    New rules for resident registration

    The Romanian Chamber of Deputies Wednesday passed the
    final vote on a law aimed at improving the quality of resident registration services and
    at facilitating the issuance of identity documents for Romanian citizens.


    Under the new law, no more than 10 people may register
    the same address on their identity documents. The provision does not apply for
    home owners and their extended family. An extended family includes the holder of residence rights, their spouse,
    and relatives up to the fourth degree,’ reads the document. Violations of this
    provision entails fines ranging between EUR 15 and 30. Deputy Viorel Sălan (Social
    Democratic Party), one of the initiators of the bill, says an improvement of
    the relevant legislation was necessary.


    Viorel Sălan: Perhaps the most telling example is that
    early this year, in Bucharest, as many as 18,000 people were registered with
    their residence visas at the same address.


    However, the AUR Deputy Titi Stoica believes the new
    regulations are not enough and further legislation changes are required.


    The new law also stipulates that electronic identity
    cards may be issued by any local Population Register offices, irrespective of
    the applicant’s place of residence. Under the new law,
    underprivileged citizens who cannot produce proof of residence will be
    registered based on a certificate issued by the relevant administrative unit,
    indicating the address where their residence will be registered.


    The
    initiators of the bill also argue that changing one’s address will be a lot
    more flexible from now on. Under the new act, individuals providing private
    accommodation to other persons, who are yet to register their current place of residence
    in their identity documents, must accompany their tenants at the relevant population
    register office to confirm their consent. This is an obligation for all
    citizens who provide private accommodation for periods of more than 30 days. As
    for the people who live at a different address than the one specified on their
    identity document, they are to go to the population register office to have
    their address updated or to register their new address within 15 days of moving
    to the new address, and also to apply for registration in the land registry. (AMP)

    EARTHQUAKE A 5.4
    magnitude earthquake hit Romania on Thursday morning in the Buzău area in the
    south-east of the country. The earthquake was felt in several cities, including
    the capital Bucharest, but no emergency calls were received and no damages or
    victims were reported. This was the strongest earthquake in the last 2 and a
    half years. A 5.2 quake occurred on January 31, 2020 in Vrancea, Romania’s main
    seismic area. A bigger, 5.8 magnitude tremor was also reported in October 2018,
    in Buzău County.


    MILITARY
    The
    French Minister of the Armed Forces, Sebastien Lecornu, is on
    an official visit to Romania today, the Romanian Defence Ministry announced. Lecornuwill have meetings with the Romanian Defence Minister, Angel Tîlvăr, with
    President Klaus Iohannis and PM Nicolae Ciucă. The French delegation’s agenda
    also includes a visit to the ‘Getica’ Joint National Training Centre in Cincu,
    central Romania, and a wreath-laying ceremony at the French Heroes Monument in
    Bucharest. France has been leading the NATO battle group in Romania set up in
    May. The battle groups created in Bulgaria, Romania, Slovakia and Hungary are
    part of the borader set of measures taken by NATO to bolster its medium and
    long-term deterrence and defence posture, following the war initiated by the
    Russian Federation in Ukraine.


    VISIT
    The president of the Swiss Confederation Ignazio Cassis postponed his official
    visit to Romania scheduled for Thursday, for unforeseen and unavoidable
    reasons, the Swiss Embassy in Bucharest announced. President Cassis and
    president Klaus Iohannis will try to find an alternative date for the meetings
    scheduled as part of the visit. According to the Swiss Embassy, the two parties
    will sign in the near future the Romanian-Swiss framework agreement concerning
    the implementation of a second financial instalment aimed at reducing economic
    and social disparities within the EU. Under the agreement, Switzerland will
    provide 221.5 million Swiss francs for projects to be implemented in Romania
    until 2029.


    PENSIONS Government spokesman Dan Cărbunaru announced that a
    task force has been set up within the Labour Ministry in Bucharest, to analyse
    the issue of the so-called special pensions, which are not based on
    contributions during employment. The beneficiaries of such pensions include
    magistrates, among other categories, and scores of them applied for retirement
    after the World Bank requested the Romanian authorities to reform the system. This
    was also a requirement in the National Recovery and Resilience Plan, agreed on
    by Romania with the European Commission.


    AUTOMOTIVE The number
    of new automobiles registered in Romania in the first 10 months of the year
    went up over 8% compared to the corresponding period of last year, to nearly 106,000
    units. Car registration numbers also increased by 10% this October compared to
    October 2021. Most of the new automobiles registered during this period, i.e.
    31,000, were local brand Dacia. As for
    second hand car registrations in the first 10 months of the year, the number
    dropped 20% compared to 2021, to 270,000.


    HANDBALL
    Romania’s women’s handball team drew against Germany, 29-29, last night in
    Tatabanya (Hungary), in the last test match ahead of the European
    Championships. In the first test match, Romania lost to Hungary, 28-33. The European Championships (EHF EURO 2022) will
    take place between November 4th and 20th, in Slovenia, North Macedonia and
    Montenegro. Romania plays in Group C, together with France, the Netherlands and
    North Macedonia, and its first game is scheduled for Saturday, November 5th,
    against the Netherlands. Romania has taken part in all the European
    Championships editions except for 2006, and its best performance was a bronze
    medal in 2010. In the last edition, held in 2020, Romania came out 12th. (AMP)

    At midnight on Sunday the registration period for candidates in this autumns presidential election came to an end. The competitors include the incumbent president Klaus Iohannis, backed by the main opposition party, the National Liberal Party, who emphasised that Romanias modernisation is necessary:



    Klaus Iohannis: “These are complicated times for Romania, and we need tremendous effort to fix everything the Social Democratic Party destroyed over the past 3 years. We need to modernise Romania. We need modern hospitals, motorways, clean schools, we need public administration that focuses on citizens, and not on the interests of the civil servants it employs.



    Romanians need a different president, believes PM Viorica Dǎncilǎ, who is also running for president on behalf of the ruling Social Democratic Party:



    Viorica Dǎncilǎ: “I firmly believe that what Romanians want is a president who loves Romania and the Romanians. I firmly believe that we need balance in this country, we need an active president who is always among the people, a president who abides by the Constitution and has a fair institutional relation with the Government and Parliament of Romania.



    The candidate of the USR-PLUS Alliance in opposition is Dan Barna, who says his strengths are the energy and the capacity to represent the new generation:



    Dan Barna: “Now is the time to have ambitious goals, and the time to achieve them. Now is the time to start healing Romania, and this is why I take part in this election: because Romanians can and deserve to be happy here, in Romania. What we need is a vision and determination.



    According to Teodor Paleologu, the candidate backed by the Peoples Movement Party, also in opposition, the president of Romania should be not a politician, but rather a diplomat:



    Teodor Paleologu: “I believe Romania needs a president able to restore the dignity of the state, to restore the credibility of Romania abroad, and, very importantly, to restore social peace in this country torn by such discord and conflict as we can see unfortunately these days.



    The accepted candidacies also include the former MEP Mircea Diaconu, supported by the Alliance of Liberals and Democrats and Pro Romania, and the leader of the Democratic Union of Ethnic Hungarians Kelemen Hunor, who says he wants an innovative, green Romania.

    EU The Romanian Finance Minister Eugen Teodorovici believes it is absolutely necessary for any major initiative of the new European Commission to take into account the interests of all member countries, and not only of the stronger, more influential members. According to a news release issued by the ministry, Eugen Teodorovici took part on Friday in a meeting of the Eurogroup in inclusive format and in an informal meeting of the EU ministers for economic and financial affairs (ECOFIN), organised by the Finnish presidency of the Council of the EU. The Eurogroup talks focused on the budget for convergence and competitiveness. The agenda of the ECOFIN meeting, which continued on Saturday, included topics like hybrid threats and the resilience of financial market infrastructure, enhanced action on climate change and rebooting the capital markets union. While in Helsinki, Minister Teodorovici also had a meeting with the vice-president of the European Bank for Reconstruction and Development, Pierre Heilbronn, with regard to the Banks projects in Romania and its future strategy, as well as to the national strategy to develop the Romanian capital market.



    ELECTION The Permanent Electoral Authority of Romania has drawn up and posted for public debate a draft law endorsing the Guidelines for financing the campaigns for the 2019 presidential election. Meanwhile, the Romanians who live abroad only have Sunday left to announce how they intend to vote in this election. By filling in an online form at www.votstrainatate.ro, people may choose to vote by post or at polling stations abroad. Also, beginning Thursday and until October 19, Romanian diplomatic missions may request to the Foreign Ministry the set-up of polling stations abroad. The first round of Romanias presidential election is scheduled on November 10, with the runoff due on November 24.



    VISIT The Minister for the Romanian diaspora, Natalia Intotero, is in Italy until September 18, to discuss with representatives of the Romanian communities in that country about the options for voting in the forthcoming presidential election. Meetings are held in Turin, Milan, Venice, Bologna, Florence, Cagliari, Catania, Cosenza, Bari, Naples and Rome. Other topics approached also include human trafficking and the problems facing the Romanian nationals in various economic sectors in Italy, which is the host of the largest Romanian community abroad (around 1.2 million people).



    MILITARY Nearly 300 troops from Romania, Bulgaria, Georgia, the Republic of Moldova, the USA and Ukraine have taken part this week in a new training module as part of the multinational exercise Black Sea Rotational Force 19 (BSRF), held in the town of Babadag, in the south-east of Romania. The module included tactical shooting drills, first aid simulations as well as practice involving command and control procedures. BSRF is an annual exercise conducted by the US Marine Corps Forces Europe in the Balkan, Black Sea and Caucasus region. The exercise is aimed at enhancing the inter-operability of the armed forces, by means of joint training for peacekeeping and counter-insurgence operations.



    MEASLES In Romania, the total number of confirmed measles cases is close to 18,300, according to the latest report made public by the National Centre for Infectious Disease Monitoring and Control. In the past week 54 new cases have been reported. Complications caused by this disease have killed 64 people in Romania since the start of the epidemic.



    TERRORISM The White House confirmed on Saturday that Osama bin Ladens son and successor as Al-Qaida leader, Hamza bin Laden, was killed, Reuters and AFP report. According to the US Presidency, Hamza bin Laden was killed in a counter-terrorism operation in the Afghanistan/Pakistan region. Hamza bin Laden was regarded as the favourite son and virtual successor of Osama bin Laden, the founder of the terrorist network behind 9/11, was was also killed in 2011, in Pakistan.



    TENNIS The Romanian tennis players Patricia Ţig, Ana Bogdan and Jaqueline Cristian Saturday managed to get past the qualifiers in the Korea Open. Two other Romanians, Mihaela Buzărnescu and Irina Begu, are also taking part in the competition. Mihaela Buzărnescu was defeated on Saturday by Japans Nao Hibino, 4-6, 6-0, 0-3, in the semi-finals of the WTA tournament in Hiroshima (Japan).

    FESTIVAL In Bucharest, the Romanian Athenaeum is hosting today, on the 15th day of the George Enescu International Festival, a concert by the Liege Royal Philharmonic, conducted by Tiberiu Soare. The soloists include the Italian soprano Anna Caterina Antonacci, in Poulencs opera for soprano and orchestra “The Human Voice. Also today, the Oslo Philharmonic will give a second concert at the Palace Hall, under the baton of Vasily Petrenko. They will perform the symphonic poem Don Juan by Richard Strauss and George Enescus Sinfonia Concertate for cello and orchestra, opus 8. More than 20 choirs are also performing in several venues in Bucharest, as part of a related project entitled The city sings. The George Enescu International Festival takes place until September 22 and brings together over 2,500 of the worlds most valuable musicians from 50 countries, in 84 concerts and recitals. Bucharest and other cities in Romania and 5 other countries—Germany, France, Italy, Canada and the Rep. of Moldova—are hosting performances as part of the Festival. Radio Romania has been a co-producer ever since the first edition of the Festival, in 1958.

    The Romanian political scene is in
    turmoil following the departure of the Liberal Democrats from the government


    The withdrawal of the Alliance of
    Liberals and Democrats from the coalition government has set the political
    scene in Bucharest on fire. The disagreements between the prime minister and
    the president have deepened over the former’s move to replace the outgoing
    Liberal Democrat ministers with other Liberal Democrat MPs who say they wish to
    continue alongside the Social Democratic Party the project they begun together
    in 2016, when they came to power following parliamentary elections.




    President Klaus Iohannis has
    rejected prime minister Viorica Dancila’s proposed reshuffle saying it is
    unconstitutional and again urging her to put her cabinet to a vote of
    confidence in Parliament, given that, he argues, the political make-up of the
    government has changed. In response, the prime minister says she is not afraid
    to seek a vote of confidence in Parliament and has accused the president of
    undermining efforts to ensure a normal functioning of the government. The
    Liberal Democrats’ leader Calin Popescu Tariceanu has himself accused Viorica
    Dancila of not complying with the constitutional provisions and not respecting
    the decision of the Liberal Democrats to withdraw from the government, trying
    all kinds of tactics to avoid a vote of confidence in Parliament.


    Ggovernment approves the extension
    of the registration deadline for Romanian citizens living abroad who wish to
    vote in the upcoming elections


    The deadline for the Romanian
    citizens living abroad who wish to register to vote on the website
    votstrainatate.ro has been extended until the 15th of September,
    following an emergency order issued by the government on Thursday at the
    request of the Permanent Election Authority. The initial deadline was the 11th
    of September. The Romanian Postal Service will provide voters with all the
    necessary materials, namely envelopes, ballots, stamps, stickers and advice on
    how the voting process takes place. Voters living or residing abroad have three
    options to send the envelopes containing their ballots, namely: sending them by
    post to Romania, sending them by courier to the Romanian diplomatic missions or
    consular offices in their countries of residence or taking them in person to
    the Romanian embassies or consulates. More than 71,000 Romanian voters had
    registered on line by the initial deadline.




    The Romanian minister liaising with
    the Romanians living abroad pays visit to Italy


    The Romanian minister liaising with
    the Romanians abroad Natalia Intotero is in Italy to meet members of the
    Romanian communities in this country. Discussions focus on the way in which
    they can exercise their voting rights in the upcoming presidential elections.
    Other topics on her agenda include the coagulation of the associative
    environment and identifying the necessary lines of action to preserve and
    develop the linguistic, spiritual and cultural identity of the Romanians living
    abroad, and monitoring the projects funded by the ministry. Meetings are held
    with members of the Romanian communities and the associative environment in
    Turin, Milan, Venice, Bologna, Florence, Cagliari, Catania, Cosenza, Bari,
    Naples and Rome. Talks also tackle human trafficking and the problems faced by
    Romanians in various sectors in Italy. Official data show that Italy is home to
    the largest Romanian community abroad, numbering around 1,200,000 people.




    Romania nominates Rovana Plumb as EU
    commissioner


    Romania’s proposal for European
    commissioner, the Social Democrat Rovana Plumb will be in charge of transports.
    The announcement was made by the president elect of the European Commission,
    Ursula von der Leyen, who has nominated her entire team. After the hearings in
    the European Parliament’s specialist committees and as soon as Parliament gives
    its approval, the European Council will officially appoint the new Commission. Rovana
    Plumb has been a politician for 25 years and has always been a member of the
    Social Democratic Party, today in government in Romania. She has also served as
    an MP and has occupied several ministerial positions, including minister for
    the environment, labour and European funds.




    The George Enescu Festival is in
    full swing in Bucharest and other cities


    The 24th edition of the
    George Enescu International Festival is under way until the 22nd of
    September. Its motto this year is The World in Harmony and its artistic
    director is Vladimir Jurowski. Bucharest and ten other cities in Romania as
    well as five countries, namely Germany, France, Italy, Canada and the Republic
    of Moldova are hosting this year associated events, paying tribute to the
    musical heritage of the great Romanian composer George Enescu. The festival
    brings together more than 2,500 of the world’s greatest musicians and 84
    different concerts and recitals grouped in six main sections: great orchestras
    of the world, the midnight concerts, chamber concerts and recitals, the music
    of the 21st century, the Mozart Week in Residence and the
    International Forum of Composers. Conferences and disc and book launches are
    also held.

    The presidential election is drawing close, and the Romanians living abroad only have a few days left to announce how they intend to vote. Extended on Thursday by the Government, under an emergency order, the new deadline is September 15. By filling in an online form on www.votstrainatate.ro, prospective voters can choose between postal voting and voting in person at a polling station set up abroad.



    Those who choose postal voting must submit a scanned copy of their identity document and of the residence permit issued by the host country. For polling station voting, applicants must fill in an online form specifying their name, personal identification code, the locality and country where they intend to vote, and attach a scan or photo of their ID.



    A polling station can be set up abroad if at least 100 people from the same locality or area request it. After they have registered on this platform, the respective Romanian citizens will be removed from the permanent voter lists in Romania and included in the permanent voter list abroad.



    The head of the Permanent Electoral Authority of Romania, Constantin Mituleţu-Buicǎ, promised that the data collected from the Romanian citizens living abroad will not be used by the tax authorities, a concern that has allegedly prompted many Romanians to prefer voting in polling stations and that consequently makes the election process more difficult:



    Constantin Mituleţu-Buicǎ: “The data gathered during the previous election, the one for the European Parliament, indicate that nearly 400,000 Romanians voted abroad. We have not disclosed and will not disclose personal data to the authorities, except for the purpose of the election process or if required in administrative or criminal investigations, but never will we provide such data to the fiscal authorities for taxation purposes or for identifying where certain citizens live and have voted.



    The first round of the presidential election is due on November 10, and the runoff is scheduled on November 24. The Romanians who live abroad will be able to vote by post during a 3-day period. Romanian diplomatic missions may already request the Foreign Ministry the setup of polling stations abroad, a process due to conclude on October 19.



    Although there are millions of Romanian nationals who live outside the country, by Friday morning only 73,000 people had registered for postal voting and for voting at a polling station abroad, which makes commentators expect unnerving queues in this election as well.

    Voting. The Romanian government has approved
    a draft order tabled by the Permanent Election Authority under which the
    registration term for the Romanian citizens living abroad as voters has been
    extended until Sunday, September 15th. Under the previous
    legislation, the term was Wednesday, September 11th for all the
    Romanians abroad willing to cast their ballot in the presidential election of
    November 10th and 24th. 34,600 applications have so far
    been received for polling stations whereas 36,500 people have applied for
    postal voting.








    Reshuffle. President Klaus Iohannis
    said on Thursday he would reject the reshuffle proposed by prime minister
    Viorica Dancila, which he considers invalid and inappropriate. The latter on Wednesday
    presented the president with a proposal in which she nominated representatives
    of the Alliance of Liberals and Democrats, the Social Democrats’ former
    coalition partner, for the positions left vacant following the Alliance’s withdrawal
    from the government last month. President Iohannis says the reshuffle requested
    by the prime minister is unconstitutional because the government’s make-up has
    changed and in this case the prime minister must call for a vote of confidence
    in Parliament. After the president’s statement, the prime minister accused him
    of abuse of power, saying she is not afraid of a vote in Parliament and that
    she would do everything to overcome this deadlock.




    Business.
    Romania boasts 105 companies in the Fortune Global 500 (an annual ranking
    of the top 500 corporations worldwide
    as measured by revenue present in Central and Eastern Europe, reads a communiqué by Colliers
    International Group Inc. published by Romanian news agency AGERPRES. The first
    places are occupied by Poland and the Czech Republic with 139 and 111 companies
    respectively, while Slovakia and Bulgaria are on the last positions with 60
    companies. Numerous companies from this region of Europe listed in Fortune
    Global 500 are active in the automotive industry, the sectors of food,
    beverages and tobacco, telecommunications and media as well as transports.
    Romania is following the region’s trend with most of the companies active in
    the car-making sector, with producers of food, beverages, tobacco and technology
    coming next.

    Agriculture. Officials from the agriculture ministry in Romania together with representatives of the agricultural sector in the neighbouring Republic of Moldova and 17 business people are on a working mission in the US. According to the ministry in Bucharest, the purpose of the trip is to develop the strategic partnership in the field and consolidate bilateral ties. The concrete objectives of the mission are the modernisation of Romanian farms through the strategic transfer of top agricultural technologies from the US to Romania, the exchange of information and know-how to boost agricultural output and the local processing of quality organic and ecological agri-food products so that they can be supplied to the US market, where demand for such products is on the rise.




    Enescu festival. Four concerts were scheduled on Thursday on Day 13 of
    the 24th edition of the George Enescu International Festival. The Evgeny
    Svetlanov State Academic Symphony Orchestra of Russia gave their second
    performance, this time under the Romanian conductor Gabriel Bebeselea. The day’s programme also
    featured performances by the La Grande Chapelle ensemble from Madrid and by the
    Arditti Quartet, one of the oldest and most celebrated contemporary music
    groups in the world, as well as a performance by the Philharmonic Orchestra of
    Monte-Carlo conducted by Gareth Jones and featuring the bass-baritone Sir Bryn
    Terfel as a special guest. The George Enescu International Festival is taking
    place between the 31st of August and the 22nd of September and
    brings together more than 2,500 of the world’s greatest musicians in 84
    different concerts and recitals. Events as part of the festival are held in the
    capital Bucharest and other cities across Romania, as well as in Germany,
    France, Italy, Canada and the Republic of Moldova.
