    BANK – The
    foreign currency reserves of the National Bank of Romania were in excess of EUR
    53 bln at the end of April, up 0.21% compared to the previous month. The gold
    reserves stay at 103.6 tons. High forex reserves ensure investor confidence,
    analysts explain, adding that this was mostly due to EU fund receipts.




    UNEMPLOYMENT
    – The unemployment rate in Romania dropped slightly, from 5.5% in February to
    5.4% in March, but unemployment among youth remains high, at 22.2%, the
    National Statistics Institute reports. The number of people between the ages of
    15 and 74 receiving unemployment benefits in March was over 453,000, a decrease
    compared both to the previous month of this year and to the corresponding
    period in 2022. Among men, the rate was 5.8%, whereas the proportion of unemployed
    women was 5%. For adults aged 25 to 74, the unemployment rate stood at 4.4%.




    SOLIDARITY
    TAX – The Chamber of Deputies on Wednesday passed a decree introducing a
    solidarity tax to be levied on companies operating in the field of extracting
    and refining oil, natural gas and coal. On Tuesday, the Senate reexamined the
    law, eliminating the 60% contribution from the companies’ excess profits.
    However, under an amendment tabled by coalition parties, a €70 fee per ton of
    refined oil has been added. Companies that reported no production in the
    2018-2021 period are exempt from this tax. The USR opposition party has
    criticized the law, arguing it is designed to exempt certain companies from
    paying this tax.




    MILK -
    Nearly 80% of Romanian milk processors have signed an agreement designed to
    reduce shelf prices for this product, the Competition Council announced on
    Wednesday. The agreement has come into force at the start of May, but some
    price drop-offs are lower because contracts between retailers and processors
    are still being renegotiated. Over the next 6 months, processors and traders pledged
    to share a reduction in milk prices when shelf prices exceed €1.4, which could
    prompt a 20% drop in prices.




    INCIDENT
    – Eight children and a security guard are dead after a shooting in a school in
    Belgrade. According to local police, a 14-year-old student has been arrested in
    connection to the attack. The incident caused a public shock in Serbia, where
    despite the large number of gun permits, shootings are very rare and have never
    before occurred in schools. The authorities have decreed a three-day national
    mourning in memory of the victims.




    GRAIN – The
    European Commission announced exceptional and temporary measures on imports of
    a limited number of products from Ukraine. They concern only 4 products-wheat,
    maize, rapeseed and sunflower seed-and are designed to alleviate logistical bottlenecks
    concerning these products in Bulgaria, Hungary, Poland, Romania and Slovakia.
    Meanwhile, Romania will receive an additional EUR 30 bln to support farmers
    affected by the cheap grains imports from Ukraine. Stay tuned for details after

    CORONATION
    – Margareta, Custodian of the Crown of Romania, and the Prince Consort, will
    take part on Saturday in the coronation of King Charles III of the United
    Kingdom of Great Britain and Northern Ireland, the Royal House of Romania
    announced on Wednesday in a Facebook post. In the 157 years of existence of the
    Royal House of Romania, the connection with the British royal family has been
    steady, based on admiration, respect and affection, both in its official
    dimension, representing the two nations, and in its private, family aspect,
    reads the post. The Royal House adds that this reliable relationship has
    spanned the 19th, 20th and 21st centuries and
    five generations.

    MAY DAY – The Romanian Black Sea coast was the favorite destination
    of Romanians for the May Day mini-holiday celebrating Labor Day. Over 85,000 young
    people attended the music festival held in the resort of Costinești. Meanwhile, the Sunwaves festival
    continues in Mamaia, in addition to other public events. So far, the Interior
    Ministry did not report any major incidents, although it has identified 125
    people who consumed illegal substances, whereas 300 people needed medical
    assistance, including hospitalization. A foreign national who wanted to sell
    drugs is now being investigated after police officers found him in possession
    of 200 grams of ketamine, devices for preparing and wrapping drugs and money
    obtained from drug trafficking. He has been placed on pre-trial arrest for 30
    days.




    EXHIBITION – The Communism Remembrance Museum in Brașov (central
    Romania) is hosting the temporary exhibition dubbed May 1 – A Workers’
    Holiday. The exhibition displays a collection of photos and items recalling
    the way Labor Day used to be celebrated in the past, when it was one of the
    major holidays marked by communist authorities. Images capture snapshots of
    parades, pageants as well as the crowds attending the events marking this
    holiday prior to 1989. Also on show are various banners displayed by workers
    during these rallies. Organizers want the exhibition to make a thought-provoking
    comparison with the way May 1 is celebrated today, when Romanians usually relax
    outdoors alongside their families and friends. The temporary exhibition stays
    open until May 31.




    NEW REGULATIONS – Starting May 1, the government in Bucharest has
    renounced flexible measures on the non-commercial circulation of pets from
    Ukraine, the National Sanitary, Veterinary and Animal Safety Authority (ANSVSA)
    has announced. The measures were adopted last year to help support Ukrainian
    refugees who crossed the border accompanied by pets. Under the new rules,
    Ukrainian pet owners must now provide evidence of a rabies titre test. Also
    starting May 1, new regulations will apply for Ukrainian refugees seeking
    financial assistance in Romania. They will receive a monthly flat-rate
    allowance for four months to cover their daily expenses in terms of
    accommodation and food. The money will be disbursed by inspectorates for
    emergency situations. At the end of the four-month period, the financial
    assistance will address only accommodation expenses only, while refugees are
    encouraged to register with employment agencies by the end of the year in order
    to have access to all measures designed to support them find employment or
    secure unemployment benefits. The same measures apply to Romanian citizens,
    government spokesman Dan Cărbunaru
    has said.

    May 1, according to an agreement stipulating that processors and traders must
    apply a 10% reduction each if the price exceeds €1.4 per liter. The agreement
    will remain in place for the next six months, while all large trade networks
    have agreed to sign. However, it may take a few months before the measure is
    applied in all stores. Competition Council president Bogdan Chirițoiu said
    contracts must be renegotiated with each producer while existing stocks must
    first be depleted.




    WAGNER – The owner of Wagner PMC, Russian oligarch Yevgeny
    Prigozhin, has again complained that his troops, who were engaged in frontline
    battles for the capture of Bakhmut in eastern Ukraine, have run out of ammo and
    has warned a Ukrainian counteroffensive could spell tragedy for Russia. We
    only receive 10-15% of the ammo we need, Prigozhin argued, blaming Russian
    high-ranking commanders. The oligarch has locked horns with Russian army
    generals whom he accuses of purposefully not supplying enough ammo to Wagner
    troops. Prigozhin has publicly lashed out at Defense Minister Sergei Shoigu. Kyiv
    officials last week said preparations for a new counteroffensive are almost
    complete.




    TENNIS -
    Romanian tennis player Irina Begu on Monday advanced to the Mutua Madrid Open
    quarterfinals after knocking out Liudmila Samsonova of Russia, 6-4, 6-4. Seeded
    31 in the competition, 32-year-old Begu has secured a 161 thousand-Euro check
    and 215 WTA points. In the next phase she will play the winner of the match
    pitting local favorite Paula Badosa of Spain against Maria Sakkari of Greece. (VP)

    MAY DAY – The Romanian Black Sea coast was the favorite destination
    of Romanians for the May Day mini-holiday celebrating Labor Day. Over 75,000
    tourists celebrated this holiday on the seacoast, also attending various music
    and gastronomy festivals in the resorts of Costinești, Mamaia, Constanța or
    Vama Veche. Music festivals are scheduled to end on May 3. Many Romanians also
    chose to spend the holiday on Prahova Valley or in the Danube Delta, spending
    their time outdoors for picnics or barbecues. Over 400 festivals, concerts,
    trade fairs and sports competitions took place over the May Day long weekend
    across the country. The Interior Ministry mobilized some 24,000 police
    officers, gendarmes and firefighters across the country to prevent and combat
    crime, fluidize road traffic and reduce waiting times at border checkpoints as
    well as to ensure order and safety in various public events. The Border Police
    also took measures to optimize customs procedures and reduce waiting times, with
    a focus on crossing points on the Hungarian and Bulgarian borders.

    ASSISTANCE – Starting May 1 the government in Bucharest has changed
    the manner of providing financial assistance to Ukrainian refugees. Under the
    new regulations, the money will be wired to refugees directly instead of the
    families hosting them. The refugees will benefit from unconditional support for
    a month, while over the next three months they will have to find employment and
    enroll their children in schooling units, if they want to remain eligible for
    assistance starting the fifth month.

    HANDBALL – The Romanian men’s handball team has secured
    qualification to the EHF EURO 2024 European Championship despite losing to
    Ukraine 31-26 on Sunday in Germany in the final match of the Group 4
    preliminaries. Romania last qualified to the European championship in 1996. In
    the other group fixture, Austria defeated the Faeroe Islands. Austria ranked
    first in the group tables, followed by Romania, the Faeroe Islands and Ukraine.
    The top two teams in each preliminary group qualify to the final tournament,
    alongside four of the third best-place teams. The 2024 European Championship
    will be hosted by Germany over January 10 – 28, 2024. In news from women’s
    handball, both Rapid Bucharest and CSM Bucharest lost in the first leg of the
