    Farul Constanţa is Romania’s new football
    champion. The team coached by Gheorghe Hagi has claimed the title a leg before
    the end of the championships’ play-off stage, with a 3-2 home win against FCSB,
    and put a distance of four points between them and the runner-up. Also in the last but one leg, CFR Cluj
    clinched a 2-1 win against Sepsi Sfantu Gheorghe. Rapid Bucharest will be up
    against Universitatea Craiova on Monday.




    On Friday Universitatea Cluj secured a 2-1 away
    win against Hermannstadt and FC Arges a 3-0 home win against Petrolul Ploiesti.
    Chindia Targoviste versus FC FC Voluntari ended in a draw, two-all. UTA also
    drew their game against FCU Craiova, one-all. On Saturday, FC Botosani trounced
    FC Mioveni 5-1 and the latter demoted to the second football league. And so did
    Chindia Targoviste. Two sides have advanced to the first league; they are Poli
    Iasi and Otelul Galati, from eastern Romania. UTA and FC Argeş will go into the
    play-offs with the sides on the fourth and fifth positions in the second
    league. FC Arges will be up against Dinamo Bucharest and UTA takes on Gloria
    Buzau.






    Romanian athletes have obtained good results in
    the first matches of the World Table Tennis Championships underway in Durban, South
    Africa. In the women’s singles, Andreea Dragoman has outperformed Szu-Yu Chen
    of Taiwan and Adina Diaconu defeated Goi Rui Xuan, of Singapore. In the men’s
    contest Eduard Ionescu lost to Simon Gauzy of France. Ovidiu Ionescu and
    Spanish Alvaro Robles have qualified for the round of 32 of the doubles contest
    without playing after the pair made up of Ramon Maxwell and Tyrese Knight, of Barbados
    didn’t show up. In the women’s doubles contest, Romanians Andreea Dragoman and Elizabeta
    Samara have qualified for the round of 32 after a win against the South African
    pair made up of Musfiquh Kalam and Lailaa Edwards.




    The Romanian- Spanish pair Adina Diaconu / Maria
    Xiao has also qualified after a win against Charlotte Lutz and Audrey Zarif of
    France. In the mixed-doubles, Ovidiu Ionescu and Bernadette Szőcs have qualified
    for the same round of 32 after a win against Ibrahim Gunduz and Sibel Altinkaya
    of Turkey.


    Unfortunately, Eduard Ionescu and Adina Diaconu
    lost to Simon Gauzy and Prithika Pavade of France. The latest medal obtained by
    a Romanian in the aforementioned competition was when Ovidiu Ionescu, world vice
    champion in the men’s doubles teamed up with Spanish Alvaro Robles in Budapest
    in 2019.

    Measures in the field of energy

    The war in the neighboring Ukraine and the
    energy crisis it caused in the entire Europe has prompted the authorities in
    Bucharest to look for legislative solutions to ensure electricity, gas and heat
    supplies towards both the population and the economic players. As legislation hasn’t
    always been coherent in this field, the rules of the game have often changed.
    In its session on Wednesday, the last this year, the government endorsed a new
    draft ordinance, which eliminates the affidavit on electricity consumption.




    Before the new law, owners of one or more
    households had to produce an affidavit, which caused confusion among natural
    persons and suppliers alike. For this reason, the ruling PSD-PNL-UDMR coalition
    has decided to eliminate the aforementioned document. Also on Wednesday, the government
    decided to eliminate the 10 eurocents fuel subsidy, which is no longer applied
    starting January 1st




    Prime Minister Nicolae Ciucă says the
    authorities are ready to again apply the measure if prices are going to exceed
    the citizens’ purchasing power.




    The executive has announced additional
    taxes for energy suppliers, which announced significant profits against the
    latest crisis. Under the new legislation, taxes rose by 60% in the case of the
    companies operational in the field of oil, gas and coal exploitation and
    deliveries, which reported huge profits this year.




    Mihai Diaconu, state secretary with the
    Finance Ministry explains, that the law will be applied only in the case of the
    companies whose average profit has risen 20% in the past 4 years. The
    government pledges the money coming from the aforementioned taxes will go to
    investments.




    However, representatives of the companies
    in the field have described the new measure as too harsh, adding that 33% would
    have been a decent percentage.


    The government has also postponed until
    October 31st next year the closing down of the coal-operated power
    plants as well as the coal exploitation facilities. According to the
    commitments Romania has assumed under the National Plan of Recovery and
    Resilience, the aforementioned facilities should have been closed down by the
    end of this year. To motivate its decision, the government has invoked the extremely
    difficult energy situation in Romania and the entire Europe, including through
    the latest Russian attacks on Ukraine’s power infrastructure.

    Measures to subsidize fuel prices

    The government
    in Bucharest on Thursday passed a bill for 0.5 RON subsidies
    from the budget and fuel suppliers per liter of fuel. The decision was made for
    citizens and companies to pay less on fuel, given the latest price spikes in
    this commodity. The measure is valid
    for the next three months and at the end of this period, the government is
    expected to analyze a new set of measures if need be.




    The government admits however that the
    concrete implementation of the bill might be delayed for a while until suppliers
    have updated their fiscal procedures. Moreover, the measure isn’t compulsory,
    as fuel suppliers can choose whether to cut prices by 0.25% or not. However,
    the Romanian Minister of the Economy, Virgil Popescu has given assurances that
    the big chains of suppliers will apply the measure.




    At the same time, authorities have pledged to monitor
    fuel price evolution in the months of July, August and September and to sanction
    any new hike under the ordinance of combating speculation. On the other hand, according
    to state secretary with the Finance Ministry, Mihai Diaconu, the measure to
    subsidize fuel will not increase the budget deficit.




    According
    to our estimates, the calculated impact of the 0.25% subsidy will be offset by
    the fact that swollen prices would have dampened consumption. Lower consumption
    would mean lower excise returns, and in principle we believe these could be
    offset. The measure will boost the economy Diaconu went on to say.




    He added that according to the Finance Ministry estimates,
    state expenses will stay around 800 million lei, which will be added to the
    other 800 million lei the suppliers aren’t going to pay as they will be offset
    by their taxes and duties. The impact would have been bigger had the prices
    gone higher, says Diaconu explaining the Ministry sought to find a simplified
    mechanism to offset these subsidies granted to enterprises.




    Within 15 days since the endorsement of the ordinance, through
    an order by the ANAF president, fuel suppliers will be made available a model
    of application. Then the subsidy will be applied according to their fiscal
    duties, the VAT, corporate tax, etc.
    We estimate that the offset will be done on the VAT side, Diaconu added.

    TALKS After a first round of talks with
    representatives of Parliament parties, Romanian president Klaus Iohannis on
    Thursday announced he would designate a new Prime Minister early next week.
    According to Iohannis, Romania urgently needs a new transition government and
    the country very clearly steers towards a Liberal government or one built around
    the National Liberal Party. The president says he supports the alternative of
    snap elections although these are hard to achieve. I prefer a political
    government and won’t look for another solution but a political government -
    Iohannis went on to say. The president has already had a round of talks with
    Parliament parties after the Social-Democratic cabinet led by Viorica Dancila
    was sacked through a no confidence vote. PNL, ProRomania and USR are in favor
    of snap election, but if not possible, the Liberals have voiced their readiness
    to forge a cabinet led by the party’s president Ludovic Orban. The Democratic
    Union of Ethnic Hungarians in Romania (UDMR) is in favour of a government
    around a Prime Minister from the aforementioned political group or around an
    independent one. In turn the Alliance of Democrats and Liberals in Romania
    (ALDE) said they do not intend to become part of a future government but would
    support a new Executive assumed by the PNL, who must also appoint a Prime
    Minister.










    ELECTION In Romania, the campaign for November’s presidential election
    officially starts on Saturday, with 14 candidates in the race, including the
    incumbent President Klaus Iohannis, backed by the Liberals in opposition, the
    incumbent PM Viorica Dăncilă, backed by the Social Democratic Party, Dan Barna,
    backed by the USR-PLUS Alliance, Theodor Paleologu (People’s Movement Party),
    Mircea Diaconu, supported by ALDE and Pro Romania, and Kelemen Hunor from the
    Democratic Union of Ethnic Hungarians in Romania. Cătălin Ivan, Ninel Peia,
    Sebastian-Constantin Popescu, John-Ion Banu, Ramona-Ioana Bruynseels and Viorel
    Cataramă represent political parties from outside Parliament, whereas Bogdan Stanoevici
    and Alexandru Cumpănaşu run as unaffiliated candidates. The first round of the
    presidential election is due on November 10th, and the second on the 24th. Under a
    government order, the Romanians living abroad will be able to vote between
    November 8th and 10th in the first round, and again for 3
    days, November 22nd to 24th, in the second round.








    NOBEL Ethiopian Prime Minister Abiy Ahmed was awarded the winner of the
    2019 Nobel Peace Prize, for his efforts to achieve peace and international
    cooperation, and in particular for his decisive initiative to resolve the
    border conflict with neighbouring Eritrea. Ethiopia
    and Eritrea, involved in a war over disputed border territory between 1998 and
    2000, resumed official relations in July 2018, after years of hostility.
    On Thursday, the 2018 Nobel Prize for Literature was awarded to Polish writer
    Olga Tokarczuk, after the postponement triggered by the sex assault scandal at
    the Swedish Academy, and the 2019 Prize went to Austrian Peter Handke. The last
    Nobel Prize this year is the one for economics, to be awarded on Monday.

    Die Frist für die Registrierung der Anmeldung zum Präsidentschaftswahlkampf in Rumänien läuft am Sonntag um Mitternacht ab. Zwei weitere Kandidaten haben sich am Sonnabend dem Rennen um die Präsidentschaftswahlen im November angeschlossen. Es handelt sich um Kelemen Hunor vom Ungarnverband und den Schauspieler Mircea Diaconu, der von der Allianz der Liberalen und Demokraten und der Partei Pro Rumänien unterstützt wird. Der amtierende Präsident Klaus Iohannis hat sich im Namen der Nationalliberalen Partei für das Rennen angemeldet und Dan Barna, seitens der bürgerlichen Allianz USR-PLUS. Weitere Mitstreiter sind die sozialdemokratische Ministerpräsidentin Viorica Dancila und Theodor Paleologu, von der Partei der Volksbewegung. Der Wahlkampf beginnt am 12. Oktober, in Bukarest hat jedoch die Stra‎ßenwerbung mit Plakaten bereits begonnen. Politische Kommentatoren sagen, dass sich dieser Vorwahlkampf aufgrund der grö‎ßeren Vielfalt der politischen Akteure von anderen unterscheidet. Au‎ßerdem scheint diesmal der Schwerpunkt auf dem Bild und nicht auf Slogans zu liegen. Der erste Wahlgang der Präsidentschaftswahlen ist für den 10. November und der zweite zwei Wochen später angesetzt.



    Rumäniens Premierministerin Viorica Dancila hat am Sonntag einen einwöchigen Arbeitsbesuch in den USA angetreten. Sie wird von Verteidigungsminister Gabriel Les und Finanzminister Eugen Teodorovici begleitet. Dancila hat erklärt, dass sie Gespräche mit Vizepräsident Mike Pence führen und an einem Treffen zur Terrorismusbekämpfung teilnehmen wird. Sie sprach auch über die Unterzeichnung eines Memorandums über Energie und eines Dokuments im Gesundheitsbereich mit der Weltbank. Auf dem Programm des Besuchs stehen desgleichen Treffen mit amerikanischen Geschäftsleuten. Die Premierministerin hat erklärt, dass sie plant, Vertreter der rumänischen Gemeinschaft in den Vereinigten Staaten zu treffen.



    Sonntag ist der letzte Tag des Internationalen George Enescu Festivals. Auf dem Programm stehen zwei Konzerte, die von Radio Rumänien, einem Koproduzenten des Festivals, veranstaltet werden: das Konzert von Vocalconsort Berlin und dem Rundfunkkammerorchester im Nationalen Kunstmuseum und im Konzertsaal des Hörfunks spielen das Orchester des Rumänischen Hörfunks in der Begleitung des Chors der Hörfunkakademie. Eine weitere Veranstaltung am letzten Tag des Festivals ist das Konzert des Royal Concertgebouw Orchester aus Amsterdam unter der Leitung von Tugan Sokhiev. Das Internationale George Enescu Musik-Festival wurde 1958 gegründet, um das Andenken an den gro‎ßen rumänischen Komponisten und Geigenspieler zu ehren. In diesem Jahr hat das Festival in 84 Konzerten und Rezitalen 2.500 die renommiertesten Musiker der Welt auf die Bühne gebracht. Das Festival brachte klassische Musik in 10 rumänische Städte sowie in Florenz, Berlin, Liege, Toronto, Montreal şi Chişinău.



    An diesem Wochenende feierte die rumänische Hauptstadt Bukarest ihr 560-jähriges Bestehen mit Workshops, Stra‎ßenveranstaltungen, Food-Shows und Konzerten. Der bereits traditionelle iMapp-Wettbewerb in Bukarest, der seine sechste Auflage erreichte, fand am Samstag statt. Acht Teams projizierten ihre Shows auf die Fassade des Palastes des Parlaments, dem zweitgrö‎ßten Verwaltungsgebäude der Welt, nach dem Pentagon.



    Das rumänische Paar aus Simona Halep und Raluca Olaru hat sich heute für die nächste Runde des WTA-Turniers in Wuhan, China, qualifiziert, das mit 2,8 Millionen Dollar Preisgeld dotiert ist. Die Rumäninnen besiegten die Chinesinnen Qianhui Tang und Xinyu Wang mit 7–6. 4-6, 10–8 und haben 105 Punkte gewonnen.

    Weitere zwei weitere Kandidaten haben sich für die Präsidentschaftswahlen in Rumänien im November eingeschrieben. Es handelt sich um Kelemen Hunor vom Demokratischen Verband der Ungarn in Rumänien und den Schauspieler Mircea Diaconu, der von der Allianz der Liberalen und Demokraten (ALDE) und der Partei Pro Rumänien unterstützt wird. Der amtierende Präsident Klaus Iohannis, im Namen der Nationalliberalen Partei und Dan Barna, von der Allianz USR-PLUS, haben sich am Freitag offiziell registrieren lassen. Weitere Kandidaten sind die sozialdemokratische Ministerpräsidentin Viorica Dancila und Theodor Paleologu, von der Partei der Volksbewegung. Die Frist für die Anmeldung zum Wahlkampf endet am Sonntag um Mitternacht. Der Wahlkampf beginnt am 12. Oktober, Bukarest ist jedoch jetzt bereits voller Wahlplakate. Politische Kommentatoren sagen, dass diese Vorkampagne, im Vergleich zu den vorangegangenen Wahlen, durch eine grö‎ßere Vielfalt an politischen Persönlichkeiten gekennzeichnet ist, während die Ästhetik der Werbemittel den Fokus auf Bilder und nicht auf Slogans rückt.



    Traian Basescu, der ehemalige Präsident Rumäniens zwischen den Jahren 2004 und 2014, war inoffizieller Mitarbeiter der kommunistischen Geheimpolizei. Das Bukarest Appellationsgericht hat in einem Urteil bestätigt, das Basescu mit der Securitate zusammengearbeitet hat. Das Urteil ist nicht endgültig, Basescu, der derzeit als Europaabgeordneter ist, kann in Berufung gehen. Nach Einschätzung des rumänischen Instituts zur Aufarbeitung der Securitate-Akten (CNSAS), verfasste der ehemalige Präsident, als er Offizier der Handelsmarine war, zwei unter dem geheimen Namen Petrov“ unterzeichnete Berichte. Aufgrund eines dieser Berichte wurde einer seiner Kollegen verhindert, mit dem Schiff ins Ausland zu fahren. Das Institut zur Aufarbeitung der Securitate-Akten hat eine Reihe von Memos herausgegeben, wonach Traian Basescu nicht mit der Securitate zusammengearbeitet hätte. Um öffentliche Ämter besetzen zu können, musste Basescu selbst Erklärungen unterzeichnen, in denen er versicherte, nicht mit der kommunistischen Geheimpolizei zusammengearbeitet zu haben. Basescu war in seiner Jugend Hochsee-Schiffskapitän für Öltanker und von 1987 bis 1989 Leiter der rumänischen Handelsmarine-Agentur Navrom in Antwerpen.



    Der heutige Samstag ist im ganzen Land der Abfallentfernung gewidmet. Seit neun Jahren mobilisiert die Umweltorganisation Lets Do It, Romania! “, Jahr für Jahr, Zehntausende Freiwillige, um Tonnen von Abfall zu sammeln. Diese Aktion ist Teil einer grö‎ßeren Initiative, an der etwa 100 Länder teilnehmen. Heute finden in Rumänien hauptsächlich Aktionen zur Säuberung der Küstenstrände und -gewässer statt. Der Verein “Act For Tomorrow”, erklärt, dass es sich um eine freiwillige Aktion in zwei Phasen handelt. Zuerst werden Abfällen, die in der Nähe der Strände des Schwarzen Meeres schwimmen gesammelt, und in später die festen Abfälle auf dem Meeresboden. Die Sanierung der Ufer und Gewässer der Donau ist für Oktober geplant. Ein Mensch produziert in Rumänien 254 kg Hausmüll pro Jahr, von denen weniger als 10 % recycelt werden, was weit unter dem EU-Durchschnitt von 28 % liegt. Wenn Rumänien bis zum nächsten Jahr keine Recyclingquote von 50 % erreicht, könnte es gezwungen sein, eine Geldstrafe von bis zu 200.000 EUR pro Tag zu zahlen und Gefahr laufen, EU-Mittel für den Umweltschutz zu verlieren.



    Die Stadt Bukarest feiert 560 Jahre, seit der ersten urkundlichen Erwähnung. Anlässlich dieses Jubiläums finden an diesem Wochenende in der Stadt Aufführungen, Konzerte und Lichtprojektionen statt. An der sechste Ausgabe eines internationalen 3D-Videowettbewerbs nehmen 8 Teams teil, die ihre Videos auf der Fassade des Parlamentspalastes projizieren. Bukarest veranstaltet an diesem Wochenende auch die 10. Ausgabe der Aero-Nautik Show.



    Das George Enescu Musikfestival neigt sich dem Ende zu. Zwei Tage sind es noch bis zum Abschlusskonzert des diesjährigen Festivals. Zu den Höhepunkten des Samstags gehören ein Konzert des Bukarester Symphonieorchesters unter der Leitung von Nicolae Moldoveanu und ein Auftritt des französischen Pianisten François-Frédéric Guy, der sich insbesondere durch die Interpretation der Musik der deutschen Romantik einen internationalen Ruf erworben hat. Das Programm wird im rumänischen Athenäum mit einem Konzert des Mahler-Kammer-Orchesters, das Musiker aus 20 verschiedenen Ländern vereint, mit Mitsuko Uchida als Pianist und Dirigent vervollständigt. Am Abend wird das Royal Concertgebouw Orchester aus Amsterdam im Konzertsaal des Königlichen Palasts spielen. Das Internationale George Enescu Festival, das von Radio Romania koproduziert wird, hat in diesem Jahr über 2.500 der weltbesten Musiker in 84 verschiedenen Konzerten und Rezitalen versammelt.
