    TALKS The last thing Romania needs is a wide-scale governmental and Parliamentary crisis, the country’s president, Klaus Iohannis, said on Thursday. There is no time now for petty arguments and every leader must see themselves as a state-person and negotiate for a new government to propose a budget and stage presidential election as soon as possible next year, Iohannis went on to say. The Romanian president has announced he will summon the political parties for a new round of talks. His statement comes after the announcement by the country’s Prime Minister and Social-Democratic leader, Marcel Ciolacu that the PSD is going to withdraw from the talks for setting up an Executive and that it will be voting for a minority right-wing government. The interim PNL chair, Ilie Bolojan, says the Liberals are willing to contribute to finding a solution. In his opinion the country is already in a complicated situation and the inability to build up a ruling coalition will cost the Romanians dearly. The USR MP, Catalin Drula, whose party has been accused of far-fetched claims for carrying on the talks, has lashed out at Ciolacu’s statement and the UDMR has made an appeal to the coalition partners to come back to the negotiations table. After the cancellation of the presidential election, the pro-European parties, which won seats in Parliament following the election round on December 1st, namely PNL, USR and UDMR have kicked off talks with a view to forging a coalition government.

     

    SUMMIT ‘There would be no winners in a potential trade war between the United States and the European Union except China’, the EU’s Foreign Affairs High Representative, Kaja Kallas said on Thursday. Her statement comes against the uncertainties related to the future decisions by the Trump administration, due to take over on January 20th. There are fears the new US administration might raise import fees for European products up to 20%, an alternative being considered by heads of state and government at the European Summit underway in Brussels. The aforementioned summit, where Romania is being represented by its president, Klaus Iohannis, has high on its agenda the situation in Ukraine, migration, the Middle East, the bloc’s civil and military training, crisis-response as well as the situation in the Republic of Moldova and Georgia.

     

    FITCH The Fitch rating agency has worsened Romania’s outlook from “stable” to “negative” regarding the raring for long-term loans in foreign currency. Among the reasons cited, Fitch mentions political risk factors, including “eroded political credibility” and political uncertainty, as well as fiscal slippages and unsustainable spending. An important factor that has been taken into account is the large budget deficit. Among the causes, Fitch lists public sector wage spending and “unfunded pension increases ahead of the election”. In addition, the new Romanian Parliament is more divided and there is an increase in the share of extreme right anti-European parties, which reflects the rising polarization of Romanian society. On the other hand, a plus for Romania is, according to Fitch, the solid banking sector. Among the factors that can lead to a positive rating, the agency mentions the higher than projected fiscal consolidation, which supports the stabilization of the public debt (GDP) in the medium term and the reduction of external indebtedness and external financing risks.

     

    FOOTBALL The main shareholder of the football club Rapid Bucharest, one of the most popular in Romania, the businessman Dan Şucu, became the majority shareholder of the Italian club Genoa, the Serie A group announced on its official website. The source points out that, following a capital increase to 45,356,262 Euros, of which 5,356,262 Euros are free and another 40,000,000 paid on December 14, the Board of Directors approved the Romanian investor’s offer. He subscribed to the entire capital increase, obtaining, in return, a share in the share capital of about 77% of Genoa CFC and leaving the previous shareholders as a minority – the release also states. President of the Concordia Employers’ Confederation, Şucu (61 years old) is a prominent figure in the Romanian economy. He is the founder of Mobexpert, the largest furniture brand in Romania, with over 2,200 employees. He is also involved in the real estate sector and in the media, with a key role in the business daily “Ziarul Financiar”. Genoa is ranked 13thin Serie A after 16 matches, with 16 points.

    Pessimistic forecasts from the IMF

    The International Monetary Fund has substantially lowered its estimates regarding the world economy this year. The change was prompted by a stronger than anticipated negative impact of the pandemic on the economy in the first half of this year, and the recovery expected in 2021 will be more gradual than originally hoped for.



    According to the latest report on global economy, the unfavourable impact on households is particularly significant, in that it jeopardises the progress made in the 1990s in curbing extreme poverty worldwide. Whereas in April the IMF estimated the global economy to go down 3% this year, the new forecasts point to a 5% contraction. The US economy is expected to fall by 8%, while the rate for the Eurozone may reach 10.2%.



    Spain and Italy will be among the worst hit countries. The IMF expects insolvency numbers to go up 22% in Spain and 37% in Italy by 2021, compared to 2019. Companies in the 2 countries are doing better than in the period preceding the global financial crisis of 2009. By the 3rd quarter of last year, Spanish companies had managed to substantially reduce their debt, by 20%, with similar, although slightly lower financial performances reported in Italy.



    As far as Romania is concerned, in April the IMF expected the national economy to shrink by 5% this year and to recover in 2021, when the growth rate was expected to reach 3.9%. On the other hand, the IMF forecasts also suggested Romanias unemployment rate would rise steeply, from 3.9% in 2019 to 10.1% in 2020, and fall to 6% in 2021.



    The labour market was severely disrupted worldwide following the pandemic. The International Labour Organisation says that out of the around 2 billion undocumented workers at global level, around 80% have been affected critically.



    But there are encouraging signs as well, the IMF says. The fiscal and financial measures implemented in order to mitigate the effects of the pandemic in some countries at the onset of the crisis helped avoid worse losses in the short run.



    Reducing working hours and the assistance provided to employees through furlough and temporary suspension schemes lowered the unemployment rate, while at the same time the financial support granted to companies and the measures taken by regulatory authorities prevented the escalation of bankruptcies.



    In some cases, central banks moved to improve cash flows and limit borrowing costs, the IMF also says.

    „Netzwerke des Blickes“: Bilder des Kunstfotografen Aurel Bauh virtuell vorgestellt

    Die Plattform Reţelele Privirii“ (Netzwerke des Blickes“), ein innovatives Museumsexperiment in vollem Gange, ist als virtueller Raum für gemeinsame Forschung und Ausstellung konzipiert. Das Bildarchiv des Nationalen Bauernmuseums in Bukarest hat sich vorgenommen, seine Sammlungen in einer virtuellen Umgebung zugänglich zu machen. Die Plattform Netzwerke des Blickes“ ist ein erstes Projekt, das sich den Negativen von Aurel Bauhs Fotos widmet. Die Forscherin und Kuratorin der Plattform, Viviana Iacob, stellt sie uns vor:



    Für Aurel Bauh haben wir mehrere Serien identifiziert, die bestimmten geografischen Regionen gewidmet sind: Văleni, Dâmbovnic, Gurghiu, das Jiu-Tal. Darüber hinaus gibt es eine Reihe von Fotografien, die der Stadt Bukarest gewidmet sind. Eine Reihe kann durch Forschung und externe Beiträge erweitert oder verringert werden, und die Struktur der Plattform ist so konzipiert, dass sie diese Fluidität der Inhalte unterstützt.“




    Sicherlich wird der Inhalt von Archiven durch verifizierte Informationen unterstützt, die Archivare als Metadaten“ bezeichnen. Die Einsicht in viele Quellen war ein notwendiger Schritt, bevor die Aurel-Bauh-Sammlung auf der Plattform Netzwerke des Blickes“ veröffentlicht wurde. Viviana Iacob:



    Diese Reihe von Metadaten ist wichtig, um relevante Verbindungen innerhalb der Sammlung, aber auch zu anderen Sammlungen in diesen Archiven herzustellen. Um Informationen zu finden, die die Metadaten unterstützen könnten, war es notwendig, die Geschichte der Präsentation und Veröffentlichung dieser Negative zu erforschen. Bis heute mussten wir die auf der Plattform geposteten Negative aus vielen Quellen bestätigen: Biographie des Fotografen, Ausstellungsbroschüren, Artikel über Bauhs Projekte, die in Zeitungen und Zeitschriften der damaligen Zeit veröffentlicht wurden, wissenschaftliche Artikel, die der ethnographischen Forschung in der Zwischenkriegszeit gewidmet waren, mündlich überlieferte Geschichte, Fachwissen über Fototechnik und über die Trachten der verschiedenen ethnographischen Gebiete.“




    Aurel Bauh, ein avantgardistischer Fotograf, wurde 1900 in Craiova, im Süden Rumäniens geboren. In den frühen 1920er Jahren verlie‎ß er das Land und lie‎ß sich für eine Weile in Paris nieder, wo er an der künstlerischen Bewegung der französischen Hauptstadt teilnahm. Er besichtigte die Ausstellungen der Avantgarde-Künstler und der Kunstfotografen — der berühmte Man Ray war damals der Inbegriff der Kunstfotografie. Ende der 1930er Jahre war Aurel Bauh wieder in Bukarest. Er hatte zwei Fotostudios, eines in der Popa-Rusu-Stra‎ße und ein zweites auf der Calea Victoriei (Siegesstra‎ße), das als Studio 43 bekannt war. Die Sammlung des Rumänischen Bauernmuseums enthält Szenen des ländlichen Lebens und nicht nur. Viviana Iacob, Forscherin und Kuratorin der Plattform Netzwerke des Blickes“, erklärt:



    1937 eröffnete Aurel Bauh sein Studio in Bukarest, genannt »Studio 43«. Ein Jahr später präsentierte er seine erste Einzelausstellung der Öffentlichkeit. Ab 1939 nahm er an Fotoausstellungen des Nationalen Tourismusverbandes (ONT) teil. Und noch 1939 veröffentlichte er zwei seiner Fotos in der Zeitschrift ONT — »Winterphantasie« und »Kornähren der Felder«. Letzteres sollte als Gewinner der 5. Ausstellung des Nationalen Tourismusverbandes ausgewählt werden. 1945 begann Aurel Bauh ein Projekt, das dem Schilal gewidmet war, und ein Jahr später eröffnete er seine zweite Einzelausstellung. Die Fotos, die er 1947 in den Kohlebergwerken des Schilals aufgenommen hatte, begleiteten den Essay »Männer und Kohle« des Schriftstellers Geo Bogza.“




    Wie gelangt ein Bild aus der Archivschublade ins digitale Repositorium? Wie wird eine digitale Sammlung aufgebaut und was sind die Herausforderungen eines solchen Unternehmens? Viviana Iacob:



    Die Zeitleiste, d.h. die chronologische Darstellung der Negative, wird durch Bauhs Biographie vorgegeben. Es hängt von der Recherche zu diesen Fotoserien und davon ab, wann er sie belichtet hat. Es wurden erhebliche Anstrengungen unternommen, um den Titel eines Fotos oder seinen Platz in der Chronologie der Arbeit des Künstlers zu entdecken und eine Beziehung zu anderen Artefakten in anderen Sammlungen herzustellen.“




    Netzwerke des Blickes“ ermöglicht es der Öffentlichkeit, Artefakte in digitaler Form zu finden, die von Aurel Bauh unterzeichnet wurden. Internetnutzer können auch dazu beitragen, die Sammlung und die Informationen darüber zu bereichern. Iris Şerban, Leiterin des ethnologischen Archivs des Museums, erklärt:



    Das Projekt »Netzwerke des Blickes« steckt noch in den Kinderschuhen. Auf diese Weise wollen wir das ethnologische Archiv unseres Museums fördern. Diese Plattform ist mehr als nur eine Datenbank, sie ist ein virtueller Raum, in dem die Besucher nicht nur Archivmaterial, Fotos, Audio- und Videofragmente sowie Texte entdecken, sondern auch ihren eigenen Beitrag leisten können.“




    Das Projekt Netzwerke des Blickes“ wurde vom Nationalen Bauernmuseum in Bukarest mit Hilfe mehrerer Partner durchgeführt, darunter RIZI Design, Samsung Romania, Gemini Solutions, The Plot und das National Network of Museums in Rumänien.
