    SUMMIT – President Klaus Iohannis
    will attend the European Council summit on May 30-31, which will focus on the
    war in Ukraine. European leaders will discuss ways to continue providing
    political, economic and financial support to Ukraine, including the EU’s
    involvement in post-war reconstruction efforts, the Romanian presidency
    announced on Friday. The EU Council summit will also address the need to help
    Moldova build up its resilience. EU heads of state and government will also
    examine approaches to ensure continuous food exports from Ukraine in order to
    maintain food safety at global level. Another topic on the summit’s agenda is
    streamlining the EU single electricity market in order to keep volatile prices in
    check and to protect vulnerable categories, the President’s Office also
    announced.




    MEETING -
    Romania’s Foreign Minister, Bogdan Aurescu, is today meeting his Turkish
    counterpart, Mevlüt Çavuşoglu, hoping to convince him to vote in favor of the
    NATO accession of Sweden and Finland. Minister Aurescu is attending the
    Romania-Poland-Turkey trilateral meeting in Istanbul, and has previously
    discussed with the Foreign Ministers of Sweden and Finland about their
    countries’ NATO accession process. The trilateral format was launched 10 years
    ago in order to consolidate regional and NATO security. According to a Foreign
    Ministry release, in today’s meeting Minister Aurescu is expected to highlight
    Romania’s firm support for NATO’s open doors policy and for a swift accession
    of Sweden and Finland. Turkey has accused the two countries, Sweden in
    particular, of harboring a large number of Kurdish militants of the breakaway
    PKK party, which it officially considers a terrorist organization. Hailed by
    the overwhelming majority of NATO states and backed by the population of the
    two countries, the NATO accession of Finland and Sweden was determined by
    security concerns sparked by the Russian invasion of Ukraine.




    PNRR – Next
    week, Romania is expected to submit to the European Commission the first
    funding request under the National Recovery and Resilience Plan (PNRR) worth 3
    million EUR, after the government adopted the last piece of legislation
    required, namely a mechanism that will help prevent the mismanagement of PNRR
    funds. This was the third prerequisite Romania had to fulfill before submitting
    its funding request. The first referred to verification procedures for completing
    PNRR milestones, while the second prerequisite was to upload evidence of having
    fulfilled the 21 milestones by the end of 2021.




    CENSUS – Friday
    is the last day when the self-enumeration online platform is available. Public
    sector employees who’ve completed the online process will receive a day off.
    Starting Monday, the census will move to the second stage, spanning over May 31
    – July 17, when censors will collect data in the field. Two weeks ago, the
    authorities decided to extend the deadline for self-enumeration by an
    additional two weeks, against a large number of online registrations. According
    to the National Statistics Institute, some 10.2 million online forms were
    submitted by May 24, the largest numbers being reported in Bucharest (1
    million), followed by the counties of Cluj (440 thousand), Prahova (400
    thousand), Brașov and Timiș (380 thousand each). Census participation is
    mandatory under the law, while anyone refusing to take part will receive fines
    of up to 600 EUR.




    EPPO – Three Romanian
    citizens are being investigated by the European Public Prosecutor’s Office
    (EPPO) for community funds fraud, which caused an estimated prejudice of some 3
    million EUR. Prosecutors ordered searches in 15 locations in the Danube Delta
    area, Bucharest, as well as Gorj and Giurgiu counties. The individuals are
    suspected of having used seven companies, one registered in neighboring
    Bulgaria, to access funds addressing the Danube Delta, which they subsequently
    put to use outside the scope of the funding. The three had arranged overvalued
    auctions to embezzle large amounts of EU funds. Bail is set at 1.7 million EUR.




    OVERVIEW – The
    Liberal and Social-Democratic Parties on Thursday presented an overview of the
    first six months in office. In separate events, the leaders of PNL and PSD
    spoke about economic growth, measures to curb the compounded effects of a
    several crises facing Romania right now and the package of social measures
    addressing vulnerable categories. USR and AUR in opposition said Romania is on
    the verge of bankruptcy, with soaring inflation, few investments and no
    recovery programs.




    REFUGEES – The number of
    Ukrainian refugees who entered Romania yesterday dropped by 0.9% compared to
    the previous day, the Border Police announced on Friday. Within the space of 24
    hours, some 93 thousand people entered Romania, of whom some 9,000 were
    Ukrainian nationals. Of these, over 4,000 crossed from Ukraine while 937 from
    the Republic of Moldova. After Russia invaded Ukraine on February 24, a little
    over 1 million Ukrainians entered Romania.




    ROLAND
    GARROS – Irina Begu is today playing Leolia Jeanjean of France in the
    third round at Roland Garros. Yesterday, Begu ousted Ekaterina Alexandrova of
    Russia, 6-7, 6-3, 6-4. Begu is the last Romanian in the main draw, after Simona
    Halep was knocked out by Qinwen Zheng of China in the second round. Halep won
    the tournament in 2018 and played the final in 2014 and 2017. On Wednesday,
    Sorana Cîrstea lost to Sloane Stephens of the United States. Another four
    Romanian tennis players, Gabriela Ruse, Ana Bogdan, Irina Bara and Mihaela
    Buzărnescu, were knocked out in the opening round. Irina Begu, Gabriela Ruse
    and Monica Niculescu have advanced to the second round in the women’s doubles.

    tournament. On Thursday, in the second round of the competition, Irina Begu, no
    63 WTA, had a hard time defeating Russia’s Ekaterina Alexandrova, no 31 in the
    world and seed number 30, 6-7, 6-3, 6-4. In the 3rd round, the
    Romanian player will be facing Leolia Jeanjean of France, no. 227 WTA. The
    French player produced a major surprise on Thursday, defeating Karolina
    Pliskova, of the Czech Republic, 6-2, 6-2.


    Also on Thursday, Simona Halep, seed no 19, left the competition. She was
    outplayed in the second round by the 19-year old Chinese player Qinwen Zheng, number
    74 in the world, 2-6, 6-2, 6-1. On Wednesday, also in the 2nd round,
    Sorana Cîrstea had been defeated by Sloane Stephens, of the US, 3-6, 6-2, 6-0.


    In volleyball, on Saturday in Budapest the Romanian national women’s
    team is playing against Hungary in Group C of the Golden League. The Romanians
    outplayed Ukraine, 3-2 on Tuesday in Alexandria, but the Ukrainian players made
    a comeback on Wednesday, when they won 3-1 in Alexandria.


    Sunday will bring the final standings of the top 2 leagues in Romanian
    football, with the second leg of the playoff round to decide who stays and who
    qualifies into League 1. The first match will be played in Ploieşti, pitting
    League 1 team Chindia Târgovişte against Concordia Chiajna, from the second
    division. Last week, Concordia won at home 2-1, thanks to the goals scored by
    Daniel Florea and Andrei Piţian. Adrian Voicu scored for the opposing team.

    In the
    second playoff match, taking place in Bucharest, top-leaguer Dinamo are facing
    Universitatea Cluj, from the second league. In the first leg in Cluj, Universitatea
    won 2-0, with goals scored by the Belgian Martin Remacle and the Moldovan

    EUROPEAN
    COUNCIL – Romania’s president, Klaus Iohannis, on Thursday talked to
    European Council president, Charles Michel, about the main points on the agenda
    of the extraordinary European Council summit to be held on Monday and Tuesday.
    Ahead of the European Council meeting on May 30-31, I exchanged views with
    European Council president, Charles Michel, regarding the main points on the
    summit’s agenda: humanitarian and financial assistance to Ukraine, food
    security, energy, security and defense, the Romanian president tweeted.




    AFRICA DAY
    – The Romanian Ministry of Foreign Affairs hailed the celebration of Africa Day
    on May 25, a symbol of African unity and the importance of this continent
    globally. This year, the African Union has set as theme for the day
    ‘Strengthening resilience in nutrition and food security on the African
    continent’. The issue is all the more important in the context of Russia’s
    illegal, unjustified and unprovoked aggression against Ukraine, which has
    complex consequences, including from the perspective of food security, for many
    states in various regions of the world, many close partners of Romania and the
    European Union, the Romanian Foreign Ministry has said. In this context, the
    diplomacy in Bucharest reiterates the call for solidarity, cooperation and
    coordination, which must be assumed by the entire international community and
    by all UN member states, in order to ensure global food security and thus
    respect universal human rights. The Ministry of Foreign Affairs recalls that,
    in the last weeks, as a result of the war in Ukraine, the Romanian port of
    Constanta, on the Black Sea, has become one of the main gateways for the
    transport of Ukrainian cereals to third markets. To date, more than 240,000 tons
    of grain have been exported from Ukraine via Constanta.




    MONKEYPOX
    – The number of confirmed cases of monkeypox worldwide rose to 219 on Wednesday
    outside the West and Central African countries where the disease is endemic,
    according to a report published by the European Center for Disease Prevention
    and Control (ECDC). 19 countries where the disease is uncommon, mostly in
    Europe, have reported at least one confirmed case. Ranking first in terms of
    confirmed cases are the United Kingdom, Spain and Portugal. Most of the
    cases were detected in young men, self-identifying as men who have sex with
    men. There’s been no death, said the Stockholm-based European agency.
    Monekypox is a less dangerous variant of smallpox, which was eradicated some
    forty years ago. There are no specific treatments or vaccines for monkeypox,
    but the multiplication of cases can be stopped by vaccination against smallpox.




    PNRR -
    Next week, Romania is expected to submit to the European Commission the first
    funding request under the National Recovery and Resilience Plan (PNRR) worth 3
    billion EUR. In Thursday’s meeting, the Government adopted the last piece of
    legislation needed in this process, namely a mechanism that will be implemented
    to prevent the mismanagement of these funds. Minister for European Funds,
    Marcel Boloș, said any offenses will be punished under the law. Also on
    Thursday, the Government decided to extend BA programmes for arts academic
    programmes to four years, and has earmarked the necessary funds allowing
    universities to hold classes online as well. Prime Minister Nicolae Ciucă
    presented a report of his Cabinet’s first six months in office, arguing that it
    is gradually achieving its objectives. The Prime Minister said Romania has the
    biggest economic growth rate at EU level, and over 90 billion EUR available
    for development and modernization. He pointed out investments are the top
    concern, and that the government has increased its EU fund absorption rate by
    7%. USR in opposition has criticized the government, warning against urgent
    measures that need to be taken to ensure economic recovery.




    DODON -
    Former pro-Russian president, Igor Dodon, on Thursday was put on a 30-day
    pre-trial arrest, after being detained for 72 hours on Tuesday in the wake of
    searches conducted at his home address. The former leader of the Party of
    Socialists is suspected of passive corruption, facilitating party funding by a
    criminal organization, treason and unjust enrichment.




    TENNIS -
    Romanian tennis player Simona Halep, former world no. 1, on Thursday was ousted
    2-6, 6-2, 6-1 by China’s Qinwen Zheng in the second round at Roland Garros, a
    tournament she won in 2018. Halep also played the French Open final in 2014 and
    2017. Also on Thursday, Irina Begu advanced to the third round after knocking
    out Ekaterina Alexandrova of Russia, 6-7, 6-3, 6-4. Another four Romanian
    tennis players, Gabriela Ruse, Ana Bogdan, Irina Bara and Mihaela Buzărnescu,

    Journée de l’Afrique – Le ministère roumain des AE a salué la célébration le 25 mai de la Journée de l’Afrique, symbole de l’unité africaine et de l’importance de continent au niveau mondial. Cette année, l’Union africaine a décidé que le thème principal est « La Consolidation de la résilience en matière de nutrition et de sécurité alimentaire sur le continent africain ». Le thème est d’autant plus important dans le contexte de l’agression illégale, injustifiée et non-provoquée de la Russie contre l’Ukraine, qui a des conséquences complexes y compris de la perspective de la sécurité alimentaire pour de nombreux Etats de différentes régions du monde, pour de nombreux partenaires proches de la Roumanie et de l’Union européenne, selon le ministère roumain des Affaires Etrangères. Dans ce contexte, la diplomatie roumaine réitère son appel à la solidarité, la coopération et la coordination, qui doivent être assumés par toute la communauté internationale et par tous les Etats membres de l’ONU, afin d’assurer la sécurité alimentaire au niveau mondial et le respect des droits universels de l’Homme. Le MAE rappelle que depuis quelques semaines suite à la guerre en Ukraine, le port roumain de Constanta en mer Noire est devenu une des principales voies d’exportation des céréales ukrainiennes vers des pays tiers. Jusqu’ici, plus de 240 000 tonnes de céréales ont été exportés d’Ukraine via le port de Constanta.

    Variole du singe – Le nombre de cas confirmés de variole du singe au nouveau mondial est arrivé mercredi à 219, à l’exception des Etats de l’Afrique de l’ouest et de l’Afrique centrale où la maladie est endémique, selon un rapport publié par le Centre européen de prévention et de contrôle des maladies. 19 Etats où la maladie est inhabituelle, dont la majorité d’Europe, ont rapporté au moins un cas confirmé. « Dans la vaste majorité des cas il s’agit d’hommes jeunes, qui s’identifient comme hommes ayant eu des relations sexuelles avec d’autres hommes. Aucun décès n’a été recensé jusqu’ici. » a précisé l’agence européenne basée à Stockholm. La variole du singe est une variante moins dangereuse de la variole éradiquée il y a une quarantaine d’années. Il n’y a pas de traitement, ni de vaccin spécifique contre la variole du singe, mais la multiplication des cas peut être arrêtée par vaccination contre la variole.

    Gaz – La Roumanie peut démarrer officiellement l’exploitation du gaz en mer Noire, après la promulgation mercredi de la loi offshore. Aux termes de cette loi, l’Etat roumain bénéficiera de priorité dans l’extraction de ces ressources et devrait s’approprier 60% des profits, alors que les investisseurs obtiendront 40%. Les premières quantités de gaz devraient être extraites au mois de juin dans le cadre du projet déroulé à Midia par la compagnie Black Sea Oil&Gas. Par ailleurs, un des directeurs de la compagnie Romgaz, entreprise à capital majoritaire d’Etat a déclaré pour Bloomberg que la Roumanie pourrait accélérer son premier projet de forages en profondeur en mer Noire, sur le fond de la crise du gaz naturel en Europe. Romgaz est un partenaire impliqué dans le projet Neptun Deep.

    Réfugiés – Plus de 9 000 ressortissants ukrainiens sont entrés en Roumanie durant les dernières 24 heures, font savoir les autorités de Bucarest. « Depuis le déclenchement de cette crise le 24 février, et jusqu’au 25 mai, à 24 heures, 1 028 341 citoyens ukrainiens sont entrés en Roumanie », lit-ion dans le communiqué de la police roumaine aux frontières. Plus de 6,6 millions d’Ukrainiens ont quitté leur pays suite à l’invasion russe il y a trois mois.

    PSD – Le Parti social – démocrate membre de la coalition gouvernementale en Roumanie aux côtés du Parti national libéral et l’Union démocrate magyare de Roumanie, doit présenter aujourd’hui le bilan des six premiers mois de gouvernance. Le leader social-démocrate, Marcel Ciolacu a annoncé que le PSD présenterait aux Roumains un bilan « honnête et réaliste » de cette période. « Nous ne voulons pas maquiller la réalité. Nous connaissons les difficultés des gens et quelles sont leurs attentes » – a écrit M Ciolacu sur Facebook.

    Charles – L’héritier de la Couronne britannique, le prince Charles a été reçu dimanche à Bucarest par le président Klaus Iohannis, pour rencontrer ensuite le président Klaus Iohannis, le premier ministre Nicolae Ciuca et la dépositaire de Couronne de Roumanie, la princesse Margareta. Le prince de Galles a également visité un centre d’accueil des réfugiés ukrainiens. L’héritier de la couronne britannique se rend en Roumanie presqu’annuellement depuis une bonne vingtaine d’années. Il y détient plusieurs propriétés et il est un grand promoteur du patrimoine et de la biodiversité unique de ses zones rurales. C’est la première visite du Prince Charles en Roumanie en trois ans, à cause de la pandémie de coronavirus.

    Tennis
    Au tournoi de tennis de Roland Garros, Simona Halep, meilleure joueuse roumaine
    de tennis du moment est de retour pour une partie contre la Chinoise Zheng
    Qinwen. Selon les journalistes spécialisés, cette rencontre figure parmi les 5
    matchs à ne pas rater. Egalement aujourd’hui, dans le deuxième tour de la
    compétition, Irina Begu affronte la sportive russe Ekaterina Alexandrova. Sept
    joueuses roumaines de tennis ont figuré sur le tableau principal de simple,
    dont trois ont accédé au deuxième tour.

    Météo – Températures en baisse à compter d’aujourd’hui en Roumanie, notamment sur l’ouest, le nord et le centra, mais dans la plupart des régions il fait assez chaud pour la fin mai. Après un ciel variable en début de journée, avec quelques nuages et des pluies isolées sur le centre et l’est du territoire, l’instabilité sera au rendez-vous en fin d’après-midi et en soirée.     momentului, la nivel internaţional, este turneul de tenis de la Roland Garros,
    cea mai importantă competiţie din sportul alb care se desfăşoară pe zgură. La
    ediţia de anul acesta, România a avut şapte reprezentante pe tabloul principal
    al concursului feminin de simplu. Cinci dintre ele au intrat graţie locurilor
    pe care le ocupă în clasamentul internaţional, iar două au fost desemnate favorite:
    Simona Halep – cap de serie numărul 19, şi Sorana Cîrstea, numărul 26. Celelalte

    Schengen – La Commission européenne a réitéré mardi sa recommandation que la Roumanie, la Bulgarie et la Croatie soient admises à l’espace Schengen de libre circulation, après avoir rempli leurs critères d’adhésion, apprend-on dans un rapport paru sur le site de l’Exécutif européen. La même recommandation concernera aussi Chypre dès que le pays accomplira avec succès son processus d’évaluation Schengen. C’est pour la première fois que la Commission présente un tel rapport qui survient à la Stratégie sur l’espace Schengen adoptée l’année dernière. Le rapport met en place une liste de priorités pour la période 2022-2023 qui seront abordées aussi bien sur le plan national qu’international.

    FMI – La Roumanie ne souffre pas d’une pénurie de ses réserves stratégiques de produits, affirme le président de l’Administration nationale des Réserves nationales stratégiques, Georgian Pop. Pourtant, a-t-il dit, le pays augmentera ses réserves dans le contexte de la guerre en Ukraine et dans la perspective d’une éventuelle crise alimentaire. Pour des situations exceptionnelles, l’Etat roumain stocke dans ses dépôts des denrées alimentaires, du carburant, des antibiotiques et d’autres produits encore. Récemment, plusieurs de ces produits ont été offerts aux réfugiés ukrainiens.

    Navires – Les autorités roumaines n’ont pas trouvé de solutions pour permettre aux navires bloqués avec leurs équipages, sur la Mer Noire, de pénétrer sur le canal de Sulina afin d’arriver par la suite, dans les ports danubiens. Des dizaines de cargos sont pris au piège de la mer Noire avec le conflit en Ukraine, laissant des centaines de marins sans issue, ni ressources. L’Administration fluviale du Bas Danube de Galati, en charge de la navigation sur le canal de Sulina, affirme que cette situation est une conséquence de l’incapacité des ports danubiens, notamment des ceux ukrainiens, de décharger et de charger rapidement les cargos qui jettent l’ancre. Du coup, cela rend difficile la navigation d’autres navires qui se dirigent vers d’autres destinations.

    Réfugiés – 7 700 réfugiés ukrainiens ont franchi lundi, les frontières de la Roumanie, soit de 2,4 % de moins par rapport au jour précédent, a fait savoir l’Inspection générale de la police aux frontières. Au total, depuis le début de la guerre au pays voisin, plus d’un millions de réfugiés sont arrivés en Roumanie, la plupart ayant uniquement transité notre pays. Par ailleurs, deux nouveaux points de passage seront inaugurés à la frontière entre la Roumanie et l’Ukraine, pour faciliter le passage des poids lourds qui attendent actuellement quelque 14 heures à la douane de Vama Siret pour quitter le pays, alors qu’il est urgent de laisser la priorité aux convois humanitaires vers l’Ukraine. Dans une première étape seront ouverts le poste frontière de Vicovu de Sus (nord) pour les véhicules de moins de 3 tonnes et demi et celui de Racovăţ (nord-est) pour ceux de 7 tonnes tout au plus. Un 3e point de passage de la frontière roumano-ukrainienne sera par la suite ouvert à Ulma (nord-est).


    Enquête – Une étude de marché publiée lundi montre que 6 Roumains sur 10 considèrent la baisse de la consommation comme meilleure solution pour lutter contre les difficultés financières dues à l’inflation. Au mois d’avril, le taux d’inflation a atteint le niveau record de 13,8 %, dépassant ainsi les prévisions de la Banque Nationale de la Roumanie qui tablait sur une inflation de 12,5 % pour l’année 2022. Selon les résultats de l’étude, 67% des Roumains tiennent le gouvernement responsable pour la flambée de prix. Selon presque trois quarts des personnes interrogées, en Roumanie, l’inflation est plus élevée qu’ailleurs. Les catégories de produits les plus impactées par la hausse des prix sont les denrées alimentaires (77 %), l’essence (77 %) et les utilités (électricité, gaz) – 70 %. Cela étant, 58 % des personnes interrogées pensent que réduire la consommation ou encore demander une hausse salariale pourrait résoudre ce problème de l’inflation. De plus, un quart des Roumains envisagent d’émigrer pour faire face aux défis économiques provoqués par l’inflation. L’étude a été menée en ligne, du 20 au 26 avril dernier, sur un échantillon de 1005 internautes issus du milieu urbain, âgées de plus de 18 ans.


    Corruption – L’ex-président prorusse de
    la République de Moldova, Igor Dodon, a été placé mardi en garde à vue,
    soupçonné de trahison et corruption, a annoncé la porte-parole du bureau de
    procureur général Mariana Chiorpec. Elle a ajouté que des perquisitions ont eu
    lieu dans une douzaine de lieux, y compris à son domicile de Chisinau et que
    les procureurs ont dépisté de sommes importantes d’argent, des contrats et des
    objets de luxe. Ancien leader du parti des Socialistes, Igor Dodon est ciblé
    dans le cadre d’une enquête pour «trahison d’État», «corruption passive»,
    «financement d’un parti politique par une organisation criminelle» et
    «enrichissement illégal». Igor Dodon a présidé le pays de 2016 à 2020, et était
    ouvertement soutenu par Moscou.

    MEASURES A new set of social and economic measures agreed on by the ruling
    coalition made up of the Social Democratic Party and the National Liberal Party
    will take effect in Romania as of July 1. The measures include postponements of
    bank loan repayments for citizens and businesses struggling with financial
    problems, as well as support for low-income pensioners. The government will
    also take steps to ensure fiscal consolidation and public deficit commitments. The
    costs of this set of measures reach EUR 1.1 bln.


    POLL Six out of 10 Romanians (58%) believe cutting consumption is the
    easiest solution for the financial difficulties caused by the rising inflation,
    says a survey made public today. In April, the inflation rate reached a record
    13.8%, well above the National Bank’s 12.5% forecast for 2022. According to the
    survey, 67% of the respondents see the government of Romania as responsible for
    this inflation rate. Three-quarters of Romanians also believe inflation is
    higher in Romania than in other countries. The respondents say the most
    substantial price rises are witnessed for foodstuffs (77%), fuel (77%) and
    utilities (electricity and gas) – 70%. In this context, 58% say reducing
    consumption could solve the inflation problem, but pay raises are also
    considered as solutions, and so is emigration. The survey was conducted online,
    between April 20 and 26.


    IMF The International Monetary Fund managing director Kristalina
    Georgieva said on Monday that while a recession of the world’s major economies
    is not expected, it is not out of the question either. The global economic
    prospects have worsened since the IMF’s downward adjustment of its 2022
    forecasts, owing to the war in Ukraine, the slow-down of China’s economy and
    the global price shocks, especially in the foodstuff sector. ‘In a short period
    of time…the horizon has darkened,’ Kristalina Georgieva said. In January, the
    IMF estimated that this year the global economy will grow by 4.4%, but last
    month the forecast was adjusted to 3.6%.


    NATO NATO fighter jets deployed to military bases in Romania carry on their
    missions to ensure the integrity of the Allied air space, the Romanian defence
    ministry said. In less than 6 months, Italian Eurofighter Typhoon aircraft
    stationed at the Mihail Kogălniceanu base in south-eastern Romania reported a
    combined 1,000 hours of flight in NATO missions protecting the Romanian air
    space. Air missions are paired with missions of the NATO Battlegroup set up in
    Romania in the wake of Russia’s invading neighbouring Ukraine.


    REFUGEES The number of Ukrainian nationals entering Romania on Monday was 2.4%
    smaller than on the previous day, reaching 7,709, the Romanian border police
    announced. Since the start of the crisis, more than one million refugees crossed
    the border into Romania. Meanwhile, new checkpoints will be opened on Romania’s
    border with Ukraine, allowing the Siret checkpoint, in the north-east, where
    trucks are currently waiting up to 14 hours to leave the country, to give
    priority to humanitarian assistance shipments. In a first stage, a checkpoint
    will be opened at Vicovu de Sus (north) for vehicles up to 3.5 tonnes, and
    another one at Racovăţ (north-east) for vehicles of up to 7 tonnes. Later on, a
    new checkpoint will also be operational in Ulma (north-east).


    TENNIS The Romanian tennis player Ana Bogdan Ana Bogdan (93 WTA) was
    defeated on Monday by Victoria Azarenka of Belarus (15 WTA), 6-7 (7-9), 7-6
    (7-1), 6-2, in the first round of the Roland Garros Grand Slam tournament. Irina
    Begu was also scheduled to play on Monday against Jasmine Paolini of Italy, but
    the match was suspended because of the rain in the 3rd set. On
    Tuesday 3 other Romanians, Simona Halep, Irina Bara and Mihaela Buzărnescu will
    play in the main draw. Sorana Cîrstea qualified in the second round on Sunday,
    while Gabriela Ruse lost her first round. Halep, seed no. 19, is a Roland

    ECONOMY Seven countries, including Romania, continue to
    experience imbalances, the European Commission announced on Monday, having
    assessed the existence of macroeconomic imbalances for the 12 Member States
    selected for in-depth reviews in the 2022 Alert Mechanism Report. The
    Commission points out that vulnerabilities in Romania’s economy relate to
    external accounts, linked to large fiscal deficits, and to competitiveness
    issues that are re-emerging. Large fiscal deficits pre-date the COVID-19 crisis
    and have driven up the current account deficit, which poses risks to external
    debt sustainability. Government debt increased significantly, although from
    moderate levels, sovereign borrowing costs kept growing, while bureaucracy and
    a volatile legislative framework will be a burden for investments, the
    Commission warns.


    RECOVERY The first payment request under the National Recovery and
    Resilience Plan, amounting to EUR 3 bln, will be submitted to the European
    Commission, PM Nicolae Ciucă announced on Monday. The money will finance
    projects in all the sections of the Plan and will impact several strategic
    sectors for Romania. PM Nicolae Ciuca appreciated the efforts of the
    institutions involved in the management of the RRP and asked for a steady pace
    in the efficient and high-quality implementation of the reforms and investment
    projects. This is an effort that must be carried on and extended in order for
    Romania to benefit from the EUR 30 bln available under the RRP for
    modernisation and development projects, Ciucă said.

    rights violations and persecutions has exceeded 100 million for the first time,
    as a result of the war in Ukraine and other deadly conflicts, shows a statement
    from the UN High Commissioner for Refugees (UNHCR). The figure is staggering,
    worrying and should have never been reached, said UN High Commissioner for
    Refugees Filippo Grandi. By the end of 2021, the number of displaced people had
    reached 90 million worldwide, due to new waves of violence or protracted
    conflicts in countries such as Ethiopia, Burkina Faso, Myanmar, Nigeria,
    Afghanistan and the Democratic Republic of Congo. On February 24, the Russian
    President Vladimir Putin ordered the invasion of neighbouring Ukraine, throwing
    further millions of people into the streets to flee fighting and reach less
    exposed regions or other countries. Europe has not seen such a rapid inflow of
    refugees since the end of World War II, UNHCR points out. Nearly 6.5 million
    Ukrainians have left the country, mostly women and children, and the UN
    estimates that their number could exceed 8 million by the end of the year.

    Festival, hopes that his film ‘R.M.N.’, in which a village in Transylvania is
    like an explosive laboratory of populism, will open the eyes of Europeans to

    a second Palme d’Or Prize, 15 years after his ‘4 months, 3 weeks and 2 days’.
    The film title, ‘R.M.N.’, refers to the medical term MRI – magnetic resonance
    imaging: Mungiu scans the underbelly of populism, an evil that has metastasized
    in a still traditional village, on the borders of Europe, AFP reports. ‘I hope
    that the public do not easily shy away from their responsibilities, do not

    Fiscal code – The Romanian Finance Ministry is analyzing a possible amendment to the Fiscal Code this week, after the National Liberal Party – PNL and the Social Democratic Party – PSD agreed that the collection of funds to the state budget should be improved. The Social Democrats are talking about the opportunity to return to progressive taxation, and the Liberals are defending the flat tax, which they say they are not willing to give up. Both parties give assurances that there will be no new taxes and duties for Romanians.

    Refugees — The number of Ukrainian citizens who entered Romania on Sunday decreased by 17.4% as compared to the previous day, according to a communiqué of the Border Police General Inspectorate, issued on Monday. Since the onset of the crisis until Sunday, more than a million Ukrainian citizens have entered Romania. The Interior Ministry also states that the occupancy rate in the accommodation centers of the General Inspectorate for Immigration is almost 47%. Since March 18, the same Inspectorate has issued 27,353 residence permits for beneficiaries of temporary protection. Equally, since the beginning of the conflict in Ukraine, 4,349 Ukrainian citizens have applied for asylum in Romania, enjoying all the rights provided by national law.

    Réfugiés — Le Comité national pour les situations d’urgence de Bucarest a adopté samedi deux décisions sur la fourniture d’une aide internationale gratuite à l’Ukraine ainsi que sur le retrait des réserves de l’État de certains produits alimentaires pour les réfugiés ukrainiens de Roumanie. La Roumanie enverra en Ukraine des masques chirurgicaux, des visières et des combinaisons, suite à la destruction d’un nombre important d’établissements de santé ainsi qu’à perte de médicaments et d’équipements médicaux. D’autre part, l’Inspection générale de la Police aux frontières informe que 8 823 Ukrainiens sont entrés en Roumanie vendredi. Depuis le déclenchement de l’invasion russe au pays voisin, le 24 février dernier, plus de 985 000 réfugiés sont arrivés en Roumanie, et à compter du 10 février — 1 020 303. Seuls 4 349 ont demandé l’asile en Roumanie. A présent, le taux d’occupation des centres d’hébergement de l’Inspection générale pour les immigrations est de près de 45 %.



    Diplomatie — Le ministère roumain des Affaires étrangères a contacté, au niveau du secrétaire d’Etat aux Affaires européennes, l’ambassadeur de Hongrie en Roumanie et lui a fait état de sa préoccupation par rapport à la déclaration postée vendredi sur Facebook par la nouvelle présidente de la Hongrie, Mme Katalin Novak. Dans cette déclaration, elle assume la qualité de représentante de tous les Hongrois et Magyars, où qu’ils habitent, soit à l’intérieur ou à l’extérieur des frontières de la Hongrie. Le ministère des Affaires étrangères de Bucarest fait savoir que, selon le droit international, un Etat ne peut pas s’arroger de droits quels qu’ils soient par rapport aux citoyens d’un autre Etat. La responsabilité primaire pour le respect des droits identitaires (ethniques, culturels, religieux ou linguistiques) des citoyens roumains ethniques magyars incombe à la Roumanie, en tant qu’Etat de nationalité, la Hongrie, en tant qu’Etat apparenté, ayant tout au plus un intérêt dans le renforcement des liens culturels.



    Pont — Le pont suspendu au-dessus du Danube de Brăila (sud-est) sera fonctionnel en décembre prochain, annonce le ministre des Transports, Sorin Grindeanu. Près de 5 ans après le début du projet, le stade d’avancement des travaux est actuellement d’environ 65 %. Le pont aura une longueur de 2 km, une hauteur de 200 m et 31 m de largeur. Il comportera 4 voies de circulation. Ce sera le plus grand pont de Roumanie et le 3e d’Europe du point de vue de l’ouverture centrale et de la longueur. C’est aussi la construction de ce genre la plus chère de Roumanie après 1989, sa valeur étant estimée à 500 millions d’euros.



    Gazprom — Le groupe énergétique russe Gazprom a annoncé aujourd’hui avoir cessé de livrer du gaz à la Finlande, suite au refus de l’opérateur de système finlandais de payer en roubles. La compagnie finlandaise a précisé toutefois qu’elle pouvait obtenir du gaz d’autres fournisseurs, de manière à poursuivre ses activités normalement. Rappelons que Gazprom a demandé à ses clients européens de payer en roubles pour les livraisons de gaz russe, suite aux sanctions imposées à Moscou pour l’invasion de l’Ukraine. Fin avril, le géant russe a arrêté ses livraisons de gaz à la Pologne et à la Bulgarie. Jeudi, le vice premier ministre russe Alexander Novak a déclaré que la moitié des 54 compagnies clientes de Gazprom avaient ouvert des comptes en roubles à la banque Gazprombank.

    Canoë-kayak — L’athlète roumain Cătălin Chirilă (canoë simple) a remporté samedi la médaille de bronze lors de la finale du 500 m disputé à Racice (République tchèque), dans le cadre de la Coupe du monde de canoë-kayak. La course a été remportée par le Tchèque Martin Fuksa, double champion du monde et multiple champion d’Europe, suivi du Brésilien Isaquias dos Santos, champion olympique en titre du 1 000 m.     Tennis — La joueuse de tennis roumaine Simona Halep, tête de série n° 19, rencontrera au premier tour l’Allemande Nastasja Schunk, après que la Croate Ana Konjuh se soit retirée de cette compétition. Simona Halep, championne à Roland-Garros en 2018 et finaliste en 2014 et 2017, affrontera l’Allemande Schunk (167e WTA) en première. Cette dernière est entrée au tableau principal en tant que repêchée des qualifications (lucky loser). Dimanche, au premier jour de la compétition, deux Roumaines évolueront : Sorana Cîrstea et Gabriela Ruse. Sorana Cîrstea (27e WTA) jouera contre l’Allemande Tatjana Maria (107e). Gabriela Ruse (52e WTA) aura un match difficile contre la Belge Elise Mertens (33e du monde). La Roumanie aura non moins de sept représentantes au tableau féminin de simple du tournoi du Grand Chelem de Roland-Garros, les autres étant Irina Begu, Ana Bogdan, Irina Bara, respectivement Mihaela Buzărnescu. The National Committee for Emergency Situations in Bucharest adopted on Saturday two decisions regarding the granting of free assistance for Ukraine, as well as the allocation from the state reserves of some food products for the Ukrainian refugees in Romania. Romania will send to Ukraine surgical masks, visors and coveralls, as a significant number of medical units were destroyed there, and lots of medicines and medical equipment were lost. According to the General Inspectorate of the Border Police, the number of Ukrainian citizens who entered Romania on Friday increased slightly compared to the previous day. In 24 hours, at national level, 8,823 Ukrainians entered through the border crossing points. Since the start of the Russian invasion in the neighboring state, on February 24, over 985 thousand refugees have entered the country. Of these, only 4,349 applied for asylum in Romania. Currently, the occupancy rate of the accommodation centers of the General Inspectorate for Immigration is almost 45%.

    MFA. The Romanian Ministry of Foreign Affairs
    contacted, at the level of Secretary of State for European Affairs, the
    Hungarian Ambassador to Romania and conveyed their concern over the statement
    posted on Facebook on Friday by the new President of Hungary, Mrs. Katalin
    Novak. In the statement, she assumes the status of representative of all
    Hungarians, no matter where they live, inside or outside the borders of
    Hungary. The Bucharest Ministry of Foreign Affairs says that, according to
    international law, a state cannot claim its rights of any kind in relation to
    the citizens of another state. The primary responsibility for observing the
    identity rights (ethnic, cultural, religious or linguistic) of Romanian
    citizens of Hungarian ethnicity rests with Romania, as a state of citizenship.
    Hungary, as a related state, can only be involved in strengthening cultural
    ties.













    Gazprom. The Russian energy corporation Gazprom announced on Saturday that it had stopped supplying natural gas to Finland due to the refusal of the Finnish system operator to pay in rubles. The Finnish company, on the other hand, has stated that it can obtain gas from other suppliers so that it could continue to operate normally. We recall that Gazprom asked European customers to pay in rubles for Russian gas, following the sanctions imposed on Moscow for invading Ukraine. In late April, the Russian giant shut down gas supplies to both Poland and Bulgaria. On Thursday, Russian Deputy Prime Minister Alexander Novak said that half of Gazprom’s 54 client companies had opened ruble accounts with Gazprombank.

    Bridge. The suspended bridge over the Danube in Braila,
    southeastern Romania, will be rendered operational in December this year,
    according to the Romanian Minister of Transport, Sorin Grindeanu. 65% of the
    works have been completed in almost five years since the start of the project.
    The bridge will be 2 kilometers long, 200 meters high and 31 meters wide and it
    will have four lanes. It will be the largest bridge in Romania and the third in
    Europe in terms of central opening and length. The construction is the most
    expensive of its kind in Romania after 1989, its estimated value standing at 500
    million euros.












    Feast. The Patriarchal Cathedral of Bucharest celebrated
    its patron saints on Saturday, on the feast of the Holy Emperors Constantine
    and Helen. Celebrated in the Orthodox Christian calendar on May 21, Constantine
    and his mother, Helen, were the first Christian emperors. St. Constantine the
    Great ruled from 306 to 337. In 313, he issued the Edict of Mediolanum (Milan)
    – the first official recognition of Christianity in the Roman Empire, ending the
    persecution of Christians and guaranteeing freedom of faith and worship.
    Empress Helen, the mother of Constantine the Great, had a major contribution to
    the flourishing of the Church throughout the Empire – thousands of churches
    were opened or built, and the Holy Cross on which Jesus was crucified was
    discovered in Jerusalem and many places of worship were built at the Holy
    Places. On the feast day of Saints Constantine and Helen, over 1.8 million
    Romanians celebrate their name day.
