    Floods – The situation is still critical in the east of Romania, where there have been severe rainfalls and floods in recent days. There are still inaccessible roads, flooded homes and evacuated people. A crisis cell was organized at the Health Ministry to provide the necessary medical assistance to the residents of Galati and Vaslui counties (eastern Romania), the most affected by the floods. The Interior and Defense Ministries have mobilized hundreds of firefighters, gendarmes, soldiers, as well as equipment to help evacuate the victims and to intervene for restoring the infrastructures destroyed by the waters. Camps with capacities of hundreds of places were set up in the most affected localities. At least six people have died, and thousands of homes have been destroyed following the floods of the last few days. Also, students from 25 schools in Galati County do not attend classes on Monday and Tuesday. The Education Minister, Ligia Deca, is today visiting educational units in the areas affected by floods. According to the line ministry, she will assess the need for support of the local residents so that the education process should be resumed as soon as possible. The government ordered the emergency release from the state’s national reserves of four modular buildings where children can learn temporarily, until the situation returns to normal.

     

    Border control – The Romanian Foreign Ministry warns Romanians traveling to Germany to prepare for longer waiting times. The German government decided to extend, as of Monday, for a period of six months, temporary controls at all land borders, in order to reduce illegal migration. Besides those already existing at the borders with Austria, Switzerland, the Czech Republic and Poland, there will also be controls at the borders with France, Luxembourg, the Netherlands, Belgium and Denmark. Radio Romania’s correspondent in Germany reports that every person who crosses the border can be stopped and controlled by the federal police, in any border region and at any time. Not only the identity, but also the vehicle may be subject to examination during border controls. The luggage, goods and valuables may also be subject to police checks. Romanians facing special situations can call the embassy’s hotlines in Berlin, as well as the Romanian consulates in Germany.

     

    Handball – Romania’s handball champions, CSM Bucharest, defeated Storhamar Handball Elite at home on Sunday, score 32-28 (17-15), in the second match of group A of the Champions League for women’s handball. With the three goals scored in this game, Cristina Neagu collects 1,139 goals in total, in the race for the title of all-time top scorer of the competition, in the last season of her career, being only three goals away from obtaining this title. CSM Bucharest lost the debut match in group A, in Romania, against Gloria Bistriţa, score 26-30. In the third stage, CSM Bucharest will play Podravka (Croatia) away from home, on September 21, and Gloria Bistriţa will play Krim (Slovenia) at home on the same day. Romania’s vice-champion, Rapid Bucharest, also plays in group B of the competition. The first-ranking teams in the two groups qualify directly for the quarterfinals, and the teams on the 3rd to the 6th places will play in the play-off, for the other four places available in the quarterfinals, a phase in which they will fight for the Final Four Tournament in Budapest due between 31 May and 1 June.

     

     

    F35 – The US State Department has approved plans to sell 32 F-35 fighter jets to Romania, in a contract worth nearly 7 billion dollars. The Romanian Defense Ministry has welcomed the decision. The sale must now be approved by Congress. The move will improve the stability of a NATO ally and strengthen stability in Europe. Romania occupies a strategic position in the vicinity of Ukraine and the Black Sea.

     

    Border security – The British government announced the setting-up of an elite command in charge of border security, one of Prime Minister Keir Starmer’s campaign promises, a few hours after a new shipwreck of migrants in the English Channel, AFP reports. Elected by a comfortable number of voters in July, Starmer promised to make the fight against illegal immigration one of his priorities. The promised measures include the creation of an elite command in charge of border security, increased border controls authorized under anti-terrorism legislation, as well as new prerogatives in the field of financial investigations to detect networks and organized crime. This new structure “will co-ordinate the work of all our police and intelligence services to carry out joint investigations with their European counterparts to combat organized crime linked to immigration”, Downing Street announced.     PENTECOST Orthodox and Eastern Catholic Christians in Romania celebrate today the descent of the Holy Spirit upon the Apostles of Jesus, a feast day also known as the Pentecost and in Romanian as “Rusalii”. The Pentecost is a symbol of the establishment of the Christian Church, 50 days after the Resurrection of Christ and 10 days after Ascension Day. Believers evoke the moment when the Holy Spirit gave the 12 Apostles the gift of speaking many languages to preach to the crowds, and when the first 3,000 people were baptised, thus establishing the first Christian community.

     

    DIPLOMACY Romania has made progress towards inclusion in the US “Visa Waiver” programme, the Romanian foreign minister Luminiţa Odobescu told Radio Romania, at the end of a visit to Washington. According to her, “there has been substantial progress in the legislative area, with the relevant legislation already adopted by the Romanian side. There has also been progress in terms of visa renewal, so as to get the visa refusal rate below 3%. I am taking this opportunity to further request support for visa renewal, because we need as many approved visas as possible, a lot is still to be done and we hope we will be able to reach this goal as soon as possible.” In Washington, the Romanian diplomacy chief had a number of meetings with senior US officials, including the secretary of state Antony Blinken.

     

    MIGRANTS Eleven migrants from Bangladesh, Syria, Ethiopia and Egypt have been caught trying to cross the Romanian border into Hungary illegally. They were hiding in metal rolls carried on a lorry driven by a Turkish national. The illegal migrants, aged 15 to 40, were trying to get into the Schengen area. They are now probed into for attempted illegal border crossing, while the driver may be charged with migrant smuggling.

     

    FITS The 31st Sibiu International Theatre Festival (FITS), offers the public on its 3rd day a wealth of theatre performances, music, circus and exhibitions. Today’s highlights include an organ concert by Stefan Donner, a circus performance titled “YouGur”, and the play “Scandal behind the scenes”. According to the organisers, the 10-day festival comprises 830 events: theatre performances, music, dance, circus, exhibitions and public reading sessions will bring together over 5,000 artists from 82 countries.

     

    EU Next week the European Union starts its accession negotiations with the Republic of Moldova and Ukraine. The EU Council’s Belgian presidency announced the official opening will take place on June 25, and that the 2 countries’ accession roadmaps will be assessed separately. The EU Council brings together the 27 Member States, which have already approved the accession and negotiation frameworks for the 2 candidate states. Chişinău and Kyiv submitted their candidacies shortly after the Russian invasion of Ukraine.

     

    FOOTBALL Romania lost 2-0 to Belgium, on Saturday night in Cologne, but remains top placed in the most evenly balanced group at the European Football Championship. Romania, Belgium, Slovakia and Ukraine all have 3 points each ahead of the last round in Group E, with better goal differences for Romania and Belgium. Romania’s decisive match for qualification in the eighth-finals is scheduled on Wednesday against Slovakia, in Frankfurt. Moving up into the next stages of the competition are the top 2 teams in each group and the best 4 third-ranking teams in each group. (AMP)

    HERITAGE – Three prehistoric gold bracelets, from Romanian archaeological sites, were brought to the country on Tuesday by Romanian prosecutors and police. The objects were taken over from a museum in Antwerp, Belgium. The jewelry, protected by law as movable cultural assets of great value, had been stolen by unknown persons. The Belgian judicial authorities signaled the appearance of the three bracelets in an auction’s catalogue in Monte Carlo, and the Romanian police officers with the Service for the Protection of the National Cultural Heritage initiated procedures to retrieve them. The bracelets are now in the custody of Romania’s National History Museum.

     

    ELECTIONS – The leaders of the Social Democratic Party and National Liberal Party in Romania’s ruling coalition are meeting again on Wednesday to decide on whether to merge this year’s elections, after the talks so far have failed. The Liberals want the local elections to take place this summer concurrently with the elections for the European Parliament, while the Social Democrats want the parliamentary elections due this autumn to be held jointly with the second round of the presidential election. Save Romania Union, in opposition, threatened to take any legislation merging the elections to the Constitutional Court. This year all 4 types of elections are scheduled in Romania (local, parliamentary, and presidential ballots, and elections for the EP).

     

    POLL – 50% of Romanians would agree with merging the elections, while a third consider it a bad idea, according to the results of a CURS survey made public on Tuesday. As regards the voting intention, if the European Parliament elections were held next Sunday, the PSD (the main party of the ruling coalition) would get 31%, followed by the PNL (also in power) and AUR (the nationalist opposition) – with 20% each. Also for the opposition, the United Right Alliance, formed by USR, PMP and the Force of the Right would get 13%. The populist party SOS Romania and UDMR would be below the electoral threshold, with 4% each. If PSD and PNL had joint lists of candidates for the European Parliament elections, they would get 50% of the votes, according to the recent survey.

     

    HEALTH – Some 3.3 million sick leaves were given in Romania last year, which is significantly below the over 4 million reported in 2022. Most sick leaves were taken by cancer patients and pregnant women. The head of the National Health Insurance Agency, Valeria Herdea, says this is not about the number of sick leave days taken by people, but about the fact that many citizens have health problems. Recently, the government has issued an order introducing a 10% tax on sick leave allowances. The authorities argued this was to discourage the practice of taking sick leaves for minor health problems. But the order triggered discontent especially among cancer patients. The Senate withdrew the provision, and the order is to be discussed next in the Chamber of Deputies.

     

    AUTOMOTIVE – The Romanian automotive market will likely see a moderate 5% growth this year, the Romanian Automobile Producers and Importers Association (APIA) announced. The Association expects electric vehicle sales to continue to increase, and sales of diesel vehicles to drop in 2024.

     

    MISSION – The European Union has launched its own naval mission to protect commercial vessels in the Red Sea. Romania may also take part in the mission. Greece will provide a commander for its operational headquarters, while Italy will provide the force commander. According to the Italian foreign minister Antonio Tajani, since November Houthi rebels have been attacking commercial vessels on this route, allegedly in solidarity with the Palestinian people in Gaza.

     

    MIGRANTS – Five citizens from Turkey, who attempted to illegally cross the border from Serbia into Romania, with the intention of reaching Western Europe, were caught by the Romanian border police. The migrants, aged 26 to 50, said they were heading for Italy.

     

    TABLE TENNIS – The Romanian men’s team have qualified to the round of 32 of the world table tennis championships in Busan, South Korea, after defeating Iran, 3-1 on Tuesday. On Monday, the Romanian women’s team went straight into the eighth-finals. Taking part in the men’s and women’s competition in South Korea are 40 teams. The top 8 teams at the World Championships are qualified in this year’s Olympic Games in Paris. (EE)

    TRAFFIC – Cargo traffic through the Romanian Black Sea port of Constanţa has reached almost 50 million tons in the first seven months of the year which is a record high. The grain trade accounted for 19 million tons, a quarter more than in the same period last year. Almost half of it is made with Ukraine. To facilitate the work, the Maritime Ports Administration will soon launch an IT application for booking road truck traffic, which will manage the flow of goods in real time. Since the beginning of the year, more than 385 thousand trucks have entered the port of Constanta.



    MIGRANTS – More than 450 Ukrainian men have illegally crossed the border with Romania since the beginning of the Russian invasion of Ukraine, on February 24, 2022, to flee the war. Of these, 190 took refuge this year. The Ukrainians have either crossed the borders with Romania and the Republic of Moldova illegally, or they entered by corrupting customs officers and border policemen from Ukraine. The Romanian Border Police reported that the people were detected in Botoşani county (north-east) and requested a form of protection from the Romanian state, as a result of the fact that they are coming from a conflict zone. The border police notified the General Inspectorate for Immigration, and the persons in question were taken over by the Regional Accommodation Center for Asylum Seekers in Rădăuţi. After martial law was declared in the neighboring country, Ukrainian men aged 18 to 60 no longer have the right to leave the national territory and are obliged to join the army the army, if necessary.



    FUNDS – The Ministry of Economy, Entrepreneurship and Tourism will grant non-refundable financing to people who want to invest in the infrastructure of Romanian spa and balneal resorts. Some 15 million lei have been allocated to the program for this year, approximately 3 million euros. Among the activities that will be financed are the expansion and modernization of accommodation facilities, public food and spa treatment, the purchase of equipment, furniture and specific medical equipment. The call for projects will be launched next month and registrations will be carried out exclusively online, on the turism.gov.ro website.



    UKRAINE – The Romanian authorities firmly condemn Russia’s repeated aggressions against innocent people and civilian infrastructure after the attack on the Ukrainian ports of Reni and Izmail, located near Romania. The Romanian Foreign Minister, Luminiţa Odobescu, underlined that through these blatant violations of international law, Russia continues to endanger global food security and the safety of navigation in the Black Sea. The structures of the Romanian Defense Ministry, which ensure the monitoring of the airspace, state that they have not identified any threats of a military nature to Romania’s national territory or territorial waters following the attack, and have announced increased measures to monitor the national terrestrial, maritime and air space, in cooperation with the NATO structures.



    TRADE – Germany is Romania’s most important commercial partner, the value of bilateral trade in 2022 standing at 40.68 billion Euros, higher by 17%, shows a press release of the Economy Ministry. In the same period, Germany was the first destination for Romanian exports, with a share of 20% of Romania’s total exports. At the same time, Germany represents for Romania the second source of foreign direct investments, with over 25,000 investing companies, mostly in the high tech industrial sectors. On Wednesday, the Economy Minister, Ştefan-Radu Oprea, met with the ambassador of the Federal Republic of Germany in Bucharest, Peer Olav Gebauer. The talks focused on boosting bilateral economic cooperation, aiming both at attracting German investments in Romania and at encouraging national companies that want to initiate and develop projects on the territory of Germany.



    FOOTBALL – Romania’s football champions, Farul Constanţa (south-east), qualified for the Europa Conference League play-off, on Wednesday evening, after defeating the Estonian team Flora Tallinn with the score 2-0, away from home, in the second leg of the third preliminary round of the competition. In the first match, Farul had won 3-0. Farul will play in the play-off against the loser of the match pitting Qarabag FK (Azerbaijan) against HJK Helsinki (Finland), a match that takes place in the third preliminary round of the Europa League. The other two Romanian teams present in the Conference League, Sepsi Sfântul Gheorghe (central Romania) and FCSB, are playing today. Sepsi will play in Kazakhstan against FC Aktobe, after a one-all score in Romania, and FCSB will play in Norway against FC Nordsjaelland, with whom they ended the first match from Bucharest in a tie, 0-0.     VISIT The
    president of Romania, Klaus Iohannis, is on an official visit to Argentina
    today, the last stage of his south-American tour which also included Brazil and
    Chile. He will be received by his Argentinian counterpart, Alberto Fernandez. President
    Iohannis will affirm Romania’s willingness to work with Argentina in promoting shared
    foreign policy goals, including the two countries’ position on Russia’s war of
    aggression against Ukraine, and on its consequences at various levels. The
    talks will also touch on the need to work together to mitigate the negative
    effects of the pandemic on sustainable development, the challenges and
    opportunities of cooperation in various regional formats, the importance of
    consolidating democracy in Latin America and of strengthening the bi-regional
    partnership with the EU. The two leaders will also discuss concrete avenues to
    consolidate and broaden cooperation in key sectors such as energy, trade, IT&C,
    cyber security, agriculture, education, the environment, emergency situations
    and maritime security. A memorandum of agreement will be signed on this
    occasion between the Department for Emergency Situations within the Romanian
    Interior Ministry and the White Helmets, the Argentinian agency in charge of international
    cooperation and humanitarian assistance. A bilateral cooperation document will
    also be signed in the field of agriculture research. This visit by president Iohannis
    in Argentina is the first at this level in 30 years.


    FILM Bucharest is
    hosting today the Gopo Awards Gala, celebrating the Romanian film industry achievements
    this past year. The 17th edition of the even brings together over 900
    Romanian film personalities. The nominations for the best fiction feature
    include ‘Metronome’, ‘Immaculate’, ‘Men of Deeds’, ‘Miracle’, ‘Blue Moon’, ‘You
    Are Ceauşescu to Me’. Alina Grigorei (‘Blue Moon’), Monica Stan and George
    Chiper-Lillemark (‘Immaculate’), Alexandru Belc (‘Metronome’), Bogdan George
    Apetri (‘Miracle’) and Paul Negoescu (‘Men of Deeds’) are nominated for best
    director. The audience award, granted to the Romanian production with the best
    box office performance, will go this year to ‘Teambuilding’, directed by Matei
    Dima, Cosmin Nedelcu and Alex Coteţ. Actor Mircea Andreescu and actress Ioana
    Crăciunescu will receive Gopo lifetime achievement awards.


    SANCTIONS A political agreement on sanctions against actors
    that work to destabilise the constitutional order in the Republic of Moldova
    was adopted in Luxembourg on Monday by the EU foreign ministers. The Romanian
    diplomacy chief, Bogdan Aurescu, emphasised that any measure designed to
    improve security in the neighbouring Republic of Moldova would also benefit
    Romania. Bucharest, he added, is already working with the authorities in Chişinău
    on a first list of people to be subject to these sanctions.


    MIGRANTS
    Austria’s interior minister, Gerhard Karner, will be on an official visit to
    Romania on Wednesday for bilateral talks with his Romanian counterpart Lucian
    Bode, the Austrian mass media report. The main topic of discussion will be
    migration in the EU, with a focus on fighting migrant smuggling and asylum
    abuses, as well as protecting the EU borders. Last year the Austrian official
    opposed Romania’s and Bulgaria’s Schengen accession, on grounds that Romania was
    on the Balkan illegal migration route. The allegation was denied at the time by
    the Romanian government and by EU institutions, including the EUROPOL.


    TENNIS Two
    Romanian players, Ana Bogdan and Sorana Cirstea, are playing today in the first
    round of the WTA 1000 tournament in Madrid. Another Romanian Irina Begu (seed
    no 31), will play straight in the second round, against the winner of the match
    pitting Anett Kontaveit (Estonia) against Karolina Muchova (the Czech Republic).
    Also in Madrid, Jaqueline Cristian will take on Sloane Stephens (US), while Gabriela
    Ruse faces Leolia Jeanjean (France) today, in the last qualifier round of the

    Bruxelles – Le mandat du roumain Mircea Geoană d’adjoint au secrétaire général de l’OTAN a été prolongé d’une année, jusqu’à octobre 2024. Le patron de l’OTAN Jens Stoltenberg lui a remercié et a souligné que Mircea Geoană avait été un secrétaire général adjoint remarquable et un grand soutien personnel, durant une période critique pour la sécurité euro-atlantique. Dans un message sur Facebook, Mircea Geoană a écrit que la décision de prolonger ce mandat, tout comme sa nomination en 2019 ont été un exemple pour tous les Roumains de viser haut et pour la Roumanie d’obtenir l’audace et la sagesse de mettre à profit les opportunités stratégiques offertes par les changements géopolitiques. Par ailleurs, selon la publication The Sun, la présidente de la Commission européenne Ursula von der Leyen, devrait se porter candidate aux fonctions de prochain secrétaire général de l’OTAN, étant donné que Jens Stoltenberg doit absolument achever son mandat cet octobre, après trois prolongations successives. Le premier ministre espagnol, Pedro Sánchez, et le secrétaire britannique à la défense, Ben Wallace, seraient également candidats pour ce poste.

    Défense – Le ministre roumain de la défense, Angel Tîlvăr, s’est entretenu à Washington, avec les représentants d’instituts américains de recherche et d’analyse de renom dans la sphère des études de sécurité. Selon un communiqué transmis aujourd’hui par le ministère de la défense de Bucarest, les réunions ont visé la guerre en Ukraine, la manière dont l’OTAN a répondu pour soutenir l’Ukraine, mais aussi les leçons apprises et les moyens de consolider le soutien allié pour ce pays. Ce qui plus est, les participants aux pourparlers ont évoqué les décisions du sommet de Madrid, respectivement les mesures de renforcement de la défense et de la dissuasion sur le flanc est de l’OTAN et la manière d’implémentation de celles-ci. Egalement dans le cadre de sa visite aux Etats Unis, le ministre de la défense Angel Tâlvar a souligné les bénéfices du partenariat stratégique entre la Roumanie et les Etats Unis. Le 30 mars, le ministre roumain a rencontré Cara Abercrombie, qui coordonne la politique de défense et du contrôle des armements dans le cadre du Conseil national de sécurité des Etats Unis et le 31 mars il a rencontré Gina Ortiz Jones, secrétaire adjointe des Forces aériennes des Etats Unis.

    UE – La commission européenne a verse jusqu’ici plus de 150 milliards d’euros aux Etats membres dans le cadre du mécanisme de relance et de résilience en moins de deux ans depuis sa création, stimulant des réformes et des investissements dans les Etats bénéficiaires. Affin de rendre le fonctionnement du mécanisme plus transparent, la commission a lancé cette semaine, une carte interactive enligne, périodiquement mise à jour qui présente les projets financés par ces fonds. Sur les 350 projets présentés, 10 proviennent de Roumanie. Parmi eux figurent le programme national de reboisement, l’autoroute A17 qui relie les villes de Ploiesti, dans le sud et Pascani, dans l’est ou la modernisation du chemin de fer reliant les villes de Cluj et d’Oradea, dans le nord-ouest.


    Justice – L’influenceur américano-britannique Andrew Tate et son frere Tristan, arrêtés fin décembre en Roumanie dans une affaire de proxénétisme, sont sortis de détention vendredi soir et seront désormais assignés a résidence, annonce l’AFP. Enfin la liberté, a déclaré Andrew Tate dans la nuit devant son domicile, l’air soulagé et arborant une barbe imposante, a travers une vidéo postée sur Twitter et déja vue des millions de fois. a libération immédiate est une décision de la cour d’appel de Bucarest qui a rejeté la proposition du parquet de prolonger l’incarcération des deux freres et a ordonné une assignation a résidence. La détention des deux hommes, qui clament leur innocence, avait été prolongée a plusieurs reprises et pour la derniere fois le 22 mars, malgré les nombreux appels déposés. Andrew Tate, 36 ans, et Tristan, 34 ans, sont soupçonnés d’avoir dupé plusieurs victimes dont des mineures a des fins d’exploitation sexuelle notamment pour la production de films pornographiques, selon le parquet chargé de la lutte contre le crime organisé (DIICOT).


    Migrants – Le ministère roumain des Affaires Etrangères a fait savoir aujourd’hui que les autorités canadiennes n’avaient pas confirmé le fait que des ressortissants roumains comptaient parmi les huit personnes décédés à la frontière américano – canadienne. Auparavant, la presse a informé que huit personnes, dont une famille de Roumains, avaient décédé alors qu’ils tentaient de traverser illégalement la frontière entre le Canada et les Etats Unis. Ils sont été découverts dans une zone marécageuse du fleuve qui sépare le Québec de l’Etat de New York. Une autre personne, le propriétaire de l’embarcation utilisée pour le transport des huit est portée disparue. Le président américain Joe Biden et le premier ministre canadien Justin Trudeau ont décidé la semaine dernière d’arrêter les demandeurs d’asile qui arrivent au Canada illégalement. Selon la police, l’accord n’a pas provoqué la tragédie des deux familles.

    Météo – Températures légèrement plus élevées durant les prochaines 24 heures en Roumanie, mais les pluies seront au rendez-vous presque partout. Le ciel sera couvert et les pluies domineront le nord, le centre, l’est et le sud-est. Des chutes de neige sont également possibles en montagne. Les maxima vont de 10 à 20 degrés et les minima de 1 à 8 degrés. On s’attend toutefois à ce que les maximas frôlent les 20 degrés à Bucarest.

Le patron de l’OTAN Jens Stoltenberg lui a remercié et a souligné que Mircea Geoană a été un secrétaire général adjoint remarquable et un grand soutien personnel, durant une période critique pour la sécurité euro-atlantique.     Défense – Le ministre roumain de la défense, Angel Tîlvăr, s’est entretenu à Washington, avec les représentants d’instituts américains de recherche et analyse de renom dans la sphère des études de sécurité. Selon un communiqué transmis aujourd’hui par le ministère de la défense de Bucarest, les réunions ont visé la guerre en Ukraine, la manière dont l’OTAN a répondu pour soutenir l’Ukraine, mais aussi les leçons apprises et les moyens de consolider le soutien allié pour ce pays. Ce qui plus est, les participants aux pourparlers ont évoqué les décisions du sommet de Madrid, respectivement les mesures de renforcement de la défense et de la dissuasion sur le flanc est de l’OTAN et la manière d’implémentation de celles-ci. Egalement dans le cadre de sa visite aux Etats Unis, le ministre de la défense Angel Tâlvar a souligné les bénéfices du partenariat stratégique entre la Roumanie et les Etats Unis. Le 30 mars, le ministre roumain a rencontré Cara Abercrombie, qui coordonne la politique de défense et du contrôle des armements dans le cadre du Conseil national de sécurité des Etats Unis et le 31 mars il a rencontré Gina Ortiz Jones, secrétaire adjointe des Forces aériennes des Etats Unis.

    Relance et résilience – La commission européenne a verse jusqu’ici plus de 150 milliards d’euros aux etats membres dans le cadre du mécanisme de relance et de résilience en moins de deux ans depuis sa création, stimulant des réformes et des investissements dans les Etats bénéficiaires. Affin de rendre le fonctionnement du mécanisme plus transparent, la commission a lancé cette semaine, une carte interactive enligne, périodiquement mise à jour qui présente les projets financés par ces fonds. Sur les 350 projets présentés, 10 proviennent de Roumanie. Parmi eux figurent le programme national de reboisement, l’autoroute A17 qui relie les villes de Ploiesti, dans le sud et Pascani, dans l’est ou la modernisation du chemin de fer reliant les villes de Cluj et d’Oradea, dans le nord-ouest.

    Migrants – Le ministère roumain des Affaires Etrangères a fait savoir aujourd’hui que les autorités canadiennes n’avaient pas confirmé le fait qu’il y avait des Roumains parmi les huit personnes décédés à la frontière américano – canadienne. Auparavant, la presse a informé que huit personnes, dont une famille de Roumains, avaient décédé alors qu’ils tentaient de traverser illégalement la frontière entre le Canada et les Etats Unis. Ils sont été découverts dans une zone marécageuse du fleuve qui sépare le Québec de l’Etat de New York. Une autre personne, le propriétaire de l’embarcation utilisée pour le transport des huit est portée disparue. Le président américain Joe Biden et le premier ministre canadien Justin Trudeau ont décidé la semaine dernière d’arrêter les demandeurs d’asile qui arrivent au Canada illégalement. Selon la police, l’accord n’a pas provoqué la tragédie des deux familles.

    Météo – Températures assez douces pour cette période de l’année, mais la météo est morose à travers le pays. Ciel couvert sur le nord, l’ouest et le sud-ouest, ou il pleut. Des précipitations sont attendues presque partout en Roumanie. En montage des chutes de neige sont possibles. Les maximas vont de 11 à 19 degrés. 11 degrés à Bucarest.

    Musée – Plusieurs musées roumains participent à l’exposition internationale Premiers rois d’Europe, du Field Museum of Natural History de Chicago. L’exposition, qui rassemble plus de 700 artefacts archéologiques préhistoriques de première importance provenant des collections d’Albanie, de Bosnie-Herzégovine, de Bulgarie, de Croatie, du Kosovo, de Macédoine du Nord, du Monténégro, de Roumanie, de Serbie, de Slovénie et de Hongrie, sera ouverte jusqu’au 28 janvier 2024. Premiers Rois d’Europe est le résultat d’un projet culturel sans précédent, mené en collaboration avec plus de 25 musées en Europe. L’exposition présente, avec d’autres objets provenant des collections de musées des pays mentionnés, une sélection d’artefacts préhistoriques et protohistoriques datant de la période néolithique, de l’âge du bronze et jusqu’au deuxième âge du fer – de cinq musées roumains.

    Tennis – La joueuse roumaine de tennis, Sorana Cîrstea a raté la qualification en finale du tournoi de Miami aux Etats Unis. Elle a été battue vendredi par la sportive Tchèque Petra Kvitova 7-5, 6-4, dans les demi-finales du tournoi WTA 1 000.

    Schengen – Les autorités de Bucarest poursuivent les démarches en vue de l’adhésion à l’espace Schengen de libre circulation européenne, malgré le vote défavorable de l’Autriche enregistré durant la réunion des ministres européens de l’intérieur de jeudi à Bruxelles. Le premier ministre roumain, Nicolae Ciuca a déclaré que Bucarest déroulait des consultations avec les institutions communautaires sur l’opportunité de la remise de se sujet à l’ordre du jour du Conseil européen la semaine prochaine. Entre autres il a affirmé que les autorités de Bucarest envisageaient de proposer le découplage du tandem Roumanie – Bulgarie dans le processus d’adhésion. Depuis l’opposition, l’Union Sauvez la Roumanie annonce déposer la semaine prochaine une motion simple à l’adresse du ministre roumain de l’Intérieur, Lucian Bode, accusé par l’échec de la Roumanie sur l’entrée dans l’espace Schengen. La démarche a été soutenue aussi par les élus non-affiliés par la Force de la Droite. En échange, Lucian Bode a souligné que l’opposition de l’Autriche ne reposait pas sur des arguments et qu’une décision sur l’adhésion de la Roumanie à l’espace de libre circulation Schengen pourrait être adoptée durant le Conseil Justice et Affaires Intérieures de mars 2023. L’ambassadeur de Roumanie à Vienne, Emil Hurezeanu, a été rappelé vendredi à Bucarest pour des consultations. Plusieurs Etats européens se sont déclarés particulièrement déçus par le votre contre l’adhésion de la Roumanie et de la Bulgarie à l’espace de libre circulation. Ce qui plus est, la commissaire européenne aux Affaires Intérieures, Ylva Johansson, a promis faire de l’adhésion des deux Etats à Schengen une priorité de son mandat. Pour sa part, le président autrichien, Alexander Van der Bellen, a affirmé beaucoup regretter le veto accordé par son pays.

    Budget – Le budget d’Etat et celui de la sécurité sociale doivent être soumis la semaine prochaine au vote du Législatif. Les Sénateurs et Députés ont jusqu’à dimanche pour déposer des amendements et les débats devraient commencer dans le cadre des commissions spécialisées lundi. Selon le calendrier établi par la direction du Législatif, le vote final est prévu pour jeudi. Le budget d’Etat repose sur une croissance économique de 2,8% et prévoit un déficit de 4,4% du Produit intérieur brut. Les dépenses destinées aux investissements s’élèvent à quelque 22,7 milliards d’euros. Parmi les ministères qui bénéficieront de davantage de fonds figurent la Défense, le Développement, l’Agriculture, les Transports et l’Education. Au pôle opposé, l’Energie, la Justice et la Santé verront leurs budgets diminuer. Parmi les mesures envisagées mentionnons aussi la majoration de 10 % des salaires bruts dans le secteur public, la croissance de 12,5 % du point de retraite et l’augmentation du SMIC à 3 000 lei (610 euros). Dans l’opposition, le parti ultra-nationaliste l’Alliance pour l’Union des Roumains (AUR) a déjà fait part de son intention de déposer des amendements, n’étant pas d’accord avec les projets de budget proposés par l’Exécutif.

    Agriculture – Le ministre roumain de l’agriculture, Petre Daea, participe à Bruxelles les 11 et 12 décembre à la réunion du Conseil agriculture et pêche (AGRIFISH). A l’ordre du jour de la réunion figurent des aspects importants du secteur agricole roumain : la situation du marché, les plans stratégiques de la Politique agricole commune, le bien-être des animaux, les possibilités de pêche en 2023, les indications géographiques, l’utilisation des pesticides. Les ministres doivent également évoquer les progrès enregistrés dans la mise en application de la nouvelle stratégie de l’UE relative aux forêts pour 2030 et auront un échange d’opinions sur les actions entreprises au niveau de l’UE et au niveau national. Ils doivent également débattre de la situation actuelle du marché dans les Etats membres, dans le contexte de la guerre déclenché par la Russie contre l’Ukraine, analysant les principales problématiques qui visent la crise énergétique et celle des engrais, les prix élevés des facteurs de production ainsi que la pression que la crise exerce tant sur les fermiers que sur les consommateurs.

    Migrants et réfugiés – L’inspection générale de la police aux frontières annonce que vendredi, plus de 151 000 personnes, citoyens roumains et étrangers sont passés par les postes frontières roumains dans les deux sens. Selon la source citée, par les postes-frontières de tous les pays quelque 75 000 personnes sont passées, dont 7 500 ressortissants ukrainiens, en baisse de 4,69% par rapport au jour précédent. Plus de trois millions d’Ukrainiens sont entrés en Roumanie depuis le 10 février 2022.

    Météo – Températures à la hausse en Roumanie sur la majorité des régions, mais la pluie sera au rendez-vous presque partout. Les maxima iront de 10 à 18 degrés. 10 degrés à midi aujourd’hui.

    Gaudeamus – La foire du live Gaudeamus Radio Roumanie se poursuit à Bucarest. Au programme : de nombreux lancements de livres, rencontres avec les écrivains, tout cela en dehors des milliers de volumes vendus à des prix intéressants. D’ici dimanche, 200 participants proposent aux publics de tous âges des produits des plus divers, concernant tous les domaines d’intérêt, sans oublier la musique, ni les jeux éducatifs. Pour la première fois, deux espaces destinés aux activités interactives pour les plus jeunes visiteurs ont été aménagés à l’intérieur du salon. Les livres proposés et les maisons d’édition présentes sur place à Gaudeamus, sont aussi à retrouver en ligne, sur le site de la foire : gaudeamus.ro . Précisons aussi que ce salon initié et organisé par Radio Roumanie est financé par le ministère de la Culture et que l’entrée y est libre.

    European plan to manage illegal migration

    The European Commission made public an action plan for
    the management of the illegal migrants arriving via the Western Balkans, whose
    numbers have reached record-high levels this year. The Commission is thus
    trying to alleviate the fears of some EU member countries and to step up
    negotiations on the new European Pact on Migration and Asylum.


    The Western Balkans route has become a major point of
    migratory pressure, with the number of irregular migrants on this route up 168%,
    according to Frontex data. The situation raises particular concerns in Central
    European countries like Austria and the Czech Republic, which have strengthened
    border controls.


    In the first 10 months of this year a total of over 280,000
    illegal EU arrivals have been detected, more than 120,000 of which were on the
    Western Balks route. The EC plan comprises operational measures structured into
    5 pillars: strengthening border management, swift asylum procedures and support
    reception capacity, fighting migrant smuggling, enhancing readmission
    cooperation and returns as well as achieving visa policy alignment.


    Western Balkans countries are urged to align their
    visa regimes to the EU visa policy, because there are many cases of migrants
    arriving in Balkan countries that do not require visas, and from there they
    move illegally into Western Europe.


    On the other hand, EU policymakers are confident that
    only an agreement like the European Pact on Migration and Asylum, first
    presented in September 2020, is able to meet the challenges created by the
    migration wave. However, member states have reserves concerning the refugee
    distribution mechanisms, which is why the initiative has not been adopted to
    date.


    Unlike in 2016, the current plan does not explicitly
    stipulate refugee quotas, but it introduces a mandatory solidarity mechanism
    under which the Commission would still be able to set quotas for EU member
    states, depending on their population and economic development. The alternative
    for these countries would be other types of contributions, such as financing
    and repatriation of rejected asylum seekers, or the construction of refugee
    camps.


    Romania welcomed the European Commission’s Action Plan
    on the Western Balkans, and voiced confidence that the proposed measures and
    instruments are able to respond to concerns related to arrivals on the Western
    Balkans route this year, including those expressed by Austria.


    Vienna is reluctant to accepting Romania and Bulgaria
    into the Schengen area, for reasons related to the management of migration
    flows. Romania reiterates its willingness to make active and substantial
    contributions to the implementation of the measures proposed by the European
    Commission, in close cooperation with its other EU partners and in the spirit
    of solidarity and responsibility. (AMP)

    POPULATION Between July 2021 and July 2022, Romania lost over
    100,000 residents, according to data released today by the National Statistics
    Institute. From over 22
    million people with permanent residence in Romania, the number dropped to 21.9
    million. The urban and female population make up a majority, accounting for 56.2%, and 51.2% of the total,
    respectively. The average age was 42.1 years
    old, 0.1 years more than on July 1, 2021. Population ageing is also
    significant, as the proportion of old people has increased and the share of
    youth aged up to 14 has decreased slightly. The NSI data refers to individuals
    with Romanian citizenship and permanent residence in Romania, and it may
    include migrants as well. According to the Institute, in 2060 Romania may have between 16.3
    million inhabitants, in an optimistic scenario, and 12.5 million, in a
    pessimistic scenario.


    SOCIAL The government of Romania will simplify procedures for the
    migrants who work in Romania. A bill discussed in today’s Cabinet meeting
    stipulates a reduction in the number of documents required when migrants seek
    to change jobs. The government also intends to increase the number of
    education units in which students can receive hot meals from 350 to 450. And,
    under a separate emergency order, the government plans to create the legal
    framework for pensions valid in all EU member states. Based on EU standards,
    this kind of pension will primarily benefit citizens with employment contracts
    in several EU countries and who want a customised pension product with
    identical operation standards in all member states. The government is also
    working on a bill allowing Romania to pull out of an international convention
    on scientific information exchange, signed in Moscow in 1969.


    SCHENGEN PM
    Nicolae Ciucă was on an official working visit to Brussels, where he was
    promised full support for Romania’s Schengen accession. Positive signals were
    also received with respect to the lifting of the Cooperation and Verification
    Mechanism. The Romanian PM discussed the topics with the president of the
    European Commission, Ursula von der Leyen, while the justice minister Cătălin
    Predoiu, who accompanied him to Brussels, had talks with the EC vice-president
    Vera Jourova and with the EU commissioner for justice, Didier Reynders.
    Romania’s and Bulgaria’s Schengen accession may be included in the agenda of
    the Justice and Home Affairs Council meeting of December 8-9, 2022.


    PENSIONS
    Pensions in the Romanian public system may be raised as of January 1, 2023,
    with authorities planning the increase to be at least 10%. One of the
    obstacles, namely the pension expenditure ceiling stipulated under the National
    Recovery and Resilience Plan, would be replaced by an indicator related to
    budget capacity and other financial discipline criteria, the PM Nicolae Ciucă
    announced in Brussels. He had talks in this respect with the European
    Commission president, Ursula von der Leyen, with technical details to be defined
    by experts.


    UKRAINE The International Atomic Energy
    Agency is set to visit 2 Ukrainian sites this week at Kyiv’s request, as the
    Russian president Vladimir Putin accuses Ukraine of destroying evidence that it
    was preparing a dirty bomb. Previously, Putin had requested an IAEA mission as
    soon as possible. According to him, Ukraine is planning to use radioactive
    weapons and to claim subsequently that Russia had launched a nuclear attack. Meanwhile, the Pentagon is sending Ukraine a new military and aid
    package amounting to USD 275 mln, to help efforts to drive Russian forces away
    from key areas in the south of the country. On the other hand, the US defence
    secretary Lloyd
    Austin Thursday warned Vladimir Putin that a nuclear attack would prompt a significant
    response from the international community. The US official said Russia using
    this type of weapons or even speaking about it was dangerous and irresponsible.
    Meanwhile, clashes continue in Ukraine, with Russian forces launching over 30
    drones in the past couple of days, and the Ukrainian Army destroying 23 of them,
    according to Kyiv. Since February, Russia has launched 4,500 missile attacks
    and over 8,000 air raids over Ukraine, president Volodymyr Zelenskyy said. (AMP)

    Population – Plus de 100.000 habitants de
    Roumanie ont quitté le pays entre juillet 2021 et juillet 2022, selon
    l’Institut national de la Statistique. Du coup, le pays recense actuellement
    21,9 millions de personnes dont 56,2% vivent en milieu urbain et 51,2% sont des
    femmes. Le processus de vieillissement s’est accentué durant la dernière année,
    la moyenne d’âge de la population ayant la citoyenneté roumaine et le domicile
    en Roumanie étant de 42,1 ans. Selon des prévisions optimistes de l’INS, en
    2060, la Roumanie pourrait avoir 16,3 millions d’habitants, tandis qu’un
    scénario pessimiste prévoit une population roumaine de seulement 12,5 millions
    de personnes vivant en Roumanie.










    Migrants – Le gouvernement de Bucarest s’apprête à simplifier
    les procédures bureacratiques pour les migrants qui travaillent en Roumanie. Un
    document censé réduire le nombre de formalités à effectuer par les migrants
    lors d’un changement de travail se trouve sur la table des décideurs. Par
    ailleurs, l’Exécutif envisage de faire accroître de 350 à 450 le nombre
    d’établissements scolaires qui proposent un repas chaud aux élèves. Au terme
    d’un décret d’urgence à adopter prochainement, la Roumanie mettra en place le
    cadre légal censé lui permettre d’accorder une pension de retraite valable dans
    tous les pays de l’UE, aux citoyens
    travaillant dans plusieurs Etats communautaires.


    Pensions de retraite – La Roumanie pourrait majorer de 10% le point de retraite, à partir de l’année
    prochaine, a fait savoir le gouvernement. L’un des obstacles à cette initiative
    est représenté par le plafond imposé par le Plan national de relance et de
    résilience que Bucarest remplacera par un indicateur en rapport aussi bien avec
    les possibilités budgétaires du pays qu’avec d’autres critères de discipline
    financière. C’est ce qu’a annoncé à Bruxelles, le premier ministre roumain,
    Nicolae Ciuca, lors des discussions qu’il a eues avec la cheffe de l’Exécutif
    européen, Ursula von der Leyen. Les détails techniques d’une telle initiative
    seront fixés au niveau d’experts.


    Schengen
    – Lors d’une visite à Bruxelles, le
    premier ministre roumain, Nicolae Ciuca, a reçu des assurances quant au soutien
    européen à l’adhésion de la Roumanie à l’Espace Schengen. Des signaux positifs
    ont été également transmis quant à une possible levée du Mécanisme de
    coopération et de vérification. Des discussions en ce sens ont eu lieu entre le
    chef du cabinet de Bucarest et la cheffe de la Commission européenne, Ursula
    von der Leyen et entre le ministre roumain de la Justice, Catalin Predoiu et la
    vice présidente de l’Exécutif européen, Vera Jourova et le commissaire à la
    Justice, Didier Reynders. L’adhésion de la Roumanie et de la Bulgarie à
    Schengen pourrait figurer à l’agenda du Conseil Justice et Affaires Intérieures
    qui aura lieu les 8 et 9 décembre 2022.




    FOOTBALL
    – Le club champion de football de la Roumanie, CFR Cluj, s’est incliné jeudi,
    devant les Turcs de Sivasspor, lors d’un match au sein du Groupe G de la Ligue
    Europa Conférence. Le dernier match pour les Tricolores aura lieu le 3 novembre
    quand ils joueront contre FC Ballkani, du Kossovo. Pour se qualifier, le club
    roumain a besoin d’une victoire ou faire au moins match nul, en espérant que
    les Tchèques de Slavia perdent devant l’équipe turque de Sivasspor. Slavia a
    déjà battu les Kossovars par 1 à 0. A l’heure où l’on parle, le groupe G est
    dominé par les Turcs, 10 points, suivis par les Tricolores, 7 points, les
    Tchèques, 7 points et les Kossovars, 4 points. Jeudi encore, le club vice
    champion de football, FCSB a fait match nul contre les Belges d’Anderlecht, au
    sein du groupe B de la Ligue Europa Conférence. Du coup, l’équipe roumaine a
    perdu toute chance de qualification au Printemps européen.

    Energie – Le ministre roumain de l’énergie, Virgil Popescu, est aux Etats Unis pour des pourparlers consacrés au développement du programme nucléaire civil et le renforcement du partenariat stratégique dans le secteur de l’énergie. Dans un message sur Facebook, il affirme avoir eu un très bon dialogue à Washington avec les représentants des compagnies américaines et canadiennes qui font partie du projet prévoyant la construction de la 3e et de la 4e unité de la centrale nucléaire de Cernavoda, dans le sud-est. Virgil Popescu a rencontré les représentants de la compagnie NuScale, qui construit le petit réacteur modulaire de Doicesti, dans le sud de la Roumanie. « Aux côtés des partenaires américains, canadiens et français, nous modernisons et développons l’énergie nucléaire en Roumanie », a souligné le ministre de l’énergie.

    Numéros d’urgences – Les Roumains peuvent accéder plus facilement aux numéros d’urgences en Roumanie et à l’étranger, aux alertes européennes relatives aux produits alimentaires et non-alimentaires, ainsi qu’à la liste des unités d’hébergement classifiés et des agences de tourisme. Tout cela par le biais de l’application mobile Infocons, qui peut appeler les numéros d’urgences et offrir aussi des informations sur les temps d’attente aux postes-frontière de Roumanie tant à la sortie, qu’à l’entrée dans le pays. L’application est gratuite et utilisable tant dans les Etats de l’UE, que dans les Etats extracommunautaires. Elle contient plus de deux millions de produits, y compris la liste mise à jour des abris de protection civile de Roumanie.

    Agriculture – Le gouvernement de Bucarest a demandé à la Commission européenne d’approuver une avance allant de 70% à 85% des payements directs pour les mesures environnementales du Programme national de développement rural 2014 – 2022, afin d’aider les fermiers touchés par la sécheresse. Ce qui plus est, l’exécutif souhaite accorder des aides de 51,6 millions d’euros, dont 25,5 millions d’euros de fonds européens et le reste du budget national aux propriétaires de vergers et de vignes, mais aussi aux éleveurs de cochons et d’oiseaux. Conformément aux données du ministère de l’Agriculture, la sécheresse a compromis jusqu’ici près de 107 mille hectares de superficie agricole dans 20 départements de Roumanie.

    Covid – Le nombre des nouveaux cas de coronavirus a continué à progresser en Roumanie d’une semaine à l’autre. Lundi, il s’agissait de 5 000 cas de contamination dont près de 1 000 réinfections. Le même rythme de croissance a été constaté aussi dans le cas des patients des hôpitaux : à présent ils sont moins de 3 600 par rapport à 2 300 il y a une semaine. Entre temps, dans les sections de réanimation le bond est encore plus élevé – 204 cas graves de covid par rapport à 115. Le plus grand nombre de cas d’infection au virus SARS COV 2 ont été recensés à Bucarest et dans les départements de Cluj, Constanţa, Timiş et Braşov. Le taux d’infection officiel enregistré pour une période 14 jours au niveau national est de 2,1 cas d’infection par mille habitants. Les autorités n’ont adopté jusqu’ici aucune mesure anti-pandémie.

    Gaz – Les ministres de l’énergie de l’Union européenne se rencontrent aujourd’hui pour parler des plans de réduction de la dépendance du gaz russe. La Commission a proposé une réduction volontaire de la consommation de 15%, avec la possibilité d’introduire une obligation en cas d’urgence. Le plan s’est heurté à l’opposition de plusieurs Etats membres qui sont soit moins dépendantes du gaz russe, soit possèdent des stocks suffisants pour cet hiver. C’est pourquoi les diplomates européens ont modifié la proposition initiale pour que les ministres de l’énergie puissent l’approuver aujourd’hui. La variante vue par l’agence Reuters prévoit des dérogations à la limite de 15% et des exceptions pour le gaz utilisé par les industries critiques, telle la métallurgie. L’Europe se confronte déjà à la baisse de l’approvisionnement depuis la Russie et Gazprom a annoncé une nouvelle réduction du flux par le gazoduc North Stream 1. La Russie a été accusée d’utiliser l’énergie en tant qu’arme et la Commission européenne a averti qu’il s’agissait probablement d’un arrêt total de l’alimentation en gaz.

    Migrants – Plusieurs migrants ont été découverts lorsqu’ils tentaient de sortir de Roumanie par le poste frontière de la frontière Nădlac II (ouest), cachés dans les coffres de quatre voitures conduites par des chauffeurs roumains. Il s’agit de ressortissants du Maroc, d’Inde et de Syrie, qui souhaitaient arriver dans un Etat de l’espace Schengen. Ce qui plus est, au cours du contrôle d’un poids-lourd conduit également par un roumain, qui transportait de l’électroménager vers l’Espagne, les autorités ont découvert quatre Afghans demandeurs d’asile en Roumanie qui souhaitaient traverser illégalement la frontière avec la Hongrie.

    Diplomatie – Le ministre des Affaires étrangères et des expatriés de Jordanie, Ayman Safadi, est aujourd’hui en Roumanie à l’invitation du chef de la diplomatie roumaine, Bogdan Aurescu. La Jordanie est un des principaux partenaires de la Roumanie et de la région du Proche Orient, alors que la rencontre des deux dignitaires sera ciblée sur les perspectives et les moyens concrets de développer les relations roumano-jordaniennes sur les principaux secteurs de coopération : l’éducation, le commerce, l’agriculture, la médecine, l’informatique, la sécurité cybernétique, la défense, selon le ministère des Affaires Etrangères.

    Coronavirus — Près de 29 000 nouveaux cas d’infection au SARS-CoV-2 ont été enregistrés en 24 h, en Roumanie, et 108 décès, dont 2 antérieurs à la période de référence. Le taux de positivité est supérieur à 32,5 %. Le taux d’incidence calculé sur 14 jours est, pour Bucarest, supérieur à 28 cas par mille habitants — le plus grand jamais atteint jusqu’à présent. Rappelons que le plus grand nombre de cas de contamination au coronavirus depuis le début de la pandémie — 40 018 — a été enregistré le 1er février. La secrétaire d’Etat au ministère de la Santé, Adriana Pistol, affirme que le taux de reproduction du virus est à la baisse, mais que de nouvelles hausses du nombre d’infections sont encore attendues. Selon la même responsable de Bucarest, la Roumanie a adapté aux normes européennes la validité du Certificat Covid à présenter à l’entrée au pays, au moment de l’arrivée depuis un autre Etat membre de l’UE — soit 9 mois à compter de la dose de rappel. Après la dose booster, le certificat Covid est valable jusqu’au 31 décembre 2022. L’Union européenne n’a pas décidé d’un tel délai de validité pour l’heure. Autrement dit, pour franchir la frontière roumaine, toute personne devra présenter le résultat négatif d’un test PCR fait 72 h auparavant ou un certificat de rétablissement de la maladie datant de 180 jours tout au plus – ou encore le Certificat Covid numérique.



    Accord – La Roumanie pourrait signer un accord avec la Serbie à la fin du mois de mars pour la construction d’une autoroute reliant la ville de Timişoara de l’ouest de la Roumanie à la capitale serbe, Belgrade. Sorin Grindeanu, le ministre des Transports, a fait cette annonce suite à une rencontre avec les autorités serbes afin de discuter de ce projet. Selon l’étude de faisabilité, un tel projet coûterait plus de 14 millions de lei (soit environ 2,8 millions d’euros) et serait financé grâce à des fonds européens à hauteur de 85 %, les 15 % restants étant à la charge des intéressés. La durée du contrat pour élaborer l’étude de faisabilité est de 32 mois.



    Migrants — L’année 2021 a apporté une hausse du nombre de migrants qui ont tenté de franchir clandestinement la frontière de la Roumanie en provenance de Bulgarie. Il s’agit principalement de citoyens de Syrie, d’Irak, de Turquie ou d’Afghanistan. Le nombre d’arrivées illégales s’est accru de 280 % par rapport à 2020, année où les restrictions imposées par la pandémie ont réduit de manière drastique l’arrivée des migrants. Pour ce qui est des passeurs, ils proviennent de pays tels la Turquie, la Grèce ou la Bulgarie, mais aussi la Roumanie, informe l’Inspection territoriale de la police aux frontières de Giurgiu (sud).



    Nageur — Le nageur roumain Avram Iancu, bibliothécaire de son état, a reçu la distinction pour la performance de l’année 2021 dans le monde pour natation en eau libre. Le prix lui a été accordé par le forum mondial de spécialité, après que le Roumain eut réussi à parcourir, l’année dernière, 26 km à contre-courant sur le Danube, pendant plus de 18 h. C’est le premier Roumain à avoir réussi à réaliser la plus grande performance du monde pour la nage en eau libre. Après que son record a été homologué, Avram Iancu a été nominé pour ce prix et il a été voté en ligne par des supporters du monde entier. Ces 8 dernières années, il a réussi plusieurs performances notables, a traversé la Manche à la nage, sans costume de néoprène, a nagé tout le cours du Danube, depuis sa source jusqu’au delta, et a établi plusieurs records d’endurance.



    OTAN – L’OTAN doit trouver un successeur à son secrétaire général, Jens Stoltenberg, dont le mandat s’achève le 1er octobre, date à laquelle il prendra ses nouvelles fonctions en tant que gouverneur de la Banque centrale de Norvège. Selon l’agence de presse DPA, il n’existe pour le moment aucun candidat favori à la succession, même si les noms de l’ancienne Première ministre britannique Theresa May, du Premier ministre néerlandais Mark Rutte, de la cheffe du gouvernement estonien Kaja Kallas, de l’ancienne Haute représentante de l’Union européenne pour les Affaires étrangères et la politique de sécurité Federica Mogherini et du Président roumain Klaus Iohannis ont été évoqués. La décision des 30 Etats membres de l’OTAN sera annoncée au plus tard en juin, à l’occasion du sommet de l’Alliance. Au cours de la conférence de presse de vendredi, Jens Stoltenberg a promis de rester pleinement investi dans ses fonctions actuelles, et ce jusqu’à la fin de son mandat.



    Faux – Mihai Chirica, le maire libéral de la ville de Iaşi (est), la ville la plus peuplée de Roumanie après Bucarest, a été accusé de faux intellectuel et d’instigation à usurper des fonctions par les procureurs anticorruption. Placé sous contrôle juduiciaire pendant 60 jours, il n’a plus le droit d’exercer ses fonctions. Une enquête judiciaire a été ouverte contre Mihai Chirica et l’ancien adjoint au maire, Gabriel Harabagiu (PSD), par le Parquet national anticorruption pour avoir initié et signé des documents pour un immeuble qui aurait été construit et inscrit au cadastre au défi de la loi. L’USR, d’opposition, a estimé que le maire de Iaşi, champion du nombre des dossiers pénaux ouverts par le Parquet national anticorruption et la Direction pour l’investigation des infractions de crime organisé et de terrorisme, devait être destitué d’urgence du PNL et que des élections locales anticipées devaient se tenir.



    Rugby — La sélection nationale de rugby de la Roumanie a débuté par une victoire, 34 à 25, à domicile, à Bucarest, contre la Russie, dans une nouvelle édition de la Coupe d’Europe de rugby, seconde compétition continentale après le célèbre Tournoi des six nations. Le match fait également partie de la campagne de qualifications à la Coupe du monde accueillie par la France. Les équipes qui sont les deux premières classées, de manière cumulative, aux éditions 2021 et 2022 de la Coupe seront directement qualifiées au tournoi final. La troisième jouera dans les requalifications. Après la victoire contre les Russes, la Roumanie, qui rencontrera dans la prochaine étape la sélection du Portugal, toujours à domicile, a consolidé sa 2e position au classement, derrière la Géorgie.



    JO — Les sportifs roumains Daniel Andrei Cacina et Andrei Feldorean se sont qualifiés aujourd’hui à l’épreuve individuelle masculine de saut à ski depuis le tremplin normal, aux JO d’hiver de Pékin. A la base de Zhangjiakou, Cacina s’est classé 40e dans les qualifications, avec un saut de 83,3 m, pour lequel il s’est vu accorder 70,9 points, alors que Fedorean a occupé la 45e place, avec un saut de 76,5 m, noté 55 points. Les 50 premiers sportifs se sont qualifiés pour le concours proprement-dit, prévu dimanche. Dimanche, le Roumain Valentin Creţu évoluera dans ses deux derniers tours (3 et 4) en luge simple messieurs. La Roumanie participe avec 21 sportifs aux JO 2022, à sept disciplines : luge, bobsleigh, ski alpin, ski de fond, saut à ski, biathlon et patinage de vitesse.

    less than a week ago. Another 107 Covid-related fatalities have also been
    reported, 15 of them from a previous date. Meanwhile, in the capital Bucharest
    the infection rate dropped to 1.95 cases per thousand. A Tarom airliner
    is scheduled to repatriate the 36 Romanian nationals stranded in South Africa,
    after flights to and from that country were suspended in an attempt to prevent
    the spread of the new
    coronavirus variant Omicron.


    HOLIDAY As
    of this past weekend Romanians are enjoying a short holiday. With Tuesday,
    November 30th and Wednesday, December 1 official bank holidays, the
    government decided to make Monday a non-working day as well. Many Romanians
    chose to spend these days off in mountain or spa resorts, but city breaks in
    historical locations were also popular choices. On Tuesday, November 30,
    Orthodox Romanians celebrate St. Andrew, the patron saint of Romania. He spread
    the word of God in today’s Dobrogea, on the Black Sea coast. More than 900,000
    Romanians are named after him. On Wednesday, December 1, on Romania’s National
    Day, military parades and ceremonies will be held across the country, including
    in the capital Bucharest. Because of the pandemic, however, these events will be
    low-key. In many Romanian cities holiday street lights will be turned on that
    evening and Christmas fairs will be opened.


    HANUKKAH The Hanukkah tradition reinforces faith and hope among the
    members of the Jewish community, said the president of Romania Klaus Iohannis, in
    a message occasioned by this holiday. The Romanian official also mentioned in
    this context Romania’s commitment to preventing and fighting anti-Semitism. In
    turn, the PM Nicolae Ciucă and the Chamber of Deputies speaker Marcel Ciolacu
    took part on Sunday night at the National Opera House in Bucharest in a
    ceremony in which the first Hanukkah candle was lit. The 2 officials also
    mention that Israel is an important ally for Romania. The Festival of Lights, as the Hanukkah is also
    known, lasts for 8 days and commemorates the recovery of Jerusalem and subsequent
    rededication of the Second Temple following a historic battle for the Jewish
    people in the 2nd century BCE.


    MIGRANTS The president of the European Commission,
    Ursula von der Leyen, and the NATO secretary general, Jens Stoltenberg,
    promised to strengthen cooperation against the hybrid threats coming from
    Belarus and Rusia. The 2 officials Sunday made a joint visit to Lithuania and
    Latvia, which alongside Poland are facing an inflow of illegal migrants. Ursula
    Von der Leyen and Jens Stoltenberg accused Minsk of orchestrating the migrant
    crisis, viewed as a hybrid threat against the EU, but Belarus dismissed the
    accusations. The visit of the 2 officials comes ahead of a meeting of NATO
    foreign ministers on Tuesday and Wednesday in Latvia. Also attending will be
    the US secretary of state Antony Blinken. The participants in the meeting are
    expected to voice concerns over the Russian military build-up near the
    Ukrainian border.


    OMICRON World Health Organisation member states are
    analysing for the next 3 days a global response to the COVID-19 pandemic. The
    WHO has warned today that the new variant, Omicron, poses
    a very high global riskof infection surges, but has also emphasised that many uncertainties still
    exist with respect to the dangers and the transmission rate of this variant. G7
    health ministers are taking part in an online conference on the Omicron
    variant, first identified in South Africa. Omicron has been found in other
    parts of the world, including the Netherlands, Denmark and Australia’. Several
    countries have already suspended flights to and from countries in the south of
