    RATING The financial rating agency Standard & Poor’s confirmed Romania’s ‘BBB minus’ rating, but revised the outlook from “stable” to “negative”. The reasons are related to high fiscal and external risks, the agency reports. According to S&P, the fragmented and uncertain political environment, as well as the substantial spending ahead of the elections, pushed the fiscal deficit to almost 8.7% of GDP, far above expectations. The Romanian finance minister Tánczos Barna says the change in the outlook from stable to negative indicates that measures are needed to reduce the budget deficit, and that the country needs a balanced public budget and a streamlined government structure. He also said that the government’s measures to reduce the deficit and consolidate economic growth must be implemented at an alert pace, in the form already agreed on with the EU.

     

    UKRAINE The president of Ukraine Volodymyr Zelenskyy said that, taking into account Ukraine’s cooperation with the Republic of Moldova, it is possible for Kyiv to cover Moldova’s entire electricity demand, and a 30% discount on the supply price is also possible. He made these statements at a meeting on Saturday in Kyiv with the president of Moldova, Maia Sandu. The two officials also discussed possible coal deliveries to the Republic of Moldova. In turn, Maia Sandu accused Russia of trying to create economic and social chaos in Moldova and bring a pro-Russian government in power in Chisinau. She traveled to Kyiv amid energy tensions in Transnistria, a pro-Russian breakaway region between the two countries, AFP reports. This strip of land with a population of about half a million, which remains outside Moldova’s control, was supplied by the Russian natural gas giant Gazprom for free, through a pipeline that crossed Ukraine. The latter ended the contract with Moscow on January 1, thus cutting off supplies to Moldova, including to Transnistria, which declared a state of emergency. With Kyiv fighting the Russian invasion for three years, Chisinau is worried about a possible spillover of the conflict to its territory, especially through the destabilisation of Transnistria by Russia. The rest of Moldova is for now safe from energy cuts, thanks to electricity and gas imports from Romania.

     

    ELECTIONS The Liberals will convene on Sunday in a special National Council meeting to validate the former party president Crin Antonescu as the joint candidate of the ruling coalition in Romania. The Social Democrats scheduled a special congress on February 2 for the same purpose, and UDMR will make its decision at the beginning of next week. The first and second rounds of the presidential elections are scheduled for May 4 and 18. So far, the mayor of Bucharest, Nicuşor Dan, the independent candidate Călin Georgescu and the president of Save Romania Union, Elena Lasconi, have announced plans to run for president. The latter two were top placed in the presidential elections canceled last year. After the first election round on November 24 was validated, the Constitutional Court of Romania canceled the election as a whole on December 6, although voting in the second round had already begun abroad. The Court made its decision after the Supreme Defence Council published a report indicating foreign interference in the electoral process, but investigations have so far failed to confirm it. Tens of thousands of Romanians took to the streets to demand that the second round be resumed.

     

    EXHIBITION Romania’s foreign ministry announced that on Saturday the National Museum of History of Romania (MNIR) and the Culture Ministry were notified that an explosion took place and several exhibits were stolen at the Drents Museum in the Netherlands, which is hosting an exhibition called ‘Dacia! Rijk van goud en zilver’ (Dacia! Kingdom of gold and silver), organised jointly with MNIR. According to the institution, initial investigations indicate that the blast was design to help as yet unidentified perpetrators to break into the museum building and steal pieces from Romania’s Dacian treasure. The foreign ministry notified the Romanian interior ministry and the Romanian police, and the Romanian embassies in all neighboring countries are on alert. Romania’s foreign minister Emil Hurezeanu spoke with his Dutch counterpart Caspar Veldkamp, ​​highlighting the exceptional importance of the stolen exhibits. The Dutch side assured Romania of its operational and political determination to solve the case. The Dutch police also activated cross-border cooperation mechanisms and informed the Interpol of the matter.

     

    HOLOCAUST The minister of culture Natalia Intotero will represent Romania, on Monday, at the ceremony commemorating the 80th anniversary of the liberation of the Auschwitz-Birkenau concentration camp in Poland. The event, held under the patronage of the president of Poland, marks the International Holocaust Remembrance Day declared by the United Nations, and brings together camp survivors, official delegations of states and international organisations. Romania’s participation in the ceremony on January 27 reflects its solid commitment to keeping alive the memory of the victims of the Holocaust, to fighting all forms of denial, distortion, or downplaying of this tragic moment, as well as to fighting anti-Semitism, xenophobia, radicalisation and hate speech, while at the same time promoting respect for fundamental human rights, both at national and international level, the Romanian culture ministry said.     PROTESTS The government of Romania is completely willing to find solutions to protect people’s spending power while at the same time preserving macro-economic balance, the prime minister’s office chief said after talks with representatives of the employees who protested in front of the Government headquarters. On Friday, thousands of civil servants, reserve officers, police staff, miners, foresters, steelworkers, Bucharest Metro employees and pensioners took part in a rally to protest a government order that froze salary increases for many public sector personnel at the beginning of this year, and suspended the cost-of-living adjustment of public pensions. A reorganisation of central public institutions and state-owned companies was also announced these days. According to PM Marcel Ciolacu, restructuring the public sector is a priority for the current governing coalition comprising the Social Democratic Party, the National Liberal Party, and the Democratic Union of Ethnic Hungarians in Romania.

     

    UKRAINE The president of the Republic of Moldova, Maia Sandu, is meeting today in Kyiv with the president of Ukraine, Volodymyr Zelenskyy, with PM Denys Shmykhal and with the Parliament Speaker, Ruslan Stefanchuk. The main topics of the discussions are the connection of the infrastructure of the two states, trade, collaboration in the EU accession process, and regional security. An important topic on the agenda is the energy crisis caused by Russia, which has increased energy prices and left the citizens of Transnistria, a Russian-speaking breakaway region in the Republic of Moldova, without heat and electricity. The rest of Moldova is safe for the time being, thanks to electricity and gas imports from neighboring Romania.

    HOSTAGES Four Israeli female soldiers held hostage by Hamas since October 7, 2023, have reached Israel today. In exchange for them, Israel must release 200 Palestinians held in its prisons. This is the second prisoner exchange under the ceasefire that came into effect last Sunday between Israel and Hamas, after 15 months of war. In a first stage, which will last 6 weeks, 33 Israeli hostages are to be released in exchange for about 1,900 Palestinian prisoners. A Hamas attack on October 7, 2023 killed 1,210 Israelis, most of them civilians. Of the 251 people kidnapped, 91 are still in Gaza, 34 of whom are dead according to the Israeli army. In retaliation, Israel launched an offensive in the Gaza Strip, resulting in at least 47,000 casualties, most of them civilians, and a humanitarian disaster. (AMP)

    Sustainable development – The Romanian government approved, on Wednesday, a bill on the establishment of the Center of Excellence for public administration in the field of sustainable development. According to a government press release, the Center will facilitate the implementation of the National Strategy for the Sustainable Development of Romania 2030 and will be established on the pillars of research, education and dialogue about sustainable development. The draft law is to be submitted to Parliament for debate and approval. Also on Wednesday, the Government adopted two measures to support farmers affected by the drought: financial compensation and the suspension, of right, of reimbursing current and outstanding loans until August 2025. The decision was made in the context in which the crops of over 230,000 agricultural producers were affected by the drought between September 2023 and August 2024. The budget of this state aid scheme is two billion lei.

     

    Holocaust  Romania’s president Klaus Iohannis on Wednesday issued a statement on the National Day of Commemorating the Holocaust, saying that terrorism, hatred, violence, disinformation and hate speech are again gaining ground and that it is the responsibility of today’s generations to put a stop to them. He reiterated the commitment of the Romanian state to the democratic values and the respect for human dignity. Prime minister r Marcel Ciolacu also said anti-Semitism is tragically a reality today, but that it is our duty not to make it a reality of the future.

     

    Visit – Romania will remain by the side of the Republic of Moldova (ex-Soviet state with a majority Romanian-speaking population), strongly supporting its integration into the European Union, said the Speaker of the Romanian Senate, Nicolae Ciucă. He met, on Wednesday, in Chişinău, with the President of the Republic of Moldova, Maia Sandu. ‘The vote in the European Parliament, which firmly supports the European path of the Republic of Moldova, represents an essential step towards the European future of our brothers across the Prut River’, Nicolae Ciuca said. According to him, the meeting with Maia Sandu was an opportunity to reiterated full support for the reforms initiated in the neighboring state.

     

    Lebanon – A new group of 58 people in vulnerable situations, Romanian citizens and first degree family members, mostly women, children, medical cases, people in the maximum risk area, was assisted with a view to repatriation from Lebanon and was transported, on Wednesday, in Romania, on board an aircraft belonging to the Romanian Air Force. According to the Foreign Ministry, the 58 people were supported by the staff of the Romanian Embassy in Beirut and by two mobile consular teams from the Rapid Reaction Unit of the Foreign Ministry in order to issue their travel documents and complete all the necessary boarding formalities. To date, 270 Romanian citizens and their family members have been evacuated from Lebanon. The Foreign Ministry reminds that a level 8/9 “Avoid all travel!” warning has been in force since October 2023 for the entire territory of the Lebanese Republic.

     

    Nobel  The Nobel Prize in Chemistry was awarded to the American researcher David Baker from the Washington School of Medicine for computational protein design and to the British researchers Demis Hassabis and John Jumper from Google Deepmind for protein structure prediction, the Royal Swedish Academy of Sciences has announced. In 2023, the prize was shared by Moungi G. Bawendi, Louis E. Brus and Alexei I. Ekimov for the discovery and synthesis of quantum dots. The prizes will be awarded during a special ceremony held on 10th December, on the day when Alfred Nobel, the inventor of dynamite, passed away in 1896. The Royal Swedish Academy of Sciences has so far announced this year’s prizes for medicine and physics.

     

    Tennis – The Romanian tennis player Jaqueline Cristian stopped in the second round of the WTA 1,000 tournament in Wuhan (China), with total prizes worth about 3.2 million dollars. Cristian, the beneficiary of a wild card, was defeated, with the score 6-2, 6-4, by the Chinese Qinwen Zheng, the Olympic champion in Paris.  The two are tied in direct matches, 2-2. Also on Wednesday, the Romanian-Spanish pair Monica Niculescu/Cristina Bucşa was defeated by the pair Ana Danilina (Kazakhstan)/Irina Hromaceva (Russia) with 4-6, 0-6, 10-8. Niculescu and her partner born in Chişinău are champions, this year, in Strasbourg.

     

    Resolution – The European Parliament adopted, on Wednesday, with a large majority, a resolution on strengthening the resilience of the Republic of Moldova ahead of the upcoming presidential election and the referendum on EU accession on October 20. The resolution condemns the malicious activities, meddling and hybrid operations of the Russian Federation, pro-Russian oligarchs and Russian-sponsored local actors aimed at undermining the electoral process, the security, sovereignty and democratic foundations of the Republic of Moldova. At the same time, MEPs accuse Russia of fueling the divisions in the Moldovan society and of trying to derail the state’s pro-European trajectory.

     

    Romania – Egypt  The Romanian foreign minister Luminiţa Odobescu on Wednesday had official talks with Egypt’s Minister of Planning, Economic Development and International Cooperation Rania Al-Mashat. The two officials reiterated their countries’ common interest in consolidating dialogue and cooperation, both with respect to bilateral relations and in regional and international matters. Minister Odobescu conveyed Romania’s appreciation for Egypt’s efforts to ensure peace and stability in the Middle East and Africa and thanked the Egyptian authorities for their help with the repatriation of Romanian citizens from the Gaza Strip. She also reiterated Romania’s support for the consolidation of the EU-Egypt Strategic and Comprehensive Partnership. The Egyptian minister, who co-chairs the mixed committee for economic, technical and scientific cooperation between Romania and Egypt, voiced her country’s interest in developing economic and sectoral relations with Romania. She also referred to the extended efforts of the government in Cairo for the development of international economic partnerships and the efficient management of the economic effects of regional crises.     last year to major supermarket chains in Romania, by the National Authority for
    Consumer Protection (ANPC). According to the ANPC president, Horia
    Constantinescu, the biggest fines went to Lidl, Profi, Penny and Kaufland,
    while Selgros and Metro got the lowest. The Auchan supermarket chain ranks
    first in terms of the products banned. In another development, in 2023, the
    aforementioned institution registered over 200 thousand complaints. Most of
    them were solved but almost 16 thousand proved to be ungrounded.

    they staged 187 operative actions, which led to the dismantling of 35 networks
    involved in human trafficking and brought to court 465 people facing sexual
    exploitation charges. According to the sources, human trafficking is a complex
    crime with a significant cross-border impact but half of the investigations
    carried out last year were focused on domestic human trafficking. The same
    methods of recruiting the victims and forcing them into sex slavery were
    noticed, such as promises of well-paid jobs, the well-known lover boy technique
    to win the victim’s trust and force them into prostitution, sharing the profit,
    abuse and emotional blackmail, seizing documents, threatening with reprisals
    against the victims and family members and others. The trafficker’s profile has
    also remained unchanged from the previous years. These are mostly Romanian
    citizens of both sexes with various ages, and some of them have criminal
    records.






    RUGBY The new headcoach of the Romanian national fifteen, French
    David Gerard, has announced a lineup of 32 players for the team’s debut game in
    Rugby Europe Championship 2024. According to the Romanian Rugby Federation,
    only 26 players will be going to Poland. Romania has been included in Group B
    together with Portugal, Belgium and Poland. The Romanians will be up against
    Poland in an away game on February 4; then they will have two game on their own
    turf against Belgium on February 10 and Portugal on February 17.

    victims of other nationalities killed by the Nazi regime. In a message conveyed
    on Saturday, Romania’s Prime Minister Marcel Ciolacu said the Holocaust wound
    in the Romanian collective mentality can be healed only through the honest
    assuming and promotion of the historic truth, needed remedies in a democratic
    and European country. The Prime Minister underlined the importance of combating
    any form of holocaust denial adding that education is an essential way of
    progress and cultivation of tolerance.






    SILVER Romanian athlete Dmitrii Shamaev on Saturday won the silver
    medal in the 12.5 km men’s pursuit competition of the European Biathlon
    Championship in Brezno Osrbile, Slovakia, the Romanian Biathlon-Ski Federation
    has announced. The Romanian has ended the race after Isak Frey of Norway with
    French Antonin Guigonnat in the third position. Romania still has nine athletes
    in the aforementioned competition, five in the men’s and four in the women’s contest.

    Ziua Naţională a Comemorării victimelor Holocaustului din România

    În România a fost marcată, luni, Ziua Naţională de Comemorare a Victimelor Holocaustului. În urmă cu 82 de ani începea deportarea evreilor din Basarabia, Bucovina de Sud și Bucovina de Nord în Transnistria. Holocaustul a fost recunoscut de autorităţile române în urmă cu 13 ani pe baza concluziilor formulate de comisia condusă de laureatul Premiului Nobel, Elie Wiesel.

    La Bucureşti, evreii şi romii care au murit în timpul deportărilor au fost comemoraţi la Memorialul Victimelor Holocaustului.

    Ministerul Afacerilor Externe de la Bucureşti (MAE) a reamintit importanţa combaterii şi condamnării de la cel mai înalt nivel a narativelor de negare şi distorsionare a Holocaustului, în contextul războiului de agresiune al Federaţiei Ruse împotriva Ucrainei justificat prin aşa-numita de-nazificare a Ucrainei şi a adus un omagiu memoriei victimelor evenimentelor din timpul celui de-Al Doilea Război Mondial, exprimându-şi solidaritatea cu supravieţuitorii evenimentelor tragice din aceea perioadă.

    Totodată, MAE a reiterat susţinerea pentru iniţiativele naţionale şi internaţionale de promovare a educaţiei, cercetării şi comemorării victimelor Holocaustului.

    Insuficienta cunoaştere a istoriei Holocaustului din România duce la perpetuarea atitudinilor discriminatorii antisemite. MAE va continua să susţină toate acţiunile ce vizează educaţia privind Holocaustul şi îndeosebi studierea în licee a materiei obligatorii Istoria Evreilor. Holocaustul, cu începere din anul şcolar în curs, precizează Ministerul de Externe.

    WAR Clashes were still reported on Monday between the
    Israeli army and Palestinian fighters infiltrated in the south of the country
    from Gaza, after Israel reportedly hit over 500 targets of Hamas and the
    Islamic Jihad organisations during the night. The Israeli defence forces have
    full control over the southern part of the country, attacked by the Palestinian
    Hamas forces, an Israeli military spokesman said on Monday, quoted by AFP and
    Reuters. This is the 3rd day of violent clashes that have so far
    killed around 1,200 people, over 700 of whom Israelis and at least 493
    Palestinians, EFE reported on Monday. Israel’s security cabinet declared war following the attacks of the Palestinian
    organisation Hamas, allowing the government to undertake significant military
    activities, the PM Benjamin Netanyahu’s office announced on Sunday.


    ISRAEL On Monday 96 Romanian nationals were repatriated from Israel, via
    Jordan, on a Tarom flight, the foreign ministry announced. Another 245 Romanian citizens were repatriated on Sunday, including 2 pilgrim
    groups. The foreign ministry reiterates its recommendation that Romanian
    nationals should reschedule their planned trips to Israel and monitor the Travel
    Alerts section on its home page. Meanwhile, a mobile consular team from the
    Romanian embassy in Israel and from Romania’s representation office in Ramallah is at Ben Gurion airport in Tel Aviv
    to provide assistance to the Romanians there. A unit from the ministry’s emergency
    response team has also been deployed to Israel, to help in the repatriation
    efforts.


    VISIT The president of Romania Klaus Iohannis is on a visit to Portugal,
    where he is scheduled to have talks today with PM António Costa, with the president
    of the Assembly of the Republic Augusto Santos Silva, and with Portuguese MPs.
    On Saturday, Iohannis had a meeting with his Portuguese counterpat, Marcelo
    Rebelo de Sousa, discussing the war in neighbouring Ukraine, in which context
    he reiterated thanks for Portugal’s substantial contribution to the defence and
    deterrence posture on NATO’s eastern flank. The presence on Portuguese troops
    in Romania is a strong signal of Portugal’s solidarity and support to
    strengthening Romania’s security, president Iohannis said. On the other hand,
    the president of Portugal said his country was supporting Romania’s Schengen
    and OECD accession.


    MEETING PM Marcel Ciolacu said today in Varna, Bulgaria, that during the
    Romania – Bulgaria – Greece trilateral meeting the 3 countries agreed to
    implement a joint action plan aimed at significant development in trilateral
    cooperation in sectors such as transports, energy, trade and security. In the
    presence of EC officials, of the Greek PM Kyriakos Mitsotakis and the Bulgarian
    PM Nikolay Denkov, we have reiterated Romania’s ambition of quickly becoming a
    Schengen member state and an influential economic player in the region, Marcel
    Ciolacu said. The Romanian official also added that Romania, in a partnership
    with Bulgaria and Greece, may have a greater influence in the EU, promoting its
    central role in the reconstruction of Ukraine and its willingness to see the
    Republic of Moldova and Western Balkans countries joining the European bloc as
    soon as possible.


    HOLOCAUST Romania marks today the National Holocaust Remembrance Day. On
    October 9, 1941, the deportation of Jews from Bessarabia and Bukovina to
    Transdniester started. The Holocaust was recognised by the Romanian authorities
    in 2004, based on the conclusions reached by a commission headed by Nobel prize
    winner Elie Wiesel. The Jews and Roma who died during the Holocaust were
    commemorated in Bucharest, while Timişoara is hosting a concert organised by
    the local Jewish community.


    SWIMMING The Romanian athlete David Popovici, the defending European
    champion in the 100 and 200m freestyle races, won all the 4 short course competitions
    in which he took part this weekend in Nyon (Switzerland). On Sunday he finished
    the 100m and 50m freestyle events in the first position, with 47.22s and 21.83s
    respectively, after on Saturday he had won the 400 and 200m freestyle races. The
    competition in Switzerland is training opportunity ahead of the European short
    course championships scheduled in December in Otopeni, near Bucharest. (AMP)

    Peste 80 de oficiali responsabili de lupta împotriva antisemitismului vin la Bucureşti

    La Bucureşti se va desfăşura, între 2- 4 mai 2023, lucrările celei de-a IV-a Reuniuni a Grupului de Lucru pentru implementarea Strategiei Uniunii Europene (UE) privind combaterea antisemitismului și promovarea vieții evreiești. Organizat de Guvernul României cu sprijinul Comisiei Europene, la eveniment vor participa reprezentanții speciali, coordonatori și responsabili cu atribuții în domeniul combaterii antisemitismului din statele membre UE, Ucraina și Republica Moldova, precum și ai organizațiilor naționale, europene și internaționale ale comunităților evreiești, ai organizațiilor internaționale relevante și experți.

    Deschiderea evenimentului va avea loc marți, 2 mai 2023 la Palatul Victoria, cu participarea prim-ministrului României, Nicolae-Ionel Ciucă, și a vicepreședintelui Comisiei Europene pentru promovarea modului de viață european, domnul Margaritis Schinas (online).

    Vor fi abordate teme de interes major pentru combaterea antisemitismului, precum dezvoltarea și implementarea strategiilor naționale din domeniu, progresele înregistrate în implementarea Strategiei UE privind combaterea antisemitismului și promovarea vieții evreiești, pericolele reprezentate de antisemitism, distorsionarea și negarea Holocaustului pentru societățile democratice, importanța prezervării memoriei Holocaustului, inclusiv situația din Ucraina și Republica Moldova.

    Organizarea, la București, a celei de-a IV-a Reuniuni a Grupului de Lucru pentru implementarea Strategiei UE pentru combaterea antisemitismului și promovarea vieții evreiești reprezintă un bun prilej de evidențiere a progreselor pe care România le-a realizat în domeniul combaterii antisemitismului și promovării vieții evreiești, dar și de recunoaștere a contribuției valoroase pe care comunitatea evreiască din țara noastră a adus-o la dezvoltarea și modernizarea societății românești.

    În data de 5 octombrie 2021, Uniunea Europeană a adoptat prima Strategie privind combaterea antisemitismului și promovarea vieții evreiești care stabilește cadrul politicii europene din acest domeniu pentru perioada 2021-2030. Strategia UE are trei piloni importanți: prevenirea și combaterea tuturor formelor de antisemitism; protecția și promovarea vieții evreiești; educația, cercetarea și memoria Holocaustului. Pentru implementarea acestei Strategii, a fost constituit un Grup de Lucru ca o structură permanentă având rolul de a sprijini procesul de atingere a țintelor Strategiei.

    Guvernul României s-a numărat printre primele 7 state membre care a adoptat, în mai 2021, prima Strategie națională pentru prevenirea și combaterea antisemitismului, xenofobiei, radicalizării și discursului instigator la ură, aferentă perioadei 2021- 2023 și Planul de acțiune aferent. Prin această Strategie se urmărește prevenirea replicării în România a evoluțiilor negative înregistrate pe acest palier în alte țări, precum și asigurarea instrumentelor necesare pentru sancționarea faptelor asociate antisemitismului, xenofobiei, radicalizării și discursului instigator la ură.

    Igiena rasială și condamnarea ei simbolică în România


    Atitudinea oamenilor față de semenii lor de-a lungul timpului este un subiect de discuție extrem de sensibil în istoriografia de azi. Multe voci cer justiție pentru crimele și abuzurile din trecut, chiar dacă actul de justiție este unul tardiv pentru victime și fără efecte pentru cel vinovat. Atitudinea de forță a celor puternici față de cei slabi, a statului față de cetățean, a celor sănătoși față de cei bolnavi, a majoritarilor față de minoritari au generat discuții din cauza efectelor pe care ele le-au produs, cele mai oribile fiind genocidurile, Holocaustul, uciderea ori persecutarea unui mare număr de oameni pe diferite criterii.



    Nazismul și comunismul au dus pe cele mai înalte culmi ale maleficului gândirea și tratamentul la care omul și-a supus semenii. Ambele regimuri cu o puternică natură represivă și genocidală, dar deosebite din punctul de vedere al grupurilor-țintă pe care le vizau, nazismul și comunismul adesea și-au împrumutat ideile și metodele de a face rău. Ele au fost inspirate de apariția și vehicularea nesăbuită, în interiorul societăților democratice, a unor idei și practici criminale precum înlăturarea posibilităților de naștere a persoanelor cu dizabilități prin sterilizare, așa cum a fost cazul politicilor sistematice, sau prin lichidare fizică, așa cum a fost cazul lagărelor de concentrare.



    În multe dintre țările europene și nord-americane au existat propuneri și chiar aplicări ale unor politici de sterilizare a celor cu dizabilități, și nici România nu a făcut excepție de la regulă. Însă politicile de sterilizare nu s-au restrâns numai la persoanele cu dizabilități, ele au devenit propuneri și pentru alte categorii de oameni cum ar fi evreii, romii, persoane cu orientări homosexuale. Iar responsabili pentru aceste idei și politici au fost în egală măsură oamenii de șiiință precum medici, biologi, antropologi, cât și activiștii politici. Eugenia a fost știința care a fost promotoarea înlăturării celor “cu defecte” în numele însănătoșirii speciei umane.



    La Palatul Parlamentului din București a fost organizat un proces simulat pentru unul dintre cei mai importanți eugeniști din perioada regimului nazist din Germania. A fost punerea în scenă a procesului care a avut loc la sediul Organizației Națiunilor Unite pe 31 ianuarie 2023 organizat de The Social Excellence Forum pentru un grup de lideri tineri cu vârste între 15 și 22 de ani din câteva țări, între care și România. A fost vorba despre judecarea lui Ernst Rüdin, psihiatru, genetician și eugenist elvețian de limbă germană, care a trăit între anii 1874 și 1952, considerat părintele igienei rasiale naziste, supus unei anchete privitoare la acțiunile și reponsabilitățile lui. A fost o judecată simbolică și educativă a ideilor care au dus la omucideri, o judecată la care au participat elevi de la câteva licee din România.



    Marius Turda, profesor de istoria medicinei la Universitatea “Brooks” din Oxford, Marea Britanie, unul dintre cei mai reputați istorici ai eugeniei, a răspuns la întrebarea dacă Germania nazistă a fost prima și singura țară care a dus o politică de sterilizare a celor considerați “defecți”:



    “Legi de sterilizare au existat în multe țări în acea vreme. Statele Unite ale Americii a fost țara care a avut cele mai multe sterilizări obligatorii, înaintea Germaniei lui Adolf Hitter. Cu siguranță, diferența este că nu exista o lege federală în Statele Unite. Fiecare stat aplica legea în felul în care își dorea. Până în 1933 au exista 30 de state care au introdus sterilizarea obligatorie. Se aproximează că între 1910 și 1980, aproape 80.000 de oameni au fost sterilizați în Statele Unite.”



    Marius Turda a fost întrebat dacă medicii români au jucat un rol în mișcarea eugenică mondială și care au fost contribuțiile lor la politicile de sterilizare.


    “Da, au jucat. În 1935, Societatea Română de Eugenie și Studiul Eredității, fondată și condusă de celebrul savant Gheorghe Marinescu, a fost unul din membrii fondatori ai Federației Internaționale Eugenice a Societăților Latine. Au promovat și ei sterilizarea. Deja în 1912, ginecologul Constatin Andronescu sugerează introducerea certificatelor prenpuțiale și sterilizarea bolnavilor debili mintal. În 1921, Ioan Manliu, un alt doctor, foarte influențat de modelul german și american al sterilizării eugenice, a sugerat sterilizarea tuturor degeneraților din România. În 1931, același om, același doctor, sugerează că trebuie să sterilizăm cinci sau șase milioane de români pentru ca îmbunătățirea rasei să aibă efect. În 1931, Congresul Neurologic, Psihologic, Psihiatric și Endocrinologic, care a fost condus de către doctorul Constantin Parhon, a propus ministrului sănătății să introducă o lege a sterilizării voluntare. În sfârșit, la începutul anului 1940, minoritatea romă a fost atacată și s-a propus sterilizarea ei.”



    Tribunalul din plenul Parlamentului României l-a condamnat simbolic pe Ernst Rüdin la închisoare pe viață, fiind găsit vinovat pentru trei din cele patru capete de acuzare. Odată cu el au fost condamnate și ideile care au produs atâta suferință multor sute de mii de persoane cu dizabilități.

    Der Senat und die Abgeordnetenkammer in Bukarest haben heute ihre erste ordentliche Parlamentssitzung des Jahres begonnen. Die Tagesordnung enthält wichtige Gesetzentwürfe zur Einhaltung der Fristen des nationalen Aufbau- und Resilienzplans. Die Vorsitzenden von PSD und PNL, den beiden wichtigsten Parteien der Regierungskoalition, haben als gesetzgeberische Prioritäten die Projekte Bildung und Rentenreform angekündigt. Die Liberalen fordern unter anderem die Anhebung des Schwellenwerts für die Besteuerung von Renten und die für 2024 vorgesehene Zusammenlegung von Kommunal- und Parlamentswahlen. Gemäß dem Koalitionsprotokoll findet die Rotation der Ministerpräsidenten zwischen der PNL und der PSD im Mai statt. Die Sozialdemokraten kündigten an, ein neues Regierungsprogramm erstellen zu wollen. Der Vorsitzende der Sozialdemokraten, Marcel Ciolacu, der in diesem Fall das Amt des Premierministers übernehmen wird, schlug vor, die Steuern auf die Arbeit zu senken und Unternehmen mit sehr hohen Einkommen zu besteuern. Vonseiten der Opposition kündigte die USR an, am ersten Tag der Parlamentssitzung einen neuen Antrag gegen Innenminister Lucian Bode wegen Plagiatsvorwürfen im Zusammenhang mit seiner Doktorarbeit einbringen zu wollen. Der Senat verabschiedete eine Erklärung, in der er sein Engagement für eine Verstärkung der gesetzgeberischen Bemühungen zum Gedenken an die Opfer des Holocausts bekräftigte und die Notwendigkeit der Einbeziehung aller staatlichen Institutionen und Bürger betonte, um sicherzustellen, dass die Menschenrechte und Freiheiten geachtet werden.



    Das Bukarester Gericht hat den Antrag der Korruptionsbekämpfungsbehörde auf 30- tägige präventive Verhaftung des Romarm-Direktors Gabriel Țuțu und des Sohnes des ehemaligen rumänischen Fußball-Nationaltrainers Victor Pițurcă abgelehnt. Die beiden werden, im Kontext des Kaufes von nicht konformen Schutzmasken für das Verteidigungsministerium, unter richterliche Aufsicht und Verwaltung gestellt. Laut DNA schloss Gabriel Țuțu im Kontext der COVID-19-Pandemie zwischen März 2020 und September 2021 zwei öffentliche Beschaffungsverträge mit einer Unternehmensgruppe, darunter einem von Alexandru Pițurcă kontrollierten Unternehmen, zu für das von ihm geleitete Unternehmen ungünstigen Bedingungen für den Kauf von nicht konformen Ausrüstungen zur Herstellung von Schutzmasken ab.Gabriel Țuțu soll ein Bestechungsgeld in Höhe von 50.000 Lei, umgerechnet 10.000 Euro, erhalten haben.



    Der rumänische Präsident Klaus Iohannis wird Aserbaidschan auf Einladung seines Amtskollegen Ilham Alijew am 2. und 3. Februar in Baku einen offiziellen Besuchabstatten. Die Präsidenten der beiden Staaten werden das Ministertreffen des Konsultativrats für den südlichen Gaskorridor eröffnen. Der Besuch des rumänischen Staatspräsidenten folgt auf die hervorragenden Gespräche mit dem aserbaidschanischen Präsidenten in Bukarest im Dezember 2022 anlässlich der Unterzeichnung des Abkommens zwischen den Regierungen Aserbaidschans, Georgiens, Rumäniens und Ungarns über die strategische Partnerschaft im Bereich der Entwicklung grüner Energie und des Verkehrs. In Baku wird der Stand der Umsetzung regionaler Verbundprojekte wie des Unterseekabels für die Stromübertragung bewertet und die Einleitung ähnlicher Projekte im digitalen Bereich diskutiert. Aserbaidschan ist das erste Land der Südkaukasusregion, mit dem Rumänien 2009 seine bilateralen Beziehungen auf die Ebene einer strategischen Partnerschaft gehoben hat.



    Die Generalinspektion der Grenzpolizei meldet, dass am Dienstag fast 7.400 ukrainische Staatsbürgerinnen und Bürger über die Grenzübergangsstellen nach Rumänien eingereist sind. Laut der Pressemitteilung der Grenzpolizei reisten ab dem 10. Februar 2022, zwei Wochen vor dem Einmarsch der russischen Armee, über 3,4 Millionen ukrainische Bürgerinnen und Bürger in das benachbarte Rumänien ein. Etwa 100.000 von ihnen entschieden sich dafür, in Rumänien zu bleiben.



    In den innerkarpatischen Regionen Rumäniens ist der Himmel größtenteils bewölkt, während im Westen und Nordwesten Niederschläge in Form von Graupel und Regen fallen. Im Westkarpaten-Gebiet und in der nördlichen Hälfte der Ostkarpaten ist der Schneefall mäßig. Im Rest des Landes ist der Himmel wechselhaft, mit vorübergehender Bewölkung und vereinzelten leichten, gemischten Niederschlägen. In den Bergen, insbesondere in den hohen Süd- und Kurvenkarpaten, wehrt der Wind weiterhin stark. Die Höchsttemperaturen, die in den meisten Regionen höher als normal sind, liegen zwischen minus 1 und 10 Grad. In Bukarest wurden bei wechselhaftem Himmel eine Höchsttemperatur von 5 Grad verzeichnet.

    ECONOMY
    Romania reports a record-high GDP increase for last year, from EUR 240 bln in 2021 to nearly
    EUR 290 bln, according to the National Strategy and
    Forecast Commission. For this year, however, the institution estimates a
    slow-down of the economic growth from 4.9% in 2022 to 2.8%. The inflation rate
    is also expected to drop significantly by the end of this year, from 16.4% in
    2022 to 8%, and consumption growth is also predicted to drop to 2.4%, compared
    to 4.6% last year. The figures in the winter forecast, made public on Thursday,
    are not different from the ones in the autumn report, released in October.


    HEALTHCARE The number of respiratory infections in Romania dropped last
    week by almost one-quarter compared to the previous week, to 103,000 cases, the
    National Public Health Institute announced. The number is nonetheless 21%
    higher than the average weekly rate in 2015-2020. According to statistics,
    nearly 5,000 of them were flu cases. Since the start of the cold season, 36
    people died from the flu, and nearly 1.5 million people got anti-flu vaccines.


    DIPLOMACY The Romanian
    foreign minister Bogdan Aurescu had a bilateral meeting in Sibiu today with his
    Dutch counterpart, Wopke Bastiaan Hoekstra. The talks focused on Romania’s
    Schengen accession and the ongoing efforts to further this important goal. Bogdan Aurescu reiterated that Romania’s accession will help strengthen
    the security of the EU as a whole and will give credibility to the Union. In
    turn, ministrer Hoekstra reiterated the Netherlands’ active support for this
    process. Wopke Hoekstra also reconfirmed the Netherlands’ commitment to
    consolidating NATO’s deterrence and defence posture on the
    eastern flank, in the context of Russia’s aggression in Ukraine, by
    contributing troops to the NATO Battle Group in Romania. The 2 officials also
    discussed the Romanian-Dutch bilateral relations. The meeting took place in the
    context of the Dutch official’s visit to Romania for trilateral political
    consultations in Bucharest, together with the French diplomacy chief Catherine
    Colonna. Ahead of the talks, the 3 ministers made a joint visit to the French
    and Dutch troops stationed at the Cincu military base as part of the NATO Battle
    Group in Romania. In
    Bucharest, Catherine Colonna will be received by president Klaus Iohannis and
    PM Nicolae Ciucă.


    COMMEMORATION
    The International Holocaust Remembrance Day, or the International Day in Memory
    of the Victims of the Holocaust, is marked every year on January 27, under a
    resolution endorsed by the United Nations in 2005. In 1945, on January 27, Allied forces liberated
    the largest Nazi extermination camp, in Auschwitz-Birkenau, Poland. According
    to historians, the Holocaust resulted in the killing of 6 million Jewish people
    in Europe and millions of other ethnics by Germany’s Nazi regime. Events and activities are organised on
    this day every year at the UN headquarters in New York and UN offices around the world.
    This year’s theme is Home and Belonging. In 2022, the UN General Assembly
    adopted a resolution tabled by Israel, calling on all countries to condemn Holocaust
    denial and anti-Semitism, especially on social networks.

    Regele Spaniei Felipe al
    6-lea a transmis salutul și prețuirea sa față de comunitatea românească din
    regat în cadrul unui schimb de opinii cu ambasadorul României la Madrid, George
    Bologan, transmite Ambasada ţării noastre în Spania. Întrevederea a avut loc la
    25 ianuarie, cu prilejul recepției organizate cu reprezentanții corpului
    diplomatic acreditat la Madrid, la care au participat şi premierul spaniol,
    Pedro Sánchez, și ministrul spaniol de externe, José Manuel Albares. Aceştia au
    transmis mesaje de apreciere față de românii din Spania și de satisfacție
    pentru organizarea, la 23 noiembrie, la Castellón de la Plana, a primei ședințe
    comune a guvernelor de la Madrid şi Bucureşti. Cei doi oficiali au subliniat,
    totodată, legitimitatea dezideratului României de a fi admisă în Spaţiul
    Schengen. Spania, istoric susţinătoare a României pe plan european şi
    internaţional, va prelua președinția Consiliului Uniunii Europene în a doua
    parte a acestui an.




    Ministrul sârb al afacerilor
    externe, Ivica Dačić, s-a întâlnit cu ambasadorul României la Belgrad, Silvia
    Davidoiu, căreia i-a mulţumit pentru poziţia de principiu a României privind
    păstrarea integrităţii teritoriale a Serbiei şi pentru sprijinul acordat în
    ceea ce priveşte poziţiile Belgradului faţă de situaţia din Kosovo. Agenţia de
    presă sârbă Tanjug transmite că Dačić, care ocupă şi funcţia de
    prim-viceprim-ministru în Guvernul de la Belgrad, a mulţumit administraţiei de
    la Bucureşti şi pentru susţinerea integrării europene a Serbiei. Potrivit
    ministerului sârb de Externe, Dacic şi Davidoiu s-au declarat mulţumiţi de
    legăturile bilaterale dintre Serbia şi România şi au fost de acord că acestea
    sunt caracterizate de prietenie tradiţională, apropiere şi cooperare. Cei doi
    au remarcat, în special, că există o marjă de manevră semnificativă pentru
    avansarea cooperării economice, în principal în cadrul unor proiecte importante
    pentru infrastructura, transporturile şi legăturile energetice dintre cele două
    ţări. Agenţia Tanjug nu menţionează dacă ministrul sârb şi diplomatul român au
    abordat şi situaţia celor câteva sute de mii de etnici români din Valea
    Timocului, care nu beneficiază de educaţie, presă şi biserică în limba maternă
    spre deosebire de conaţionalii din Voivodina.




    Ziua Internaţională de
    Comemorare a Victimelor Holocaustului, 27 ianuarie, va fi marcată de
    reprezentanţele Institutului Cultural Român de la Berlin, Tel Aviv, New York şi
    Veneţia. ICR Berlin organizează evenimentul Căutând o istorie pierdută,
    pe urmele iudaismului românesc.
    Cu acest prilej, redactorul şi autorul
    Getta Neumann va susţine o prelegere despre comunitatea evreilor din Timişoara
    şi Banat, iar conf. dr. Felicia Waldman de la Universitatea Bucureşti va avea o
    intervenţie despre naşterea, existenţa şi dispariţia hasidismului în România.
    Totodată, un moment literar va fi dedicat scriitorului franco-român de origine

    ICR Tel Aviv
    organizează un eveniment de prezentare a proiectului de restaurare a Casei
    Memoriale Elie Wiesel din Sighetu Marmaţiei, care găzduieşte Muzeul
    Culturii Evreieşti din Maramureş. Manifestarea îi are ca invitaţi pe
    coordonatoarea proiectului de restaurare muzeograful Alina Marincean, pe
    ambasadorul României în Israel, Radu Ioanid, şi pe istoricul Raphael Vago,
    profesor la Universitatea Tel Aviv. Alina Marincean va susţine
    prezentarea De la istorie la poveste. Casa Memorială Elie Wiesel,
    iar publicul va putea viziona un scurt documentar despre etapele înfiinţării
    Muzeului.

    New York organizează o expoziţie multimedia şi o dezbatere. Expoziţia prezintă
    situaţia comunităților de evrei din Bucovina înainte de Holocaust, în perioada
    celui de-al Doilea Război Mondial, deportările din Transnistria și perioada
    imediat următoare anului 1945, până în anii ’60, la emigrarea masivă în Israel
    a copiilor celor deportați. De asemenea, vor fi proiectate fragmente din
    documentarul 6 octombrie 1941 – ziua deportării în Transnistria,
    produs și deținut de Lily Pauker.

    Nu în ultimul rând, Institutul Român de
    Cultură şi Cercetare Umanistică de la Veneţia organizează conferinţa Comunitatea sefardă în
    spaţiul românesc susţinută de conf. univ. dr. Felicia Waldman. Aceasta
    conduce Centrul de Studii Ebraice Goldstein Goren din cadrul
    Facultăţii de Litere a Universităţii din Bucureşti şi va evidenţia rolul pe
    care evreii sefarzi stabiliţi la nordul Dunării l-au jucat în procesul de dezvoltare
    economică şi modernizare instituţională a României. Ziua Internațională de
    Comemorare a Victimelor Holocaustului a fost stabilită în 2005 de Națiunile
    Unite pentru a comemora Holocaustul și a marca aniversarea eliberării lagărului
    de concentrare de la Auschwitz-Birkenau.

    Holocaust. In a message conveyed on Sunday on the National Holocaust Remembrance Day, the Romanian Ministry of Foreign Affairs pays tribute to the memory of the victims of the Holocaust and expresses its solidarity with its survivors. “Promoting diversity, respect for the others, the equality of each human being in relation to the others in terms of respect for fundamental rights and freedoms are essential principles for the development of a democratic society.     Aid. The public debate on the state aid scheme for investments in the modernization of the energy system has been launched in Romania. According to the line minister, Virgil Popescu, the funding is intended for the rehabilitation of heating systems, and the money can be accessed by town halls and county councils, but also by companies that transport and distribute thermal energy in a centralized system. The program aims to reduce energy consumption and losses along the network. Those who invest in the digitalization of the energy distribution systems or in reducing the impact on the environment can also benefit from state aid. After it is adopted, the financing scheme will be applicable until 2030.



    Compensation. The Romanian Ministry of Agriculture will compensate 780,000 farmers whose crops were affected by the drought, the Agriculture Minister Petre Daea has announced. He explained that, in order to receive the money, farmers can submit their applications by November 15. The money will be given after the ascertainment process is completed. Farmers will receive an advance, which this year will be higher, 70%, and for the first time in Romania, animal farmers will receive the same advance, Petre Daea also said.



    Ukraine. Several people were killed and several dozen wounded, in an attack with Russian missiles on the city of Zaporizhzhia, in the south-east of Ukraine, the General Staff of the Ukrainian Armed Forces announced on Sunday. The Russians bombed blocks of flats and streets in a residential neighborhood. The city is located next to the largest nuclear power plant in Europe, now controlled by Russia. Kyiv and Moscow have blamed each other for the bombing of the compound run by Ukrainian personnel, which damaged buildings and raised fears of a catastrophic nuclear accident.     Festival. The 17th International Animation Film Festival Animest continues in Bucharest. More than 340 short and feature films are part of the program of the event, which will last until October 16. According to the organizers, this year the event includes lots of screenings and special events, parties and masterclasses held by professionals invited to Bucharest. The list of films participating in the festival includes titles that have attracted the attention of the entire industry over the last year, standing out in the competitions of major international film events.     Pilgrimage. In Iasi, in the east of Romania, the pilgrimage dedicated to Saint Pious Parascheva, considered the protector of Moldova, is in full swing. It started on Saturday, and so far, tens of thousands of people have worshiped the Saints reliquary , which was taken out in the yard of the Metropolitan Cathedral of Moldova and Bukovina. Preliminary games will be played between March and November 2023, when 20 qualifying teams will be established. 3 other representative teams will earn their place in the final tournament following the Nations League play-offs, in March 2024.     – Das Au‎ßenministerium würdigt heute in einer Botschaft zum Nationalen Tag des Gedenkens an die Opfer des Holocausts in Rumänien das Andenken an die Opfer des Zweiten Weltkriegs und bekundet seine Solidarität mit den Überlebenden des Holocausts. Die Förderung der Vielfalt, der Respekt vor dem Anderen, die Gleichheit jedes Menschen gegenüber anderen im Hinblick auf die Achtung der Grundrechte und -freiheiten sind wesentliche Grundsätze für die Entwicklung einer demokratischen Gesellschaft. Die Verabschiedung der Nationalen Strategie zur Verhinderung und Bekämpfung von Antisemitismus, Fremdenfeindlichkeit, Radikalisierung und Hassreden im Mai 2021 ist der jüngste Ausdruck der ständigen Bemühungen Rumäniens, die Erinnerung an die Vergangenheit zu bewahren, die Überlebenden zu schützen und Intoleranz und Diskriminierung zu bekämpfen“, hei‎ßt es in der Pressemitteilung des Au‎ßenministeriums.




    – In der ostrumänischen Stadt Iaşi findet zurzeit die Wallfahrt zu den Reliquien der Heiligen Paraschiva, die als Schutzpatronin der Moldau gilt, statt. Die Wallfahrt begann am Sonnabend. Bisher verehrten Zehntausende von Menschen den Schrein mit den Reliquien der Heiligen, der im Hof der Kathedrale der Metropoliten der Moldau und der Bukowina aufgestellt wurde. Zwischen dem 8. und 16. Oktober werden rund 300.000 Gläubige aus dem In- und Ausland in Iaşi erwartet. Am 14. Oktober, wenn die orthodoxen Christen das Fest der Heiligen Paraschiva begehen, wird Iaşi zu einem der grö‎ßten Pilgerzentren des Landes. Während dieser Zeit sorgen die Mitarbeiter des Innenministeriums für Sicherheit bei Gottesdiensten und anderen Aktivitäten, die in öffentlichen Räumen stattfinden.

    — In Rumänien ist das Wetter nach wie vor heiter. Die Temperaturen liegen über den für diese Jahreszeit durchschnittlichen Werten. Nur im Norden und Nordwesten des Landes kühlt sich das Wetter leicht ab. Die Höchsttemperaturen am Sonntag lagen zwischen 15 und 25 Grad Celsius. Zur Mittagszeit herrschten in Bukarest 20 Grad Celsius.
