    Motion. The simple motion against the Romanian Minister of Finance, Marcel Boloş, will be debated, today, by the Chamber of Deputies, and will be voted on Tuesday. In the text of the motion entitled ‘Minister Boloş – the inventor and guardian of the tax on sickness must go’, it is stated that the adoption of the document represents an ‘act of responsibility towards the citizens and an essential measure for the gradual restoration of trust in the state’. The initiators of the motion argue that “Marcel Boloş must leave, urgently, the Government of Romania”. Save Romania Union and Forza Dreptei MPs accuse the Minister of Finance of “taking 500,000 euros from the sick  every day” – from parents with sick children, women with high-risk pregnancies and who gave birth this year. The initiators of the motion also argue that the health system needs additional money, but not from the sick, and the PNL-PSD Finance Ministers have in recent years reduced funding sources such as the percentage of the work insurance contribution to the state budget.

     

    Budget.  The Bucharest government is going to adopt this week a new normative act on cutting budget spending. The general consolidated budget deficit in January of this year stood at 0.45% – around 8 billion lei (approx. 1.6 billion euros), almost double compared to January 2023. The Executive is also working on a draft emergency ordinance regarding the merging of local elections with the European Parliament elections on June 9. The text of the emergency ordinance states that the organization of local and European parliamentary elections on the same day will save money to the state budget and stimulate a greater number of citizens to participate in the European parliamentary elections, since more voters usually turn out for the local ones . The presidential elections are scheduled for September, and the parliamentary elections will take place in December.

     

    Moldova. The Republic of Moldova belongs to the EU, and Romania remains its main partner in this endeavor, said the Speaker of the Romanian Senate, Nicolae Ciuca, who paid a visit to Chisinau. At the meeting with the President of Moldova, Maia Sandu, he stressed that Moscow’s hybrid war had not fulfilled its goals in Moldova and that’s a victory and good news for Bucharest as well. Ciuca also met with the President of the Moldovan Parliament, Igor Grosu. The officials discussed topics regarding inter-parliamentary cooperation, cooperation in the energy field and means of speeding up infrastructure projects.

     

    Solidarity. On Sunday, Romania and Poland celebrated, for the first time, the Romanian – Polish Solidarity Day. According to the two countries’ foreign ministries, this solidarity can be seen  not only in the intense political – diplomatic dialogue, but also in the military and economic fields, in education and culture. The Romanian – Poland 2024-2025 cultural season will further enrich the friendship between the two peoples, a joint statement also reads.

     

    JHA. The EU ministers of internal affairs and justice are participating, today and Tuesday, in Brussels, in the Justice and Home Affairs Council  (JHA). The agenda of talks includes topics such as the fight against drug trafficking and organized crime, the security situation in the context of the conflict in the Middle East and Russia’s aggression against Ukraine, and a legislative proposal regarding the fight against the illegal introduction of migrants. Today, the European interior ministers are discussing the general situation in the Schengen area of ​​free movement and the evaluation of the EU legislative act establishing Frontex (the EU Border and Coast Guard Regulation). Another important point is the fight against drug trafficking and organized crime. The second day of the meeting will focus on the justice component, the agenda including, among other things, a recently approved directive on the minimum standards for preventing and combating the illegal introduction of migrants. In the context of constant debates on issues related to the rule of law, the European justice ministers will also discuss the resistance of the judicial systems to the threats represented by organized crime. The priorities of the Belgian presidency of the EU Council include the fight against drug trafficking and organized crime.

     

    Earthquake. Today Romania commemorates 47 years since the strongest earthquake ever hitting the country, on March 4, 1977. The earthquake had a magnitude of 7.2 on the Richter scale and the epicenter was in the Vrancea Mountains (eastern Romania). It lasted 56 seconds. More than 1,500 people, mostly from the capital, lost their lives then, and around 11,000 were injured. 32 high- or medium-rise buildings collapsed in Bucharest and almost 33,000 homes were affected nationally. The earthquake was felt throughout Eastern Europe, but also in Russia, in Moscow and Saint Petersburg. After the earthquake, a state of emergency was declared on the territory of Romania, and more than 30,000 firefighters and soldiers were mobilized. According to the authorities, if an earthquake of the same magnitude were to occur today, it would cause more than 42,000 deaths. Bucharest would suffer the most, as it has around 2,400 buildings in seismic risk classes, most of them in the city center.

     

    Handball. The Romanian women’s national handball team defeated the Croatian team, yesterday, in Koprivnica, 25-23, in Group 1 of the 2024 European Championship  preliminaries. Romania has thus qualified and taken first place in the group, with 8 points, followed by Croatia, and Greece, each with 4 points. In the last matches, due in April, Romania will take on  Bosnia-Herzegovina away from home and Greece on home turf. The first two teams in each group qualify for the final tournament, as well as the four best third-placed teams. The European Women’s Handball Championship will take place between November 28 and December 15 in Austria, Hungary and Switzerland. (MI)

    Deficit — Romanias budget deficit is to decrease to 5.7% of the GDP, following the application of the law on fiscal-budgetary measures for which the Government has recently assumed responsibility and which was declared constitutional on Wednesday. The PM Marcel Ciolacu stated that the new deficit target could be assumed through a budget rectification in the next period. Next week, the government representatives will have a meeting with the social partners, to set the level of the minimum salary in constructions and agriculture, so that these sectors’ employees should not be affected by the payment of the health contribution, from October 1, as provided by the current law. PM Ciolacu criticized the opposition Save Romania Union-USR because when they were in the government coalition, they included fiscal reform measures in the National Recovery and Resilience Plan, which they now contest. On the other hand, USR considers the decision of the Constitutional Court unfair and says that the law is an attack on the incomes of citizens who work honestly in Romania. USR also announced that they will file a simple motion against the finance minister.



    Schengen — The European Commissioner for Home Affairs, Ylva Johansson, said that the good results obtained by Romania and Bulgaria in the management of pilot projects on migration are an additional argument in favor of the two states joining the European Border Free Area – Schengen. The statement was made before todays meeting in Luxembourg of the Justice and Home Affairs Council of the EU, which will also address the subject of Romania’s and Bulgarias accession to Schengen. Previously, the European Commission publicly announced that both countries had reported progress, also thanks to the new migration and asylum programs that they are running. We recall that, at the end of last year, a unanimous decision failed to be adopted in relation to the entry of Romania and Bulgaria into the Schengen area, due to the opposition of Austria and the Netherlands. Austria justified its position claiming that Romania is part of the Balkan route of illegal migration, an accusation rejected by the Romanian authorities and officially dismantled by the European institutions. In turn, the Netherlands said that it supported Romanias accession, but not Bulgarias, although the two are analyzed in a joint file.



    Festival — Iasi, in the east of Romania, hosts the 11th edition of FILIT — the Iasi International Festival of Literature and Translation which started on Wednesday, an event attended by guests from 25 countries. This years event takes place under the high patronage of the European Commissions representation in Romania and the National Commission of Romania for UNESCO. Writers, translators, editors, festival organizers, literary critics, booksellers, book distributors, managers and journalists are attending FILIT. Until October 22, various events are scheduled such as literary meetings with stars of the world literary scene, white nights of poetry and music, workshops and professional round tables, concerts and readings.



    Israel — The US president, Joe Biden, reiterated, on Wednesday, in Israel, the US commitment to the security of its main ally in the region and confirmed the Israeli version of the explosion at a hospital in Gaza, where hundreds of people died. The Hamas terrorist organization has accused Israel of having bombed the hospital, while the Israeli military have provided evidence that the explosion was caused by a missile mistakenly fired by the Islamic Jihad, the other armed group in Gaza. After the meeting with the Israeli PM Benjamin Netanyahu, Joe Biden called for the release of the hostages held in the Gaza Strip, following the bloody attack launched by Hamas on Israeli territory on October 7. In the meantime, Israel announced that it hit the targets of the Hezbollah group in Lebanon, and Radio Romania’s correspondent reports that the Israeli army is preparing to face a new front in the north of the country. The defense minister Yoav Galant said that Hezbollah is 10 times stronger than Hamas. As regard the humanitarian aid, Israel approved the entry of aid into the Gaza Strip, from Egypt, through the Rafah border-crossing point. The aid will have to consist of 100 trucks per day and will have to be secured, the UN said. On the other hand, the British PM Rishi Sunak told Israeli President Isaac Herzog, whom he met in Israel on Thursday, that Britain stands in solidarity with his country, adding that it is also important to provide humanitarian aid to the population of the Gaza Strip. On Tuesday, the Romanian PM Marcel Ciolacu was also in Israel, where he had talks with his counterpart Benjamin Netanyahu and with the representatives of the Romanian community, affected by the deterioration of the security situation in the area.



    Protests — Protests against Israel and the US have been reported in various parts of the world. At least one hundred protesters occupied, on Wednesday, a building of the US Congress, to ask the officials and the Joe Biden administration to press for a cease fire in the Gaza Strip. In Greece, approximately 10,000 people gathered in downtown Athens, in solidarity with the Palestinians. In Istanbul (Turkey), a crowd carrying pro-Palestinian flags and placards gathered in front of the Israeli consulate, then forced their way inside the consulate after breaking through a police barricade. Incidents also took place at the US embassies in Lebanon and Iraq, at the Israeli embassy in Jordan and at the French embassy in Iran.



    Meeting – In the first joint meeting of the governments of Romania and Ukraine, in Kyiv, the prime ministers of the two countries, Marcel Ciolacu and Denis Şmîhal, established the mechanism for the import of Ukrainian grains on Romanian territory, with measures to protect the local farmers. On the other hand, the Ukrainian government adopted a document recognizing that the Romanian minority in Ukraine speaks Romanian and not the so-called Moldovan language, which in fact does not exist.     Welfare.
    The Romanian Prime Minister, Marcel Ciolacu,
    has asked the new Minister of Labor, Simona Bucura-Oprescu, to replace the
    leadership of the welfare departments in seven counties and Bucharest, as well
    as the suspension of the head of the Labor Inspectorate. The head of the government
    stated that following the controls carried out at national level, serious
    problems were identified in the activity of some welfare centers in the
    respective counties. We remind you that the new Romanian Ministers of Labor and
    Family, Simona Bucura-Oprescu and Natalia Intotero, were sworn in on Wednesday. They replaced Marius Budai and
    Gabriela Firea, who resigned amid the scandal related to the irregularities
    found in the nursing homes for the elderly.






    Army. The Romanian Minister of Defense, Angel Tîlvăr, said today,
    on the occasion of the Romanian Aviation
    and Air Force Day, that Ukraine’s dramatic experience shows that defense starts
    at home, that’s why the Romanian Army is carrying out the most ambitious
    modernization program in its history. Angel Tîlvăr also said that the
    Romanian Air Force is going through one of the most magnificent periods in its history.
    Fighter and transport planes, military helicopters and civilian aircraft have
    flown over the capital today. Romanian
    Aviation and Air Force Day is celebrated every year on July 20, when the Holy
    Prophet Elijah, the spiritual protector of pilots, is celebrated. Currently,
    the Romanian detachment ‘Carpathian Vipers’, consisting of four F-16 aircraft,
    is deployed in Lithuania carrying out an Enhanced Air Policing mission in the
    Baltic States.




    JHA. The Romanian Minister of Internal Affairs, Cătălin
    Predoiu, had a meeting with Ylva Johansson, the European Commissioner for
    Internal Affairs, in the context of the informal meeting of the JHA Council in
    Logrono, Spain, organized by the Spanish Presidency of the EU Council. The
    projects carried out jointly by the Romainan Interior Ministry and the European
    Commission regarding border protection were analyzed, as well as the ministry’s
    actions regarding border protection and combating illegal migration. According
    to a ministry press release, Minister Predoiu has stressed that the efficient
    management of migration, the fight against illegal migration and the control at
    the external borders of the EU are priorities of his mandate. The European
    Commissioner mentioned the very good results obtained following the
    implementation of the pilot project, managed by Romania together with the
    European Commission and expressed again the Commission’s support for the
    accession to the Schengen area and obtaining a favorable decision this year.




    Government. The Bucharest government has gathered today to discuss,
    among other things, a draft ordinance aimed at creating the appropriate legal
    framework for the marketing of all tobacco products. At the same time, a bill
    will be analyzed to complete the ordinance regarding some measures necessary
    for the implementation of the European Aid Fund intended for the most
    disadvantaged people, the settlement of some expenses related to the support of
    refugees from Ukraine, as well as the granting of grants from non-refundable
    external funds for investments in SME engineering. Also, some measures will be discussed to provide
    support to the categories of vulnerable people for compensating the energy
    price, partially supported by non-reimbursable external funds. The Executive’s
    agenda also includes a draft decision for the payment of Romania’s annual
    financial contribution to the budget of the Organization for Economic
    Cooperation and Development, following the acquisition of the status of an
    associated member state within the anti-bribery working group.




    Diplomacy. Romanian Foreign Minister Luminiţa Odobescu, is
    participating today in the meeting of the EU foreign ministers in Brussels. The
    participants’ talks focus on the Russian aggression in Ukraine and the EU’s
    approach to Turkey. They will also discuss issues regarding the relationship
    with China and the results of the EU-CELAC Summit that took place the other day
    in Brussels. The discussion on Russia’s aggression against Ukraine will focus
    on diplomatic efforts at the global level in support of Ukraine, including in
    the context of Russia’s refusal to extend the validity of the Black Sea Grain
    Initiative. European ministers will also
    have a discussion on the external dimension of European economic security. As
    regards Turkey, the talks are aimed to identify the best ways to advance
    EU-Turkey relations.




    Culture. Today and tomorrow, the famous American actor John
    Malkovich will take the stage of the National Theater in Timisoara (western
    Romania), the European Capital of Culture in 2023. He will perform a role in
    the play Infernal Comedy, which was performed in countries on three
    continents. It is a show that its author, Michael Sturminger, who also signs
    the artistic direction, wrote especially for the famous actor, building a
    dialogue between spoken and sung language. A double Oscar, Golden Globe and
    BAFTA nominee, John Malkovich has starred in numerous films with worldwide
    impact. Also today, the famous Electric Castle music festival
    begins, at the Banffy Castle in Bonţida, in Cluj county (north-west). This
    year’s edition will be bigger than last year, the organizers said. Among
    others, The Chemical Brothers, Iggy Pop, Macklemore, Sigur Ros, Tash Sultana,
    Peggy Gou, REZZ, George Ezra, or Jamie xx will take the stage. In 2019,
    Electric Castle was named Best Medium-Sized European
    Festival and is the only one that offers the complete experience with
    camping, and the music plays non-stop. (MI)

    Strategic partnership between Romania and Bulgaria

    Romania and Bulgaria will continue their common efforts for the adoption, this year, of the decision to join the Schengen Area. This was announced during the visit that the Romanian president, Klaus Iohannis, paid on Wednesday to Sofia. Klaus Iohannis was received by his Bulgarian counterpart, Rumen Radev, and had talks about establishing a common strategy related to Schengen. On this occasion, the two heads of state also signed a Strategic Partnership declaration which provides, among other things, for the intensification of bilateral political dialogue, for the encouragement of economic exchanges and cross-border cooperation, as well as for ensuring energy security. Moreover, says Klaus Iohannis, through this Strategic Partnership, infrastructure projects related to transport and navigability on the Danube and to the field of green energy will advance. In this context, the two officials decided that the two neighboring states should prioritize the areas that correspond to their strategic interests, in order to ensure their resilience, economic development and security.



    As to the Schengen free travel area, Klaus Iohannis reiterated that Romania and Bulgaria are ready for accession and explained that the two countries act responsibly to protect this area. The expansion is not related to the illegal migration at the external borders of the European Union, the Romanian president believes, and Romania and Bulgaria have repeatedly expressed their willingness to be part of the solutions for managing this challenge.



    Klaus Iohannis: “The Schengen area refers to a European citizen’s right to travel freely in the European Union states. Illegal migration is an entirely different issue. It is about people entering the European Union illegally and trying to cross from one state to another. For political reasons, these two issues are mixed up by some European politicians. It is an error, but we understand the difficulties of some European states in dealing with illegal migration. We are willing to participate in all the programs that can solve these issues.



    And the Bulgarian president reiterated that additional efforts will be made to speed up accession to the Schengen area. He showed that in the last months, the two countries have fought against the flow of illegal migrants, a flow that has decreased considerably.



    Rumen Radev: We believe that this unjustified barrier, which was put in front of our countries, should not be used to solve internal problems or other problems within the European Union. Lifting this barrier, for which we will work together, will bring a great contribution and will answer to our citizens what equal rights in the European Union mean.



    In this context, he announced that he would propose to the European Union the setting up in Bulgaria of a working group to include representatives of social services from all the states that are influenced by the Balkan transit. We recall that in the Justice and Home Affairs Council of December 8, 2022, Romania and Bulgaria registered a failure regarding Schengen accession, although the two countries met all the necessary technical conditions. The opposition came from Austria and the Netherlands, the latter specifying that Bulgaria was not yet ready to enter Schengen. Austria blocked the accession amid concerns about illegal migration on the Balkan route. Romania rejected the accusations, which were also officially denied by the European institutions and Europol.     Aid – This year, the state will grant aid worth 1,400 lei for the payment of energy, heat, gas or wood bills to certain categories of Romanians: pensioners, people with disabilities who have low incomes, beneficiaries of social aid and families receiving support allowance. There is only one condition: the net income of a family member should not exceed 2,000 lei (approx. 410 Euros). This aid will be granted as of February, by means of energy cards, which will be printed and distributed through the Romanian Post, based on the lists sent by the Ministry of Labor and Social Solidarity. According to the authorities, there are approximately four million beneficiaries of these cards.



    JHA – Stockholm is hosting today and tomorrow, the first meeting of the Justice and Home Affairs Council (JHA) under the Swedish presidency of the Council of the European Union. The first day of discussions will be dedicated to home affairs, while the second day will focus on justice-related topics. It is the first meeting of the justice and interior ministers of the EU countries, after the December 2022 meeting, when Romania and Bulgaria received a negative vote from Austria and the Netherlands regarding their accession to the free travel Schengen area. This time, the topic of Schengen expansion is not on the JHA Council’s agenda. Last week, the Romanian Interior Minister, Lucian Bode, stated that accession to the Schengen area remained an extremely important objective for Romania and that the subject would be discussed on the sidelines of the meeting. The Commissioner for Home Affairs, Ylva Johansson, said in the press conference that preceded the JHA council that the ministers would discuss a new strategy of returning to the countries of origin the migrants who entered the EU illegally, after the Netherlands demanded that the EU should oblige several countries to take over their citizens considered ineligible to stay on the territory of the community bloc, by restricting their access to visas. On Tuesday, on the occasion of the launch of a new strategy to increase the rate of deportations from the EU, the European Commission announced that more than 300,000 illegal migrants were registered in 2022 alone.



    Weather – In Romania, in the extra-Carpathian regions, the weather is generally overcast, with persistent clouds and slight rains. Rain and sleet are reported in the south-east, and in the south and east snowfalls prevail. Snow will be reported also in the mountain areas, and a new layer of snow will be registered in the Southern and the Curvature Carpathians. In the west, center and northwest of the country, the sky is temporarily cloudy. Maximum temperatures range between 0 and 8 degrees Celsius. Meteorologists have issued a code yellow alert for rainfalls, hail, strong winds for several counties in the south and center of the country, valid from Thursday afternoon until Friday morning. From tomorrow morning until Saturday evening, a yellow code alert for precipitation in the form of rain and snow, blizzard and strong winds will also be in place for the south-eastern part of Romania, but also for several counties in the center, east, south and southwest.



    Ukraine – Now that the United States and Germany have pledged to send advanced tanks to Ukraine, their rapid delivery in sufficient numbers is vital for defense against Russia, said President Volodymyr Zelensky, who thanked the allies for their decision. The United States and Germany announced on Wednesday that they would send Abrams and Leopard 2 tanks respectively to Ukraine. The decision, long awaited in Kyiv, would help the Ukrainian army in a possible spring counteroffensive against the Russian forces in the occupied territories. Moscow described sending tanks to Ukraine as a dangerous provocation.



    Government – The Romanian government establishes, in todays meeting, the guarantee ceiling for the ‘Noua Casa’-New House program. On the agenda of the meeting is also the amendment of the law regarding the support granted in agriculture for the purchase of diesel oil. The government will also establish the level of the diesel oil subsidy to be paid this year and the amount allocated for payment from the budget of the Ministry of Agriculture and Rural Development. The government is also to set up a commission to solve disputes in the field of immovable cultural heritage. Also, the executive will approve, through a decision, the framework agreement between the Government of Romania and the Swiss Federal Council regarding the implementation of the second Swiss contribution in certain EU member states for the reduction of economic and social differences within the EU, signed in Bucharest, last December.     Debates on Schengen in the EP

    Romania and Bulgaria are ready to be accepted in the Free Travel Area, the EU has the legal obligation to ensure this, and the two countries legitimately expect to join, said Tuesday the European Home Affairs Commissioner Ylva Johansson in the plenary session of the European Parliament, in Strasbourg, where a debate took place on this topic. The European Commission believes that the authorities from Bucharest and Sofia have met all the accession criteria and have been waiting for this moment for over a decade. Ylva Johansson has emphasized that the two states are fulfilling a huge task and have received more than a hundred thousand Ukrainians who took refuge because of the war.



    The European Commissioner emphasized that the Schengen Area also needs Romania and Bulgaria, to face the challenges regarding migration and security. ‘We have to fight organized crime, we have to support the cross-border cooperation of the police forces, and the accession of the two countries would facilitate the exchange of information between the border guards and the police’ Ylva Johansson also said.



    The European official has promised that her main priority remains the accession of Romania and Bulgaria to the Schengen area, stating that she is determined to achieve this next year. During the debate in the European Parliament, Romanian MEPs joined hands in condemning Austrias veto and in asking for solutions to unblock Romanias accession to Schengen, including discussing the problem in the European Council or referring it to the EU Court of Justice.



    Last week, within the Council for Justice and Home Affairs (JHA), a unanimous decision failed to be adopted in relation to the accession to the Schengen area of the two countries that became EU member countries in 2007, after Austria and the Netherlands opposed.



    The Austrian chancellor, Karl Nehammer, motivated this position by mentioning the illegal migrants who arrived in his country, many of whom, according to him, supposedly have come through Romania and Bulgaria.



    In turn, the Netherlands says that it supports Romanias accession, but not together with Bulgaria. At the same time, Croatia, a member of the EU since 2013, has received the green light to join Schengen from January 1, 2023. The Romanian president, Klaus Iohannis, said that this negative vote was undeserved and incomprehensible. In his opinion, steps must be taken through all diplomatic channels to achieve the goal of joining the free travel area.



    On Thursday, at the European Council meeting, he intends to put this extremely important topic for Romania on the agenda, although a new vote can only be cast in the future JHA Council in March 2023. President Iohannis has also said that he is going to present two-three actions that he intends to initiate, so that Romania could make progress towards joining the Schengen Area. (LS)

    BUDGET
    The finance ministry has made public the draft state budget of Romania for next
    year. The document is based on an estimated GDP growth of 2.8%, an 8% inflation
    rate, a growing number of employees and a declining 2.7% unemployment rate. The
    ministries set to receive less money include the energy, justice and public
    healthcare, whereas the defence, development, transport and education
    ministries will receive substantially higher budget appropriations. The ruling
    coalition made up of the Social Democrats, and Liberals and the Democratic
    Union of Ethnic Hungarians in Romania intends to endorse the draft budget tomorrow
    and send it to Parliament the next day, for discussion next week.


    SECURITY Romania has constantly worked to
    identify solutions to enhance security at the Black Sea, the Romanian foreign
    minister Bogdan Aurescu said in Ankara on Tuesday, when he had
    a meeting with his Turkish counterpart, Mervlut Cavusoglu. The two officials
    discussed the best avenues for cooperation, both at bilateral level and within
    the NATO framework. They finalised and agreed on the text of the political
    declaration setting up the Romania – Turkey High Level Strategic Cooperation
    Council, organised as a regular meeting of the two countries’ governments and
    focusing on strategic areas of mutual interest, which will be launched in 2023.
    Another topic approached in the meeting was cooperation in the energy sector,
    recognised by both officials as a priority, particularly in light of the recent
    challenges. An agreement was reached to strengthen joint efforts to ensure the
    security of Romania’s energy supplies by transiting Turkish territory. Also,
    the multidimensional effects of the war in Ukraine have been analysed, with
    special attention paid to the refugee crisis and food security.

    take part in the meetings of the Justice and Home Affair Council and General
    Affairs Council of the European Union, between December 7th and 14th.
    According to a JHA Council news release, on the sidelines of the two meetings the
    justice minister will also have meetings in Brussels and Luxembourg with
    counterparts from other member countries and EU officials. At the JHA Council
    Mr. Predoiu will present Romania’s position with respect to the EU judicial
    instruments and policies in the judiciary currently on the Council’s agenda. The
    home affairs section of the Council is scheduled to make a decision regarding
    the accession of Romania, Bulgaria and Croatia to the Schengen area.

    ECONOMY The GDP of the European Union saw a 0.4% growth and
    that of the Euro-zone a 0.3% increase in the 3rd quarter of this
    year compared to the previous quarter, with the most substantial growth rates
    reported for Ireland, Cyprus, Malta and Romania, according to data released on
    Wednesday by Eurostat. The economic growth rate in Ireland was 2.3%, and in
    Cyprus, Malta and Romania 1.3%. The most substantial decline is reported for Estonia
    (negative 1.8%), Latvia (negative 1.7%) and Slovenia (negative 1.4%). Among EU
    member countries, the most significant annual growth rate is reported for
    Ireland (10.6%), Croatia (5.5%), Cyprus (5.4%), Malta (5.2%), Portugal (4.9%) and
    Romania (4.7%), the only negative rates being reported for Estonia (negative 2.3%)
    and Latvia (negative 0.4%).

    OIL Global oil
    prices dropped to the lowest level this year, in spite of the estimates of some
    international experts that expected the EU and G7 ban on Russian crude and the
    cap on crude prices to trigger market turbulence. In Romania, the lowest petrol
    price is EUR 1.3, and diesel is sold for EUR 1.54. On the other hand,
    neighbouring Hungary is facing a fuel crisis caused, according to AFP, by the
    price cap introduced by Viktor Orbán’s government a year ago. The fuel shortage
    comes in the context of a 30% decrease in imports as foreign companies cut down
    their sales to Hungary as a result of the price cap, the country’s association
    of independent petrol stations said.


    GAUDEAMUS The 29th
    edition of the ‘Gaudeamus’ Book Fair, organised by Radio Romania, kicked off in
    Bucharest today. Until Sunday, 200 participants will be exhibiting releases in
    various formats, addressing all age brackets and fields of interests, as well as music and educational games. 600 events have been announced in addition to
    various related projects. As a novelty, 2 areas have been arranged within the
    Fair, for interactive activities targeting the youngest visitors. Pavilions are
    also available online on gaudeamus.ro. The honorary president of this year’s
    edition is the writer Ana Blandiana.


    FOOTBALL In the FIFA
    World Cup in Qatar on Tuesday, in the round of 16, Portugal smashed Switzerland
    6-1, while Morocco scored a surprising win against Spain 3-0 on penalties. In the
    quarter-finals on Friday, the Netherlands will be up against Argentina, and
    Croatia takes on Brazil, while on Saturday England will be facing defending
    champions France and Morocco will take on Portugal. The semis are scheduled for

    VISIT The president of Romania Klaus
    Iohannis had a meeting in Athens on Friday with his Greek counterpart, Katerina
    Sakellaropoulou, who reiterated Greece’s full support for Romania’s Schengen
    accession. The two officials praised the very good relations between the two
    countries, strengthened by cultural affinities and by a long common history,
    and emphasized the close cooperation at EU, regional and international level. Given
    the current security situation generated by Russia’s illegal military
    aggression against Ukraine, they emphasized the importance of maintaining
    trans-Atlantic unity and solidarity and reiterated the support that their
    respective countries will continue to give to Ukraine and to Ukrainian refugees,
    as well as to the R. of Moldova. The Romanian president is in Greece for a
    2-day official visit.


    COMPANIES The number of new
    companies running on foreign capital set up in Romania in the first 10 months
    of the year is 30.7% higher than in the corresponding period of 2021, according
    to the National Trade Registry Office. The 6,175 new companies have a combined
    share capital of over USD 35 million. At the end of October 2022, 243,022
    companies in Romania had foreign share capital. The largest number of companies
    had Italian investors, but the highest capital value was reported for Dutch
    companies. In related news, Romania’s software industry is growing steadily,
    with the combined turnover in the sector expected to reach a record-high EUR 11
    billion this year. According to a survey, the upward trend has been steady for
    the past 10 years, and the growth rate almost tripled during this period. In
    2021 there were over 30,000 software firms in Romania.


    GAUDEAMUS The 29th edition of the
    Gaudeamus Book Fair hosted by Radio Romania kicks off next week.
    200 publishers will be exhibiting their latest and current releases in various
    formats, addressing all age brackets and fields of interests, music as well as
    educational games. 600 events have been announced in addition to various

    POLITICS The National Congress of the Alliance for the Unity of
    Romanians (AUR), a nationalist party in opposition in Romania, Friday endorsed
    its political promotion strategy for 2023. It includes building a mobile
    hospital and organising medical caravans which would also present the party’s
    views on the main areas of interest. The party president, George Simion, added
    that some of the subsidies received by the party will be used for purchasing
    school buses. The head of the party’s National Council, Claudiu Târziu, said
    national reunification is AUR’s country project and requested the governments
    of Romania and of the R. of Moldova to initiate immediate consultations in this
    respect.


    SCHENGEN The Dutch government Friday decided to agree with Romania’s
    and Croatia’s Schengen accession, but will oppose the accession of Bulgaria, on
    grounds that the country does not meet the required conditions. The Swedish
    parliament’s committee for European affairs also voted in favour of Romania’s
    accession. The Romanian PM Nicolae Ciucă and the foreign minister Bogdan
    Aurescu hailed the decisions concerning Romania. A possible enlargement of the Schengen
    area is one of the topics on the agenda of the Justice and Home Affairs Council

    NATIONAL DAY Romania celebrated on Thursday 104 years since the Great
    Union of December 1, 1918. In the capital city Bucharest, over 1,500 troops and
    staff of the defence ministry, interior ministry, the Romanian Intelligence
    Service, the Special Telecommunications Service and the Penitentiary Agency as
    well as vehicles and 40 aircraft took part in a military parade. Ceremonies were
    also organised abroad, where Romanian troops are deployed. National Day events were
    also held elsewhere in the country and abroad. The Romanian Cultural Institute
    organises 50 events until December 10, to celebrate National
    Day in 31 cities in the world. Romania’s national day has been celebrated on December 1 since 1990.
    On this day in 1918, the National Assembly in Alba Iulia adopted a resolution
    regarding the union of all provinces inhabited by Romanians.


    MESSAGES Romanians need tangible and immediate progress to improve
    their living standards and wellbeing, president Klaus Iohannis said, and urged
    the authorities to use all the instruments they have available to this goal. At
    a reception given on National Day, he also emphasised that Romania is a pillar
    of security in a geopolitical area marked by uncertainty, and a stable country
    that has made significant progress in recent years. Let us prove that December
    1 is truly the day of our unity, the PM Nicolae Ciucă said in a message on
    National Day. Today, just like at the end of the First World War, the main
    topics on the national agenda are security, stability and the modernisation of
    Romania. Unlike in 1918, today we have European funds for reforms and
    development and the protection provided by NATO, the most powerful military
    alliance in history, the PM posted on Facebook on Thursday. On behalf of the
    United States of America, I congratulate the people of Romania as you celebrate
    Great Union Day, and I wish them a very happy national day, the US
    secretary of state Antony Blinken also said in a message on this occasion. The
    US official emphasised that 2022 is a special year, as it marks the
    25th anniversary of the Strategic Partnership between the U.S. and Romania. The
    Ukrainian foreign ministry also sent a message congratulating the Romanian
    people and calling for unity for peace and solidarity in Europe.


    VISIT The president of Romania Klaus Iohannis will be on an official
    visit to Greece on Friday and Saturday. He will have meetings with his Greek
    counterpart, Katerina Sakellaropoulou, and with the PM Kyriakos Mitsotakis.
    According to the Presidency, the agenda will include talks about the potential
    for development of the two countries’ relations in the economic and investment
    sectors, as well as in culture, education, civil protection and tourism.
    Special attention will be paid to infrastructure and inter-connection projects,
    including in the energy sector, in order to minimize the dependence on Russian
    natural gas and to improve Romania’s and Greece’s energy security.


    SCHENGEN The Justice and Home Affairs Council included on the agenda of its
    December 8-9 meeting topics related to the Schengen area. Specifically, the EU
    justice and interior ministers will discuss the full application of the
    Schengen acquis in Bulgaria, Croatia and Romania, which seek admission in the
    passport-free travel area. Romania has been trying to join Schengen for more than 10 years. European
    Commission experts found that Bucharest meets all EU border security standards.
    Romania’s accession will increase Europe’s security, rather than be a danger
    for the member states, Bucharest has repeatedly assured the few countries that
    are still reluctant to the idea.


    UNESCO The Inter-Governmental Committee for the Safeguarding of
    the Intangible Cultural Heritage, convening in Rabat, Morocco, decided to
    include the file The Art of the Traditional Blouse with Embroidery on the
    Shoulder (Altiță) – an Element of Cultural Identity of Romania and the Republic
    of Moldova in the UNESCO Representative List of the Intangible Cultural
    Heritage of Humanity. The announcement was made on Thursday by the MP Ana-Maria
    Cătăuţă, chair of the parliament’s special committee for UNESCO. The Romanian
    blouse, as everybody knows it, […] is one of the identity elements that give us
    strength and power, the Deputy Ana-Maria Cătăuţă said in a news release.


    OSCE The Romanian
    foreign minister Bogdan Aurescu took part on Thursday in a meeting of the
    Ministerial Council of the Organisation for Security and Cooperation in Europe,
    held in Lodz, Poland. The Romanian diplomacy chief condemned the atrocities
    committed by Russia against Ukrainian civilians and civilian infrastructure.
    The Romanian official reiterated the call for Moscow to immediately and
    unconditionally end its military aggression and to pull out its troops and
    equipment from Ukraine. Mr. Aurescu also spoke about the bilateral and
    international support for the R. of Moldova, heavily affected by the war in Ukraine. (AMP)

    MUSEUM In a public ceremony held on Tuesday, President Klaus Iohannis promulgated the Law establishing the National Museum of Jewish and Holocaust History in Romania. The Jewish heritage is representative for the Romanian culture, and the new museum is aimed at showcasing it, Iohannis said. According to the President, Jewish scientists, physicians, lawyers, actors, painters, writers, philosophers and journalists are among the greatest personalities of Romania. The museum will be located in Bucharest and will showcase and promote the culture and traditions of the Jewish community in Romania, protect the victims of the Holocaust and fight anti-Semitism. The project is coordinated by the “Elie Wiesel National Institute of Holocaust Studies. PM Viorica Dancila said the Government of Romania strongly supported the idea of opening such a museum and of developing Holocaust studies programmes. In her message on the Romanian Holocaust Remembrance Day, marked every October 9, the PM emphasised that this day is only a reminder of a dark chapter in history, which meant suffering and injustice to millions of people around the world, including in Romania.




    VISIT The Romanian minister delegate for European affairs, George Ciamba, was on a working visit to Berlin on Monday and Tuesday, and had meetings with Uwe Corsepius, adviser for European affairs to the German Chancellor, and with the president of Aspen Institute Germany, Rudiger Lentz. According to the Romanian Foreign Ministry, the Romanian officials talks with Uwe Corsepius focused on the main topics on the EU agenda, such as the multi-annual financial framework, the solidarity of member countries in handling the migration crisis and protecting the environment and fighting climate change. During the meeting with the head of Aspen Institute Germany, George Ciamba discussed topics like multilateralism, trans-Atlantic relations, the 3 Seas Initiative, the new European institutional architecture and strengthening the role of the EU as a global actor.




    NATO North Macedonias NATO accession will contribute to improving the security of the Balkans, the Romanian Defence Minister Gabriel Leş said on Tuesday, during a visit to Bucharest by his Macedonian counterpart Radmila Sekerinska-Jankovska. The 2 officials discussed migration and bilateral and regional cooperation. Gabriel Leş reiterated Romanias constant support for North Macedonias NATO and EU accession efforts, particularly in the fields of strategic planning, logistics, human resources, communications and IT.




    JHA The topics discussed in the Justice and Home Affairs Council meeting are particularly important in consolidating the EUs freedom, security and justice, the Romanian Justice Minister Ana Birchall said on Tuesday. She took part in the JHA Council meeting in Luxembourg, the first held under the Finnish presidency of the Council of the EU. According to the Romanian official, Romania takes special interest in areas related to fighting cross-border crime through the Eurojust, electronic evidence and the establishment of the European Public Prosecutors Office. “All these measures, intended to strengthen mutual trust between the judicial authorities of member states, were also priorities of the Romanian presidency of the Council of the EU, Ana Birchall said in her address.

    JHA Romania’s Justice Minister, Ana Birchall, is attending the first Justice and Home Affairs Council meeting held under the Finnish Presidency of the Council of the EU. The 2-day meeting will focus on EU measures against corruption, combating cross-border crime by means of Eurojust, electronic evidence and the creation of the European Public Prosecutor’s Office. EU officials will also discuss the EU’s accession to the European Court of Human Rights, combating hate speech online, the protection of personal data as well as the relation between democracy, the rule of law and fundamental rights. Minister Birchall will meet with counterparts from Member States on the sidelines of the event.




    MEETING The Romanian Foreign Minister Ramona Mănescu Monday had a meeting in Bucharest with the US Ambassador in Romania, Hans Klemm. The 2 officials initiated a monthly consultation process designed to cover all topics of bilateral interest. The Romanian Foreign Minister reiterated the countrys firm commitment to further broadening the cooperation between Romania and the US, including, among other things, by tapping the potential generated by the recently signed Memorandum of Agreement on cooperation in the civilian nuclear energy field. Ramona Mănescu also expressed Romanias interest in consolidating dialogue with the USA on all the topics related to regional security, including in terms of energy security. The parties also emphasised the positive effect of top-level visits to Washington and New York with respect to strengthening the strategic partnership between Romania and the US.




    CHECKS Transport Minister Razvan Cuc announced additional checks and safety measures will be implemented in traffic considering that last week was marked by numerous accidents, the most serious of which killed 10 people and injured 7. The driver of a truck collided with a minibus on the oncoming lane, preliminary data indicating the possibility he might have fallen asleep while driving. A mixed task force made of representatives of the Police and the State Inspectorate for Traffic Control will examine tachographs to inspect rest hours for professional drivers.




    CYBER THREATS Over half of European citizens say they aren’t sufficiently informed regarding cyber threats, 70% of enterprises stating they hold minimum knowledge regarding such risks while 80% of European enterprises having faced at least one cyber-security incident. The statement was made earlier today by Communications Minister Alexandru Popescu in Bucharest. The Romanian official said the authorities continue to invest significant resources in increasing the level of knowledge, training and pre-emptive capacity, as well as response capabilities in case of cyber-attacks. Minister Popescu went on to say that Romania has enhanced its cyber diplomacy by signing a memorandum of understanding this year with Israel, Poland and the United States regarding the cyber security of hardware and software infrastructure, of telecom networks and systems, including 5G.




    NOBEL The 2019 Nobel Prize in Physiology and Medicine on Monday was jointly awarded to William Kaelin Jr., Sir Peter Ratcliffe and Gregg Semenza for their pioneering research into how human cells respond to changing oxygen levels. The Nobel Prize in Physiology and Medicine is the first in the series of Nobel prizes awarded at this time of the year. Last year, the Nobel Prize went on to American researcher James P. Allison and Japanese scholar Tasuku Honjo for their achievements regarding the treatment of cancer.




    FOOTBALL Romania’s national football team met in Bucharest to train for the matches to be played against the Faeroe Islands on October 12 and against Norway at home, on October 15, in the 2020 European Championship preliminaries.     EUROPEAN PROSECUTOR – According to a communiqué issued by the Romanian Presidential Administration, in a phone conversation on Friday, the French President Emmanuel Macron told the Romanian President Klaus Iohannis that he would withdraw the candidacy of Jean Francois Bohner and support the Romanian Laura Codruta Kovesi as European Chief Prosecutor. Previously, the European Parliament had recalled its support for the former head of Romanias National Anticorruption Directorate. The European Parliament decided in spring to support Laura Codruta Kovesi, but the Council of the EU preferred the French candidate Jean-Francois Bohnert. Several rounds of negotiations between the delegations of the two institutions have ended in no result. According to the Regulation establishing the future European Public Prosecutors office, “The European Parliament and the Council shall appoint by common accord the European Chief Prosecutor for a non-renewable term of 7 years.”



    JHA – On Thursday and Friday, the Romanian Justice Minister Ana Birchall participated in the informal meeting of the Justice and Home Affairs Council in Helsinki, the first organized by the Finish Presidency of the Council of the EU. According to a communiqué issued by the line ministry, the Romanian official said that, in the past years, Romania had paid growing attention to alternatives to detention, as viable solutions to the development of judicial cooperation in criminal matters. The minister also said that the Finish Presidency would continue the discussions started by the Romanian Presidency in the first half of the year, with regard to the path to be followed in that respect. Topics of common interest were discussed at the meeting in Helsinki, such as strengthening the rule of law, the independence, quality and effectiveness of the national justice systems and the importance of fair trials, as well as detention and alternatives to detention against the background of judicial cooperation.



    MINISTERIAL – At the Ministerial to Advance Religious Freedom, organized by the US Department of State in Washington, the Romanian State Secretary Maria Magdalena Grigore has stressed the fact that Romania will always be a supporter and promoter of religious freedom and tolerance, reads a communiqué issued by the Romanian Foreign Ministry. We believe that ethnic and religious diversity are sources of development, which enrich any culture or society, and the recent visit paid by Pope Francis to Romania confirmed the inter-confessional harmony in the country, the Romanian official also said. The ministerial conference gathered some 100 foreign ministers and high-ranking government officials from all over the world. The participants discussed current challenges to religious freedom and analyzed and identified concrete means to fight religious persecution. The meeting, hosted by the Secretary of State Mike Pompeo, is the largest event of its kind in the world. Romania adhered to two of the declarations adopted at the conference, one concerning the respect for religion and faith, and the other one on the protection of places of worship.



    FINANCING – The Romanian Finance Ministry has finalized the external financing plan for this year, by collecting 2 billion Euros from the second issue of Euro-bonds in 2019, the institution announced on Friday. The issue was oversubscribed 2.6 times, and the ministry speaks of a balanced presence of European and American investors. Finance Minister Eugen Teodorovici has stated that the interest in the Eurobonds issued by the Romanian state confirms investors long-term trust in the performance of the Romanian economy.



    DEFICIT – In the first quarter this year, Romania registered the highest government budget deficit in the EU. According to Eurostat, public spending was higher than revenues, with 4.5% of the GDP, against a European average of only 0.6%. Romania ranked first also with regard to the increase in the government budget deficit compared to the last quarter of last year, with an increase of 1.7%. As regards the government debt against the GDP, at the end of the first quarter this year Romania was among the countries with the lowest levels, being one of the 13 countries that registered a drop.



    FESTIVAL – The 11th Rasnov Histories and Film Festival kicked off on Friday, to last until the 28th of July. Spectators will have the opportunity to watch film screenings, theatre performances, rock and baroque music concerts, held in a special place in the center of the town. The festival will also host debates on topics such as the 1989 anti-Communist revolution, economic freedom, the music of freedom, earned freedom – lost freedom or cinema and freedom. Romanian emigration, the future of Europe after Brexit, digitization and minorities are other topics to be approached. The festival will also mark 70 years since the setting up of the North Atlantic Alliance and 50 years since the first moon landing.

    EU COUNCIL – Romanias Prime Minister Viorica Dancila has presented in Bucharest the results of the first two months of the Romanian Presidency of the Council of the EU. Its been an efficient and high-quality mandate, highly appreciated by all European partners, the Prime Minister has said underlining the completion of 67 files during this period. Referring to major issues on the European agenda, Dancila has stated that Romania has managed to secure consensus on several pending files like the post-2020 EU budget, the functioning of the European single market, competitiveness, stimulating digitization, social protection, internal security, fighting terrorism, handling migration challenges, the future of the EU after Brexit through tight cooperation as well as an open and constructive dialogue with representatives of the European Commission, the European Parliament and the General Secretariat of the Council. In the first two months of its term, Romania managed over 650 events and meetings, both in the country and in Brussels, the Prime Minister has also said.



    JHA – The Romanian interior and justice ministers, Carmen Dan and Tudorel Toader respectively, attended in Brussels on Thursday and Friday the Justice and Home Affairs Council, held in the context of the Romanian Presidency of the Council of the EU. On Friday, the justice ministers held talks on the functioning of the European Public Prosecutors Office. Tudorel Toader has stated that the participants discussed stages for the designation of the candidates for the office of European prosecutor, a process that must be finalized by the end of the month. The European Commissioner for Justice, Vera Jurova, has stated that one of the objectives is the designation of a European chief prosecutor by April and encouraged a fair process, without any attempt at discrediting any of the candidates. On Thursday, the first day of the JHA meeting, it was established that each member state would have a platform to report the incidents that might affect the European Parliament elections, due in May. Also, the EU Council has adopted a decision to modify the civil protection mechanism.



    BUDGET – The macroeconomic forecasts the 2019 state budget is based upon are unrealistically optimistic, Cosmin Marinescu, an economic advisor to the Romanian president, said in Bucharest on Friday. According to Marinescu, incomes are over evaluated by 1% of the GDP and are based exclusively on promises. Investments from local authorities are at an all-time low of 1.2% of the GDP and the budget adopted in February indicates a Romanian contribution to the EU diminished by 105 million Euros. Marinescu went on to say that the big deficit shows that there is no adjustment against 2018, which runs counter to the European Commissions recommendation of 1% of the GDP. Romanian president Klaus Iohannis has sent back to Parliament the law on the 2019 state budget. The president had previously notified the Constitutional Court, which deemed the law as constitutional. The 2019 budget is based on a 5.5% economic growth, a 2.5% deficit and a GDP of 200 billion Euros.



    ECONOMY – With a 0.7% growth in the fourth quarter of 2018 as against the previous three months of the year, Romanias economic growth was three times higher than the 0.2% reported in the Eurozone and more than double the 0.3% reported in the EU, says the statistical office of the European Union, Eurostat. However, the growth rate of the Romanian economy in the last three months of 2018 was below the ones in Estonia, Lithuania, Latvia, Sweden, Cyprus, Hungary, the Czech Republic, Bulgaria, Slovenia and Slovakia. Finland, Denmark and Spain have also reported a growth rate of 0.7% whereas Germany, Europes biggest economy, reported zero growth in the same period of last year. Greece and Italy experienced a decline of 0.1%. In comparison with the same period of 2017, in the fourth quarter of 2018, Romanias economy registered a growth rate of 4%, nearly four times higher than the 1.4% EU rate and 1.1% in the Eurozone.



    JUSTICE – Romanias Prosecutor General Augustin Lazar called on the Superior Council of Magistracy on Friday to refer to the Constitutional Court the constitutional legal conflict between the Government, on the one hand, Parliament, the SCM and the Prosecutor Generals Office on the other, a conflict triggered by the way in which the Executive has modified the justice laws. According to Augustin Lazar, by adopting emergency decrees amending the justice laws, the Government has exceeded its constitutional responsibilities and these actions are a threat to democracy and the rule of law. The recent emergency decree no.7, which has once again modified the justice laws, has been vehemently criticized by magistrates. Prosecutors and judges from some 80 prosecutors offices and courts across the country have protested by suspending their judicial activities and public relations and staging demonstrations in front of the courts. In solidarity with the magistrates, actors from several theaters in Romania, professors and students have organised protests too.



    DEMOGRAPHICS – Romanias population continues to diminish due to a decline in the fertility rate and also due to migration, data published by the National Institute of Statistics (INS) show. 200 people, mostly men aged 30 to 40, leave the country on a daily basis. According to the aforementioned institute, on January 1st 2018 there were 120 thousand people less than on January 1st 2017. According to the same data, more Romanians died than were born and the number of those leaving the country was higher than those who entered it. A 2017 INS survey shows that more children were born in Romanian families living in Italy than in Romania and the number of children born in Romanian families abroad is double than in Romania.



    HANDBALL – Romanias womens handball champions CSM Bucharest ended in a draw the match against the German team Thuringer, the last in Group 2 of the Champions League. The Romanian team ranks 3rd in the group and has already qualified for the quarter finals. Top of the group is Gyor of Hungary. Vipers of Norway and FTC Budapest have also qualified for the next round of the competition, where they will compete against the top four teams in Group 1 for a place in the Final Four tournament in Budapest, Hungary. CSM won Champions League in 2016.

    JUDICIARY The Government of Romania Tuesday passed changes to the controversial Emergency Order 7 on the justice laws, which had triggered protests across the country. Under the changes announced by Justice Minister Tudorel Toader, only prosecutors with at least 15 years of seniority may hold top positions in the Public Ministry, and only the prosecutors division of the Higher Council of Magistrates, instead of the entire body, is required to give an advisory opinion on appointments. Also, good reputation will no longer be a criterion in dismissing magistrates, and the salaries of IT experts in the judicial system remain unchanged. Tudorel Toader made no comments on the controversial provisions regarding the new division investigating magistrates, which stay in place. The new changes have been operated despite the negative opinion of the Higher Council of Magistrates. Last Sunday in Bucharest and other major cities nearly 8,000 people protested against Emergency Order 7 modifying the justice laws. The prosecutors and judges in some 80 courts and prosecutors offices in half the country have also protested these days, by suspending work or by picketing court buildings.




    VISIT The Romanian PM Viorica Dăncilă announced a working visit to Brussels on Wednesday and Thursday, when she will attend 2 events devoted to equal opportunity and promoting womens rights and will have meetings with senior EU officials, including the European Commission first vice-president Frans Timmermans and the Brexit chief negotiator Michel Barnier. This years edition of the Womens European Council is held in a partnership with the Romanian presidency of the Council of the EU, and will focus on better representation of women in politics and on promoting women into leadership positions, Viorica Dăncilă said. The second event will be organised by Romanias permanent representation to the EU, and will also be devoted to gender equality. The Romanian PM also added that on Thursday and Friday in Brussels, the Justice and Home Affairs Council will convene, chaired by Interior Minister Carmen Dan and Justice Minister Tudorel Toader. The agenda includes EU-wide cooperation in the field of the judiciary and border security, the Common European Asylum System and the Unions response to migration and terrorism.




    FLU Two more people died in Romania because of the flu, the National Centre for Infectious Disease Monitoring and Control confirmed on Tuesday. The 2 women were over 80 and also suffered from other, chronic conditions, and only one of them had been immunised against the flu. The total number of deaths caused this season by the flu has reached 165. According to the latest data, over 1.3 million people have been vaccinated so far.




    VOLLEYBALL The Romanian womens volleyball team CSM Alba Blaj Tuesday defeated Ştiinţa Bacău 3-0, in the return leg of the Romanian semi-final of the CEV Cup, the second top official competition in Europe. Alba Blaj had also won the first leg, in Bacau, 3-0, a week ago. Last year, Alba also played the Champions League final, which they lost in Bucharest to the Turkish club VakifBank Istanbul. The other semi-final of the CEV Cup pits Hungarian team Swietelsky Bekescsaba against Yamamay e-work Busto Arsizio of Italy.
