    Measures for the medical system

    The healthcare domain is one of the major dissatisfactions of Romanians, as shown by all opinion polls. Suffocating bureaucracy, old hospitals, doctors offices without basic equipment, corrupt physicians who condition the medical act on bribe, rigged contests for filling managerial positions and purchases at inflated prices. Nothing is missing from the range of comorbidities of the healthcare system in Romania. Moreover, the system has been faced with a lack of personnel for a long time. Although, in recent years, Romanian doctors have received salaries comparable to those in Western Europe, many continue to leave the country, while in the Romanian countryside, many communes do not have doctors, and in the cities that have hospitals there is not enough medical personnel.



    This week, the manager of the Dr. Victor Gomoiu Clinical Children’s Hospital in Bucharest, Maria Enescu, has publicly drawn attention to the difficult situation in the medical unit’s on-call room, given that, she says, there is an acute lack of staff, and the nurses are exhausted. The shortage of personnel, the people in the system say, was worsened by the authorities decision to block the tender for positions in state institutions, a measure from a larger package, decided by the governing coalition made up of the Social Democratic Party – PSD and the National Liberal Party – PNL with the avowed intention to reduce the budget deficit. But, the press notes, in a year marked by European parliament, local, legislative and presidential elections, politicians are good at sweetening the bitter pill that they have prescribed themselves.



    The Social Democratic Prime Minister Marcel Ciolacu said on Thursday that a priority of his government team is to rapidly solve the issue of resident doctors who passed the specialty exam at the end of last year. There are approximately 4,500 doctors in whom the Romanian state has invested hundreds of millions of euros, and we must make sure that we keep them in the country. That is why, in the next period, the Health Ministry and the Development Ministry must update the lists of vacant positions and present the Government with new memoranda for tender for positions. I also ask the Finance Ministry to cooperate to make things happen quicker said the Prime Minister, at the beginning of the first Government meeting of 2024.



    The memoranda initiated by the two ministries regarding the tendering for vacancies in the healthcare system could be approved next week, the Health Minister, Alexandru Rafila, a party colleague of the PM announced also on Thursday. Thus, each health unit will be able to organize contests to fill vacant doctor or nurse positions. From the opposition, Save Romania Union – USR claims that there is a deficit of over 20,000 nurses and auxiliary medical personnel and of about 8,000 doctors, across Romania. (LS)

    INFECTIONS – The wave of
    respiratory infections and flu is intensifying on a weekly basis. Experts warn
    the upward trend will tone down starting February at the earliest. During this
    interval, doctors say a larger number of respiratory infections, particularly
    in children, is to be expected. On the other hand, the first cases of Flurona -
    which is a simultaneous infection with both flu and COVID-19, have been
    reported in Romania, whereas a 74-year-old woman has died. Doctors say that Flurona
    infections have a higher degree of severe evolution.




    DEFENSE – Defense
    Minister Angel Tîlvăr on Tuesday met with Romanian servicemen deployed to the
    military base in Bemowo Piskie in Poland, and had talks with his Polish
    counterpart, Mariusz Blazczak, about the situation in the region due to the
    Russian aggression in Ukraine. Minister Tîlvăr pointed out Romania and Poland
    displayed solidarity with Ukrainian refugees. Minister Angel Tîlvăr was
    accompanied by the chief of general staff, General Daniel Petrescu. On Monday,
    the two officials met with Romanian servicemen deployed to the NATO base in Pristina,
    Kosovo, and discussed with the Kosovo Force commander, General Angelo Michele
    Ristuccia about the security developments in the region.




    GOVERNMENT – Romania’s Prime
    Minister, Nicolae Ciucă, said in today’s government
    session that total investment stood at some 14.6 billion EUR at the end of
    2022, a record high for Romania, which confirms an upward trend of the Romanian
    economy. Nicolae Ciucă quoted a recent
    study of the Economic Department of Harvard Academy which states that Romania
    has become the 19th most complex and sophisticated economy in the
    world, with a potential for growth. Results by the end of 2030 should push
    Romania in the top 10 countries. As regards foreign direct investment, the
    Prime Minister said that in 2022 their volume exceeded the level of 2008, the
    year that marked the highest such level. Last but not least, Nicolae Ciucă
    highlighted the contribution of European funds.




    NATIONAL BANK – The National
    Bank of Romania today increased the monetary policy interest rate to 7%, in an
    attempt to keep inflation in check. Central Bank experts expect the annual
    inflation rate to slightly go down this quarter and the downward trend to pick
    up speed in the following months. Starting this summer, the inflation rate
    should drop below 10%, bank experts also say. The new increase in the monetary
    policy interest rate is likely to trigger an increase in the interest rates of
    commercial banks, particularly in case of loans.




    IRAN -
    Iran’s ambassador in Romania was summoned at the Foreign Ministry headquarters
    on Tuesday, where he was notified regarding Romania’s firm opposition to the
    enforcement of the capital sentence, irrespective of circumstances, and to the
    hanging of protesters by Teheran authorities. The decision follows the hanging
    of two Iranian protesters on January 7 in Teheran. The Romanian Foreign Ministry
    expressed deep concern with the continuous violation of human rights in Iran,
    including the sentencing of protesters for political reasons, in the absence of
    a fair trial, in the context of nationwide protests triggered in September
    2022, caused by the death of Masha Amini. The Romanian Foreign Ministry
    reminded the Iranian ambassador regarding the conclusions of the Foreign
    Affairs Council meeting of December 12, 2022, with a focus on all issues that
    did not receive a constructive response from Teheran authorities. The Romanian
    MFA also pointed out that the said aspects in the conclusions still need to be
    resolved, failure of which would negative impact Iran’s relations with the EU.




    GOLDEN
    GLOBES – Steven Spielberg’s The
    Fabelmans and Martin McDonagh’s The
    Banshees of Inisherin have won the top awards in Tuesday’s Golden Globes
    Awards Gala. Austin Butler, the male lead in Elvis (directed by Baz Luhrmann) was designated best actor in a
    drama, whereas Cate Blanchett scooped the award for best actress for her role in
    Tar (directed by Todd Field). The
    award for best scenario wnet to Martin McDonagh for The Banshees of Inisherin. Santiago Mitre’s Argentina, 1985 got the award for best foreign motion picture,
    while Guillermo del Toro’s Pinocchio
    got the award for best animation. House
    of the Dragon got the award for best series. Ukraine’s president, Volodymyr
    Zelensky, a former actor himself, conveyed a recorded message on this occasion.

    COVID-19 IN ROMANIA -3,852 new cases of COVID-19 infection
    have been reported in Romania in the last 24 hours following 37,517 tests. 195
    related fatalities have also been reported during the interval, the Group for
    Strategic Communication announced on Thursday. 1,518 patients are currently in
    intensive care. Bucharest continues to be the city with the highest incidence
    rate. The National Committee for the Coordination of Vaccination announced
    Romania ranks 4th at EU level in terms the number of people who’ve received
    both doses of the vaccine, and 7th in terms of the total number of immunized
    people. So far, 2.4 million Romanians have received both doses of the anti-COVID-19
    vaccine.


    GOVERNMENT – The Government in
    Bucharest is today discussing the principles underlying the elaboration of the
    new public salary law, under which bonuses will be handed out only in special
    conditions, as well as a number of new measures for preventing and combating
    the effects of the COVID-19 pandemic. Economic operators who have already been
    fined two or three times for failing to comply with anti-COVID regulations, may
    have their licenses revoked, according to another bill on the Government’s
    agenda for today. Additionally, Cabinet ministers are due to discuss a
    memorandum on the delivery of a new batch of 300 thousand doses of the Pfizer
    vaccine to Romania, as well as plans for the restructuring of the Oltenia
    Energy Complex (in the south).


    AMBASSADORS – Parliament’s
    special committees on Thursday completed the interviews of the 25 candidates
    applying for ambassador positions, following their appointment by president
    Klaus Iohannis. The president of the Senate’s foreign policy committee, Titus
    Corlăţean, said he is happy with the results of the interviews, which he
    described as serious and professional. Presidential adviser Andrei Muraru got a
    favorable opinion for taking over as Roamnia’s Ambassador to the United States.
    At the end of his hearing in Parliament, Muraru expressed confidence that
    Romanians will be able to travel to the United States visa-free by the end of
    the president’s term in office, in 2024. George Cristian Maior, Romania’s
    ambassador to Washington over 2015-2021, got a favorable opinion for
    representing Romania in Jordan. Cezar Armeanu will be Romania’s ambassador to
    South Korea, Răduţa-Dana Matache will represent Romania in the Philippines,
    Alexandrina-Livia Rusu in Luxembourg and Elena Şerbănescu in Tunisia.




    AFGHANISTAN – The United States
    will pull back its troops from Afghanistan by the end of August, President Joe
    Biden has announced. The withdrawal is a consequence of the Peace Agreement
    signed by the Americans and the Taliban, despite the fact that there is yet no
    peace settlement in this country, as well as no guarantees the war will end,
    pundits have argued. NATO has also decided to start withdrawing its troops
    starting May 1, after having conducted similar operations in Afghanistan. The
    decision was adopted on Wednesday in the NATO Council. Representing Romania in
    yesterday’s videoconference was Romania’s Foreign Minister, Bogdan Aurescu, and
    Defense Minister, Nicolae Ciucă. Our country has over 600 military deployed in
    NATO operations in Afghanistan right now, which it will start pulling back.




    FILM – Romanian filmmaker
    and screen writer Radu Jude will be honored in La Rochelle Cinéma (FEMA)
    Film Festival to take place over June 25 – July 4. At the 49th
    edition of the festival, Radu Jude will be honored alongside other filmmakers
    and figures of world cinema. A key figure of the Romanian new wave, Radu Jude,
    whose film Bad Luck Banging or Loony Porn
    grabbed the Golden Bear in 2021, will be presenting his works, organizers have
    announced. Over the years a number of prestigious filmmakers were honored in
    the festival, including Agnes Varda, Béla Tarr, Juliette Binoche, Anouk Aimée,
    as well as Romanians Lucian Pintilie and Andrei Ujică. Starting 1973, the La
    Rochelle Film Festival has been celebrating and screening old and contemporary

    GOVERNMENT A joint meeting of the governments of Romania and the Republic of Moldova will be held on November 22nd in Bucharest, the Moldovan PM Pavel Filip announced in Chisinau. He mentioned that one of the topics could be an agreement on discarding mobile roaming fees between the Republic of Moldova and Romania. “It is an important logical step, in the line of other actions that draw us closer to Romania, such as the interconnection of our countries natural gas and electricity systems or the educational and cultural ties. It means nothing else but a stronger relationship between our countries, Pavel Filip said.



    PARLIAMENT A bill declassifying the protocols signed by judicial institutions with intelligence services was passed on Wednesday in the Chamber of Deputies, the decision-making parliamentary body in this case. The new regulation allows individuals who think they have been affected by the protocols to request the retrial of their cases. Opposition MPs say they will refer the bill to the Constitutional Court, and argue that the only purpose of the new legislation is to help reverse certain rulings. On the other hand, the ruling coalition says the bill benefits all citizens, who should have access to information in order to defend their rights.



    STRIKE In Romania, negotiations between trade unions and the management of the Bucharest underground company, Metrorex, have failed. Unions announced that the employees would be on a 2-hour token strike on Thursday morning. They demanded a 42% pay raise, but the management only offered 18% under a new collective bargaining agreement. The token strike could be followed by indefinite all-out strike, unions added. In turn, the Transport Minister Lucian Sova said the negotiations had started 8 months before, and the unionists would not accept a smaller pay raise. According to Șova, the salaries of Metrorex staff have been raised on an annual basis for the last 4 years, and the last such increase was by 21% in 2017. As many as 700,000 passengers a day use the Bucharest underground system.



    MOLDOVA The European Parliament Wednesday endorsed a resolution on the implementation of the Association Agreement between the EU and the Republic of Moldova. MEPs criticised the deterioration of the rule of law in that country, the systemic corruption, breach of current commitments, the disregard for the recommendations of the Venice Commission concerning changes in the electoral system and the insufficient investigation of the 2014 banking fraud. A decision regarding the EU macro-financial assistance for Moldova will only be made after the parliamentary elections due in February 2019, and provided that they comply with the relevant international standards. Some Romanian MEPs argued however that the Union should continue to provide financial assistance to Moldova, so as to counter Russias influence.



    GAUDEAMUS The 25th edition of the Gaudeamus International Fair, a landmark of the book market in Romania, an event organised by Radio Romania, opened on Wednesday. Gaudeamus 2018 will unfold under the auspices of a triple anniversary: the Great Union Centennial, 9 decades since the first broadcast aired by Radio Romania, one of the oldest radio stations in Europe, and the 25th edition of the Gaudeamus Book Fair.

    The new Government of Romania, headed by the independent Dacian Cioloş convened on Saturday in an informal meeting. The talks focused on next year’s public budgets, the sector priorities for the coming months, the improvement of the institutions that manage the European fund absorption and on outlining the principles for an administrative reform. According to the PM, such informal meetings will be held on a regular basis, at the weekend, and will focus on the priorities in the governing programme. The technocratic cabinet headed by Dacian Ciolos was sworn in early this week.



    As many as 150 book launches and cultural events were organised on Saturday as part of the Gaudeamus International Book Fair, organised by Radio Romania. The fair ends on Sunday. This year’s edition is held under the motto “The Most Read Book Fair from the Most Listened to Radio.” Gaudeamus brings together over 300 publishers and 700 events. The guest of honour in this year’s fair is the Group of Francophone Embassies, Delegations and Institutions in Romania.



    The Brussels metro remains shut until Sunday after the Belgian authorities raised the terrorist alert status to the highest level, warning people to avoid crowds because of a “serious and imminent” threat, news agencies report. One week after the Paris attacks, perpetrated by ISIS members, and with one of the suspects, based in Brussels, still at large, the city was placed on the top level, 4, of the government’s threat scale. Meanwhile, Turkey announced having arrested a Moroccan-born Belgian citizen suspected of having searched for targets for ISIS in the attacks in the French capital city.



    The US Secretary of State John Kerry is traveling to the Middle East on Sunday, Washington announced. During the three-day tour, Kerry will have meetings in Abu Dhabi (the United Arab Emirates), Tel Aviv, Jerusalem and in Ramallah, West Bank. Talks will focus on the situation in Syria, particularly on the fight against the terrorist group ISIS, and on the recent Israeli-Palestinian violence. According to AFP, after the attacks in Paris the US is trying to strengthen the international coalition against the Islamic State.

    Another person injured in the fatal fire of October 30th at the Colectiv nightclub in Bucharest died on Saturday in a hospital in the Romanian capital city, raising the death toll to 59. According to the Health Ministry, 40 patients were still hospitalised, ten of whom are in a critical condition. Around 30 others are receiving care in foreign clinics. A tribute was paid to the victims of the fire, on Friday night, when hundreds of people gathered for a concert in University Square in Bucharest.

    The UN Security Council Friday unanimously approved a resolution introduced by France, which calls on all nations to strengthen and coordinate actions to prevent further terror attacks from the IS group and other terrorist organisations. The resolution describes the IS jihadist group as an unprecedented global threat to the international security and peace. The document authorises UN member states to use any means to dismantle the shelters the terrorists have established in a sizeable part of Iraq and Syria. The Resolution also calls on the international community to block the flow of foreign fighters to Iraq and Syria and to crack down on terrorist financing, the Radio Romania correspondent in Washington reports.



    The Romanian Florin Mergea and Indian Rohan Bopanna Saturday qualified in the finals of the London ATP World Tour, after defeating Ivan Dodig / Marcelo Melo (Croatia/Brazil), 6-4 / 6-2. In the other doubles semi-final, another Romanian, Horia Tecau, and his partner, Jean-Julien Rojer (Netherlands), are facing the No 1 seeded American twins Bob and Mike Bryan. It is for the first time that Romania has two players in the ATP World Tour Finals, which has 7 million US dollars in prize money and brings together the best-ranking 8 players of the season and the top 8 men’s doubles teams.
