Romanian cinema wins recognition in Cannes

The
Romanian filmmaker Alexandru Belc won the award for best director in the Un
Certain Regard section of the Cannes International Film Festival, for his
film ‘Metronome’.

The
film tells
the story of two high school students who fall in love and write letters on the
show Free Metronome in Free Europe, while Ion Ţiriac and Ilie Năstase play
America in the 1972 Davis Cup final. When the boy and his family are allowed to
leave the country, the two teenagers know they have to part, but they don’t
expect that their last days together would be decisive for their whole lives.

‘Metronome’
is the feature debut of director Alexandru Belc, previously known for his documentaries
‘Cinema, mon amour’ (2015) and ‘8 March’ (2012). The cast includes Mara
Bugarin, Şerban Lazarovici, Mara Vicol, Vlad Ivanov, Mihai Călin and Andreea
Bibiri. Un Certain Regard is a Cannes Festival section devoted to
films with unusual styles by emerging directors seeking international
recognition.

Taking
part in the Cannes official competition was, among others, R.M.N, by
the Romanian director Cristian Mungiu, a well-known presence in the festival. He
is the winner of a Palme d’Or trophy in 2007, for his 4 months, 3 weeks
and 2 days, of an award for best screenplay in 2012, for his Beyond
the Hills and of an award for best director, in 2016, with Graduation.
R.M.N. is, according to the Hollywood
Reporter, a fascinating, very human exploration of the many problems faced by
Romania.

Another
Romanian presence in this year’s festival was the director Radu Jude, with his
world premiere of the short film The Potemkinists, in the Directors’
Fortnight (‘Quinzaine des Realisateurs’) section.

The
Romanian actress Cosmina Stratan, awarded in Cannes 10 years ago for her part
in Cristian Mungiu’s Beyond the Hills, this year featured in ‘Frere et
soeur’, alongside Marion Cotillard and Melvil Poupaud. Arnaud Desplechin’s film
was selected in the festival’s official competition.

In
turn, the Romanian producer Diana Păroiu was selected by European Film
Promotion and took part in ‘Producers on the Move’, a prestigious programme
that has been a part of the Cannes Festival for 22 years. (AMP)

ECONOMY Seven countries, including Romania, continue to
experience imbalances, the European Commission announced on Monday, having
assessed the existence of macroeconomic imbalances for the 12 Member States
selected for in-depth reviews in the 2022 Alert Mechanism Report. The
Commission points out that vulnerabilities in Romania’s economy relate to
external accounts, linked to large fiscal deficits, and to competitiveness
issues that are re-emerging. Large fiscal deficits pre-date the COVID-19 crisis
and have driven up the current account deficit, which poses risks to external
debt sustainability. Government debt increased significantly, although from
moderate levels, sovereign borrowing costs kept growing, while bureaucracy and
a volatile legislative framework will be a burden for investments, the
Commission warns.

RECOVERY The first payment request under the National Recovery and
Resilience Plan, amounting to EUR 3 bln, will be submitted to the European
Commission, PM Nicolae Ciucă announced on Monday. The money will finance
projects in all the sections of the Plan and will impact several strategic
sectors for Romania. PM Nicolae Ciuca appreciated the efforts of the
institutions involved in the management of the RRP and asked for a steady pace
in the efficient and high-quality implementation of the reforms and investment
projects. This is an effort that must be carried on and extended in order for
Romania to benefit from the EUR 30 bln available under the RRP for
modernisation and development projects, Ciucă said.

UKRAINE The number of people forced to flee conflict, violence, human
rights violations and persecutions has exceeded 100 million for the first time,
as a result of the war in Ukraine and other deadly conflicts, shows a statement
from the UN High Commissioner for Refugees (UNHCR). The figure is staggering,
worrying and should have never been reached, said UN High Commissioner for
Refugees Filippo Grandi. By the end of 2021, the number of displaced people had
reached 90 million worldwide, due to new waves of violence or protracted
conflicts in countries such as Ethiopia, Burkina Faso, Myanmar, Nigeria,
Afghanistan and the Democratic Republic of Congo. On February 24, the Russian
President Vladimir Putin ordered the invasion of neighbouring Ukraine, throwing
further millions of people into the streets to flee fighting and reach less
exposed regions or other countries. Europe has not seen such a rapid inflow of
refugees since the end of World War II, UNHCR points out. Nearly 6.5 million
Ukrainians have left the country, mostly women and children, and the UN
estimates that their number could exceed 8 million by the end of the year.

this evil that has been gnawing at them, AFP reports. Mungiu is in the race for
a second Palme d’Or Prize, 15 years after his ‘4 months, 3 weeks and 2 days’.
The film title, ‘R.M.N.’, refers to the medical term MRI – magnetic resonance
imaging: Mungiu scans the underbelly of populism, an evil that has metastasized
in a still traditional village, on the borders of Europe, AFP reports. ‘I hope
that the public do not easily shy away from their responsibilities, do not
think that this is happening in a remote, wild land. I’m afraid that’s not the
case,’ said director Mungiu. The film takes place a few days before Christmas,
in a village in Transylvania, where the Roma population disappeared, driven
away by the inhabitants and the force of prejudice, and where the new ‘cursed
people of the Earth’ appeared: Sri Lankan workers, brought to work at the local

Fiscal code – The Romanian Finance Ministry is analyzing a possible amendment to the Fiscal Code this week, after the National Liberal Party – PNL and the Social Democratic Party – PSD agreed that the collection of funds to the state budget should be improved. The Social Democrats are talking about the opportunity to return to progressive taxation, and the Liberals are defending the flat tax, which they say they are not willing to give up. Both parties give assurances that there will be no new taxes and duties for Romanians.

Refugees — The number of Ukrainian citizens who entered Romania on Sunday decreased by 17.4% as compared to the previous day, according to a communiqué of the Border Police General Inspectorate, issued on Monday. Since the onset of the crisis until Sunday, more than a million Ukrainian citizens have entered Romania. The Interior Ministry also states that the occupancy rate in the accommodation centers of the General Inspectorate for Immigration is almost 47%. Since March 18, the same Inspectorate has issued 27,353 residence permits for beneficiaries of temporary protection. Equally, since the beginning of the conflict in Ukraine, 4,349 Ukrainian citizens have applied for asylum in Romania, enjoying all the rights provided by national law.

Tennis — The Romanian tennis player Gabriela Ruse was defeated on Sunday evening by the Belgian Elise Mertens, seed no. 31, in the first round of the Roland Garros Grand Slam tournament. Also on Sunday, Sorana Cîrstea qualified to the second round, after defeating the German Tatjana Maria. Today, Irina Begu and Ana Bogdan will play at the French Open, and tomorrow three other Romanians Simona Halep, Irina Bara and Mihaela Buzărnescu will play in the inaugural round. Halep, seed no. 19, is a Roland Garros champion in 2018 and a finalist in 2014 and 2017. (LS)

WARNING Meteorologists have issued yellow warnings for extremely hot weather
in 25 counties in southern and western Romania where the discomfort index will
remain high. Showers are expected in the mountains while in the rest of the
territory highs will be ranging between 29 and 37 degrees. Floods have caused damage
in Alba County, central-western Romania, where hundreds have been evacuated.
Roads have been blocked and cars swept away while a series of events scheduled
for this weekend have been cancelled.

HOMAGE Seven years on from the MH-17 aviation disaster, the Romanian Foreign
Ministry paid homage to the 298 people on board, including a Romanian citizen,
who lost their lives in the incident. Romania believes the culprits must be
brought to court and hails the criminal procedures underway in the Netherlands,
under the Dutch legislation. We recall the MH-17 aircraft belonging to Malaysia
Airlines, was shot down over eastern Ukraine while flying from Amsterdam to
Kuala Lumpur. Dutch prosecutors launched criminal proceedings against four
suspects in June 2020 and started to investigate evidence a year later.

EXTREME WEATHER The death toll from devastating floods across parts of Western Germany rose
to 130 on Saturday, while more than one thousand people are still unaccounted
for. Germany and Belgium have for several days been affected by unprecedented
torrential rains, which damaged several towns and villages. The most affected
region is Rhineland-Palatinate where the police believe the death toll could
get higher. About 700 residents were evacuated on Friday after a dam burst near
Cologne. Water levels remain high in many localities sweeping away cars and
making houses to collapse in the worst natural disaster to have struck Germany
in the past 50 years. Entire communities have been stranded and left without
electricity and communications. A death toll over 20 has prompted the Belgian government
to declare a day of national mourning. Torrential rains have also affected the
Netherlands and Luxembourg.

TENNIS Romanian-German pair Horia Tecau/Kevin Krawietz on Saturday qualified
for the finals of the doubles contest in the tennis tournament in Hamburg with
over one million Euros in prize money after a straight 6-3, 6-4 win against US
challenger Jamie Cerretani and Hans Hach Verdugo of Mexico. Top seeds Tecau and
Krawietz are to take on Tim Puetz of Germany and Michael Venus of New Zealand.
This would be Krawietz and Tecau’s fourth finals together and their second on a
clay court. They obtained their first title in Halle last month after finals
played in Rotterdam and Barcelona.

FILM
La Civil, a Romanian-Belgian-Mexican production directed by Romanian Teodora
Ana Mihai on Friday was awarded Prix de L’Audace of the Un certain regard section
of the 74th edition of the Film festival in Cannes. Among its
producers are the famous Romanian director Cristian Mungiu and the Belgian
brothers Luc and Jean-Pierre Dardenne. The film tells the story of Cielo, a
Mexican mother searching for her daughter who has been abducted by members of a
drug cartel. As the local authorities fail to help her, Cielo takes things into
her own hands and gradually turns from housewife into an avenging activist.
Russian filmmaker Kira Kovalenko has got the top prize in ‘Un certain regard’
for her movie ‘Unclenching the Fists’.

COVID-19 Romania has a ‘window of opportunity’ of at least 6 weeks to get ready
for the moment in which the highly-contagious Delta variant is going to rise
significantly and create problems, says Andrei Baciu, secretary of state with
the Health Ministry in Bucharest. Authorities in Romania are presently targeting
the country’s rural areas to step up the vaccine rollout. According to Baciu,
no significant vaccination initiatives have been carried out in 25-30 % of
Romania’s communes and villages. The number of infections with the novel
coronavirus remains low in Romania amid fears of the highly-contagious Delta
variant, which the authorities believe will become dominant this autumn. In
spite of the sustained pro-vaccination campaigns, the threshold of 5 million
fully-vaccinated Romanians has not been reached yet, a month and a half after
the term initially set by the authorities. 49 new infections were reported on
Saturday as well as two Covid-related fatalities.

COVID-19 The latest developments in the COVID-19 pandemic indicate this is the best situation Romania has seen in the past year. Authorities on Monday announced 89 new cases and 63 related fatalities. 17 hundred patients are presently being treated in hospitals out of which 315 are in intensive care. 96% out of those infected since the beginning of the pandemic have been cured. The capital city Bucharest and all the counties are in the so-called green zone with less than 1 per thousand infections. Most of the cases have been reported in Bucharest, 15. No infection has been reported in 14 other Romanian counties. The vaccine rollout continues all over the country and since its onset in late December 2020, 4.4 million people have been vaccinated.

FILM Romanian director Andrei Epures short reel, Intercom 15, has been shortlisted for the 60th edition of the Semaine de la Critique (the International Critics Week) of the French Film Festival in Cannes in July, the organizers of the event announced on Monday. The film tells the story of several residents who discover an unconscious woman lying in front of a block of flats. Even though the woman lives on the third floor, nobody knows her name. While waiting for paramedics, the neighbours are reflecting on the womans life and their own. This year the jury of Semaine de la Critique is to be presided by another Romanian director, Cristian Mungiu, who in 2007 got the Palme dOr award for his film 4 Months, 3 Weeks and 2 Days, in 2012 he was awarded for best screenplay with his film Beyond the hills and in 2016 with Graduation got the best director award. La Civil, a Romanian-Belgian-Mexican production directed by Teodora Ana Mihai has been shortlisted for the Un Certain Regard section of the aforementioned festival. The film tells the story of a mother who decides to take action after her daughter has been kidnapped in Mexico.

SURVEY The monthly average total income per household in Romania stood at some 1,000 euros in 2020, with 83% going to expenses, shows a report from the National Institute for Statistics published on Monday. Salaries and associated incomes accounted for the most important source of household income last year, at 68.2%, down 0.4% compared with the previous year. A household spent on average 888 euros a month, down 1.6% compared with the previous year. The report shows that household spending mainly covered food and non-food products, services, transfers to the public and private administration and social security contributions in the form of tax and other duties, as well as needs related to household production.

EU The EU Justice and Home Affairs Council is meeting for two days, Monday and Tuesday, in Luxembourg. On the first day, EU justice ministers were discussing ways to combat illegal online content, e-justice and the protection of vulnerable adults. On Tuesday, talks are expected to focus on ways to combat crime and terrorism, migration and asylum. A special subject on the agenda will be the strategy for the Schengen free movement area, with a plan to reform it being presented last week in Brussels. The EU commissioner for home affairs Ylva Johansson stood for the entry of Romania, Bulgaria and Croatia to Schengen as soon as possible. The European Commission recalls in its strategy that Romania and Bulgaria, and recently also Croatia, received positive evaluations with respect to their Schengen accession. 22 EU member states are currently in the Schengen area, as well as Iceland, Liechtenstein, Norway and Switzerland.

5G The decision-making Senate in Bucharest on Monday endorsed a draft law initiated by the government on measures referring to IT&C structures of national interest and the conditions of implementing 5G networks. The law is aimed at passing a series of measures referring to authorizing the producers of technologies, equipment and software programmes used within the IT&C infrastructure of national interest as well as in the electronic communication networks providing electronic communication services of 5G type with a view to preventing, combating and eliminating risks, threats and vulnerabilities to national defence and security. Under an amendment by the legal, economic and defence committees within the Senate, the users, which have had their permits withdrawn, are allowed to use the network equipment for 7 more years only. At the same time, communication providers are allowed to use in 5G networks only technologies, equipment and software programmes from authorized producers only by means of a permit issued by the countrys Higher Defence Council. The new 5G network is able to transfer a much bigger volume of data at a much higher speed.

Vaccination -
La campagne de vaccination anticovid se poursuit en Roumanie. 128 000 doses du
vaccin Moderna doivent être livrées ce vendredi. Depuis décembre 2020, la
Roumanie a administré presque 8 millions de doses, en immunisant plus de 4,3
millions de personnes dont la plupart de deux doses. En ce moment, tous les
départements roumains sont en vert et le taux de contamination est en dessous
d’un cas pour mille habitants. Vendredi,
les chiffres officiels ont fait état de 225 nouveaux cas de contamination au
Sars-Cov-2 sur près de 33.000 tests effectués. 341 malades de Covid-19 sont
actuellement en soins intensifs. Par ailleurs, le certificat numérique de
vaccination sera lancé le 1er juillet au niveau européen et la Roumanie est en
bonne voie pour respecter ce délai, a annoncé Andrei Baciu, secrétaire d’Etat
auprès du ministère de la Santé. Le certificat COVID numérique de l’UE est une
preuve attestant qu’une personne a été vaccinée contre la COVID-19, a reçu un
résultat de test négatif, ou a guéri de la maladie.

PNRR – Le Plan
national de redressement et de résilience (PNRR) envoyé par la Roumanie à
Bruxelles vise entre autres à faire croître les pensions de retraite trop
basses et à recalculer toutes les retraites, affirme le ministre des
Investissements et des projets européens, Cristian Ghinea. Dans une interview
pour la radio publique roumaine, il a assuré que les pensions de retraite
n’allaient pas diminuer et que l’âge de retraite n’allait pas être avancé. Les
taxes n’augmenteront non plus, aux dires du ministre Ghinea. Selon celui-ci,
cet énorme paquet de financement offert par l’UE est conditionné par des
réformes à même de corriger les déséquilibres. Par conséquent, l’Education, la
Santé, les Transports, l’infrastructure routière, la numérisation et la réforme
de l’administration sont les principaux domaines visés par le Plan et dans
lesquels Bucarest souhaite investir les quelque 30 milliards d’euros demandés à
la Commission européenne. La Roumanie allouera des fonds importants aux
réformes fiscales et la réforme du système des retraites. Le PNRR comporte
aussi des mesures visant les transports durables, l’éducation, l’assistance
médicale, la réhabilitation des bâtiments ou encore la numérisation de
l’administration publique. Qui plus est, tous ces projets doivent être
finalisés avant 2026.

Electroménagers
– Une nouvelle étape du programme « Le tacot » pour les appareils
électroménagers démarre ce vendredi en Roumanie. Le programme offre des
réductions de prix pour de nouveaux appareils en échange pour les vieux qui
seront recyclés. Les Roumains peuvent donc réserver en ligne des vouchers de
400 lei (80 euros) pour des télés, de 500 lei (100 euros) pour des ordinateurs
portables et de 300 lei (70 euros) pour des tablettes. Une fois les tickets
validés, il faut apporter son vieil appareil au magasin et choisir un nouvel
objet. Cette étape se déroule jusqu’au 17 juin. Puis, entre le 18 juin et le 1
juillet il sera possible de se procurer de la même manière des aspirateurs, des
climatisations et des sèche-cheveux.

Cannes – Le
réalisateur roumain Cristian Mungiu sera le président du jury de la section
« Semaine de la critique », une section parallèle du Festival
international du film de Cannes qui se tiendra du 6 au 17 juillet. Pour rappel,
en 2002 Cristian Mungiu a présenté au festival français son film de début
« Occident » dans la section « Quinzaine de réalisateurs ». En 2007
il a décroché la Palme d’or pour son long-métrage « 4 mois, 3 semaines et
2 jours ». Puis, en 2012, son film « Beyond the Hills » (După dealuri)
était récompensé du prix du meilleur scénario. Enfin, en 2016, Cristian Mungiu
était sacré meilleur réalisateur pour son long-métrage « Baccalauréat ».
Scénariste et producteur, il a été également président du jury de la
Cinéfondation and Short Film de Cannes en 2017.

Euro 2020 -
Les matchs de football accueillis par Bucarest dans le cadre de l’Euro 2020 ne
dépasseront pas 25 % de la capacité de l’Arène nationale. Seul le match des 8e
de finale pourra accueillir le public à hauteur de 50% des places. L’annonce a
été faite par le ministre roumain de la Jeunesse et du sport, Eduard Novak.
Cette décision est en accord avec les recommandations de l’UEFA censées ne pas
mettre en danger les mesures de sécurité. Notons que Bucarest accueillera 3 matchs
du Groupe C de l’Euro 2020 : Autriche – Macédoine du Nord, Ukraine -
Macédoine du Nord et Ukraine – Autriche, ainsi qu’un match des 8e de
finale. Prévue initialement pour 2020, la compétition a été reportée en raison
de la pandémie de coronavirus. Cette édition marque les 60 ans écoulés depuis
le premier Championnat d’Europe de football, elle aura lieu du 11 juin au 11
juillet dans 11 villes européennes.

Tennis – Deux sportives
roumaines jouent ce vendredi au 3e tour du tournoi de Roland Garros.
Sorana Cîrstea affronte la Russe Daria Kasatkina, et Ana Bogdan aura pour
adversaire Paula Badosa Gibert d’Espagne. A l’épreuve de double messieurs, le
Roumain Horia Tecău et l’Allemand Kevin Krawietz, jouent contre le duo formé de
Yen-Hsun Lu du Taiwan et Yoshihito Nishioka du Japon. Jeudi, la paire Irina
Begu de Roumanie – Nadia Podoroska d’Argentine s’est qualifiée au deuxième
round du tournoi de Roland Garros après avoir vaincu par 6-3, 6-1 la paire
française Estelle Cascino – Jessika Ponchet. Victoire également pour la paire
roumano – lettone Monica Niculescu/ Jelena Ostapenko face à Aliaksandra Sasnovich de Bélarus et Marta
Kostyuk d’Ukraine.

Météo – Le
temps s’améliore en Roumanie, après une semaine plutôt morose et pluvieuse. On
attend toujours des précipitations et des phénomènes orageux dans le sud, le
centre et en montagne. Les températures sont à la hausse, avec des maxima qui
iront de 18 à 26 degrés. 23 degrés et un peu de soleil à midi à Bucarest.

Quel avenir pour les salles publiques de cinéma?

Les Films de Cannes à Bucarest, arrivé à sa 9ème édition, est un événement déjà bien connu par les cinéphiles roumains. C’est le rendez-vous de l’automne devenu incontournable dans la capitale et dans plusieurs villes de Roumanie. L’événement a été initié en 2010 par le réalisateur Cristian Mungiu, le seul réalisateur roumain à avoir gagné, en 2007, la prestigieuse Palme d’Or. Les Films de Cannes à Bucarest bénéficie chaque année d’une programmation très riche : les films primés à Cannes et dans d’autres festivals prestigieux et les dernières productions roumaines en avant-première. Tout se passe en compagnie d’invités de Roumanie et de l’étranger et vise à créer un dialogue avec le public par l’organisation de nombreux moments de rencontre. Une des rencontres de cette dernière édition a attaqué le fâcheux sujet de l’avenir des salles publiques de cinéma en Roumanie. Elena Diaconu y était présente. Tausende Rumänen sind am Samstag in der Hauptstadt Bukarest und in mehreren rumänischen Gro‎ßstädten auf die Stra‎ße gegangen, um an der gro‎ßangelegten Demonstration mit dem Motto Ja zu Europa, Nein zur Diktatur“ teilzunehmen. Die Demonstranten protestierten gegen die Regierungskoalition der Sozialdemokratischen Partei und der Allianz der Liberalen und Demokraten (PSD-ALDE). Die Regierungskoalition habe seine Wahlversprechen nicht eingehalten, habe Rumänien der europäischen und demokratischen Standards ferngehalten und würde das Land in Richtung eines politischen Regimes führen, in dem nur das Interesse der politischen Machthaber regiert, klagten die protestierenden Bürger. Die Demonstranten forderten den Rücktritt der Premierministerin und der Vorsitzenden der zwei Kammer des rumänischen Parlaments. Zu den antidemokratischen Aktionen der Regierungskoalition gehören die Änderung des Strafgesetzbuches und der Strafproze‎ßordnung, die willkürlichen Geldstrafen, die von der Gendarmerie verhängt werden und die Änderung der Gesetze ohne öffentlichen Besprechungen, so die Organisatoren der Protestdemonstration. Die im Ausland lebenden rumänischen Bürger erklärten sich solidarisch mit den in der Heimat lebenden Rumänen, die auf der Stra‎ße protestierten.

Bei ihrem Vatikan-Besuch führte Rumäniens Premierministerin, Viorica Dăncilă, ein Telefongespräch mit seiner Heiligkeit Siluan, dem Bischof des Rumänischen Orthodoxen Bistums in Italien, der sich zur Zeit auf einem Besuch in Paris befindet. Dabei erwähnte Premierministerin Dăncilă Aspekte ihres Vatikan-Besuches und hob die exzellenten bilateralen Beziehungen hervor. Viorica Dăncilă würdigte die Unterstützung der orthodoxen Kirche für die rumänischen Gemeinden im Ausland, vor allem in Italien, und sprach auch über die Bedeutung der Kirche im Leben der Rumänen, die im Ausland leben. Die Bukarester Behörden respektieren die Rechte der rumänischen Gemeinden und die Rolle der religiösen Kulten bei der Bewahrung der spirituellen und sprachlichen Identität, sagte noch die rumänische Premierministerin. Am Samstag ist Viorica Dăncilă mit rumänischen Studenten, die an den päpstlichen Universitäten studieren, zusammengekommen. Am Freitag wurde Viorica Dăncilă vom Papst Franziskus empfangen. Laut einer Mitteilung der Bukarester Regierung habe sich die rumänische Premierministerin bei seiner Heiligkeit für die besondere Aufmerksamkeit bedankt, die Papst Franziskus ständig den Beziehungen zu Rumänien geschenkt hat. Im Anschlu‎ß drückte die rumänische Premierministerin ihre Hoffnung aus, dass der Papst einen Rumänien-Besuch unternehmen wird. Der Vatikan-Besuch der rumänischen Premierministerin findet vor dem Hintergrund der sehr guten bilateralen Beziehungen, im Jubiläumsjahr der Gro‎ßen Vereinigung Rumäniens statt. Zu diesem Anla‎ß werden am Heiligen Stuhl mehrere kulturelle und akademische Veranstaltungen organisiert.

Bei der 71. Auflage des Filmfestivals in Cannes kämpfen 21 Streifen um den Gro‎ßen Preis Palme d’Or, der am 19. Mai verliehen wird. In der offiziellen Auswahl wird Rumänien dieses Jahr in der Sektion Cinefondation mit dem Kurzfilm “Albastru şi roşu, în proporţii egale” (Blau und Rot, im gleichen Verhältnis), der Regisseurin Georgiana Moldoveanu, vertreten. Die aus Rumänien abstammende Regisseurin Marta Bergmann beteiligt sich in der parallellen Sektion ACID mit ihrem ersten abendfüllnden Spielfilm Seule a mon mariage“, einer französisch-belgischen Koproduktion. Im Rahmen des Programms “Romanian Short Waves”, das seit 2008 in Cannes 120 Minuten mit rumänischen Kurzfilmen präsentiert, werden dieses Jahr 14 Produktionen vorgeführt. Weitere drei rumänische Kurzfilme laufen in der Sektion Short Film Corner”. Der bekannte rumänische Regisseur Cristian Mungiu leitet das Programm La Fabrique Cinéma”, das in Zusammenarbeit mit dem Festival in Cannes die Filmregisseure und Filmproduzenten aus den Schwellenländern unterstützt.

Kunstwerke in Wert von etwa 10 Millionen Euro, die aus wichtigen Privatsammlungen, aus dem Centre Pompidou in Paris und aus der Sammlung des ehemaligen kommunistischen Diktators Nicolae Ceausescu abstammen, können bis zum 20. Mai auf der Bukarester Ausstellung Art Safari” besichtigt werden. Das wertvollste Ausstellungsstück ist ein Werk von Constantin Brancusi, mit einem 7-stelligen Wert, das von einer Privatsammlung ausgeliehen wurde, erklärte die Direktorin der Ausstellung Art Safari Bukarest”, Ioana Ciocan. Die Ausstellung Art Safari”, die auf dem Platz George Enescu, vor dem Bukarester Athäneum, eingerichtet wurde, hat dieses Jahr ihre 5. Auflage erreicht.

In der Stadt Suceava (im Norden Rumäniens) findet bis zum 20. Mai das Theaterfestival Matei Vişniec“ statt. An dem Festival, das mehr als 60 Theateraufführungen für alle Publikumsschichten und alle Altersgruppen bietet, beteiligen sich mehr als 300 Gäste — Schauspieler, Regisseure, Theaterkritiker — aus allen historischen Regionen Rumäniens, aus der Republik Moldau und aus Frankreich. Ehrengast des Theaterfestivals ist, wie jedes Jahr, der in der Ortschaft Rădăuți, in der Nähe von Suceava, geborene Schriftsteller und Dramatiker Matei Vişniec, der in Frankreich lebt. Seine Theaterstücke wurden in vielen Ländern aufgeführt, von Japan bis in die USA, von Brasilien bis in die Türkei. Bis zum Fall des Kommunismus in Dezember 1989 waren die Stücke von Matei Vişniec in Rumänien verboten.

Der Oberste Verteidigungsrat hat am Dienstag in Bukarest dem Mandat Rumäniens für den NATO-Gipfel am 24.-25 Mai zugestimmt. Die Bekräftigung des transatlantischen Engagements, die strategische Bedeutung des Schwarzmeers und die Anerkennung des Beitrags Rumäniens an den NATO-Einsätzen sind die Themenschwerpunkte, die Rumänien auf dem Brüsseler Gipfel angehen soll, erklärte der rumänische Staatschef Klaus Iohannis zum Abschluß der Sitzung. Ferner teilte Iohannis mit, er habe die Teilnahme einer Kompanie an der NATO-Kampfgruppe in Polen gebilligt und gab dem Parlament bekannt, dass 120 rumänische Militärs und die entsprechende Aufrüstung nach Polen entsandt werden sollen. Er habe auch das Rüstungsprogramm der rumänischen Armee bis 2026 und in weiterer Perspektive bestätigt, sagte noch Präsident Iohannis.

In der südostrumänischen Hafenstadt Constanţa wurde am Dienstag in einer Zeremonie die Rückkehr des Bataillons Weiße Haie aus Afghanistan gefeiert. Die rumänischen Soldaten haben sich im Zeitraum August 2016 – März 2017 an der NATO-Mission Resolute Support in der Provinz Kandahar beteiligt. Im Rahmen des NATO-geführten Einsatzes, an dem insgesamt 420 Militärs teilnahmen, haben die rumänischen Soldaten den Flughafen in Kandahar gesichert und das vorort entsandte Personal der NATO-Verbündete geschützt. Wie das Bukarester Verteidigungsministerium mitteilte, sind 23 rumänische Militärs bei Missionen in Afghanistan ums Leben gekommen und weitere 100 wurden dabei verletzt. Rumänien beteiligt sich seit 2001 an Einsätzen des internationalen Militärbündnisses unter Führung der NATO und der USA in Afghanistan.

Der französische Dienst des Auslandssenders des öffentlich-rechtlichen Rundfunks, Radio Rumänien International, wurde mit dem Preis der Frankophonie ausgezeichnet. Der Preis der Gruppe der Botschaften, diplomatischen Vertretungen und Kulturinstitute der frankophonen Welt wurde unseren Kollegen am internationalen Tag der Frankophonie vergeben, der seit 1995 alljährlich am 20. März gefeiert wird. Somit wurden sie für hervorragende Leistungen in der Förderung der französischen Sprache und der Werte der Frankophonie in Rumänien geehrt. Die rumänischen Kulturinstitute haben auch im Ausland aus diesem Anlass zahlreiche Veranstaltungen organisiert. Rumänien hat sich 1993 der Internationalen Organisation der Frankophonie angeschlossen.

Der rumänische Filmregisseur Cristian Mungiu wird bei der 70. Auflage der Internationalen Filmfestpiele von Cannes die Sektion Cinéfondation und die Jury für Kurzfilme präsidieren. Dies wurde von den Organisatoren auf der Webseite des Festivals bekanntgegeben. 2013 war Cristian Mungiu Mitglied der vom amerikanischen Regisseur Steven Spielberg präsidierten Jury. Cristian Mungiu kann bereits auf eine gute Erfolgsbilanz in Cannes zurückblicken: Von seinen bislang vier Spielfilmen wurden drei an der französischen Riviera ausgezeichnet. Das Abtreibungsdrama 4 Monate, 3 Wochen und 2 Tage“ wurde 2007 sogar mit der höchsten Auszeichnung, der Goldenen Palme, belohnt. Das Klosterdrama Hinter den Hügeln“ bekam 2012 zwei weitere Preise: den für das Drehbuch und jenen für die besten Hauptdarstellerinnen, bzw. Cristina Flutur und Cosmina Stratan. Und 2016 erhielt Cristian Mungiu in Cannes den Preis für die beste Regie. Cinéfondation ist eine Stiftung unter der Schirmherrschaft des Filmfestivals in Cannes, die ins Leben gerufen wurde, um die neuen Generationen von Filmemachern zu inspirieren und zu unterstützen. Cristian Mungiu erklärte, er sei stolz, die jungen Kinomacher dazu zu ermuntern, sich mutig auszudrucken und ihre eigene Stimme zu finden. Die 70. Auflage der Internationalen Filmfestpiele von Cannes findet zw. 17.-28. Mai statt.

Die rumänische Fußball-Nationalmannschaft bereitet sich auf das Spiel von Sonntag gegen Dänemark auf. Die Partie, die in Klausenburg stattfindet, gilt für die Gruppe E der WM-Qualifikation 2018. In den bisherigen Spielen hat sich das rumänische Team entscheidend 5-0 gegen Armenien durchgesetzt, während das Heimspiel gegen Montenegro mit einem unentschiedenen Ergebnis, 0-0, endete. Im Heimspiel gegen Polen erlitt die Nationalmannschaft eine bittere Niederlage, 0-3 und belegt infolgedessen mit 5 Punkten den vierten Platz in der Gruppe. Die rumänische Mannschaft wird in der WM-Vorrunde zum ersten Mal von einem ausländischen Trainer, dem Deutschen Cristoph Daum geleitet. Der ehemalige Bunderligatrainer hat im Herbst 2016 die rumänische Nationalelf übernommen.

Bukarest: Der Besitzer des Unternehmens HexiPharma, das im Mittelpunkt des Skandals um die verdünnten Desinfektionsmittel steht, Dan Condrea, ist am Sonntagabend bei einem Autounfall gestorben. Die Polizei schlie‎ßt die Möglichkeit eines Selbstmordes nicht aus. Die Untersuchungen in diesem Fall wurden von der Staatsanwaltschaft des Obersten Gerichts übernommen. Darüber hinaus steht die Krise im rumänischen Gesundheitswesen auf der Agenda des Obersten Verteidigungsrates, der diese Woche stattfinden soll.

Washington: Der rumänische Premierminister Dacian Cioloş ist am Sonntag zu einem viertägigen Besuch in den USA eingetroffen. Ziel des Besuches sei die Verstärkung der erfolgreichen strategischen Partnerschaft mit den USA, hei‎ßt es in einer Mitteilung der Regierung. Laut dem Korrespondenten des öffentlich-rechtlichen Rundfunks Radio Romania sei als erstes ein Zwischenstopp in Detroit vorgesehen; dort kommt der rumänische Regierungschef am Montag mit Vertretern des Autobauers Ford zusammen. Anschlie‎ßend wird der rumänische Premier das Forschungszentrum des amerikanischen Autobauers Ford besuchen. Die USA-Reise des Ministerpräsidenten Dacian Cioloş hat auch eine wirtschaftliche Dimension. In den kommenden Tagen soll Premier Cioloş mit US-Vizepräsident Joseph Biden sowie mit den US-Ministern für Landwirtschaft, Handel und Energie zusammentreffen. Laut der Mitteilung der Regierung soll Dacian Cioloş ferner mit weiteren hohen Amtsträgern der USA, Geschäftsleuten, sowie mit Mitgliedern der rumänischen Gemeinde in der Umgebung von Washington zusammenkommen.

Brüssel: Der rumänische Au‎ßenminister Lazăr Comănescu hat sich am Montag in Brüssel am Ministertreffen der Östlichen Partnerschaft beteiligt. Dabei bekräftigte Comănescu die Notwendigkeit einer umfasenden strategischen Entwicklung der Östlichen Partnerschaft und begrü‎ßte die Entscheidung Brüssels, die Sicherheit der Region in den Mittelpunkt zu stellen. Die Gesprächspartner bekräftigten dabei das gemeinsame Engagement der EU, die Östliche Partnerschaft zu fördern und zu intensivieren. Brüssel ermutigte anschlie‎ßend seine Ostpartner, die Reformen fortzusetzen. Das Treffen fand zum Auftakt des EU-Rates für Auswärtige Angelegenheiten statt, auf dessen Agenda die EU-Strategie für Syrien und Irak, die Daesch-Strategie und die Flüchtlingskrise stehen.

Der Franzose Olivier Assayas erhielt auch den Regiepreis für seinen Film “Personal Shopper. Der Filmemacher Bogdan Mirică ist in Cannes gleich bei seinem Spielfilm-Debüt auch ausgezeichnet worden. Am Samstagabend erhielt er für seinen Film Hunde“ den Preis des Internationalen Filmkritiker-Verbandes FIPRESCI in der Sektion Un Certain Regard“. Die Goldene Palme ging dieses Jahr an das Sozialdrama “I, Daniel Blake” des Regisseurs Ken Loach, während der Grand Prix du Jury dem kanadischen Filmemacher Xavier Dolan für seine Produktion “Juste la fin du monde” verliehen wurde.

Le réalisateur Cristian Mungiu – récompensé à Cannes

Cristian Mungiu est déjà un poids-lourd du cinéma, le plus primé réalisateur d’une génération de cinéastes qui a donné au film roumain une qualité exceptionnelle. Ce dimanche, Cristian Mungiu s’est vu attribuer, à Cannes, le prix de la mise en scène, pour sa création « Baccalauréat », une récompense partagée avec le Français Olivier Assayas, pour le film « Personal Shopper ».

En 2007, Mungiu s’adjugeait la Palme d’Or pour le drame « 4 mois, 3 semaines, 2 jours », alors que, 5 ans plus tard, en 2012, il recevait le prix du scénario pour « Au-delà des collines ». « Baccalauréat », le film de cette année, explore minutieusement les compromissions et la corruption de la société roumaine, affirme AFP. « Il est toujours difficile de prendre la bonne décision », disait le réalisateur, en remerciant le jury. Le second lauréat du prix de la mise en scène, Olivier Assayas, a rendu hommage au Roumain, affirmant qu’il partageait le plus beau prix avec un cinéaste qu’il admire.

« Baccalauréat » raconte l’histoire de Roméo, médecin dans un petit village de Transylvanie et père prêt à tout pour que sa fille puisse aller étudier dans une Université britannique. Tout ce qu’elle doit faire c’est d’avoir une bonne note à l’examen de baccalauréat. Dans une interview à Radio Roumanie, Cristian Mungiu disait que c’était une histoire contemporaine, qui parle de notre société :« C’est le point de vue d’un père, mais ce film aussi rend les point de vue de plusieurs gens et d’une certaine manière je crois que c’est aussi une histoire personnelle, mais aussi une sorte de photographie de notre société actuelle. C’est l’histoire d’un médecin de province qui doit résoudre un incident arrivé à sa fille, juste avant le baccalauréat, et ça implique des décisions assez importantes pour le discours général qu’il doit assumer à l’avenir. »

Les principaux rôles sont endossés par les acteurs Adrian Titieni et Maria Drăguş, et Cristian Mungiu a aussi écrit le scénario. Le cinéma roumain a fait une belle figure à l’édition 2016 du Festival de Cannes. Le film « Chiens », écrit et réalisé par un débutant, Bogdan Mirică, a été récompensé du prix de la Fédération internationale des critiques de film, dans la section Un certain regard.

Cette année, un autre poids-lourd du cinéma roumain a fait son retour sur la Croisette ; Cristi Puiu, dont le film « La mort de Dante Lazarescu » avait obtenu le prix Un certain regard en 2005, a été présent dans la sélection officielle du festival avec sa dernière production, « Sieranevada », très bien accueillie par les critiques, et décrite par le réalisateur lui-même comme « la restitution imparfaite d’une commémoration quelconque, l’histoire résumée de notre aliénation irréversible ». Regizorul Cristian Mungiu, laureat la Cannes

Cristian Mungiu este, deja, un nume mare în cinematografie, cel mai premiat dintre regizorii unei generaţii care, în ultimul deceniu, a ridicat la excepţional calitatea filmului românesc. Duminică, Mungiu a primit premiul pentru regie la Cannes, graţie peliculei “Bacalaureat”, împreună cu francezul Olivier Assayas, recompensat pentru “Personal Shopper”.

Cristian Mungiu a fost laureat Palme d’Or în 2007, pentru drama “4 luni, 3 săptămâni, 2 zile”, iar în 2012 i-a fost acordat premiul pentru scenariul peliculei După dealuri”. În noul său film, Mungiu explorează cu acuitate compromisurile şi corupţia din societatea românească, nota AFP. “Întotdeauna este greu să iei o decizie corectă”, a afirmat regizorul salutând decizia juriului.

Celălalt laureat al premiului pentru regie, francezul Olivier Assayas, îi aducea un elogiu românului, declarând că este cel mai frumos premiu, pe care îl împarte cu un cineast pe care îl admiră. “Bacalaureat” prezintă povestea lui Romeo, medic într-un mic sat din Transilvania şi un tată gata să facă orice pentru ca fiica lui să poată intra la o universitate britanică. Este aproape de realizarea proiectului, Eliza trebuind doar să ia la bacalaureat o notă bună pentru a reuşi. Despre lungmetrajul său, regizorul spunea, într-un interviu la Radio România, că reprezintă o poveste contemporană, din societatea noastră.

Cristian Mungiu: “Este perspectiva unui părinte, dar sunt punctele de vedere ale multor oameni în acest film şi cumva cred că este, dacă vreţi, deopotrivă o poveste personală, dar şi un fel de clişeu, aşa, fotografic referitor la societatea noastră de astăzi. Filmul zice povestea unui medic de provincie dintr-un oraş mic care trebuie să rezolve un incident practic care se întâmplă cu fiica lui, înaintea examenului de bacalaureat şi care implică nişte decizii destul de importante pentru discursul general pe care trebuie să îl ţină el în viaţă pentru mai departe”.

În rolurile principale sunt distribuiţi actorii Adrian Titieni şi Maria Drăguş, care îi au alături pe Lia Bugnar, Mălina Manovici, Vlad Ivanov, Rareş Andrici. Scenariul îi aparţie tot lui Cristian Mungiu. A fost o ediţie a Cannes-ului bună pentru cinematografia românească în general. Filmul “Câini”, scris şi regizat de Bogdan Mirică, a obţinut premiul Federaţiei Internaţionale a Criticilor de Film. Thrillerul debutantului Mirică a avut premiera mondială în cadrul secţiunii Un certain regard.

La Cannes a revenit, anul acesta, un alt nume greu al filmului românesc, Cristi Puiu, câştigător al secţiunii amintite în 2005, cu pelicula “Moartea domnului Lăzărescu”. Intrat în competiţia oficială, noul său film, “Sieranevada”, a fost foarte bine primit de critici. Este povestea unei comemorări sau, după cum afirma însuşi regizorul, “restituirea imperfectă a unui praznic oarecare, istoria în rezumat a smintirii noastre ireversibile”.

The Romanian Foreign Minister, Lazăr Comănescu, on Monday participated in Brussels in the Foreign Affairs Council meeting. According to the Romanian Foreign Ministry the Romanian official highlighted the need to identify new ways to prevent the funding of terrorist groups. The talks focused on the EU regional strategy for Syria and Iraq/the anti-ISIS stretegy, the EU’s global strategy as well as the external aspects of migration. Also on Monday minister Comănescu also participated in the ministerial meeting of the Eastern Partnership that includes the 28 EU countries plus 6 partner states: the Republic of Moldova, Ukraine, Georgia, Armenia, Azerbaijan and Belarus. Talks focused on reiterating the joint commitment of the EU and its partners to continuing to promote the Eastern Partnership as a strategic instrument of action of the EU in its eastern neighborhood. The partnership is based on common interests and commitments and on supporting the reform process in the partner states.

The Romanian director Cristian Mungiu, winner of the Palme dOr in 2007, won on Sunday night, in Cannes, the best director award for his film Baccalaureate (Graduation). The feature film tells the story of a small town physician who has to settle an incident involving his daughter right before her graduation exam. Another Romanian director, Bogdan Mirica, won the film critics’ award for his movie “Dogs” in the Un Certain Regard section. The Palme dOr went to Ken Loach for “I, Daniel Blake”, and the Grand Prize went to ”Its Only the End of the World” by Xavier Dolan.

Romania’s best woman tennis player, Simona Halep, world’s no. 6, on Monday defeated the Japanese Nao Hibino (71 WTA) 6-2, 6-0 in the first round of the Roland Garros tournament. Another Romanian player, Alexandra Dulgheru (129 WTA) lost to Belgian Yanina Wickmayer (52 WTA) 1-6, 3-6. Another 3 Romanian players are participating in the tournament’s women’s singles. CANNES — Romanian director Cristian Mungiu, winner of the Palme dOr in 2007, won last night in Cannes the best director award for his film Baccalaureate (Graduation). The feature length film tells the story of a small town physician who has to settle an incident involving his daughter right before her graduation exam. Another Romanian director, Bogdan Mirica, won the film critic award for his movie Dogs. The Palme dOr went to Ken Loach for I, Daniel Blake, and the Grand Prize went to Its Only the End of the World by Xavier Dolan. Well have more after the news.

ANTI-CORRUPTION — In Bucharest, representatives of police and anti-corruption organizations from 9 countries, along with representatives of the EC and the European Health Fraud and Corruption Network are debating for two days investigating corruption in the healthcare system. The meeting is hosted by the Romanian National Anti-corruption Directorate. The purpose of the working group is to offer a framework for dialog, discussing case studies and best practices in fighting corruption in the medical field. Among the participating countries are Austria, Germany, Moldova, Serbia and Spain.

BUKAREST: Ministerpräsident Cioloş ist am Sonntag zu einem viertägigen Besuch in die USA geflogen. Dabei soll er allen voran mit US-Vizepräsident Joseph Biden zusammentreffen. Als erstes ist allerdings ein Zwischenstopp in Detroit vorgesehen, wo der Regierungschef am Montag mit Vertretern des Automobilriesen Ford sprechen wird. Ford und andere US-Firmen sollen ermutigt werden, ihre Investitionen in Rumänien fortzusetzen. Laut einer Mitteilung der Regierung soll Cioloş ferner mit weiteren hohen Amtsträgern der USA, Geschäftsleuten, sowie mit Mitgliedern der rumänischen Gemeinde um Washington zusammenkommen. Das erklärte Ziel des Besuchs sei die Hervorhebung der erfolgreichen strategischen Partnerschaft mit den USA, heißt es in der Mitteilung noch. Allerdings habe die USA-Reise von Ministerpräsident Cioloş auch eine ökonomische Dimension.

CANNES: Der rumänische Regisseur Bogdan Mirică ist gleich bei seinem Spielfilm-Debüt ausgezeichnet worden. Am Samstagabend erhielt er in Cannes für seinen Film Hunde“ den Preis des Internationalen Filmkritiker-Verbandes FIPRESCI in der Sektion Un Certain Regard. Die Goldene Palme in der Hauptsektion gewann am späten Sonntagabend der britische Filmemacher Ken Loach für seinen Film I, Daniel Blake. Zwei rumänische Filme wurden zuvor mit Chancen auf den Gewinn des Hauptpreises der Filmfestspiele gehandelt, berichtete die AFP. Das sind Bacalaureat“ des bereits 2007 in Cannes mit dem Hauptpreis ausgezeichneten Cristian Mungiu und Sieranevada“ von Cristi Puiu. In Bacalaureat“ geht es um Kompromisse in einer korrupten rumänischen Gesellschaft und in Sieranevada“ steht eine Gedenkveranstaltung mit autobiographischen Anspielungen im Vordergrund. Beide Werke wurden von der Kritik gelobt.

SPORT: Bei den French Open ist Rumäniens einziger Vertreter bei den Herren in der ersten Runde ausgeschieden. Qualifikant Adrian Ungur (204. ATP) unterlag dem Niederländer Igor Sijsling (123. ATP) mit 1:6, 2:6 und 6:7. Die Weltranglistensechste Simona Halep trifft in Runde eins auf die Japanerin Nao Hibino (die Nummer 70 der Welt), die ursprünglich für Sonntag angesetzte Partie musste wegen Regenfällen auf Montag verschoben werden. Irina Begu (28. WTA) kämpft gegen Bethanie Mattek-Sands ( 88. WTA), Monica Niculescu (35. WTA) spielt gegen die Französin Pauline Parmentier, während Alexandra Dulgheru (129.
