JHA — The Romanian Justice Minister, Cătălin Predoiu, will participate, in Brussels, between December 7-14, in the works of the Justice and Home Affairs Council and of the General Affairs Council (CAG) of the European Union. According to JHAC communique, on the sidelines and in the period between the two councils, the Justice Minister will have a series of bilateral meetings with counterparts from other member states and EU officials, in Brussels and Luxembourg. Within the JAH Council, minister Predoiu will present Romanias position regarding the legal instruments and European policies in the field of Justice on the Councils agenda. We remind you that the Home Affairs section of the JHA Council is to decide on the admission of Romania, Bulgaria and Croatia to the free movement Schengen Area.

Schengen — Prime Minister Nicolae Ciucă welcomed, on Wednesday, the completion by the Parliament in The Hague of the procedure for approving the position of the Government of the Netherlands in favor of Romanias accession to Schengen. ‘We appreciate the recent cooperation with our Dutch partners and we consider that this result is a clear recognition of Romanias preparation,’ the Romanian Prime Minister Ciucă wrote on the Governments Twitter account on Wednesday. In turn, the Romanian Foreign Minister, Bogdan Aurescu, welcomed the favorable result of the vote, as a result of the close and intense political dialogue with the Dutch partners. Austria remains the only EU state that opposes the entry of Romania and Bulgaria.

Statistics — The Gross Domestic Product of the European Union grew by 0.4%, and that of the Eurozone by 0.3%, in the third quarter of 2022, as compared to the previous three months, and Ireland, Cyprus, Malta and Romania had the more significant advance – shows the data published on Wednesday by the European Statistics Office (Eurostat). The economy grew by 2.3% in Ireland and by 1.3% in Cyprus, Malta and Romania. The most significant decline was recorded in Estonia (minus 1.8%), Latvia (minus 1.7%) and Slovenia (minus 1.4%). Among the EU member states, the most significant annual advance of the economy was recorded in Ireland (10.6%), Croatia (5.5%), Cyprus (5.4%), Malta (5.2%), Portugal (4.9%) and Romania (4.7%), the only decreases being in Estonia (minus 2.3%) and Latvia (minus 0.4%).

CAP – The European Commission on Wednesday approved the strategic plans of Romania and Bulgaria within the Common Agricultural Policy. Almost 15 billion Euros will be made available for Romania. Bucharest’s plan aims at improving farmers means of subsistence and their competitiveness. Besides the support for income, over one billion Euros will be allocated to investments in farms and processing units. Romania uses about 40% of its budget for rural development, to encourage ecological practices in areas of high natural value, in order to protect biodiversity. About 11 thousand hectares of land will be subject to such practices. In order to maintain the attractiveness of rural areas in Romania, the plan will support the creation of over 12 thousand jobs, with financing for enterprises and infrastructure.

Gaudeamus — Wednesday saw the opening in Bucharest of the 29th edition of the Gaudeamus Book Fair organized by Radio Romania. Until Sunday, 200 participants will offer the public a varied range of editorial products, on different supports, suitable for all ages and fields of interest, music and educational games. More than 600 editorial events and related projects were announced. For the first time, two spaces dedicated to interactive activities for the youngest visitors have been set up within the fair. All stands will also be found in virtual format on the gaudeamus.ro website. The honorary president of this years edition is the writer Ana Blandiana.

Agreement – The governments of Romania and the State of Kuwait signed an agreement on cooperation in the military field, the Romanian Defense Ministry announced on Wednesday. The agreement will provide the legal framework for cooperation between the two sides in areas of mutual interest such as military training and education, information exchange, military history and geography, and cultural activities. According to the Defense Ministry, during the visit of the delegation from Kuwait, discussions regarding the bilateral political-military dialogue took place. Against this background, the discussions focused on bilateral cooperation, the approach to the security situation in the Black Sea area and the Middle East and the efforts of the two countries to ensure stability at the regional level, the Defense Ministry mentions. PARTY – Former Romanian PM Victor Ponta was elected president of the Pro Romania Party on Sunday, at the first national congress of this new party, attended by around 900 delegates. Pro Romania, a left-of-center party, plans to lay emphasis on competence and a better European integration of Romania. Victor Ponta has said recently that the party will have its own candidate at the presidential elections due in 2019 but that he will not run, as he does not believe the criminal case opened against him will be closed. Ponta was a Social Democrat PM of Romania from 2012 until 2015. He resigned following massive street protests triggered by the fire at the Colectiv nightclub in Bucharest that killed tens of young people. Ponta’s breakup with the Social Democratic Party, which he led for five years, was prompted by a conflict with the party’s current leader, Liviu Dragnea, in 2017.

SALARIES – The Romanian Government is considering freezing salaries in the public sector in 2019. A letter sent recently by the Finance Ministry to Brussels reads that this is one of the measures envisaged for next year, for Romania to observe the deficit target of 2.58% of the GDP and subsequently to correct the deviation from the medium term objectives by reducing the structured balance which will exceed 3% of the GDP this year. According to the document posted on the European Commissions website, the Romanian Government intends to maintain the value of holiday tickets to approximately 300 Euro, and also the number of employees in the public sector.

VISIT – Romanian Prime Minister Viorica Dancila had a meeting on Sunday in Kuwait with the head of this state, emir Sabah Al-Ahmad Al-Jaber Al-Sabah. On this occasion, the Romanian official reiterated Romania’s commitment to consolidating its ties with Kuwait, an important partner of Romania in the Gulf region. Later on Sunday, Viorica Dancila also met with Kuwaits PM, Jaber Mubarak Al-Hamad Al-Sabah, for talks on topics of bilateral interest. The Romanian official visited the cultural center Abdullah Al Salem, one of the largest cultural compounds in the world, the Scientific Center and the Grand Mosque in the capital. On the occasion, the Romanian PM highlighted the possibility of developing bilateral ties in research and innovation.

MOURNING – Ilie Balaci, one of Romania’s best known football players, died on Sunday, aged 62. Balaci made his debut at the football team Universitatea Craiova , in 1973, and contributed to the team’s winning its first champion title. He was designated Romania’s footballer of the year twice, in 1981 and 1982. He won three national champion titles and four cups with Universitatea Craiova, a team that he played for most of his career, before his withdrawal from football in 1988. He then became a head coach and he had great success in the Arab countries, having won numerous titles in Tunisia, Morocco, The United Arab Emirates, Saudi Arabia and Qatar.

PROCESSION — In Bucharest, more than 1000 Roman and Greek Catholic believers and priests took part on Sunday in a procession with relic and icon of Pope John Paul II. The relic consists in several drops of the Popes blood, a gift to the Saint Joseph Cathedral in Bucharest from, the former personal secretary of the Pope, currently Archbishop Emeritus of Krakow. Born on May 18th, 1920 in Wadowice, Poland, Karol Wojtyla was elected pope in October 1978 and died on April 2nd, 2005, at the Vatican. Pope Francis declared him a saint in April 2014, so John Paul II was included in the calendar of the Catholic Church, and his liturgical commemoration was set for October 22nd of each year. In 1999, Pope John Paul II came to Romania, on the first visit to a predominantly orthodox country by a head of the Catholic Church.

FESTIVAL – Bucharest is hosting the 28th National Theater Festival. For 11 days, theater lovers have the opportunity to participate in some 100 artistic events: shows, performances, exhibitions, book launches and meetings with special guests. The director of the festival, Marina Constantinescu, has stated that the money collected during the festival will be donated to the Daruieste viata (Give Life) Association, for the building of the first hospital of pediatric oncology and radiotherapy in Romania. Bucharest is also playing host to the event titled Cannes Films in Bucharest, an opportunity for film goers to watch films awarded at the prestigious festival, but also films signed by Romanian directors.

JUSTICE – Romanias president Klaus Iohannis intends to summon all political parties represented in Parliament for talks on the justice laws, following Fridays report of the Venice Commission on the changes brought to these laws in Romania. The Venice Commission, an advisory body of the Council of Europe, composed of independent experts in the field of constitutional law, believes that the changes brought to the Criminal Code, the Code of Criminal Proceeding and the justice laws will weaken the fight against corruption and organized crime. The Commission recommends large-scale public consultations, aimed at achieving a solid and coherent legislative change, supported by citizens and in compliance with the rulings of the Constitutional Court. Following the critical opinion of the Venice Commission, president Klaus Iohannis has stated that the Justice Minister Tudorel Toader, himself a member of the Commission, has definitely compromised his credibility and should resign.

VISIT – Kuwait is the last leg of the Romanian Prime Minister Viorica Dancilas Near East tour. She has visited the cultural center Abdullah Al Salem, one of the largest cultural compounds in the world, the Scientific Center and the Grand Mosque in the capital. On the occasion, the Romanian PM highlighted the possibility of developing bilateral ties in research and innovation. Also, she appreciated the openness of the Kuwait authorities towards religious minorities and the efforts made to integrate them. Viorica Dancila also stressed the fact that the Muslim community in Romania had lived in peace alongside Christian and other ethnic groups. Previously, in the United Arab Emirates, Ms. Dancila had meeting with business people and officials, whom she encouraged to come and invest in Romania.

INTERCEPTION – The Romanian Defense Minister Mihai Fifor stated on Saturday, in relation to the Russian place intercepted near the Romanian air space, that there was no reason of concern. Such events are not isolated, and they test the reaction speed of the NATO forces, the minister also said. He also stressed the fact that Romania, as a member of NATO, was ready to fulfill its mission at any time. On Thursday, a Russian military aircraft, flying near the Romanian air space, was intercepted by Canadian fighters, in collaboration with the Romanian Air Forces. As soon as the Russian plane was detected by the Command and Control Center of the Romanian Air Forces, Canadian Hornet fighters were sent on mission. They watched the Russian plane from a short distance, until the latter left the area.

US – The Romanian Secretary of State for bilateral and strategic relations in the Euro-Atlantic space, George Ciamba, has had meetings in Washington with US officials. During these meetings he stressed that the Romanian presidency of the EU Council will focus on strengthening the partnership between the EU and the US, according to a communiqué issued on Saturday. Romania will hold the rotating presidency of the EU Council in the first half of next year. In the US, George Ciamba held talks with Wess Mitchell, Assistant Secretary of State for European and Eurasian Affairs. During the talks, the Romanian official stressed that Romania will continue to be a committed ally to the US.

INVICTUS – The Romanians who are participating in Sydney in the Invictus Games, the international adaptive multi-sport event, in which wounded, injured or sick armed services personnel and their associated veterans take part, will start on Sunday the team competitions, said on Radio Romania Colonel Augustin Pegulescu, himself an Iraq and Afghanistan veteran. The Romanian team is made up of 15 wounded soldiers, most of them participating for the second time in the Invictus Games. More than 500 soldiers from across the world have come to Sydeny to take part in the games, created by Prince Harry four years ago.

Bukarest: Der rumänische Staatschef Klaus Iohannis verabsichtet nach dem Bericht der Venedig-Kommission über die Abänderungen der Justizgesetze, die parlamentarischen Parteien zu Beratungen einzuladen. Politischen Quellen zufolge sollen die Gespräche kommende Woche stattfinden. Die Venedig-Kommission, die Einrichtung des Europarates, die die Staaten verfassungsrechtlich berät, behauptet, die Änderungen der Strafprozessordnung, des Strafgesetzbuches und der Justizgesetze schwächen den Kamapf gegen die Korruption und das organisierte Verbrechen. Die Kommission empfehlt den rumänischen Behörden eine weite und reale öffentliche Beratung, um eine solide und koherente legislative Änderung mithilfe der zivilen Gesellschaft entsprechend dem Verfassungsgericht zu erzielen. Staatspräsident Klaus Iohannis erklärte, Justizminister Tudorel Toader, der selbst Mitglied der Kommission ist, habe seine Glaubwürdigkeit endgültig gefährdet, was ein guter Grund für seinen Rucktritt sei. Tudorel Toader hat per Facebook geantwortet, der Staatschef solle sich dokumentieren und den Rücktritt nicht erwarten, weil das Justizministerium die Abänderungen nicht eingeführt, gefördert oder herausgearbeitet habe.

Kuwait: Die rumänische Premierministerin Viorica Dăncilă setzt ihre Nahostreise fort. Die letzte Etappe ist Kuwait. Dăncilă hat das Kulturzentrum Abdullah Al Salem, das Wissenschaftszentrum, sowie die Große Moschee besucht. Zu diesem Anlass erörterte die Ministerpräsidentin die Möglichkeit der Entwicklung der bilateralen Beziehungen in den Bereichen Forschung und Innovation. Gleichzeitig schätzte sie die Eröffnung der kuwaitischen Behörden gegenüber den religiösen Minderheiten, sowie die Anstrengungen für ihre Integration. Viorica Dăncilă erinnerte daran, dass die moslemische Gemeinschaft in Rumänien während der Zeit in Frieden mit der christlichen Mehrheit und anderen Minderheiten gelebt habe. Zuvor war die rumänische Premierministerin in den Vereinten Arabischen Emiraten mit Würdenträgern und Geschäftsleute, die ermutigt wurden, in Rumänien zu investieren, zusammengekommen.

Bukarest: Der rumänische Verteidigungsminister Mihai Fifor hat am Samstag bezüglich des russischen Flugzeugs in der Nähe des rumänischen Luftraumes erklärt, es gebe keinen Grund zur Besorgnis. Derartige Vorfälle seien nicht vereinzelt und testen die Reaktionsgeschwindigkeit der NATO-Kräfte. Fifor fügte hinzu, Rumänien, Mitglied der Allianz, sei vorbereitet und erfülle seine Mission problemlos. Ein russisches Flugzeug, das über das Schwarze Meer in der Nähe des rumänischen Luftraumes flog, wurde am Donnerstag von kanadischen und rumänischen Flugkräften abgefangen. Gleich nachdem die russische Flugmaschine aufgespürt wurde, sind die kanadischen Flugzeuge in Mission entsandt worden, um die russische Flugmaschine aus der Nähe zu verfolgen, bis sie die Gegend verlassen hat.

Bukarest: In der rumänischen Hauptstadt hat das 28. Nationaltheaterfestival begonnen. Während den 11 Tagen sind über 100 Veranstaltungen programmiiert, darunter auch Ausstellungen, Buchlansierungen und Treffen mit besonderen Gästen. Festivaldirektorin Marina Constantinescu erklärte, alle Einkommen werden dem Verband Dăruieşte viaţa gespendet, so dass das erste Onkologie –Kinderkrankenhaus in Rumänien erbaut werden soll. Ebenfalls in Bukarest findet das Festival Die Filme von Cannes in Bukarest statt. Die Filmliebhaber können bis zum 28. Oktober sowohl Filme, die beim berühmten Filmfest ausgezeichnet wurden, als auch Produktionen von rumänischen Regisseuren sehen.

Rumäniens Staatschef unternimmt Italien- und Brüsselbesuch

Der rumänische Staatschef Klaus Iohannis hatte eine volle Woche. Er hat einen viertägigen Italienbesuch unternommen, beteiligte sich in Brüssel an der Herbstsitzung des Europarates sowie am 12. EU-Asien-Gipfel. Der rumänische Staatspräsident hat im Zeitraum 14.-17. Oktober einen offiziellen Besuch in Italien unternommen. Es ist der erste offizielle Besuch eines rumänischen Staatschefs in Italien in den letzten 45 Jahren. Am Sonntag traf Klaus Iohannis mit Vertretern der orthodoxen, griechisch-katholischen und römisch-katholischen Kirchengemeinden, sowie mit Vertretern der rumänischen Gemeinden in Italien zusammen. In Italien leben etwa 1,5 Milliionen Rumänen. Am Montag standen Treffen mit dem italienischen Staatspräsidenten Sergio Mattarella und mit den Vorsitzenden des Senats und der Abgeordnetenkammer in Rom auf dem Besuchsprogramm. Der Besuch des rumänischen Staatspräsidenten in Italien erfolgte anlässlich der Hundertjahrefeier seit der Großen Vereinigung Rumäniens und des 10. Jahrestages seit der Erhebung der Beziehungen zwischen Rumänien und Italien zur konsolidierten strategischen Partnerschaft. Am letzten Tag seines Italien-Besuchs hat sich der rumänische Präsident Klaus Iohannis am Mittwoch mit dem Bürgermeister der Stadt Neapel Luigi De Magistris getroffen – hier leben besonders viele Rumänen. Iohannis begrüßte, dass die bedeutsame rumänische Gemeinde in der Region Kampanien immer aktiver und integrierter sei und sich stärker in Wirtschaft, Kunst und Wissenschaft behaupte. So leiste sie einen immer relevanteren Beitrag zur Entwicklung der Gesellschaft, die sie aufgenommen hat.

Staatschef Klaus Iohannis nahm auch an der Herbstsitzung des EU-Rates teil. Obwohl es mehrere heikle Kapitel wie der Handel oder die Freizügigkeit gibt, ist die irische Grenze das bei weitem komplizierteste Thema auf der Verhandlungsagenda des Brexits, wie auch beim Herbst-Treffen deutlich wurde. Präsident Klaus Iohannis bekräftigte die Unterstützung Bukarests für einen geordneten und berechenbaren Austritt des Vereinigten Königreichs. Das Staatsoberhaupt betonte, dass Bukarest ein umfassendes Abkommen über die künftigen Beziehungen anstrebe und sich neue Formen der Zusammenarbeit zwischen den beiden Seiten wünsche, insbesondere in Bereichen wie der Sicherheit, Verteidigung und Außenpolitik.

Der rumänische Staatschef Klaus Iohannis am Donnerstag und Freitag in Brüssel am 12. EU-Asien-Gipfel teilgenommen. Das Thema lautete Globale Partner für globale Herausforderungen. Klaus Iohannis betonte in seiner Rede, Rumänien werde weiterhin aktiv und verantwortungsvoll die Konsolidierungsprozesse der Zusammenarbeit Europa – Asien besonders während der EU-Ratspräsidentschaft Rumöniens fördern. Er fügte hinzu, die Donau und das Schwarze Meer stellen wesentliche Transportkorridore dar, die im verkehrsnetz Europa-Asien eingeschlossen werden sollen. Das Hauptthema der Debatten war die Konnektivität auf allen Ebenen, politischer, wirtschaftlicher, kultureller, digitaler, institutioneller und intermenschlicher Ebene. Der Gipfel wird alternativ in Asien und Europa alle zwei Jahre organisiert.

Rumänische Premierministerin besucht die Türkei, die Vereinten Arabischen Emirate und Kuwait

Ministerpräsidentin Viorica Dăncilă hat diese Woche eine Nahost-Reise unternommen. Die letzte Etappe war Kuwait. Davor war sie in den Vereinigten Arabischen Emiraten zu Gast, wo sie mit Amtsträgern und Geschäftsleuten zusammenkam. Am Mittwoch haben die beiden Regierungschefs aus Bukarest und Abu Dhabi die Gemeinsame Erklärung über die Gründung einer strategischen wirtschaftlichen Partnerschaft zwischen Rumänien und den Vereinigten Arabischen Emiraten“ angenommen. Das Dokument betont die wichtige regionale Rolle der Vereinigten Arabischen Emirate, und die EU-Mitgliedschaft Rumäniens, die wichtige Möglichkeiten für die bilaterale Zusammenarbeit in den vorrangigen Bereichen für Bukarest anbieten, und zwar in den Bereichen Handel, Investitionen, Industrie, Landwirtschaft, Banken, Energie, Verkehr und Infrastruktur, IT, Bildung, Kultur, Forschung-Innovation, Tourismus. Die Erklärung betont auch die wichtige Rolle der rumänischen Gemeinden in den Emiraten und die Rolle Rumäniens für die wirtschaftliche, soziale und kulturelle Entwicklung der beiden Länder. Am Mittwoch besuchte die rumänische Premierministerin auch die Moschee Sheikh Zayed, die größte in den Emiraten. Am Dienstag war Viorica Dancila in Dubai mit dem Sheikh Mohammed bin Rashid Al Maktoum zusammengekommen. Diesem hat er die Investitionsmöglichkeiten in Rumänien vorgestellt. Unter anderem stellte Viorica Dăncilă die legislativen Rahmenbedingungen vor, die in Rumänien ein attraktives Geschäftsumfeld schaffen sollen.

Übung “Seism 2018“

Vom 14. bis zum 18. Oktober ist in Rumänien die größte Katastrophenübung in der EU gelaufen. Nach dem Szenario wurde Rumänien von einem starken Erdbeben getroffen. Bei der Übung “SEISM 2018 (“ERDBEBEN 2018), der größten Katastrophenübung in der EU, haben die rumänischen Behörden ihre Reaktionsgeschwindigkeit und ihre Fähigkeit, bei einem starken Erdbeben zu intervenieren und zu kooperieren auf die Probe gestellt. Die Wahl der Übung war nicht zufällig: Neben Spanien, Italien und Griechenland ist Rumänien eines der am meisten erdbebengefährdeten Länder in Europa. Laut dem Nationalen Institut für Physik der Erde gibt es in Rumänien sechs wichtige erdbebengefährdete Zonen; die Region mit den meisten Erdbeben ist Vrancea, im Karpatenbogen. In den letzten 200 Jahren gab es in Rumänien sieben Erdbeben mit einer Stärke von über 7 Grad auf der Richterskala, zuletzt im Jahr 1986. Im Falle eines starken Erdbebens könnten in Bukarest fast 4.000 Häuser abstürzen.

Die fünftägige Übung hat alle staatlichen Strukturen mobilisiert, die im Falle eines Erdbebens der Stärke 7,5 Grad auf der Richterskala eingeschaltet werden – ein solches Erdbeben würde mehrere Nachbeben haben und zahlreiche Todesfälle vor allem in der Hauptstadt Bukarest verursachen. Im Rahmen des Simulationsszenario wurde getestet, wie die Rettungsdienste mit Tausenden von Toten und Verletzten und obdachlose Menschen umgehen.

Am Samstag erklärte Präsident Klaus Iohannis probeweise den Ausnahmezustand. In einem ihrer Stützpunkte richtete die Armee ein Feldkrankenhaus ein. Stadions und Vorstädte beherbergten ihrerseits Flüchtlingszentren. Im Rahmen der internationalen Zusammenarbeit errichteten Israel, Italien und Norwegen hochmoderne Feldkrankenhäuser mit Intensivstationen, während Österreich und Ungarn mehrere Krankenwagen bereit stellten. Gemäß dem von den Behörden erlassenen Szenario wurde eine gebührenfreie Krisenhotline eingerichtet, über die Angehörige von Personen, die als vermisst oder verletzt gemeldet sind, weitere Informationen erhalten können.

Rumänisches Fußballteam Under 21 qualifiziert sich für das Endturnier der EM

Endlich darf sich der geplagte Fußball-Fan in Rumänien wieder freuen. Nach zwanzig Jahren ist es endlich geschafft: Rumäniens Jugend-Nationalmannschaft hat sich für das Endturnier der Europameisterschaft qualifiziert. Die U21 bezwang im letzten Spiel die Auswahl Liechtensteins. die rumänische U21 gewann die letzte Gruppenbegegnung gegen das punktlose Schlusslicht deutlich mit 4:0 und wird im kommenden Jahr zum Endturnier nach Italien reisen. Insgesamt verbuchten die kleinen Tricolorii sieben Siege und drei Unentschieden – und beendeten die Qualifikation als Gruppensieger mit 24 Punkten, vor Mannschaften wie Portugal, Bosnien, Wales oder der Schweiz.

Es ist die zweite EM-Teilnahme einer rumänischen U21 in der Geschichte – nach der Teilnahme am Turnier in Rumänien 1998. Damals hatte die Mannschaft sämtliche Qualifikationsspiele gewonnen, die Gegner lauteten Island, Irland, Litauen und Mazedonien. Allerdings schied Rumänien nach dem ersten Spiel aus, dem Viertelfinale gegen die Niederlande. Auch die anschließenden Platzierungsspiele um die Ränge 5-8 gegen Deutschland und Russland gingen verloren.

Bukarest: Rumänien unterstützt die umfassende Umsetzung des EU-Assoziierungsakommens mit Moldaurepublik, Georgien und der Ukraine sowie die nachhaltige Reform-Umsetzung in den besagten Ländern. Diese bilde die Grundlage der politischen Assoziierung und der wirtschaftlichen Integration, die eine ausschlaggedende Rolle bei der Demokratisierung und Modernisierung der moldauischen, georgischen und ukrainischen Gesellschaft spielen, heißt es in einer Mitteilung des Bukarester Außenministeriums. Am Samstag begrüßte das rumänische Außenministerium den ersten Jahrestag des EU-Assoziierungsabkommens mit den ehemaligen Sowjetrepubliken.

Dieser Schritt stelle das klare Zeichen des Engagements der Europäischen Union gegenüber ihren Ost-Partnern dar. Die abgeschlossenen Abkommen streben die Modernisierung, die Stabilität, die Verstärkung des Rechtsstaates sowie das Wirtschaftswachstum in den besagten Staaten an, so das rumänische Außenministerium ferner. Rumänien ist der erste EU-Staat, der am 3. Juli 2014 die Assoziierungsabkommen mit den drei Staaten ratifiziert hat.

Bukarest: Der rumänische Staatschef Klaus Iohannis hat den Opfern der Attentate in Frankreich, Tunesien und Kuwait sein tiefes Mitgefühl im Namen des rumänischen Volkes bezeugt. Rumänien zeigt sich solidarisch mit den anderen Staaten im Kampf gegen Terrorismus. “Diese Anschläge beweisen, dass der Terrorismus eine reele Bedrohung ist, der wir uns fest entschlossen und vereint entgegenstellen müssen, erklärte Klaus Iohannis. Rumänien werde sich auch künftig mit allen Mitteln im Kampf gegen Terrorismus einsetzen, fügte Präsident Iohannis hinzu. Der rumänische Außenminister Bogdan Aurescu verurteilte seinerseits die Attentate aufs Schärftste. Die jüngste Terrorwelle zeige auf tragischer Weise, dass alle Staaten der Welt ihre Bemühungen im Kampf gegen den Terrorismus intensivieren müssten, so Bogdan Aurescu. Bei den Terroranschlägen am Freitag sind nach neuesten Erkenntnissen 60 Menschen ums Leben gekommen.

40 von ihnen seien bei dem Anschlag im tunesischen Küstenort Sousse erschossen worden. Unter den Todesopfer waren Briten, Deutschen, Belgier und Franzosen. Kein Rumäne gab es unter den Opfern, kündigte das Bukarester Außenministerium an. Bei einem Selbstmordanschlag auf eine schiitische Moschee in Kuwait sind ebenfalls am Freitag 25 Menschen getötet worden. Die Terrormiliz Islamischer Staat soll sich zum Anschlag bekannt haben. Bei einem islamistischen Anschlag in Frankreich wurde zudem in einer Fabrick für Gasflaschen nahe Lyon ein Mann enthauptet.

Brüssel: Rumänien habe wichtige Schritte in manchen Bereichen unternommen und seine makroökonomische Situation sei solid. Das Land habe aber die mit der Europäischen Kommission vereinbarten Maßnahmen, insbesondere im Steuerbereich, noch nicht völlig umgesetzt, erklärt die Europäische Kommission nach ihrer 10-tägigen Mission in Bukarest. Rumänien müsse auf dem erreichten Niveau bleiben und die mit Brüssel vereinbarten Ziele auch weiterhin nicht aus den Augen verlieren, weil sie die Grundlage eines soliden und nachhaltigen Wirtschaftswachstums bilden, heißt es ferner im jüngsten Bericht der Europäischen Kommission.

Die Europäische Kommission hat sich darüber hinaus mit den rumänischen Behörden über das Steuergesetz noch nicht geeinigt. Die internationalen Kreditgeber fürchten, dass Rumänien infolge der geplanten Steuererleichterung, vor allem der Herabsenkung der Mehrwertsteuer von 24 auf 19%, das für 2016 vereinbarte Steuerdefizit von 2,9% verfehlen werde. Die im neuen Steuergesetz vorgesehene Steuererleichterung werde tatsächtlich zu einer temporären Steigerung des Haushaltsdefizits führen, dieses soll dennoch unter 3% des BIPs gedrückt werden, sagte Finanzminister Eugen Teodorovici.

Chişinău: In der benachbarten Moldaurepublik findet am Sonntag die Stichwahl der Kommunalwahlen und Kreisratswahlen statt. In 439 der moldauischen Städten und Ortschaften gingen die Sieger aus der ersten Wahlrunde hervor. Die Ergebnisse verdeutlichen, dass die Mehrheit der Bevölkerung hinter den pro-europäischen Parteien steht. Die Verterter der proeuropäischen Regierungskoalition, gebildet aus Liberal-Demokraten und Demokraten haben knapp zwei Drittel der Ämter für sich gewonnen.

Sport: Rumänien steigt auf Platz 16 in der Rangliste der Medaillen bei den Europaspielen in Baku. Die rumänischen Sportler haben drei Gold-, fünf Silber – und vier Bronzemedaillen gewonnen. Am Freitag holten Simona Gherman, Simona Pop und Amalia Tătăran Gold für Rumänien im Damendegen. Im Säbel-Herren gewann Rumänien Silber. Die Degenfechterin Ana-Maria Brânză holte die Goldmedaille im Einzelwettbewerb. Auch die Judo-Kämpferin Andreea Chiţu gewann die Goldmedaille in der Kategorie 52 Kg. President of Romania, Klaus Iohannis, said on Friday in Brussels, after the summer meeting of European heads of state and government, that EU countries have undertaken to take part in redistributing the immigrants to Greece and Italy via the Mediterranean. He added that the Romanian Foreign Ministry will suggest a number of migrants that it can accommodate. Klaus Iohannis pointed out that the 2-year long relocation will be voluntary, in terms of the number of immigrants that each member state will take over. He added that the talks in Brussels also tackled a revision of the EU security strategy and the fight against terrorism. Opinions were also exchanged with the NATO Secretary General, who presented the measures the Alliance is considering in order to cope with the current security threats. On Thursday, the first day of the European summit, Greece was one of the major topics, after the Eurogroup once again failed to reach an agreement with the Greek officials. Unless a deal is struck by June 30, Greece risks defaulting on payments and exiting the Eurozone.

The Romanian Foreign Minister, Bogdan Aurescu, has strongly condemned Fridays terror attack in France, and said this was a tragic proof of the need to enhance global efforts at fighting terrorism. An International Court against Terrorism is needed, Minister Aurescu said in a Twitter post. The presumed attacker, aged 35, was held by the police shortly after the gas factory attack near Lyon, which left one person dead and two wounded. Also on Friday, around 30 people, including foreign tourists, were killed in the Tunisian tourist resort of Sousse. According to the Romanian Foreign Ministry, no Romanians are among the victims, but investigations go on. In Kuwait as well, around 25 people died and more than 200 were wounded in an attack on a Shia mosque claimed by the IS. Minister Bogdan Aurescu firmly condemned the attack in Sousse and said the events in Kuwait were shocking.

Government corruption remains a widespread problem in Romania, reads the US Department of States report on human rights practices for 2014. The report mentions attempts by politicians to compromise the independence of the judiciary and undermine media freedom through threats to journalists, as well as instances of discrimination. Major human rights problems include police and gendarme mistreatment and harassment of detainees and Roma. According to the report, the Government and Parliament passed laws in a non-transparent manner, and Parliament often voted against lifting the immunity of its members for prosecution for corruption. Also, although the Romanian law guarantees the freedom of the press, there are media groups controlled by politicians. Bribery was widespread, especially in the healthcare sector. In 2014, the National Anti-Corruption Directorate continued to investigate high and medium-level corruption cases at a steady pace throughout the year, sending to court 710 individuals under corruption charges, as compared to 530 in the first half of 2013, the US Department of State also noted.

Romanias womens epee team, made up of Ana-Maria Brânză, Simona Gherman and Simona Pop Friday won the gold medal at the Baku European Games, after having defeated Estonia, 31-25. The mens epee team, including Tiberiu Dolniceanu, Iulian Teodosiu and Alin Badea, lost the final to Italy, 45-44, and won the silver. Romania has won 12 medals in the European Games – 3 gold, 5 silver and 4 bronze

La gira del primer ministro a los países del Golfo

Nadie ignora el potencial de los países del
Golfo, considerados llenos de petróleo y dólares. Por ello, el capital que
pueden invertir los árabes sigue siendo un objetivo para todos los gobiernos
del mundo. Arabia Saudí, Catar, Kuwait y Los Emiratos Árabes Unidos han sido
las etapas de la gira del primer ministro Victor Ponta y, con cada visita, el
mandatario rumano ha intentado convencer a sus interlocutores de que vale la
pena hacer negocios con Rumanía. En Riad, donde fue recibido por el rey Salmán,
el primer ministro ha admitido que Rumanía necesita colaboradores como Arabia
Saudí, que inviertan en la agricultura o en las construcciones, en el turismo
de salud o en la industria de defensa.

Por lo demás, un grupo de empresarios
rumanos irá el próximo mes a Arabia Saudí con propuestas concretas de colaboración.
25 años después del inicio de las relaciones diplomáticas entre Rumanía y
Catar, Ponta ha sido el primer jefe de gobierno de Bucarest que ha realizado
una visita oficial a Doha, donde ha declarado que se propone relanzar el
diálogo político bilateral y revitalizar las relaciones económicas. Han
aumentado los intercambios comerciales bilaterales, pero el nivel de tan solo
61 millones de dólares no refleja el potencial de colaboración con un estado
que asigna cientos de miles de millones de dólares para las inversiones en el
extranjero. En Kuwait se ha hablado sobre los proyectos en los ámbitos de la
agricultura, de la sanidad, de la informática y de la infraestructura
energética.

Ambas partes están buscando una solución para que los productos
agroalimentarios rumanos entren más fácil y rápidamente a los mercados del
Golfo, según ha explicado Ponta. El mandatario rumano ha afirmado que Rumanía es apreciada y amada en Kuwait, teniendo en cuenta el papel que tuvo en
1990, refiriéndose al hecho de que Bucarest condenó categóricamente la
invasión iraquí al emirato. En Abu Dabi, las reuniones con las autoridades y con
los representantes del ámbito empresarial de los Emiratos Árabes Unidos se han
centrado en la intención del Gobierno rumano de sacar a bolsa el Aeropuerto
Bucarest Otopeni, el mayor del país, y de reestructurar la compañía aérea
pública TAROM. Al final de su gira por los países del Golfo, el primer ministro
ha hecho declaraciones para Radio Rumanía:

Desde el punto de vista político, hemos
conseguido mostrar nuevamente el hecho de que nos interesa la relación con
ellos. A su vez, ellos se han mostrado abiertos desde el principio. Hemos
hablado sobre cosas muy concretas. Ahora tenemos que cumplir nuestra palabra,
porque nosotros tenemos la mala costumbre de debatir proyectos y después, por
la burocracia, por miedo de no firmar porque vienen los fiscales y no sé qué pasa, los abandonamos. Junto con
los ministros que me han acompañado, me voy a encargar personalmente de que en
los próximos seis meses se pongan en marcha parte de los proyectos debatidos.

En el período comunista, Bucarest no tenía relaciones
diplomáticas oficiales con las monarquías del Golfo, pero cooperaba
intensamente con las dictaduras árabes laicas de Argelia, Libia, Siria e Irak.
Sin nostalgias, sino con pragmatismo, los analistas económicos y políticos
consideran valiente la apuesta de Ponta de convertir nuevamente al mundo árabe
en un colaborador importante para Rumanía
