    European Assessment on Romania

    The European Commission has
    positively assessed the second payment request submitted by Romania within the
    National Plan of Recovery and Resilience, PNRR, with a value of 3.22 billion
    Euros, after the country fulfilled 49 out of the 51 milestones and targets in
    the aforementioned plan. As for the two pending objectives, concerning
    investment in energy, Romania has failed the exam, which prompted the European
    Commission to activate the procedure of suspending payment for the related activities.
    For this reason Romania will receive 53.36 million Euros less as part of the
    PNRR assistance component, but still has 6 months left to bring evidence that
    it has properly met the aforementioned objectives.


    This procedure gives Member States
    time to fulfill the outstanding milestones while receiving a partial payment
    linked to the milestones and targets than have been satisfactory fulfilled.


    The country’s new Prime Minister,
    Marcel Ciolacu says the present assessment is encouraging the government to
    carry on the process of meeting all the milestones and targets. He pledges the
    two outstanding milestones will be fulfilled shortly, so that Romania may get
    all the money allotted. Ciolacu’s predecessor, Nicolae Ciuca says the European
    money will essentially contribute to the modernization of Romania in all key
    domains, mainly infrastructure as well as the medical and educational systems.


    The president of the European
    Commission Ursula von der Leyen says that ‘Romania has progressed well in the
    implementation of its recovery and resilience plan, for instance carrying out
    reforms on road safety, renewable energy and public sector cloud services.
    Romania has also been taking important steps to fight undeclared work and
    invest in 5G networks. Now, we encourage Romania to speed up its work within
    the next six months on the two milestones related to energy investments that
    are not yet fulfilled. We encourage all Member States, including Romania, to
    proceed swiftly with the implementation of their recovery and resilience
    plans.’


    Out of the 3.22 billion Euros,
    roughly two thirds are non-reimbursable, while one third is loaned. The first
    payment request was reimbursed to Romania in October 2022, when the country
    received 2.6 billion Euros out of which 1.8 billion in grants and 0.8 in loans.
    Romania benefits from 29 billion Euros allotted to its PNRR, half grants and
    half loans. For this implementation of its National Plan of Recovery and
    Resilience, Romania has already received two-pre-funding installments of
    roughly 3.79 billion Euros.

    On European Values

    ‘The anniversary this year finds
    us at a moment of deep change at global level and the consequences of the
    Russian Federation’s war on Ukraine have multiplied’ Romanian president Klaus
    Iohannis said in his address on Europe Day, May 9.


    According to him, the European
    solutions to the present-day challenges are solutions for the future of the
    citizens of this continent and Romania has the capability of significantly
    contributing to their implementation. Romania is a mature and responsible
    member of the European Union, has a solid and credible European profile,
    acknowledged and appreciated by its partners – Klaus Iohannis went on to
    say.


    The president has also voiced hope
    that by interiorizing these reference points, the Romanian citizens will
    continue to have an unflinching support for the EU’s fundamental values.


    The European Parliament convened in a
    plenary sitting and celebrated Europe Day in Strasbourg. Invited to present his
    vision on the challenges and the future of the old continent, German chancellor
    Olaf Scholz, whose country laid the foundations in the early 50s to what was to
    become the EU, he urged the bloc to reform itself, not to cave in to pressure
    and remain geopolitically an equal partner both in the relation with the USA
    and the competition with China.


    And since an aggression war is being
    waged in the EU’s vicinity, a war that has changed lives, the European
    Commission President Ursula von der Leyen celebrated Europe Day through a visit
    to Kyiv where she said, quote: Ukraine has been fighting for the ideals that
    we celebrate today to create lasting unity and peace. Von der Leyen added that
    Russia has dramatically failed and Ukraine is fighting back successfully.




    Furthermore, the EU official announced
    the EU would impose an eleventh package of sanctions on Russia soon aimed at
    eroding Putin’s war machine and his revenues. She responded cautiously though
    to president Zelensky’s request on stepping up the country’s EU accession
    negotiations.


    The Ukrainian president has thanked
    all the European states for the military, economic and political support
    granted to Ukraine but showed disappointment regarding the restrictions imposed
    by some neighboring countries to the exports of Ukrainian grain. Romania was
    not among them. Zelensky says that he understands those exports have caused
    imbalances but Ukraine needs the solidarity of all those who can help it.

    VISIT Romanian
    Defence Minister Angel Tîlvăr and Chief of Staff
    General Daniel Petrescu are paying a formal visit to Poland. Bilateral meetings
    with Defence Minister Mariusz Balszczak with representatives of the Chief of
    Staff of the Polish Armed Forces as well as the Romanian anti-aircraft
    detachment ‘Sky Guardians’ part of the NATO Group deployed to Bemowo Piskie
    Training Area are high on the agenda. According to Defence Ministry sources,
    the visit of the Romanian officials in Poland is proof of the excellent cooperation
    relations between the two countries. On Monday, Tîlvăr and Petrescu met the Romanian soldiers deployed to the NATO base
    in Pristina, Kosovo, who are participating in the NATO Kosovo Force – KFOR
    mission. The officials in Bucharest held talks with KFOR commander the Italian major-general
    Angelo Michele Ristuccia about regional security issues.










    DECLARATION President Klaus Iohannis
    has hailed the signing of the third Joint Declaration on EU-NATO cooperation
    adding that Romania firmly supports the consolidation of security and
    prosperity in the Euro-Atlantic zone. The document has been signed by NATO
    Secretary General Jens Stoltenberg and the presidents of the European Council,
    Charles Michel and the European Commission, Ursula von der Leyen at the
    headquarters of the North Atlantic Alliance in Brussels. Romania will continue
    to have a substantial contribution to the implementation of the new priorities
    and action guidelines the joint declaration comprises, Foreign Minister Bogdan
    Aurescu has said. According to a communiqué by the Romanian Foreign Ministry,
    the NATO ministers meeting hosted by Bucharest in late November gave an impetus
    to the process of signing the aforementioned joint declaration, prompting the
    participants to voice support for deepening the EU-NATO cooperation. Romania
    hails the message of unity and complementarity of the efforts the new
    declaration promotes, the communiqué also says.










    BANK Romania’s
    Central Bank on Tuesday decided to raise the yearly key interest rate to 7%
    from a previous 6.75% starting January 11 this year. This has been the highest
    level of the key interest rate in the past 13 years and a higher key interest
    rate also translates as higher installments for credits in the local currency.
    Raising the key interest rate allows the Central Bank to keep inflation at bay
    after a year with record-high price hikes.








    COVID-19
    The first cases of
    infection with the new strain of the coronavirus, called Kraken, have been
    confirmed in Romania. Experts say that, although the number of cases of
    COVID-19 is on the rise again, there are no problems in their management,
    including those that require hospitalization, and the new variants of
    SARS-CoV-2 do not generate concerns about the severity of the disease. On the
    other hand, there have also been cases of double infection, with flu and Covid,
    and a 74-year-old woman diagnosed with ‘Flurona’, a term used by specialists to
    describe simultaneous infection with the two viruses, has died.

    Romania gets support messages for its Schengen accession

    A week after
    Romania and Bulgaria’s entry into Schengen was rejected in the Justice and Home
    Affairs Council (JHA), the accession issue has again been brought up for discussion in Brussels, this time during the
    proceedings of the European Council upon the initiative of Romania’s president
    Klaus Iohannis. The head of the Romanian state talked about the need for a
    positive solution concerning accession, about the fact that Romania is ready
    from all points of view to become part of Europe’s border-free area, but also
    about unity and solidarity.




    Romania is a frontline
    country when it comes to the situation caused by the war in Ukraine. We are the
    neighbours with the longest border with Ukraine. We have been striving and
    coping with this situation, because that’s what we want and because we believe
    this is the right thing to do. We are a frontline country when it comes to
    migration and we control the migration inflow. We have obtained very good
    results, acknowledged by objective foreign sources, Klaus Iohannis said
    adding:




    We Romanians are waiting
    for clear signs of solidarity and unity from the EU. And that means that among
    other things we have legitimate expectations to be admitted into Schengen.


    The Romanian president
    said that Austria’s veto and the mixed vote by the Netherlands are issues that
    must be solved, but from all talks that he held he concluded that this time,
    preparations would go deeper and a solution is wanted.




    Klaus Iohannis: My conclusion is simple: all players have
    understood that here we have an issue that must be solved. My impression is
    that everybody understood and I am pretty optimistic the best alternative is
    that the accession process be completed in 2023 with a positive result for
    Romania and Bulgaria.




    The highest
    European officials have conveyed support messages for the accession of the two
    countries which are together in this process and have been waiting for more
    than a decade for this accession. The
    head of the European Commission, Ursula von der Leyen, and the president of the
    Council, Charles Michel, have said that opinion exchanges on this issue are
    going to continue and headway is expected in the following months. Romania and
    Bulgaria’s accession is fully supported, Ursula von der Leyen says while
    Charles Michel has confirmed the EU leaders will participate in a special
    summit on migration in February. Austria motivated its veto also on the issue
    of migration. Charles Michel has mentioned the political debates on Bulgaria
    and Romania’s accession to Europe’s passport-free area and voiced optimism that
    a decision in this respect could be made in 2023. The EU official has also
    mentioned the feeling he had of a political commitment to making headway and
    his hopes that this is going to take place next year. Roberta Metsola,
    president of the European Parliament has voiced disappointment for the
    rejection of the two states and Romanian president Klaus Iohannis has thanked
    for the strong vocal support in the European Parliament and the landslide
    support of the member states.

    From Schengen to CVM

    Romania
    could soon get the green light for its long awaited accession to Schengen. The
    issue of Romania and Bulgaria’s accession to Europe’s border-free area could be
    included on the agenda of the Justice and Home Affairs Council over 8-9
    December. The final decision on the enlargement is to be made by the EU
    members, which are part of the Schengen zone, and only the Netherlands, which
    has constantly opposed Romania’s accession, has again proved reluctant.




    Authorities
    in the Hague say that in principle they do not oppose Romania’s accession, but
    the Dutch Parliament has recently recommended that no irreversible decision be
    made without additional verifications. A voluntary assessment mission has this
    month come to Romania and Bulgaria and experts of the European Commission and
    the member states have submitted their report to the working group for Schengen.




    The
    Netherlands didn’t send its experts with the mission, which according to
    Romania’s Prime Minister Nicolae Ciuca, has ended with conclusions as positive
    as possible. Ciuca says he hasn’t read the report, which hasn’t been published
    yet, but got the good news from the Romanian representatives who participated
    in its analysis. The report ‘confirms Romania’s preparation for the Schengen
    acquis and brings us closer to reaching this country objective’, Prime Minister
    Ciuca says.


    Accompanied
    by the Interior and Justice Ministers, the head of the Romanian executive has
    this week flown to Brussels, where he got assurances that Romania benefits from
    full support for its accession to Schngen. All the European officials, Ciuca
    talked to during his two-day visit, say the same thing.


    Nicolae Ciucă: We
    have proved that we can protect the EU’s external borders. We did that even
    before the beginning of the conflict and focused even more on the issue after
    its commencement. And the pressure on the border personnel was as complex and
    dynamic as it could possibly be.




    Romania’s
    results have been appreciated in Brussels and that is also visible in the
    non-legislative resolution recently passed by the European Parliament with a
    landslide majority, which calls on the EU Council to take all the necessary
    measures to endorse a decision by the end of the year on Romania and Bulgaria’s
    entry into Schengen. We have also received positive signals regarding the
    lifting of the Cooperation and Verification Mechanism (CVM) and the Prime Minister
    has mentioned the talks he had in this respect with the president of the
    European Commission Ursula von der Leyen while the Justice Minister Catalin
    Predoiu held applied technical talks with other European officials.




    The
    Prime Minister has mentioned the stage in the process of endorsing the new
    justice laws, underlining that the progress in the past months may serve as a
    good basis for a positive CVM report from the European Commission. During his
    visit to Brussels Ciuca told the Romanian MEPs that joint action is needed
    concerning both the country’s accession to Schengen and having the Cooperation
    and Verification Mechanism lifted.

    A Conference on the Future of Europe

    This ample exercise of citizen consultations ended up with a report based on 49 proposals including concrete objectives and over 320 measures that citizens believe that the EU institutions must pursue. The proposals reflect the expectations of European citizens on nine topics: a stronger economy, social justice and jobs; Education, culture, youth and sport; Digital transformation; European democracy; Values and rights, rule of law, security; Climate change, environment; Health; the EU in the world; and migration.


    Citizens – especially young people – are at the heart of our vision for the future of Europe. They have directly shaped the outcome of the Conference. We are at a defining moment of European integration and no suggestion for change should be off-limits. We should not be afraid to unleash the power of Europe to change people’s lives for the better Roberta Metsola, president of the European Parliament said in Strasbourg, on May 9th. On that day together with president Macron on behalf of the Council’s Presidency and with the president of the European Commission, Ursula von der Leyen, she received the final report on the conference’s outcome.


    Your message has been well received. And now, it is time to deliver. Ursula von der Leyen told the participants. She also pledged new proposals in her state-of-the-union address on September 3rd.


    The conference on the future of Europe proved that citizens are asking for more transparency, more inclusion, sustainability and security.


    The European citizens want the 27-nation bloc more fair, supportive and to play a leading role in fighting climate change.


    Some proposals such as granting the right of legislative initiative to the European Parliament, a fact requested by it, or the extension of the EU’s defence or health powers entails a change in the treaties. And the European Parliament, convened in plenary session in Strasbourg, has already endorsed a resolution calling for the launch of a procedure of revising the EU treaties in order to respond to the requests made during the conference.


    During the debates, several MEPs said that citizens need to be more involved with a stronger demographic representation at the Union level. Others have drawn attention to specific areas where citizen-oriented proposals require profound changes, including real European elections as well as new EU competences in fields such as health, energy, migration and defence.


    Some speakers have criticized the Conference on the Future of Europe, saying the process is faulty and the proposals do not reflect the public opinion.


    French president Emmanuel Macron has also spoken in the plenary of the European Parliament in Strasbourg. The principle of unanimous vote should be abandoned in some fields or politics, he said adding that there is a need for a reform of the European documents and treaties in order to make them more effective.


    Countries that oppose this prospect say that the citizens’ proposals ‘must not be instrumentalized to serve special institutional interests’. ‘We already have a functional Europe’ as the Covid-19 pandemic has proved as well as its response to the Russian invasion of Ukraine and we must not rush to institutional reforms’ they have cautioned. Romania and eleven other countries have joined a non-paper initiated by Denmark, which doesn’t rule out any options at this stage but also does not support unconsidered and premature attempts to launch a process towards treaty changes, which hasn’t been an objective of the conference in the first place.


    President Emmanuel Macron has launched a real challenge before the European Parliament for the entire continent; instead of lowering EU standards for allowing some states to join the union, a European Political Community should be created. This new structure will allow all democratic countries including the UK and Ukraine to share the basic European principles, Macron says


    Emmanuel Macron: This issue remains pending – how we should organize Europe from a political point of view which goes beyond the European Union? It is our historic duty to find answers to this question today and create what I would call before you a European Political Community. This new organization will allow the European democratic nations to join our basic values and together find out a new area of cooperation in the fields of politics, security, energy, transports, infrastructure investment and the movement of persons, particularly the young people.


    I will always be on the side of those who want to reform the European Union to make it work better, von der Leyen said in Strasbourg at the end of the Conference on the Future of Europe. The point is, you have told us where you want this Europe to go. And it is now up to us to take the most direct way there, either by using the full limits of what we can do within the Treaties, or, yes, by changing the Treaties if need be, von der Leyen said.

    The EU and its dependency on Russian gas

    The Russian giant Gazprom’s decision to unilaterally cut gas
    supplies to some EU countries is unjustified, unacceptable and is a provocation
    from the Kremlin, the chief of the European Commission, Ursula von der Leyen
    has said. Von der Leyen made the statement during the works of the Gas Coordination
    Group shortly after Russia had cut gas supplies to Poland and Bulgaria after
    their refusal to pay in roubles. Ursula von der Leyen has branded the Russian
    giant Gazprom’s decision as an act of blackmail.


    Ursula von
    der Leyen: Gazprom’s announcement that is unilaterally
    stopping gas deliveries to certain EU member states is another provocation from
    the Kremlin. But it comes as no surprise that the Kremlin uses fossil fuel to
    try to blackmail us. This is something the European Commission has been
    preparing for in close coordination and solidarity with member states and
    international partners. Our response will be immediate, united and coordinated.
    First we will ensure that Gazprom’s decision has the least possible impact on
    European consumers. Today, the Kremlin failed once again in its attempt to sow
    division among member states. The era of Russian fossil fuel in Europe is
    coming to an end. Europe is moving forward on energy issues


    The European Union needs reliable energy
    suppliers and Russia’s latest decision proves it is not such a supplier the EU
    chief has also said. Ursula von der Leyen has given assurances that at the EU
    level, efforts are being made to ensure alternative gas supplies adding that the
    storage levels are presently the best in the entire Union. Ursula von der Leyen
    has also explained the decision to cut gas supplies affects Russia in the first
    place, as the country will reduce its revenues.




    She says that the sixth package of European sanctions will
    come at the right time and could also include sanctions against the Russian gas
    and oil. According to the EU official, the REPower action plan will this year
    start to contribute to the significant reduction of the bloc’s dependency on fossil
    fuels from Russia and that in mid-May the Commission will present plans aimed
    at stepping up the green transition.


    The EU has other options to offset the gas supply cuts, says
    the EU official who called on the members not to breach the sanctions imposed
    on Russia after the latter’s invasion of Ukraine. In March, president Putin
    announced that Russia would only accept payment in roubles for its gas
    deliveries to countries that are unfriendly to Russia. Brussels has described the move as a breach of
    contract though. Russia, which carries on its invasion of Ukraine, is presently
    denying the accusations of using gas as a blackmail instrument saying that it
    is a reliable energy supplier.

    TALKS Romania’s Prime Minister Nicolae Ciuca met NATO’s Secretary
    General Jens Stoltenberg in Brussels on Tuesday. Ciuca gave assurances that
    Romania’s commitment to earmarking 2% of its GDP to defence would continue.
    Bucharest will also get actively and significantly involved in the debates over
    NATO’s strategic concept and its future missions. The present Russian military
    buildup is significant, unprovoked and unjustified and we cannot understand how
    NATO’s and Ukraine’s actions can be considered provocations, the Romanian
    official went on to say. He reiterated Romania’s support for Ukraine’s
    sovereignty and territorial integrity within its internationally recognized
    borders. Also in Brussels on Tuesday, Ciuca met the European Commission
    president Ursula von der Leyen with whom he discussed ways of handling the
    pandemic. The Romanian Prime Minister presented the efforts of economic
    recovery included in the National Plan of Recovery and Resilience, highlighting
    the concern for ensuring fiscal-budgetary stability. Ciuca also reiterated the appeal
    that a quicker decision be made over Romania’s joining the border-free zone,
    Schengen.








    PROTEST The protesters who forced their way into the Parliament’s
    building courtyard in Bucharest on Tuesday resorted to cars that had unlimited
    access to the institution, says a communiqué issued by the Interior Ministry.
    About two thousand people, supporters of the ultranationalist political party
    AUR protested in front of Parliament on Tuesday the authorities’ intention to prevent
    access to the workplace without the green certificate. The unauthorized protest
    was promoted on AUR social networks and the authorities are presently trying to
    identify and sanction the protesters. Part of them became violent and attempted
    to storm the premises. According to the Interior Ministry sources, the police
    made an appeal to calm and the observation of legal rules without resorting to
    violence. About 100 protesters later gathered in front of the government.
    Romania has the second lowest vaccination rate in the EU, almost 40% of the
    total population, data released by the European Centre for Disease Prevention
    and Control shows.










    COMMEMORATION The
    heroes of the anti-communist uprising of December 1989 were commemorated in
    Bucharest on Tuesday. Religious services and military ceremonies were held at
    the Revolution Heroes Cemetery and at the dedicated monuments downtown. Similar
    events are scheduled on Wednesday at the Romanian Revolution Heroes Monument,
    at the Radio Hall and the Romanian Television Corporation. Originating in Timișoara
    (west), on 16th December, the uprising spread across the country,
    culminating with dictator Nicolae Ceauşescu fleeing the capital city on 22nd
    December amid the protests of hundreds of thousands of Romanians. Captured by
    the Army, Ceauşescu and his wife Elena were subject to a summary trial and
    executed in the southern town of Târgovişte. Romania was the only country behind the
    Iron Curtain where the change of regime was accompanied by bloodshed. Over 1,000
    people were killed and some 3,000 wounded.












    BUDGET The draft 2022 state budget and social security budget laws will
    be discussed and voted on in Parliament on Thursday. The budgets of the main
    public institutions were being discussed in Parliament’s specialised committees
    on Tuesday. The government passed the bills on Monday and promised they are
    based on predictability and stability. The budget is based on an estimated
    economic growth rate of 4.6% and a GDP of some 260 billion euro, a predicted
    inflation rate of 6.5% and gross average salaries of 1,200 euros per month,
    with the budget deficit expected to stay within the limits agreed on with the
    European Commission under the excessive deficit procedure, namely 5.84% of GDP.
    The public pension fund will receive 7.32% of GDP. The Liberal
    president Florin Cîţu criticised the fact that only 6.7% of GDP was earmarked
    for investments, instead of 7% as agreed within the ruling coalition. The
    Social Democratic leader Marcel Ciolacu argued however that the budget
    execution is more important than the exact breakdown of expenditure. The leader
    of USR party in opposition, Dacian Cioloş, says the draft budget relies on
    over-estimated revenues and said although public education is a priority for
    President Iohannis, not enough funding has been earmarked for the sector.

    COVID-19 424 new Covid infections have been registered in Romania
    in the past 24 hours, authorities have announced. 36 Covid-related fatalities
    have also been reported, though the number of people interested in getting the
    vaccine is getting lower. Since the vaccine rollout kicked off in Romania a
    year ago, 7.7 million people have been fully vaccinated placing Romania on the
    last but one position in an EU ranking.








    FORM The Digital passenger locator, a
    form, which has to be filled in by travelers coming to Romania, has come into
    effect in this country as well. The document replaces the epidemiological
    statement in use so far at all border checkpoints. The form is available at the
    e-platform plf.gov.ro and the data to be introduced must include IDs, the
    country the visitors come from as well as the last countries they have
    transited in the past two weeks, their address in Romania and a phone number.
    The data is needed in order to establish whether new restrictions are to be
    imposed as well as in the event of an epidemiological investigation, provided
    someone got in contact with an infected person. 18 EU countries are already
    using this locator.










    VISIT Today and

    Brussels, which includes a series of meetings with high EU officials. According
    to a government release, the prime Minister is today having a working dinner

    EVENTS 32 years on
    from the anti-communist revolution, the city of Timisoara, in western Romania,
    is today celebrating the day of the victory against communism through a series
    of events dedicated to the most important moment in Romania’s recent history.
    Sirens were sounded for three minutes at noon as a reminder that 32 years ago
    Timisoara became Romania’s first city free of communism. After four days of
    bloody reprisals with hundreds of people killed or wounded, the big factories
    went on strike and 10 thousand people went to the streets of Timisoara, whereas
    the army retired to their barracks. Communist symbols were removed and the
    Romanian Democratic Front, the first illegal political formation was founded.
    From the balcony of the Opera Theatre, Timisoara was declared a city free of
    communism.

    Bei seinem ersten offiziellen Besuch in Brüssel, nach seiner Amtseinführung im November, traf der liberale rumänische Ministerpräsident Ludovic Orban mit mehreren europäischen Vertretern zusammen, darunter dem EU-Ratspräsidenten, Charles Michel und dem Chefunterhändler der EU-Mitgliedstaaten bei den Austrittsverhandlungen mit dem Vereinigten Königreich, Michel Barnier.



    In den Gesprächen mit dem EU-Ratspräsidenten unterstrich der rumänische Premierminister die Bedeutung der Förderung der strategischen Agenda der EU, die auf den Aufbau eines grünen, gerechten und klimaneutralen Europas abzielt, in dem die Rechte und Freiheiten der Bürger geschützt werden. Die Herausforderungen, mit denen die EU konfrontiert ist, müssen ausgewogen und im Einklang mit den Interessen der europäischen Bürger gelöst werden, forderte Ludovic Orban. Während des Treffens mit dem Chefunterhändler für den Brexit wurde auch die Situation der rumänischen Bürger im Vereinigten Königreich angesprochen.



    Ludovic Orban: Die Rechte der Rumänen, die heute dort sind, sind praktisch garantiert. Es gibt Bestimmungen, in Abkommen, die ihre Rechte garantieren. Für die europäischen Bürger, die nach der Verwirklichung des Brexit nach Großbritannien gehen, gibt es noch keine Regelung. Diese werden Gegenstand der Diskussionen nach dem Austritt des Vereinigten Königreichs aus der Europäischen Union sein. “



    Dem rumänischen Vertreter zufolge, muss die künftige Partnerschaft mit dem Vereinigten Königreich ehrgeizig und ausgewogen sein und Aspekte berücksichtigen, die über den kommerziellen und wirtschaftlichen Rahmen hinausgehen. Während der Treffen mit Vertretern der wichtigsten europäischen Institutionen plädierte Ludovic Orban für die Aufrechterhaltung einer soliden Kohäsionsfinanzierung, die Rumänien eine wirtschaftliche Entwicklung ermöglichen würde, die der, der EU-Länder nahe kommt, sowie für die Aufrechterhaltung einer durchgehenden Finanzierung der Landwirtschaft.



    Ludovic Orban: Wir haben auch Konvergenz bei den Direktzahlungen pro Hektar, wodurch die Subventionen pro Hektar, wie diese unter den rumänischen Landwirten genannt wird, auf ein Niveau gebracht werden, das dem europäischen Durchschnitt nahe kommt.“



    Die Situation in der Republik Moldau war ein weiteres Thema, das in Brüssel angesprochen wurde.



    Ludovic Orban: Der Standpunkt, den ich sowohl dem Kommissar für Erweiterung als auch anderen europäischen Vertretern gegenüber geäußert habe, war, mit größter Umsicht und größtmöglicher Strenge alles zu betrachten, was praktisch in der Republik Moldau geschieht. Wenn die in Bezug auf den europäischen Weg eingegangenen Verpflichtungen nicht eingehalten werden, sollte die Europäische Union, die Europäische Kommission, entsprechend reagieren. “



    Am Donnerstag, dem letzten Tag des Besuchs, hat der rumänische Ministerpräsident Treffen mit EU-Kommissionspräsidentin Ursula von der Leyen und NATO-Generalsekretär Jens Stoltenberg angesetzt.

    Das rumänische Au‎ßenministerium hat, angesichts der jüngsten Eskalation im Nahen Osten, vor Reisen in den Irak gewarnt. Den bereits dort lebenden Rumänen wird empfohlen, überfüllte Orte, an denen Versammlungen oder Demonstrationen stattfinden, zu meiden. Ihnen wird empfohlen ihre Anwesenheit der nächstgelegenen diplomatischen Vertretung oder Konsulat zu melden, um im Notfall kontaktiert werden zu können. Tausende Iraker, darunter auch die wichtigsten Vertreter des Landes, haben am Sonnabend an einem Trauermarsch für die Opfer des amerikanischen Drohnenangriffs teilgenommen, bei dem auch der iranische General Qassem Soleimani und Abou Mehdi al-Mouhandis, der Vertreter Irans im Irak, ums Leben gekommen sind. Der 62-jährige General Soleimani galt als der zweitwichtigste Führer nach dem geistlichen Führer Ali Khamenei. US-Präsident Donald Trump sagte, mit der Tötung Soleimanis solle ein Krieg gestoppt, nicht aber einer ausgelöst werden. Die BBC schätzte jedoch, mit dieser Tötung werde an der Gewaltspirale zwischen dem Iran und den USA geschraubt. Teheran hat mit Rache an den USA für die Ermordung des Generals gedroht.



    Über 21 Tausend Mitarbeiter des rumänischen Innenministeriums waren in den ersten drei Tagen dieses Jahres im Dienst, um die Sicherheit der Bürger während der Winterferien zu gewährleisten, hei‎ßt es in einem Bericht des Ministeriums. Laut denselben Quellen wurden bei den 180 kulturell-künstlerischen Veranstaltungen, die von fast 320.000 Menschen am Silvesterabend besucht wurden, keine grö‎ßeren Ereignisse gemeldet. Die Polizei griff in 7.300 Fällen der öffentlichen Ordnung ein, die unter der Notrufnummer 112 gemeldet wurden. Auf den meist befahrenen Stra‎ßen waren bis zu 1.500 Stra‎ßenpolizisten mit rund 270 Radargeräten im Einsatz. Darüber hinaus waren über den Feiertagen 4.000 Grenzpolizisten an den Grenzkontrollpunkten des Landes im Einsatz, um die Einreise der ausländischen Touristen, sowie der Rumänen, die für den Winterurlaub nach Hause gekommen waren, zu erleichtern.



    Verheerende Buschfeuer in Australien haben die Behörden veranlasst, Zehntausende zu evakuieren. Hohe Temperaturen und starker Wind haben die Buschfeuer, die an einigen Orten au‎ßer Kontrolle geraten sind, weiter angefacht. Seit Anfang September, als das Feuer ausbrach, sind rund fünf Millionen Hektar Land verbrannt, mindestens 19 Menschen getötet und mehr als 1.400 Häuser zerstört worden.

Vorgesehen sind auch Treffen mit den Vorsitzenden des Europäischen Rates, Charles Michel und den Vorsitzenden des europäischen Parlaments, David Sassoli.



    35 Athleten werden Rumänien bei den Olympischen Jugendspielen 2020, die am 9. und 22. Januar in Lausanne, Schweiz, stattfinden werden, vertreten. Laut einem Kommuniqué des rumänischen Olympischen und Sportkomitees werden die rumänischen Athleten in verschiedenen Disziplinen wie Biathlon, Bob-Schlitten, Eishockey, Eisschnelllauf, Schlitten, Skispringen, Alpinski, Skilanglauf und Snowboard antreten. Bei der letzten Ausgabe im norwegischen Lillehammer gingen die ersten Medaillen in der Geschichte der Teilnahme Rumäniens an einer solchen Veranstaltung an Eduard Casaneanu, der beim Eishockey Gold und Mihaela Hogas, die Bronze im Eisschnelllauf gewann.

    Die neue Europäische Kommission unter der Leitung der Deutschen Ursula von der Leyen erhielt am Mittwoch von der Europäischen Gesetzgebenden Versammlung grünes Licht und wird ihre Tätigkeit am 1. Dezember offiziell aufnehmen. Die europäische Exekutive wurde von der Europäischen Volkspartei, den Sozialdemokraten und den Liberalen der Renew Europe“ unter der dem Vorsitz des Rumänen Dacian Ciolos unterstützt. Rumänien wird in der neuen Kommission durch Adina Valean, zuständig für Verkehr, vertreten sein.



    In einer Erklärung für Radio Rumänien sagte sie, dass sie eine Reihe von Ma‎ßnahmen in Betracht ziehe, um den Verkehr nachhaltig zu gestalten und gleichzeitig die Sicherheit der Bürger in einem Kontext zu verbessern, in dem jedes Jahr in ganz Europa 25.000 Menschen bei Verkehrsunfällen ums Leben kommen. Adina Valean: “Der erste Schritt wäre intelligente Verkehrssysteme einzuführen, die eine effektivere Kontrolle des Stra‎ßennetzes ermöglichen. Zweitens sollte die Infrastruktur selbst verbessert werden, da eine Stra‎ße, die verfallen, schlecht ausgebaut, schlecht befahrbar oder voller Schlaglöcher ist, Unfälle begünstigt. Dann sollten wir eine Industriepolitik entwickeln, um den Autobesitzern zu ermöglichen, regelmä‎ßig eine möglichst gute technische Überprüfung durchzuführen, und dann wollen wir durch den Austausch bewährter Verfahren eine gute Fahrweise fördern.“



    Laut dem Korrespondenten in Stra‎ßburg von Radio Rumänien gehören Umweltschutz und globale Erwärmung, Wirtschaftswachstum, Integration, Innovation und Digitalisierung sowie der Schutz der demokratischen, europäischen Werte, der Bürgerrechte und der Rechtsstaatlichkeit zu den Prioritäten der neuen Präsidentin der europäischen Exekutive und der ersten Frau, die an der Spitze der Kommission steht. Ihrer Meinung nach ist die Rechtsstaatlichkeit das wichtigste Fundament, auf dem das europäische Haus steht, und deshalb wird es kein Kompromiss in dieser Hinsicht geben. Ursula von der Leyen sprach sich auch für die europäische Integration der Balkanländer und eine Stärkung der transatlantischen Beziehungen aus. Der ehrgeizigste Punkt ihres Regierungsprogramms bleibt der Grüne Pakt für Europa, den sie seit ihrer Ernennung zur Leiterin der europäischen Exekutive versprochen hat. Ursula von der Leyen: “Der Grüne Pakt für Europa ist eine Verpflichtung für die Gesundheit unseres Planeten und unserer Bürger, für unsere europäische Wirtschaft und Frans Timmermans ist der Richtige dafür, unterstützt von Kadri Simson, Adina Valean und vielen anderen. Dieser Pakt stellt unsere neue Wachstumsstrategie dar, die uns helfen soll, die Gasemissionen zu reduzieren und gleichzeitig neue Arbeitsplätze zu schaffen.“



    Nachdem das Parlament die neue Kommission bestätige, genehmigten die Abgeordneten den Haushalt der EU für das nächste Jahr, der mehr Geld für Klimaschutz, Forschungsinvestitionen, Infrastruktur und Jugendfragen vorsieht.

    Der amtierende bürgerliche Präsident Klaus Iohannis hat die Stichwahl für das Amt des Präsidenten gewonnen. Somit wird er für weitere 5 Jahre an der Spitze Rumäniens stehen. Laut den ersten Hochrechnungen kommt er auf 66,50 % der Stimmen. Seine Gegenkandidatin, Viorica Dancila erreichte lediglich 33,50%Ihre Stimme haben über 10 Mio. Rumänien im In- und Ausland abgegeben. Die Wahlbeteiligung auf nationale Ebene betrug fast 50 %. Im Ausland, wo die Abstimmung am Freitag begann und bis Sonntagabend dauerte, gab ein Rekordhoch von 1 Mio. Menschen ihre Stimme ab.


    Die Fregatte Regele Ferdinand“ (König Ferdinand) ist nach 5 Wochen Einsatz im Mittelmeer in den rumänischen Militärhafen Constanta am Schwarzen Meer zurückgekehrt. Sie beteiligte sich zusammen mit anderen Militärschiffen der Allianz, an der Sea Guardian-Operation der NATO und der multinationalen Übung Dogu Akdeniz 19. Geübt wurde illegale Aktivitäten an der Südflanke der NATO und der EU zu verhindern und gemeinsame Überwachungsmaßnahmen im Seeverkehr unter der Leitung des Alliierten Seekommandos der NATO durchzuführen.



    Dieser Sonntag ist der letzte Tag der Buchmesse Gaudeamus“, die in Bukarest von Radio Romania organisiert wird. Diese 26. Ausgabe markiert die 30 Jahre seit der antikommunistischen Revolution von 1989. In diesem Jahr wurden insgesamt 8.000 Buchständer eingerichtet. Die Besucher hatten die Wahl zwischen mehr als 900 Veranstaltungen, darunter Buchvorstellungen, Debatten und Autogrammstunden. Am Samstag lancierte Professor Thierry Wolton den zweiten Band seiner Trilogie A World History of Communism“. Unter dem Titel Die Opfer“ stellt dieser zweite Band die Perspektive der Zehntausenden von Menschen dar, die Gefängnis, Deportation, Hungersnot, Folter, totale Entmenschlichung und sogar Vernichtung erlebt haben.



    Die Botschafter der EU-Mitgliedstaaten haben sich darauf geeinigt, dass die neue Europäische Kommission von Ursula von der Leyen ihre Arbeit am 1. Dezember ohne britisches Kommissionsmitglied aufnehmen wird, nachdem sich die Londoner Regierung geweigert hatte, einen Vorschlag des Kommissionsmitglieds vorzulegen. Die Botschafter billigten einen Text mit den Namen der 27 Mitglieder der zukünftigen Kommission, der auch eine Zustimmung des Europäischen Parlaments erfordert, die für nächsten Mittwoch vorgesehen ist. Da der Brexit erneut, diesmal auf den 31. Januar 2020, verschoben wurde, ist das Vereinigte Königreich aufgrund der europäischen Verträge verpflichtet, einen EU-Kommissar vorzuschlagen. Die britische Regierung von Boris Johnson hat jedoch ein Schreiben an die europäischen Institutionen gerichtet, in dem sie darauf hinwies, dass es nach britischem Recht nicht erlaubt ist, vor einer Wahl internationale Posten zu besetzen. In Großbritannien finden am 12. Dezember zu vorgezogenen Parlamentswahlen statt. Nachdem London sich geweigert hatte, einen Namen für das Amt des Kommissars zu nennen, leitete die Europäische Kommission am 14. November ein Vertragsverletzungsverfahren gegen das Vereinigte Königreich ein.

    Die Abstimmung über die neue Europäische Kommission ist für nächsten Mittwoch in der Plenarsitzung des Europäischen Parlaments in Stra‎ßburg vorgesehen. Dies kündigte Parlamentspräsident David Sassoli an. Der sagte auch, dass die Bewertungsbriefe der designierten Kommissionsmitglieder veröffentlicht werden. Diese sind die Berichte der Fachausschüsse nach der Anhörung der einzelnen Kandidaten, die zwischen dem 30. September und dem 8. Oktober für 23 Kandidaten stattfand. Die letzte Runde der Anhörungen fand am 14. November statt, mit den von Rumänien, Ungarn und Frankreich vorgeschlagenen neuen Kandidaten, nachdem die ersten Nominierungen dieser Länder im parlamentarischen Validierungsverfahren abgelehnt wurden.



    Letzte Woche hat die Europäische Kommission ein Vertragsverletzungsverfahren gegen Gro‎ßbritannien eingeleitet, das es abgelehnt hat, einen Kommissar zu benennen.



    Nach Angaben des Präsidenten des Europäischen Parlaments hat das Gremium in den letzten zwei Monaten die Leistungen der designierten Kommissare sorgfältig geprüft und die Konferenz der Präsidenten, bestehend aus den Fraktionsvorsitzenden und dem Präsidenten des Europäischen Parlaments, hat die abschlie‎ßende Bewertung nach einem Meinungsaustausch mit den drei Vizepräsidenten der Kommission — Frans Timmermans, Margrethe Vestager und Valdis Dombrovkis — durchgeführt.



    Die Anhörungen waren detailliert und manchmal schwierig, aber sie boten den Mitgliedern des Europäischen Parlaments eine einzigartige und transparente Möglichkeit an, umzu prüfen, ob die designierten Kommissionsmitglieder für die bevorstehende Arbeit geeignet sind“, sagte Sassoli. Am Donnerstag schloss das Parlament den Bewertungsprozess offiziell ab. David Sassoli: Die Abstimmung über das Kollegium der Kommissare findet nächste Woche statt. Es wird eine positive Abstimmung geben. Die Kommission wird somit ihre Arbeit am 1. Dezember aufnehmen. Als direkte Verbindung zu den EU-Bürgern wird das Parlament die Kommission weiterhin zur Rechenschaft ziehen um sichezurstellen, dass sie ihre Versprechen einhält“, fügte der Präsident des EP hinzu.



    Die Abstimmung in der Plenarsitzung des Parlaments findet statt, nachdem Ursula von der Leyen die neuen Mitglieder und ihr Programm vorgestellt hat. In den nächsten fünf Jahren wird Europa vor vielen Herausforderungen stehen. Sassoli sprach von langfristigen Lösungen für Migration und Asyl bis hin zur Festigung der weltweiten Führungsrolle im Kampf gegen den Klimawandel. Wir brauchen eine Europäische Kommission, die bereit ist, die Probleme der Europäer anzugehen, sagte ferner David Sassoli.
