    – In Rumänien flaut die gegenwärtige Corona-Welle ab. Die Behörden meldeten am Sonntag etwas mehr als 7600 Neuinfektionen, 68 Todesfälle innerhalb von 24 Stunden. Mit 40.018 Fällen wurde am 1. Februar die höchste Zahl an Corona-Erkrankungen seit Beginn der Pandemie verzeichnet. Ärzte warnen jedoch, dass die Pandemie noch nicht vorbei ist und dass es nach wie vor notwendig ist, die Coronaschutzma‎ßnahmen einzuhalten und sich impfen zu lassen. Gesundheitsminister Alexandru Rafila sagte, wichtiger als eine Frist für die Aufhebung einiger Coronama‎ßnahmen sei, dass sich die Menschen gegen SARS-CoV-2 schützen. Knapp über 8 Millionen Menschen sind vollständig geimpft.




    – US-Präsident Joe Biden nimmt an der heutigen Sitzung des Nationalen Sicherheitsrates zur Ukraine teil. Biden sagte zuvor, er sei überzeugt, dass der russische Präsident Wladimir Putin die Entscheidung bereits getroffen habe, in die Ukraine einzumarschieren. Es sei nur noch eine Frage von Tagen, bis der Angriff beginnt. Am Sonnabend warnten die Vereinigten Staaten auf der Sicherheitskonferenz in München erneut, dass ein Einmarsch in der Ukraine beispiellose Wirtschaftssanktionen gegen Russland nach sich ziehen würde. Vizepräsidentin Kamala Harris erklärte, dass die USA, neben den wirtschaftlichen Ma‎ßnahmen, die Ostflanke der NATO auch weiterhin militärisch stärken würden. Der ukrainische Präsident Volodymyr Selenskyj sagte in München, sein Land werde nicht auf Provokationen reagieren, sondern sich wehren, wenn es angegriffen werde. Der rumänische Au‎ßenminister Bogdan Aurescu bekräftigte, dass die derzeitige Sicherheitskrise im Schwarzen Meer nicht nur eine regionale Krise ist, sondern die euroatlantische Sicherheitsordnung insgesamt betrifft.




    – Am heutigen Sonntag jährt sich der 166. Jahrestag der Befreiung der Roma aus der Knechtschaft in den rumänischen Fürstentümern Walachei und Moldau. In Siebenbürgen wurde deren Knechtschaft ein Jahrhundert zuvor abgeschafft. Seit 2011 wird der 20. Februar in Rumänien per Gesetz als Tag der Befreiung der Roma aus der Knechtschaft begangen, mit dem Ziel, die Aufmerksamkeit auf eine nicht ausreichend bekannte und erforschte Seite der Geschichte zu lenken. Die Aufhebung Knechtschaft der Roma bildet den Grundstein für die Wiederherstellung der Identität und des Gedächtnisses einer Gemeinschaft, die von der Geschichte schwer gezeichnet ist, erklärte Präsident Klaus Iohannis in einer Botschaft am Sonntag. “Der Tag der Roma ist auch eine erneute Gelegenheit, über die Werte nachzudenken, die der Vision und dem Handeln der Eliten zugrunde lagen, die zu Beginn des modernen Rumäniens für die Freiheit und Würde der Roma als untrennbaren Teil der nationalen Freiheit und Würde kämpften”, sagte Klaus Iohannis.




    – Das Invictus-Team, das aus rumänischen Soldaten gebildet ist, die in Einsatzgebieten verwundet wurden, wird das Land bei den diesjährigen Invictus Games vertreten. Die Spiele finden im April in Den Haag statt. 20 rumänische Spieler werden in sieben Sportarten antreten. Ehemalige rumänische Soldaten nahmen bereits an den Spielen in Toronto 2017 und Sydney 2018 teil.




    – In Rumänien ist der Himmel bewölkt, und im Süden und Westen regnet es leicht, in den anderen Regionen nur vereinzelt. In der Landesmitte schneit es. Der Wind weht leicht und mä‎ßig. Im Gebirge können Böen bis zu 120 km/h. Die Tageshöchsttemperaturen lagen am Sonntag zwischen 6 und 17 Grad. Celsius. In Bukarest stieg die Quecksilbersäule am Mittag auf 8 Grad.

    Straßburg:
    Der rumänische Präsident Klaus Iohannis wird am Dienstag in Straßburg an der
    Debatte über die Zukunft Europas, die von dem Europäischen Parlament
    organisiert wurde, teilnehmen. Der Staatschef wird eine Rede zur Vorstellung
    Rumäniens von diesem Thema halten. Es ist das erste Mal, wenn der rumänische
    Präsident eine Rede vor dem Europäischen Parlament hält. Während der
    Plenarsitzung, die am Dienstag beginnt, werden die Mitglieder des Europäischen
    Parlaments über den Haushalt der Union für 2019, den Plastikverbrauch, sowie
    über neue Steuer für Lastwagen für den Gebrauch bestimmter Infrastrukturen sprechen.


    Bukarest: Das rumänische Parlament befasst sich erneut mit dem sogenannten Offshore-Gesetz über die Erdgasvorkommen im Schwarzen Meer. Letzte Woche hatten sich die beiden Parteien der Regierungskoalition in Bukarest darüber geeinigt. Anfang August hatte sich Präsident Klaus Johannis geweigert, das bereits verabschiedete Gesetz in Kraft zu setzen und es ans Parlament zur erneuten Prüfung geschickt. Auf dem Spiel steht vor allem der Gewinn des Staates aus der Erschließung der Erdgasvorkommen. Der Energieminister soll den Abgeordeneten die verschiedenen Ansätze in der Verwertung der Vorkommen erläutern. Anschließend sollen die Mitglieder der zuständigen Fachauschüsse den Gesetzestext ausarbeiten, über den das Plenum abstimmt.



    Bukarest: Die rumänische Regierung könnte im nächsten Jahr die Löhne der Staatsbediensteten einfrieren. Erhöhungen, die im Lohngesetz vorgesehen sind, sollen verschoben werden, so ein Dokument, das der rumänische Finanzminister Eugen Teodorovici der EU-Kommission zugestellt hat. Die Regierung will ebenfalls einen Einstellungsstopp im öffentlichen Dienst. Durch solche Maßnahmen soll im Haushalt 2019 das Defizit bei 2,58 % des BIP bleiben.



    Bukarest: Präsident Klaus Iohannis hat die parlamentarischen Parteien für Mittwoch zu justizpolitischen Beratungen eingeladen, nachdem die Venedig-Kommission des Europarates einen Bericht über relevante Gesetze im Justizwesen vorgelegt hatte. Dem Papier zufolge würden die Änderungen an dem StGB und der StPO sowie an den Justizverwaltungsvorschriften die Bekämpfung von Korruption und organisierter Kriminalität erschweren. Die Kommission legt den rumänischen Behörden nahe, sich umfangreich und authentisch mit den Stakeholdern zu beraten, um eine solide und schlüssige, von den Bürgern getragene Novellierung der Gesetze zu erreichen. Am Sonntag haben mehrere Hundert Personen gegen die Justizpolitik der Regierung protestiert. Am Montag haben die NLP und die USR aus der Opposition, gegen Justizminister Tudorel Toader einen Antrag im Parlament gestellt.



    Tokyo: Die Oberbürgermeisterin der rumänischen Hauptstadt Gabriela Firea ist in dieser Woche auf offiziellem Besuch in Tokyo. Sie wird von einer Delegation der Bukarester Stadtverwaltung begleitet und soll sich mit hohen japanischen Würdenträgern treffen. Die Kommunalpolitiker aus Bukarest sind insbesondere an Verkehrsmanagement, Stadtplanung, Umgang mit dem Erbebenrisiko, sowie an der Modernisierung des Fernwärmeversorgungssystems interessiert. Die Bukarester Oberbürgermeisterin wird mit der Gouverneurin der Präfektur Tokyo, dem Wirtschaftsminister und dem Vizeguverneur den Japanischen Bank für Internationale Zusammenarbeit zusammenkommen.



    Brüssel: Die EU-Kommission entscheidet am Dienstag über den Fortgang des Budget-Streits mit Italien. Am Donnerstag warf die EU-Kommission Italien bei seinem Haushalt für 2019 besonders ernsthafte Verstöße gegen EU-Regeln vor. Zur Finanzierung kostspieliger sozialpolitischer Wahlversprechen plant die Regierung für 2019 eine deutlich höhere Neuverschuldung, als die Vorgängerregierung in Aussicht gestellt hatte. In der Folge dürfte der Schuldenberg Italiens von 2300 Milliarden Euro weiter wachsen.



    Bukarest: Rumänien werde im Februar 2019 einen informellen Rat für Justiz und Inneres organisieren, an dem alle EU-Innenminister teilnehmen, so die rumänische Innenministerin Carmen Dan am Montag, nach dem Treffen in Bukarest mit Julian King, dem EU-Kommissar für Sicherheitsunion. King erklärte, Rumänien werde die EU-Ratspräsidentschaft übernehmen, in einem Moment in dem der Gemeinschaftsblock große Herausforderungen konfrontiere wie Terrorismus, Cyberangriffe und organisiertes Verbrechen. Auf der Agenda standen noch der Beitritt Rumäniens zum Schengen-Raum und die EU-Außengrenzen.



    Sydney: Rumänien hat die erste Medaille bei den Invictus Games in Sydney gewonnen: Dumitru Paraschiva wurde Dritter beim Indoor-Rudern. Für Rumänien, das zum zweiten Mal an den Spielen teilnimmt, gingen am Montag 15 Soldaten an den Start, die in Militärmissionen verletzt wurden. 500 Soldaten aus der ganzen Welt beteiligen sich in Sydney an der vierten Auflage der Invictus-Spiele. Prinz Harry ist Schirmherr und Mitbegründer der Invictus Games, die 2014 erstmals in London ausgetragen wurden.

    Bukarest: Die Regierung könnte im nächsten Jahr die Löhne der Staatsbediensteten einfrieren. Die Gehälter sollen unverändert bleiben. Die Lohnerhöhungen, die im Lohngesetz vorgesehen sind, sollen verschoben werden, so ein Dokument, das vom rumänischen Finanzminister Eugen Teodorovici den EU-Kommissaren, die für den sozialen Dialog und die Geschäfte zuständig sind, eingereicht wurde. Die Regierung will ebenfalls keine neue Angestellte im öffentlichen Sektor. Diese sind ein paar Maßnahmen, die für den Haushalt 2019 gedacht wurden, so dass Rumänien ein Defizit von 2,58 % des BIP nicht überschreiten soll. Der Finanzminister hat in Betracht, dass der Wert der Urlaub-Voucher weiterhin 1450 Lei betragen wird, so wie im Jahre 2018.



    Kuwait: Die rumänische Premierministerin Viorica Dăncilă ist am Sonntag mit dem kuwaitischen Staatschef, dem Emir Sabah Al-Ahmad Al-Jaber Al-Sabah, zusammengekommen. Viorica Dăncilă hob erneut das Engagement der rumänischen Regierung hervor, die Beziehungen mit Kuwait, einem bedeutenden Partner in der Golfregion, zu verstärken. Beschlossen wurde die Organisierung im Jahre 2019 der ersten Tagung der Mischkommission für rumänisch-kuwaitische Zusammenarbeit unter der Leitung der Außenminister. Ebenfalls am Sonntag ist die Ministerpräsidentin Viorica Dăncilă mit dem Vorsitzenden der Handels- und Industriekammer in Kuwait Dr. Ali Mohammed Thunayan Al-Ghanim zusammengetroffen. Dăncilă sagte, die Beziehungen Rumäniens mit diesem Staat seien ein besonderes Potential für die Entwicklung neuer konvergenten Projekte in Bereichen wie Verkehrsinfrastruktur, Erdöl und Erdgas, Hydrotechnik, Telekommunikation und Hochspannungssysteme.



    Bukarest: Ilie Balaci, einer der bekanntesten rumänischen Fußballer, ist am Sonntag im Alter von 62 Jahren an den Folgen eines Schlaganfalls gestorben. Balaci debütierte 1973 bei Universitatea Craiova. Er wurde in den Jahren 1981 und 1982 zum besten Fußballer Rumäniens ausgezeichnet. Mit Universitatea Craiova gewann Balaci drei Mal die Nationalmeisterschaft und vier Mal den Rumänischen Pokal. Als Trainer erzielte Balaci seine größten Erfolge in den arabischen Ländern, wo er in Tunesien, Marokko, Vereinten Arabischen Emiraten, Saudi-Arabien und Katar zahlreiche Trophäen gewann.



    Tokyo: Die Oberbürgermeisterin Bukarests Gabriela Firea unternimmt in der Zeitspanne 22.-27. Oktober einen offiziellen Tokyobesuch. Gabriela Firea wird von einer Delegation der bukarester Stadtverwaltung begleitet. Auf der Agenda stehen Treffen mit hohen japanischen Würdenträgern. Unter den Themen, die angegangen werden, zählen Verkehrsmanagement, Stadtplanung, Verminderung des Erbebenrisikos, sowie Modernisierung des Fernwärmeversorgungsszstems.     Sydney: Rumänien nimmt zum zweiten Mal im Zeitraum 20. -27. Oktober an den Invictus Games in Sydney teil. Das rumänische Team besteht aus 15 Soldaten, die in Militärmissionen verletzt wurden. Unter den Sportarten zählen Bogenschießen, Leichtathletik, Rennrudern, Powerlifting, Radfahren, Vollezball, Schwimme, Basketball, Rugby, Golf und Hockey. 500 Soldaten aus der ganzen Welt beteiligen sich in Sydney an der vierten Auflage der Invictus-Spielen. Prin Harry ist Schirmherr und Mitbegründer der Invictus Games, die 2014 erstmals in London ausgetragen wurden.



    Bukarest: In der rumänischen Hauptstadt hat das 28. Nationaltheaterfestival begonnen. Während den 11 Tagen sind über 100 Veranstaltungen programmiiert, darunter auch Ausstellungen, Buchlansierungen und Treffen mit besonderen Gästen. Festivaldirektorin Marina Constantinescu erklärte, alle Einkommen werden dem Verband Dăruieşte viaţa gespendet, so dass das erste Onkologie – Kinderkrankenhaus in Rumänien erbaut werden soll. Ebenfalls in Bukarest findet das Festival Die Filme von Cannes in Bukarest statt. Die Filmliebhaber können bis zum 28. Oktober sowohl Filme, die beim berühmten Filmfest ausgezeichnet wurden, als auch Produktionen von rumänischen Regisseuren sehen.

    JUSTICE – Romanias president Klaus Iohannis intends to summon all political parties represented in Parliament for talks on the justice laws, following Fridays report of the Venice Commission on the changes brought to these laws in Romania. The Venice Commission, an advisory body of the Council of Europe, composed of independent experts in the field of constitutional law, believes that the changes brought to the Criminal Code, the Code of Criminal Proceeding and the justice laws will weaken the fight against corruption and organized crime. The Commission recommends large-scale public consultations, aimed at achieving a solid and coherent legislative change, supported by citizens and in compliance with the rulings of the Constitutional Court. Following the critical opinion of the Venice Commission, president Klaus Iohannis has stated that the Justice Minister Tudorel Toader, himself a member of the Commission, has definitely compromised his credibility and should resign.



    MEASURES – The Romanian Government is considering freezing salaries in the public sector in 2019. A letter sent this week by the Finance Ministry to Brussels reads that this is one of the measures envisaged for next year, for Romania to observe the deficit target of 2.58% of the GDP and subsequently to correct the deviation from the medium term objectives by reducing the structured balance which will exceed 3% of the GDP this year. According to the document posted on the European Commissions website, the Romanian Government intends to maintain the value of holiday tickets to approximately 300 Euro, and also the number of employees in the public sector.



    VISIT – Kuwait is the last leg of the Romanian Prime Minister Viorica Dancilas Near East tour. She has visited the cultural center Abdullah Al Salem, one of the largest cultural compounds in the world, the Scientific Center and the Grand Mosque in the capital. On the occasion, the Romanian PM highlighted the possibility of developing bilateral ties in research and innovation. Also, she appreciated the openness of the Kuwait authorities towards religious minorities and the efforts made to integrate them. Viorica Dancila also stressed the fact that the Muslim community in Romania had lived in peace alongside Christian and other ethnic groups. Previously, in the United Arab Emirates, Ms. Dancila had meeting with business people and officials, whom she encouraged to come and invest in Romania.



    INTERCEPTION – The Romanian Defense Minister Mihai Fifor stated on Saturday, in relation to the Russian place intercepted near the Romanian air space, that there was no reason of concern. Such events are not isolated, and they test the reaction speed of the NATO forces, the minister also said. He also stressed the fact that Romania, as a member of NATO, was ready to fulfill its mission at any time. On Thursday, a Russian military aircraft, flying near the Romanian air space, was intercepted by Canadian fighters, in collaboration with the Romanian Air Forces. As soon as the Russian plane was detected by the Command and Control Center of the Romanian Air Forces, Canadian Hornet fighters were sent on mission. They watched the Russian plane from a short distance, until the latter left the area.



    US – The Romanian Secretary of State for bilateral and strategic relations in the Euro-Atlantic space, George Ciamba, has had meetings in Washington with US officials. During these meetings he stressed that the Romanian presidency of the EU Council will focus on strengthening the partnership between the EU and the US, according to a communiqué issued on Saturday. Romania will hold the rotating presidency of the EU Council in the first half of next year. In the US, George Ciamba held talks with Wess Mitchell, Assistant Secretary of State for European and Eurasian Affairs. During the talks, the Romanian official stressed that Romania will continue to be a committed ally to the US.



    PROCESSION – On Sunday in Bucharest, thousands of Roman and Greek Catholic believers and priests will take parte in a procession with relic and icon of Pope John Paul II. The relic consists in several drops of the Popes blood, a gift to the Saint Joseph Cathedral in Bucharest from Cardinal Stanislaw Dziwisz, the former personal secretary of the Pope, currently Archbishop Emeritus of Krakow. Born on May 18th, 1920 in Wadowice, Poland, Karol Wojtyla was elected pope in October 1978 and died on April 2nd, 2005, at the Vatican. Pope Francis declared him a saint in April 2014, so John Paul II was included in the calendar of the Catholic Church, and his liturgical commemoration was set for October 22nd of each year. In 1999, Pope John Paul II came to Romania, on the first visit to a predominantly orthodox country by a head of the Catholic Church.



    FESTIVAL – Bucharest is hosting the 28th National Theater Festival. For 11 days, theater lovers have the opportunity to participate in some 100 artistic events: shows, performances, exhibitions, book launches and meetings with special guests. The director of the festival, Marina Constantinescu, has stated that the money collected during the festival will be donated to the Daruieste viata (Give Life) Association, for the building of the first hospital of pediatric oncology and radiotherapy in Romania. Bucharest is also playing host to the event titled Cannes Films in Bucharest, an opportunity for film goers to watch films awarded at the prestigious festival, but also films signed by Romanian directors.



    INVICTUS – The Romanians who are participating in Sydney in the Invictus Games, the international adaptive multi-sport event, in which wounded, injured or sick armed services personnel and their associated veterans take part, will start on Sunday the team competitions, said on Radio Romania Colonel Augustin Pegulescu, himself an Iraq and Afghanistan veteran. The Romanian team is made up of 15 wounded soldiers, most of them participating for the second time in the Invictus Games. More than 500 soldiers from across the world have come to Sydeny to take part in the games, created by Prince Harry four years ago.

    Rome — La visite d’Etat du président roumain Klaus Johannis en Italie a été dominée mardi par les sujets économiques, alors que lundi, l’attention avait été portée sur l’importance de la communauté roumaine vivant en Italie et sur les priorités de la présidence roumaine du Conseil de l’UE, lors des rencontres que le président roumain a eues avec son homologue et le premier-ministre italiens. Le chef de l’Etat a pris part à l’ouverture du Forum d’affaires Roumanie/Italie, censé stimuler la dimension économique du Partenariat Stratégique renforcé existant entre les deux pays. C’était pour M Iohannis l’occasion d’encourager les hommes d’affaires italiens, qu’ils soient Italiens de souche ou d’origine roumaine, d’explorer les avantages compétitifs de l’économie roumaine, notamment dans les secteurs de l’énergie, de l’IT, du commerce et des services, puis d’encourager également les exportateurs roumains traditionnellement présents sur le marché italien dans des domaines tels que l’automobile, les équipements électriques, l’industrie textile et d’ameublement. Mardi encore, le président roumain a décoré Laura Mattarella, fille du président italien, et Ugo Zampetti, secrétaire général de la présidence italienne, avec l’ordre national « Steaua Romaniei / L’Etoile de la Roumanie », la plus prestigieuse distinction de l’Etat roumain, en grade de Grande Croix, pour leur contribution exceptionnelle dans le développement des relations d’amitié entre les deux pays. Mardi toujours, le chef de l’Etat a rencontré la maire de Rome, Virginia Raggi, ainsi que des représentants de la communauté roumaine, à la fois la plus importante communauté étrangère d’Italie et la plus importante communauté des Roumains vivant à l’étranger.



    Pays du Golfe — La première ministre roumaine, Viorica Dancila, effectue cette semaine une visite de travail dans les pays du Golfe. Mardi elle a eu des pourparlers avec le scheik Mohammed bin Rashid Al Maktoum, vice-président et premier ministre des Emirats Arabes Unis, et chef de l’Emirat de Dubaï. Les responsables se sont penchés sur les relations bilatérales entre leurs deux pays, notamment dans le domaine économique. L’occasion pour Mme Dancila de présenter les principaux avantages pour investir en Roumanie et d’encourager les compagnies des Emirats Arabes Unis de participer aux projets financés par des programmes de partenariat public-privé. La cheffe du gouvernement de Bucarest s’est également entretenue avec Sultan Ahmed Bin Sulayem, le président des Ports, des Douanes et de la Zone libre de Dubaï et avec le président de l’Autorité Maritime de Dubaï. Pour la Roumanie, la coopération économique sur le long terme avec les Emirats Arabes Unis est une priorité, notamment dans les domaines des constructions civiles et industrielles, le transfert de technologie, l’agriculture et la sécurité alimentaire, l’utilisation de l’énergie nucléaire et les énergies renouvelables, la défense et l’IT.



    Cour constitutionnelle — La Cour constitutionnelle a admis partiellement la requête du président Klaus Iohannis déposée à l’encontre des modifications apportées à loi relative au statut des élus locaux, plus précisément en ce qui concerne l’introduction d’une batterie de sanctions visant les conseillers locaux ou départementaux, sanctions qui faisaient par ailleurs l’objet d’une autre loi en vigueur, celle traitant du conflit d’intérêts. Aussi, le parlement devra revoir sa copie, pour mettre en accord les articles de la loi avec la décision de la Cour. Les juges de la Cour Constitutionnelle ont également admis mardi la saisine du chef de l’Etat formulée à l’encontre de la loi modifiant la loi d’organisation et de fonctionnement de la Cour des Comptes. Mais la Cour a remis au 25 octobre prochain l’examen de la saisine présidentielle, et celles des partis d’opposition portant sur les modifications apportées par le Parlement au Code administratif. Le chef de l’Etat avait saisi la Cour à ce sujet en faisant valoir que l’acte normatif avait été adopté lors d’une session extraordinaire, organisée de manière inconstitutionnelle par la Chambre des députés, selon le chef de l’Etat, ce qui enfreindrait le principe du bicaméralisme. Mardi encore, la Cour a reporté au 24 octobre l’examen d’une autre saisine présidentielle, au sujet des modifications apportées au Code pénal et des lois visant à prévenir et à sanctionner les faits de corruption.



    Compétition — L’équipe censée représenter la Roumanie aux Jeux paralympiques militaires Invictus Games qui se dérouleront cette année à Sydney, a rencontré mardi le ministre de la Défense, Mihai Fifor et le chef de l’Etat major, le général Nicolae Ciuca. Les 15 soldats roumains blessés sur le front participeront du 17 au 29 octobre à six compétitions individuelles – tir à l’arc, athlétisme, ergomètre d’aviron, powerlifting, cyclisme et natation auxquelles s’ajoute le concours de volley-ball assis. Lors de l’édition 2017 déroulée à Toronto, au Canada, la Roumanie a décroché une médaille d’or, une autre d’argent et deux de bronze. Créés sur une idée du prince Harry de Galles, les Jeux Invictus sont une compétition multisports internationale destinée aux soldats et vétérans de guerre blessés ou handicapés, à l’image des Jeux Paralympiques ou des Warrior Games organisés aux Etats-Unis.



    Environnement — Le programme « Rabla », en français « Le Tacot », se poursuivra l’année prochaine, a annoncé devant le Parlement le président de l’Administration du Fonds pour l’environnement, Cornel Brezuica. Une modification notable toutefois : les voitures bénéficiaires du programme devraient avoir le contrôle technique à jour. Car par cette décision, publiée dans le Journal officiel, le Fonds vise à envoyer à la casse des automobiles anciennes mais en état de marche, et non pas de celles qui font du surplace dans les parkings. Depuis le début de l’année le programme « Le Tacot» a été utilisé par 40 mille acquéreurs de voitures neuves, moins polluantes. 9 mille tickets demeurent toujours disponibles pour cette année. La valeur du ticket varie entre 1.400 € à l’acquisition d’une auto neuve et 9.650€ à l’acquisition d’une voiture intégralement électrique.



    Bruxelles — La ministre du Travail et de la Justice sociale, Lia Olguţa Vasilescu, a participé mardi à Bruxelles au Sommet social tripartite, démarré sous la baguette du président de la Commission européenne, Jean-Claude Junker, et du président du Conseil, Donald Tusk. Consolider la compétitivité, créer du travail durable et assurer l’équité sociale au sein de l’Union européenne ont été les principaux thèmes présents à l’agenda du Sommet. La ministre roumaine a rencontré à cette occasion Marianne Thyssen, Commissaire européenne pour lemploi, les affaires sociales, les compétences et la mobilité des travailleurs, pour lui exposer les priorités de la présidence roumaine du Conseil de l’UE, qui prendra effet pour 6 mois, à partir du 1er janvier prochain.

    Guvernul a aprobat, miercuri, ca termenul de eliberare a
    paşapoartelor simple electronice în cazul cererilor depuse în ţară să fie redus
    de la 30 la 15 zile lucrătoare     de la data depunerii cererilor, a anunţat
    purtătorul de cuvânt al Executivului, Nelu Barbu. El a adăugat că actul
    normativ introduce schimbări şi în cazul cererilor de paşapoarte depuse în străinătate.
    Astfel termenul se reduce de la 90 de zile, în prezent, la 45 de zile
    lucrătoare în cazul cererilor depuse în misiunile diplomatice şi oficiile
    consulare ale României în statele membre ale UE şi la 60 de zile lucrătoare în
    cazul celor depuse în state Non-UE. O
    altă modificare se referă la simplificarea condiţiilor ce trebuie îndeplinite
    pentru eliberarea paşapoartelor simple temporare în cazul minorilor care
    urmează să se deplaseze în străinătate pentru a urma un tratament medical.
    Pentru aceasta este necesară o traducere autorizată, şi nu legalizată, cum este
    în prezent în legislaţie, a documentelor emise de instituţia străină ce urmează
    să efectueze tratamentul. Totodată, se elimină necesitatea prezentării originalului certificatului de naştere al
    minorului sub 14 ani la ridicarea paşaportului simplu electronic sau temporar,
    fiind acceptată şi copia acestuia.




    Pe 12 octombrie, când se sărbătoreşte Ziua Spaniei, consulatele
    româneşti din această ţară nu vor avea program cu publicul. Aceasta este singura sărbătoare
    spaniolă (naţională, regională sau locală) în care consulatele româneşti sunt
    închise, în tot restul anului acestea lucrând după calendarul de sărbători
    legale româneşti. Reamintim că serviciile consulare sunt furnizate pe bază de
    programare. Pe canalul de YouTube al Ambasadei României în Regatul Spaniei

    Guvernul a adoptat o ordonanţă de urgenţă pentru sprijinirea
    militarilor invalizi şi răniţi, care vor participa la Jocurile Invictus
    Games     şi la alte evenimente sportive în ţară şi străinătate. Pentru
    participarea la astfel de competiţii, militarii invalizi şi răniţi, dar şi
    însoţitorii acestora, membrii de familie şi persoanele cu atribuţii în procesul
    de pregătire şi desfăşurare a întrecerilor, vor beneficia de drepturile
    stabilite pentru personalul Ministerului Apărării trimis în misiune temporară în
    străinătate. România a fost reprezentată anul trecut la jocurile Invictus de la
    Toronto, din Canada, de 15 militari răniţi. În acest an, echipa României,
    formată tot din 15 militari, însoţiţi de personal tehnic, va participa în
    perioada 17 – 29 octombrie, la jocurile Invictus organizate la Sydney, în
    Australia.


    Ministerul pentru românii de pretutindeni caută voluntari pentru
    Programul ‘Arc’ – 2018 ediţia de
    iarnă. Programul include o serie de tabere internaţionale care
    reunesc elevi, studenți, tineri și profesori români de pretutindeni, urmărind,
    prin activităţi interactive, să-i apropie de cultura, tradiţiile şi valorile
    româneşti. Programul de iarna organizat de MRP se va desfasura, în perioada 27
    octombrie – 17 noiembrie, în trei serii consecutive de câte șapte zile in
    Tabăra Căprioara din judeţul Hunedoara, şi Tabăra Săcelu din judeţul Gorj.
    Viitori voluntari vor ajuta la organizarea şi desfăşurarea unor ateliere de
    conversaţie în limba română, de creaţie, de istorie, de cultură și civilizație
    românească, precum și a altor activități organizate în tabere. Cei
    interesaţi trebuie să fie studenţi, masteranzi sau cadre didactice, să
    aibă abilităţi de comunicare şi de adaptare, să fie creativi şi plini de
    energie, să fie disponibili pentru o serie sau mai multe. Aceştia trebuie să trimită, până la 22
    octombrie, o scrisoare de intenţie şi un CV, copia actului de identitate şi
    copia documentului care atestă studiile, la adresa de e-mail:

    Preşedintele Klaus Iohannis a decorat, miercuri, delegaţia României la “Invictus Games Toronto 2017”, context în care a afirmat că membrii echipei sunt un exemplu de curaj şi fac cinste ţării noastre. Şeful statului a adăugat că sportivii au o contribuţie semnificativă la “cultivarea şi promovarea în societate a unor repere morale, a încrederii că, prin muncă, efort susţinut şi sacrificii, se poate ajunge la victorie”. Cu această ocazie, preşedintele a felicitat conducerea Ministerului Apărării Naţionale, organizaţiile şi sponsorii care au făcut posibilă participarea la acest eveniment sportiv internaţional de marcă.


    Comisia Europeană ia în discuţie, în şedinţa de miercuri, condusă de Frans Timmermans “ultimele evoluţii privind situaţia din România”, potrivit agendei oficiale. Modificarea legilor justiţiei şi situaţia din România vor reprezenta şi tema unei dezbateri în Parlamentul European, care va avea loc pe 7 februarie. Ska Keller, co-preşedinte al grupului europarlamentar al Verzilor, a declarat că “statul de drept în România este în pericol, iar guvernul nu ascultă cu atenţie societatea civilă”.



    Artista portugheză Joana Vasconcelos vizitează pentru prima oară România, în perioada 23-27 ianuarie 2018, la invitaţia preşedintelui Institutului Cultural Român. Miercuri, ea se află la Castelul Bran, unul din cele mai cunoscute obiective turistice româneşti pe plan global. Vizita face parte dintr-un program de mobilitate iniţiat de ICR, în contextul împlinirii a 100 de ani de relaţii diplomatice între România şi Portugalia, dar şi al Centenarului României Moderne. Scopul vizitei este demararea unei colaborări de impact româno-portugheze în domeniul industriilor creative.



    Primăria Capitalei anunţă că reabilitarea Hotelului Concordia, clădirea monument istoric în care s-a hotărât dubla alegere a lui Alexandru Ioan Cuza ca domn al Ţării Româneşti, după ce fusese ales domnitor al Moldovei, va începe în primăvara acestui an. Hotelul Concordia urmează să funcţioneze ca hotel, dar va găzdui şi conferinţe şi diverse evenimente. Clădirea se află pe strada Smârdan nr. 39 şi a găzduit, în noaptea de 23 spre 24 ianuarie 1859, întâlnirea în care s-a hotărât dubla alegere a lui Alexandru Ioan Cuza ca domn al Ţării Româneşti. Hotelul a fost construit în 1852 şi avea 90 de camere. Clădirea a fost cuprinsă de flăcări în 1884 şi a ars în mare parte. A fost refăcută şi a ars din nou prin 1901-1902. Clădirea, încadrată pe lista monumentelor istorice a municipiului Bucureşti, astăzi proprietate privată, se află într-o stare avansată de ruină, în ciuda numeroaselor demersuri din ultimii ani ale societăţii civile, ale intelectualilor, artiştilor, gazetarilor şi arhitecţilor.

    Bukarest: In Bukarest findet bis Sonntag die internationale Buchmesse Gaudeamus statt. Auf der vom öffentlich-rechtlichen Hörfunk Radio Rumänien organisierten Buchmesse gilt die Europäische Union durch ihre Bukarester Vertretung als Ehrengast. Der Verlag Casa Radio präsentiert dieses Jahr eine besondere Sammlung: die Sammlung der Audiobücher mit einer gro‎ßen Auswahl an Genres. Der Akzent liegt auf Lyrik. Am Freitag, den dritten Messetag, fanden über 200 Veranstaltungen statt, zum grö‎ßten Teil Buchpräsentationen. Bei der diesjährigen Auflage lädt Radio Rumänien zu mehreren feierlichen Momenten ein: das 60. Jubiläum der Unterzeichung der Römischen Verträge, die als Geburtsstunde der Europäischen Union gelten, das 30. Jubiläum des Programms Erasmus und 10 Jahre EU-Beitritt Rumäniens. 300 Aussteller beteiligen sich an der internationalen Buchmesse in Bukarest, 800 Veranstaltungen stehen auf dem Programm. Unter dem Motto: “Einigkeit durch Vielfalt”, ermutigt die Europäische Union zum Entdecken des europäischen Kulturerbes.



    Bukarest: Im westrumänischen Arad wurde am Samstag mit einer feierlichen Zeremonie das rumänisch-ungarische Kommando übergeben. Die im Jahr 1998 gegründete Militäreinheit gilt zur ersten Friedenstruppe Rumäniens und ersten gemischten Einheit dieser Art weltweit. Das 900 Mann-Kommando wird abwechseld, jeweils ein Jahr lang, von Rumänien bzw Ungarn geleitet. 2017 stand die Militäreinheit unter der Führung Ungarns. An der feierlichen Zeremonie in Arad beteiligte sich auch der Verteidigungsminister Mihai Fifor. Am Samstag fand in der westrumänischen Stadt ebenfalls ein Crosslauf in Gedenken an in Kampfeinsätzen verwundete Soldaten statt. Die Sportveranstaltung wird von zwei Bildungseinrichtungen im Landkreis Arad organisiert und setzt sich zum Ziel, das Projekt Invictus bekannt zu machen. Die Invictus Games sind eine paralympische Sportveranstaltung für kriegsversehrte Soldaten, die 2014 erstmals in London im Queen Elizabeth Olympic Park ausgetragen wurde. Rumänien gilt als das erste Land aus dem ehemaligen Ostblock, das von London eingeladen wurde, sich an der Sportveranstaltung zu beteiligen.

    VISIT – The United States is probing North Korea to see whether it is interested in dialogue and has multiple direct channels of communication with Pyongyang, U.S. Secretary of State Rex Tillerson said on Saturday. Tillerson met with Chinese President Xi Jinping and his counterpart Wang Yi. In China, the US official also prepares President Trump’s planned visit to the region. In the last few months the Trump administration has publicly accused China, Pyongyang’s main ally, of not putting enough pressure on its North-Korean neighbour to give up its nuclear ambitions. On Thursday, the Chinese minister of trade announced that China ordered North Korean companies in the country to shut down by January as it applies UN sanctions imposed following Pyongyangs sixth nuclear test. The announcement came days after China confirmed that it would apply another major part of the sanctions – a limit on exports of refined petroleum products to North Korea starting October 1 and a ban on textiles from its neighbour.




    ENERGY – Electricity prices in Romania will increase by an average of 0.75 Euros/ 100 kilowatts as of October 1st, the National Energy Regulatory Authority, ANRE, has announced. ANRE also says that natural gas prices for domestic consumers may increase by 6%, also as of October 1st. Fuel excise will also go up starting October 1st for the second time in two weeks. Consequently, most services and products, food in particular, will become more expensive.




    SUMMIT — The European Council President Donald Tusk will hold consultations over the next two weeks with all member states on initiatives to reform the European Union after Brexit. The announcement was made after the summit in Tallinn, Estonia, where the heads of state and government voiced disappointment with the slow pace of the Brexit negotiations. Talks were held on the sidelines of the Digital Summit focusing on digital economy and society, attended by EU heads of state and government. Leaders discussed the Commissions recent proposals for strengthening the EU’s cybersecurity and setting out measures towards a fair taxation of the digital economy. The latest cyber attacks on Europe have triggered economic problems, which have in turn led to significant financial losses, Romanian President Klaus Iohannis said during his speech at the informal European Council digital summit. The president said that, without a common and fast intervention at European level, cyber attacks might severely affect the Unions economy and security.




    GOVERNMENT – Romanian Prime Minister Mihai Tudose discussed on Sunday with a delegation headed by Karl-Heinz Lambertz, the president of the European Committee of the Regions. According to a government release, the meeting’s agenda included topics such as the importance of the European cohesion policy for Romania and drawing funds through financing programmes for regional development and cohesion. Also discussed were the major challenges facing Europe, such as migration, security issues and the need to put in line the stipulations of the Stability Pact with the regions’ needs for development and investment.

Ionut Butoi also won silver in the individual archery final. The Invictus Games is the only sporting event for wounded, injured and sick servicemen and women. Invictus Team Romania is made up of 15 soldiers wounded in theatres of operations in Afghanistan and Iraq.




    GOLD MEDAL – The Romanian lightweight women’s double-sculls crew, made up of Ionela Livia Lehaci and Gianina Elena Beleaga won gold on Sunday at the World Rowing Championships, hosted by Sarasota — Brandenton, the United States.     REFERENDUM – Tens of thousands of Catalan separatists have taken part in a final rally ahead of Sundays planned referendum on independence from Spain. Catalonias pro-independence government is planning to hold the referendum despite Spain deeming it illegal. Masses of referendum materials have been confiscated by police in recent weeks and officials involved in running the campaign face prosecution. Police across Catalonia have been ordered to prevent public buildings being used as polling stations on Sunday. However, the Catalan government said on Friday it planned to open more than 2,000 polling stations. Catalonia, a wealthy region of 7.5 million people in north-eastern Spain has its own language and culture, and a high degree of autonomy, but is not recognised as a separate nation under the Spanish constitution.

    ROBOR – The Romanian Interbank Offer Rate, on the basis of which interests for loans in the Romanian currency are calculated, has reached the level of 1.58%. According to the National Bank of Romania, this is the highest level registered since January 2015. This rate, known as ROBOR, started to grow rapidly in mid September, which, specialists say, will in turn trigger a growth in interest rates. In another development, the Central Bank has announced that the net foreign direct investment flow last year exceeded 4.5 billion Euros, and the final balance on December 31st 2016 stood at 70.1 billion.     Consultations — Le président du Conseil européen, Donald Tusk, aura, dans les deux prochaines semaines, des consultations avec tous les Etats membres de l’Union européenne au sujet de la réforme de l’UE post-Brexit. Cette annonce a été faite au sommet informel de Tallinn, en Estonie, où les chefs d’Etat et de gouvernement ont déploré le rythme lent des négociations sur la sortie du Royaume Uni. Ce sujet s’est imposé au Conseil de Tallinn, aux côtés du thème de départ qui était l’agenda numérique communautaire. Le président de la Roumanie, Klaus Iohannis, a remarqué, à cette occasion, l’absence d’un tel agenda unique ainsi que le besoin d’une stratégie à mettre en place en ce sens. Il a souligné la nécessité d’assurer un flux libre des données sans caractère personnel comme condition essentielle du succès de l’introduction de l’agenda numérique de l’UE. Les récentes attaques informatiques contre l’Europe ont également perturbé des activités économiques et provoqué des pertes financières substantielles, a aussi affirmé le président de la Roumanie, Klaus Iohannis, dans son intervention au Conseil européen informel de Tallinn. Le président Iohannis a aussi souligné le besoin de systèmes éducationnels et de formation qui aident les citoyens de l’UE à acquérir les compétences numériques nécessaires pour faire face aux changements et aux défis de la société actuelle et future.



    Référendum — Des milliers de personnes ont participé, à Barcelone, au dernier meeting de la campagne du référendum sur l’indépendance de la Catalogne. Les partisans du oui sont décidés de voter, en dépit de l’interdiction, par le gouvernement espagnol, de la consultation populaire qui a été déclarée non constitutionnelle. Les autorités de Madrid ont confisqué des urnes et des bulletins de vote et ont mobilisé des forces de l’ordre particulièrement nombreuses en Catalogne, mais les leaders indépendantistes ont appelé 5,3 millions de Catalans à voter ce dimanche. Madrid a également menacé d’envoyer les organisateurs devant la justice, s’ils continuaient leur action.



    Pourparlers — Le secrétaire d’Etat américain, Rex Tillerson, fait une visite à Beijing, où il aura des pourparlers avec le président Xi Jinping. Le principal objectif en de préparer la visite du président américain Donald Trump en Chine, prévue en novembre prochain, dans le cadre d’une tournée asiatique, mais la Corée du Nord sera, à coup sûr, un des sujets abordés avec les interlocuteurs chinois, aux côtés de la dénucléarisation de la Péninsule coréenne, du commerce et des investissements, a déclaré Rex Tillerson, peu avant son départ pour Beijing. Ces derniers mois, l’administration Trump a publiquement accusé la Chine — principal allié de Pyongyang — de ne pas faire suffisamment pression sur son voisin nord-coréen, pour que celui-ci abandonne ses ambitions nucléaires.



    Invictus Games — La première participation d’une équipe de militaires vétérans de Roumanie aux Jeux paralympiques « Invictus » est couronnée de médailles et de prix. Après la médaille de bronze dans la compétition d’avirons indoor, réussie par le lieutenant Ciprian Iriciuc et le bronze du commandant Laurentiu Serban sur le 1.500 mètres, l’équipe roumaine, composée par Ionuț Butoi, Dorin Petruț et Nicușor Pegulescu, a remporté la final de tir à l’arc. Ionuț Butoi s’est aussi adjugé l’argent dans le concours individuel de tir à l’arc. L’équipe de Roumanie présente aux Jeux paralympiques « Invictus », au Canada, est formée de 15 militaires blessés en Irak et en Afghanistan. Invictus Games est une compétition sportive organisée pour la première fois en 2014, qui réunit des délégations nationales de vétérans et de militaires blessés sur les théâtres d’opérations ou souffrant de différentes maladies.

    MEETINGS – Romanian Foreign Minister Teodor Melescanu continued meetings on the sidelines of the UN General Assembly session in New York, with counterparts from Argentina, Columbia, the United Arab Emirates and Tunisia. Minister Melescanu signed with the Argentinean Foreign Minister Jorge Marcelo Faurie the Extradition Treaty between the governments of Argentina and Romania, which will contribute to consolidating cooperation in the field of the judiciary. Also in New York, at Romania’s initiative, Minister Melescanu organised a working meeting with counterparts from Bulgaria, Croatia and Greece to discuss, among other things, the future of the EU’s common foreign policy.

Invictus Team Romania is made up of 15 soldiers wounded in theatres of operations in Afghanistan and Iraq. They will take part in six individual events: archery, athletics, indoor rowing, power lifting, cycling and swimming. Also, the Romanian team will compete in the sitting volleyball competition. The Romanian Invictus team met with Prince Harry of Britain, the one who established the competition in 2014 in London. Since then a number of cities have been selected to host future Games.




    TRADE – Romania’s deficit in the farm and food products sector stood at 916 million euros at the end of May, up by 60% as against the same period in 2016. Official data show that exports went up in the first five month of the year by almost 7%, while imports increased by more than 19%. Wheat remains the most exported product followed by sunflower and corn. In terms of imports, an important increase was reported in the January-May period. The EU has been Romania’s biggest trade partner in the farm and food sector.




    VISIT — Romanian Defense Minister Mihai Fifor met with his Canadian counterpart Harjit Singh Sajjan on the sidelines of his official visit to Canada on the occasion of the Invictus Games Toronto. Emphasised during the talks was the consolidation of bilateral ties, with Canada being an active supporter of Romania’s initiatives within NATO. Minister Fifor thanked the Canadian official for the support that Canada granted to Romania by taking part in joint air police missions within NATO, and by participating in the Multinational Division South-East and the Multinational Brigade, and also in multinational drills held in Romania and the Black Sea. Minister Fifor underlined Canada’s significant contribution to the implementation of the decisions taken at the NATO Summit in Warsaw.




    GEORGE ENESCU FESTIVAL — As many as six special events were held on Sunday, on the last day of the George Enescu International Festival, held every two years in Romania. The Royal Concertgebouw Orchestra Amsterdam conducted by Daniele Gatti closed the Enescu festival. Some three thousand artists have been invited to participate in this years edition of the festival held over September 2nd – 24th. The first edition of the George Enescu Festival was held in 1958. In 1971, the communist regime decided to put an end to it, and the festival was only resumed after the fall of the regime in 1989.




    TENNIS — Romanian tennis player Sorana Cirstea, no. 52 WTA qualified on Sunday to the second round of the WTA tournament in Wuhan, China, with 2,300,000 dollars in prize money. Cirstea defeated Chinese Yafang Wang in two sets, 6-3, 6-3. Simona Halep, no.2 in the WTA rankings, is second seed at the tournament and she will go straight to the second round. Laste year Halep reached the semi-finals. Another Romanian, Raluca Olaru who paired up with Ukrainian Ludmila Kicenok lost to Raquel Atawo/Darija Juraq, in the first round of the women’s doubles.

    Invictus – Le ministre roumain de la Défense, Mihai Fifor, et le chef de lEtat – major général de larmée roumaine, le général Nicolae Ciucă, se trouvent à Toronto, au Canada, à loccasion des Jeux paralympiques Invictus. Lactuelle édition de ces jeux, créés en 2014 par le prince Henry de Galles, aura lieu du 23 au 30 septembre. Participante pour la première fois à Invictus Games, léquipe de Roumanie est formée de 15 militaires blessés lors des missions sur les théâtres dopérations en Irak et en Afghanistan. Les sportifs roumains vont évoluer dans six compétitions individuelles, à savoir tir à larc, athlétisme, aviron en salle sur simulateur, haltères, cyclisme et natation et participer à la compétition de volley-ball assis. Les officiels roumains doivent assister aux entraînements des sportifs et aux premières épreuves et prendre part à la conférence réunissant les responsables de la Défense des pays représentés à ces jeux. Les sportifs roumains ont rencontré le prince Harry de Galles, comme en témoignennt les images postées sur les réseaux sociaux.



    Cyclistes – Plusieurs milliers de cyclistes ont traversé samedi la ville de Bucarest, pour attirer lattention sur les problèmes de pollution et de trafic routier auxquels est confrontée la capitale roumaine. Une action similaire a été organisée à Constanţa (sud-est), par les cyclistes mécontents de labsence de pistes cyclables et des rues mal adaptées aux personnes en situation de handicap.



    Enescu – Le Festival international “George Enescu, sachèvera dimanche 24 septembre. Au programme du dernier jour du prestigieux événement, dans la série « Grands orchestres du monde », le Royal Concertgebouw Orchestra dAmsterdam évolera sous la baguette de Daniele Gatti. Plus de 3000 artistes de renom sont montés sur scène à Bucarest et dans sept autres grandes villes du pays. Organisé pour la première fois en 1958, 3 ans après la disparition du grand compositeur roumain, le Festival international de musique George Enescu a été interrompu en 1971 par le régime communiste, pour reprendre après la chute du communisme, en 1989. Depuis, il est organisé tous les deux ans.



    Tennis – La joueuse de tennis roumaine Monica Niculescu figure dans le tableau principal du tournoi WTA de Wuhan (en Chine), grâce à la victoire remportée samedi, au dernier tour des qualifications (score 2-6, 6-1, 6-0), contre la Chinoise Fangzhou Liu. Au premier tour du simple dames, Monica Niculescu, 56e WTA, affrontera la Néerlandaise Kiki Bertens, 29e WTA. La Roumaine Simona Halep, n°2 mondiale et deuxième favorite du tournoi de Wuhan, accèdera directement au deuxième tour. Lannée dernière, Halep sest arrêtée en demi-finales de la compétition. Une autre Roumaine figure dans le tableau principal. Il sagit de Sorana Cîrstea (52e WTA), qui rencontrera, au premier tour, la Chinoise Yafang Wang (147e WTA). En double dames, les Roumaines Simona Halep et Monica Niculescu affronteront au premier tour la paire roumano-lettone Sorana Cîrstea/Jelena Ostapenko, tandis que la Roumaine Raluca Olaru et lUkrainienne Liudmila Kicenok joueront contre le duo Raquel Atawo (Etats-Unis/Darija Jurak (Croatie).

    ALERT SYSTEM – A text-message alert system advising people of potential dangers due to adverse weather conditions in Romania will be ready within a few weeks according to specialists in the field. The warnings, to be issued by the General Inspectorate for Emergency Situations or by local inspectorates are meant to reach both locals and tourists in the affected areas. The authorities have decided to speed up the process of putting in place such a system following the powerful storms that hit Romania last Sunday, killing 8 people and wounding 140.



    INVICTUS GAMES – The Romanian Defense Minister Mihai Fifor and the General Chief of Staff Nicolae Ciuca are attending the opening of the Invictus Games in Toronto, Canada. According to a communiqué issued by the Romanian Defense Ministry, the two officials will attend the ceremony alongside the 15 military athletes that make up Invictus Team Romania. They will also attend the teams training sessions and part of the sporting events. The Chief of Staff will also attend the conference of the chiefs of staff of the countries that are taking part in the Invictus Games. The 15 soldiers who are competing in these Paralympic games have been wounded in theatres of operations in Afghanistan and Iraq. They will take part in six individual events: archery, athletics, indoor rowing, power lifting, cycling and swimming. Also, the Romanian team will take part in the sitting volleyball competition.     GERMAN ELECTIONS – Parliamentary elections are due in Germany on Sunday. Angela Merkel is hoping for a fourth term as Chancellor, even if her party, the Christian Democratic Union, is not likely to get majority and will therefore have to bring in partners to form a coalition. According to the latest opinion polls, Mrs. Merkels party and its Bavarian branch – the Christian Social Union – would get 36% of the votes. Second, with 23%, comes the Social Democratic Party, headed by the former President of the European Parliament Martin Schulz. Angela Merkel is preferred by 48% of the voters, while Martin Schulz is supported by only 22% of the voting population.



    MIGRATION – At least 21 people died yesterday when a boat carrying migrants sank in the Black Sea, off the Turkish coast, France Presse reports. 70 people were on board the boat which was heading for Romania, most of them Iraqi citizens. According to France Presse, some 570 illegal migrants have reached Romania since August following the Black Sea route, which allows them to avoid Greece. If found in Greece they run the risk of being returned to Turkey, under the agreement concluded between the EU and the Turkish government.



    FRENCH ELECTIONS – A Romanian-born ethnic Roma, who graduated from the Sorbonne, is running for a seat in the French Senate. The elections for 348 senators are due tomorrow. Anina Ciuciu, aged 27, was invited to run for the ecologists. She militates for free access of all children to education and is a fierce fighter against discrimination and police brutality.

    UKRAINE – Romanias President Klaus Iohannis on Thursday said he cancelled his visit to Ukraine slated for October, after the Ukrainian Parliament passed the new education law. The president decribes the law as going against the mutual good intentions and severely limiting the access of national minorities to education in their mother tongue. President Iohannis also cancelled his meeting with the Rada Speaker Andriy Parubiy, which would have taken place at the end of this month in Bucharest. On Wednesday, the Senate and Chamber of Deputies in Bucharest passed a joint declaration on Ukraines new education law saying it “drastically limits the right to education in their mother tongue for ethnic Romanians in Ukraine.



    DAMAGES – The government decided to provide some 8 million euros to compensate for the damage caused by the extreme weather in western Romania. According to the General Inspectorate for Emergency Situations, Wednesdays rainfalls and strong wind caused damages in the capital Bucharest and 38 towns and villages in 15 other counties. 3 people were also killed. More than 4,000 troops from the armys fire service and 1,000 pieces of equipment were on duty in the last 24 hours to help limit and eliminate the effects of bad weather, including evacuating the water from flooded homes and courtyards and removing uprooted trees. Tens of roofs were partly or completely damaged. Road travel was temporarily disrupted.



    CETA – Minister Delegate for European Affairs Victor Negrescu and Canadian Ambassador to Bucharest Kevin Hamilton hailed the temporary enactment on September 21 of the Comprehensive Economic and Trade Agreement between the European Union and Canada. The two officials expressed confidence that the new agreement would substantially boost two-way trade and mutual investment. According to Ambassador Hamilton, CETA will create new large-scale opportunities both for EU Member States and for Canada. Apart from cutting tariffs for exports, the agreement will also step up the export of services and investments between Canada and Romania and will result in the mutual recognition of professional qualifications. Minister Negrescu praised the successful implementation of the first phase for liberalizing visas for Romanian citizens travelling to Canada as of May 1 and highlighted the importance of the second phase, meaning completely lifting visas starting December 1, 2017.



    WEF – Universities, high schools and foreign language centers from all over the world will present their offers in Romania during the 27th edition of World Education Fair, which starts on Friday. The fair will be held in Timisoara, Bucharest, Iasi, Galati and Constanta. In the past 9 years, some 10,000 Romanian students chose to study abroad taking up offers presented in the fair.



    INVICTUS – The team of Romanian military injured in operations left for Toronto, Canada, on Thursday to take part in the Invictus Games. The 15 members of the team will compete in six individual sports disciplines: archery, athletics, indoor rowing, weightlifting, cycling and swimming.



    SHOPPING – Romanians spent some 2,5 billion euros on online shopping in 2017, reads a market analysis released on Thursday. According to the study, the average price of an online purchase stood at 60 euros. Over 60% of Romanian Internet users prefer to shop online, the analysis also shows.



    TENNIS –Romanian tennis player Sorana Cirstea, world no. 52, defeated the American player Nicole Gibb to reach the quarterfinals of the WTA tournament in Seoul worth almost 227,000 dollars. Cirstea will next face Thailands Luksika Kumkhum for a place in the semifinals.
