    Justice Day — The Justice Minister, Alina Gorghiu, pleaded, in her message on Justice Day, for collaboration and dialogue in finding good and balanced solutions to ensure both the functionality and efficiency of the judicial system, as well as the quality of the justice act. The legal system needs now, more than ever, unity, balance, mutual trust and openness. This is the message sent on Sunday, on Justice Day, by the president of the High Court of Cassation and Justice, Corina-Alina Corbu. She says that this anniversary takes place, this year, in a complicated context marked by tension, which should not have an impact on the citizens. The statements come in the context in which the representatives of the High Court challenged at the Constitutional Court the changes made to the special pension system which benefits the magistrates. Prosecutor General Alex Florența stated, in his message, that the legislative changes related to the magistrates pensions were made by simulating a dialogue, ignoring the principles of loyal cooperation and mutual respect that the powers of the state owe to each other. The chief prosecutor of the National Anticorruption Directorate (DNA), Marius Voineag, said, on Justice Day, that the role of the Directorate in the entire judicial system contributes to the development of Romanian society and to reaching the countrys real potential as a member of the EU and NATO. According to him, the issue of fighting corruption remains as topical as before because Romanians are perfectly aware of the fact that each act of corruption means the waste of public resources, missed opportunities for the country and a more uncertain future for the future generations.



    Festival — The Sibiu International Theater Festival ends on Sunday with a performance of the show “Faust”, directed by Silviu Purcarete, followed, at midnight, by a demonstration with drones. The Walk of Fame was enriched, on Saturday, with seven more stars, attributed to important names in the world of Performing Arts. One of the stars was awarded to the president of the Festival, Constantin Chiriac, director of the Radu Stanca theater in Sibiu. He was also decorated by the Presidency of Romania with the National Order of Merit in the rank of Officer. The distinction was granted in sign of appreciation and gratitude for the professionalism and dedication put at the service of art and the public, for the important contribution brought to the domestic and international affirmation of the values ​​of Romanian theatre. Thanks to the tireless involvement of maestro Constantin Chiriac, Sibiu International Theater Festival – FITS is today a landmark for Sibiu and for Romania, as well as an example of the multiple benefits that the promotion of culture can bring to local communities, the Culture Minister Raluca Turcan wrote on Facebook.



    Tennis — The Romanian womens table tennis team won the gold medals at the European Games in Krakow – Malopolska (Poland), on Saturday evening, after defeating the German team in the final with the score 3-2. Romania led 2-0, but the Polish players had a come back and equalized the score, and later Bernadette Szocs scored the winning point. The Romanian athlete also won the individual competition. Romania won four medals in table tennis at the European Games in Poland, two gold and two bronze. Romania now has a total of 16 medals, six gold, five silver and five bronze, at the European Games in Poland. On the other hand, the pair Monica Niculescu (Romania)/Eri Hozumi (Japan) lost 2-0 to the pair Lidia Morozova (Belarus)/Ingrid Gamarra Martins (Brazil) in the doubles final of the WTA 250 tennis tournament from Bad Homburg (Germany). The match was interrupted on Saturday in the first set due to the rain.



    Weather – Meteorologists have issued a warning for severe atmospheric instability, valid throughout Sunday, in three-quarters of Romanias territory.     Romania’s magistrates are protesting

    Magistrates with several courts and
    prosecutor’s offices in Romania on Wednesday ceased work as the imminent amendments
    to the pension legislation could affect the independence of the judiciary.


    Under these circumstances, only the
    urgent criminal cases such as international kidnapping, placement and
    investment, adoptions, public custody, protection orders will be judged. The Superior
    Council of the Magistrates (CSM) has announced it has been notified and
    unconditionally supports the position expressed by the magistrates, as this
    situation of severe gravity is fundamentally bearing on the independence of the
    judiciary and the statute of the magistrates with direct consequences upon the
    act of justice.


    The highest representatives of the legal
    system, CSM recalls, had a meeting with the representatives of the executive
    and legislative power whom they briefed upon the impact of the legislative
    amendments over the justice system, which is already being confronted with an
    acute shortage of personnel against the ongoing uncertainty regarding the
    statute of the professionals in the field.


    On the other hand, the CSM says it
    does not stand against the pension reform and is concerned with finding the
    best normative solutions aimed at streamlining this process.


    The country’s new Justice Minister, Alina
    Gorghiu, has reacted to the radical measure the magistrates resorted to, saying
    that she respects their right to free speech. She also said that dialogue is
    the solution to any problem facing the legal system not the protest.


    The principle according to which no
    pension can exceed the salary is a moral one and the Romanian society has been
    waiting for this pension reform to be implemented, Alina Gorghiu says. The
    pension reform, which is only to a small extent based on the contribution made
    during the period of activity, and which the magistrates mainly benefit as well
    as other professional categories, is a landmark in the country’s Plan of Recovery
    and Resilience. Romania’s failure to comply with the provisions of the
    aforementioned plan, would be tantamount to losing 3 billion Euros.


    The PSD – PNL ruling coalition wants
    to gradually increase the retirement age for prosecutors and justices up to 65
    years and the pensions to be calculated based on the incomes along the years
    not in the last year of activity. The reform in the field would also mean higher
    taxes for the pensions above a certain level as well as the elimination of the public
    service pensions for a series of auxiliary categories such as the specialized personnel
    around the judges and prosecutors, the personnel with specific executive
    positions within the diplomatic missions as well as the personnel around the
    public Parliament servants.


    The number of the beneficiaries of
    public service pensions in May this year exceeded 10 thousand, half of them
    being magistrates. And in their case, the average pension exceeds 4,000 Euros, the
    largest part of which being funded from the state budget.

    BANK Romania’s Central Bank (BNR) has
    again raised the annual key interest rate from 6.25 to 6.75%, the highest level
    in the past 12 years, since March 2010. The Bank has resorted to the move after
    the latest price hikes in electricity and food, brought the inflation rate in
    September up to almost 16% over the level initially forecast. Prices slightly
    decreased thanks to a drop in the oil price, says the BNR, which expects the
    economic activity to stall in the last months of this year. The Central
    European Bank and the US Federal Reserve have also decided to raise interest
    rates in an attempt to keep inflation at bay.








    VISIT Croatia and Romania are very much
    alike from the political and national points of view, the president of the
    Croatian Parliament Gordan Jandrokovic said on Tuesday. In the speech he
    delivered before the Romanian Parliament, the Croatian official said that both
    countries are focusing on a full European integration by joining the
    border-free area of Schengen and by getting membership in the Organisation for Economic
    Cooperation and Development. In turn the president of the Chamber of Deputies,
    Marcel Ciolacu said the two countries are supporting each other at both the
    European and bilateral levels. During his formal visit to Romania, Goran
    Jandrokovic also met the interim Senate president Alina Gorghiu. Romanian Prime
    Minister Nicolae Ciuca and Gordan Jandrokovic have tackled the potential of
    bilateral cooperation between the two countries and have reiterated the joint
    commitment to staying close to Ukraine and supporting the Republic of Moldova. According
    to the central state bureau in Zagreb, there over six thousand Croatians in
    Romania, while 5,408 people in Romania have identified as being Croatians at
    the census in 2011.








    CLIMATE The 2022 UN
    Climate Change Conference continues in Sharm-el-Sheikh, Egypt. World leaders are under pressure to
    strengthen their commitment to combating global warming and providing financial
    support to poor countries, which are suffering the most. The President of
    Romania, Klaus Iohannis, has said that Bucharest supports the leadership role
    assumed by the European Union in terms of limiting these changes and the joint
    commitment to reducing net greenhouse gas emissions. A report published today
    and commissioned by the presidency of the COP (Conference of the Parties to the
    United Nations Framework Convention on Climate Change) shows that southern
    countries will need more than 2000 billion dollars a year, until 2030, to
    finance their climate actions, of which almost half from foreign investors.










    DAY Orthodox
    believers in Romaniaon Tuesday celebrated
    the Saints Archangels Michael and Gabriel, known as the leaders of the
    celestial armies and guides of souls to Heaven. Almost 1.5 million Romanians
    celebrate their name on November 8th. In Romania, about 633 thousand women and over
    821 thousand men bear the name of Gabriel/Gabriela or Mihai/Mihaela or their
    derivatives.

    GOVERNMENT Romania’s Prime Minister designate, Liberal Nicolae Ciuca on
    Sunday summoned the candidates for the position of ministers in his minority
    PNL-UDMR cabinet for talks over the ruling programme before the Parliament
    hearing scheduled for Tuesday. Most of the nominees have also served in the
    cabinets headed by Liberals Ludovic Orban and Florin Citu. The Foreign Ministry
    is headed by career diplomat Bogdan Aurescu, Lucian Bode is to take over the
    Interior Ministry, Virgil Popescu is to become in charge of the Ministry of
    Energy, Raluca Turcan will be heading the Labour Ministry, Sorin Campeanu, the
    Ministry of Education and Tanczos Barna, the Environment Ministry. UDMR leader
    Kelemen Hunor will be deputy Prime Minister. About Alina Gorghiu, who is expected
    to take over the Justice Ministry, papers in Romania wrote that she tried to
    promote a controversial draft law, which might have undermined the
    anti-corruption fight as it allowed for prison sentences under 7 years to be
    commuted to house arrest. The new cabinet is to be sworn in on Wednesday but
    its rejection could pave the way for snap election, which would be a first for

    COVID-19 The latest data provided by the authorities monitoring the pandemic in
    Romania show a decrease in the number of infections although the number of
    fatalities remains higher. Over 74 hundred new cases have been confirmed in the
    past 24 hours in Romania while 427 people have been killed by the virus.
    Capital city Bucharest is reporting a decrease in the infection rate, which has
    presently reached 14.35 per thousand from 15 reported a couple of weeks ago. 89
    thousand people have been vaccinated in Romania in the past 24 hours and the
    total number of those fully vaccinated has exceeded 6.2 million. The country’s
    vaccine rollout has gained momentum and authorities believe that if maintained,
    by the end of the year, Romania will have 70% of its population vaccinated.
    Germany has dispatched a medical team to Romania to sort the patients who can
    get treatment in German hospitals, where they can be flown by a plane belonging
    to German Air Forces. In another development, the National Committee for
    Emergency Situations in Romania has updated its list of the countries with a high
    infection risk, placing the Netherlands and Russia in the red tier. Malaysia,
    Cuba, Costa Rica, the Czech Republic, Denmark, Hungary, Germany, Switzerland,
    Liechtenstein and Jordan are in the yellow tier.








    DAY The Romanian public radio on Monday celebrates 93 years since
    its first broadcast on November 1st 1928. Unlike in the previous
    years, the anniversary takes place under the conditions imposed by the Covid-19
    pandemic and an atmosphere of severe austerity. In 2017, the leftist government
    led by PSD leader Liviu Dragnea, who subsequently served a prison sentence for
    corruption, ruled to remove the so-called radio-TV fee paid by subscribers and
    the two institutions be founded from the state budget. A social survey
    conducted by the former interim administration shows that the institution
    presently relies on unmotivated, aging personnel. 80% of the respondents have
    been working in the public radio for at least 16 years. Little over 20 percent
    of them believe the institution offers them opportunities for professional
    development and about three quarters believe they aren’t paid properly in
    accordance with the labour market in Romania.






    CONFERENCE As of today, Glasgow in Scotland is hosting the he 26th UN Climate Change Conference of the Parties (COP26).
    The event is expected to bring together over 120 heads of state and government
    who are going to tackle the climate change, one of the world’s greatest
    challenges at present. COP 26, which is expected to take place until November
    12th plays an essential role in the implementation of the Paris
    agreement with a view to limiting global warming by 1.5 degrees Celsius.
    Romania is being represented at COP 26 by its president Klaus Iohannis who is
    expected to attend the World Leaders’ Summit over November 1st and 2nd.








    TENNIS Romanian-Georgian pair made up of Irina Bara and Ekaterina
    Gorgodze on Sunday won the doubles finals of the tennis tournament Transylvania
    Open staged in Cluj-Napoca, north-western Romania. The two secured a 4-6, 6-1,
    11-9 win against Alexandra Krunic of Serbia and Lesley Pattinam Kerkhove of the
    Netherlands. Also on Sunday, Romanian tennis player Simona Halep lost to Anett
    Kontaveit of Estonia 2-6, 3-6 in the finals of this competition.

    Misstrauensantrag gegen den Finanzminister

    Die rumänischen Senatoren haben am Montag einen einfachen Misstrauensantrag
    der Sozialdemokraten gegen den liberalen Finanzminister Florin Cîţu
    verabschiedet. Die Nationalliberale Partei, die Union Rettet Rumänien, der Ungarnverband
    sowie einige unabhängige Senatoren stimmten dagegen, während
    sozialdemokratische Senatoren dafür stimmten. Initiatoren des Antrags werfen
    Cîţu vor, zu Beginn seiner Amtszeit Erklärungen abgegeben zu haben, die den
    Wechselkurs der Landeswährung in die Höhe trieben, was wiederum höhere
    Zinssätze und Preiserhöhungen für die Rumänen nach sich zog. Florin Cîţu wehrte
    sich und erklärte, dass der Antrag der Sozialdemokratischen Partei rein
    politisch ist und dass er nur dann zurücktreten werde, wenn die Liberale Partei
    es verlangt. Cîţu sagte, dass der ehemalige Finanzminister Eugen Teodorovici
    Anfang 2019 wusste, dass das Haushaltsdefizit ohne zusätzliche Maßnahmen auf 4
    % steigen würde.


    In dem Misstrauensantrag geht es nicht um mich, sondern um einen
    politischen Versuch, die schweren Probleme Rumäniens zu verschleiern. Seine
    Initiatoren wollen natürlich, dass ich zu der katastrophalen Situation, die ich
    im Finanzministerium gefunden habe, schweige. Ihnen und allen Sozialdemokraten
    sage ich: Die Nationalliberale Partei hat versprochen, dass sie den Rumänen um
    jeden Preis die Wahrheiten sagen wird. Genug ist genug! So kann es nicht
    weitergehen. Die Zeit, die ihr stehlen konntet, ohne zur Verantwortung gezogen
    zu werden, endet hier.


    Die liberale Senatorin Alina Gorghiu wiederum sagt, dass die
    Sozialdemokraten keine handfesten Gründe haben, Kritik an Cîţu zu üben.






    Der sozialdemokratische Senator Stefan Oprea hat Cîţu ging sogar so weit
    und beschuldigte, Maßnahmen zu ergreifen, die das Haushaltsdefizit in die Höhe
    treiben würden, und zwar zu den Zahlen, die er während seiner Opposition
    vorausgesagt hat.


    Die Zahlen, die Sie manchmal sehr hysterisch prophezeit haben, als
    Sie über die sozialdemokratische Regierung sprachen, müssen heute Wirklichkeit
    werden, und Sie müssen sicherstellen, dass das Defizit von 4,4 % real ist, und
    zwar mit allen Mitteln. Es spielt keine Rolle, dass die Haushaltseinnahmen in
    den letzten zwei Monaten zum Stillstand gekommen sind oder dass die
    öffentlichen Ausgaben während Ihrer Amtszeit in die Höhe geschnellt sind.
    Wichtig ist nur, dass Ihre Defizitschätzung von 4,4% bewahrheitet.




    Der Interimsvorsitzende der Sozialdemokratien Marcel Ciolacu glaubt, dass
    die Nationalliberale Partei das Misstrauensvotum des Parlaments gegen Florin
    Citu nicht verstanden hat. Nach der Verabschiedung des Antrags sagte Premierminister Ludovic
    Orban, er werde Florin Citu nicht absetzen und argumentierte, dass die
    Sozialdemokratische Partei nicht berechtigt sei, nach dem katastrophalen
    Haushalt, den sie zurückgelassen habe, zu kritisieren und Rücktritt zu fordern.
    Nach der rumänischen Verfassung bedeutet die Annahme eines einfachen Misstrauensantrags
    nicht zwangsläufig die Entlassung des betreffenden Ministers.

Entre temps, le président roumain Traian Basescu sortant à promu le durcissement des sanctions contre la Russie alors que le Vladimir Poutine sème la panique sur le marché mondial du blé.
