    Since this is the last Sunday Show of the
    year, instead of bringing you excerpts from the best
    programmes produced by the English Service over the past week, as we usually do in this segment, we thought it would be nicer to talk to a handful of wonderful people from Romania’s cultural scene, and to ask them how 2023 treated them and what’s on their
    wish lists for 2024.

    From musicians to writers, from film directors to booking agents and more, it seems all of them share not only the wish for a more peaceful, friendlier and more beautiful world, but also the willingness to do their best to make it so.

    AUTONOMY Romanias Senate Friday dismissed 3 bills tabled by the Democratic Union of Ethnic Hungarians in Romaniaregarding the autonomy of the Szeklers Land, a region in the centre of the country. At the plenary talks, the MPs from all the other parties stressed that the bills came against several articles in the Constitution and harmed the rule of law, while the initiators argued the opposite, saying that territorial autonomy did not entail changes in the national borders, but was a right which worked in a number European states. The bills provided for the “Covasna and Harghita counties and a part of Mureş county becoming autonomous, as part of a region with legal personality.” In that presumed autonomous entity, the Hungarian language would have had the same status as the official language of the Romanian state. The land would also have its own president. The so-called Szeklers Land, the only area in Romania where the Hungarian population is the majority, was autonomous between 1952 and 1968. According to historians, this was an experiment imposed in Soviet-occupied Romania by the dictator Joseph Stalin, at the insistence of the communist leaders in Budapest. The ethnic Hungarian population in Romania has been represented, without interruption, in the Parliament of post-communist Romania, by the Democratic Union of Ethnic Hungarians. Since 1996, the UDMR has been part of numerous coalition governments in Bucharest, whether right-wing or left-wing.



    INSURANCE The government extended a cap on the price of compulsory motor insurance policies, which will stay at the level in February 2023 until March next year. The cap will stay in place for as long as it is necessary for market regulation, but in 3-month stages, the government spokesman Mihai Constantin announced. The Cabinet also passed a bill making insurance compulsory for electric bikes and scooters, but exempting electrically powered wheelchairs used by people with disabilities from compulsory insurance.



    POLICE Close to 24,000 interior ministry staff will be on duty during the 4-day New Years holiday, while road traffic will be monitored by 360 radar speed guns and DUI check teams. Also, around 5,000 fire-fighters are on duty every day around the country, to provide emergency assistance if necessary. The border police also took steps to enhance border monitoring and to streamline vehicle and person transit at checkpoints. Meanwhile, the authorities announced having seized over 100 tonnes of fireworks kits and opening more than 500 criminal investigations in this respect, and have once again called on parents not to buy firecrackers for their children as such materials may be extremely dangerous.



    POLL The activities carried out part of the Timişoara – European Capital of Culture 2023 programme, including the Constantin Brâncuşi exhibition, received the most votes (29%) to be designated the event of the year 2023 in Romania, in a survey carried out by the Romanian Institute for Evaluation and Strategy (IRES). According to the poll, the second event that marked Romania in 2023 was the qualification of the national football team to the final tournament of the European Championship – UEFA EURO 2024, which will take place next summer in Germany (24% of responses). Regarding culture and free time, 58% of the survey respondents said that they read at least one book in 2023, and 41% that they also bought books, 36% went to a show, and 20% went to a stadium or attended a sports competition. More than three quarters of the survey participants (76%) stated that they went to church this year.



    UKRAINE Fridays massive Russian strikes on Ukraine, which killed at least 30 people and wounded over 160 others, are “appalling assaults” the UN deputy secretary general Mohamed Khiari said in a Security Council meeting in New York. Ukraines president Volodymyr Zelenskyy described the situation as the largest Russian air attack since the start of the war, with close to 160 missiles and drones hitting a maternity ward, educational facilities, and other industrial, military and civilian targets. NATO member Poland also reported the violation of the Polish airspace by a Russian missile. The strikes triggered large-scale international condemnation, with the US president Joe Biden calling on Congress to take immediate steps to send fresh aid to Kyiv. Meanwhile, Russias ambassador to the UN Vasily Nebenzya blamed the toll on the misuse of Ukraines air defence systems, “the use of which has led to the deaths of civilians.” (AMP)

    BUDGET President
    Klaus Iohannis Friday promulgated the state budget law and the social security budget
    law for the year 2024. Next year, Romania’s budget will be focused on
    investments of about 7% of the GDP, as well as on an economic growth rate of
    3.4%, while the budget deficit is estimated at 5% of the GDP. The government
    passed the bills on December 15, and the budgets were endorsed five days later
    by the joined chambers of the Romanian Parliament.

    EDUCATION The Romanian government Friday passed the 2024 – 2027
    National Strategy on Adult Education, aimed at enhancing citizen participation
    in life-long learning programmes and at improving the quality of adult
    education and training. The targeted participation rate by the end of 2027 is
    12%, as against 5.9% at present. The EU average life-long learning
    participation rate is 11.9%. The low level of participation in lifelong
    learning schemes has led to persisting lack of skills, which prevents economic
    development and hinders Romania’s adjustment to a fast-changing labour market
    in the digital era, the government said in a news release.

    HANDBALL The men’s national handball team of Romania Friday won the
    Carpaţi Trophy international handball tournament, organised in Pitesti,
    southern Romania, after defeating Georgia 31-25 in the final. For Romania, trained by the famous Spanish
    coach Xavi Pascual, this was the last test before the European Championship -
    EHF EURO 2024 to be held in Germany, between January 10 and 28, 2024. The
    Romanians will play in Group B, alongside Spain, Austria and Croatia. The first
    two ranked teams will qualify for the so-called main groups. A 4-times world
    champion in the 1960s-70s, Romania had not qualified for a European

    EU Romania takes over the rotating presidency of the EU Council on January 1, for the first time since its accession in 2007. The priorities of the Romanian presidency focus on 4 areas: Europe of convergence, A Safer Europe, Europe, a stronger global actor, and Europe of common values. During its term, Romania will have to manage several complex issues like Brexit, the 2021-2027 budget, a coherent strategy on migration and increasing the Unions global role. The official web page of the Romanian presidency of the EU Council has been launched. The page, available at românia2019.eu, in Romanian, English and French, provides useful information for journalists, the general public and European affairs experts. The calendar of the Romanian presidency will be posted on this website after January 15th.




    POLICE Over 25,000 Interior Ministry personnel are on duty during the New Years holiday. Some 9,000 police with more than 3,000 vehicles are in charge of preventing and handling events that might jeopardise public safety and security. A helicopter of the Aviation Inspectorate General, with a policeman also on board, will monitor the most crowded areas. Special attention will be paid to the protection of the participants in the 125 large-scale public events expected to bring together a total of 300,000 people. The largest shows will be organised in Bucharest, Brasov, Sibiu and Cluj Napoca. Meanwhile, the Police continue searches for the Brasov robbery perpetrators, who on Friday night blew up an ATM containing over 30,000 euros. The door and front window of the respective bank unit were shattered and pieces were scattered on the sidewalk and in the street.




    MONARCHY Romania Sunday commemorated 71 years since monarchy was abolished and the country was declared a “peoples republic. On December 30th, 1947, with the country under Soviet military occupation and headed by a communist puppet government, King Mihai I was forced to relinquish power and to leave the country. Previously, on August 23rd, 1944, during WW2, the King had ordered the arrest of the countrys de facto leader, Marshall Ion Antonescu, Romanias withdrawal from its alliance with Hitlers Germany and joining its traditional allies, the USA and Britain. Historians say this decision shortened the war by at least 6 months and saved hundreds of thousands of lives. King Mihai I was only allowed to return to Romania after the 1989 Revolution, when he regained his Romanian citizenship and some of his properties. The King lobbied for Romanias accession to NATO in 2004 and EU in 2007. He passed away on December 5th, 2017, at 96 years of age. His first born, Princess Margareta, is custodian of the Crown and the Kings successor as head of the Royal House of Romania.




    TOURISM Over 2 million foreigners checked in during the first 9 months of this year in Romanian hotels and boarding houses. According to the National Statistics Institute, they spent more than 1 billion euros. Foreign tourists came to Romania for business, congresses, conferences, courses, trade fairs and exhibitions. Close to half of them used travel agencies to arrange their trips to Romania, and most of them travelled by plane.




    MEDAL A Romanian woman born in Timişoara (west) and currently the owner of a bar in Rome was decorated by the President of Italy, Sergio Mattarella, for her courage of informing against 2 members of a mafia family. According to Radio Romanias correspondent in Italy, Roxana Roman, 34, was granted the title of Knight of the Order of Merit of the Italian Republic, for her contribution to upholding the law. Roxana Roman owns a bar in Romanina neighbourhood in Rome, where on Easter day 2 members of the Casamonica mafia family attacked her husband, Marian Roman, and a client with disabilities. Although the mobsters ravaged the bar and warned them not to report the matter to the police, the Romanians were not intimidated and informed against them. It was the natural thing to do, said Roxana Roman. “The neighbourhood has been living in fear for a long time. There are lots of people willing to change things, but we need a new attitude, and this begins with ourselves, she told Italian mass media.




    MIGRANTS Romanian border police in Nadlac (west) found 41 foreigners attempting to cross the Hungarian border on foot, illegally. The Border Police Inspectorate announced on Sunday that during an operation to combat illegal migration they arrested 22 people who were trying to cross illegally into Hungary. They notified the Hungarian authorities, who searched the area and found another 19 illegal migrants. Of the individuals found on the Romanian side of the border, 21 are Iraqis and 1 Afghan, 15 adults of 19 to 40 years of age and 7 children, most of them seeking asylum in Romania. They said they were trying to get into Western European countries to find jobs.




    TENNIS The Romanian player Sorana Cîrstea (84 WTA) Sunday qualified into the eighth-finals of the WTA tournament in Shenzhen (China), after beating Magda Linette of Poland, cu 6-3, 6-3. Cîrstea is to play next against Pauline Parmentier (France). Also on Sunday the Romanian Irina Maria Bara and the Georgian Oksana Kalashinkova moved up into the quarter-finals of the Shenzhen doubles.

    HANDBALL Romanias mens handball team Saturday night lost the final of the “4 Nations Cup, held in the Polish city of Opole, against the host country Poland. The score was 6-5 after penalty shootouts. In the semis Romania beat the Czech Republic 27-26. The national team, coached by Spains Manuel Montoya and the Romanian Eliodor Voica, is next to have a training session in Slovakia, followed by a tournament in which the host country and Netherlands are also taking part. The mens handball team failed to qualify into the World Championship due next month in Germany and Denmark. On the other hand, Romanias womens handball team has already booked its ticket to next years World Championship in Japan, after finishing 4th in the European Championship in France this month.
