    LETTER Romania’s president Klaus Iohannis has sent a congratulation letter to
    Her Majesty Queen Elizabeth II of the United Kingdom of Great Britain and
    Northern Ireland on her anniversary and the platinum jubilee, the presidential
    administration in Bucharest has announced. The Romanian president has voiced
    his conviction that the Strategic Partnership between Romania and the UK will
    continue being consolidated in the future for the mutual benefit of both
    nations. Starting Thursday, Britain is celebrating for four days the Queen’s 70
    years of rule, the longest in the kingdom’s history. The government has exceptionally
    approved a four-day bank holiday allowing millions to participate in the
    various events staged on this occasion, such as street parties, concerts and
    military parades. According to the BBC, the 96-year-old monarch, who has
    mobility issues and has recently cancelled several public appearances, is
    likely to join members of the Royal Family on the balcony at Buckingham Palace
    to watch the display.






    EURO According to the 2020 Convergence Report published by the European
    Commission, Romania presently does not meet any of the four criteria needed to adopt
    the single European currency. In order to adopt the euro, an EU member has to
    meet four conditions: price stability, stable public finances, exchange rate
    stability and long-term interest rates. According to the report, not only that Romania
    doesn’t meet any criteria but the country is also the only member state that is
    subject to an excessive deficit procedure opened in 2020. In 2016, Romania met only
    three out of the four conditions needed to join the Euro zone.








    HOLIDAY Romania, a country with an Orthodox majority, is today celebrating the
    Ascension of Lord Jesus Christ, 40 days after his resurrection. Orthodox
    believers are today celebrating the event with painted eggs and traditional
    Easter meals. Since 1920 the Romanians have also paid homage to their war
    heroes on Ascension Day. A series of events have been staged to the memory of
    Romania’s heroes like wreath laying, religious services as well as moments of
    silence in all major institutions across the country. Bucharest will today see
    a commemoration ceremony at the tomb of the Unknown Soldier, which is to be
    attended by the country’s president Klaus Iohannis, Defence Minister Vasile
    Dancu, and Chief of Staff, Daniel Petrescu. In a message on the Heroes Day, the
    country’s Prime Minister Nicolae Ciuca said that our thoughts of gratitude are
    today directed towards those who made the supreme sacrifice for the better
    destiny of the generations to come.








    POLL Over 70 percent
    of the Romanians believes Russia is responsible for the war in Ukraine, shows a
    poll conducted by INSCOP Research over May 16th and 21st. Over 87% of the
    Romanians believes that Russian leaders must be convicted for war crimes and
    65% believes that the presence of NATO and the US troops in Romania is a good
    thing. 50% of the respondents believes that Ukraine will win the war, whereas
    26% believes that Russia will be the victor. According to the poll, only 25%
    believes that Russia is defending traditional values against the decadence of
    the West, as compared to 41% in February. 67% of the respondents believes that exploitation
    of Black Sea gas will significantly reduce the country’s dependence on Russian
    gas

    COVID-19 On Monday Romania reported under 100
    SARS-CoV 2 infections, a first in the past year with all its regions presently
    in the so-called green zone. 63 new fatalities have been reported but 47 of
    them are figures from last year and the beginning of 2021 and have been
    introduced in the data base upon a request from the Health Ministry following
    the latest checking. Only 315 patients are in intensive care while the people’s
    interest in vaccination has significantly diminished. Less than 50 thousand
    have been vaccinated in the past 24 hours amid concern that the holiday season might
    contribute to the spreading of more contagious variants. Almost 4 million
    Romanians have been fully vaccinated so far. 8,500 teenagers have so far got
    the Pfizer vaccine one week after the campaign for this age bracket kicked off.






    GDP
    In the first three months
    of the year Romania had a 2.8% higher GDP than in the 4th quarter of
    last year. However, the country’s GDP is 0.2% lower than in the same period of
    2020, data released by the National Institute for statistics on Tuesday shows.
    The IMF experts have envisaged a strong economic recovery in Romania this year
    with a real GDP growth of 7%. Pundits have cautioned though that the main risk
    of not meeting this figure is a potentially negative development in the
    pandemic.






    VISIT Romanian president Klaus Iohannis is
    today receiving in Bucharest his Israeli counterpart Reuven Rivlin who is
    paying an official visit to Romania. According to the presidential
    administration, the visit reflects ‘the solidity’ of the bilateral relations
    and the fact that Israel remains a ‘key’ partner with strategic valences for
    Romania in the Middle East. Talks will be focusing on ways of developing and
    deepening the bilateral relations in all domains of common interest as the visit
    is coming against the background of celebrating 73 years of uninterrupted
    diplomatic relations between Romania and Israel on June 11th. Also
    high on the talks agenda are cooperation in the fields of economy and
    healthcare including in fighting the Covid-19 pandemic, education in the
    Holocaust and other measures to fight anti-Semitism in Romania as well as
    cultural and other inter-human exchanges. President Rivlin is expected to
    deliver a speech in Parliament on June 9th, and hold talks with the
    heads of the two chambers, Anca Dragu and Ludovic Orban. The Romania – Israel
    Economic Forum is due on the same day.






    TENNIS The Romanian-German pair Horia
    Tecau – Kevin Krawiets is today playing a Columbian pair made up of Juan
    Sebastian Cabal and Robert Farah. Tecau and Krawiets have lost two finals this
    year, in Rotterdam and Barcelona. In the women’s doubles, Irina Begu and Nadia
    Podoroska of Argentina have qualified for the quarters and will be up against
    Petra Martic of Croatia and Shelby Rogers, USA.






    CONFERENCE
    The head of Romania’s Chief of Staff, lieutenant general Daniel Petrescu is in
    Sarajevo to participate in the 14th Conference of General Chiefs of
    Staffs in the Balkan states on military cooperation. The event is aimed at
    developing regional cooperation by strengthening security and assuring a
    climate of stability in the Balkans, by increasing the interoperability of the
    armed forces in the region by their participation in joint drills and missions,
    as well as by identifying and developing regional mechanisms of crisis
    management. On the sidelines of the conference in Sarajevo, the Romanian military
    official is going to have talks with Major General Alexander Platzer, commander
    of the ‘EUFOR ALTHEA’ operation and with the Romanian troops stationed in Camp
    Butmir. The conference, which is held annually, is an instrument complementary
    to other regional initiatives aimed at boosting cooperation between nine
    countries in South-Eastern Europe – Albania, Bosnia and Herzegovina, Bulgaria,
    Greece, North Macedonia, Montenegro, Romania, Serbia and Turkey.

    CFR Cluj advances towards the Champions League


    The Romanians secured a 2-0 away win
    against Floriana in Malta and have thus qualified for the competition’s second
    preliminary round






    The Romanian champions proved cautious
    in their game against the Maltese side though the hosts shouldn’t have been
    considered a threat. Before the game the Romanian coach Dan Petrescu had
    mentioned some of the problems he feared, such as the artificial pitch and the
    preponderantly South-American lineup of the hosts.






    Both sides put up a lackluster play in
    the first half of the game as they decided to take no risk. The visitors
    mounted some bold attacks in the second half of the game and French Mike Cestor
    put them in the lead on 54 minutes with a header. Catalin Golofca sealed the
    points for the visitors also with a header 7 minutes into the extra time.






    CFR will be playing Croatian champions
    Dinamo Zagreb in a home match next week in the second round of the Champions
    League preliminaries. Dinamo started the new football season with a clear 6-0
    win against Lokomotiv Zagreb, the country’s second representative in the
    Champions League qualifiers. CFR Cluj will be taking on Academica Clincheni on
    Sunday.






    Coach Petrescu is trying to build a
    strong lineup for the match against the Croatians as many of his players are
    still recovering from injuries. Petrescu has told a TV channel that one of
    CFR’s most valuable players, French striker Billel Omrani will not be able to
    play against Dinamo Zagreb.

    Islands in group F, the national eleven failed to qualify for Euro 2020. There
    were some remarkable performances though, but in the present edition of our
    sports feature we will be referring to the performances obtained by football
    coaches

    At the Romanian Football Awards,
    Razvan Lucescu has been designated coach of the year for having won the
    championship and cup of Greece with PAOK Thessaloniki; with Saudi side Al-Hilal
    the Romanian headcoach won the Asian Champions League. From the beginning of
    his career Lucescu proved to be one of the best Romanian technicians.






    At only 37, in 2006, he coached
    Rapid Bucharest to the quarterfinals of the UEFA Cup after beating teams like
    Feyenoord Rotterdam, Shaktar Donetsk, Hertha Berlin and SV Hamburg. Rapid
    failed to qualify for the semifinals after two draws against Steaua Bucharest.
    Between 2009 and 2011 Lucescu coached Romania’s national eleven.






    Another headcoach who reached a
    high performance level is Mirel Radoi. At the age of only 38 Radoi has been
    designated coach of the Romanian national football side due to the results
    obtained by the country’s under twenty-one team at the European championships in
    Italy and San Marino.






    Young Romanian footballers won the
    championship’s C group after a 4-1 against Croatia, 4-2 against England and
    nil-all against France also qualifying for the Olympic Games in Tokyo. Romania
    had not participated in the Olympic Games since 1964, an edition also hosted by
    Japan, when our footballers made it to the quarterfinals.






    The best result of Romania’s
    footballers in 2019 was the qualification of CFR Cluj for the Europa League’s
    round of 32. A Romanian football side had not made it to the spring edition of a
    European Cup for six years. Furthermore, with 12 points out of the six games in
    group E, CFR also set a record for a Romanian side.






    The difference was made by coach
    Dan Petrescu who managed to capitalize on CFR’s potential. Petrescu is presently
    considered the best coach in Romania’s first football league. Petrescu was part
    of British side Chelsea’s line-up for five years and the side he coached Unirea
    Urziceni made it to the Champions League and obtained a 4-1 win against
    Scottish side Glasgow Rangers. Unirea also clinched a 1-0 win against Spanish
    side Seville.

    Le traducteur Jean-Louis Courriol

    Fin 2016, le traducteur Jean-Louis Courriol s’est vu décerner deux distinctions importantes : le titre de Docteur Honoris Causa de l’Université « Tibiscus » de Timişoara et le Prix Eugen Lovinescu, accordé par le Musée de la Littérature roumaine. Ce ne sont pas les premières distinctions roumaines que Jean-Louis Courriol reçoit pour ses traductions de la littérature roumaine et pour avoir contribué à la faire connaître dans l’espace francophone. En 2015, à l’occasion du Festival international du livre Transilvania, Jean-Louis Courriol recevait le titre d’« Ambassadeur honoraire de la littérature roumaine dans l’espace européen ». Passionné aussi bien de poésie que de prose, Jean-Louis Courriol a traduit et publié en France des œuvres d’écrivains classiques roumains, dont certains considérés comme intraduisibles, ainsi que des livres d’auteurs contemporains. Mihai Eminescu, Liviu Rebreanu, Camil Petrescu, Marin Sorescu, voilà quelques noms que les lecteurs français ont pu découvrir grâce à l’invité de cette édition de notre rubrique «Espace culture ».

    Jean-Louis Courriol a découvert la Roumanie dans les années ’70. Il était à l’époque un jeune professeur agrégé de lettres classiques. Ayant constaté que le roumain était une sorte de latin moderne, il a souhaité l’approfondir. L’Etat français l’a envoyé par la suite par comme lecteur à l’Université « Alexandru Ioan Cuza » de Iaşi, important centre culturel de cette ancienne principauté moldave. Une fois là, il a commencé – comme il se plaît à dire – à parler comme un habitant de cette contrée qui veut se faire passer pour un Bucarestois. Et le voilà arrivé à sa première traduction française d’un écrivain roumain. Le choix de Camil Petrescu n’a été pas du tout fortuit. Camil Petrescu était un des écrivains préférés de sa future épouse, Florica Ciodaru Courriol, remarquable traductrice, elle aussi.

    Nous avons demandé à Jean-Louis Courriol quels ont été les livres de la littérature roumaine qui avaient marqué son existence : « Difficile à dire, car ils sont nombreux. Pourtant, si je devais m’arrêter à un seul nom, je mentionnerais celui de Mihai Eminescu. Pourtant, je pourrais tout aussi bien choisir Liviu Rebreanu et Marin Sorescu, sans oublier Cezar Petrescu, qui malheureusement, est considéré en Roumanie comme un écrivain secondaire. Il est important de réévaluer la littérature roumaine en la regardant par le biais d’autres cultures ; moi, je le fais par le biais de la littérature française, à laquelle je continue de croire. Pourtant, il ne faut pas oublier que la littérature française ne surpasse pas la littérature roumaine. Pour moi, la littérature roumaine est un repère tout aussi important que la littérature française, de même que le roumain est ma deuxième langue maternelle, du moins je la considère comme telle. »

    Dans une interview accordée à l’écrivaine Marta Petreu, Jean-Louis Courriol affirmait que la littérature roumaine a donné des chefs-d’œuvre qui ne sont pas encore traduits.

    Jean-Louis Courriol raconte de sa rencontre avec les écrivains roumains : « Marin Sorescu est une de mes plus importantes rencontres, car c’est le poète qui m’a rapproché de Mihai Eminescu. Celui-ci me semblait un sommet presque impossible à atteindre et qui avait été peut-être trop glorifié. Pourtant, lorsque j’ai lu le poème « Et parce que tout cela devait porter un nom » de Marin Sorescu – peut-être le plus bel hommage jamais fait à Mihai Eminescu – j’ai commencé à me rapprocher peu à peu de son œuvre. C’est donc Marin Sorescu qui m’a fait découvrir Eminescu. Je l’ai découvert aussi par l’intermédiaire de Liviu Rebreanu. Et Rebreanu m’a emmené de nouveau vers Sorescu. Et la longue série des connexions pourrait continuer! »

    A part son travail de traduction, Jean-Louis Courriol a enseigné la langue et la littérature roumaine à l’Université de Lyon. Depuis 2000, il est professeur associé à l’Université de Piteşti. Cette institution d’enseignement supérieur a créé un Institut de recherche dans le domaine de la traduction littéraire où Jean-Louis Courriol et Florica Ciodaru Courriol dévoilent aux étudiants les secrets de cet art.

    Promouvoir la littérature roumaine n’est pas facile – estime Jean-Louis Courriol : « En effet, c’est difficile, pourtant la présence de Florica à mes côtés m’aide beaucoup. Certes, les éditeurs français – et pas seulement français, les éditeurs étrangers en général – ne nous attendent pas les bras ouverts. Ce n’est peut-être pas uniquement de leur faute. Parfois ce sont les traductions qui en sont responsables, car elles n’ont pas toujours été convaincantes. Et elles ne l’ont pas été parce que, des fois, on n’a pas traduit les auteurs les plus représentatifs de la littérature roumaine. Je suis persuadé que la littérature roumaine ne pourra pénétrer dans d’autres espaces culturels si on n’en connaît pas les racines, si l’on ne connaît pas, au moins partiellement, Mihai Eminescu, Liviu Rebreanu, Cezar Petrescu, Camil Petrescu, Lucian Blaga, Tudor Arghezi, Marin Preda. Faute d’accès à ces écrivains, il est difficile de promouvoir la littérature roumaine. Evidemment, on peut taper dans le mille avec un livre d’un écrivain contemporain, mais ce serait uniquement un succès à court terme. » (Trad. : Dominique)

    Rezultate economice pozitive

    Prin buget general consolidat se înţelege ansamblul bugetelor componente ale sistemului bugetar. Cât despre execuţia bugetară, aceasta reprezintă activitatea de încasare a veniturilor bugetare şi de efectuare a plăţii cheltuielilor aprobate prin buget. Odată cei doi termeni definiţi, Ministerul de Finanţe de la Bucureşti a anunţat, luni, că execuţia bugetului general consolidat al României s-a încheiat, la finele lunii septembrie, cu un excedent de 0,06% din Produsul intern brut.



    În contextul unei parităţi leu-euro de circa 4,5, veniturile, în valoare de 155,4 miliarde lei, reprezentând 23,5% din PIB, au fost cu 5,5% mai mari în termeni nominali faţă de aceeaşi perioadă a anului trecut. S-au înregistrat creşteri la încasările din contribuţiile de asigurări sociale, accize, impozite şi taxe pe proprietate şi pe utilizarea bunurilor, impozit pe profit sau TVA. Rezultatul a fost influenţat, de asemenea, de încasarea veniturilor din certificatele pentru emisii de gaze cu efect de seră emise de Ministerul Economiei, precum şi de tranşa a doua din impozitul pe construcţii speciale.



    Sumele primite de la Uniunea Europeană în contul plăţilor efectuate înregistrează în continuare un nivel relativ scăzut, reprezentând 0,8% din PIB, dar sunt, şi ele, cu 9,6% mai mari faţă de aceeaşi perioadă a lui 2013. În privinţa cheltuielilor, cuantificate la 155 miliarde lei, acestea s-au redus atât în termeni nominali, cu 0,3% faţă de aceeaşi perioadă a anului precedent, cât şi în termeni reali, fiind inferioare cu 1,3 puncte procentuale ca pondere în PIB. Au crescut cheltuielile de personal ca urmare a creşterii salariului minim brut la 850 lei, de la 1 ianuarie 2014, şi la 900 lei, de la 1 iulie 2014.



    S-a înregistrat, însă, reducerea cheltuielilor cu dobânzi, precum şi a celor cu bunuri şi servicii. Cheltuielile pentru investiţii, care includ cheltuielile de capital, precum şi cele aferente programelor de dezvoltare finanţate din surse interne şi externe, au fost de 16,5 miliarde lei, respectiv de 2,5% din PIB, faţă de 19,4 miliarde lei în aceeaşi perioadă a anului trecut.



    Într-un cuvânt, specialiştii văd în actualul context economico-financiar o situaţie favorabilă care va permite României să se încadreze în ţinta de deficit de 2,2% din PIB pe ansamblul lui 2014, aşa cum a fost convenit, în prealabil, cu Fondul Monetar Internaţional. Aceasta după ce România a încheiat 2013 cu un deficit al bugetului general consolidat de 2,5%. Autorităţile de la Bucureşti speră că prin menţinerea disciplinei fiscale, coroborată cu o ţintă de creştere economică de 5-6% pe an, România va putea, în timp, să recupereze decalajul ce o desparte de ţări dezvoltate ale Uniunii Europene.

    Comisia Europeană are un nou preşedinte


    Candidat din partea popularilor europeni, luxemburghezul Jean-Claude Juncker a devenit, marţi, noul preşedinte al Comisiei Europene. A fost validat, la Strasbourg, de Parlamentul European, după ce şi-a prezentat programul politic. Printre priorităţile sale figurează creşterea economică şi crearea de locuri de muncă, Uniunea economică şi monetară, piaţa unică şi revigorarea industriei, negocierile cu Statele Unite privind Acordul de parteneriat transatlantic, o politică europeană privind migraţia, dar şi relaţiile externe ale Uniunii Europene. Următoarea etapă este, acum, formarea echipei de comisari a lui Jean-Claude Juncker. Liderii Uniunii Europene, reuniţi, miercuri seara, în Consiliu, urmau să se pună de acord cu privire la posturile de comisari în unele domenii importante. Nu au reuşit, însă, aşa că au decis să se reîntâlnească pentru discuţii la sfârşitul lunii august. România doreşte să păstreze portofoliul Agriculturii în viitoarea Comisie şi, eventual, să-l menţină pe actualul titular al acestuia, Dacian Cioloş.



    Uniunea Europeană şi SUA sancţionează, din nou, Rusia


    Aceiaşi lideri europeni reuniţi la Bruxelles au decis suspendarea operaţiunilor financiare cu Rusia ale Băncii Europene de Investiţii şi a celei de Reconstrucţie şi Dezvoltare. Moscova, învinuită că alimentează conflictul armat din estul Ucrainei, este îndemnată să-şi utilizeze influenţa asupra grupărilor pro-ruse pentru a opri fluxul de arme şi de militanţi peste graniţă. Spre nedisimulata nemulţumire a ruşilor, şi Statele Unite ale Americii au anunţat cele mai dure sancţiuni din ultima perioadă împotriva lor, întrucât, aşa cum aprecia preşedintele Barack Obama, Moscova nu a luat măsurile necesare pentru a opri escaladarea violenţelor din Ucraina. Sancţiunile vizează două bănci importante din Rusia, între care cea a gigantului Gazprom, şi două companii din domeniul energiei. Acestora le va fi restricţionat accesul la pieţele de capital americane. Mai multe firme din domeniul militar vor fi şi ele afectate, inclusiv producătorul Kalaşnikov.



    Ucraina şi Fâşia Gaza — focare de conflict


    Situaţia din estul Ucrainei a atins, joi, noi cote tensionate odată cu prăbuşirea unui avion de linie al companiei Malaysia Airlines. Toate cele 298 de persoane care se aflau la bord au murit. Aeronava, care decolase de la Amsterdam şi se îndrepta spre Kuala Lumpur, a căzut în regiunea Doneţk, controlată de separatiştii pro-ruşi, la doar câţiva zeci de kilometri de graniţa cu Rusia. Preşedintele român, Traian Băsescu, a cerut clarificarea imediată a condiţiilor în care s-a petrecut catastrofa şi a solicitat ca experţi ai Uniunii Europene să participe la anchetă alături de autorităţile ucrainene. Totodată, ministerul român de externe a activat o celulă de criză care gestionează, concomitent, şi evoluţiile determinate de conflictul din Fâşia Gaza care opune armata israeliană şi mişcările islamiste din zonă. După evacuarea, la începutul săptămânii, a unui grup de 84 de români şi membrii lor de familie, la faţa locului au fost retrimise două echipe consulare mobile. Acestea sunt localizate în Amman şi Tel Aviv şi sunt pregătite să acorde asistenţă consulară românilor rămaşi în zonă.



    Diferend preşedinte-premier pe tema reducerii CAS


    Reducerea cu 5% a contribuţiei plătite de angajator la asigurările sociale (CAS) este benefică pentru mediul de afaceri din România, dacă, însă, nu este însoţită de noi creşteri de taxe şi impozite. Declaraţia a fost făcută de preşedintele Consiliului Investitorilor Străini, Steven van Groningen, după discuţii cu preşedintele Traian Băsescu. Luni, şeful statului l-a chemat pe premierul Victor Ponta la consultări după ce, anterior, anunţase că nu va promulga legea diminuării CAS decât după ce Guvernul îi va spune de unde va lua bani pentru a acoperi reducerea respectivă şi ce intenţionează să facă pentru a nu genera dezechilibre bugetare. În opinia lui Traian Băsescu, diminuarea cu 5% a CAS-ului ar atrage după sine mărirea taxelor sau reducerea investiţiilor. Premierul Ponta spune, în schimb, că reducerea CAS cu 5% la angajator trebuie făcută acum, pentru că se înregistrează creştere economică şi încasări suplimentare la buget.



    Dreapta politică românească în pragul unificării


    La Bucureşti s-au încheiat, săptămâna aceasta, negocierile politice dintre cele mai importante formaţiuni de centru-dreapta din România, PNL şi PDL, care vor să fuzioneze. Liderii celor două partide de opoziţie au căzut de acord asupra ultimelor detalii ale unificării. Îşi propun să creeze o mare formaţiune care să poarte denumirea PNL şi care să se bată de la egal la egal cu PSD, câştigător categoric al euroscrutinului de la finele lunii mai. Pe termen scurt, obiectivul major al PNL-PDL este câştigarea alegerilor prezidenţiale din noiembrie, la care vor avea un candidat comun pe care îl vor anunţa la începutul lunii august. Pe de altă parte, Consiliul Permanent al Uniunii Democrate a Maghiarilor din România — în coaliţia la guvernare — l-a desemnat pe preşedintele formaţiunii, Kelemen Hunor, drept candidat la preşedinţia României.
