Pianificato dal Quartier Generale Supremo delle Potenze Alleate in Europa (SHAPE), Noble Jump è guidato dall’Allied Joint Force Command di Napoli, il cui portavoce, tenente colonnello Grant Kelly, ha presentato a Radio Romania l’Esercitazione Steadfast Defender 21, volta a testare la prontezza e la mobilità militare della NATO, su terra e mare, dal Nord America alla regione del Mar Nero.
La più ampia esercitazione militare dell’Alleanza dal 2018 ad oggi include un’operazione marittima al largo delle coste del Portogallo, guidata dal Joint Force Command Norfolk (USA),una fase logistica in Germania, coordinata dal Joint Support and Enabling Command con sede a Ulm, e il dispiegamento della VJTF sul territorio della Romania, avendo come destinazione il Centro Nazionale di Addestramento Congiunto Getica di Cincu, al centro del Paese.Il portavoce del JFC di Napoli, tenente colonnello Grant Kelly, riassume le tre fasi.
La prima riguarda il rinforzo della componente marittima e dell’attraversamento dell’Atlantico, per assicurarci che i nostri alleati del Nord America possano raggiungere la terraferma europea. La seconda fase – un’esercitazione pianificata dai nostri colleghi di Ulm, in Germania, è stata incentrata sul trasferimento di quegli asset e forze militari all’interno del continente europeo, quindi sulla mobilità militare. E quello che vediamo nella terza fase è il dislocamento molto rapido delle Forze congiunte ad altissimo livello di reazione in un certo posto, per dissuadere qualsiasi altra aggressione o escalation di una certa situazione. Quindi, l’esercitazione in sè comprende tre capacità strategiche. La sicurezza dell’Atlantico permette ai nostri alleati europei, ai nostri alleati del Nord America di attraversarlo. Si tratta di un’esercitazione marittima molto importante, con la partecipazione della HMS Queen Elizabeth e i suoi velivoli F35, e con il coinvolgimento di una notevole componente marittima. Quello che vediamo poi all’interno degli elementi di rinforzo dell’esercitazione in Germania è la capacità di spostare velocemente le truppe ovunque siano necessarie. Quindi, si è lavorato in uno scenario piuttosto fittizio ma realistico. Per quanto riguarda la VJTF, il suo ruolo è quello di permetterci, come forza di rapido intervento della NATO, di raggiungere un certo posto per ridurre le tensioni e, praticamente, attenuare la situazione attraverso la deterrenza e, se necessario, la nostra presenza e il nostro profilo, spiega il tenente colonnello Grant Kelly.

In questo contesto, sei convogli militari provenienti dalla Turchia sono arrivati la scorsa settimana in Romania, attraverso il valico di frontiera di Giurgiu, dopo il transito della Bulgaria. Il tenente colonnello Grant Kelly ha evidenziato l’importanza del Comando Multinazionale della Divisione Sud-Est, con sede in Romania.
Si tratta di una componente essenziale per assicurare il passaggio sicuro della forza congiunta, la location e, ovviamente, degli amici turchi e dei 4.000 soldati che arrivano come VJTF. VISIT – Romanian President, Klaus Iohannis, will pay a working visit to the US, as of Sunday. The most important moment of the visit will be an official meeting in Washington on June 9 with US President Donald Trump, the Romanian Presidential Administration has announced. The White House has also officially confirmed the meeting. The White House Press Secretary, Sean Spicer, has said President Trump is looking forward to discussing ways to boost ties between the US and Romania and to strengthen the Strategic Partnership between the two countries. In a message posted on Facebook on Thursday, President Iohannis has also said that during the meeting with Donald Trump he will reiterate Romanias firm commitment to further be a trustworthy ally of the US. During his visit to the US, President Iohannis will be the honorary guest of the Global Forum of the prestigious organisation American Jewish Committee, which will award the Romanian President its highest distinction, Light Unto the Nations. This award is offered to heads of state or government in recognition of the significant international impact they have had in the domain of peace, security, democracy and the promotion of human values. Last but not least, the visit to the US by President Klaus Iohannis will also include a meeting with representatives of the Romanian community in the US.
INTL CHILDRENS DAY – Romanians enjoyed a day off on June 1st, to celebrate the International Childrens Day. Last year, MPs declared June 1, a day off from work, for parents to spend the day with their children. Special events, contests, shows and exhibitions were organised across the country to mark the International Childrens Day. In a message launched on the occasion, PM Sorin Grindeanu, said he would like Romanian children to benefit from a good quality education system, meant to encourage true values and able to take measures to reduce school dropout, as well as from proper conditions to grow up healthily and proud of their native country. The International Childrens Day is celebrated on June 1 by approximately 50 countries the world over. Also, a day devoted to children is celebrated on various days of the year, by another 100 countries.
CRIMINAL COMPLAINT – The Institute for the Investigation of Communist Crimes and the Memory of the Romanian Exile on Thursday made a criminal complaint at the General Prosecutors Office, denouncing the inhuman treatments applied during the communist regime in three foster care centres and hospitals, which caused the death of some 800 children, aged under 18. The respective centres were located in Cighid (in the west), Pastraveni (in the east) and Sighetu Marmatiei (in the north). The President of the Institute for the Investigation of Communist Crimes and the Memory of the Romanian Exile, Radu Preda, has told Radio Romania that 10,000 victims of the system have been identified so far. Those children “have been beaten, starved and sedated instead of receiving proper medical treatment in those institutions.
MILITARY EXERCISES – Eight NATO military convoys, taking part in the multinational exercise Noble Jump 2017, on Thursday crossed the border into Romania. The convoys are made up of some 300 troops and over 150 vehicles and helicopters. They are expected to reach the Cincu shooting range in central Romania by Sunday. We recall that exercise Noble Jump 2017 is held between May 26 and June 16 on the territory of three countries: Greece, Bulgaria and Romania. A total number of 4,000 troops from Romania and 11 other NATO member countries as well as 500 pieces of technical equipment are taking part in the exercise.
MULTINATIONAL DIVISION SOUTHEAST – The first military of the contingent Poland contributes to the Multinational Division Southeast arrived in Craiova, southern Romania, on Thursday. According to a communiqué issued by the Romanian Defence Ministry, a first echelon is made up of 48 troops and 18 pieces of technical equipment. Poland contributes a contingent made up of 230 troops and 47 technical means to the 26th Infantry Battalion “Neagoe Basarab, as part of the Multinational Division Southeast. The other Polish troops will arrive in Romania in the following weeks, thus complying with the pledge the two countries made at the NATO Summit in Warsaw. The Romanian and Polish troops will train together, as part of the strengthened allied presence on the eastern flank.
INVESTIGATION – The European Commission has opened a formal investigation to assess whether Romania’s gas transmission system operator Transgaz has been hindering gas exports from Romania to other EU Member States. The Commission will investigate whether Transgaz has abused a dominant market position in breach of EU rules. The Commission also underlined that consumers throughout the EU should enjoy secure energy supplies at affordable prices and therefore an integrated and competitive single European energy market is essential in this regard. Romania is the third largest natural gas producer in the European Union, after the Netherlands and the United Kingdom, and has important gas reserves, including newly discovered natural gas “fields in the Black Sea. Transgaz is the sole operator of the natural gas transmission system in Romania.
RESIGNATION – Nicusor Dan, the leader of the Save Romania Union, USR, an opposition parliamentary party on Thursday announced he would step down from the position of party president and would also leave the party he founded in 2016. His decision comes after the USR leadership stood against the idea of redefining the notion of family in the Romanian Constitution. In early May, the Chamber of Deputies adopted a draft aimed at revising the fundamental law of the country, in an attempt to redefine family as being based on the consensual marriage between a man and a woman. If the draft is also be endorsed by the Senate, Romanians will be called to vote in a referendum within 30 days since the draft is adopted. This revision of the Constitution has been demanded by a citizens initiative signed by 3 million Romanians. At present, the Constitution stipulates that family is based on the consensual marriage between spouses.
THE UN – Romanias Foreign Minister Teodor Melescanu on Wednesday reiterated Romanias commitment to the UN and underlined the added value that Bucharest can bring to multilateral diplomacy. Melescanu is in New York to formally launch a campaign to promote Romanias candidacy for a term as a non-permanent member of the UN Security Council between 2020 and 2021. He had a meeting with the UN Secretary General Antonio Guterres, who underlined that Romania is an example of cooperation with the UN. Romania forwarded its candidacy in 2006, for a new term as a non-permanent member of the UN Security Council. The voting is due to take place in June 2019. Since becoming a member of the United Nations in 1955, Romania has held a non-permanent seat in the UN Security Council four times.

Dabei betonte Melescanu den Beitrag Rumäniens bei der Förderung der multilateralen Diplomatie. Teodor Melescanu hält sich bis zum 03. Juni in New York auf, anläßlich der offizielllen Lancierung der Kampagne zur Förderung der Kandidatur Rumäniens für ein neues Mandat als nichtständiges Mitglied im UN-Sicherheitsrat, in der Zeitspanne 2020-2021. Die Kampagne läuft unter dem Motto Rumänien — ein langfristiges Engagement für Frieden, Justiz und Entwicklung“, hieß es vom Bukarester Außenministerium. Bei einem Treffen in New York mit dem rumänischen Außenminister, Teodor Melescanu, sagte der UN-Generalsekretär, Antonio Guterres, Rumänien sei ein Beispiel für gelungene Kooperation mit der UNO. 2006 stellte Rumänien seine Kandidatur für den Platz der Ostgruppe im UN-Sicherheitsrat. Die Wahl findet in Juni 2019 statt. Seit seinem Beitritt zur Organisation der Vereinten Nationen im Jahr 1955 hatte Rumänien vier Mandate als nichtständiges Mitglied des UN-Sicherheitsrates, und zwar 1962, 1976-1977, 1990-1991 und 2004-2005.
Acht militärische NATO-Konvois, die an der multinationalen militärischen Übung Noble Jump 2017 teilnehmen, sind am Donnerstag in Rumäanien angekommen. Die Konvois bestehen aus etwa 300 Soldaten und mehr als 150 Kampffahrzeugen und Truppentransportern. Am Sonntag werden die Konvois am Schießplatz Cincu, in der Mitte Rumäniens, ankommen. Die multinationale militärische Übung Noble Jump 2017 hat am 26. Mai begonnen und findet bis zum 16. Juni in Griechenland, Bulgarien und Rumänien statt. An der Übung beteiligen sich insgesamt 4.000 Militärs und 500 technische Mittel aus Rumänien und aus weiteren 11 NATO-Ländern.
Die Rumänen hatten dieses Jahr zum erstenmal frei am 1. Juni, dem Internationalen Kindertag. Letztes Jahr hatte das Bukarester Parlament den 1. Juni zum gesetzlichen Feiertag erklärt, damit die Eltern den freien Tag mit ihren Kindern verbringen können. In ganz Rumänien fanden Theateraufführungen, Musikkonzerte, Wettbewerbe, Ausstellungen und andere Sonderveranstaltungen für Kinder statt. Der rumänische Ministerpräsident, Sorin Grindeanu, sagte in einer Botschaft zum Internationalen Kindertag, er wünsche sich für die Kinder in Rumänien ein hochwertiges Ausbildungssystem, Maßnahmen zur Verhinderung des Schulausstiegs und entsprechende Lebensbdingungen, damit die rumänischen Kinder gesund und stolz auf ihr Heimatland aufwachsen. Es gibt kein international einheitliches Datum für den Kindertag, was historisch begründet ist. In über 40 Staaten, wie in China, teilweise in den USA, in vielen mittel- und osteuropäischen Ländern sowie Nachfolgestaaten der Sowjetunion wird am 1. Juni der Internationale Kindertag begangen. In anderen Ländern sind es andere verschiedene Daten. In Deutschland und Österreich wird am 20. September der Weltkindertag ausgerichtet, aber auch der 1. Juni als Internationaler Kindertag gefeiert. Die Vereinten Nationen selbst begehen den Weltkindertag am 20. November als Internationalen Tag der Kinderrechte, dem Jahrestag, an dem die UN-Vollversammlung die Kinderrechtskonvention von 1989 verabschiedete; auch diesem Datum haben sich viele Staaten angeschlossen.

ROLAND GARROS – The best-ranking Romanian woman tennis player of the moment, Simona Halep, no.4 WTA is today facing German Tatjana Maria (no. 104 WTA) in the second round of the Roland Garros Tennis Tournament, the second largest Grand Slam tournament of the year. Also today, in the same round, Sorana Carstea (no.64 WTA) meets Spanish Carla Suarez Navarro (no.23 WTA). Four other Romanian women tennis players Irina Begu, Monica Niculescu, Ana Bogdan and Patricia Ţig got eliminated in the inaugural round.
At a time when NATO leaders convened in Brussels for major political decisions, Romania was making the last preparations to host one of the biggest NATO exercises. Armed forces from 8 NATO countries fitted with heavy equipment and helicopter gunships are expected to come together in the Cincu shooting range, close to Brasov in central Romania.
Troops from Romania will be joined by their counterparts from Britain, Germany, the Netherlands, Spain, Poland, Norway, Albania and Bulgaria for a large-scale rapid-reaction drill. The mentioned NATO countries have been requested to deploy troops on the Alliance’s eastern flank.
Their mission: defending Romania. 4 thousand soldiers backed by armored carriers and helicopter gunships are to be deployed to Romania as part of NATO’s Very High Readiness Joint Task Force. With details about the drill, here is major general Lucian Foca.
Lucian Foca: “Noble Jump 2017 is a military drill with a short-notice period designed to test the operational capabilities of the NATO forces with a high level of operability and of their ability to implement an action plan meant to ensure NATO’s operational capability in Romania and Bulgaria.”
This multinational drill is coordinated by NATO through the Joint Force Command based in Naples, Italy. Exercise Noble Jump is a major logistical challenge that will test the ability of all the participants to deliver a significant fighting force to wherever it is needed.
In summer NATO will move its training military operations to the Black Sea. 18 international exercises are expected to involve the participation of 40 thousand troops from 23 allied or NATO-partner countries. The amplest manoeuvres, due to take place between July 10th and 16th under the name Saber Guardian, will bring together 25 thousand military personnel.
The exercise is part of the U.S. European Commands Joint Exercise Program designed to enhance joint combined interoperability between Bulgarian, Romanian, Hungarian, U.S. and NATO Allies. Army general Lucian Foca has told the public radio that Saber Guardian will involve a large range of operations carried out in a joint multinational context.
The exercise is meant to contribute to the development of the response and deterring capability, strengthening interoperability under a unique command through the implementation of a complete range of military missions in the spirit of security and stability in the region.

Nord-Atlantice se reuneau la Bruxelles pentru decizii politice majore, în
România se făceau ultimele pregătiri în vederea unuia din cele mai mari
exerciţii militare aliate. Forţe militare din opt ţări
NATO, însoţite de echipamente grele şi elicoptere sunt aşteptate la Poligonul
Cincu, Braşov. Alături de militari români sunt mobilizate efective din Marea
Britanie, Germania, Olanda, Spania, Polonia, Norvegia, Albania şi Bulgaria, în
cadrul unui exerciţiu de intervenţie rapidă.
Statele NATO menţionate au fost
solicitate să desfăşoare în regim de urgenţă trupe de lupte pe flancul de est
în scopul de a apăra România. În total, patru mii de militari cu transportoare
blindate şi elicoptere de atac vor fi desfăşuraţi pe teritoriul ţării.
Efectivele fac parte din Forţa de Reacţie Întrunită Foarte Rapidă a NATO.
Generalul-maior Lucian Foca, şeful Comandamentului Forţelor Întrunite, explică
ce urmăreşte exerciţiul: Noble Jump 2017 este un exerciţiu cu termen scurt
de notificare, planificat în scopul testării capacităţii operaţionale a
elementelor foţelor NATO cu nivel ridicat de operativitate şi a capabilităţilor
implementării planului de acţiune pentru asigurarea capacităţii operaţionale a
NATO în România şi Bulgaria.
Noble Jump este
coordonat de NATO prin Comandamentul Forţelor Întrunite de la Napoli.
Exerciţiul militar de la Poligonul Cincu reprezintă pentru Alianţă o provocare logistică
majoră care va testa abilitatea tuturor participanţilor de a oferi o forţă de
luptă semnificativă oriunde este nevoie, cât mai rapid.
În vară, NATO îşi va
muta operaţiunile militare de pregătire, cu scop preventiv, în regiunea Mării
Negre. 18 exerciţii internaţionale vor angrena 40 de mii de militari din 23 de
ţări aliate sau partenere NATO. Manevrele cele mai ample se vor desfăşura între
10 şi 16 iulie şi la ele vor participa aproximativ 25 de mii de militari.
Denumite Saber Guardian, ele sunt planificate de comandamentul Forţelor Armate
ale Statelor Unite ale Americii în Europa şi condus de Forţele Terestre ale SUA
din Europa. Acest exerciţiu se va desfăşura pe teritoriile naţionale ale
României, Bulgariei şi Ungariei. Pe timpul exerciţiilor, militarii vor executa
o gamă largă de acţiuni în context multinaţional, interarme şi întrunit, a
precizat generalul Lucian Foca la postul public de radio. Exerciţiul va
contribui la dezvoltarea capacităţii de reacţie şi descurajare, la consolidarea
interoperabilităţii sub o comandă unică prin execuţia unei game complete de
misiuni militare în sprijinul securităţii şi stabilităţii în regiune.
