    Warsaw — The Romanian President Klaus Iohannis is participating, in Warsaw, together with his Polish counterpart, Andrzej Duda, in the extraordinary meeting of the Bucharest 9 (B9) Format, which includes Romania, Poland, the three Baltic states, Bulgaria, the Czech Republic, Slovakia and Hungary. The summit takes place one year after the start of Russias war of aggression against Ukraine, on February 24, 2022, and is meant to continue coordination between the Allies on the Eastern Flank of NATO and the US, against the background of the security challenges generated by the war. According to the Presidential Administration in Bucharest, they will also address the methods of holding Russia accountable, through instruments of international law, for the crimes committed in Ukraine. Special attention will also be given to vulnerable partners, such as the Republic of Moldova, which is facing increased security challenges. The US President Joe Biden and the NATO Secretary General Jens Stoltenberg are invited to the summit. The American leader is in the region to show the support of the United States to Ukraine, one year after the start of the invasion. On Tuesday, the same day when Vladimir Putin gave his State of the Nation address, Joe Biden assured that the West would continue to support Ukraine as long as necessary and pointed out that the North Atlantic Alliance is more united and stronger than ever. Joe Biden arrived in Warsaw after a surprise visit to Kyiv on Monday.



    Russian Center – The Romanian Foreign Ministry — MAE announced the suspension of the activity of the Russian Center for Culture and Science in Romania. The Russian ambassador to Bucharest, Valery Kuzmin, was summoned to the headquarters of the Foreign Ministry to be notified of the decision of the Romanian authorities. The Russian diplomat was reminded of the repeated situations in which the Center “deliberately engaged in actions of distorted presentation of reality and historical truth at the level of the Romanian public opinion” shows a Foreign Ministry press release. According to the MAE, the diversions intensified after the illegal invasion of Ukraine by the Russian army. “Through the actions carried out, the center irremediably moved away from the natural objectives of strengthening cultural ties and turned, regrettably, into an instrument of propaganda, disinformation and decriminalization of the war crimes of the Russian Federation in Ukraine”, the Romanian Foreign Ministry officials said. The suspension of the Centers activity will take place until August 20 at the latest, the deadline by which the administrative procedures that this decision entails must be completed.



    Agri Trade Summit – More than 400 specialists from 13 countries are participating, today, in the Romanian Agri Trade Summit international event, organized in Bucharest. In an online intervention, the Prime Minister Nicolae Ciucă stated that access to the internal and external markets of Romanian agri-food products must be a strategic objective of the government program. He added that the Romanian farmers and agribusiness operators are perceived as an extremely important factor in Romanias medium and long-term development. Nicolae Ciucă also said that the country has a major logistical advantage, which must be maximized, something that will allow a more applied export orientation to other areas, such as North Africa, the Middle East and Asia. The Romanian Agri Trade Summit discusses pressing current topics for Agribusiness, which will create the right framework for a complex dialogue between renowned analysts, authorities and the major players on the local and international agricultural market, shows a press release from the organizers.



    Reconsolidation – Education institutions in Romania with a high risk in the event of an earthquake will have priority in a process of consolidation and refurbishment through a government program, this is what was established, on Tuesday, in the meeting of the inter-ministerial committee for the analysis of seismic risk, coordinated by the Prime Minister Nicolae Ciucă. According to a Government release, it was decided that by Friday, February 24, the Education Ministry should support the local authorities in identifying solutions for relocating children who learn in buildings classified as seismic risk category 1 to safe spaces. 39 buildings belonging to education institutions are included in this category. School activities are currently taking place in 21 of them.



    Moldova – The President of the Republic of Moldova (ex-Soviet republic with a majority Romanian speaking-population), Maia Sandu, will be in Bucharest on a working visit on Thursday, at the invitation of her counterpart, Klaus Iohannis. According to the Presidential Administration, joint projects of strategic interest in the fields of energy, transport, health, education and the information society will be addressed, with an emphasis on initiatives aimed at connecting the Republic of Moldova with the EU space. At the same time, the two will discuss Romanias status and support regarding the European path of the Republic of Moldova Also, the two presidents will exchange views on security challenges, as well as ways to manage the economic, social and humanitarian effects of Russias aggression in neighboring Ukraine. The Moldovan prime minister, Dorin Recean, will also pay a visit to Bucharest on March 1, this being his first official trip abroad since taking office. (LS)

    PROGRAMME Romania has kicked off
    a social programme called ‘Seaside for Everyone’, which allows tourists to find
    accommodation in hotels on the Romanian Black Sea coast for prices starting
    from 7 Euros per night. Representatives of the employers associations in the
    field say that prices are almost 70% lower than in the summer holiday season.
    Over 4 thousand accommodation facilities have been made available for tourists
    who can also pay with holiday vouchers. The most sought-after Black Sea resorts
    are Mamaia, Eforie Nord, Neptun and Saturn. The ‘Seaside for Everyone’
    programme is presently at its 40th edition and is the only social
    programme in Romania entirely supported by the business environment.








    UKRAINE Parliament in Ukraine
    on Sunday extended the martial law and general mobilization for 90 days, until
    August 23rd after the country’s president Volodymyr Zelensky had
    earlier signed a decree in this respect.Zelensky also called on the Ministers of Defence from 40 countries due to
    convene in a virtual conference on Monday to approve the delivery of Multiple
    Launch Rocket Systems to the Ukrainian army. According to the European site
    Politico, the United States, which has this kind of weapon, is reluctant to
    offer it to Ukraine as it would enable the latter to hit targets deep into the
    Russian territory as the missiles fitting these systems have a range of up to
    500 kilometers. Zelensky request comes against a stepped up Russian onslaught
    in eastern Ukraine, the invaders’ main target after the defeat suffered around Kyiv.
    The Russian troops are pressing the Ukrainian forces mainly in Lugansk, which
    together with Donetsk are forming the so-called Donbas. Clashes in Donbas have
    intensified once Russia managed to take over Mariupol after a violent siege of
    nearly three months during which the city was almost entirely destroyed.
    According to Reuters, Russia is using aviation, artillery, tanks and rockets
    along the entire eastern front. In the meantime, Polish president Andrzej Duda spoke before the Ukrainian Parliament on Sunday becoming the first foreign
    president talking to the Ukrainian legislature since the beginning of the war
    Russia started in Ukraine on February 24th. The Polish official said
    that only Ukraine had the right to decide its future and that he would campaign
    for its EU membership.








    DAVOS After a two
    year recess caused by the Covid-19 pandemic, the world’s political and economic
    elite again convenes in Davos, a forum expected to be dominated by the war in
    Ukraine, AFP reports. Organisers of the renowned World Economic Forum late last
    year announced that a meeting in person would be held in the mountain resort of
    Davos over May 22 and 26, after several online editions caused by the pandemic.
    A wide range of topics are high on the agenda, from climate changes to energy
    prices and fears about a potential global food crisis, gender equality,
    football and the metaverse. However, the world economic forum in Davos has
    become famous for the talks held outside of its official programme. Among the
    most famous events it saw along the years was the first ministerial meetings
    between the South and North Korea in 1989 or the talks on Apartheid between the
    president of South Africa, Frederik De Klerk and the then dissident Nelson Mandela.
    This year’s edition of the Davos forum is expected to bring together roughly
    25 hundred participants, including numerous company directors and over 50 heads
    of state and government.








    MEDAL Romanian Catalin Chirila on
    Sunday became silver medalist in the one thousand meter finals of the men’s
    canoe single event of the 2022 ICF Kayak-Canoe Sprint in Racice, the Czech
    Republic. The gold medal went to the Czech Martin Fuksa, multiple world
    champion and vice champion, while Hungarian Balasz Adolf came third. On
    Saturday Chirila, who came eleventh in the one thousand meter race in Tokyo
    Olympics, stepped onto the third step of the podium in the competition’s 500
    meter race. Chirila, who together with his compatriot Victor Mihalachi, had
    come fifth in the one thousand meter race in Tokyo, announced after the Olympic
    Games that he would focus on individual races.

    Rumänien gedenkt der Opfer des Holocausts

    Vor einem dreiviertel Jahrhundert, gegen Ende des Zweiten Weltkriegs, wurden die letzten Häftlinge des Konzentrationslagers Auschwitz-Birkenau in besetzten Südpolen befreit. Dieses Lager, das als die finsterste Fabrik des Todes gilt, war 1940 speziell dafür konzipiert worden, reale oder imaginäre Feinde der Nazis auszuschalten. Es war zum Aushängeschild der sogenannten Endlösung“ geworden, mit der Hitlers Regime die Juden Europas zu vernichten suchte. Laut Statistik wurden in weniger als fünf Jahren in Auschwitz-Birkenau mehr als eine Million Menschen, meist Juden, getötet. Sechs Millionen Juden kamen im Zweiten Weltkrieg um, als Opfer Deutschlands und seiner Satelliten-Staaten. Mehrere Hunderttausend stammten aus Rumänien. Einige wurden vom deutschlandfreundlichen Regime des Marschalls Ion Antonescu nach Transnistrien deportiert. Andere wurden von ungarischen Faschisten, die einen Teil Siebenbürgens besetzten, direkt in die nationalsozialistischen Vernichtungslager geschickt. Religiöse und säkulare Zeremonien, Symposien, Filmvorführungen und Ausstellungen ehrten in diesem Jahr die Opfer des rumänischen Holocaust in Bukarest und in anderen Städten des Landes.



    Der rumänische Ministerpräsident Ludovic Orban betonte am Montag bei der Teilnahme an den Auschwitz-Zeremonien, die unter der Schirmherrschaft des polnischen Präsidenten Andrzej Duda stattfanden, dass diese Zeremonien eine notwendige Übung des Gedenkens, des Mitgefühls und zur Aufrechterhaltung eines lebendigen Gewissens“ seien. Der rumänische Regierungschef ist der Ansicht, dass heute, 75 Jahre nach der Befreiung des Konzentrationslagers Auschwitz-Birkenau, die Welt im Kampf gegen Antisemitismus, Rassismus, Fremdenfeindlichkeit und Intoleranz vereint sein kann“. Er fügte hinzu, dass Rumänien allein, aber auch als Mitglied der Europäischen Union eine Politik der Toleranz, der Nichtdiskriminierung und des Friedens verfolgt und sich weiterhin aktiv für die Bewahrung der Erinnerung an den Holocaust einsetzt“. Aus aller Welt angereist, schlossen sich mehr als 200 Holocaust-Überlebende den politischen Vertretern vor Ort an.



    Letzte Woche nahm der rumänische Präsident Klaus Iohannis, als einer von mehr als 50 Staats- und Regierungschefs, an dem internationalen Forum in Israel teil, das dem Gedenken an die Opfer des Holocaust gewidmet war. Präsident Iohannis hatte auch ein bilaterales Treffen mit seinem israelischen Amtskollegen Reuven Rivlin, den er versicherte, dass Rumänien sich weiterhin für die Bewahrung der Erinnerung an den Holocaust, den Kampf gegen Antisemitismus, die Bekämpfung der Diskriminierung und alle Formen von Gewalt einsetzen werde. Die Teilnahme des Präsidenten an dieser Veranstaltung ist Teil einer Reihe von Schritten, die der rumänische Staat unternommen hat, um europäische Werte, Toleranz und die Achtung der Grundrechte und -freiheiten zu fördern, sagte die Präsidialverwaltung in Bukarest.

    WARSCHAU: Nach der Teilnahme am NATO-Gipfel in der polnischen Hauptstadt hat sich Rumäniens Präsident Klaus Iohannis am Sonntag mit seinem polnischen Amtskollegen Andrzej Duda getroffen. Bei den Beratungen ging es um Maßnahmen zur Vertiefung und Erweiterung der Strategischen Partnerschaft zwischen Rumänien und Polen sowie um die effizientesten Möglichkeiten zur Fortsetzung der regionalen Initiativen beider Länder. Die beiden Staatschefs sprachen auch über die gemeinsame Umsetzung der beim NATO-Gipfel in Warschau vereinbarten Maßnahmen. Ferner erörterten Iohannis und Duda die Stärkung der transatlantischen Beziehungen zwischen Rumänien, Polen und dien USA, mit Fokus auf die Sicherheitskomponente. Auch die Folgen des Brexit-Referendums kamen zur Sprache, mit Bezug auf die in Großbritannien lebenden 500.000 Rumänen und eine Million Polen.



    BUKAREST: Die Asien-Tour von Ministerpräsident Dacian Cioloş beginnt am Montag mit einer dreitägigen Vietnam-Reise. Anschließnd soll der Regierungschef kommenden Freitag und Samstag am 11. Gipfel des Europe-Asia Meetings im mongolischen Ulan Bator teilnehmen. Cioloş will laut einer Mitteilung der Regierung die traditionelle Freundschaftsbeziehung mit dem Vietnam wieder ankurbeln, wobei die Dynamik der wirtschaftlichen Zusammenarbeit und des Handelsaustausches im Vordergrund stehen soll. Neben bilateralen Gesprächen mit dem Ministerpräsidenten, dem Präsidenten und weiteren vietnamesischen Amtsträgern, wird der rumänische Regierungschef dem Wirtschaftsforum Rumänien-Vietnam in Hanoi beiwohnen. Anwesend wird auch eine Delegation von über 20 Vertretern der rumänischen Unternehmen sein. Sie sollen neue Geschäftsmöglichkeiten mit vietnamesischen Partnern erschließen. Dabei soll ihnen auch das zukünftige Freihandelsabkommen der EU mit dem Vietnam zugute kommen. Beim Europe-Asia-Gipfel soll Ministerpräsident Cioloş Argumente für die Umwandlung Rumäniens in eine Drehscheibe für Projekte der Interkonnektivität zwischen Europa und Asien vorbringen. Darunter fallen etwa die Infrastruktur für den Waren- und Energietransport oder die Kommunikation, heißt es in der Regierungsmitteilung noch.



    BUKAREST: Der Leiter der Kanzlei des Ministerpräsidenten, Dragoş Tudorache, wird am Montag mit bulgarischen Regierungsvertretern, dem kanadischen Migrationsminister John McCallum sowie mit Mitgliedern der Europäischen Kommission über die gegenseitige Visumsfreiheit diskutieren. Es gebe deutliche Fortschritte auf dem Weg zur Aufhebung der Visumspflicht für Kanada-Reisende aus Rumänien, hatte unter der Woche der rumänische Ministerpräsident Dacian Cioloş erklärt. Angesichts der ausstehenden politischen Entscheidung aus Ottawa, könnte sich das EU-Land Rumänien nach bulgarischem Vorbild weigern, das CETA-Handelsabkommen zwischen der EU und Kanada zu ratifizieren. Im April hatte die Europäische Union Kanada und die USA mit der Einführung der Visumspflicht für deren Staatsbürger gedroht, sollten sich die beiden nordamerikanischen Staaten in den kommenden drei Monaten nicht der EU-Politik einer vollständigen Gegenseitigkeit der Visumsfreiheit anschließen. Die USA verlangen derzeit bei Einreisen von Bürgern aus fünf osteuropäischen EU-Staaten, darunter Rumänien, noch Visa, während US-Bürger ohne Visum nach Europa reisen können. Kanada verlangt Visa für rumänische und bulgarische Bürger.

    Victimes – 32 personnes ont perdu la vie et environ 130 sont hospitalisées, dont la majorité dans un état critique, après la tragédie qui a eu lieu vendredi dans une boîte de nuit bucarestoise, selon le plus récent bilan des autorités. Le nombre des décès pourrait croître, mettent en garde les médecins, selon lesquels la composition chimique des gaz émanés par le revêtement choisi pour l’isolation phonique du club a été dévastatrice. Le gouvernement de Bucarest doit approuver aujourd’hui des aides financières d’urgence pour les familles des victimes. Selon le ministre des Finances, Eugen Teodorovici, l’Etat supportera aussi les dépenses liées à la récupération des blessées. Plusieurs dignitaires se sont rendus à l’endroit de la tragédie : le président roumain Klaus Iohannis, son homologue polonais, Andrzej Duda, ainsi que de nombreux ambassadeurs étrangers. Plusieurs ambassades, dont celles des Etats Unis, de France, d’Espagne et du Royaume Uni, ont arboré les drapeaux en berne. Le ministère des Affaires étrangères de Bucarest a ouvert des livres de condoléances dans toutes les ambassades de Roumanie à l’étranger.

    Incendie – L’incendie du Club Colectiv de Bucarest s’est produit à cause d’un spectacle pyrotechnique déroulé dans des conditions inadaptées à une telle activité, sur la toile de fond d’une salle surpeuplée, a déclaré le Parquet. Les trois actionnaires de la boîte de nuit ont été arrêtés, accusés d’homicide et de coups et blessures involontaires. Suite à cette tragédie, les règles visant l’autorisation et le fonctionnement des espaces publics seront beaucoup plus strictes car le gouvernement souhaite imposer au plus vite de nouvelles mesures de sécurité. Les autorités pourront sanctionner tant les établissements qui possèdent des avis de fonctionnement que ceux qui ne disposent pas de tels documents. Les propriétaires de boîtes qui ne respectent pas les normes en vigueur risquent des amendes qui pourraient aller jusqu’à 22.500 euros. Le gouvernement souhaite modifier par décret d’urgence la législation dans le domaine de l’autorisation pour que les bars, clubs et restaurants ne puissent plus fonctionner uniquement sur base de déclaration sur l’honneur de la part des propriétaires en matière de conditions de sécurité.

    Banque centrale – Les réserves en devises de la Banque centrale de Roumanie ont augmenté au mois d’octobre de 8,61% par rapport au mois précédent, dépassant les 31,5 milliards d’euros. La dimension des réserves en devises tente de trouver un équilibre entre le besoin d’assurer les marchés internationaux que le pays est à même d’effectuer ses payements à l’échéance et celui de maintenir les coûts de cette réserve à un niveau raisonnable, expliquent les spécialistes de la Banque centrale. L’institution précise dans un communiqué que la réserve d’or de la Roumanie s’est maintenue à 103,7 tonnes, sa valeur se situant à près de 3,5 milliards d’euros.

    Reine – Le cœur de la Reine Marie sera déposé aujourd’hui dans la pièce d’or du Palais de Pelisor de Sinaia. Les cérémonies militaires organisées à l’occasion du retour du cœur de la Reine démarreront aujourd’hui devant le Musée national d’histoire de Bucarest. Le cœur de la reine, posé dans un écrin couvert des drapeaux de la Roumanie et du Royaume Uni sera porté ensuite du Musée d’histoire à Sinaia par des soldats du Régiment de garde « Michel le Brave ». La famille royale de Roumanie, les représentants du gouvernement, de l’Eglise et de l’armée participeront aux cérémonies organisées au palais de Pelisor, où la reine est décédée en 1938. Maria Alexandra Victoria de Saxe-Coburg-Gotha a été grande princesse du Royaume Uni et d’Irlande, nièce de la Reine Victoria du Royaume-Uni. Elle fut la deuxième Reine de Roumanie, l’épouse du Roi Ferdinand.

    Chisinau – Les négociations en vue de former une nouvelle coalition gouvernementale se poursuivent aujourd’hui en République de Moldova. L’exécutif pro-européen de Chisinau, formé par les démocrates, les libéraux et les démocrates-libéraux et dirigé par Valeriu Strelet a été destitué la semaine dernière suite à une motion de censure initiée par les socialistes et les communistes et soutenue par le Parti Démocrate. Le président Nicolae Timofti a désigné le vice-premier ministre libéral Gheorghe Brega aux fonctions de premier ministre par intérim.

    Visite –
    Le président roumain, Klaus Iohannis, a reçu aujourd’hui à Bucarest son
    homologue polonais, Andrzej Duda. Le leader polonais aura également une
    entrevue avec le premier ministre roumain, Victor Ponta. Mercredi, Duda et
    Iohannis dirigeront la réunion au sommet des pays de l’Europe Centrale et de
    l’Est qui se déroulera en présence de l’adjoint au secrétaire général de
    l’OTAN, Alexander Vershbow. Y participeront les présidents bulgare, estonien,
    letton, lituanien, slovaque, hongrois et le président de la Chambre des députés
    de la République Tchèque.
