Helsinki — The Romanian defense minister Gabriel Leş participated on Wednesday and Thursday in Helsinki in the informal meeting of the EU defense ministers. The meeting focused on artificial intelligence and new technologies, the impact of climate change and of the environment on security and defense as well as the issue of a coordinated maritime presence. The issue of hybrid threats was tackled during a joint meeting with the foreign ministers. Minister Leş hailed the effort to increase visibility of artificial intelligence on the EU’s strategic agenda. Also, the Romanian defense minister supported the efforts aimed at identifying solutions for sustainable energy in the field of defense and reiterated Romania’s constant support in this regard. During its presidency of the Council of the EU, Romania organized the 4th meeting of the advisory forum on energy sustainability in the defense and security fields.

Cyprus – The minister for the Romanians abroad Natalia Intotero, who was on a working visit to the Republic of Cyprus, met with the Cypriot president Nikos Anastasiadis with whom she talked about the Romanian community in Cyprus, the two countries’ bilateral relation and the projects run by the Romanian ministry. Minister Intotero highlighted the initiatives for promoting Romania’s values all over the world, the programs run by the Romanian government with a view to supporting the Romanian communities abroad to promote and preserve their ethnic, cultural and linguistic identity. Minister Intotero also had a meeting with the members of the Romanian community in Cyprus. In turn, president Nikos Anastasiadis congratulated the Romanian authorities for their interest in the Romanian communities aboard and for setting up of a ministry meant to deal with their problems.

Film festival — The 76th edition of the ‘Mostra’ International Film Festival continues in Venice until September 7. The event is officially recognized by the International Federation of Film Producers’ Associations as the oldest festival in the world. This year, 21 films will be competing for the Golden Lion. Romanian cinematography will be represented by the documentary ‘Colectiv’ by Alexander Nanau, a movie whose world premiere will be on September 4. The film describes the aftermath of the fire that the broke out during a rock concert in the Colectiv club in Bucharest, on October 30, 2015 which killed 64 and wounded many.

Volleyball — Romania’s volleyball team was defeated on Thursday by the team of Azerbaijan 3-0 in their last match in Group C of the European Championship hosted by Budapest. In the first 4 matches in the group, Romania defeated the teams of Hungary and Estonia 3-1 each and lost to the Netherlands 0-3 and Croatia 1-3. The first 4 teams in the group will qualify to the eighth finals of the competition. Romania returned to a European tournament final after 4 years. The Romanians’ best result in the European Championship was the bronze medal in 1963. (update by L. Simion)

Die Bevölkerung Rumäniens betrug am 1. Januar 2019 19,4 Millionen Menschen. Das sind 125.500 Menschen weniger als im gleichen Zeitraum des Vorjahres, gemä‎ß den jüngsten veröffentlichten Daten des Nationalen Statistikinstituts. Nach Angaben des Statistikinstituts sei der Bevölkerungsrückgang hauptsächlich auf die negative Bevölkerungsentwicklung zurückzuführen. Ein weiterer Grund sei die starke und anhaltende Auswanderung. Im Jahr 2018 verlie‎ßen rund 240.000 Menschen das Land, das sind 20.000 mehr als 2017. Auch die Alterung der Bevölkerung sei gegenüber dem Jahresanfang 2018 deutlich gestiegen, so das Nationale Statistikinstitut.

Der Verteidigungsminister Gabriel Les und die Au‎ßenministerin Ramona Manescu beteiligten sich am Donnerstag am informellen Treffen der EU-Au‎ßenminister in Helsinki. Am letzten Tag des Treffens befassten sich die Verteidigungs- und Au‎ßenminister bei einer gemeinsamen Sitzung mit aktuellen Themen im Bereich der hybriden Bedrohungen. Den Vorsitz führte die EU-Beauftragte für Au‎ßen- und Sicherheitspolitik Federica Mogherini. An den Gesprächen beteiligten sich der NATO-Generalsekretär Jens Stoltenberg und der stellvertretende UN-Generalsekretär für Friedensicherung Jean-Pierre Lacroix. Ebenfalls am Donnerstag traf der rumänische Verteidigungsminister Gabriel Leş mit seinem griechischen Amtskollegen Nikolaos Panagiotopoulos zusammen. Die beiden betonten die hervorragende Zusammenarbeit zwischen Rumänien und Griechenland und analysierten die Aussichten für eine Vertiefung der bilateralen Beziehungen. Weitere Gesprächsthemen waren die gemeinsame Teilnahme an Projekten im Rahmen der Initiative Permanent Structured Cooperation (PESCO) und die Unterstützung, die Griechenland Rumänien im Rahmen der von der NATO im Schwarzmeerraum eingeleiteten alliierten Sicherheitsinitiativen gewähren kann.

Die rumänische Ministerin für die Rumänen von Überall, Natalia-Elena Intotero, die einen Arbeitsbesuch in der Republik Zypern unternimmt, ist am Donnerstag mit dem zyprischen Präsidenten Nikos Anastasiadis zusammengekommen. Themen der Gespräche waren die rumänische Gemeinschaft in Zypern, die bilateralen Beziehungen zwischen den beiden Staaten und die Projekte des Ministeriums für die Rumänen von Überall. Ministerin Natalia-Elena Intotero erörterte Initiativen zur weltweiten Förderung der Werte Rumäniens und die von der Bukarester Regierung durchgeführten Programme zur Unterstützung der rumänischen Gemeinden au‎ßerhalb der Landesgrenzen bei der Förderung und Wahrung ihrer ethnischen, kulturellen und sprachlichen Identität. Ministerin Intotero traf sich auch mit Mitgliedern der rumänischen Gemeinschaft in Zypern. Präsident Nikos Anastasiadis beglückwünschte die rumänischen Behörden zu ihrem Interesse an Staatsangehörigen im Ausland und zur Existenz eines Ministeriums, das sich den Rumänen von Überall widmet.

Washington unterstützt die Souveränität und Unabhängigkeit der Republik Moldau; das osteuropäische Land muss seine Zukunft ohne Einmischung von au‎ßen entscheiden. Dies erklärte am Donnerstag der nationale Sicherheitsberater des US-Präsidenten Donald Trump, John Bolton, bei einem Besuch in der moldawischen Hauptstadt Chișinău. Nach seinem Treffen mit Premierministerin Maia Sandu sagte John Bolton, Washington unterstütze weiterhin die Bemühungen der moldawischen Regierung, den Konflikt in der pro-russischen abtrünnigen Region Transnistrien beizulegen. Laut dem Korrespondenten von Radio Rumänien in Chișinău erläuterte Premierministerin Maia Sandu bei Gesprächen mit John Bolton die wichtigsten Prioritäten ihrer Regierung, darunter die Bekämpfung der Korruption auf höchster Ebene und die Schaffung von Möglichkeiten für wirtschaftliche Entwicklung. Sandu und Bolton erörterten auch die Möglichkeit einer verstärkten Zusammenarbeit mit der NATO im Rahmen eines neuen gemeinsamen Aktionsplans.

Der Beitritt des Landes zum Schengenraum bleibt eine Priorität für die rumänische Diplomatie, hat die neue Au‎ßenministerin Ramona Manescu gegenüber einem TV-Sender betont. Sowohl das europäische Parlament als auch die Europäische Kommission hätten ihrerseits mehrmals bekräftigt, dass Bukarest aus technischer und logistischer Sicht bereit sei, dem grenzkontrolfreien Raum beizutreten. Das Land funktioniere de facto als Schengen-Staat, obwohl es nicht wie ein de jure Mitglied betrachtet wird, fügte Manescu hinzu. Rumänien besteht auf die Einhaltung des Abkommens, da wir ein vollwertiges Mitglied sind, das seinen Verpflichtungen nachgekommen ist. Niemand kann den Beitrag Rumäniens zur Sicherheitszone bestreiten, denn wir sprechen nicht mehr über die Ostflanke der NATO, sondern auch über die Ostflanke der EU, erklärte Manescu. Im Anschlu‎ß betonte die Ministerin, dass die Strategische Partnerschaft mit den USA nach wie vor vor gro‎ßen Bedeutung für die rumänischen Behörden sei und dass Bukarest gegenüber Russland die gleiche Position wie die NATO und die Europäische Union hat.

Das rumänische Au‎ßenministerium hat am Freitag auf die Anschuldigungen Serbien geantwortet, das dem Nachbarland vorwirft eine Ladung russischer militärischer Fahrzeuge auf der Donau blockiert zu haben. Bukarest erklärte, es habe lediglich die von der EU gegen Russland verhängten Sanktionen respektiert. Darüber hinaus erlauben die rumänischen Gesetze den Transit von militärischen Transporten nur wenn der transportierende ein Rumäne ist. Dies Vorschrift steht im Einklang mit den Beschlüssen des Rates der EU, betonte die rumänische Seite.

Ab Sonntag können sich die Auslandsrumänen auf der Plattform www.votstrainatate.ro registrieren, einer von der Wahlbehörde eingerichteten Website, die darauf abzielt, die Rumänen im Ausland bei der bevorstehenden Präsidentschaftswahl im November besser über das Wahlverfahren zu informieren. Auch das Ministerium für Auslandsrumänen hat eine Informationskampagne gestartet, in der angekündigt wird, dass über fünfeinhalb Millionen Rumänen das Land verlassen haben. Zusammen mit den Rumänen, die in den alteingesessenen Gemeinschaften leben, liegt die Zahl der im Ausland lebenden Rumänen bei fast 10 Millionen Menschen. In einem Interview mit Radio Rumänien sagte die Ressortministerin Natalia Intotero, dass die Rolle des von ihr geleiteten Ministeriums darin besteht, alle zuständigen Institutionen bei der Durchführung der künftigen Wahlen mit allen ihr zur Verfügung stehenden Mitteln zu unterstützen, auch mit Hilfe der rumänischen Verbände im Ausland sowie durch eine verbesserte Zusammenarbeit mit den diplomatischen Vertretungen und Vertretern der rumänischen Konsulate.

Die Zahl der Übergänge an dem rumänisch-bulgarischen Grenzübergangsstelle Vama Veche hat einen Allzeit Rekord erreicht. Mehr als 730 Tausend Menschen haben die Grenze zu Bulgarien in den ersten sechs Monaten des Jahres passiert. Gegenüber derselben Zeitspanne des Vorjahres waren es um 40 % mehr.

Fünf Personen wurden von der Direktion zur Bekämpfung des Organisierten Verbrechens und Terrorismus (DIICOT) festgenommen. Es handelt sich um eine Operation gegen eine Gruppierung der organisierten Verbrechens, die sich mit dem Schmuggeln von Migranten nach Mexiko, in die USA und in andere Länder befasst. Die aus rumänischen und mexikanischen Bürgern bestehende Vereinigung ist seit 2012 aktiv und hat sich auch mit Kreditkartenbetrug beschäftigt. Das Geld aus diesen kriminellen Aktivitäten wurde für den Kauf von Grundstücken, Gebäuden, Luxusautos oder als Kapital für zweifelhafte Unternehmen mit Sitz in Mexiko und Rumänien verwendet.

Der rumänische Schwimmer David Popovici hat am Donnerstag beim 50-Meter-Freistilrennen bei den Europäischen Jugendspielen in Baku, Aserbaidschan, die Silbermedaille gewonnen. Popovici hatte zuvor die Goldmedaille im 100-Meter-Rennen im Freistil erhalten und damit einen neuen Wettbewerbsrekord aufgestellt. Die rumänischen Athletinnen und Athleten haben bisher Medaillen bei Judo, Ringen, Schwimmen und Gymnastik erhalten. Bis zum 27. Juli nehmen 103 rumänische Sportler an den Europäischen Jugendspielen in Baku teil.

MINISTER Romania’s accession to Schengen remains a priority for the
Romanian diplomacy, the country’s new Foreign Minister Ramona Manescu said in a
televised interview. Both the European Parliament and the European Commission
have said that from the technical and logistical point of view Romania is ready
to enter Schengen, the Romanian minister has recalled adding that practically
the country is de facto functioning as a Schengen state although is not
considered like one de jure. Romania doesn’t ask for anything but for the
observation of the treaty as we are a fully-fledged member, have met our
pledges and we continue to meet them. Nobody can contest Romania’s contribution
to the security zone because we are no longer talking about NATO’s eastern
flank, but also about the eastern flank of the EU, minister Manescu went on to
say. The head of the Romanian diplomacy has also spoken about the importance of
the Strategic Partnership with the United States adding that Romania has the
same position towards Russia as NATO and the European Union.

WEATHER The weather is hot in most of
Romania’s regions, particularly in the country’s west and south. Rain showers
have been reported in the mountains and the discomfort index is going to clear
the critical threshold of 80 units in many regions. Maximum temperatures are
going to range between 26 and 34 degrees Celsius. The noon reading in Bucharest
was 30 degrees.

MEDALS Romanian swimmer David Popovici on
Thursday obtained the silver medal in the 50 meter freestyle race at the
European Youth Olympic Festival in Baku, Azerbaijan. Popovici had earlier
obtained the gold medal in the 100 free-style meter race setting a new
competition record. The Romanian athletes have so far obtained medals in judo,
wrestling, swimming and gymnastics competitions. 103 Romanian athletes are
participating in the aforementioned competition until July 27th.

DIASPORA As of Sunday
Romanians living abroad can register on the www.votstrainatate.ro platform, a site
created by the Election Authority to allow for the better information of the
Romanians abroad on the election process with the upcoming election in
November. The Ministry for the Romanians Abroad has also commenced an
information campaign, announcing that over five million and a half Romanians
have left the country. Together with those living in the traditional
communities, the number of Romanians living abroad is close to 10 million
people. In an interview to Radio Romania, field minister Natalia Intotero has said
that the role of the ministry she leads is to support all the certified
institutions to stage the future elections through all the means it has,
including through the Romanian associations abroad as well as through an
improved cooperation with the diplomatic missions and representatives of the
general consulates.

DIICOT Five persons have been apprehended by prosecutors from the Romanian Directorate
for Investigating Organised Crime and Terrorism DIICOT in a sting operation
against a crime ring dealing in smuggling migrants to Mexico, the United States
and other countries. The group made up of Romanian and Mexican citizens has
been operational since 2012 and has also been involved in credit card frauds. Money
coming from these crime activities has been used for buying plots of lands,
buildings, luxury cars or as capital for dubious companies based in Mexico and
Romania.

Romanians and the Diaspora

For more than half a million Romanians, Romanias joining the EU translated into the possibility of leaving the country in search for a better life. The migration flow has continued, but the year 2007 remains the peak. Current statistics show that there are some 9,700,000 Romanians living abroad, with 5.6 million making up the Diaspora, and the rest living in historical communities. The figures have been calculated by the Ministry for Romanians Abroad, based on data provided by 70 Romanian diplomatic missions abroad, and have been presented by the line minister.

Minister Natalia Intotero has stressed, though, that the exact figure is hard to estimate, because many Romanians who leave the country do not establish their legal domicile in the host country. Most of the diaspora Romanians are living in Italy (more than 1 million), Germany (some 680,000), which is the preferred destination for the Romanian college-educated emigrants, and Spain (573,000).

According to minister Intotero, the reasons why Romanians choose to leave the country are low incomes, the lack of a decent job, the poor quality of the political class and corruption. The process is far from drawing to an end, because, in the past years, some 25% of the Romanians still living in the country have voiced their intention to settle abroad for good, if given the opportunity.

Natalia Intotero has announced that the ministry is preparing a bill on the socio-professional reinsertion of the Romanians who wish to come back home, a bill that is to be submitted to Parliament for approval in September. Also, the second phase of the national information campaign titled “Information at home! Safety around the world” starts in August. The campaign is aimed at informing Romanian citizens before making the decision to leave abroad, but also those who would like to come back home. Until then, another campaign will be run in the coming period, informing the citizens about the options they have to vote in Novembers presidential elections.

“We have started consultations with the Romanians living abroad and I would like to thank all those who have sent proposals and suggestions about how to improve the voting legislation. In the coming period, together with colleagues from the Foreign Ministry, who are in charge of organizing the elections and the polling stations abroad, as well as with representatives of the Permanent Electoral Authority, we will participate in meetings with Romanians abroad, to tell them exactly how they can vote, what time they have for that, and how they can register for postal voting.”

In another move, Romanian individuals and NGOs outside Romania have filled in questionnaires developed by the ministry, and the results show that they would like to see more unity inside the Romanian communities abroad, more possibilities to learn the Romanian language and a better relationship with the Romanian authorities.

9,7 Mio. Rumänen leben außerhalb der Landesgrenzen

Das Jahr des EU-Beitritts stellte für mehr als eine halbe Million Rumänen den Beginn der Suche nach einem besseren Leben im Ausland dar. Die Ausreise ging und geht auch heute noch weiter, doch 2007 war das bisherige absolute Spitzenjahr. Ca. 9,7 Mio. Rumänen leben au‎ßerhalb der Landesgrenzen, wobei 5,6 Mio. die Diaspora bilden. Den Rest machen die alteingesessenen Rumänen in den Nachbarstaaten aus. Diese Zahlen wurden aufgrund der vom Ministerium für die im Ausland lebenden Rumänen bekannt gegeben Daten berechnet. Die delegierte Ministerin, Natalia Intotero relativierte, in dem sie erklärte, dass genaue Zahlen schwer zu berechnen sind, denn viele ausgereiste Rumänen würden sich in dem ausgewanderten Ländern sehr spät oder gar nicht anmelden.

Die grö‎ßte rumänische Gemeinschaft lebt in Italien — über 1 Mio. Menschen — gefolgt von Deutschland — 680 Tausend — und Spanien — über 570 Tausend. Deutschland ist das Land der ersten Wahl für die Rumänen mit Hochschulabschluss. Als Gründe, für den Entschluss das Land zu verlassen, werden finanzielle Schwierigkeiten, geringe Einkommen, kein geeigneter Arbeitsplatz, inkompetente Politiker und Korruption angeführt.

Die Aussicht, dass die Migration aufhört, ist schlecht. Ca. Ein Viertel der verbliebenen Rumänen erklärte, sie würden dem Land den Rücken kehren, wenn sich eine Möglichkeit ergen sollte. Das Ministerium für Auslandsrumänen versucht dieser Tendenz entgegenzusteuern. Natalia Intotero teilte mit, es werde an einer Gesetzesvorlage für die soziale und berufliche Wiedereingliederung der Rumänen, die ins Land zurückkehren wollen gearbeitet. Diese Vorlage soll dem Parlament im September vorgelegt werden. Im August beginnt auch die zweite Etappe der landesweiten Kampagne Zuhause informiert! Sicher in der Welt“. Dadurch sollen sowohl diejenigen, die auswandern wollen besser informiert werden, als auch diejenigen die nach Hause zurückkehren möchten. Während des Sommers läuft des weiteren eine Kampagne zur besseren Information über das Wahlverfahren bei den kommenden Präsidentschaftswahlen, im November. Natalia Intotero: Wir sind zwecks Beratung auf die im Ausland lebenden Rumänen zugegangen und ich danke all jenen, die uns ihre Vorschläge und Anregungen zur Verbesserung des Wahlvorgangs übermittelt haben. Demnächst werden wir an der Seite unserer Kollegen von Au‎ßenministerium, die die Wahlen und die Wahllokale überall in der Welt organisieren, sowie der Wahlbehörde, Treffen veranstalten, auf denen wir die Auslandsrumänen über die neuen Wahlmöglichkeiten, wie die Dauer der Wahl, die Registrierung zur Wahl und die Briefwahl aufklären werden.“

Auf der anderen Seite, haben zahlreiche Nichtregierungsorganisationen der Auslandsrumänen und Privatpersonen dem zuständigen Ministerium ihren Wunsch nach einem besseren Zugang zu Rumänisch-Sprach-Kursen und einer deutlich besseren Beziehung zu den rumänischen Behörden nahe gelegt.

Interim ministers at the Justice,
European Funds and Romanians Abroad ministries

Romanian
President Klaus Iohannis on Wednesday approved the new proposals for interim
ministers made by PM Viorica Dancila. Deputy prime minister Ana Birchall is the
new interim Justice Minister, Finance Minister Eugen Teodorovici is interim
Minister for European Funds while the Minister for Business Environment, Commerce and
Entrepreneurship, Stefan-Radu Oprea, is interim head of the Ministry for the
Romanians Abroad. PM Dancila will decide, after Easter, if she keeps these
interim ministers or she goes for a government reshuffle. The Social Democrat
leader Liviu Dragnea gave assurances that the current coalition made up of the
Social Democratic Party (PSD) and the Alliance of Liberals and Democrats (ALDE)
is stable and has by 30 votes more than the number needed for a government
reshuffle. From the opposition, the Liberals say this new change of ministers
proves a lack of responsibility in the act of governing, given that some were
rejected by the head of state for not complying with the office requirements.

ministers Tudorel Toader, Rovana Plumb and Natalia Intotero.

Deputies have passed the
amendments to the criminal legislation approved earlier by the Senate

The
Chamber of Deputies on Wednesday passed the changes to the criminal code and
the code of criminal procedure in exactly the same version as that adopted by
the Senate. A series of articles were thus adopted that were criticised by the
opposition but were declared constitutional by the Constitutional Court. These
include the reduction of the statute of limitations, the introduction of a
one-year deadline for denunciations with respect to bribe taking and peddling
in influence, the complete decriminalisation of negligence in employment and
the reduction by half of punishments for embezzlement and abuse of office. The
speaker of the Chamber of Deputies and president of the Social Democratic Party
Liviu Dragnea says the legislation passed is constitutional, while the
opposition sees it as an attack on the rule of law and on democracy. President
Klaus Iohannis has said that Parliament has once again re-discussed and adopted
the two amended bills in a hasty, superficial and non-transparent manner. He
approached the subject in Bucharest with the representatives of the Venice
Commission, saying that the adoption of measures that have an impact on the
judicial system without holding public consultations and taking into account
the opinion of the judicial system makes this vital area for democracy
extremely vulnerable. The president has also said that Romania is now in the
situation that the Government passes laws and the parliament is just informed
on it. The European Commission says it will look closely into the amendments
passed and has recalled that its position on the situation of the rule of law
is very clear and that Bucharest must urgently resume the reform process.

26. The questions are: Do you agree with banning amnesty and pardon of
corruption offenses? and Do you agree with banning the Government’s emergency
decrees in the field of corruption offenses, correlated with the extension of
the right to appeal emergency orders directly at the Constitutional Court?The Romanian Parliament, convened in
joint session, approved President Klaus Iohannis’s request to hold a referendum
on May 26, at the same time with the European Parliament elections. The
President’s move comes against the background of numerous legislative changes
in the field of the judiciary, promoted by the ruling
coalition made up of the Social Democratic Party (PSD) and the Alliance of
Liberals and Democrats (ALDE), changes contested at home and criticised
by Romania’s European partners. In March, the head of state held consultations with
representatives of judges, magistrates and civil society.

European elections in
May

April 27 marks the beginning of the
campaign for the European elections in Romania. The upcoming European
Parliament election, to be held between May 23 and 26, are crucial for the
future of the EU and its members. At present there are 751 MEPs elected by
citizens in 28 Member States. If Britain leaves before May 23, Great Britain
will not take part in the vote and the number of MEPs will drop to 705. Romania
is expected to have 33 MEPs in the new Parliament, one more compared to the
2014-2019 legislature. The Foreign Ministry in Bucharest has published the
Handbook of the Romanian Voter Abroad in the run-up to the European Parliament
elections. The document seeks to provide accurate information to Romanians
abroad over the ways they can cast their vote in the election. The handbook
includes information regarding people with the right to vote, the documents
based on which they can vote abroad and the voting procedure. The handbook also
includes information on the prerogatives of the Foreign Ministry and of the
Permanent Electoral Authority in the context of the European elections.

Romanians
return to the country for Easter

Just like every year around the Easter
holiday, the Romanians living abroad return home to celebrate with their
friends and relatives. All Romanian checkpoints will remain crowded in the days
to come, and the Romanian Border Police announces that the number of staff on
duty will be increased and that all border crossing units will work at
full capacity.

positions and called on the Prime Minister to come with other nominees. Eugen
Nicolicea, vice-president of the Chamber of Deputies in Bucharest, was supposed
to replace Tudorel Toader at the Justice Ministry. The Social-Democrats
withdrew their political support for Toader after he had refused to endorse the
controversial emergency ordinances on amending the penal codes. Prime Minister
Viorica Dancila has transmitted towards the presidential administration the
resignations of the Minister for European Funds, Rovana Plumb, and the Minister
for the Romanians all over the World, Natalia Intotero. The two are the Social
Democrats’ candidates in the European Parliament elections in May. MP Oana
Florea was proposed for the Ministry of European Funds and Liviu Brailoiu for
the Ministry of the Romanians from all over the world.

COMMITTEE A special Parliament committee on justice in the Chamber of
Deputies in Bucharest on Tuesday approved a report on the draft amendments to
the penal code in the form endorsed by the Senate. No opposition amendment was
accepted. The project is to be debated and voted upon in the Chamber of
Deputies, which is a decision maker in this case. Senators decided to eliminate
several provisions from the initial form of the law, which had been deemed
unconstitutional by the country’s Constitutional Court. Several provisions have
attracted a lot of heat from the opposition, such as the reduction of the
statute of limitation, shorter probation terms and removing the statutes of
dereliction of duty.

CELEBRATION The Romanian Army celebrated on April 23rd the Ground Forces
Day. On this occasion, President Klaus Iohannis conveyed a message in which he
underscored the involvement and valor of the land forces’ military that
contribute to providing a climate of security and stability for all Romanians
and to ensuring security and maintaining peace in the region and in Europe. Romania’s
Ground Forces continue to contribute soldiers to the missions Romania
undertakes in the theatres of operations in Afghanistan, Iraq and the Western
Balkans, President Iohannis underlined.

MIGRATION In the context of migration, border security and the reform of the
asylum policies dominate the agenda of European debates. The Romanian
presidency of the Council of the EU is holding this week a conference entitled
‘Operational solutions for ensuring fluid and secure crossing of EU sea and
land borders’. Recently, the ambassadors of the member states confirmed, on
behalf of the Council, the informal agreement reached by the EP representatives
and the Romanian presidency of the Council of the EU on a new Border and Coast
Guard Regulation at European level. Under this agreement, Frontex’s mandate is
extended in the sense of continuing to assist member states in such matters as
border protection, controls and return of people without the right to reside
and cooperation with third countries. Europe has more than 13 thousand km of
external border on land and almost 66 thousand km on sea, hence the need to
secure and consolidate borders.

Des projets pour la diaspora roumaine

Les millions de Roumains vivant au-delà des frontières de leur pays natal ne doivent pas nourrir le sentiment davoir été oubliés. Il faut que lon puisse identifier les meilleurs moyens pour que nos compatriotes restent connectés aux réalités roumaines et quils sinvestissent dans le développement de notre société – cest bien lobjectif assumé par la ministre déléguée aux Relations avec les Roumains de létranger, Natalia Intotero.

Les programmes lancés par notre ministère doivent être adaptés aux besoins de chaque communauté, nous confiait Natalia Intotero. Il demeure essentiel pour mon ministère de pouvoir préserver et affirmer lidentité roumaine à travers notre langue, notre culture et nos traditions. Selon Natalia Intotero : « Il faut que lon puisse convaincre les 10 millions de Roumains qui vivent à lextérieur de nos frontières que nous ne les avons pas oubliés, et il faudrait que lon puisse les aider à ne pas oublier la Roumanie. Il faut pouvoir leur offrir lopportunité de comprendre et de pratiquer des éléments de notre identité culturelle et spirituelle, de pratiquer les traditions roumaines, de devenir de vrais ambassadeurs de notre peuple dans le pays où ils vivent. Pour réussir à soutenir et à promouvoir ces valeurs auprès des Roumains de létranger, on a besoin de nous tous, de notre solidarité et de notre implication, de chacun dentre nous. »

Des années durant, la Roumanie sest vidée des gens de valeur, nous rappelle Natalia Intotero, qui fait référence aux décisions prises au niveau des ministères et aux projets de loi censés améliorer le quotidien des Roumains. Parmi ces initiatives, la ministre ne manque pas de rappeler laugmentation, depuis le 1er mars passé, des salaires du personnel hospitalier et des enseignants, des mesures destinées à mettre un frein à lexode des médecins et des infirmiers vers lEurope de lOuest, mais aussi à attirer des vocations dans léducation nationale de Roumanie. La ministre mentionne ensuite le projet intitulé Diaspora Start-Up, grâce auquel les Roumains vivant à létranger qui décident de se rapatrier pourront avoir accès à des crédits, via un fonds de financement européen, et ce pour un montant de 38 mille euros. Cet argent serait accessible suite à un concours des plans daffaires, proposés par les Roumains qui souhaitent tenter de rentrer au pays, concours censé être organisé lété prochain.

Lors dune conférence adressée à la diaspora, la ministre déléguée aux Relations avec les Roumains de létranger, Natalia Intotero, a aussi présenté plusieurs programmes dédiés au Centenaire, lannée où on célèbre les cent ans de ce que lon appelle la Grande Union, cest-à-dire le moment où tous les Roumains ont pu se réunir à lintérieur des frontières dun même Etat, la Roumanie. Natalia Intotero a en outre mentionné la parution, prochainement, dune Encyclopédie des Roumains vivant à létranger, ainsi que la fondation de la Maison des Roumains de létranger à Bucarest. Cette dernière remplira une fonction de mémoire. Aussi, cette nouvelle institution serait censée identifier, analyser et conserver divers documents issus des régions habitées par les Roumains, mais situées au-delà de nos frontières. Madame Intotero a encore fait état des projets qui visent la promotion du livre roumain, par la création de cent bibliothèques dans la diaspora, ainsi que de la poursuite du programme de parrainages entre les villages transfrontaliers situés en Roumanie et en République de Moldova, Etat roumanophone, situé dans lespace de lancienne Union soviétique.

Lors de la conférence intitulée « Roumains du monde, réalités et aspirations », un des conférenciers, lacadémicien Eugen Simion, affirmait que lunion des Roumains se faisait aussi à travers la culture : « La diaspora est un élément important. Je ne voudrais pas quelle ait une mise politique. La diaspora est un facteur de richesse culturelle, une culture que lon doit pouvoir revendiquer et apprivoiser, la jauger avec objectivité. Lunion, nous lavons accomplie par et à travers la culture, et il est parfaitement vrai et dactualité ce quécrivait à cet égard Eugène Ionesco : « Beaucoup de choses nous séparent dans la vie. Mais sil y a une chose capable de nous réunir, cest bien la culture. » Il parlait là de la culture roumaine. Il faut que lon fasse donc attention à la culture ! »

Aussi, dès cette année, lUniversité de Bucarest va lancer des études de troisième cycle sur la diaspora, alors que, selon la ministre Natalia Intotero, les étudiants et les chercheurs qui vont sy investir pourraient postuler pour une des 15 bourses détudes disponibles, les bourses Nicolae Iorga. Une autre initiative concerne les enfants et les adolescents dorigine roumaine qui vivent à létranger et qui pourront prendre part à un concours dessais en langue roumaine, concours intitulé « 100 essais pour 100 ans ». Les meilleures productions seront récompensées le 31 août 2018, à loccasion de la Journée de la langue roumaine. La Journée de la blouse roumaine, quant à elle, a été marquée le 16 mai prochain. Des blouses traditionnelles ont été offertes aux communautés de la diaspora qui ont constitué des groupes de musiciens ou de danseurs traditionnels, actifs et reconnus. Autre événement : lorganisation des colonies de vacances intitulés « ArcCentenaire » pour près de 3.000 élèves et étudiants roumains qui vivent à létranger. Un autre projet, censé se dérouler en partenariat avec le ministère de la Jeunesse et des Sports cette fois-ci, et intitulé « Les champions du sport roumain », sadresse aux Roumains de la diaspora, ainsi quaux communautés roumaines historiques, et compte sur la participation de grands noms du sport roumain lors dévénements spécifiques.

Enfin, “100 pour le Centenaire”, autre projet qui se propose didentifier 10 personnalités dans 10 communautés roumaines de létranger, personnalités qui seront, grâce au projet, célébrées et promues via lédition dun calendrier des personnalités. Pour accroître la visibilité des campagnes dinformation, une brochure sera éditée, aussi bien sur papier quen version électronique, reprenant les informations relevantes issues de lensemble des institutions compétentes dans le domaine des relations avec les Roumains qui vivent à létranger. La brochure viendra en aide aux Roumains qui envisagent de partir à létranger, à ceux qui vivent hors de nos frontières, mais également à ceux qui songent se rapatrier, et présentera les informations utiles et les programmes gouvernementaux de réinsertion et de réintégration professionnelle.
