    Defense – Europe must assume greater responsibility for its own defense in order to strengthen our strategic resilience, said President Klaus Iohannis, present, on Monday, in Brussels, at the informal meeting of EU leaders on defense issues. The discussions focused on military capabilities and the European defense industry. President Iohannis evoked, in this sense, the need for adequate financing seen not only as the allocation of more money, but also as the effective use of the already existing tools. Regarding defense, Romania’s president emphasized the need for complementarity between the European Union and NATO.

     

    EU funds – Attracting European funds for financing social projects for the benefit of the Romanian citizens, for protecting the rights and increasing the skills of Romanian workers are the topics tackled during Monday’s meeting between Prime Minister Marcel Ciolacu and Roxana Mînzatu, the executive vice-president of the European Commission, responsible for social rights, skills, quality jobs and training. Visiting Bucharest on Monday and Tuesday, in her first official visit in this capacity, Roxana Mînzatu emphasized the openness to support the Romanian administration in attracting as many European funds as possible. During the talks, the two officials also referred to the debate taking place at the European level regarding the Consolidation of EU emergency preparedness. In this context, the head of the Romanian government mentioned that Bucharest must be part of this debate, considering the contribution that Romanian specialists have in managing such situations, like fires and floods. On Tuesday, Roxana Mînzatu will meet with president Klaus Iohannis and will have talks with the speakers of the Senate and of the Chamber of Deputies, Ilie Bolojan, and Ciprian Şerban respectively.

     

    Meeting – The Romanian Interior Minister, Cătălin Predoiu, had an official meeting with his Bulgarian counterpart, Daniel Mitov, on the occasion of the official launching ceremony of the joint patrols at the Bulgarian-Turkish border together with the counterparts from Bulgaria, Hungary and representatives of the management of the Austrian Federal Ministry of the Interior. According to an Interior Ministry press release, published on Monday, they tackled the issue of the bilateral commitment to work together in addressing the challenges of cross-border crime, for the protection of the external borders of the EU and of the common one. The most important aspects of the Romanian-Bulgarian cooperation in the field of Internal Affairs were reviewed, with an emphasis on the latest developments recorded after the lifting of internal border controls on January 1, 2025. Cătălin Predoiu was decorated by the Bulgarian minister with the Badge of Honor “Value and Merit” of the Bulgarian Interior Ministry, for special merits in the development and consolidation of cooperation in the field of security and internal affairs. He is the first Romanian Interior Minister to receive this distinction.

     

    Budget – Romania’s 2025 budget bill will enter Parliament’s debate as of Tuesday, and the final vote is expected to take place by the end of the week. The vote is predictable as the parliamentarians of the ruling coalition (PSD-PNL-UDMR) have the majority. However, the document met with much criticism from the opposition parties, which submitted over 1,000 amendments. Adopted by the government at the end of last week, Romania’s budget bill for 2025 is based on an economic growth of 2.5%, an average inflation rate of 4.4% and a deficit of 7% of the GDP. According to the Finance Minister, Tanczos Barna, the budget focuses on investments, with record allocations of 150 billion lei (about 30 billion Euros).

     

    IMF – An International Monetary Fund mission is paying a visit to Bucharest, between February 3-7. The IMF team will meet with representatives of the new Romanian Government and the National Bank of Romania to analyze recent financial and economic developments and update macroeconomic perspectives. Currently, Romania does not have a financing agreement with the International Monetary Fund, but the financial institution annually evaluates the evolution of the Romanian economy, based on consultations on Article IV, which represents a mandatory surveillance exercise for all member states. The purpose of the consultations is to examine the financial and economic situation at the national level and formulate some general recommendations regarding monetary policies, financial and economic policies to be followed so as to ensure stability and a positive evolution of the economy.

     

    Investigation – The prosecutors from the Directorate for Fighting Organized Crime (DIICOT) carried out, on Monday, dozens of searches in Romania and Monaco, in a case involving fraud with particularly serious consequences, embezzlement, money laundering and tax evasion, related to what the press called the Nordis real estate business. The investigations targeted a number of about 70 suspects, natural and legal persons. Among the people interviewed are Laura Vicol, former head of the Legal Commission in the Chamber of Deputies, and Ioana Băsescu, the daughter of the former president of Romania, Traian Băsescu, who was called at the DIICOT headquarters to give explanations regarding her involvement as a notary in the Nordis business. Starting in 2018, three of the suspects allegedly initiated and set up an organized criminal group, which conceived and implemented a complex criminal mechanism, consisting, mainly, in the promotion and development of real estate projects under the cover of several commercial companies, followed by collecting money from clients, misleading buyers during the execution of pre-contracts and sale-purchase contracts. The leaders of the organized criminal group are said to have collected over 957,000,000 lei (over 195 million Euros) from customers as an advance payment within the framework of bilateral sale-purchase promises, respectively sales-purchase agreements.     Schengen – The Romanian Interior Minister, Cătălin Predoiu on Wednesday talked, during a video conference, with his Hungarian counterpart, Sandor Pinter, on the subject of Romania’s accession to the Schengen area with land borders. The Romanian official stated that a good opportunity was created for the meeting that will take place in Budapest on November 22, in which the European Commissioner for Home Affairs, Ylva Johansson, will also participate. With this discussion, I concluded a set of three successive meetings with the Austrian minister, Gerhard Karner, the Bulgarian minister, Atanas Ilkov, and the Hungarian minister, Sandor Pinter, in which I intended to harmonize the positions, so that the Budapest meeting should result in a new step forward for Romania’s accession to Schengen with land borders, Catalin Predoiu added.

     

    Commissions – The Romanian Parliament approved, with a large majority of votes, the setting up of two commissions of inquiry to investigate the expenses made by the Presidential Administration in the last 10 years and to ‘investigate the real estate mafia’. The first commission was initiated by the social-democratic groups in the governing coalition with the liberals. The members of the commission want to find out, among other things, the sums paid by the Presidential Administration for the rental of planes, for the internal and external travel of the president of the country or the expenses incurred for the development of the golf courses pertaining to protocol villas. The other commission of inquiry, initiated by the National Liberal Party starting from the Nordis case, aims to identify the ways in which homes in the project stage were sold to two or more people and to identify the mechanisms through which homes promised to bona fide buyers are later resold through fictitious companies. The mandate of the current parliament will end at the end of this year, so the two commissions only have time to investigate until the winter holidays.

     

    Ukraine – The Romanian Embassy in Kyiv has taken additional measures to ensure the protection of its staff. The Romanian Foreign Ministry says that the activity was limited to emergency actions, in coordination with the diplomatic missions of the other allied and EU member states, considering the security developments in Ukraine. The situation is constantly monitored and, in consultation with the Ukrainian authorities, the measures will be adapted according to developments. Ukraine used, on Tuesday, for the first time, American ballistic missiles against a target on the territory of Russia, as a result of the permission received from the Biden administration, which is at the end of its mandate. A thousand days after the beginning of the Russian invasion, the European Parliament promises Ukraine that the EU will stand by it as long as necessary. The Ukrainian leader, Volodymyr Zelensky, stated that, without European aid, Ukraine would have fallen under Russian occupation.

     

    Football – The Romanian national football team won the match with Kosovo 3-0 after the latter abandoned the match, the European Football Union announced on Wednesday. The Kosovo players abandoned Friday’s game in Bucharest, from the League of Nations, with only a few tens of seconds before the end, at the score 0-0. They motivated their decision by the fact that some spectators chanted “Serbia, Serbia”. Kosovo has declared its independence, but it is not recognized by Serbia or Romania. The team from Kosovo left the field for the same reasons in the match between the two teams in September 2023, in the EURO 2024 preliminaries, but later the Kosovo players returned to the pitch after about an hour and the match could end (2-0 for Romania). Following UEFA’s decision on Wednesday, Romania finished C2 with 18 points and promoted to League B. Kosovo ranked second with 12 points, Cyprus finished third with 6 points and Lithuania is on last position, without any point.

     

    Training center – Two F-16 Fighting Falcon aircraft of the Royal Dutch Forces, the last to equip the European F-16 Training Center, landed on Wednesday at the 86th Air Base in Feteşti (south-east), the Romanian Defense Ministry (MApN) announced. According to MApN, the aircraft join the 16 planes already in Romania to strengthen the training capacity of the Center, which currently has a total of 18 aircraft of this type. By establishing the European F-16 Training Center, Romania has committed to providing a high-quality training environment, with access to state-of-the-art technical resources and know-how, not only for Romanian pilots, but also for those from allied and partner states, including Ukraine. The F-16 Center contributes to the creation of common operational standards and to strengthening the capacity of the North Atlantic Alliance to face the complex challenges in the Black Sea region and in Eastern Europe.     Protests – The Romanian government has adopted several measures aimed at solving the problems that have brought farmers and transporters to the streets in recent weeks. Money has been allocated for subsidies for farmers of dairy cows, buffaloes, poultry and pigs, and the subsidy for diesel fuel used in agriculture has also been increased. The money will reach the farmers by the end of June this year. For farmers affected by the drought of 2023, the government adopted an emergency ordinance that allows them to postpone payment of installments to the banks. It was also decided to change the legal framework so that truck drivers will no longer be fined for the expiry of the vignette in the case of long waiting times at customs points, and as regards the healthcare employees, an overall 20% increase in the salaries was agreed in the healthcare field for 2024.



    Automobile – The production of vehicles in Romania reported a record increase last year and exceeded by more than 4% the total number of cars in 2019. Adrian Sandu, the general secretary of the Romanian Automobile Manufacturers Association, believes that this increase was possible thanks to the efforts of the two factories, Dacia and Ford, to find solutions to the crisis of electronic components. “Both the Dacia and Ford teams did their best to ensure an optimal supply flow of components, so that, against the background of a consistent demand, we have this increase in production, thus registering in 2023 a new record of production of vehicles in Romania, about 513,000 units”, said Adrian Sandu.



    Drugs – The European Union states should focus on the fight against drug trafficking in ports, on an integrated basis at the international level, said the Romanian Interior Minister Cătălin Predoiu on Thursday in Brussels. Attending the informal Justice and Home Affairs Council meeting, he mentioned that a working group has been organized in Romania that integrates several institutions with attributions in preventing and combating drug trafficking. Cătălin Predoiu showed that, just as drug traffickers work in networks at the international level, the structures to combat this phenomenon must be organized in the same way, and Romania will be in the front line of this fight. At the same time, he welcomed the decision made by the Council last year, to expand the Schengen area with Romania and Bulgaria to include the air and maritime borders.



    Flu – 18 people have died of the flu in Romania in the last week, and the total number of deaths caused by flu since the beginning of the cold season is 40. According to the National Public Health Institute, between January 15-21, over 120,000 cases of respiratory viruses and almost 7,000 cases of flu were registered, and hospitals are faced with increasing numbers of patients in the Emergency Outpatient Service Units. The youngest patients are babies only a few days old. Due to a lack of beds, doctors are forced to postpone the hospitalization of some of the patients. A little over 1 million people have been vaccinated against the flu this season, most of whom benefit from the reimbursable drug medicine scheme.



    First house – Financiers who did not participate in the previous year can also register for this years edition of the “First House” program in Romania, for which the state will grant a total ceiling of guarantees of one billion lei (approx. 200 million Euros). “First House” 2024, as the program is now called, is granted in lei, for the purchase of a single house, and the maximum value of the loan is 66,500 Euros for houses whose price is a maximum of 70,000 Euros. The requested advance payment is 5%, and 119,000 Euros for homes whose price is a maximum of 140,000 Euros, in this case the requested advance payment being 15%. Since 2009, when this program was launched, over 330,000 Romanians have received loans to buy a home. They were mainly young people between 26 and 35. Most of the financing was requested for apartments with an area between 50 and 100 square meters, at prices between 50,000 and 100,000 Euros. The program directly contributed to the stabilization and maturity of the real estate market and of the mortgage market.



    EU – The President of the European Commission, Ursula von der Leyen, launched a strategic dialogue on the future of agriculture in the EU. The initiative does not involve the adoption of decisions, it only focuses on debates about a common vision of the member states regarding agricultural policies. The Group for Strategic Dialogue and for the Future of European Agriculture is a new platform to which all those involved or influenced by agricultural policies in all Member States, all types of farmers, consumers, environmental organizations, scientists or financial institutions have been invited to participate. The discussions take place in the context in which farmers protests are gaining momentum in several European states, such as Romania, Poland, Germany, Spain, Lithuania, the Netherlands and France. The main problems of European farmers are related to the impact of EU environmental policies and the inflow of Ukrainian agricultural products into the EU, which influence farmers productivity and competitiveness.



    Ankara — The Turkish President Tayyip Erdogan signed, on Thursday, the parliaments ratification of Swedens candidacy for NATO membership. Parliament ratified the document on Tuesday, eliminating a major hurdle in the way of expanding the Western military alliance after a 20-month delay. At this point, Hungary remains the only country that has yet to ratify the Nordic country’s NATO membership. When Sweden and Finland applied for joining NATO in 2022, Turkey surprised some members by saying the two countries were protecting groups that Ankara considers terrorists. It approved Finlands accession in April 2023 but, along with Hungary, left Sweden to wait. Ankara has called on Stockholm to toughen its stance on local members of the Kurdistan Workers Party (PKK), which the EU and the US consider a terrorist group. In response, Stockholm introduced a new anti-terrorism bill that makes membership to a terrorist organization illegal. Sweden, Finland, Canada and the Netherlands have also taken steps towards relaxing the arms export policies to Turkey. Tayyip Erdogan linked Swedens accession ratification to the USs approval of the sale of F-16 fighter jets to his country. (LS)

    הצד הישראלי הביע תודה על הסולידריות שהפגינה רומניה כלפי ישראל מאז תחילת המלחמה שחמאס הצית ב7 באוקטובר. הצד הרומני הודה מצדו לרשויות הישראליות על התמיכה שניתנה בהחזרת האזרחים הרומנים ששהו בישראל בתחילת המשבר. כמו כן, הודגש הצורך להמשיך במאמצים שיובילו לשחרור מהיר ובטוח של כל בני הערובה הנותרים. השר הרומני שלח מסר של סולידריות למשפחות שנכחו באירוע וחזר על תמיכתו בכל המאמצים האפשריים כדי להביא לשחרור החטופים.

    In Bukarest hat die USR (Opposition) in der Abgeordnetenkammer einen einfachen Antrag gegen den Innenminister Lucian Bode eingereicht. Die Partei wirft Bode die gescheiterte Aufnahme Rumäniens in den Schengen-Raum vor. Nach Ansicht der USR sei der Minister gemeinsam mit Präsident Klaus Iohannis, den Vertretern der Parlamentsmehrheit und der Diplomatie in Bukarest verantwortlich. Die USR forderte auch Außenminister Bogdan Aurescu auf, an der Regierungsstunde im Parlament teilzunehmen, um die Situation zu erklären. Indes hat der Innenminister einen offenen Brief an seinen österreichischen Amtskollegen Gerhard Karner geschickt, in dem er seine tiefe Empörung über das österreichische Votum gegen den Schengen-Beitritt Rumäniens in der vergangenen Woche ausdrückt.


    Nachdem Österreich den Beitritt abgelehnt hatte, kündigten Landwirte, Gewerkschaften und Geschäftsleute in Rumänien an, österreichische Unternehmen, einschließlich Tankstellen, zu boykottieren. Bundeskanzler Karl Nehammer sagte im öffentlich-rechtlichen Fernsehen in Wien, er sei überzeugt, dass das österreichische Veto im JI-Rat keine Konsequenzen für österreichische Unternehmen haben werde. Dabei handele es sich um zwei getrennte Fragen, nämlich um die Sicherheits- und die wirtschaftspolitische Dimension. Mehrere europäische Länder haben ihre große Enttäuschung über das Votum gegen den Beitritt Rumäniens und Bulgariens zur Freizügigkeitszone zum Ausdruck gebracht. Darüber hinaus erklärte die EU-Kommissarin für Inneres, Ylva Johansson, dass sie den Beitritt der beiden Länder zum Schengener Abkommen zu einer Priorität ihres Mandats machen werde.



    In Bukarest haben die Fachausschüsse des Parlaments am Montag die ersten Stellungnahmen zu den Haushaltsentwürfen mehrerer Institutionen und Ministerien abgegeben. Die Geschäftsbereiche Bildung, Verkehr, Entwicklung und Verteidigung werden im nächsten Jahr mehr Mittel erhalten. Bereiche wie Energie, Justiz oder Gesundheit werden dafür im Jahr 2023 weniger Geld erhalten, hoffen aber auf zusätzliche Mittel bei künftigen Haushaltskorrekturen. Die Koalitionsparteien PSD, PNL und UDMR erklären, dass der Entwurf des Staatshaushalts für das kommende Jahr auf einem ihrer Meinung nach historischen Investitionsvolumen von 7,2% des BIP aufbaut. Der Entwurf ist auf ein Wirtschaftswachstum von 2,8% des BIP, eine jährliche Inflationsrate von 8%, eine steigende Zahl von Beschäftigten und eine auf 2,7% sinkende Arbeitslosenquote ausgelegt. Die Opposition kritisiert den Haushaltsentwurf. Laut der ökoliberalen USR seien die Prognosen der Regierung viel zu optimistisch und enthielten künstlich überhöhte Beträge. Die populistische AUR ist auch unzufrieden über die Unterfinanzierung einiger Ministerien. Sowohl die Regierung als auch die Opposition haben Änderungsanträge eingebracht. Die Schlussabstimmung über den Entwurf des Staatshaushalts und des Sozialversicherungsgesetzes ist für Donnerstag vorgesehen.



    Der rumänische Justizminister Cătălin Predoiu ist am Montag in Luxemburg mit der Generalstaatsanwältin der Europäischen Staatsanwaltschaft (EPPO), Laura Codruța Kovesi, zusammengekommen. Laut einer Erklärung des Ministeriums in Bukarest sprachen die beiden Beamten über den Schutz der finanziellen Interessen der Europäischen Union, die Frage der EPPO-Personalressourcen und die Ausweitung ihrer Befugnisse auf Verstöße gegen EU-Sanktionen: Er sei überzeugt, dass der Dialog mit der EPPO Ideen und Lösungen hervorbringen kann“, auch für die Straffung der Zusammenarbeit zwischen nationalen Staatsanwälten und EPPO-Staatsanwälten. Sie hätten schließlich einen gemeinsamen Kampf gegen die Kriminalität, der sowohl die Interessen der EU als auch die nationalen Interessen der Mitgliedstaaten berühre“, sagte Catalin Predoiu.



    Die Präsidentin des Europäischen Parlaments, Roberta Metsola, hat sich am Montag empört und traurig“ über den Korruptionsskandal im Europäischen Parlament erklärt. Die europäische Demokratie werde angegriffen, sagte sie. Auch die Präsidentin der Europäischen Kommission, Ursula Von der Leyen, forderte am Montag, dass die europäischen Institutionen mit hohen Standards der Unabhängigkeit und Integrität“ geführt werden. Der Hohe Vertreter der EU für auswärtige Angelegenheiten, Josep Borrell, bezeichnete die Tatsache, dass mehrere Personen, die mit dem Europäischen Parlament in Verbindung stehen, in Belgien angeklagt wurden, als äußerst besorgniserregend“. Die griechische Vizepräsidentin des Europäischen Parlaments, Eva Kaili, und drei weitere Personen waren in Belgien im Rahmen von Ermittlungen wegen Korruptionsverdachts im Zusammenhang mit dem Katar angeklagt und inhaftiert worden. Gegen die vier wurde Anklage wegen Mitgliedschaft in einer kriminellen Vereinigung, Geldwäsche und Korruption erhoben. In der Wohnung von Eva Kaili wurden bei den Durchsuchungen nach Angaben aus Justizkreisen angeblich Taschen voller Geld“ gefunden.

    JHA — The Romanian Justice Minister, Cătălin Predoiu, will participate, in Brussels, between December 7-14, in the works of the Justice and Home Affairs Council and of the General Affairs Council (CAG) of the European Union. According to JHAC communique, on the sidelines and in the period between the two councils, the Justice Minister will have a series of bilateral meetings with counterparts from other member states and EU officials, in Brussels and Luxembourg. Within the JAH Council, minister Predoiu will present Romanias position regarding the legal instruments and European policies in the field of Justice on the Councils agenda. We remind you that the Home Affairs section of the JHA Council is to decide on the admission of Romania, Bulgaria and Croatia to the free movement Schengen Area.



    Schengen — Prime Minister Nicolae Ciucă welcomed, on Wednesday, the completion by the Parliament in The Hague of the procedure for approving the position of the Government of the Netherlands in favor of Romanias accession to Schengen. ‘We appreciate the recent cooperation with our Dutch partners and we consider that this result is a clear recognition of Romanias preparation,’ the Romanian Prime Minister Ciucă wrote on the Governments Twitter account on Wednesday. In turn, the Romanian Foreign Minister, Bogdan Aurescu, welcomed the favorable result of the vote, as a result of the close and intense political dialogue with the Dutch partners. Austria remains the only EU state that opposes the entry of Romania and Bulgaria.



    Statistics — The Gross Domestic Product of the European Union grew by 0.4%, and that of the Eurozone by 0.3%, in the third quarter of 2022, as compared to the previous three months, and Ireland, Cyprus, Malta and Romania had the more significant advance – shows the data published on Wednesday by the European Statistics Office (Eurostat). The economy grew by 2.3% in Ireland and by 1.3% in Cyprus, Malta and Romania. The most significant decline was recorded in Estonia (minus 1.8%), Latvia (minus 1.7%) and Slovenia (minus 1.4%). Among the EU member states, the most significant annual advance of the economy was recorded in Ireland (10.6%), Croatia (5.5%), Cyprus (5.4%), Malta (5.2%), Portugal (4.9%) and Romania (4.7%), the only decreases being in Estonia (minus 2.3%) and Latvia (minus 0.4%).



    CAP – The European Commission on Wednesday approved the strategic plans of Romania and Bulgaria within the Common Agricultural Policy. Almost 15 billion Euros will be made available for Romania. Bucharest’s plan aims at improving farmers means of subsistence and their competitiveness. Besides the support for income, over one billion Euros will be allocated to investments in farms and processing units. Romania uses about 40% of its budget for rural development, to encourage ecological practices in areas of high natural value, in order to protect biodiversity. About 11 thousand hectares of land will be subject to such practices. In order to maintain the attractiveness of rural areas in Romania, the plan will support the creation of over 12 thousand jobs, with financing for enterprises and infrastructure.



    Gaudeamus — Wednesday saw the opening in Bucharest of the 29th edition of the Gaudeamus Book Fair organized by Radio Romania. Until Sunday, 200 participants will offer the public a varied range of editorial products, on different supports, suitable for all ages and fields of interest, music and educational games. More than 600 editorial events and related projects were announced. For the first time, two spaces dedicated to interactive activities for the youngest visitors have been set up within the fair. All stands will also be found in virtual format on the gaudeamus.ro website. The honorary president of this years edition is the writer Ana Blandiana.



    Agreement – The governments of Romania and the State of Kuwait signed an agreement on cooperation in the military field, the Romanian Defense Ministry announced on Wednesday. The agreement will provide the legal framework for cooperation between the two sides in areas of mutual interest such as military training and education, information exchange, military history and geography, and cultural activities. According to the Defense Ministry, during the visit of the delegation from Kuwait, discussions regarding the bilateral political-military dialogue took place. Against this background, the discussions focused on bilateral cooperation, the approach to the security situation in the Black Sea area and the Middle East and the efforts of the two countries to ensure stability at the regional level, the Defense Ministry mentions.     A president’s decision to appoint new chief-prosecutors has sparked off fresh debates

    Romania’s justice system was in an unprecedented
    situation for quite some time, as some of its institutions, like the General
    Prosecutor’s Office, the National Anti-Corruption Directorate (DNA), and the
    Direction for Investigating Organized Crime and Terrorism DIICOT – were headed
    by interim chief-prosecutors.










    This situation came to an end after
    the country’s president appointed new chief-prosecutors on Thursday. So,
    Gabriela Scutea will heading the General Prosecutor’s Office for the following
    three years, Crin-Nicu Bologa will be at the helm of the DNA, while Elena Hosu
    will be heading the DIICOT. According to president Iohannis, ‘it was a pleasure
    to appoint these people, as Minister Predoiu’s nominations proved to be
    appropriate’.






    Klaus Iohannis: As the
    minister came with very elaborated and well-motivated nominations, against a
    CSM’s approval, which was partially superficial, I considered Minister
    Predoiu’s proposals right, so I appointed the three nominees.






    The three candidates got appointed
    by the president, although Gabriela Scutea, and Elena-Georgiana Hosu had not
    been endorsed by the Higher Council of Magistrates (CSM). Interim Prime
    Minister Ludovic Orban, leader of the National Liberal Party has also described
    the appointments as fair.








    Ludovic Orban: Selection in
    this case has been done on objective criteria and these appointments bring to
    an end a series of prolonged interim terms, which have negatively impacted
    these state institutions.






    The opposition Social-Democrats
    though say that president Iohannis had to take into account the CSM’s decision.

    Robert Cazanciuc: We are
    probably going to see the European Commission’s reaction to the president’s
    move in its future report, but one thing is very clear though, both the CVM and
    GRECO recommend that CSM recommendations should be taken into account.






    In a Facebook message, USR leader
    Dan Barna has described the president’s decision to appoint chief-prosecutors
    in the absence of CSM endorsement as opportunistic against a political
    background favourable to the incumbent Liberal rule. The Judges Forum
    Association has specified in a communiqué that both the Justice Minister and
    the President blatantly disregarded the European Commission reports within the
    CVM framework, reminding that Brussels is considering the idea of conditioning
    future grants on the observance of the rule of law and that Romania stands
    chances of losing significant amounts of money.






    Part of the publications, usually
    favourable to the president and the ruling Liberals, have admitted being taken
    aback by the president’s latest move. G4media, for instance, believes that a
    decision like that coming from the former ruling PSD would have sparked off
    large-scale protests in the country’s capital city Bucharest.

    Tel Aviv – Le président roumain Klaus Iohannis est aujourd’hui en Israël pour participer au Forum Mondial sur « la mémoire de l’Holocauste – la lutte contre l’antisémitisme », qui marque les 75 ans depuis la libération du camp d’extermination nazi d’Auschwitz – Birkenau et la Journée internationale de la mémoire de l’Holocauste. Les principales cérémonies se dérouleront le 23 janvier au Mémorial de l’Holocauste de Yad Vashem. D’ici là, l’agenda du chef de l’Etat prévoit plusieurs rencontres. Aujourd’hui, à Jérusalem, il doit rencontrer son homologue israélien Reuven Rivlin, sur la coopération bilatérale, sur la toile de fon de l’attention particulière qu’accorde la Roumanie à ses relations avec Israël. Mercredi, le chef de l’Etat roumain rencontrera le leader de l’Alliance Bleu et Blanc d’opposition Benjamin Ganz, alors que jeudi il participera aux côtés de 46 membres de maisons royales, présidents, chefs de gouvernements et d’autres leaders d’Europe, des Etats-Unis et d’Australie, à la 5e édition du Forum International consacré à la commémoration des victimes de l’Holocauste. Selon le correspondant de la radio publique roumaine en Israël, l’événement sera ciblé sur la consolidation de l’engagement mondial pour la mémoire de l’Holocauste et la lutte contre l’antisémitisme et le racisme.

    Justice – Le ministre de la Justice, Catalin Predoiu a annoncé aujourd’hui les noms des candidats aux fonctions de procureur général, de chef de la Direction nationale anticorruption et de chef de la Direction d’investigation des infractions de crime organisé et de terrorisme, soit le parquet antimafia. Il s’agit de Gabriela Scutea proposée à la tête du Parquet de la Haute Cour de Cassation et de Justice, de Crin Bologa proposé au poste de chef de la Direction nationale anticorruption et de Giorgiana Hosu proposée à la tête de la Direction d’investigation des infractions de criminalité organisée et de terrorisme. Les propositions seront soumises au Conseil supérieur de la magistrature qui doit émettre un avis consultatif. Enfin, c’est le président roumain, Klaus Iohannis qui a le dernier mot, puisqu’il peut refuser les candidats, avec motivation une seule fois. Le ministère de la Justice a déclenché la procédure de sélection le 2 décembre dernier et quatre jours durant 18 procureurs ont été interviewés sur des thèmes de législation d’erreurs judiciaires, sur le dossier Caracal visant la séquestration, le viol et le meurtre de deux jeunes femmes et enfin sur la suppression de la section spéciale d’investigation des magistrats.

    Défense – Les militaires, les gendarmes et les policiers roumains qui participent à des opérations extérieures recevront des per diem équivalentes à leurs partenaires extérieures, selon une décision du gouvernement. Le document a été initié par les ministres de la défense et de l’intérieur, Nicolae Ciuca et respectivement Marcel Vela, suite à des pourparlers avec les militaires et les gendarmes roumains, au cours de leur visite en Afghanistan décembre dernier. Par conséquent, le per diem du personnel participant à des missions et des opérations à l’extérieur du territoire nationale sera majoré jusqu’à 140 euros par jour, en fonction du niveau de risque qui existe dans la zone où ces opérations se déroulent.

    Grippe – 165 cas de grippe qui ont provoqué deux décès ont été confirmés en Roumanie cet hiver, dont la plupart dans les départements d’Arges, dans le sud, Brasov et Cluj dans le centre et Bucarest. Au niveau national, les analyses faites dans les laboratoires ont confirmé la présence du virus de la grippe dans plus d’un quart des malades ayant des symptômes de maladie. Les médecins rappellent que l’unique moyen de prévention est la vaccination. Le nombre des personnes à se faire immuniser contre la grippe saisonnière est supérieur à celui de l’année dernière lorsque près de 200 personnes sont décédées suite à des complications provoquées par la grippe.

    Tennis – La joueuse de tennis roumaine, Simona Halep, numéro 3 mondiale a battu aujourd’hui 7-6, 6-1, l’Américaine Jennifer Brady (49e au classement WTA), au premier tour de l’Open d’Australie, premier tournoi du Grand Chelem de l’année. Aujourd’hui également Irina Begu s’est inclinée contre la néerlandaise Kiki Bertens sur le score de 1-6, 4-6. Enfin le dernier match de la journée opposé la Roumaine Monica Niculescu à la Frnaçaise Alize Cornet (61 WTA)

    Waterpolo – La sélection nationale de waterpolo de Roumanie a perdu la rencontre avec la Grèce, sur le score de 7 à 14 dans le play-off des Championnats d’Europe de Hongrie, à Budapest. Les sportifs roumains ont terminé en troisième position du groupe B alors que samedi les Roumains ont vaincu la Russie sur le score de 11 à 10. Dans les deux premiers matchs, ils avaient perdu les matchs contre les Pays-Bas et la Serbie.

    Monobob – Le sportif roumain Andrei Nica a remporté l’or de l’épreuve de monobob aux JO de la jeunesse dans la ville suisse de Lausanne. C’est la deuxième médaille d’or obtenue par la Roumanie après celle remportée dimanche par Georgeta Popescu toujours au monobob. La Roumanie est représentée par 35 sportifs à cette troisième édition hivernale des JO de la Jeunesse qui réunit 16 disciplines sportives des JO d’hiver.

    Official Candidacy Submissions for Local Elections Close

    84% of Bucharesters believe that corruption has increased or has stagnated after the latest elections, according to a study run by the Center for Urban and Regional Sociology. 22% of them admit that in the last year they paid bribe at one of Bucharests sector town halls. 60% say they do not pay any attention to a right or leftwing political orientation, and 46% say they would not vote in the June 5th elections.



    These figures come from the most politically active city in Romania, the capital Bucharest. Even though decisions issued at the local level by authorities directly affect every day life for citizens, the interest shown in the local elections is low. The first such elections, back in 1992, brought to the polls 65% of registered voters, but subsequent elections could not manage more than 50%.



    This year is expected to be no exception either, given the highly negative perception that Romanians have on corruption, providing quite a challenge to candidates. Submissions for candidacy had to be introduced by midnight on Tuesday, April 26th. Political parties, alliances, organizations, citizens belonging to national minorities, and independents submitted in writing their candidacies for mayors, as well as local and county council seats.



    The Social Democratic candidate for mayor of Bucharest Gabriela Firea sent a Decalogue to counter-candidates, with commitments supposed to be respected by no matter who wins the seat: ”A European system of public transportation, a single token for transportation, maintaining free passes for retirees, a physician in every school’s medical cabinet. All kindergartens, schools and high schools have to have security, and we have to improve heating.”



    Catalin Predoiu, a Liberal candidate, wants to boost the citys budget: “My main objective is to consolidate Bucharests finances, because a consolidated budget and investments in Bucharest will bring about jobs, cultural spaces, schools, an interest which will slowly turn Bucharest into a regional focal point, a city of the future where people will live with pleasure.”



    Nicusor Dan, a candidate on behalf of the “Save Bucharest” Union, wants a unified system for paying taxes: “We have to simplify the administrative system to save time for tax payers, and put everything about Bucharest into an integrated computerized system.”



    From May 4th on, after the processing of appeals against the registered candidates, candidacies will be definitive. The election campaign starts on May 6th, and ends on June 4th, the day before voting.

    A compter de lundi, le ministère des Affaires Etrangères de Bucarest a un nouveau ministre. L’ancien chef du Service de Renseignements Extérieurs, Teodor Meleşcanu, a prêté serrement, quelques heures seulement après la démission de Titus Corlatean.



    La clé du problème est à retrouver dans le nombre des bureaux de vote existants à l’étranger — 294 au total, un nombre qui s’est avéré insuffisant et dont l’organisation n’a pas été à même de permettre à tous les Roumains qui se sont présentés aux urnes d’exercer leur droit. En signe de solidarité avec la diaspora les Roumains du pays sont descendus dans les rues pour protester contre la mauvaise organisation du premier scrutin.



    Toutefois, la loi ne permet pas de créer davantage de bureaux de vote à l’étranger pour le second scrutin présidentiel, affirme, l’ancien ministre des Affaires Etrangères, Titus Corlatean. Il explique que cette décision n ‘avait pas pour but de créer les prémices pour contester les élections: “En tant que ministre, j’ai l’obligation de m’assurer, aux côtés de l’équipe du ministère des Affaires Etrangères, que la loi est respectée et que l’image et le prestige de l’institution sont préservés. Par conséquent, vu que je souhaite respecter la loi, j’ai décidé de présenter ma démission de la fonction de ministre des Affaires Etrangères de la Roumanie”, a déclaré Titus Corlatean

    Effectivement, la loi électorale en vigueur ne permet pas la création de nouveaux bureaux de vote à l’étranger, en l’absence de certaines dérogations et de modifications législatives. La loi permet uniquement de prendre des mesures censées rendre le processus de vote plus fluide, explique à son tour le nouveau chef de la diplomatie roumaine, Teodor Melescanu :A mon avis, il faut adopter toutes les mesures nécessaires pour que les gens puissent voter sans difficulté. Mais concrètement, tout dépend de la discussion sur les aspects légaux et surtout du temps qui nous reste”.



    Selon un communiqué du Bureau electoral central, l’organisation des bureaux de vote à l’étranger est une compétence exclusive du ministère des Affaires Etrangères, et aucun obstacle légal n’empêche l’ouverture de nouveaux bureaux de vote pour la diaspora. Par la voix de Catalin Predoiu, chef de l’Alliance Chrétienne Libérale, l’opposition insiste sur le fait que la démission de Titus Corlatean ne résout pas les problèmes du premier scrutin et qu’il suffit d’un décret du gouvernement pour créer davantage de bureaux de vote.



    Catalin Predoiu: C’est Ponta qui doit résoudre le problème. Augmenter le nombre des bureaux de vote, émettre un décret gouvernemental, faire tout ce qu’un premier ministre doit faire pour permettre aux Roumains de la diaspora d’exercer leur droit constitutionnel”, exige Catalin Predoiu.

Laut Politkommentatoren hätte Klaus Johannis die besten Chancen gegen den Vorsitzenden der Sozial-Demokratischen Partei und Ministerpräsidenten Victor Ponta im Kampf um das Amt des Staatspräsidenten.



    ANKARA: Die Türkei wählt einen neuen Staatspräsidenten. Die Wahllokale öffneten um 08.00 Uhr Ortszeit. Es ist das erste Mal, dass die Türken ihr Staatsoberhaupt direkt wählen. Favorit ist Ministerpräsident Recep Tayyip Erdogan. Der 60-jährige Chef der islamisch-konservativen AKP kann Umfragen zufolge bereits im ersten Wahlgang auf eine absolute Mehrheit hoffen.     KIEW: Ukrainische Regierungstruppen haben die östliche Rebellenhochburg Donezk am Sonntagmorgen unter heftigen Artilleriebeschuss genommen. Eine AFP-Reporterin hörte vom Stadtzentrum aus mehr als 20 Explosionen. Separatistenführer Alexander Sacharschenko rief die Führung in Kiew erneut zu einer Feuerpause auf. “Wir sind zu einem Waffenstillstand bereit, um die zunehmende humanitäre Katastrophe abzuwenden”, erklärte der Regierungschef der selbsterklärten Volksrepublik Donezk, Alexander Sacharschenko.     BAGDAD – Die jihadistische Gruppe Islamischer Staat (IS) gerät wegen der US-Luftschläge im Nordirak zunehmend unter Druck. Die USA flogen am Wochenende zunächst vier neue Luftangriffe auf die Jihadisten im Nordirak. Wie das US-Zentralkommando in Tampa (Bundesstaat Florida) mitteilte, galt der Einsatz dem Schutz der Religionsgemeinschaft der Yeziden (Jesiden), die vor den Gräueltaten der Jihadisten in das Sinjar-Gebirge geflüchtet und von den Terroristen willkürlich angegriffen worden seien. Alles deute darauf hin, dass die US-Angriffe erfolgreich gewesen seien. Nach UN-Angaben sind allein seit dem vergangenen Montag rund 200.000 Menschen im Nordirak vor den vordringenden IS-Kämpfern geflohen. Die meisten stammten aus christlichen und yezidischen Dörfern. Am Wochenende wurden die Hilfsgüterflüge ins Sinjar-Gebirge fortgesetzt. US-Flugzeuge versorgten die Menschen im Sinjar-Gebirge zum dritten Mal mit Wasser und Lebensmitteln. Das teilte das US-Militär in der Nacht zum Sonntag mit. Mehr als 52.000 Packungen Fertigessen und Behälter mit mehr als 40.000 Liter Wasser seien abgeworfen worden.



    SPORT: Die Kanuten Liviu Dumitrescu und Victor Mihalachi haben sich am Sonntag bei der Kanuweltmeisterschaft in Moskau die Goldmedaille und den Weltmeistertitel im Kanu-Zweier 1.000 Meter erkämpft. Die Silbermedaille ging an die die Kanuten aus Ungarn, Deutschland holte Bronze. Am Samstag hatte das Team Dumitrescu/Mihalachi die Silbermedaille im Kanu-Zweier 500 Metern geholt. Die zwei rumänischen Kanuten können auf ihre exzellenten Resultate stolz sein: 6 Medaillen bei der Weltmeisterschaft (4 Gold-, 1 Silber- und 1 Bronzemedaille) und 10 Medaillen bei der Europameisterschaft (3 Gold-, 3 Silber- und 4 Bronzemedaillen).

    In Bukarest sind die Politiker nur selten einer Meinung, insbesondere in einem Wahljahr wie 2014, mit der Europawahl im Mai und mit der Präsidentenwahl im November. Und doch gibt es zur Zeit ein Thema, worüber in Rumänien Konsens herrscht: die Situation in der Ukraine. Die staatlichen Behörden, die politischen Parteien, die Politiker aller Couleur haben darauf mit derselben Bestürzung und Besorgnis reagiert. Einerseits wird die generelle Bestürzung dadurch verursacht, da‎ß im 21. Jahrhundert berüchtigte Vorgehensweisen der stalinistischen Zeit wieder auftauchen; andererseits erinnert man sich schmerzlich an das historische Trauma Rumäniens, das 1940 durch ein Ultimatum gezwungen worden war, seine östlichen Territorien an die Sowjetunion abzugeben.



    Das rumänische Aussenministerium bezeichnete die Annektierung der abtrünnigen, mehrheitlich russischsprachigen Halbinsel Krim durch Russland als einen illegitimen Akt, der gegen die Grundsätze des internationalen Rechts verstö‎ßt und die Unabhängigkeit, die Souveränität und die territorielle Integrität der Ukraine verletzt. Auf diese Weise werden die Resultate der jahrzehntelangen Gespräche und Kooperation für ein vereintes Europa zunichte gemacht, erklärte das Rumänische Aussenministerium. Die Bukarester Diplomaten äu‎ßerten ihre totale Ablehnung” über die Aktion der Russischen Föderation, und warnten, diese Aktion könnte destabilisierende Effekte in der ganzen Region verursachen und zur internationalen politischen, wirtschaftlichen und militärischen Isolation Moskaus führen. Rumänien werde den Vertrag über die Integrierung der Autonomen Republik Krim, einen Teil der Ukraine, in die Russische Föderation nicht anerkennen, steht noch im Communique des Bukarester Aussenministeriums.



    Der rumänische Staatsprsident Traian Basescu sagte, die Annektierung der Halbinsel Krim im Süden der Ukraine sei ein Beweis dafür, da‎ß Russland und Wladimir Putin versuchen, die ehemalige Sowjetunion wiederherzustellen. Ministerpräsident Victor Ponta teilt diese Unruhe und meint, die internationalen Behörden sollten schnell reagieren; ansonsten könnte Russland seine Annexionspolitik weiterführen.



    Der Vorsitzende der National-Liberalen Partei, Crin Antonescu (von der Opposition), erklärte, die Annektierung eines Teils der Ukraine durch die Russische Föderation verstösse gegen internationales Recht, und das sogennante Referendum auf der Krim sei illegal. Wir stehen vor grossen Spannungen in der Beziehung zwischen der Russischen Föderation und der euroatlantischen Zone”, sagte noch der Chef der Nationalliberalen. Der erste Vizevorsitzende der Liberal-Demokratischen Partei, Catalin Predoiu, sagte seinerseits, Rumänien müsse seine entschlossene Unterstützung für die Einhaltung des internationalen Rechts äu‎ßern und seine Aktionen mit denen der EU- und der NATO-Allierten koordinieren, die alle einheitlich die Annektierung der Krim hart verurteilt haben.



    In diesem Kontext plädieren fast alle rumänische Politiker für die Beschleunigung des Verfahrens zum EU-Beitritt der Republik Moldawien. Die zwischen Rumänien und der Ukraine liegende, mehrheitlich rumänischsprachige Republik Moldawien leidet ihrerseits unter den pro-russischen Separatismusherden in Transnistrien und Gagausien (im Osten, bzw. im Süden der Moldaurepublik).

    BUKAREST: In der Ortschaft Pungesti, Landkreis Vaslui (im Osten Rumäniens) wurden am Freitag die Proteste gegen die Schiefergasförderarbeiten des US-Unternehmens Chevron fortgesetzt. Die 15 protestierenden Menschen, die sich seit Ende 2013 im Hungerstreik befinden, empfinden die ständige Anwesenheit der Ordnungskräfte als Bedrohung, so der RRI-Korrespondent vor Ort. Vor einem Monat, als Chevron die Vorbereitungsarbeiten in Pungesti begonnen hatte, gab es auch die ersten Gewaltausschreitungen zwischen Ortsbewohnern und Gendarmen. Die Ortsbewohner und die Umweltaktivisten behaupten, dass die Schiefergasförderungsmethoden das Grundwasser verschmutzen und Erdbeben hervorrufen.



    BUKAREST: 2014 werden die Wahlberechtigten in Rumänien zweimal an die Urnen gerufen: für die Wahlen zum Europaparlament und für Präsidentschaftswahl. Im Monat Mai sollen die Rumänen die 32 Europaabgeordneten und Ende des Jahres den Staatschef wählen. Januar sind die letzten Schranken der Arbeitnehmerfreizügigkeit für Rumänen und Bulgaren auf dem europäischen Markt gefallen. In Deutschland, Österreich, Belgien, Spanien, Frankreich, Gro‎ßbritannien, Luxemburg, Malta und in den Niederlanden blieb die Freizügigkeit rumänischer und bulgarischer Staatsangehörigen trotz des EU-Beitritts beider osteuropäischer Staaten 2007 eingeschränkt. Der deutsche Aussenminister Frank Walter Steinmeyer erklärte dennoch in einem Interview mit Suddeutscher Zeitung, die Aufhebung der Einschränkungen auf dem europäischen Arbeitsmarkt sei ein wesentlicher Teil der europäischen Integration und für Deutschlad habe sich die Ma‎ßnahme als besonders vorteilhaft erwiesen.
