    ACCESSION The Spanish presidency of the European
    Union has included on the list of its priorities the issue of EU enlargement.
    In the first joint conference of the Spanish government and the European
    Commission, staged in Madrid on Monday, the head of the community Executive,
    Ursula von der Leyen says the accession of Ukraine and the Republic of Moldova
    is only a matter of time and there is no question mark on the will of the
    Europeans. In another development, the Spanish ambassador in Bucharest, Jose
    Antonio Hernandez Perez-Solorzano says his country supports the accession of
    Romania to the Schengen area. At the press conference at the European
    Commission Representation, which marked the beginning of the Spanish presidency,
    the diplomat said the issue of Romania’s and Bulgaria’s accession to Schengen
    will be included on the agenda of the Justice and Home Affairs Council most
    likely this autumn. In turn, Foreign Minister Luminita Odobescu says the
    Schengen zone will be stronger when Romania is a fully-fledged member.






    RESIGNATION
    Romanian president Klaus Iohannis has announced he took note of the resignation
    of Eduard Hellvig, the director of the Romanian Intelligence Service (SRI) and he decided he be awarded the ‘Romanian
    Star’ National Order in rank of Commander. Hellvig tendered his resignation on
    Monday arguing that it isn’t good for democracy to have one person exposed to
    classified information for a long period of time. He believes that the Romanian
    Intelligence Service has changed significantly during his term in office and is
    now able to react more effectively to the present day challenges in order to
    protect Romania. According to Catalin Drula, of the opposition USR, Eduard
    Hellvig’s mandate has failed since, in his opinion, the civil control over the
    institution did not exist. Eduard Hellvig was appointed the SRI director in
    2015.






    TENNIS
    Romanian tennis player Ana Bogdan has outperformed Russian Liudmila Samsonova
    in two sets in the inaugural round of the Wimbledon tennis competition, the
    year’s third Grand Slam tournament. Other three Romanians are on the main draw in
    London and will be playing on Tuesday, when Irina Begu will be up against Canadian
    player, Rebecca Marino, Sorana Cirstea will be playing Tatjana Maria of Germany
    and Jaqueline Cristian will meet Italian Lucia Bonzetti. The Canadian player of
    Romanian extraction, Bianca Andreescu, will take on Anna Bondar of Hungary in
    the first round.






    TRIP The Romanian Navy training brig
    the Mircea on Monday set sail from the Constanţa Military Port on
    the Black Sea on an international training journey. It has on board 67 cadets of
    the Mircea the Old Naval Academy and 12 foreign cadets from
    partner academies in Bulgaria, Germany, Poland, Turkey, Latvia, Spain and
    Italy. The training trip will last 28 days, during which the brig will moor in
    three ports: Piraeus in Greece, Taranto in Italy and Izmir in Turkey. In all
    these ports, the sailboat will be open for visits. The brig is to return to Constanta
    on July 31.

    USR Catalin Drula was validated as president of the USR, the
    center-right opposition of the Bucharest Parliament during a USR online
    congress held on Saturday. A former
    Transport Minister, Drula had been elected by the members of his political
    group during an online poll held recently where he mustered 71% of the total
    number of votes. ‘It is a mandate I asked my colleagues for unity, stability,
    coherence and efficiency and this is exactly what I am going to deliver’, the
    new leader said adding that the ruling coalition is pushing Romania to the
    brink of bankruptcy. ‘Inflation is through the roof, interest rates and taxes
    are growing exponentially and poverty is rearing its ugly head in Romania’,
    Drula went on to say.






    SUPPORT ‘The Republic of Moldova doesn’t have to be and won’t be
    alone in its efforts to implement the reforms it needs’, Romania’s Foreign
    Minister Bogdan Aurescu said on Friday at the end of the second edition of the
    Ministerial Conference of the Support Platform for the Republic of Moldova.
    According to the head of the Romanian diplomacy this platform is ‘a permanent
    instrument’ and is useful for Chisinau’s efforts to join the European Union.
    Financial assistance pledges of up to 600 million euros were issued during the
    conference for the support of this ex-soviet republic with a Romanian-speaking
    majority. The event in Bucharest brought together delegations from 33
    countries, members of the EU, G7, the European Free Trade Association,
    international bodies, financial institutions and UN agencies. German Foreign
    Minister Annalena Baerbock announced a financial assistance package for this
    state of up to 77 million euros. On the sidelines of the conference Minister
    Aurescu held talks with the OSCE Secretary General, Helga Schmid on the
    security crises triggered by the Russian aggression against Ukraine.








    WEATHER Britain is bracing up for a hot weekend
    with very high temperatures. A national emergency has been declared after a red
    extreme heat warning was issued for a first time. Temperatures are expected to
    hit 40 degrees Celsius and hot weather warnings have been issued in France as
    well. In only three days in Spain the heatwave caused 84 deaths mostly among
    the elderly. Weathermen have cautioned that temperatures will remain high for
    another 10 days.










    GREECE A second contingent of 28
    Romanian firefighters has left for Greece to replace their colleagues who in
    the past two weeks have assisted the local authorities in monitoring and
    extinguishing forest fires in areas north of Athens. Several fire engines, a
    tanker as well as command and control vehicles have been deployed to the
    affected areas. In the past 15 days, firefighters from Romania have
    participated in various missions in the regions of Schimatari and Porto
    Germeno. Last year Romania also helped Greece in its fight against devastating
    forest fires.








    WAR Ukraine has accused the Russian army of
    using the platform of the nuclear power plant they occupied in Zaporozhe to
    launch attacks in the southern region of Nikopol, an industrial area on the
    Dnieper River. Ukraine has lashed out at the International Atomic Energy Agency
    for not putting enough pressure on Moscow to pull out its troops from the
    plant. According to Ukraine’s security service, on Friday night, the Ukrainian
    army managed to bring down two Russian warplanes. The Russians shelled the city
    of Kramatorsk in Donbas while in Donetsk, several Russian rockets have
    destroyed the railway infrastructure and also hit civilian targets. The
    anti-aircraft defence system of Ukrainian capital Kyiv on Friday managed to
    shoot down a Russian missile and in Mykolaiv an Orlan-10 Russian drone has been
    shot down by the Ukrainian forces. Ukrainian president Volodymyr Zelensky has
    appointed a fresh regional government in Cernauti, close to the NATO border.








    COVID-19 Romanian authorities on Saturday have reported 3,718 new
    SARS-CoV-2 infections. 103 patients are being treated in ICUs and 7 related
    fatalities have been registered. Since the beginning of the pandemic in
    Romania, authorities have reported 65,800 related fatalities.








    AMENDMENTS The government in Bucharest on
    Friday endorsed the final amendments to tax legislation. Some changes are set
    to come into effect on August 1, while others on January 1 next year. After
    consultations with social partners, with employers’ associations, trade unions,
    and local elected representatives, the Finance Ministry made several changes to
    the initial bill. They accepted the proposal by hospitality industry employers
    for companies to choose between specific taxes and tax on profits. According to
    the changes, VAT would go up from 5 to 9% for restaurants, hotels, and catering
    firms, while VAT for soft drinks would go up from 9 to 19%. Starting on August
    1, tax incentives in construction and the food industry are granted for
    salaries of up to 10,000 lei, about 2,000 Euro, and not up to 30,000 lei, about
    6,000 Euro, as it is at present. Also next month, excises will go up for
    alcohol and tobacco products. The tax on dividends goes up from 5 to 8 percent.
    At the same time, people with salaries of up to 4,550 lei, about 900 Euro,
    young people below 26, and people providing child care would get deductions.

    PROTESTS A new batch of Pfizer/BioNTech has today arrived in Romania, where the
    national vaccination rollout programme is in full swing. 2 million people have
    so far got the vaccine and half of them the booster dose. Out of the 21 thousand
    tests carried out in the past 24 hours, over 4 thousand were positive,
    authorities announced on Sunday. Another 117 fatalities were also reported on
    Sunday when new restrictions aimed at keeping the pandemic at bay came into
    effect. Under these new restrictions, in regions with an infection rate above 4
    per thousand, have been imposed a night curfew over the weekend, applying from
    20 hours, two hours earlier than in the rest of the week. Shops must close at
    18 hours at weekend and in regions with an infection rate above 7.5 per
    thousand the curfew is applicable the entire week. The newly adopted measures
    have sparked off protests in Romania’s big cities, where thousands took to the
    streets chanting anti-government slogans.






    MOTION A simple motion against Romanian Agriculture Minister
    Adrian Oros is due to be debated upon today in the Chamber of Deputies in
    Bucharest. The opposition PSD, who tabled it, is blaming the minister for
    having failed to take the right measures to offer compensations to the farmers
    affected by the drought, and that the fuel excise has not been paid for. This
    is the worst period for the Romanian agriculture heavily affected by the
    drought and the pandemic and also by the minister’s incompetence, the Social
    Democrats said. After debates the document is to be voted upon on Wednesday.
    This is the third simple motion tabled by the opposition PSD in the present
    Parliament season. The other two, tabled against the ministers of Health and
    Economy have not been endorsed by the Legislature.






    TALKS Trade union representatives and leaders of Metrorex, the
    company, which operates the Bucharest underground, are to resume talks today after the
    unofficial protest, which blocked the underground all day long on Friday. High
    on the agenda is a proposal by the company’s board to cut the 18% pay rise by
    the end of the year in order to fit into the present budget. Another issue on
    the agenda is that of the shopping areas on Metrorex premises, as the company
    running them, which belongs to the trade union, had to evacuate these places until
    April 2nd. According to Transport Minister Catalin Drula, the Friday’s
    protest failed to comply with the regulations presently in force aimed at
    preventing the spread of the novel coronavirus, forcing citizens to resort to
    overcrowded public transportation vehicles, putting their health at risk in a time
    when the infection rate is high. The Minister has also filed a criminal
    complaint against the protesters accusing them for undermining the government’s
    efforts to fight the pandemic, abuse of office and for jeopardizing the
    travelers’ health. In turn trade union leaders say the unofficial protest on
    Friday was sparked off by the board’s intention to apply pay cuts; they also
    blaming the board for its lack of interest in a constructive dialogue.






    FOOTBALL Romania’s national football side lost to Germany 1-0 in
    Bucharest on Sunday in a match counting towards the Group J of the World Cup
    2022 preliminaries. On Thursday our footballers clinched a 3-2 win against
    North Macedonia in Bucharest and will be up against Armenia in Yerevan.
    Romania’s group also includes Iceland and Lichtenstein. The first sides in the
    groups are qualified for the final tournaments, whereas runner-ups will be
    playing tie games. Romania last participated in a World Cup in France in 1998.
    On Saturday night Romania’s under-21 representative secured a 2-1 win against
    Hungary in Budapest in Group A of the European Under-21 Championship 2021. They
    also secured a one-all draw against the Dutch representative on Wednesday.
    Romania is to play Germany in a decisive match on March 30th. The
    competition’s group stage is taking place over March 24th and 31st
    and the first two sides of each group will be playing in the Final 8 tournament
    due in Slovenia and Hungary over May 31st and June 6th.
