Covid-19 Ro. 2,611 new cases of people infected with SARS-CoV-2 were registered in the last 24 hours in Romania, following more than 27,000 tests run nationwide, the Strategic Communication Group informed on Saturday afternoon. During the same period, 61 people diagnosed with Covid-19 died. The vaccination campaign continues, and Prime Minister Florin Cîţu took the second dose on Saturday. He announced that Romania is discussing with the European Commission the possibility of producing one of the anti-Covid vaccines at the Cantacuzino Institute in Bucharest. Also on Saturday, the first tranche of over 80 thousand doses of the vaccine produced by AstraZeneca, in collaboration with Oxford University arrived in Romania. This vaccine will be administered only to people between 18 and 55 years old. By the end of February, more than 600,000 doses of this vaccine will have reached the country. Meanwhile, the immunization campaign with the Pfizer-BioNTech serum continues and the administration of the Moderna vaccine started on Thursday. In total, so far, about 650 thousand Romanians have been vaccinated.

Fire. Two more patients who were in the fifth ward of the Matei Balş Institute in Bucharest during last weeks fire died, the Ministry of Health announced on Saturday. These are two men, aged 73 and 91, respectively. Five people lost their lives on the day of the fire, and nine more deaths were reported later among patients transferred to other hospitals. The prosecutors office attached to the Bucharest Tribunal announced that it finished, on Friday, the on-site investigation. So far, 33 people, medical staff, administrative staff, police officers who participated in the initial intervention and relatives of the victims have been heard. Several wards burned and the whole building was affected by smoke. More than 100 patients were evacuated and transferred to other health facilities. A similar tragedy took place in November, at the emergency hospital in Piatra Neamţ (northeast), as a result of which 10 patients died.

Navalny. The leader of the Renew Liberal group in the European Parliament, the former Romanian Prime Minister Dacian Ciolos, has said that the High Representative for Foreign Affairs of the Union, Josep Borrell, must come with explanations before the MEPs, after he was humiliated by the Russian Foreign Minister, Serghei Lavrov. “Todays events are a slap in Europes face and should serve as a lesson that in negotiations with the Russians we can only impose ourselves if we are united in defending the values on which the European Union is founded: respect for human dignity, freedom, democracy, equality, rule of law and human rights “- Ciolos wrote in a post on Facebook, after Moscow announced on Friday the expulsion of three diplomats from Germany, Poland and Sweden, because they participated in the protests for the release of Aleksei Navalny. The head of European diplomacy had admitted, since the beginning of the week, that he would not obtain the release of the most fierce opponent of President Vladimir Putin. At a meeting with Lavrov, Borell reiterated his call for the release of Navalny and the start of an impartial investigation into his poisoning with Noviciok in August 2020. Already sentenced to prison on Tuesday in a case of embezzlement that he says it was politically fabricated, Navalny appeared in court again on Friday on charges of defaming a World War II Soviet army veteran.

Training. Soldiers from the Romanian Naval Forces and Air Force carried out, on Friday, in the Black Sea basin, a joint training mission with US Navy soldiers. According to the Ministry of Defense in Bucharest, the exercise was the first joint Romanian-American training activity this year and aimed at strengthening the NATO assurance measures in the South-East of Europe, as well as increasing the level of interoperability, demonstrating, once again, the US involvement in ensuring security in the Black Sea area. The strategic partnership with the USA is one of the pillars of Romanias defense and security. In an increasingly dynamic security environment, such as the Black Sea, cooperation between the Romanian Army and American forces deployed in Europe contributes to strengthening the ability to react, quickly and efficiently, to a wide range of social security threats on the eastern flank of the North Atlantic Alliance, the Romanian Defense Ministry states.

Vandalism. The Ministry of Foreign Affairs in Bucharest expressed its deep concern over the act of vandalism directed against the Representation of the Romanian Orthodox Church in Jerusalem, which took place on Friday. In a statement issued on Saturday to Agerpres, the MFA strongly condemns any violent behavior aimed at destroying, desecrating or damaging official or religious insignia, as well as the motivations behind them. The Ministry welcomes the solidarity reaction of the Israeli authorities, which promptly and unequivocally condemned the act of barbarism on the most important Romanian church establishment in the Holy Land, where many Romanian pilgrims come annually. At the same time, the MFA expresses its confidence that the Israeli authorities will take measures to identify and sanction the perpetrator and counts on their support to ensure the security and protection of all Romanian church establishments so that such incidents do not occur in the future. The Romanian Patriarchate thanked, on Saturday, in a message, the Orthodox Patriarchate of Jerusalem and the Israeli authorities for condemning the act of barbarism

Tennis. Romanian tennis player Simona Halep, world number two and second seed, will meet Australian Lizette Cabrera in the first round of the Australian Open, the first Grand Slam of the year, which starts on Monday in Melbourne. According to the draw, the first round also includes the duel between the Romanian Patricia Ţig and Sorana Cîrstea. Another Romanian, Irina Begu, will play against the Serbian Nina Stojanovic in the inaugural round, and Ana Bogdan will take on the American Danielle Collins. Handball. Romanias womens handball vice-champion, CSM Bucharest, on Saturday returned with a victory to the Champions League, after two matches in a row that were posponed due to cases of Covid-19 reported in their oponents teams. The Bucharest team defeated, on home turf, the Danish team Esbjerg, 28-26. After 11 matches, CSM holds the 4th place in the Group A ranking, with 13 points. On Sunday, the Romanian champion, SCM Râmnicu Vâlcea, plays away in Group B, against another Danish team, Odense. Vâlcea is on the 6th place in the group, with only 4 points. Covid-19 Ro. The
Romanian Prime Minister, Florin Cîţu, has received the second dose of COVID 19
vaccine today. President Klaus Iohannis too got the second jab on Friday. He
said that the vaccine is safe and effective and recommended vaccination to all
Romanians, as the only way, together with the observance of anti-vaccine
protection measures, to get Romania out of the pandemic. The anti-Covid vaccine
produced by AstraZeneca, in collaboration with Oxford University, will be
administered in Romania only to people between 18 and 55 years old. By the end
of this month, 800,000 doses of this vaccine will have reached the country.
Meanwhile, the immunization campaign with the Pfizer-BioNTech vaccine continues.
The administration of the Moderna vaccine started on Thursday. In total, so
far, about 650 thousand Romanians have been vaccinated. On Friday, more than
2,500 new cases of Covid and 73 deaths were reported in Romania, after 31,000
tests run in 24 hours. About 950 people are hospitalized in intensive care
units. The total number of Sars – Cov – 2 infections has exceeded 740,000, and
the number of deaths has reached 18,740.

Inquiry. Romanian prime
minister Florin Cîțu has asked the government’s control division to verify
the management by the economy ministry of the awarding of one-off Covid grants
to small and medium sized companies. The move comes after a discussion with
economy minister Claudiu Năsui who earlier posted on Facebook that the measure
did not achieve the goal for which it was intended. He said that while the
grant was supposed to help businesses cope with the pandemic, it ended up
financing property purchases. Năsui said more than half of the businesses
eligible for this grant applied for the purchase of real estate. Last summer,
the Liberal government led by Ludovic Orban adopted a funding scheme aimed at
helping small and medium sized businesses affected by the pandemic in the form
of investment grants worth between 50,000 and 200,000 euros.

Travel. Romania has
expanded the list of countries with a high epidemiological risk and, as of 12th
February, will require the presentation of a negative Covid test taken up to 72
hours before entering the country. Arrivals to Romania will be asked to
isolate for 14 days, with the exception of children under the age of 3, people
who have received the Covid vaccine, including the second dose, and persons who
tested positive for Covid-19 in the last 90 days.

Vaccination. Almost 2,600 new Covid
cases and 73 new deaths were recorded in Romania on Friday. The total number of
infections in this country now passes 740,000, while the death toll is nearing
18,750. Romania will only administer the Covid vaccine produced by AstraZeneca
together with Oxford University to adults between 18 and 55. At the end of last
month, the European Medicines Agency said there was insufficient data on the
efficacy of this vaccine in persons over 55 but that it expects it to protect
them, based on the information provided by the manufacturer. However, a number
of European states decided not to administer the AstraZeneca vaccine to the
elderly. Romania is to receive 800,000 doses of this vaccine by the end of the
month. In the meantime, the roll-out of the Pfizer-BioNTech vaccine continues
in Romania, where the Moderna vaccine also began to be administered on
Thursday. Some 640,000 people have received the Covid jab in Romania so far.

Investigation.
The prosecutor’s office attached to the Bucharest Tribunal announced the
conclusion on Friday of the ground investigation into the fire at the Matei
Bals Institute in the capital. At the same time, the procedure for establishing
the identity of the charred patients was completed. Moreover, the prosecutors
have requested a technical expertise for establishing the causes of the fire at
Matei Balş. So far, 33 people, medical staff, administrative staff, police
officers who participated in the initial intervention and relatives of the
victims have been heard. We recall that

Bucharest, where patients with Covid-19 are treated, a fire broke out killing
12 patients. Several wards burned and the whole building was affected by smoke.

in Piatra Neamţ (northeast), as a result of which 10 patients died.

EC. The
European Commission has opened an investigation to assess whether the support
measures granted by the Romanian authorities to the Oltenia Energy Complex
comply with the unitary rules on state aid offered to companies in difficulty -
the EU executive announced on Friday. In particular, the Commission will
examine whether the proposed plan can restore the long-term viability of the
company without further state support. Bucharest sent to Brussels last month a
plan to restructure the company, for a period of 5 years. For the implementation
of this plan, the company is to benefit from a grant from budgetary funds in
the amount of about 1,327 million euros, as well as another 711 million euros
from the EU Modernization Fund. Oltenia Energy Complex is the second player on
the local electricity market, with a market share of 22%.

Schools. The Romanian authorities
are making the final preparations for the reopening of schools next week. Three
scenarios are in place, depending on the local infection rate. With the
exception of two months, teaching has been conducted exclusively online in
Romania since last March, amid discontent from pupils, parents, teachers and
non-governmental organisations in the field.

Navalny. On Friday in
Moscow, the EU foreign policy chief Josep Borrell voiced worries over the
situation of the jailed opposition leader Alexei Navalny and called for his
release. During the meeting with the Russian Foreign Minister Sergehi Lavrov,
Josep Borrell stated that an investigation must be carried out into the
poisoning of Navalny. Navalny was arrested and then sentenced to prison on his
return from Germany, where he had received treatment for poisoning. He is now
due to serve 2 years and 8 months in jail. In another move, Russia on Friday
announced the expulsion of diplomats from Sweden, Germany and Poland, accusing
them of taking part in last month’s illegal protests against the imprisonment
of Alexei Navalny.

Halep of Romania will be facing Australia’s Lizette Cabrera in her opening
match at the Australian Open which gets under way on Monday in Melbourne. Two
other Romanian players will face each other in the first round, Patricia Ţig
and Sorana Cîrstea, while Irina Begu will face Serbia’s Nina Stojanovic and Ana
Bogdan will be playing Danielle Collins of the US. Mihaela Buzărnescu, the
sixth Romanian player on the main draw at the Australian Open, will face the

Der rumänische Premierminister Florin Cîțu hat mitgeteilt, er habe die Kontrollabteilung der Regierung aufgefordert, das Management des Wirtschaftsministeriums bei der Vergabe von einmaligen Covid-Zuschüssen an kleine und mittlere Unternehmen zu überprüfen. Der Schritt kommt nach einer Diskussion mit Wirtschaftsminister Claudiu Năsui, der zuvor auf Facebook gepostet hatte, dass die Maßnahme nicht das Ziel erreicht habe, für das sie gedacht war. Er sagte, dass der Zuschuss den Unternehmen helfen sollte, die Pandemie zu überwinden, aber es endete mit der Finanzierung von Immobilienkäufen. Năsui sagte, dass mehr als die Hälfte der Unternehmen, die für diesen Zuschuss in Frage kamen, sich für den Kauf von Immobilien bewarben. Fast 2.600 neue Covid-Fälle und 73 neue Todesfälle sind am Freitag registriert worden. Die Gesamtzahl der Infektionen in Rumänien übersteigt nun 740.000, während sich die Zahl der Todesfälle auf 18.750 nähert. Ende letzten Monats sagte die Europäische Arzneimittelagentur, dass es keine ausreichenden Daten über die Wirksamkeit dieses Impfstoffs bei Personen über 55 Jahren gibt, dass sie aber aufgrund der vom Hersteller zur Verfügung gestellten Informationen davon ausgeht, dass er sie schützen wird. Eine Reihe von europäischen Staaten entschied jedoch, den Impfstoff von AstraZeneca nicht an ältere Menschen zu verabreichen. Rumänien soll bis Ende des Monats 800.000 Dosen des Impfstoffs erhalten. In der Zwischenzeit geht der Roll-out des Impfstoffs von Pfizer-BioNTech in Rumänien weiter, wo am Donnerstag auch mit der Verabreichung des Moderna-Impfstoffs begonnen wurde. Mehr als 629.000 Menschen haben bisher die Covid-Impfung in Rumänien erhalten.

Die dem Bukarester Gerichtshof angeschlossene Staatsanwaltschaft gab bekannt, dass sie am Freitag die Ermittlungen vor Ort im Falle des Brandes im Matei Bals Institut in der Hauptstadt abgeschlossen habe. Gleichzeitig wurde das Verfahren zur Feststellung der Identität verbrannten Patienten abgeschlossen. Darüber hinaus fordern die Staatsanwälte von Matei Balş das technische Fachwissen zur Ermittlung der Brandursachen an. Bisher wurden 33 Personen, medizinisches Personal, Verwaltungspersonal, Polizeibeamte, die an der Erstintervention teilgenommen haben, und Angehörige der Opfer angehört. Wir erinnern daran, dass am 29. Die rumänischen Behörden treffen die letzten Vorbereitungen für die Wiedereröffnung der Schulen in der kommenden Woche. Es gibt drei Szenarien, die von der lokalen Infektionsrate abhängen. Mit Ausnahme von zwei Monaten findet der Unterricht in Rumänien seit letztem März ausschließlich online statt, was zu Unmut bei Schülern, Eltern, Lehrern und Nichtregierungsorganisationen vor Ort führte.

Die Europäische Kommission hat eine Untersuchung eingeleitet, um zu bewerten, ob die von den rumänischen Behörden für den Oltenia Energie Komplex gewährten Unterstützungsmaßnahmen den einheitlichen Vorschriften für staatliche Beihilfen für Unternehmen in Schwierigkeiten entsprechen – teilte die EU-Exekutive am Freitag mit. Insbesondere wird die Kommission prüfen, ob der vorgeschlagene Plan die langfristige Lebensfähigkeit des Unternehmens ohne weitere staatliche Unterstützung wiederherstellen kann. Bukarest hat im vergangenen Monat einen Plan zur Umstrukturierung des Unternehmens für einen Zeitraum von 5 Jahren nach Brüssel geschickt. Für die Umsetzung dieses Plans soll der Europäischen Kommission einen Zuschuss aus Haushaltsmitteln in Höhe von rund 1.327 Millionen Euro erhalten, zu dem 711 Millionen Euro aus dem EU-Modernisierungsfonds hinzukommen. Der Oltenia Energie Komplex ist mit einem Marktanteil von 22% der zweite Akteur auf dem lokalen Strommarkt.

Der EU-Außenpolitikchef Josep Borrell sagte am Freitag in Moskau, er sei zutiefst besorgt über den Fall des inhaftierten Oppositionsführers Aleksei Navalny und forderte seine Freilassung. Während eines Treffens mit dem russischen Außenminister Sergej Lawrow sagte Josep Borrell, dass eine Untersuchung der Vergiftung von Aleksei Navalny eingeleitet werden sollte. Die EU betrachtet Fragen der Rechtsstaatlichkeit, der Menschenrechte, der Zivilgesellschaft und der politischen Freiheit als Kern unserer gemeinsamen Zukunft, sagte Josep Borrell nach einem Treffen mit dem russischen Beamten.Der Korrespondent von Radio Rumänien in Moskau erinnerte daran, dass der Sprecher von Präsident Wladimir Putin sagte, die EU solle nicht den Fehler machen, die Zukunft der russisch-europäischen Beziehungen mit dem Fall Nawalny zu verknüpfen. Er soll nun 2 Jahre und 8 Monate im Gefängnis absitzen.

Frankreich hat versprochen, der Republik Moldau bei der Entwicklung und dem demokratischen Prozess zu helfen und den eingefrorenen Konflikt in Transnistrien, einer abtrünnigen russischsprachigen Region im Osten der mehrheitlich rumänischsprachigen Republik, zu lösen. Moldawiens Präsidentin Maia Sandu traf am Donnerstag den französischen Präsidenten Emmanuel Macron während ihrer zweitägigen offiziellen Reise nach Paris. Sie betonte, dass das Engagement ihres Landes für Europa, das es 2014 mit der Unterzeichnung des Assoziierungsabkommens mit der Europäischen Union eingegangen ist, der kürzeste Weg zu Demokratie und Wohlstand ist.

SCHOOL. A decision on the return of Romanian pupils to schools starting
with the second semester is to be taken today by authorities, after a new
assessment of the epidemiological situation. President Klaus Iohannis will hold

health professionals who monitor the evolution of the coronavirus pandemic. If
schools are to open physically on February 8th, in practical

on Monday, a new vaccine tranche produced by Pfizer-BioNTech, the largest so
far, arrived in Romania. The delivery schedule is much delayed, as in all
European countries, but the manufacturing company has given assurances that,
from the middle of this month, the number of delivered doses will increase.
According to the Strategic Communication Group in Bucharest, in Romania the
number of infections with the new coronavirus exceeded 732,000 on Tuesday, in
almost a year since the first case was confirmed in the country. Over 90% of
those who contracted the coronavirus have recovered, but over 18,500 have died.
Almost 1,000 patients are hospitalized in intensive care units. The number of
Romanians abroad confirmed with the new coronavirus has exceeded 8,000, and the
number of deaths has reached 150.

VISIT. The President of the Republic of Moldova, Maia Sandu, will pay an
official visit to Paris on Wednesday and Thursday, where she will have a
meeting with her French counterpart, Emmanuel Macron, as well as with other
high-ranking state officials. According to Chisinau, the trip to France is
meant to give a new impetus to the political, economic and cultural relations
between the two countries. It is Maya Sandu’s third visit abroad, after those to
Kiev and Brussels. After taking office, at the end of December, she received in
Chisinau the head of the Romanian state, Klaus Iohannis.

MOSCOW. A Moscow
court is to rule today whether to change the suspended prisons sentence given
six years ago to the Russian dissident Alexei Navalny to actual time in prison.
The Kremlin’s virulent critic was initially charged with embezzlement, but was
later charged with violating parole rules. Alexei Navalny insisted that his
case was politically motivated, and the European Court of Human Rights stated
that the initial three-and-a-half-year suspended prison sentence was clearly
unjustified. His arrest in early January sparked a wave of protests in Russia.
On Sunday, Russian police arrested thousands of people and blocked the center
of several cities, including the capital, during new demonstrations held across
the country for the release of Navalny. Russian authorities, however, say that
the protests have not been authorized. The United States and the EU have condemned
Moscow’s crackdown on anti-government protesters. In response, the Russian
Ministry of Foreign Affairs accused the US of ‘blatant interference’ in its
domestic affairs.

TENNIS. Romanian tennis player Irina Begu has qualified today for the next
round of the Gippsland Trophy (WTA) in Melbourne, after beating the Belarusian
Aleksandra Sasnovici 5-7, 6-4, 6-4 . Next Begu will face the British Johanna
Konta (14 WTA). Simona Halep, world number two, qualified, on Monday, for the
third round of this competition after winning her first official match in 2021,
6-4, 6-4 against the Russian Anastasia Potapova (101 WTA). In the next match
Halep will meet the German Laura Siegemund (51 WTA).

OLYMPIC GAMES. Japan will host the Olympic Games this summer (July 23 -
August 8) regardless of the evolution of the coronavirus pandemic, Tokyo-2020
committee chairman Yoshiro Mori was quoted as saying by Reuters. The Tokyo
Olympics, originally scheduled for the summer of 2020, were postponed for a
year due to the global health crisis caused by the Covid-19 pandemic. A recent
surge in infections in Japan, which has forced authorities to declare a state
of emergency in some areas, including Tokyo, has fueled speculation about a

INVESTIGATION. Another
patient, who had been transferred to a different pavilion of the Matei Balş
Institute following Friday’s fire, has died. The announcement was made by the
Ministry of Health, which has also mentioned that the patient was suffering from
a severe form of Covid-19 and had many underlying conditions. A team of
prosecutors, forensic police and specialists continues field investigations in
the case of the fire that broke out on Friday at a pavilion of the Matei Balş Institute in Bucharest, where COVID-19 patients were treated in intensive care.
According to some judicial sources, quoted by Agerpres, at the Homicide Service
of the Bucharest Police Department, the
hearings of witnesses will be resumed, including medical staff, but also
relatives of the eight victims. Investigators are also conducting checks on
fire protection, electrical maintenance and hospital security services. In this
case, the prosecutor’s office started an in rem action, for manslaughter.

VACCINE. A new tranche of COVID-19 vaccine produced by
Pfizer-BioNTech, the largest so far, has arrived in Romania today. The delivery
schedule is much delayed, as in all European countries, but the manufacturing
company has given assurances that, from the middle of this month, the number of
delivered doses will increase. Authorities in Bucharest have also announced
that the administration of the Moderna vaccine starts today. So far, more than 670
thousand people have been vaccinated in Romania. The number of infections with
the new coronavirus has exceeded 730,000. Most of the patients have been cured,
but some 18,400 have died. About 1000 patients are hospitalized in intensive
care units. Abroad, some 8 thousand Romanians have been infected and 151 have
died of Covid-19.

PARLIAMENT. Romanian senators and deputies,
elected in December, start today the first session of the new Legislature. The
priority is the adoption of the State Budget Law for this year. The representatives
of the governing coalition formed by the National Liberal Party, the Save
Romania Union – PLUS Alliance and the Union of Democratic Hungarians in Romania
want to initiate large-scale reforms in the field of salaries, pensions,
education and health. In turn, opposition parties have announced that they will
promote the initiatives they talked about during the election campaign and that
they will bring more amendments to the Government’s bills.

PROTEST. In Bucharest, members of the SANITAS Federation are
protesting today in front of the Government headquarters, to demand respect for
the rights of employees in the health-care system. The union accuses the
authorities of indifference and says it is protesting for those who have been
fighting the virus that caused the pandemic for more than 12 months and for the
rights of colleagues in vaccination and social assistance centers. Sanitas
demands compliance with the salary increases planned for 2021, fixing
inequities affecting the categories of employees with the lowest incomes in the
system, reporting increases to the basic salary paid for all employees in the
health system and providing the risk incentive for social workers.

INCOMES. Most Romanians do not expect their incomes to
grow in 2021. According to an IRSOP survey, 54% of respondents say their
earnings will be similar to last year, 17% lower and 27% think their earnings
will be bigger. Almost two thirds of Romanians believe that prices will rise a
lot this year, and 30 percent anticipate a slightly more moderate increase.
Despite the health crisis, last year, 33% of those surveyed managed to save
money, and in 2021, almost half say they intend to put money aside. The IRSOP
survey, funded from its own funds, was conducted over January 18 to 28 on a
representative sample and has a margin of error of plus or minus 3.5%.

RUSSIA. The High Representative of the European Union
Josep Borrell has deplored the massive arrests during Sunday’s protests against
President Vladimir Putin and for the release of his main opponent, Alexei
Navalny, as well as what he called the disproportionate use of force against
protesters and journalists. Borell’s reaction comes shortly before his visit to
Moscow on February 4-6 to ask for Navalny’s release and to discuss means of normalizing
relations between Russia and the European Union. The US Secretary of State
Antony Blinken has also condemned Moscow’s crackdown on anti-government
protesters. In response, the Russian MFA accused the United States of blatant
interference in its internal affairs. It was the second round of protests since
Navalny was detained upon his return from Germany, where he was treated after an
alleged poisoning that he blames on President Vladimir Putin and the Russian
security services.

TENNIS. The Romanian tennis player Simona Halep, world
number two, has qualified for the eight finals of the Gippsland Trophy
tournament in Melbourne, with 55,000 $ in prize money. Halep has won her first
match of 2021 against the Russian Anastasia Potapova, 6-4, 6-4. Next, Halep
will play against the winner of the match between the Australian Destanee Aiava
and Laura Siegemund of Germany. On Tuesday, the other Romanian in the
competition, Irina Begu, will play in the second round against Aliaksandra

Enquête – Une équipe mixte formée de procureurs, policiers criminalistes et experts poursuit son enquête sur l’origine de l’incendie déclaré vendredi, à l’Institut Matei Balş de Bucarest, principal hôpital des maladies infectieuses du pays, dans le pavillon où se trouvait hospitalisés les malades souffrant de Covid-19. Selon des sources judiciaires citées par Agerpres, les auditions de témoins seront reprises dans le cadre du Service en charge des Crimes au sein de la Police de Bucarest. Les enquêteurs vérifient également les aspects liés à la sécurité incendie, à l’entretien des installations électriques et au service de gardiennage de l’hôpital. Les procureurs ont ouvert une procédure pénale pour homicide involontaire.

Covid- 19– Une nouvelle tranche de doses vaccinales produites par Pfizer- BioNTech est arrivée ce lundi en Roumanie. Le calendrier des livraisons a été reporté partout en Europe, y compris en Roumanie, mais le producteur s’est engagé à majorer le nombre de doses de vaccin. Les autorités de Bucarest ont annoncé que parallèlement au sérum de chez Pfizer, la Roumanie commencera à utiliser aussi le vaccin de Moderna. Plus de 670 milles personnes se sont fait vacciner en Roumanie depuis le début de la campagne d’immunisation débutée le 27 décembre. Sur l’ensemble des plus de 730.000 cas de personnes contaminées en Roumanie depuis le déclenchement de la pandémie, la plupart ont guéri et 18.400 sont mortes des suites du Covid-19. Parlement – Les sénateurs et les députés roumains élus en décembre, participent ce lundi à la première session parlementaire du nouveau Législatif dominée par la loi du budget sur 2021. Les représentants de la coalition au pouvoir – le PNL, l’USR PLUS et l’UDMR – souhaitent lancer d’amples réformes dans le domaine de la rémunération, de la retraite, de l’Education nationale et la Santé. En revanche, les partis en opposition ont annoncé leur intention d’amender les projets gouvernementaux pour mettre en avant leurs propres propositions dont il fut question durant la campagne électorale.

Protestations – A Bucarest, les membres de la Fédération SANITAS ont protesté lundi devant le siège du Gouvernement pour réclamer le respect des droits des salariés dans le système médical. Le syndicat dénonce le manque d’intérêt des autorités et manifestent au nom de tous ceux qui luttent depuis plus d’un an déjà contre la pandémie. La fédération réclame le respect du calendrier des hausses salariales prévu pour l’année en cours, l’égalité salariale au sein du personnel sanitaire, des bonus pour tous les salariés du système, en rapport avec leurs revenus et un stimulant financier accordés au personnel de la Sécurité sociale pour les risques auxquels ils s’exposent.

Revenus – La plupart des Roumains sont plutôt pessimistes quant à la possibilité de se voir majorer les revenus en 2021. Selon une enquête IRSOP, 54% des personnes questionnées s’attendent à ce que leurs salaires restent au même niveau qu’en 2020, 17% pensent qu’ils seront plus bas et 27% s’attendent à une hausse des revenus. Presque deux tiers des Roumains affirment craindre une majoration sévère des prix d’ici la fin de l’année et 30% anticipent une hausse des prix plutôt modérée. Malgré la crise sanitaire de 2020, presque 33% des sujets interviewés ont affirmé avoir réussi à économiser et 50% espèrent pouvoir le faire en 2021.

Tennis – La joueuse roumaine de tennis, Simona Halep, numéro deux mondial, s’est qualifiée lundi dans les 8ème de finale du tournoi Gippsland Trophy de Melbourne, après avoir vaincu la Russe Anastasia Potapova. Bukarest: Ein weiterer Patient, der nach dem Brand am Freitag in einen anderen Flügel des Krankenhauses Matei Bals verlegt wurde, ist gestorben, die Zahl der Todesopfer steigt somit auf sieben, teilt das Gesundheitsministerium in Bukarest mit. Ermittler versuchen, die Ursache des Brandes im Krankenhaus Matei Balş zu suchen, in dem hauptsächlich Patienten mit Covid-19 behandelt wurden. Mitglieder des medizinischen und administrativen Personals des Krankenhauses sowie Angehörige der Patienten, die bei dem Brand ums Leben kamen, wurden am Samstag von der Polizei angehört. Ebenfalls am Samstag kündigte Gesundheitsminister Vlad Voiculescu die Einrichtung des Nationalen Fonds für Patientensicherheit an, der aus europäischen Finanzmittel und dem Staatshaushalt finanziert wird und es den Krankenhäusern ermöglicht, dringende Investitionen in die Sicherheit bei Bränden, Erdbeben und die Vorbeugung von im Krankenhaus erworbenen Infektionen zu tätigen. Ressortminister Voiculescu hat auch die Eröffnung einer Hotline angekündigt, bei der Angehörige von Covid-Patienten Informationen über deren Zustand erhalten können.

Bukarest: Die Behörden in Bukarest haben eine Änderung der Anti-Covid-Impfstrategie angekündigt. Demnach sollen im Monat Februar nur Menschen über 65 Jahre, Patienten mit chronischen Krankheiten und Menschen mit Behinderung geimpft werden. Mitarbeiter in systemrelevanten Sektoren können sich im Februar nicht mehr zur Impfung anmelden. Eine zweite Charge von über 21.000 Dosen des Moderna-Impfstoffs wurde am Samstag nach Rumänien geliefert und an die Impfzentren im ganzen Land verteilt. Rumänien verwendet auch den Impfstoff von Pfizer – BioNTech. Die Behörden sagen, dass die beiden Impfstoffe ähnlich sind und ihre Effizienzrate ziemlich gleich ist, 95% für Pfizer und 94,1% für Moderna. Beide basieren auf der ARN-Messenger-Technologie. Fast 65.0000 Menschen wurden bisher in Rumänien geimpft. Weitere 2.700 Neuinfektionen wurden am Samstag in Rumänien gemeldet, bei 31.000 durchgeführten Tests, 68 Menschen sind gestorben.

Bukarest: Vertreter des Gewerkschaftsbundes Cartel Alfa haben für nächste Woche Protestaktionen in Bukarest und anderen Gro‎ßstädten angekündigt. Sie fordern höhere Gehälter, die gerechte Anwendung von Gesetzen und die Wiederaufnahme des sozialen Dialogs. Laut den Gewerschaften, seien die Pandemie und die globale Krise von der Regierung genutzt werden, um die Ausgaben für die ärmsten Bevölkerungsschichten einzufrieren. Während die meisten mittel- und osteuropäischen Länder den Mindestlohn erhöht haben, um die Kaufkraft der Menschen zu erhalten, ist in Rumänien der Steuersatz auf den Bruttolohn deutlich gestiegen, wodurch den Arbeitnehmern wenig Geld bleibt, so die Gewerkschaftler im Anschlu‎ß.

Ab Sonntag müssen EU-Bürger, die mit dem Flugzeug nach Portugal reisen, einen negativen Coronavirus-Test vorlegen, der maximal 72 Stunden vor dem Einsteigen durchgeführt wurde. Die Behörden in Lissabon raten von unnötigen Reisen ab. Portugal hat die Kontrollen an seinen Land- und Seegrenzen wieder eingeführt und eine Reihe von Kontrollpunkten mit Spanien geschlossen. Andere Länder wie Deutschland, die Tschechische Republik und Frankreich haben im Kampf gegen die neue Virus-Variante ebenfalls zusätzliche Einscränkungen verhängt. Deutschland hat seit Samstag die Einreise für die meisten Besucher aus Gro‎ßbritannien, Irland, Portugal, Brasilien und Südafrika verboten, während die tschechische Regierung bis auf wenige Ausnahmen alle nicht unbedingt notwendigen Reisen untersagt hat. Frankreich wiederum hat seine Grenzen für Nicht-EU-Bürger geschlossen und verlangt von EU-Bürgern die Vorlage eines negativen Covid-Tests. Die deutsche Regierung hat damit gedroht, Firmen zu verklagen, die ihrer Verpflichtung zur Lieferung von Impfstoffen in die EU nicht nachkommen. Die Europäische Arzneimittelbehörde hat am Freitag den von der britisch-schwedischen Firma AstraZeneca hergestellten Impfstoff gegen Covid-19 genehmigt, der dritte Impfstoff, der für den Einsatz in der Europäischen Union grünes Licht erhält. Das Unternehmen stand im Mittelpunkt eines Streits über die Schnelligkeit der Lieferungen, der die nationalen Impfkampagnen in einer Reihe von Ländern unterbrochen hat. UPDATE: Șapte persoane decedate în incendiul de la Matei Balș

UPDATE: Încă un pacient de la Institutul Matei Balş, care era internat la un etaj superior al pavilionului afectat de incendiul de vineri, a murit duminică dimineaţă, bilanțul ridicându-se la șapte, a informat Ministerul Sănătăţii. Continuă cercetările pentru stabilirea cauzei incendiului produs la principalul spital românesc de boli infecţioase – unde sunt trataţi pacienţi cu Covid-19.

Încă un pacient dintre cei transferaţi de la Institutul Naţional de Boli Infecţioase Matei Balş după incendiul produs vineri dimineață, a decedat, bilanţul victimelor ridicându-se astfel la şase, a anunţat sâmbătă Ministerul Sănătăţii.

UPDATE: Încă o persoană a fost găsită decedată în urma incendiului de la Institutul Matei Balș din Capitală, a declarat ministrul de Interne, Lucian Bode pentru televiziunea Digi24.

Cel puțin patru persoane au murit intr-un incendiu care a izbucnit vineri dimineață, la Spitalul Matei Balș din Capitală. Din informaţiile primite de către Ministerul Sănătăţii de la echipele de intervenţie, au fost transferaţi către alte unităţi sanitare un număr de 53 de pacienţi din 102 pacienţi aflaţi în saloanele din Pavilionul 5, informează Agerpres. Potrivit şefului DSU, Raed Arafat, nu mai sunt pacienţi în stare criticã sau pacienţi cu arsuri.

Procurorii Parchetului de pe lângă Tribunalul Bucureşti au deschis un dosar penal in rem pentru săvârşirea infracţiunii de ucidere din culpă. Două linii telefonice vor fi operaţionalizate pentru aparţinătorii pacienţilor transferaţi. Cele două numere disponibile pentru aparţinători sunt: 021.2069398 şi 021.2648515.

Verzögerungen bei der Impfkampagne

Die Behörden in Bukarest sind zuversichtlich, dass der ursprünglich festgelegte Impfplan eingehalten werden kann. Das würde in einem ersten Schritt bedeuten, dass die drei Millionen Dosen des Covid-Impfstoffs, die bis Ende März geliefert werden sollen, termingerecht in Rumänien eintreffen und dass es gelingt, bis September zehn Millionen Rumänen zu impfen. Der erste Lieferengpass trat bereits letzte Woche auf, als Rumänien nur die Hälfte der erwarteten Dosen erhielt. Dies hat die Behörden dazu gezwungen, die Impftermine von mehr als 35.000 Personen, die alle in systemrelevanten Sektoren beschäftigt sind, um zehn Tage zu verschieben. Es wurde beschlossen, in dieser zweiten Phase der Impfkampagne vorrangig chronisch Kranke und ältere Menschen zu impfen. Trotzdem gehört Rumänien nach den neuesten Angaben zu den ersten Ländern in Europa und in der Welt, was den Anteil der bereits gegen Covid-19 geimpften Bevölkerung betrifft.

Darüber hinaus hält das Gesundheitsministerium Änderungen bei den täglichen Tests und Indizes für notwendig, die in den Berichten über die Infektionen mit dem neuen Coronavirus enthalten sind. Nach Ansicht von Staatssekretärin Andreea Moldoveanu spiegeln die offiziellen Daten nicht die tatsächliche Situation im Land wider, weil weniger Tests durchgeführt werden und viele positive Tests nicht gemeldet werden. Moldovan ist der Meinung, dass die rumänischen Behörden verpflichtet sind, bereit zu sein und genau zu wissen, was sie zu tun haben, während in Europa und anderswo in der Welt die Zahl der Sars-Cov-2-Neuinfektionen besorgniserregend ansteigt und zusätzliche Einschränkungen eingeführt werden. Die Hauptstadt Bukarest hat einige der bestehenden Einschränkungen aufgehoben, nachdem die Kontaminationsrate mehrere Tage hintereinander unter der 3 je 1000 Einwohner-Grenze blieb. Bars, Restaurants, Theater, Kinos sind in Bukarest ab Montag, 25. Januar, wieder geöffnet. Diese Orte können Kunden mit 30% ihrer Kapazität aufnehmen. Was die Wiedereröffnung der Schulen ab dem 8. Februar, nach den Winterferien, betrifft, so wird nächste Woche eine Entscheidung erwartet.

Die Woche schlie‎ßt mit einer traurigen Nachricht: Bei einem Brand im modernsten Krankenhaus für Infektionsleiden in Rumänien sind am Freitag mehrere Patienten ums Leben gekommen. Es ist nicht zum ersten Mal, dass so etwas passiert, im vergangenen November, als Rumänien täglich etwa 10.000 Fälle von Coronavirus-Neuinfektionen meldete, starben auf der Intensivstation des Kreis-Notfallkrankenhauses in Piatra Neamţ 10 Patienten bei einem verheerenden Brand. Nach diesem Vorfall begannen Teams der Gesundheitsbehörden und der Generalinspektion für Notfallsituationen mit Kontrollen in allen Intensivstationen des Landes, um sicherzustellen, dass die medizinischen Geräte ordnungsgemä‎ß funktionieren. Es wurde festgestellt, dass es Gebiete gibt, wo kein Krankenhaus die Brandschutznormen einhält. Eine Gewerkschaft der Angestellten im medizinischen System warnte damals, dass sich die Tragödie von Piatra Neamţ angesichts des Alters der Geräte und der Tatsache, dass das medizinische Personal überlastet oder sogar erschöpft ist, jederzeit überall in Rumänien wiederholen könnte. An diesem Freitag brach in Bukarest ein neues Feuer im Matei Balş Krankenhaus aus, einer medizinischen Eliteeinrichtung, die an vorderster Front im Kampf gegen die Pandemie steht und die Covid-19-Patienten in einem mittleren bis schweren oder kritischen Zustand aufnimmt. Mehrere Patienten sind beim Brand gestorben. Andere wurden dringend evakuiert und in andere Krankenhäuser verlegt, darunter ins Marius-Nasta-Institut für Lungenkrankheiten in Bukarest. Dessen Leiterin Beatrice Mahler sagte dem öffentlichen Rundfunk gegenüber, dass Investitionen in die medizinische Infrastruktur zwingend erforderlich seien und so schnell wie möglich erfolgen müssen.

Die rumänische Regierung hält am Ziel eines Haushaltsdefizits von 7% des BIP fest.

Der diesjährige Staatshaushaltsentwurf wird von einem breiten Paket von Reformen in drei Bereichen begleitet: der Bezahlung im öffentlichen Dienst, dem Rentensystem und der Steuerverwaltung. Das alles sind Projekte, die die politische Führung in Bukarest in den nächsten zwei Wochen abschlie‎ßen will und auf denen der künftige Haushalt nicht nur 2021, sondern auch in Zukunft basieren wird, so der Premierminister Florin Cîţu: “Wir wollen dem Parlament nicht nur den Haushaltsentwurf vorlegen, sondern das ganze Paket von Reformen, auf denen dieser Haushalt basiert und deren Auswirkungen auf die rumänische Wirtschaft mittel- und langfristig, aber mehr im Jahr 2022, sichtbar sein werden.” Der rumänische Regierungschef sagte im Anschlu‎ß, dass die Haushaltsziele beibehalten werden, nämlich ein öffentliches Defizit von 7% des BIP.

Im Jahr 2020 ist das rumänische Haushaltsdefizit auf fast 10 % gestiegen und damit doppelt so hoch wie ein Jahr zuvor. Die Sozial-Demokraten aus der Opposition haben einen eigenen Haushaltsentwurf erstellt, der ihrer Meinung nach Prioritäten in den Bereichen Gesundheit, Bildung, wirtschaftliche Erholung und Erhöhung des Lebensstandards der Rumänen setzt. PSD-Chef Marcel Ciolacu: “Das ist das erste Mal in den letzten 30 Jahren, dass eine Oppositionspartei einen alternativen Haushaltsvorschlag vorlegt. Wir sind der Meinung, dass die Bürger ein Recht darauf haben, die von der amtierenden Regierung vorgeschlagene Alternative zur Sparpolitik zu kennen. Was unsere Partei heute tut, ist, konkrete Lösungen zur öffentlichen Debatte zu stellen, die den Lebensstandard der Bürger verbessern sollen.” Die Sozial-Demokraten bereiten Änderungsanträge zu dem vom Kabinett Cîtu vorgelegten Haushaltsentwurf vor.

Neue Woche der Proteste in Rumänien

Sowohl in Bukarest als auch in anderen Städten Rumäniens haben diese Woche Proteste stattgefunden. Mitglieder des Gewerkschaftsbundes “Solidaritatea sanitară” demonstrierten vor mehreren Ministerien, unzufrieden mit der Weigerung der Regierung, die Gehälter aller Mitarbeiter im Gesundheitswesen zu erhöhen. Darüber hinaus setzten Gewerkschafter des Gewerkschaftsbundes Cartel Alfa ihre am 14. Januar begonnene Aktionen fort, um gegen niedrige Löhne und Renten zu protestieren. Auch Polizisten gingen in mehreren rumänischen Gro‎ßstädten auf die Stra‎ße, um gegen die Entscheidung der Regierung, ihre Gehälter einzufrieren, zu protestieren. Das Arbeitsministerium hat darüber hinaus ein neues Rentenberechnungssystem eingeführt, das die Ungerechtigkeiten im System ausmerzen soll. Zunächst werden die 5 Millionen Rentenakten neu ausgewertet, bevor die monatlichen Rentenbeträge tatsächlich neu berechnet werden”, sagte Arbeitsministerin Raluca Turcan. Das letzte Mal, dass die Bukarester Behörden die Renten neu berechneten, war in den Jahren 2005-2010.

Bukarest: Nach dem Brand vom Freitag, bei dem 5 Patienten ums Leben gekommen sind, wurden am Samstag die Ermittlungen im Krankenhaus für Infektionskrankheiten Matei Balş wieder aufgenommen. Mitglieder des medizinischen Personals des Krankenhauses werden von der Polizei angehört. Mehrere Stationen sind durch Feuer komplett zerstört worden. Über 100 Patienten wurden in andere Krankenhäuser verlegt. Vertreter des Krankenhauses sagen, dass die medizinische Abteilung alle für den Betrieb notwendigen Lizenzen und Genehmigungen hat und dass sie die laufenden Ermittlungen unterstützen werden. Das Gesundheitssystem muss reformiert werden und es muss in die medizinische Infrastruktur investiert werden, damit eine solche Tragödie nie wieder passiert, sagten Präsident Klaus Iohannis und Premierminister Florin Cîţu. Die Sozial-Demokraten in der Opposition sagen, es sei empörend, dass die Regierung nichts getan hat, um solche tragischen Ereignisse zu verhindern, nachdem vor ein paar Monaten infolge eines Brandes auf der Intensivstation des Notfallkrankenhauses in Piatra Neamţ 10 Patienten ums Leben gekommen sind.

Bukarest: Eine zweite Charge von über 21.000 Dosen des Moderna-Impfstoffs soll am Wochenende nach Rumänien geliefert werden, so das Komitee für die Koordination der Aktivitäten zur Impfung gegen Covid-19. Die Dosen werden dann an die Impfzentren im ganzen Land verteilt. Rumänien verwendet derzeit den Impfstoff von Pfizer – BioNTech. Die Behörden sagen, dass die beiden Impfstoffe ähnlich sind und ihre Effizienzrate ziemlich gleich ist, 95% für Pfizer und 94,1% für Moderna. Beide basieren auf der ARN-Messenger-Technologie. Laut Gesundheitsminister Vlad Voiculescu hat Rumänien weniger Dosen als benötigt. Bislang wurden in Rumänien über 550.000 Menschen geimpft. Am Samstag wurden in Rumänien weitere 2.700 Neuinfektionen gemeldet, bei 31.000 durchgeführten Tests, 68 Menschen sind gestorben.

Die Europäische Arzneimittelagentur hat am Freitag den von der britisch-schwedischen Firma AstraZeneca hergestellten Impfstoff gegen COVID-19 zugelassen, der dritte Impfstoff, der grünes Licht für den Einsatz in der Europäischen Union erhalten hat. Der Impfstoff wurde für Menschen über 18 Jahren zugelassen. Das Unternehmen stand im Mittelpunkt eines Streits über die Geschwindigkeit der Lieferungen, der die nationalen Impfkampagnen in einer Reihe von Ländern unterbrochen hat. Um sicherzustellen, dass die Impfstoffe vertragskonform verteilt werden, hat die EU beschlossen, einen Kontrollmechanismus für die Exporte der auf dem Territorium der Mitgliedsstaaten produzierten Impfstoffe einzuführen. Eine Reihe von europäischen Ländern wie Frankreich, Deutschland und die Tschechische Republik haben andererseits strengere Einschränkungen an ihren Grenzen angekündigt. Deutschland hat ab heute den meisten Besuchern aus Gro‎ßbritannien, Irland, Portugal, Brasilien und Südafrika den Zugang zu seinem Territorium verboten. Auch die tschechischen Behörden erlauben ab heute, mit wenigen Ausnahmen, keinen unerlässlichen Zugang zu ihrem Boden, während Frankreich seine Grenzen für Nicht-EU-Bürger schlie‎ßt und die EU-Bürger bei der Einreise einen negativen Covid-Test vorlegen müssen.

Bukarest: Das Justizministerium hat am Freitag sechs Kandidaten für den Posten des delegierten Staatsanwalts der Europäischen Staatsanwaltschaft für Rumänien ausgewählt. Die Kandidaten sind Dana-Manuela Ana, Camelia-Elena Grecu, Constantin Irina und Jean-Nicolae Uncheselu – alle vier von der Nationalen Antikorruptionsbehörde, Dana-Cristina Bunea von der Staatsanwaltschaft beim Obersten Kassations- und Gerichtshof und Florin Bogdan Munteanu vom Gericht in Iasi, im Nordosten des Landes. Die Staatsanwälte werden für die Europäische Staatsanwaltschaft (European Public Prosecutors Office, EPPO) in ihren Heimatländern arbeiten und die gleichen Aufgaben wie die nationalen Staatsanwälte in Bezug auf Ermittlungen, Strafverfahren und Strafverfolgung haben. Die EPPO wird auch gegen Betrug und andere Straftaten zum Nachteil der finanziellen Interessen der EU ermitteln. Die EPPO wird auch Straftaten mit EU-weiten Auswirkungen oder Straftaten, die von Beamten oder Mitgliedern der europäischen Institutionen begangen wurden, untersuchen. Une nouvelle tragédie frappe le système sanitaire roumain

Les tragédies s’enchaînent
dans les hôpitaux roumains, comme si la pression de la pandémie ne suffisait
pas déjà. En novembre dernier, lorsque la Roumanie rapportait chaque jour quelque
10 000 cas de contamination au coronavirus, l’unité de soins intensifs de l’Hôpital
départemental des urgences de Piatra Neamţ (nord-est) a été frappée par un
incendie dévastateur qui a fait 10 victimes parmi les patients. Après cet incident,
les équipes des Directions de santé publique et de l’Inspection générale pour
les situations d’urgence ont démarré des contrôles dans tous les services de
réanimation du pays pour s’assurer du bon fonctionnement des équipements
médicaux. On a découvert ainsi qu’il existe des départements où aucun hôpital
ne dispose d’avis de sécurité incendie. A ce moment-là, un syndicat des
salariés du système médical mettait en garde contre le fait que la tragédie de
Piatra Neamţ pouvait se répéter n’importe où en Roumanie, à n’importe quel
moment, vu l’ancienneté des équipements et le fait que le personnel médical est
surchargé, voire épuisé.

Et voilà que ce
vendredi, un nouvel incendie s’est déclaré à Bucarest, à l’Institut national de
maladies infectieuses Matei Balş, établissement médical d’élite, en première
ligne de la lutte contre la pandémie, qui accueille des malades de Covid-19 en
état moyen à sévère ou critique. Plusieurs patients en sont tombés victimes. D’autres
ont été évacués d’urgence et transférés à d’autres hôpitaux, dont l’Institut de
pneumo-phtisiologie « Marius Nasta » de Bucarest. Sa directrice, Beatrice
Malher, a déclaré pour la Radio publique que les investissements dans l’infrastructure
médicale étaient obligatoires et devaient être faits dans les plus brefs
délais.

Son avis est partagé
par le ministre de la Santé, Vlad Voiculescu. Il affirme toutefois que la
responsabilité de démarrer un tel processus revient au manager d’un hôpital :
« Avant de parler de changements majeurs dans le système sanitaire, il faut avoir
un management qui fasse son travail à tous les niveaux. Oui, souvent il est
nécessaire d’avoir un financement qui peut provenir de plusieurs sources. Or,
la plupart des fois, c’est au manager d’un hôpital de s’en occuper. On ne
devrait pas se perdre dans des questions de politique sanitaire générale. En
fait, un bâtiment ne prend pas feu à cause du système, mais à cause du fait que
certaines normes n’ont pas été respectées et parce que certains investissements
n’ont pas été réalisés ou ont été mal faits. »

Le sénateur social
– démocrate (d’opposition) et ancien directeur de l’Institut Matei Bals, le Pr
Adrian Streinu Cercel, assure que tous les avis dont dispose cet établissement
médical sont conformes. Le bâtiment touché par l’incendie est ancien, mais il
avait été modernisé y compris en ce qui concerne l’approvisionnement en oxygène,
a-t-il précisé.

Pour sa part, la
presse bucarestoise a dressé l’inventaire des incidents similaires qui se sont
produits dans les hôpitaux roumains, trouvant pas mal de cas. Le plus grave a
eu lieu en août 2010, lorsque l’unité de soins intensifs d’une grande maternité
de Bucarest a pris feu, causant la mort de 5 nouveau-nés. (Trad. Valentina

Seasonal flu and the coronavirus pandemic

Centralized results at global level show that in 10 months since the reporting of the first contamination with SARS-CoV-2, the number of COVID-19 cases has exceeded 38 million, with the associated deaths going over 1 million. Finding a vaccine is vital, and while waiting for it, doctors are doing their best to save as many lives as possible.

According to the most optimistic estimates, a SARS-CoV-2 vaccine might be released in several months, but the epidemiological situation is far from reassuring, given that the number of infections is growing considerably by the day, after a period when the contamination rate was on a downward trend. Around 3 thousand new COVID-19 cases and scores of deaths are announced daily in Romania. Hundreds of patients are in ICUs and the coming cold season is reason enough to worry, given the rise in seasonal flu cases.

The flu vaccination rate in Romania is below 8%, in the context in which experts recommend a 75% immunization rate. Doctor Adrian Marinescu with the ‘Matei Bals’ Institute in Bucharest told Radio Romania that the people who get infected with both the flu virus and the new coronavirus might develop more severe forms of COVID-19.

Doctor Marinescu has explained that although flu vaccination is very important, it does not immunize the body against the new coronavirus: “There is no proof of a connection between flu viruses and the coronaviruses group to which SARS-CoV-2 belongs. If people get flu vaccine, they will be better because they won’t get the flu. There is no scientific proof of any link between the two categories of viruses. The new coronavirus can pick up mutations at any time, even major mutations. These changes occur quite fast and they need to be documented. For instance, at present we know that probably in the US and Europe there is a coronavirus type which is more contagious but not more aggressive. This is why we are talking about a second wave of the pandemic and about the way people get infected now.”

Flu vaccination is the more so important during a pandemic, doctors say, because the combination of the two types of viruses is more likely to cause severe forms of COVID-19 or flu, especially in the vulnerable category: old age and chronic diseases. (tr. L. Simion)

Prim-ministrul Ludovic Orban a anunţat un set de măsuri menite să
atenueze efectele pandemiei de COVID-19 asupra economiei naţionale. Între
acestea, se regăsesc suplimentarea bugetului ministerului Sănătăţii cu 42 de
milioane de lei, pentru susţinerea centrelor de carantină, şi a bugetului
ministerului de Interne cu 100 de milioane de lei, pentru protejarea
diferitelor structuri din subordinea acestuia. Totodată, Guvernul a decis să asigure plata
şomajului tehnic în proporţie de 75% din salariul brut, dar nu mai mult de 75%
din salariul mediu brut. Am luat această decizie
pentru că este clar că foarte multe companii sunt afectate direct sau indirect
de epidemie, a spus Orban.

O altă măsură este majorarea cu 5 miliarde de
lei, în primă fază, a plafonului de garantare a creditelor pentru IMM-uri.
Suntem pregătiţi să majorăm acest plafon cu încă 5 miliarde dacă e
necesar şi, de asemenea, să ne ducem până la o majorare cu 15 miliarde, a
zis prim-ministrul. El a adăugat că s-a stabilit şi rambursarea TVA până în
limita sumei de 9 miliarde lei pentru a asigura injecţii de capital către
companii. Totodată, a fost decisă modificarea Codului Penal şi majorarea
pedepselor pentru infracţiunea de zădărnicire a combaterii răspândirii epidemiei,
dar şi pentru falsul în declaraţii, fiind introdusă infracţiunea de omisiune în
furnizarea de informaţii corecte autorităţilor. Datoria primordială a
Guvernului este să apere sănătatea cetăţenilor, a precizat Ludovic Orban.

Cetăţenii români care se strâng la graniţa austro-ungară pot
traversa teritoriul Ungariei, zilnic, în intervalul orar 21.00 – 05.00, ora
Ungariei, pe rutele indicate de autorităţile maghiare, informează Ministerul
Afacerilor Externe. Măsura a fost convenită de Bucureşti şi Budapesta, după ce
ministrul Bogdan Aurescu a avut, miercuri, o nouă convorbire cu omologul ungar,
Peter Szijjarto, în vederea identificării de soluţii care să asigure revenirea
în ţară a românilor. MAE apreciază că solidaritatea este în acest moment
esenţială pentru soluţionarea situaţiilor umanitare cauzate de măsurile
adoptate pentru gestionarea şi prevenirea răspândirii infecţiei cu
COVID-19.

Centrala de la Bucureşti mai transmite că depune eforturi
pentru a înlesni revenirea în ţară a românilor blocaţi în străinătate şi care
nu au alternative reale de a rămâne în ţările în care se află la acest moment.
MAE avertizează însă că posibilităţile sale de intervenţie sunt tot mai reduse,
pe măsură ce diverse state iau măsuri de autoprotecţie şi reia apelurile
privind evitarea călătoriilor neesenţiale şi recomandarea ca turiştii sau
cetăţenii români aflaţi temporar în străinătate să revină de urgenţă în ţară.

Managerul Institutului de Boli Infecţioase Matei Balş
din Bucureşti, profesorul Adrian Streinu Cercel, a afirmat într-un interviu
televizat, că dintr-un milion de români care au intrat în țară în ultima
perioadă circa 20% nu au respectat măsurile de izolare la domiciliu sau de
carantină. Aceste persoane, dacă sunt infectate vor transmite
virusul, a spus medicul. El a precizat că tinerii sunt mult mai
rezistenţi la patogen, dar a avertizat
că dacă infecția cu coronavirus va fi transmisă bătrânilor, atunci situația va
fi gravă. De aceea bătrânii trebuie protejați. (…) În două luni de zile
nu se întâmplă nimic dacă există un mesaj impersonal, a spus Streinu
Cercel.

Medicul a estimat că un prim vârf al epidemiei de COVID-19 se va
înregistra după Paște. Avem două valuri care vor fi foarte active. Primul
după Paștele catolic, al doilea după Paștele ortodox. (…) Dacă punem alături
de această întrunire familială un interval de 7-8 zile, cât este incubația
medie, vom avea vârfuri de apariție a incidenței îmbolnăvirilor. (…) Vor fi
cu un potențial sever, a mai spus epidemiologul. Pentru a combate răspândirea
noului coronavirus, Streinu Cercel recomandă autoizolarea la domiciliu pentru o
perioadă de minim 6 săptămâni. Toată lumea stă acasă, se blochează
absolut tot, opt sau, ideal, zece săptămâni. Apoi, viața își revine, automat,
la normal, a precizat medicul.

CFR Călători a suspendat temporar circulaţia unor trenuri
internaţionale care fac legătura între România şi Ungaria. Măsura a fost luată
în vederea combaterii răspândirii infecţiei cu Covid-19 şi ca urmare a deciziei
autorităţilor maghiare de a închide graniţele pentru cetăţenii străini.
Afectate sunt trenurile 406/407 Budapesta – Braşov şi retur, 143/144 Viena -
Cluj Napoca şi retur şi 367/366 Budapesta – Braşov şi retur. Compania feroviară
precizează că măsurile sunt valabile în intervalul 19 martie – 16 aprilie, cu
posibilitate de prelungire, şi că în perioada menţionată sunt suspendate în
total 78 de garnituri. Călătorii care au bilete cumpărate la trenurile
suspendate pot solicita restituirea integrală a contravalorii acestora. Şi
TAROM a suspendat, începând din 19 martie, cursele către şi dinspre Madrid şi
Barcelona. Compania naţională a precizat că pasagerii pot solicita rambursarea
sumelor plătite sau programarea călătoriei, fără a li se imputa taxe
suplimentare.

Coronavirusul
a ajuns în România

La două luni de la
apariţia sa în China, noul coronavirus a ajuns, în această săptămâna, în
România. Pacientul zero nu este un român, aşa cum se aşteptau cei mai mulţi
luând în calcul importanta comunitate de români din Italia – cea mai afectată
dintre ţările europene. Este vorba despre un italian care s-a aflat câteva zile
în România, ulterior fiind diagnosticat cu coronavirus.

Primul român infectat
are 25 de ani, a interacţionat cu italianul şi, în prezent, este izolat la
Spitalul de Boli Infecţioase Matei Balş din Bucureşti. Testele au arătat că el este doar purtător
al virusului. Încă de la apariţia Covid 19, România s-a
pregătit pentru orice scenariu, iar odată cu extinderea acestuia în Europa măsurile
de protecţie au fost sporite.

Acestea merg de la verificări suplimentare la
punctele de intrare în ţară şi plasarea în carantină a celor veniţi din zonele
cu risc, până la instituirea unei linii telefonice dedicată apelanţilor care
solicită informaţii referitoare la infecţia cu coronavirus sau desfăşurarea de
către guvern, alături de Crucea Roşie, a unei campanii de informare şi
conştientizare a cetăţenilor.

În vederea asigurării unei comunicări corecte și
transparente a populației și a mass-media, cu împuternicirea Guvernului
României a fost constituit şi un grup de comunicare integrată care funcționează
în cadrul Departamentului pentru Situaţii de Urgenţă, toate comunicările
publice pe această temă fiind asigurate prin intermediul acestei structuri. Miercuri, preşedintele Klaus Iohannis a convocat Consiliul
Suprem de Apărare a Ţării, întâlnirea fiind centrată pe strategia de combatere
a unei potenţiale epidemii de coronavirus la nivel naţional.

Situaţia politică din România

România are un nou premier desemnat,
ministrul de finanţe în exerciţiu, Florin Cîţu. Anunţul a fost făcut, miercuri
seară, de şeful statului, care a făcut şi o scurtă trecere în revistă a
evenimentelor de pe scena politică a României de când liberalii asigură
guvernarea. Klaus Iohannis a lăudat PNL pentru agenda reformatoare şi a
reproşat, din nou, PSD că a încercat constant să blocheze activitatea
executivului. Preşedintele a amintit că primul cabinet liberal, condus de Ludovic
Orban, a fost demis prin moţiune de cenzură de o majoritate coagulată de PSD
împotriva proiectului de lege care prevedea revenirea la alegerea primarilor în
două tururi de scrutin.

O nouă desemnare a lui Orban a fost contestată la
Curtea Constituţională de adversarii politici social-democraţi. Iar Curtea,
luând în considerare intenţiile declarate ale PNL şi ale şefului statului de a
merge spre anticipate şi nu de a strânge în Parlament o majoritate care să dea
votul de învestitură, a declarat neconstituţională desemnarea lui Orban, care,
ulterior, şi-a depus mandatul. Preşedintele a spus că prin desemnarea lui
Florin Cîţu a dorit depăşirea blocajului şi rezolvarea problemelor ţării.

Florin Cîţu, care a anunţat, vineri, depunerea la Parlament a listei
cabinetului şi a programului de guvernare, a declarat că va încerca să adune
majoritatea parlamentară necesară învestirii. Singura
modificare în Cabinet este propunerea lui Lucian Heiuş la Ministerul
Finanţelor, portofoliu asigurat până acum de Florin Cîţu. Principalul partid de opoziţie, PSD, a
anunţat că nu va vota un guvern condus de Florin Cîţu.

Raportul de ţară al Comisiei Europene

Comisia
Europeană avertizează România că riscă să nu poată susţine deficitul bugetar şi
majorările de pensii şi salarii. Organismul european a publicat, în această
săptămână, 27 de rapoarte în care analizează principalele provocări
socio-economice cu care se confruntă fiecare stat membru al Uniunii. Au fost
luate în calcul durabilitatea mediului, creşterea productivităţii, echitatea şi
stabilitatea macro-economică. În document se arată că piaţa muncii în România
este tot mai restrânsă, cu o rată foarte scăzută de participare a forţei de
muncă şi un declin al populaţiei active, inclusiv din cauza migraţiei.

În plus,
politicile pentru învăţare şi dezvoltare de noi abilităţi nu au fost eficiente
şi nu au corespuns nevoilor pieţei de muncă. Raportul notează o sursă mare de
dezechilibru în faptul că salariile au crescut mult mai repede decât
productivitatea muncii. Documentul mai notează că, deşi a existat o creştere
economică în medie de 5% în ultimii trei ani, în România e tot mai mare
inegalitatea, sărăcia rămâne la cote mari, iar diferenţele de dezvoltare între
regiuni se adâncesc mereu.

Pe
ansamblu, România a făcut progrese în implementarea recomandărilor specifice de
ţară, începând din 2013. Chiar dacă eforturi au fost făcute în mai multe
domenii, acţiunile sunt, însă, lente, iar ţara trebuie să se străduiască să
atingă rezultate tangibile cu implementarea reformelor, mai susţine Executivul
comunitar.
