    Notification — The Save Romania Union — USR and the Force of the Right, in opposition, intend to notify the Constitutional Court today about the coalition (PSD-PNL) governments taking responsibility for the package of fiscal-budgetary measures. The two parties claim that there are numerous violations of the fundamental law in the government’s document. The USR leader, Cătălin Drula, claims that principles of fiscal responsibility were allegedly violated. Moreover, the notification to the Constitutional Court will also include the observations of the experts of the Justice Ministry regarding the Governments measures, which minister Alina Gorghiu would have ignored when she issued a favorable opinion for the legislative proposal, Catalin Drula said. Initially, the opposition evoked a censure motion, and today is the last day when they could submit it, but it is unlikely that they will be able to collect the required number of signatures.



    Conference — The Speaker of the Romanian Senate, Nicolae Ciucă, is participating also today in the Conference of Presidents of Parliaments from the 46 member states of the Council of Europe, organized in Ireland, Dublin. On the eve, he had said that populism harmed democracy and endangered the civil rights of all. According to the Romanian Senate Speaker, in the context of the war on Romania’s border, the role of national parliaments in the reconstruction of Ukraine and the challenges to representative democracy in unstable times are topics of great interest for Romania, as an EU and NATO member country. He also spoke about Romanias role in supporting neighboring Ukraine, from where more than five million refugees came



    Meeting – The Romanian Foreign Minister, Luminiţa Odobescu, is participating, today, in the meeting of the heads of diplomatic missions from the EU member states accredited to Bucharest, organized by the Spanish Presidency of the Council of the EU. On the eve, the Romanian FM took part in the opening of the second edition of the international Euro-Atlantic Forum for Resilience, with the theme Resilience at Sea and its Impact on Land. She emphasized the relevance of the Black Sea region in the context of the Russian Federations war of aggression in Ukraine, a region with a special geopolitical significance, located at the epicenter of this conflict. Minister Odobescu stated that Romania acted and will continue to act in coordination with the neighboring states and strategic partners, so as to facilitate the transit of Ukrainian agricultural products through the Romanian ports.



    Gas – Natural gas and electricity tariffs on the Romanian market will continue to be subsidized until the end of March 2025, the National Energy Regulatory Authority -ANRE announced. Thus, Romanians will pay 68 bani (13 euro cents) per kilowatt for a monthly consumption of up to 100 kilowatts, 80 bani (16 euro cents) for a consumption range of 100-255 kilowatt, 1.3 lei (26 euro cents) for a consumption between 255 and 300 kilowatts, and for what exceeds 300 kilowatts – 1.3 lei for the entire amount. In the case of gas, the price for one kilowatt/hour will not exceed 31 bani (6 eurocents). The ANRE representative, Valeriu Steriu, stated that this measure brings predictability and is “a safety net” for the population and industrial consumers. He showed that the total amount reimbursed by the Romanian state to the energy companies that applied the capped price scheme, was almost 21 billion lei (about 4.2 billion euros) two weeks ago. Meanwhile, the Transgaz National Company announced that it has already stored an amount of gas that exceeds 96% of the total storage capacity. (LS)

    Nouveaux ministres dans le gouvernement de Bucarest

    Le président roumain Klaus Iohannis a signé mercredi la nomination de Nicolae Moga au poste de ministre de l’Intérieur et de Ramona Mănescu en tant que ministre des Affaires étrangères. Nicolae Moga, membre du Parti social-démocrate, est sénateur de Constanța (sud-est) depuis 2008 et a aussi occupé le poste de vice-président du Sénat roumain au Bureau permanent. Il remplace Carmen Dan à la tête du ministère de l’Intérieur, après la démission de cette dernière. Pour sa part, Ramona Mănescu a rejoint l’Alliance des libéraux et des démocrates en 2017. Antérieurement, elle faisait partie du Parti national libéral et a occupé le poste de ministre des Transports pendant 6 mois en 2013-2014. Eurodéputée depuis 2007, Mme Mănescu a été nommée cheffe de la diplomatie roumaine à la place de Teodor Meleșcanu, relevé de ses fonctions. Par la même occasion, Mihai Fifor a été nommé vice-premier ministre chargé de la mise en œuvre des partenariats stratégiques de la Roumanie. Et c’est toujours mercredi que les nouveaux ministres ont prêté le serment d’investiture.

    Les Roumains de la diaspora et la Loi relative au vote

    Le président roumain Klaus Iohannis a promulgué la loi relative au vote des Roumains de la diaspora. La nouvelle loi met en place le vote par correspondance et allonge la durée du scrutin à trois jours dans les bureaux de vote situés à l’étranger. C’est la réponse du gouvernement à ce qui s’est passé lors des élections européennes de 26 mai dernier, quand des milliers de Roumains n’ont pas pu voter, même après avoir fait la file pendant des heures devant les bureaux de vote. Le document met en place le vote par correspondance ainsi que le vote anticipé pour la diaspora, qui permettra de se présenter aux urnes de vendredi à dimanche, par rapport au seul dimanche, comme c’était le cas jusqu’à présent. En plus, le document prévoit la possibilité de prolonger le programme de vote jusqu’à minuit pour les électeurs se trouvant à l’intérieur des bureaux de vote et pour ceux qui attendent à l’extérieur. Cette procédure s’appliquera également aux bureaux de vote de Roumanie. Pour voter par correspondance, les membres de la diaspora devront d’inscrire sur les listes électorales permanentes de l’étranger en complétant un formulaire en ligne sur le site de l’Autorité électorale permanente, auquel ils devront joindre un scan ou une photo de leurs pièces d’identité. Les Roumains de l’étranger peuvent commencer à s’enregistrer sur le site www.votstrainatate.ro à partir de ce dimanche. Le site a été créé par l’Autorité électorale pour permettre un recensement plus précis des Roumains vivant à l’étranger et afin de mieux informer ces derniers concernant le processus de vote.

    Une campagne d’information en ce sens a également été lancée par le ministère des Roumains du monde, qui a aussi rendu publics cette semaine les derniers chiffres de l’émigration. Il y aurait plus de 5 millions et demi de Roumains vivant à l’extérieur des frontières nationales, auxquels s’ajoutent ceux des communautés historiques, soit les Roumains installés depuis des siècles dans différentes régions des pays voisins. Le nombre total avoisinerait alors les 10 millions de personnes, selon les données de 70 missions diplomatiques de Roumanie, centralisées par le ministère des Roumains du monde. La ministre de tutelle, Natalia Intotero, note parmi les causes de l’émigration des Roumains la pauvreté, les revenus bas, l’impossibilité d’accéder à des emplois corrects, la classe politique et la corruption. Mme Intotero a annoncé que son ministère préparait un projet de loi relatif à la réinsertion socioprofessionnelle des Roumains qui souhaitaient revenir au pays, et qui sera déposé au Parlement en septembre. La deuxième étape de la campagne nationale « Information ici, sécurité ailleurs », une opération visant à informer les citoyens avant qu’ils ne prennent la décision de quitter le pays, démarrera au mois d’août.

    Avertissements de la Commission européenne

    La Roumanie est visée par 11 procédures d’infraction visant l’échec systémique en matière de suivi de la pollution, services financiers, transposition des normes pour l’usage des armes à feu, migration clandestine ou protection des enfants. La Commission Européenne a mis en garde jeudi contre le fait que Bucarest n’a pas encore éliminé toutes les restrictions imposées au commerce au gaz naturel entre les Etats membres, conformément aux normes européennes. L’Exécutif communautaire constate que, par les modifications apportées à la loi de l’énergie, l’obligation de vendre du gaz prioritairement sur le marché interne est maintenue, ce qui est une violation du droit de l’Union européenne et crée des barrières injustifiées à l’exportation du gaz de Roumanie. Bucarest dispose de deux mois pour répondre à ces accusations. Sinon, la Commission peut décider de saisir la Cour de justice de l’UE. Une autre procédure d’infraction porte sur le non-respect des normes européennes sur la lutte contre l’abus sexuel sur les enfants, l’exploitation sexuelle des enfants ou encore la pornographie infantile. Une procédure similaire peut être démarrée si la Roumanie ne s’aligne pas sur la législation européenne visant le marché des assurances automobiles. De même, 3 des procédures d’infraction concernent l’incapacité de Bucarest de respecter ses engagements en matière de lutte contre la pollution

    Un Roumain, directeur général par intérim de l’Agence internationale de l’énergie atomique

    Le Roumain Cornel Feruţă, diplomate depuis plus de 20 ans, a été nommé directeur général par intérim de l’Agence internationale de l’énergie atomique (AIEA), jusqu’à la désignation d’un nouveau directeur général. La nomination survient après le décès du chef de l’institution, Yukiya Amano, en poste depuis 2009, et a lieu à une époque de négociations intenses dans le dossier nucléaire iranien. Cornel Feruță était un proche collaborateur de Yukiya Amano au poste de coordinateur en chef du bureau du directeur général. Entre 2007 et 2012, M. Feruță a été Représentant permanent de la Roumanie auprès des organisations internationales à Vienne.

    Équipes roumaines dans les coupes européennes de football

    La vice-championne de Roumanie de football, FCSB (anciennement Steaua Bucarest), a gagné jeudi en déplacement 3-0 contre l’équipe Alashkert FC d’Arménie, lors du deuxième tour préliminaire de la Ligue Europa. Toujours en déplacement, CSU Craiova a fait match nul et vierge avec les Hongrois de Honved Budapest. Le club Viitorul Constanța, titulaire de la Coupe de Roumanie, a perdu 3-6 devant les Belges de KAA La Gantoise. Les matchs retour auront lieu la semaine prochaine. Ce mercredi, dans le deuxième tour préliminaire de la Ligue des Champions, CFR Cluj, le club champion de Roumanie, a vaincu à domicile 1-0 l’équipe Maccabi Tel Aviv.     LOAN — Romania signed on Wednesday a loan agreement with the International Bank for Reconstruction and Development, worth 50 million Euro, for a project of improving disaster risk management, the Finance Ministry has announced. The loan is aimed at improving emergency and response infrastructure in case of disasters and enhancing the institutions’ capability to plan investment, with the purpose of reducing the risk of disasters and adjusting to climate change. The loan is granted for up to eight years and will be paid back between November 1st 2024 and May 6th 2026.




    NOTIFICATION – Romanian President Klaus Iohannis has notified the Constitutional Court in relation with the Law on the status of local elected representatives. Iohannis says the law is not clear enough and contradicts other legal provisions. Also, according to the Presidency, the definition of the conflict of interests in the case of local elected representatives comes against the rule of law as defined in Romania’s Constitution and the European treaties.




    SWINE FLU – The authorities in Bucharest presented on Wednesday new measures to combat African swine flu, which has been affecting Romania this summer. New measures will be taken after a government meeting attended by eight ministers, the head of the Emergency Department, and public health officials. According to a tally issued a few days ago, over 440 hotbeds have been identified. 99% of the cases were in household raised pigs, and two in pig farms. The first payments to owners have been issued, worth over 130,000 lei, the equivalent of about 28,000 Euro. The payments are reimbursements for culled pigs, as well as collateral losses. The swine flu was discovered in Romania last summer, but it reemerged two months ago. The disease does not affect people, but it has a high social and economic impact.




    GAS — Natural gas for consumers went up in price by 5.85% starting August 1, according to the National Energy Regulatory Agency. This is the third price hike for home consumers this year. Starting on April 1 2017, the price of gas for domestic consumption was liberalized, with producers no longer being state regulated in terms of prices. The agency issued calculations showing that between 2013 and March 2019 gas prices go up almost 76%.




    OSCARS – Radu Judes movie I dont care if we go down in history as men is Romanias entry to the 2019 Oscars in the foreign film category. The film is a behind the scenes look at a historical reconstruction of the battle of Odessa in WWII as a street performance. This is Radu Judes sixth feature length movie, and was dubbed by international critics as a smart alarm signal regarding populism, a challenging, sarcastic and crucial look into the past and the present, and a daring comedy drama. I dont care if we go down in history as men is Radu Judes second film submitted by Romania for the Oscars. The first was Aferim!, which ran in 2016.




    UNTOLD – The Untold electronic music festival starts on Thursday in Cluj, central Romania, lasting until August 5. Around 350,000 people are expected to attend. Festival goers are from 75 countries, including New Zealand, Hong Kong, South Africa, Argentina, and Canada. In total, 10 stages have been set up this year, for the 250 artists performing, such as The Chainsmokers, Armin van Buuren, Tiesto, Tujamo and Afrojack. The authorities say that the security measures taken make this the safest festival in Europe. Along the four days of the festival, over 1,100 gendarmes, police, firefighters and medical staff will provide security and safety. 70 surveillance cameras will monitor the perimeter of the festival.




    WARNING — The Romanian Foreign Ministry has issued a travel alert of bad weather for the Romanian citizens who are in Greece or are planning to travel to this country. Thus, heavy rain and storms and also hail have been forecast for Greece. A travel alert has also been issued for southern France, where high temperatures of 40 to 42 degrees Celsius are expected. On Thursday, there will be a code red alert in Italy’s capital Rome and in several other cities in the north and center of this country.




    WORKERS — The General Inspectorate for Immigration in Romania issued in the first half of the year over 4,000 work permits for foreign citizens, more than twice the number in the same period last year. According to GII data published Tuesday, Romania hosts over 100,000 foreign citizens, most of them living in and around Bucharest, Timisoara, and Cluj. In terms of the highest numbers of citizens by country, top is Vietnam, followed by Turkey, China, Serbia, and Sri Lanka.
