    Covid Ro ▪ Secretary of state with the Romanian Interior Ministry, Raed Arafat, insists on the population’s vaccination and wearing protective masks to reduce the risk of infection with the novel coronavirus. Invited in Radio Romania’s studios, he explained that the risk of an increasing number of cases daily is real, but everyone can help limit the spread of the virus. Raed Arafat pointed out that no new restrictions are being considered, and reminded that if the threshold of 2 cases per thousand inhabitants was exceeded, the rules in force before August 1 would be re-applied, and if the threshold of 3 cases per thousand inhabitants is exceeded, the measures will be tightened. Meanwhile, the number of new cases of coronavirus is growing. On Thursday, 244 new cases were reported out of over 28,000 tests. At the same time, 2 deaths were reported. 72 people are hospitalized in intensive care. The UK has included Romania on the green list of countries with epidemiological risk, which means that Romanians traveling to the UK will no longer have to be quarantined, regardless of whether they are vaccinated or not. However, the Romanian citizens who travel to the UK must present a negative PCR test performed before entering the territory of this country and need to take a second test two days after arrival. The measure takes effect on Sunday.



    COVID world ▪ Covid cases worldwide exceeded 200 million on Wednesday, according to a Reuters report, as the more contagious Delta variant is threatening the areas with low vaccination rates and precarious healthcare systems. The global increase in Covid cases highlights the difference between vaccination rates in rich and poor countries. According to Reuters, the number of cases is on the rise in about a third of the worlds countries, many of which have not vaccinated even half of the population with a first dose. The World Health Organization is calling for a postponement of the administration of a third dose of the COVID-19 vaccine, at least until the end of September, so as not to widen the gap between vaccination campaigns in rich and poor countries. Meanwhile, in some European countries, such as the United Kingdom and the Netherlands, the number of new cases of COVID-19 is decreasing, while in others the 4th wave of the pandemic is in full development.



    Exercise ▪ More than 350 military divers from Romania, Azerbaijan, Bulgaria, Georgia, the US and Ukraine are participating in a multinational training exercise off the Romanian Black Sea Coast. The “Eurasian Partnership MCM Dive” exercise, which will last 4 days, is led by the Diving Center 39 within the Romanian Navy. The Romanian Navy also participates in the drill with the “Vice Admiral Constantin Bălescu” minesweeper ship, the “Captain Commander Alexandru Cătuneanu” Hydrographic Maritime Ship, as well as with an autonomous underwater vehicle. Ukraine participates with the rescue and recovery tug “Oleksandr Okhrimenko”. The purpose of the exercise is to consolidate the skills of military divers and to develop the participants’ interoperability in two domains, namely searching, identifying and destroying mines in historic mine dams and underwater activities with hydraulic tools.



    Fires ▪ The heat wave persists in several European countries, which have been fighting vegetation fires for more than several days. The authorities are on alert in Greece, where flames threatened the capital Athens on Wednesday. In Turkey, the damage is huge, and a thermal plant threatened by flames has been evacuated. Forest fires are spreading also in Bulgaria, where two forest rangers have died and a third one has been injured. Italy, Albania and northern Macedonia are also facing fires. The European Commission has said it will send planes, helicopters and firefighters to Italy, Greece, Albania and northern Macedonia to help these countries fight the fires.



    Talks ▪ Romanias ambassador to the United States, Andrei Muraru, stressed the importance of strengthening security of NATOs Eastern Flank, during a phone conversation with Jake Sullivan, US National Security Adviser, together with the ambassadors to Washington of the Bucharest-9 Format states, the Romanian Embassy in the US announced on Thursday on its Facebook page. The phone conversation was meant to consult NATO allies on US policies and activities of interest to the region. The Bucharest Format is an initiative launched by the presidents of Romania, Klaus Iohannis, and of Poland, Andrzej Duda, which includes NATO member states on the Eastern Flank participate: Bulgaria, the Czech Republic, Estonia, Latvia, Lithuania, Poland, Romania, Slovakia and Hungary. The American president Joe Biden also participated online in the summit organized in May this year in Bucharest.



    Meeting ▪ The Romanian government is meeting today for its weekly session. High on the executives agenda is the Emergency Ordinance repealing an article from a law regarding the impossibility of electricity and natural gas suppliers to cut off or disconnect bad payers during the state of alert period. The law established that disconnection could be done after the state of alert ended, but the Government wants to repeal this provision because they realized that the failure to collect money from final customers was felt by all parties involved in the processes of electricity and natural gas production and supply in Romania. The executive also discusses a decision that completes the methodological norms of the SME Invest program. This law is necessary because regulation is needed for some situations related to certain terms, to areas that can be supported through SME Invest and to areas that cannot be supported through this program.     Politique interne – La première ministre et présidente du Parti social-démocrate, Viorica Dăncilă, rencontrera les leaders de lAlliance des libéraux et des démocrates, leurs alliés au pouvoir, ainsi que ceux de Pro România, parti dirigé par lancien premier ministre de gauche Victor Ponta, pour les inciter à nommer un candidat commun aux futures élections présidentielles. Viorica Dăncilă avait déclaré récemment quelle souhait bénéficier du soutien dun groupe beaucoup plus large en vue des élections de novembre, un groupe qui inclurait aussi des partis non-parlementaires, ainsi que des syndicats et des organisations non gouvernementales. La semaine prochaine, la direction du Parti social-démocrate devrait désigner son candidat aux présidentielles, qui serait ensuite validé par le congrès extraordinaire du parti le 3 août.



    Economie – La valeur des exportations réalisées par la Roumanie à destination des autres 27 Etats de lUnion européenne a augmenté de 4,9% entre janvier et avril 2019, par rapport à la même période de lannée dernière. Les importations de la Roumanie depuis les pays membres de lUE ont augmenté, elles, de 7,5%, selon les données de lInstitut national de la statistique. La tête du classement pour ce qui est de la destination des exportations roumaines est occupée par lAllemagne (23,3%), lItalie (11,1%) et la France (7,4%). Pour ce qui est des importations, la plupart des biens qui arrivent en Roumanie viennent dAllemagne (19,9%), dItalie (9,2%) et de Hongrie (7,2%). Quant aux chiffres du commerce extérieur toute destination confondue pour les quatre premiers mois de lannée, les exportations de la Roumanie ont atteint 23 milliards deuros et les importations 28,1 milliards. Le déficit commercial pour la période a dépassé de peu les 5 milliards deuros, soit une hausse de 1,3 milliards par rapport à la même période en 2018.



    Exercice — Coup d’envoi de la 10e édition de l’Exercice multinational « Eurasian Partnership MCM Dive », qui se déroule du 22 au 26 juillet, à Constanta et dans des zones maritimes à proximité du littoral roumain de la mer Noire. Des dizaines de scaphandriers militaires de Roumanie, d’Azerbaïdjan, de Bulgarie, de Géorgie et des Etats-Unis effectueront des procédures opérationnelles de recherche et d’identification des dispositifs marins explosifs et exécuteront d’autres activités spécifiques. C’est le seul exercice multinational annuel organisé dans le bassin ouest de la mer Noire qui vise à renforcer l’instruction des scaphandriers militaires des Etats membres de l’OTAN et des pays signataires du Partenariat pour la Paix.



    Commerce – Une délégation du ministère roumain pour le Milieu daffaires, le commerce et lentrepreneuriat se trouve jusquau 26 juillet au Japon, dans le but dattirer des investisseurs japonais sur le marché roumain. Selon un communiqué du ministère de Bucarest, lagenda de la visite comporte plusieurs rencontres à Osaka, Kobe, Kyoto et Tokyo avec des représentants des institutions gouvernementales japonaises, des milieux daffaires et du domaine bancaire. Les discussions porteront sur les opportunités daffaires en Roumanie, notamment après lentrée en vigueur, début 2019, de lAccord de partenariat économique entre lUE et le Japon. La délégation roumaine aura également des entrevues avec les représentants de plusieurs grandes compagnies nippones. Notons que lannée dernière les échanges commerciaux entre la Roumanie et le Japon sétaient chiffrés à 710 millions de dollars.



    Festival olympique – Les sportives Georgiana Antuca et Ana Maria Pârvu ont décroché lundi les premières médailles pour la Roumaine, à savoir l’or et l’argent dans l’épreuve de lutte, au Festival olympique de la jeunesse européenne qui se tient à Bakou. Antuca Georgiana (catégorie des 46 kg) a vaincu l’Azérie Gultakin Shirinova, tandis que dans la catégorie des 49 kg, Ana Maria Pîrvu a triomphé contre la sportive turque Emine Cakmak. 103 sportifs roumains sont présents à la 15e édition du Festival olympique de la jeunesse européenne dété, qui se déroule du jusqu’au 27 juillet à Bakou, capitale de lAzerbaïdjan. Les jeunes sportifs roumains, âgés de 14 à 18 ans, participeront à 8 épreuves des 10 figurant dans la compétition, à savoir athlétisme, cyclisme, gymnastique artistique, handball, natation, judo, lutte, tennis et volleyball.



    Météo — Dans le prochain intervalle de 24 heures, le temps sera généralement instable et il fera frais sur la plupart du territoire, notamment dans le nord-est et le centre.     Die Vorsitzende der regierenden Sozialdemokratischen Partei,Viorica Dăncilă, soll mit den Anführern der mitregierenden Allianz der Liberalen und Demokraten und von Pro Rumänien, der Partei unter der Leitung des ehemaligen linken Ministerpräsidenten Victor Ponta, Gespräche führen. Die Verhandlungen betreffen die Bildung einer Koalition mit einem gemeinsamen Kandidaten für die bevorstehenden Präsidentschaftswahlen. Viorica Dăncilă hat kürzlich erklärt, dass sie sich für die Wahlen im November eine viel breitere Unterstützungsplattform wünscht, zu der auch außerparlamentarische Parteien, Gewerkschaften und NGOs gehören. Nächste Woche sollen die Sozialdemokraten ihren Präsidentschaftskandidaten nominieren, der auf einem Sonderkongress am 3. August bestätigt wird.



    Die rumänischen Exporte in die anderen 27 EU-Mitgliedstaaten sind von Januar bis April 2019 im Vergleich zum entsprechenden Zeitraum des Vorjahres um 4,9% gestiegen, während die Importe aus der Union um 7,5% stiegen, berichtet das Nationale Statistikinstitut. Die drei wichtigsten EU-Ausfuhrmärkte Rumäniens waren Deutschland (23,3%), Italien (11,1%) und Frankreich (7,4%). Bei den Einfuhren sind Deutschland (19,9%), Italien (9,2%) und Ungarn (7,2%) die drei größten Partner. In den ersten 4 Monaten des Jahres beliefen sich die gesamten FOB-Exporte Rumäniens auf 23 Milliarden Euro und die Gesamtimporte auf 28,1 Milliarden Euro, was einem Anstieg von 8,3% gegenüber Jan – April 2018 entspricht. Das Handelsdefizit lag bei etwas mehr als 5 Milliarden Euro, das sind 1,3 Milliarden Euro mehr als im entsprechenden Zeitraum des Vorjahres.



    Mit mehr als der Hälfte der am Montag gezählten Stimmen gab der Zentrale Wahlausschuss in Kiew bekannt, dass die Partei des Präsidenten Wolodymyr Selenskyj, Diener des Volkes, bei den vorgezogenen Parlamentswahlen am Sonntag 42,47% der Stimmen erhielt, während die Oppositionsplattform fürs Leben mit 12,91% den zweiten Platz belegte. Auf dem dritten Platz ist Ex-Präsident Petro Poroschenkos Partei Europäische Solidarität gefolgt von der Partei der ehemaligen Premierministerin Yulia Timoshenkos Partei Batkivshcina mit jeweils rund 8%. Auf Platz 5 befindet sich die neu gegründete Voice Party, die von dem Rockstar Sviatoslav Vakarchuk ins leben gerufen wurde und über 6% der Stimmen bekam. Die anderen 15 Parteien im Rennen haben die 5%-Schwelle für den Einzug ins Parlament nicht erreicht. Kiew kündigte auch an, dass die Wahlbeteiligung 49,84% betrug, die niedrigste in der Geschichte der unabhängigen Ukraine. Die Wahlkommission in Kiew sprach von einem ordnungsgemäßen Verlauf der Abstimmung am Sonntag. Auch die Beobachter der Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) lobten die Wahl in der Ex-Sowjetrepublik als demokratisch. Sie sei transparent und gut organisiert gewesen.



    Die Europäische Kommission bereitet ein umfangreiches Hilfspaket für Irland vor, um den wirtschaftlichen Verlust eines Brexits ohne Abkommen auszugleichen, berichtet Reuters unter Berufung auf The Times. Die EU ist bereit, alles Notwendige auszugeben, um die irische Regierung im Falle einer Handelsstörung zu unterstützen, wie eine hochrangige Quelle sagte.     Am Montag begann die 10. multinationale Übung Eurasian Partnership MCM Dive in Constanta und entlang der rumänischen Schwarzmeerküste. Bis Donnerstag werden Dutzende von Militärtauchern aus Rumänien, Aserbaidschan, Bulgarien, Georgien und den USA an Übungen zur Suche und Identifizierung von Sprengstoffen teilnehmen, offene, halbgeschlossene und oberflächenversorgte Tauchmissionen durchführen und mit Unterwasserdrohnen gezielt suchen. Dies ist die einzige jährliche multinationale Übung im westlichen Teil des Schwarzen Meeres, die darauf abzielt, die Ausbildung von NATO-Tauchern und von Taucheinheiten aus den Mitgliedsländern der Friedenspartnerschaft zu verbessern.
