    Visit. The President of Romania, Klaus Iohannis, received, on Wednesday, his Italian counterpart, Sergio Mattarella, who paid a formal visit to Bucharest. We have deep ties, an exceptional economic dynamic, and the soul of the relationship are the Romanian communities in Italy, who are very well integrated, said Iohannis. At the same time, the head of state expressed his appreciation for the solid community of Italian entrepreneurs in Romania. He specified that, last year, the two countries had bilateral exchanges worth 20 billion euros. In terms of security, Klaus Iohannis stated that Romania and Italy would continue to work together to strengthen NATO’s deterrence role on the eastern flank, but also on the southern one. For his part, President Mattarella stated that bilateral relations were excellent on all levels. Romania is an extremely important bilateral, European and international partner for Italy, and we want the country to join the Schengen free movement area also with the land borders, the Italian guest also said. In 2024, Romania and Italy celebrate 145 years since the establishment of diplomatic relations, as well as 60 years since their elevation to embassy level.

    NATO. Romania will take over, between July and December 2024, the command of a NATO Countermeasures Maritime Group, which will carry out specific missions in the Mediterranean basin, the Romanian Naval Forces have announced. Romania will participate in this group with the ship “Vice Admiral Constantin Bălescu”, which has a crew of 85 Romanian and foreign soldiers. The maritime group will also include military ships from Italy, Spain and Turkey. The main goals of this mission of the Allied Maritime Command of NATO are to ensure the immediate response capacity of the North Atlantic Alliance, to increase the interoperability between the allied naval forces, as well as to promote the image of NATO, the press release states.


    Election results.
    The final results of the European Parliament elections have been announced by the Central Electoral Bureau and published in the Official Gazette of Romania. The Social Democratic Party (PSD) – National Liberal Party (PNL) alliance ranked first with 48.5% of the votes, followed by the Alliance for the Union of Romanians, with a little under 15%, the United Right Alliance, with 8.7%, the Democratic Union of Ethnic Hungarians in Romania with almost 6.5% and the SOS Romania party with a little over the required threshold of 5%. The independent candidate Nicolae Ştefănuţă was voted by 3.08% of Romanians and managed to obtain another European Parliament mandate. The voter turnout was 52.4%. The Central Electoral Bureau pointed out that, of the 33 MEP mandates going to Romania, 19 went to the PSD-PNL alliance, 6 to the Alliance for the Union of Romanians, 3 to the United Right Alliance and 2 to the SOS Romania Party and another 2 to the Democratic Union of Ethnic Hungarians in Romania.

    Law. The Romanian Senate has adopted, as the first chamber notified, a bill to amend the Citizenship Law, initiated by the Government, which establishes that the Romanian citizenship can be granted, upon request, to a foreign person who is married and lives outside the borders with a Romanian citizen for at least 10 years. The current legislation stipulates that, in order to grant citizenship to a foreign citizen married to a Romanian citizen, he or she must live in Romania for at least five years, which represents, in the opinion of the initiator, ‘an obstacle’. The law also provides for the necessary measures needed to acquire the Romanian citizenship and for rules to prevent its fraudulent acquisition. Thus, biometric checks are provided for persons who apply for Romanian citizenship. The bill will be debated by the Chamber of Deputies, which is the decision-making body in this matter.

    USA. The Romanian Minister of Foreign Affairs, Luminiţa Odobescu, will pay a working visit to the USA on June 20-21.. On this occasion, she will have bilateral political consultations with the US Secretary of State, Antony Blinken, meetings with representatives of the National Security Council, opinion leaders and American think-tanks. At the same time, the head of the Romanian Diplomacy will participate in the opening of the Romania-USA Economic Forum, where, as a keynote speaker, she will emphasize the potential for the development of Romanian-American economic relations, including through bilateral cooperation in the field of energy and reconstruction efforts for Ukraine. Organized in the context of the 20th anniversary of Romania’s accession to NATO, the visit will provide an opportunity to review the progress made in the bilateral relationship, in the cooperation for strengthening Euro-Atlantic security, with an emphasis on the Black Sea region and on identifying ways to strengthening the Romania-USA Strategic Partnership.

    Korea. The Romanian Minister of National Defense, Angel Tîlvăr, had a working meeting in Bucharest, on Wedesday, with his South Korean counterpart, Won-sik Shin, who paid a formal visit to Romania. The agenda of the bilateral discussions covered issues regarding the international security situation and the prospects for bilateral cooperation in the field of defense between the two states, against the backdrop of the signing, in April, in Seoul, of the Agreement between the Government of Romania and the Government of the Republic of Korea on cooperation in the field of defense. During the discussions, the Romanian Minister of Defense presented the main threats and risks from the Black Sea and Western Balkans regions against the backdrop of the Russian Federation’s war of aggression against Ukraine. At the same time, the Romanian official highlighted Romania’s support for Ukraine. The two defense ministers laid wreaths at the Tomb of the Unknown Soldier in Bucharest.

    Football. The Romanian football champion FCSB will play in the first preliminary round of the Champions League with the San Marino team AC Virtus 1964, according to the draw held at the UEFA headquarters in Nyon. FCSB will play the first away match on July 9 or 10, and the decisive leg in Bucharest on July 16 or 17. The winner of the Romanian Cup, the second division Corvinul Hunedoara (south-west), will face the Hungarian vice-champion, Paksi FC, in the first preliminary round of the Europa League.     SALARIES. The Romanian Government is to adopt, this week, a decision to increase the minimum wage to 3,700 lei (approx. 740 euros), starting July 1, the leadership of the PSD-PNL ruling coalition has decided, according to political sources. The coalition also discussed means of reducing budget spending by limiting it to what is strictly necessary, but also maintaining the cap on trade mark-up and extending it to all Romanian food products. Traders do not reject this idea, PM Marcel Ciolacu said, explaining that in France the measure has already proven its effectiveness in protecting domestic producers.

    ELECTIONS. In Romania, over 200,000 candidates have registered for the local elections and 494 for the European Parliament elections, both due on June 9. The youngest candidate is just over 23 years old, and the oldest is 100 years old. Over 18,900,000 voters can vote in the elections, in over 19,800 polling stations in the country and abroad. 30 associations and foundations were accredited by the Permanent Electoral Authority to have observers at the European parliamentary and local elections on June 9. They can assist in all the operations of the electoral offices of the polling stations.

    PENALTIES. The Romanian MPs have increased the severity of penalties for several crimes and introduced other acts into the scope of criminal penalties. For example, those who terrorize their neighbors, or exert pressure of any kind to force them to sell their homes, risk four years in prison. It is one of the provisions included in the two draft laws that bring changes to the Criminal Code and which received a favorable vote in the plenary on Tuesday. On the other hand, the town hall employees who issue false authorizations certifying that there are more than 15,000 inhabitants in the administered localities, risk imprisonment from six months to three years. The offense is also provided for the owners of gambling halls, which operate on the basis of false certificates. In Romania, gambling halls are prohibited in localities with less than 15,000 people. Deputies also adopted the increase in penalties for the crimes of trafficking in persons and minors, slavery or child pornography. They can reach up to 12 years in prison, without the possibility of suspending execution under supervision, and up to 20 years, if minors are involved.

    FOREIGN AFFAIRS. The Romanian Minister of Foreign Affairs, Luminiţa Odobescu, emphasized, at a meeting of her EU counterparts, the importance of rapid military assistance to Ukraine and the adoption of a new package of sanctions against Russia. The Romanian official also signaled Russia’s hybrid attacks on the Republic of Moldova. The meeting in Brussels also addressed developments in the Middle East. Minister Odobescu stressed the need to resolve the crisis in Gaza by continuing efforts to release all hostages, cease fire, provide comprehensive humanitarian assistance and resume the political process leading to a lasting peace, based on the two-state solution.

    VISIT. The US Secretary of State, Antony Blinken, is on a visit to Chisinau for talks on the United States’ support for the Republic of Moldova’s EU accession, as well as energy security. Antony Blinken was in the Republic of Moldova two years ago, at the beginning of March, just a few days after Russia invaded the neighboring country, Ukraine. After the visit to Chisinau, the American official will go to Prague, in the Czech Republic, to participate in an informal meeting of the NATO foreign ministers, where the priorities of the Alliance’s next summit in July, in Washington, will be analyzed. The Republic of Moldova applied for EU accession in March 2022 and three months later it was granted the status of candidate country. In December 2023, EU leaders decided to open accession negotiations.

    THEATRE. “Anthology of Disappearance”, directed by Radu Afrim, staged at the National Theatre in Iaşi (north-east), was designated best show at the 2024 UNITER Awards Gala, an event that rewards excellence in Romanian theatre. The awards for leading parts went to Cerasela Iosifescu and Tudor Cucu-Dumitrescu, the award for debut went to the actress Ramona Nicolae, and the “Ion Caramitru” award of excellence was received by actor Valer Dellakeza. Oana Pellea and Dan Condurache were honored with awards for their entire activity. The winner of Best Radio Drama show was “The summer in which my mother had green eyes”, directed by Diana Mihailopol, which was broadcast last year on the Radio Romania Culture Channel. (MI)

    Kyiv. The security in Ukraine and in the surrounding states is
    fragile. Romania has the longest border with Ukraine. Russia’s attacks on the
    civilian infrastructure in Ukraine, including the ports on the Danube at the
    border with Romania, are worsening the situation. The statement was made
    on Monday, in Kyiv, by the Romanian Minister of Foreign Affairs, Luminiţa
    Odobescu, present at the informal meeting of the heads of diplomacy from the EU
    member states. According to the official, Romania is trying to help Ukraine by
    offering transit on the corridors of solidarity. At the same time, she
    reiterated Bucharest’s support for the start of EU accession negotiations with
    Ukraine, until the end of the year. It’s the first meeting of European foreign
    ministers outside the EU. The head of European diplomacy, Josep Borrell,
    described the meeting as historic. We are here to express our
    solidarity and support for the Ukrainian people, the official said. The
    head of Ukrainian diplomacy, Dmitro Kuleba, also welcomed the first meeting of
    his European counterparts in Kyiv, held ‘within the future borders of the
    European Union’.












    Francophonie. A House
    of Francophonie was inaugurated, on Monday, on the campus of the Polytechnic University in Bucharest, in the presence of the President of
    Romania, Klaus Iohannis. I encourage the academic communities throughout
    the country to get involved with all their energy in the process of developing
    international partnerships and collaboration with the business environment in
    order to increase the contribution of our higher education in the field of
    combating climate change, pollution and biodiversity damage. At the same time,
    we must focus on addressing the energy and cyber security challenges, the
    head of state emphasized. The celebration took place on the very day when the
    new academic year started. The house is the second of its kind in the
    French-speaking world, after the one in Paris. It was built in record time, one
    year, and will be able to accommodate 300 students and researchers
    participating in various scientific projects. Romania celebrates 30 years since
    joining the Francophone Movement.








    Stock Exchange. The Bucharest Stock Exchange had an yield of 22% in the first 9 months of the year,
    according to the Romanian Stock Market index (BET), rating 20 of the most
    traded companies in Romania. Factoring in the stock options provided by these
    companies, the stock market also recoded earnings of nearly 30%. A third of
    this growth was reported in September, when the two indexes reached an all-time
    high, growing by 9% and 10% respectively. The top three most traded companies
    last week were Hidroelectrica, OMV Petrom and Transilvania Bank.




    Government.
    The Romanian
    government approved on Monday, in an extraordinary meeting, the allocation of
    50 million lei (approximately 10 million euros) to allow the continuation of
    the activity of the Hunedoara Energy Complex, which entered insolvency in 2019.
    The money will reach the approximately 2,000 employees and will be granted from
    the reserve fund of the executive, to be recovered from the European Union.
    Prime Minister Marcel Ciolacu explained that a new company is being established,
    the Valea Jiului Energy Complex, which comes with proposals for production from
    green energy sources, both in the photovoltaic and hydro areas. In another
    move, the government decided that starting this month, aid will be granted to
    pensioners with incomes below 3,000 lei (approximately 600 euros). The gambling
    regime will also be regulated in the next meeting. Among other things, it is
    proposed that all operators have their tax headquarters in Romania.






    NRRP. Romania received the
    second installment of European funds as part of its National Recovery and Resilience Plan , worth 2.7 bln EUR. Romania has so far fulfilled 49 of
    the 51 milestones linked to the second installment. Two milestones regarding
    investments in energy have not been fully implemented, yet Brussels believes
    Romania has taken measures to remedy the situation. Prime Minister Marcel
    Ciolacu said the government must be efficient and transparent in administering
    these funds earmarked for a number of key reforms addressing green and digital
    transition. At the same time, Bucharest is focusing on implementing milestones
    and targets pertaining to the third installment, the Prime Minister added. So
    far Romania was disbursed 10 of the total of 29 bln EUR as grants and loans
    under PNRR.








    Nobel. Katalin Kariko (Hungary) and Drew Weissman (USA) won the Nobel prize in Physiology or Medicine
    for their discoveries
    concerning nucleoside base modifications that enabled the development of
    effective mRNA vaccines against COVID-19, announced Thomas Perlmann, secretary general of the Nobel
    Committee at the headquarters of the Karolinska Institute in Stockholm, Sweden.
    Last year, the Nobel prize in medicine was awarded to Swedish paleogeneticist
    Svante Pääbo for his discoveries regarding human evolution. In the following
    days, the Nobel Prizes in physics, chemistry, economics, literature and peace
