    The World Judo Championships are underway in Tashkent, Uzbekistan. Romanian news agency AGERPRES quoted the president of the Romanian Judo Federation, Cozmin Gusa, as saying that the delegations stated aim was the winning of a medal, given that the Romanian delegation to the ongoing world championships was made of judokas of the young generation. A nine-strong Romanian delegation is in Tashkent, with six male events competitors and three other judokas competing in the womens events. Naturalized Cuban judoka, Ashely Gonzalez, former world champion and silver medalist in the London Olympics, in the 100-kilgram category, is 33 years old, whereas the other members of the Romanian delegation are around 20. Romania has not won a medal in the World Championship since 2015. We recall that back then Andreea Chitu, in the 52-kilogram category and Corina Căprioriu, in the 57-kilogram category, walked away with the silver medal.



    In the Champions League in womens handball, on Sunday, CSM Bucharest play a Group A away game against Danish team Odense. CSM are 3rd-placed in Group A with 5 points, while Odense are 4th-placed with 2 points. In Group B, Rapid Bucharest play a home game against another Danish squad, Team Esbjerg. Romanian title holders Rapid are 2nd-placed in the group, with 5 points, on a par with the group leader, Metz Handball, while Esbjerg are 4th-placed, with 4 points.



    In news from football, matches counting towards the Romanian Superleagues 13th round are scheduled at the weekend. On Friday, FC Voluntari play CS Mioveni, while FC Argeș go against Universitatea Craiova. On Saturday, Universitatea Cluj receive the visit of FC Hermannstadt, the revelation of the domestic championships first rounds. In Bucharest, Rapid are pitted against FC Botoșani. On Sunday, Sepsi Sfantu Gheorghe play a home game against Farul Constanța, while in Ploiesti, the local side Petrolul face FCSB. On Monday, FC U Craiova play Chindia Targoviste, while UTA take on CFR Cluj. After 12 rounds, Farul is at the top of the table, with 27 points. Rapid is the runner-up team, with 24 points, while 3rd-placed are Hermannstadt, with 22. Defending champions CFR Cluj are 4th-placed, with 19 points. (EN)

    Gift-offering as an exercise in power, in communist Romania


    Personality cult in the case of political
    leaders is a common trait in all historical ages. Flattering the leaders is part
    and parcel of a deeply-engrained human psychological mechanism. On one hand, it
    has something to do with the human being’s wish to receive over-the-top recognition
    as a sign of their power. On the other hand, it has something to do with the
    human being’s wish to climb up the social ladder, undeservedly, more often than
    not. However, over and above such an old practice, dating from time immemorial,
    we find the political leaders’ personality cult as a hallmark of fascism and communism. In Romania,
    the communist regime was no exception to the rule. Between 1965 and 1989, the
    communist leader Nicolae Ceausescu was the figure head around whom a blatantly
    wanton personality cult revolved.


    Such an exaggerated praise
    of the political leader was in fact an outgrowth of the regime’s brutality. In effect, praising the leader translated into hyper-eulogizing
    newspaper articles, grandiose shows on stadiums, parades, television and radio
    shows, official birthday ceremonies. Offering presents was a significant part of
    the personality cult. Presents were offered by economic entities, by craftsmen,
    by people from all walks of life or by foreign cultural and scientific personalities.
    Throughout the years, the presents received by Elena and Nicolae Ceaușescu made a special
    collection, as their diversity was literally spectacular. Paintings and
    sculptures alone make a nonesuch collection of works, whereby painters and
    sculptors were elbowing each other out, in their bid to pay their respects to
    the two communist leaders.


    Thirty years were marked
    in 2019 from the December 1989 revolution, when the Ceausescu regime was
    toppled. On that occasion, the Museum of Contemporary Art in Bucharest brought out
    a small-sized, 440-page album. The work included reproductions of paintings and
    various other works of art, dedicated to Elena and Nicolae Ceausescu. The album
    is somehow a sequel to Cornel Ilie’s A Portrait for the comrade, including reproductions
    of objects in the collection of Romania’s National Museum of History The latter
    album was published a year earlier, in 2018.

    Calina Barzu is a museographer with
    the National Contemporary Art Museum’s Photography Archive. Calina is also a
    curator of the tribute art exhibition. Ms Barzu didn’t fail to mention the parallel
    exhibition mounted on the premises, including items that were part of the then
    the automobile owners, members of the Retromobil club. Integrating day-to-day
    objects into the tribute exhibition is a way of understanding the spirit of the
    time when two generations of Romanians lead their lives, between 1945 and 1989.


    The
    exhibition was put together based on the 2019 catalogue that marked 30 years
    from the Revolution. It is a selection of the tribute works from the collection
    of the museum. The exhibition brings together works authored by well-established
    artists, in front of the onlookers and visitors, but also works made by ordinary
    people or working teams, works that were part of the heritage of the museum’s
    collection. The exhibition was initiated in December 2019, it had several
    episodes or series where the collections objects were on display. We initiated
    a collaboration with Retromobil Romania, they joined us along this theme and
    came up with several items belonging to their members’ collections, with automotive-related
    exhibits. The Retromobil items on
    display range from driving licences, automobile publications, maps, magazines
    and board notebooks. We also have a fridge that could be encased in the trunk
    and a TV set which could also be encased in the car’s accumulator. We have several
    registration plates and each of them has a story of its own, how they were
    rated according to the social class. We also have automobile objects that could
    be included in the travel kit. We also have a selection of archive images
    featuring pictures of cars.


    Small-sized though it is, the
    catalogue of tribute items at the National Museum of Contemporary Art quite aptly
    highlights the propagandistic charge of the tribute works of art. Sabin Balasa (1932-2008), was one of the most highly acclaimed painters of the Ceausescu
    regime. In the album, he was included with The Ceausescu Era, a painting he made
    in 1988, oil on canvas, 120
    x 150 centimetres. The work depicts four miners looking forward, against a
    half-dark, blue background. Here is Călina Bârzu once again, this time telling
    us what special items has the museum exhibited, which were part of the Ceausescus’
    presents collection.


    The special items in our collection include scale models
    of the presents sent by the people or by the enterprises that offered those
    presents. One such object, which is rather more special, showing a lot of
    creativity, performance and quality, is this present received from the Aeronautic
    Enterprise in Bacau, which also has a dedication for the two. It is a scale
    model of an airplane, symbolizing the work of the factory staff. Part of our items
    come from the original collection of then the Museum of the Romanian Communist
    Party and the Art Museum. It is a similar manner to place
    the leader centre-stage. The objects were supposed to illustrate the achievements
    of the factory, on one hand, but also his own achievements, on the other hand, they
    spoke about how he succeeded to bring the entire technological process and
    about the fact that it was entirely thanks to him that all the economic achievements
    were possible, thanks to him and to the work of the people. Everything was possible thanks
    to him, since he succeeded to contribute to the people’s progress and well-being.
    Most of the objects are in a good preservation condition.


    The tribute exhibition
    of presents received by Elena and Nicolae Ceausescu, hosted by the Museum of
    Contemporary Art, has a plain message for today’s generation: under a dictatorship,
    valuable as it may be, fine art falls outside the scope of a free spirit.

    ARMY DAY Romania has today a modern and well trained army, able to ensure compliance with the commitments taken within NATO and in terms of implementing the EU common security and defence policy, the president of Romania Klaus Iohannis said on the celebration of the Romanian Army Day on October 25. Its significant contribution to strengthening regional stability in South Eastern Europe makes the Romanian Army a security provider at the Black Sea, a region facing multiple and dynamic challenges, the president added. The new generations of troops are paying tribute to all the heroes that have sacrificed their lives in theatres of operations, the defence minister Nicolae Ciucă said in his turn, mentioning that in World War II Romanian troops fought heroically to free the country, turning October 25, 1944 into a symbol of national emancipation from foreign occupation. In building our defence, we rely on our NATO and EU membership, as well as on the Strategic Partnership with the US, which is now stronger than ever, the Romanian defence minister also said. In keeping with its NATO commitments, Romania is already hosting a number of Allied command and control structures, and in the near future the South-East Multinational Command will also be opened in Sibiu. At present, 1,150 Romanian military are deployed in foreign theatres of operation.



    COVID-19 Bucharest is considering the reintroduction of night curfews in several parts of the country, the PM Ludovic Orban said after 3 counties in central Romania (Alba, Cluj and Harghita) as well as the capital Bucharest have passed 3 infections per thousand inhabitants this week. According to the most recent national update, 3,855 new cases and 73 deaths were reported in 24 hours, taking the total death toll to 6,391. Over 800 COVID-19 patients are in intensive care. Romania is one of the 23 European countries where the pandemic causes serious concern at EU level, both in terms of the daily infection numbers among the elderly, and in terms of the death rate, which is the second-largest in Europe.



    PANDEMIC A growing number of countries have introduced further restrictions as the number of COVID-19 cases is rising at a fast pace. Spain and France are seeing the largest numbers of infections, over 1 million cases each, out of the total 8.5 million reported in Europe as a whole. Most of Poland is rated as COVID red zone, with restaurants and schools partly closed down, weddings banned, shops and churches closed and people over 70 requested to stay at home. Slovakia has a curfew in place until November 1, while in the Czech Republic travel restrictions are valid until November 3. Slovenia also ordered a partial lockdown, while Greece imposed a night curfew in Athens and Thessaloniki, and face covering is compulsory outdoors. The German Chancellor Angela Merkel has once again called on German citizens to reduce social interaction. Belgium shut down all sports and cultural activities as of Monday, and several regions in the French Wallonia are under lockdown. In the UK, Wales is in lockdown until November 9, with Ireland also introducing a 6-week lockdown. Denmark has also introduced tougher restrictions, and in Bulgaria Sofia and other major cities are closing down today all night restaurants and pubs. Across Europe, the number of COVID-19 related deaths has passed 260,000.



    AL-QAEDA Afghan forces have killed Abu Muhsin al-Masri, a top Al-Qaeda leader wanted by the United States, the National Directorate of Security in Afghanistan announced. Abu Muhsin al-Masri had been accused of providing materials and resources to a foreign terror group and of plotting to kill American citizens. Abu Muhsin al-Masri, believed to be Al-Qaedas number-two, was targeted in Ghazni province. Also in Afghanistan, funerals were held for the victims of Saturdays suicide bomb attack in the capital city Kabul, claimed by the ISIS group. Scores of people were killed or wounded in the blast that took place in the mostly Shiite area of the city, with many students of a private education centre among the victims.



    WINTER TIME On Saturday night, Romania switched to winter time, with the local 4 am becoming 3 am. 2020 may be the last time the seasonal change of clocks occurs, as the European Commission has proposed scrapping this practice in Europe. Member states will be able to choose whether to remain on permanent winter time or summer time. Countries choosing to stay on summer time will make the last change next March, while those that wish to remain on winter time will perform the last switch in October next year. (translated by: A.M.     LEADER în cadrul Politicii Agricole Comune, realizări și perspective post-2020

    Programul LEADER la nivelul UE oferă noi oportunităţi de dezvoltare rurală, prin modul de abordare a nevoilor locale. Astfel, are loc întărirea capacităţii de dezvoltare şi implementarea strategiilor locale de dezvoltare în vederea conservării patrimoniului rural şi cultural, precum și dezvoltarea mediului economic și social.

    Implementarea unui program orientat spre construirea de parteneriate public-private și valorificarea resurselor locale este rezultatul unor factori care afectează zona rurală: presiunile asupra mediului înconjurător, răspândirea rapidă a noilor tehnologii, îmbătrânirea populaţiei şi depopularea rurală.Alocarea de 5% din bugetul Politicii Agricole Comune și după anul 2020 va avea ca rezultat o finanțare substanțial mai scăzută, comparativ cu perioada curentă.
    Alexandru Potor, președintele Federației Naționale a Grupurilor de Acțiune Locală, ne-a spus: S-a dovedit că este un program eficient, care generează foarte multe proiecte, o șansă de a ajunge cu finanțarea europeană la ,,firul ierbii, la proiectele care sunt cu adevărat importante pentru comunitate.
    O a doua opțiune, reprezentată de LEADER, s-a direcționat către proiectele mici, de dimensiune mai redusă, în așa fel încât să asistăm la o democratizare a accesului la fonduri și europene, și naționale.Între direcțiile cele mai importante pe care le-am vizat, la nivelul strategiilor GAL, de a crea locuri de muncă, și sunt suficient de multe proiecte, au fost investiții la nivelul fermelor, în dezvoltarea de servicii non-agricole, de asemenea pentru partea de pregătire a personalului. Toate acestea au vizat, până la urmă, creșterea capacității de a avea mai multe locuri de muncă în mediul rural și acest obiectiv va continua, în mod sigur va fi una dintre prioritățile programului LEADER pentru perioada 2021 – 2027.
    Discuția pe care am văzut-o purtată la Bruxelles, ca propunere generală, este ca procentul de minimum 5% din fondurile de dezvoltare rurală să fie menținute pentru programul LEADER. Într-o discuție pe care am avut-o cu celelalte asociații ale GAL-urilor din Europa, noi ne-am exprimat, să spunem, părerea de rău că resursa financiară nu crește mai mult de 5% pentru LEADER, dar se pare că la nivel european există o comuniune de păreri că aceasta ar fi cifra care ar fi propusă ca minimă. Asta nu înseamnă, în schimb, că fiecare stat membru poate decide să acorde mai mulți bani pentru programul LEADER, lucru care sper să se întâmple și în România, și Federația Națională a Grupurilor de Acțiune Locală va milita pentru acest lucru, ca banii alocați pentru programul LEADER să fie mai mulți, procentul mai mare la nivelul Programului Național de Dezvoltare Rurală.

    Implementarea strategiilor de dezvoltare locală în comunitățile marginalizate

    Reţeaua Naţională de Dezvoltare Rurală din România a organizat de curând o întâlnire
    a Grupurilor Locale Leader. Discuţiile s-au referit la proiectul Servicii de
    organizare de reuniuni ale Grupului de lucru LEADER în cadrul planului de
    acțiuni ale Rețelei Naționale de Dezvoltare Rurală 2014-2020
    . Cu această
    ocazie au fost prezentate condițiile specifice, conform Ghidului Solicitantului,
    privind implementarea strategiilor de dezvoltare locală în comunitățile marginalizate
    din zona rurală sau în orașe cu o populație de până la 20 de mii de locuitori.

    Cu amănunte Daniel Chiţoi, şef serviciu Autorităţi de Management pentru
    programele europene Capital Uman Pentru a fi eligibil trebuie
    îndeplinite 2 condiţii la nivelul grupului ţintă – să aibă domiciliul sau să
    locuiască în teritoriul acoperit de o strategie de dezvoltare locală, aprobată
    prin PNDR, şi a doua condiţie este ca aceste persoane să fie în risc de sărăcie
    sau excluziune socială. Minimul vizat este de 250 de persoane, atât pentru
    Regiunea Bucureşti-Ilfov, cât şi pentru regiunile mai puţin dezvoltate şi în
    relaţie cu grupul ţintă avem indicatorii care sunt obligatorii. Sunt indicatori
    de realizare şi indicatori de rezultat. Majoritatea au ţinte minime. Avem practic
    indicatorul de bază, persoane din comunităţile marginalizate care beneficiază
    de servicii integrate. Ţinta minimă a acestui indicator coincide cu ţinta
    minimă a grupului ţintă – 250 de persoane. Minim jumătate din ţinta minimă
    asumată pentru acest indicator şi pentru grupul ţintă trebuie să beneficieze de
    măsuri de ocupare. În relaţie cu acest indicator de realizare avem indicatorul
    de rezultat imediat – persoane din comunităţile marginalizate care dobândesc o
    calificare la încetarea calităţii de participant, şi ţinta minimă este de 50%
    din numărul persoanelor care beneficiază de ocupare. Mai avem ca indicatori de
    realizare indicatori legaţi de servicii. Avem servicii care beneficiază de
    sprijin şi aici vorbim de servicii medicale, sociale sau socio-medicale şi
    servicii devenite funcţionale cu o ţintă de minim 70% din ţinta indicatorului
    de realizare. Alocarea pentru acest apel este aproape 106 milioane de euro, din
    care circa 103 milioane pentru regiunile mai puţin dezvoltate şi aproximativ
    2,8 milioane pentru Ilfov, iar valoarea maximă a proiectului este de 1 milion
    de euro.

    Radio Romania Attualità, la principale rete di Radio Romania, si riconferma leader negli ascolti a livello nazionale. I dati resi noti dall’Associazione specializzata negli studi sugli ascolti indicano che la rete RRA resta al primo posto con uno share del 14,5% a livello nazionale.



    Lo studio, condotto dal 1 settembre al 21 dicembre 2014 da IMAS Marketing e Sondaggi e GFK Romania indicano che le reti del servizio pubblico Radio Romania Attualità, Radio Romania Culturale, Radio Romania Musicale, Radio Romania — Antenna Rurale, e i programmi realizzati dalle Sedi Regionali sono scelti ogni giorno da circa 5 milioni di ascoltatori, cioè il 30,6% del pubblico radiofonico del Paese.



    Le metodologie in base alle quali è stato condotto il sondaggio sono quelle raccomandate dall’EBU – European Broadcasting Union, e dall’ESOMAR – European Society for Opinion & Marketing Research.

    La Società Romena di Radiodiffusione riconferma la sua posizione dominante sul mercato, soprattutto tramite la rete Radio Romania Actualitati, leader negli ascolti nazionali.



    Lo ha dichiarato il Presidente Direttore Generale di Radio Romania, Ovidiu Miculescu, davanti alla Commissione Cultura e Mass Media del Senato di Bucarest.



    Ovidiu Miculescu ha ricordato che anche le reti Antena Satelor (Antenna Rurale) e Radio Romania Culturale stanno crescendo negli ascolti.



    Dal punto di vista finanziario, la radio pubblica ha un bilancio positivo, in seguito a quello registrato nel 2013, sul cui profitto si basano gli investimenti del corrente anno.



    In riferimento alla campagna elettorale per le presidenziali in programma a novembre, il Presidente Direttore Generale ha sottolineato che l’istituzione che dirige è preparata a rifletterla in maniera professionale ed equidistante.



    “Siamo preparati e non abdicheremo nemmeno per un momento da ciò che significa la missione pubblica della radio”, ha sottolineato Ovidiu Miculescu.

    Alors que l’opposition de droite se cherche toujours un leader, le premier ministre social-démocrate Victor Ponta se situe en tête des sondages d’opinion. Entre temps le gouvernement fait un beau cadeau à l’Eglise orthodoxe roumaine et lui donne un hôtel et quelques fonds supplémentaires. La promotion du tourisme en Roumanie bénéficiera de 25 millions d’euros de fonds européens. Et c’est toujours Bruxelles qui devrait payer pour le loyer du nouveau siège du ministère roumain des fonds européens.
