    Die Antikorruptionsbehörde unternimmt weitere Untersuchungen im Fall Oprea

    Der Chef der Nationalen Union für den Fortschritt Rumäniens (UNPR) Gabriel Oprea befindet sich in einer komplizierten Lage. Die Nationale Antikorruptionsbehörde hat am Montag die Genehmigung des Senats in der strafrechtlichen Ermittlung gegen den ehemaligen Innenminister Gabriel Oprea, der des Amtsmissbrauchs beschuldigt wird, gefordert. Oprea wird verdächtigt, dass er während seiner Amtszeit, das Personal und den Fuhrpark des Ministeriums bei seinen Reisen benutzt hätte. Livia Săplăcan, Sprecherin der Antikorruptionsbehörde DNA dazu:




    “Es geht um zwei Verbrechen. Ich beziehe mich auf Amtsmissbrauch mit Verschaffen eines ungerechtfertigten Vorteils für sich selbst oder für einen anderen. Der este Verdacht bezieht sich auf das illegale Benutzen von Polizeigeleit bei seinen Reisen.




    Der Skandal begann nachdem in Oktober 2015 ein Mottoradfahrer aus der Polizeieskorte Opreas ums Leben gekommen war. Die Antikorruptionsbehörde leitete die Untersuchung ein, die beweist, dass Oprea im Jahre 2015 1600 Mal die Polizeieskorte benutzt habe. Laut Anwälten waren viele der Reisen zum persönlichen Interesse. Außerdem wird Oprea vorgeworfen, er habe auch illegal eine Vereinbarung mit dem Chefstaatsanwalt Tiberiu Niţu getroffen, damit der Chefstaatsanwalt dieselben Privilegien genießen könne. Tiberiu Niţu lehnte jedwelchen Kommentar ab, während Gabriel Oprea sich für unschuldig erklärte:



    “Ich halte mich für unschuldig. Und das wird sich früher oder später bestätigen. Es ist die Aufgabe der Staatsanwälte, jeden Verdacht auf mögliche Gesetzesverletzungen zu verifizieren .




    Die Politkommentatoren sind der Meinung, Gabriel Oprea habe den Skandal in dessen Mittelpunkt er steht, schlecht angegangen. Er lehnte seinen Rücktritt ab um kurz danach zu versuchen, die verlorene Glaubwürdigkeit zurückzugewinnen. Dafür implizierte er sich in die Operationen, die nach dem Brand vom Colectiv unternommen wurden. Der Versuch scheiterte, das ganze Kabinett musste auf Druck der Straße zurücktreten.




    Die Saga des ehemaligen sozialdemokratischen Abgeordneten Ion Stan ist zu Ende. Dieser wurde vom Kassationshof wegen Vorteilsgewährung zu zwei Jahren Haft verurteilt. Er wird beschuldigt, während der Wahlkampagne von 2012 Geld von verschiedenen Geschäftsleuten angenommen zu haben. Dafür sollten diese Verträge mit dem Staat gewinnen. 2009 war Ion Stan der Vorsitzender der Organisation der Sozialdemokratischen Partei eines Landkreises. Er habe indirekt für seine politische Organisation verschiedene Objekte für den Wahlkampf bekommen. Dafür hätte Ion Stan demjenigen der Bestechung anbat versprochen, dank des Einflusses auf einige Bürgermeister und lokalen Staatsbeamten, Verträge mit den betreffenden Stadtverwaltungen zu erzielen.

    Las cosas empiezan a complicarse para el líder de la UNPR, Gabriel Oprea, el personaje político del cual dependía, en un determinado período, la estabilidad de la ya difunta coalición gubernamental de izquierda. La DNA ha solicitado este lunes el visto bueno al Senado para iniciar el seguimiento penal del ex vice primer ministro y ministro del Interior, al que acusa de dos infracciones relacionadas con el abuso de poder en cuanto a la utilización de la escolta oficial.


    Livia Saplacan, portavoz de la DNA explica de lo que se trata :




    “Dos delitos relacionados con el abuso de poder con obtención de beneficios ilegales para sí o para otros. El primero se refiere al uso ilegal por el exministro del Interior de los vehículos oficiales.”




    El escándalo que obligó a los fiscales a iniciar la investigación surgió después de que un policía perdiera su vida el pasado mes de octubre, mientras conducía su moto acompañando al dignatario. Las investigaciones revelan que tan sólo en 2015, Gabriel Oprea habría utilizado 1600 veces la escolta de la policía. Cabe precisar que el exministro del Interior habría ofrecido ilegalmente también al fiscal general de Rumanía, Tiberiu Nitu, el derecho de utilizar la escolta oficial para sus desplazamientos. Si por una parte Tiberiu Nitu se ha negado a hacer comentarios, Gabriel Oprea por la suya, se ha declarado inocente:




    “Me considero inocente y esto se confirmará con el tiempo. También considero que es obligación profesional de los fiscales verificar cualquier sospecha referente a posibles infracciones de la ley.”




    Los comentaristas piensan que el político Gabriel Oprea ha gestionado mal el escándalo en que está implicado. Se negó a dimitir y tuvo un intento de volver a ganar la credibilidad perdida implicándose, de una manera casi ostentativa, en las operaciones que siguieron tras el incendio devastador producido en la discoteca Colectiv de Bucarest. Su tentativa fracasó e incluso todo el gabinete tuvo que dimitir bajo presión de la población, harta de la corrupción que hay en la administración central y local. La investigación de Gabriel Oprea apenas está comenzando.



    En cambio, el pasado lunes ha finalizado el juicio del exdiputado del PSD Ion Stan condenado por el Alto Tribunal de Casación y Justicia a dos años de cárcel por tráfico de influencia, acusado de haber recibido dinero durante la campaña electoral del 2012 de varios empresarios a cambio de facilitarles contratos con empresas públicas. Asimismo, en 2009, Ion Stan, en calidad de presidente de una organización distrital del PSD recibió indirectamente productos para la campaña electoral a cambio de la promesa hecha al sobornador de otorgarle, gracias a la influencia que tenía sobre algunos alcaldes y funcionarios locales, contratos con dichos ayuntamientos.

    Things are starting to look grim for the leader of the National Union for the Progress of Romania Gabriel Oprea, the man who used to hold together the former left-wing ruling coalition. The National Anti-Corruption Directorate on Monday called on the Senate to allow the criminal investigation of the former Deputy Prime Minister and Interior Minister, on charges of abusing the use of his official motorcade. Livia Saplacan, spokesperson for the Directorate, told us more:



    “Gabriel Oprea is facing two charges of abuse of office for obtaining undue benefits for himself or a third party. The first charge is related to the unlawful use of the motorcade by the former Interior Minister.



    The investigation was launched after last October a police officer had died while leading the motorcade accompanying the high-ranking official. Ensuing inquiries revealed that in 2015 alone Gabriel Oprea had used police escort no less than 1,600 times. Prosecutors claim the rides were often personal in nature. Moreover, Gabriel Oprea had allegedly offered the same illegal benefit to the current Prosecutor General Tiberiu Nitu. While the latter refused to comment, the former told the press:



    “I consider myself innocent, and this will be confirmed sooner or later. I also believe it is the prosecutors duty to look into any suspicions linked to potential offences.



    Political pundits say Gabriel Oprea mismanaged the whole business publicly. He refused to step down at the time and shortly afterwards he had a poor attempt of regaining the credibility he had lost by taking an affected role in the investigations into the Colectiv nightclub fire in Bucharest. His ruse failed and in fact the whole Cabinet had to resign due to public pressure. Protesters at the time condemned corruption in the central and local administration. Gabriel Opreas run-ins with the law have only just begun.



    In another move, also on Monday, Social-Democrat Deputy Ion Stan has been sentenced to two years in prison for influence peddling. The ruling of the High Court of Cassation and Justice in Bucharest is final. Stan was charged with receiving bribes during the election campaign of 2012 from businesspeople in exchange for contracts with the state. Additionally, in 2009, while he was the chairman of the Social-Democratic county organization, Ion Stan received on behalf of his party, election campaign products, in exchange for using his influence over certain mayors and local officials to facilitate contracts at local level.
