville transylvaine accueillera des projections de films, spectacles de théâtre, concerts de musique baroque et de rock. A l’affiche également : des débats sur la révolution anticommuniste roumaine de décembre ’89, sur la liberté économique, sur la musique de la liberté, sur la liberté perdue et regagnée 30 ans après la chute du communisme, mais aussi sur la liberté en matière de cinéma. N’y manqueront non plus des sujets tels l’émigration roumaine, l’avenir de l’Europe après le Brexit, la numérisation de la société ou encore les minorités. On marquera également les 50 écoulés depuis le premier alunissage de l’homme et le 70e anniversaire de l’OTAN. L’édition de cette année du Festival du Film et d’Histoires de Rasnov accueillera aussi une Ecole d’été réunissant 72 étudiants et 23 lycéens roumains et moldaves.



    Exercice — La 10e édition de l’Exercice multinational « Eurasian Partnership MCM Dive » se déroulera du 22 au 26 juillet, à Constanta et dans des zones maritimes à proximité du littoral roumain de la mer Noire. Des dizaines de scaphandriers militaires de Roumanie, d’Azerbaïdjan, de Bulgarie, de Géorgie et des Etats-Unis effectueront des procédures opérationnelles de recherche et d’identification des dispositifs marins explosifs et exécuteront d’autres activités spécifiques. C’est le seul exercice multinational annuel organisé dans le bassin ouest de la mer Noire qui vise à renforcer l’instruction des scaphandriers militaires des Etats membres de l’OTAN et des pays signataires du Partenariat pour la Paix.



    Fête — Les chrétiens orthodoxes et catholiques de Roumanie célèbrent la Saint Elie. Les forces aériennes roumaines, dont il est le Saint patron, marquent cette fête par des cérémonies militaires et religieuses. Quelque 130 mille Roumains, selon le Registre de l’Etat civil, fêtent ce samedi leur jour du nom.



    Festival olympique – La Roumanie sera représentée par 103 sportifs à la 15e édition d’été du Festival olympique de la jeunesse européenne, qui se tiendra du 21 au 27 juillet à Bakou, capitale de l’Azerbaïdjan. Selon un communiqué du Comité olympique de Bucarest, les sportifs roumains, âgés de 14 à 18 ans, participeront à 8 épreuves des 10 figurant dans la compétition, à savoir athlétisme, cyclisme, gymnastique artistique, handball, natation, judo, lutte, tennis et volleyball.

    Colectiv – Ce mardi, 30 octobre, la Roumanie a marqué la troisième année écoulée depuis l’incendie du club Colectiv, de Bucarest, qui a coûté la vie à 64 personnes. Un an et demi après cette tragédie, un jeune grièvement blessé à l’époque s’est suicidé, portant le nombre de victimes à 65. Une messe commémorative et une projection de film ont lieu aujourd’hui à la mémoire de tous ceux morts dans cette tragédie. La production « On descend à la première », du réalisateur Tedy Necula raconte la réaction des voyageurs d’une rame de métro au lendemain de la tragédie du Colectiv. Le chef de l’Etat roumain, Klaus Iohannis s’est rendu sur les lieux de l’incendie pour déposer une couronne de fleurs, allumer une chandelle et observer un moment de silence

    Commissaire – L’absence de l’infrastructure routière peut s’expliquer par l’héritage historique, a affirmé mardi à Bucarest le commissaire européen à la politique régionale, Corina Cretu, lors d’une conférence de haut niveau, à Bucarest, sur l’avenir de la Politique de Cohésion. L’occasion pour la responsable européenne de mentionner que la Roumanie n’a pas eu de projets à mettre en place dès son premier jour d’appartenance à l’UE. Elle a également annoncé que l’Exécutif communautaire mettait à la disposition de la Roumanie, de la Bulgarie et de la Grèce une aide financière supplémentaire de 10% pour la période 2021 – 2027, attirant en même temps l’attention sur le fait que les autorités de Bucarest n’avaient pas utilisé l’argent communautaire pour des projets importants ni dans le domaine de l’infrastructure routière, ni dans celui de la santé. Et c’est toujours à Bucarest que ce trouvait mardi le commissaire européen chargé du budget et des ressources humaines, Gunther Oettinger, qui a rencontré la première ministre Viorica Dancila. Les discussions ont porté sur le Cadre financier pluriannuel, compétences relevant du domaine du commissaire Oettinger.

    F.M.I. – Une mission du Fonds monétaire International arrivera la semaine prochaine à Bucarest pour des entretiens avec les autorités roumaines et des acteurs de la société civile et du milieu d’affaires. Les thèmes qui seront abordés à l’occasion ont été présentés mardi lors d’un forum de spécialité par le représentant pour la Roumanie et la Bulgarie du FMI, Alejandro Hajdenberg. Il s’agit du cadre macroéconomique, du projet du budget pour l’année prochaine, ainsi que des progrès enregistrés dans l’implémentation des réformes structurelles. Alejandro Hajdenberg a annoncé que les estimations du Fonds font état d’une croissance de 4% du PIB de la Roumanie pour cette année, en recul par rapport à 2017. Il a précisé que le FMI table sur une diminution de l’inflation roumaine qui serait ramenée à 3,5% à la fin de cette année. En revanche les prévisions concernant le déficit sont plus sombres, le FMI l’estimant à 3,6% du PIB.

    Paris/Armistice – Le président roumain Klaus Iohannis va participer à Paris, les 10 et 11 novembre prochain à une série d’événements occasionnés par le Centenaire de l’Armistice, celui qui a mis un terme à la Grande Guerre, a informé mardi l’Administration présidentielle. Le chef de l’Etat sera présent aux côtés des autres chefs d’Etat des pays belligérants et des Etats qui avaient soutenus l’effort de guerre des belligérants à l’Arc de Triomphe, où se déroulera la cérémonie du Centenaire de l’Armistice. Klaus Iohannis participera à l’ouverture du Forum de Paris sur la Paix, initiative du président français, Emmanuel Macron, qui envisage de générer des projets concrets qui viennent soutenir le multilatéralisme et la coopération. A l’occasion, le chef de l’Etat roumain rencontrera des étudiants et des chercheurs d’origine roumaine, qui vivent et travaillent en région parisienne. La rencontre, dédiée à la contribution roumaine au développement de la science dans l’année du Centenaire, sera accueillie par l’Ambassade roumaine de Paris.

    Peste porcine – Un nouveau foyer de peste porcine africaine a été confirmé au département de Dolj (sud-ouest) ; le foyer a tout de suite été placé sous surveillance officielle, a fait savoir l’Autorité Nationale Sanitaire Vétérinaire. Jusqu’ici un millier de foyers ont été recensés dans 15 départements, et plus de 350.000 animaux ont été abattus. La Roumanie a demandé l’aide de l’UE pour compenser financièrement les éleveurs qui ont dû sacrifier leurs animaux. Notons que la peste porcine africaine n’affecte pas l’homme, mais uniquement les animaux, et a des conséquences économiques importantes. Le premier foyer a été dépisté en Roumanie en juillet 2017.

    Motion — Des milliers de Roumains sont à nouveau descendus dans la rue demandant la démission du gouvernement dirigé par Mme Viorica Dancila. Les manifestants craignent notamment que l’Exécutif n’adopte par décret d’urgence les modifications à la législation pénale, récemment votées. Le leader des sociaux — démocrates, Liviu Dragnea, a affirmé que les modifications ne seraient pas adoptées par décret d’urgence, mais qu’il souhaitait accélérer les procédures. Ces modifications font également l’objet de la motion de censure contre le gouvernement, lue ce lundi devant le plénum du Parlement et initiée par le Parti national libéral, d’opposition. Le vote de la motion est prévu mercredi. Selon l’opposition de droite, les mesures prises par l’actuel cabinet « ont détruit l’économie et la justice.»


    Et c’est toujours ce lundi que les députés et les sénateurs de Bucarest ont débattu d’une motion simple déposée par un autre parti d’opposition, à savoir l’Union Sauvez la Roumanie, qui demande la démission du ministre des Transports, Lucian Sova. Celui-ci est accusé d’incompétence et d’avoir bloqué les démarches destinées au financement des projets de construction d’autoroutes.



    Réunion — La Roumanie a été représentée lundi, à Luxembourg, au Conseil Affaires étrangères qui a réuni les ministres de la défense et des affaires étrangères des pays membres de l’UE, par Mircea Duşa, secrétaire d’Etat pour la politique de défense, de planification et les relations internationales. La réunion a débuté par la signature de la Déclaration d’intention concernant le projet de Coopération structurée permanente (CSP) en matière de défense cybernétique. La première session de travail a été consacrée aux progrès enregistrés pour ce qui est de la mise en place de la Stratégie globale de l’UE dans le domaine de la sécurité et de la défense. Les participants ont également approuvé le document de base portant sur les exigences en matière de mobilité militaire. Mircea Duşa a mis en exergue l’importance de l’initiative visant la mobilité militaire, dans l’actuel contexte stratégique où la réponse à toute menace sécuritaire consiste dans le déploiement rapide des forces à l’endroit et au moment opportuns. La deuxième session de travail, qui s’est déroulée en présence du secrétaire général de l’OTAN, Jens Stoltenberg, a été centrée sur le stade et les perspectives de coopération entre l’UE et l’Alliance. En marge de la réunion, le secrétaire d’Etat roumain a eu une entrevue avec Frederick Howe, ministre d’Etat à la défense, au sein de la Chambre des Lords du Parlement britannique. Les deux hommes ont discuté des modalités concrètes pour renforcer le Partenariat stratégique entre la Roumanie et le Royaume-Uni en matière de sécurité et de défense.



    Justice Une délégation de la Commission européenne effectue, trois jours durant, une nouvelle mission d’évaluation de la Roumanie dans le cadre du Mécanisme de coopération et de vérification (MCV). Elle doit étudier l’impact sur le système judiciaire des modifications apportées aux lois de la justice et aux codes pénaux. Le ministre de la Justice, Tudorel Toader, a déclaré avoir élaboré un document concernant les progrès enregistrés par la Roumanie en la matière.



    Chisinau — La Cour Suprême de Justice de la République de Moldova voisine a rejeté lundi la demande de récusation déposée par Andrei Năstase, le leader de la Plate-forme Justice et vérité. Les juges examinent la contestation de ce dernier de la décision d’annulation des élections anticipées à la mairie de la capitale moldave, Chisinau, émise antérieurement par deux tribunaux inférieurs. Rappelons-le, le 3 juin, le représentant de lopposition pro-européenne, Andrei Nastase, a remporté le deuxième scrutin des élections, devançant le russophile Ion Ceban. La décision des juges d’annuler les élections a causé des manifestations et des marches spontanées de protestation en République de Moldova. LUE et lambassade américaine à Chisinau ont aussi réagi, demandant que les procédures de contestation se déroulent de manière transparente. A Bucarest, le ministre des AE, Teodor Melescanu, a mis en garde contre le fait que lannulation des élections pourrait affecter la stabilité du pays. Lopposition de droite de Bucarest a elle aussi exprimé son soutien à Andrei Nastase.

    Visite – En
    visite au Vatican, la première ministre de la Roumanie, Viorica Dăncilă, s’est
    rendue ce dimanche à l’Accademia di Romania, à Rome, la plus ancienne
    institution culturelle roumaine à l’étranger, qui fête, cette année, son 96e
    anniversaire. Egalement, ce dimanche, la chef du gouvernement roumain a eu une
    conversation téléphonique avec l’évêque Siluan de l’Evêché orthodoxe roumain
    d’Italie, qui participait, à Paris, au congrès de la Métropolie orthodoxe
    roumaine d’Europe occidentale et méridionale. Au cours de cette conversation
    téléphonique, Mme Dăncilă a souligné plusieurs aspects liés à sa visite au
    Saint Siège et à l’audience accordée, vendredi, par le Pape François. Elle a
    apprécié l’appui de l’Eglise orthodoxe aux communautés roumaines de la
    diaspora, notamment d’Italie, soulignant l’importance des lieux de culte dans
    la vie des Roumains qui vivent à l’étranger. Au cours de cette conversation
    téléphonique, la première ministre a aussi souligné l’attention accordée par
    les autorités de Bucarest au respect des droits des communautés roumaines et au
    rôle des cultes religieux à la sauvegarde de l’identité spirituelle et
    linguistique.

    Entretien – Le
    président du Parti national libéral, principal parti d’opposition de Roumanie,
    Ludovic Orban, aura un entretien, à Berlin lundi, avec la chancelière allemande
    Angela Merkel. M Orban se trouvera à la tête d’une délégation des libéraux
    roumains, qui fera une visite de trois jours en Allemagne. A l’agenda,
    également, des rencontres avec des représentants du gouvernement fédéral pour
    le secteur de l’énergie et du milieu des affaires, avec des élus de l’Union
    chrétienne-démocrate (CDU) et avec des Roumains de la diaspora. Selon le Bureau
    de presse du PNL, cette visite est le résultat de la très bonne collaboration
    des libéraux roumains avec la CDU, dans le cadre du Parti populaire européen,
    et elle a lieu à l’invitation de la Fondation Konrad Adenauer.

    Handball – Les
    handballeuses du CSM Bucarest, club champion de Roumanie, ont
    remporté les médailles de bronze de la Ligue des champions de handball féminin, grâce à la victoire
    obtenue ce dimanche à Budapest devant les Russes de Rostov Don, sur le score
    final de 31 à 30. C’est pour la deuxième année de suite que les joueuses
    roumaines remportent le bronze dans cette compétition continentale qu’elles ont
    gagnée en 2016.

    Météo – Le temps deviendra instable en
