    ESPIONAGE – A Romanian citizen was arrested on charges of treason, suspected of spying in Russia’s favor. According to the Romanian Directorate for Investigating Organized Crime and Terrorism (DIICOT), the suspect sent to the Russian Embassy in Bucharest images of Romanian or NATO sites in Tulcea (east). He also collected other military information and has been carrying out such activities since 2022. The suspect, Alexandru Piscan, is a young politician from Ploiești, judicial sources say. Prosecutors also searched his home, where they collected several items of evidence.     DRONE – The first Romanian drone is expected to enter production at a factory in Braşov (center), a subsidiary of the ROMARM National Military Company. A first step in this direction was taken on Friday in Bucharest, on the sidelines of the “Black Sea Defense and Aerospace” international exhibition, with the signing of a strategic agreement with Periscope Aviation, an American manufacturer of military and commercial drones. Economy Minister Radu Oprea said the agreement is a premiere for the Romanian defense industry, being the first strategic partnership a domestic company signs in the field of constructing military and civilian drones. Two other agreements related to research activity in the field were also signed, the Romanian official said. Participants in the “Black Sea Defense and Aerospace” exhibition said the objective of the agreement is the mass production of a 100% Romanian drone, intended for both military and civilian use, such as agriculture.

     

     

    FESTIVAL – Festivities marking the “Day of Romanians Worldwide”, celebrated every year on the last Sunday of May, continue across the country. Saturday saw the official opening of the communication session, with Romanians abroad having the opportunity of talking directly to state representatives to convey the concerns, needs and difficulties they face in host countries and upon returning to Romania, but also to get to know each other, share experiences, best practices and plan joint projects. Over 500 Romanians from the diaspora and historical communities from 34 countries are expected to take part in the 7th edition of the “Here and there” festival. The event brings together Romanian artists from the country and abroad, as well as representatives of associations, academia and the business environment from Romanian communities abroad.

     

     

    SHIELD – The Prime Minister of Greece, Kyriakos Mitsotakis and his Polish counterpart Donald Tusk addressed a letter to the president of the European Commission, Ursula von der Leyen, requesting the creation of an EU-funded common European air defense shield, given that all countries are experiencing financial difficulties. In their letter, the two officials want the shield to be similar to the Israeli anti-missile and anti-aircraft system Iron Dome, with a view to protecting Europe against enemy aircraft, missiles and drones. At the same time, the approval of such a project at the level would send a clear message about the EU’s determination to defend itself, the document states. On the other hand, the six NATO countries neighboring Russia have agreed to build a “drone wall” to defend their borders against “acts of provocation” the Lithuanian government announced.     FILM – Emanuel Pârvu’s “Three Kilometers to the End of the World”, selected in the official Palm D’or competition at the Cannes International Festival, has scooped the Queer Palm on Friday, an alternative award bestowed every year to a feature film that deals with “LGBT characters or themes”. The feature tells the story of Adi, a 17-year-old teenager who spends his summer holiday in his hometown in the Danube Delta. One evening, he is violently attacked in the street. The next day, his world is completely turned upside down, his parents treat him differently and the apparent tranquility of the village is shattered. The Queer Palm jury was chaired this year by Belgian director Lukas Dhont (known for the features “Close”, “Girl”), who picked the winner from 18 films enrolled in the competition. Also at Cannes, two other Romanian productions were screened. The film “Nasty”, directed by Cristian Pascariu, Tudor D. Popescu and Tudor Giurgiu, was screened in the “Special Screenings” section. It offers a captivating foray into the life of the legendary Ilie Năstase, the first rebel in the history of tennis. Ioana Mischie’s project “Human Violins: Prelude” was premiered at Cannes in the immersive competition devoted to virtual reality, a competition introduced for the first time in the history of the event.

     

     

    FRENCH OPEN – Four Romanian tennis players will perform in the women’s main draw at Roland Garros, the second Grand Slam of the year. They will all compete in the first round. Sorana Cîrstea (30 WTA), Romania’s best-ranked tennis player at present, was seeded 28th and will take on Anna Blinkova of Russia (45 WTA). Jaqueline Cristian (67 WTA) faces a tougher opponent, 9th-seed Jelena Ostapenko of Latvia (10 WTA). Ana Bogdan (63 WTA) will face Elsa Jacquemot of France (150 WTA), the beneficiary of a wild card.     Corruption. The Bucharest Tribunal has rejected the National Anticorruption Directorates request for a 30 day custody for the Romarm director Gabriel Ţuţu and Alexandru Piţurcă, the son of the former coach of the Romanian national football team, Victor Piţurcă, in the case related to the purchase of non-compliant protective masks for the Ministry of Defense. The two will be placed under legal restrictions pending trial. Alexandru Piţurcă was detained for 24 hours on Tuesday, being accused of influence peddling, while Gabriel Ţuţu was also detained for a day. In the same case, Victor Piţurcă is also being investigated under legal restrictions for influence peddling. According to the Anticorruption Directorate, against the backdrop of the pandemic caused by the COVID-19 virus, between March 2020 and September 2021, Gabriel Ţuţu, as general manager of Romarm, a state-owned company and the main supplier of defense technology, allegedly concluded with an association of companies, of which one was controlled by Alexandru Piţurcă, under disadvantageous conditions for the company he was running, two public procurement contracts for the purchase of non-compliant equipment for the production of protective masks. Gabriel Ţuţu allegedly received the bribe through an intermediary in the amount of 50,000 lei, the equivalent of 10 thousand euros.



    Ukraine. The Russian invasion forces are making small progress on the front in eastern Ukraine – international news agencies report. Their main target remains the city of Bakhmut, which they have been trying to seize for months without success. Both Bakhmut and the neighboring villages of Kliškiivka and Kurdiumivka, located south of the city, came under new Russian fire. According to the Ukrainian military, though, the Russians allegedly got stuck near the town of Avdiivka, the second focal point of their attacks in the disputed Donetsk region. Troop movements are also registered in Lyman, a city recaptured by the Ukrainians in October. In an unusually detailed intelligence update, British Ministry of Defense experts, who are constantly monitoring the situation on the front, note that Russian forces have advanced several hundred meters across a river towards the town of Vuhledar, and recorded made small wins. Specialists say that Moscows troops would like to attract the Ukrainian forces defending Bakhmut to Vuhledar.



    Borders. The General Inspectorate of the Romanian Border Police informs that on Tuesday, 56,908 people, including 7,395 Ukrainian citizens, entered Romania through the border-crossing points. According to a press release, since February 10, 2022, two weeks before the Russian army invaded their country, 3,443,915 Ukrainian citizens have entered neighboring Romania. The majority have continued their way to countries in Western Europe, but around 100 thousand, according to the Bucharest authorities, chose to stay in Romania.



    Strike.     The years 2020 and 2021, the first
    and most difficult of the Covid-19 pandemic, involved huge budget expenses in
    the medical field without which the hospitals couldn’t have coped with the waves
    of infections.


    However, some public procurement procedures
    at that time have raised suspicions, something not unusual in a country where
    contracts with the state are the most rewarding. Anti-corruption prosecutors
    have kicked off a series of investigations, which have revealed the involvement
    of several celebrities in Romania. The National Anti-corruption Directorate,
    known in Romania as the DNA, has detained, among others, the former selector of
    the Romanian national football side, Victor Piturca, and Gabriel Ţuţu, director
    of Romarm, the main company specialized in the production and export of
    military gear, in a file on the purchase of some production lines, which were
    not up to the production standards, and the selling of masks to the Ministry of
    Defence during the pandemic.




    One of the companies involved in
    these transactions allegedly belong to Alex Piturca, the son of the former
    football star, who has also been accused of using his influence in order to
    ease his son’s access to the contracts. Gabriel Ţuţu has been facing charges of
    abuse of office with aggravating circumstances, influence peddling and forgery.
    According to prosecutors, against the Covid-19 pandemic between March 2020 and
    September 2021, Gabriel Ţuţu, as director general of Romarm, would have
    concluded with a series of companies, including one belonging to the other
    person presently under investigation, two public procurement contracts that eventually
    proved to be disadvantageous for the company he was leading. The contracts were
    for buying of seven pieces of equipment used in the production of masks, but the
    machines purchased failed to meet the production standards.




    The transactions concluded eventually
    resulted in a prejudice of 1.7 million euros for the state-owned company Romarm.
    According to prosecutors, Ţuţu would have asked the companies involved in the
    aforementioned procurement transactions to conclude consultancy contracts with
    one of his friends, who wasn’t actually involved in the real trade activities
    under the aforementioned contract.




    The suspect insinuated that he had
    influence over Defence Ministry employees and was able to influence their
    granting of contracts. Ţuţu has allegedly received the sum of 10 thousand Euros through a
    middleman. We recall that selector Piturca had already received a one-year
    suspended prison sentence for perjury. Piturca is the goal-getter of the
    legendary football side Steaua Bucharest with which he won back in late 80s the
    European Champions Cup and Europe’s Supercup. He was also a reputed football
    coach whose prize closet includes numerous trophies he won with the clubs he
    coached and had a considerable hand in the qualification of the Romanian
    national squad for two major European tournaments.

    Pendant les
    années les plus difficiles de la pandémie de COVID-19, 2020 et 2021, les
    hôpitaux ont procédé à des dépenses extraordinaires, afin de pouvoir faire face
    à la vague de cas de cette maladie. Quand même, quelques acquisitions du
    système public ont éveillé des suspicions, fait qui n’est pas inhabituel dans
    un pays où les contrats avec l’État sont toujours les plus profitables. Les
    procureurs anti-corruption se sont donc saisis et les résultats de leurs enquêtes
    commencent à voir le jour, impliquant aussi des personnes publiques de grande
    notoriété.


    Lundi, la Direction
    Nationale Anticorruption a placé en grade à vue l’ex sélectionneur de l’équipe
    nationale de football, Victor Piţurcă, et le directeur de Romarm, la principale
    compagnie qui importe et exporte des produits militaires, Gabriel Țuțu. Leur
    dossier vise l’acquisition de plusieurs lignes de production non conformes et
    la vente de masques de protection au ministère de la Défense, pendant la
    pandémie. Une des entreprises qui avaient fait ces livraisons appartenait à
    Alex Piţurcă, le fils de l’ex sélectionneur. Du coup, Victor Piţurcă est soupçonné
    d’avoir utilisé son influence personnelle pour faciliter à son fils l’accès aux
    contrats.


    En ce qui
    concerne Gabriel Ţuţu, les procureurs l’accusent d’abus de pouvoir avec des
    conséquences extrêmement graves, de trafic d’influence sous forme continue et
    faux intellectuel. Selon les enquêteurs, entre mars 2020 et septembre 2021,
    dans le contexte de la pandémie de COVID-19, Gabriel Ţuţu, en tant que directeur
    général de Romarm, se serait associé avec des entreprises dont faisait partie une
    société dirigée par Victor Piţurcă. Les conditions de l’association étaient
    désavantageuses pour sa compagnie, car elles comportaient deux contrats
    d’acquisition publique visant l’achat de sept machines non conformes de
    production de masques de protection.


    Le préjudice causé
    à Romarm, c’est-à-dire à l’Etat, aurait dépassé les 8,6 millions de lei, soit
    plus de 1,7 millions d’euros. Selon les procureurs, Gabriel Ţuţu aurait demandé
    aux représentants des sociétés impliquées dans les acquisitions mentionnées
    d’introduire un de ses amis dans un circuit commercial de livraison de masques
    de protection non conformes au Ministère de la Défense, même si celui-ci ne
    déroulait pas d’activités commerciales réelles concernant le contrat de
    livraison, mais sous forme d’un contrat de consulting. En échange, le suspect
    aurait fait croire qu’il pouvait influencer les fonctionnaires du Ministère de
    la Défense afin qu’ils attribuent les contrats directement, sans suivre les
    procédures publiques. Il aurait reçu par un intermédiaire 50 000 lei, soit l’équivalent
    de 10 000 euros.


    Quant à Victor
    Piţurcă, ce n’est pas sa première condamnation, si les accusations contre lui sont
    confirmées. Il a déjà écopé d’une peine d’un an de prison avec sursis pour faux
    témoignage.



    Notons pour terminer que Victor Piţurcă est le
    meilleur buteur de l’équipe légendaire Steaua (l’Etoile) Bucarest, avec
    laquelle il a remporté, dans la deuxième moitié des années 1980, la Coupe des
    Clubs Champions Européens et la Super coupe d’Europe. Il était aussi un
    entraineur apprécié, ayant dans son palmarès des titres importants remportés
    aux côtés d’équipes de club et deux qualifications de l’équipe nationale aux tournois
    finaux continentaux.

    Anii 2020 şi
    2021, primii şi cei mai grei ai pandemei de Covid-19, au presupus cheltuieli
    bugetare masive în sectorul medical, fără de care spitalele n-ar fi putut face
    faţă valului de îmbolnăviri. Asupra unor achiziţii publice din acea perioadă au
    existat, însă, suspiciuni, deloc neobişnuite într-o ţară în care contractele cu
    statul sunt, de regulă, cele mai profitabile.

    Procurorii anticorupţie s-au autosesizat,
    iar rezultalele investigaţiilor încep să apară şi implică personaje publice cu
    mare notorietate. DNA i-a reţinut pe fostul
    selecţioner al echipei naţionale de fotbal, Victor Piţurcă, şi pe Gabriel Ţuţu,
    directorul Romarm, principala companie producătoare şi exportatoare de produse
    militare, într-un dosar ce priveşte achiziţia unor linii de producţie
    neconforme şi vânzarea de măşti către Ministerul Apărării, în perioada
    pandemiei. Una dintre firmele care a făcut aceste livrări i-ar aparţine lui
    Alex Piţurcă, fiului fostului selectioner, iar Victor Piţurcă şi-ar fi folosit
    influenţa pentru a-i facilita fiului accesul la contracte. Pe Gabriel Ţuţu
    procurorii îl acuză de abuz în serviciu cu consecinţe deosebit de grave, trafic
    de influenţă în formă continuată şi fals intelectual.

    Potrivit anchetatorilor,
    lucrurile s-ar fi petrecut astfel: pe fondul pandemiei generate de virusul Covid-19,
    în perioada martie 2020 – septembrie 2021, Gabriel Ţuţu, în calitate de director
    general al Romarm, ar fi încheiat cu o asociere de firme din care făcea parte
    şi o societate controlată de cealaltă persoană cercetată în prezenta cauză, în
    condiţii dezavantajoase pentru compania pe care o conducea, două contracte de
    achiziţie publică ce vizau cumpărarea a şapte utilaje neconforme de producere a
    măştilor de protecţie. Prejudiciul pentru Romarm, deci pentru Stat, ar depăşi
    8,6 milioane de lei, echivalentul a peste 1,7 milioane de euro.

    Procurorii susţin
    că Ţuţu ar fi pretins de la reprezentanţii societăţilor implicate în
    achiziţiile de mai sus introducerea într-un circuit comercial de livrare de măşti
    de protecţie neconforme către Ministerul Apărării a unui prieten de-al său,
    fără ca acesta să desfăşoare activităţi comerciale reale auxiliare contractului
    de livrare, sub aparenţa unui contract de consultanţă. În schimb, suspectul ar
    fi lăsat să se creadă că are influenţă asupra funcţionarilor din cadrul MApN şi
    că îi va determina pe aceştia să încredinţeze direct şi fără proceduri publice
    contractele de furnizare. El ar fi primit printr-un intermediar suma de 50.000
    lei, circa 10 mii de euro.

    În ce-l priveşte, Victor Piţurcă nu va fi la prima
    condamnare, dacă faptele de care e acuzat se confirmă. El a mai primit un an de
    închisoare cu suspendare pentru mărturile mincinoasă. Victor Piţurcă este golgheterul
    legendarei echipe Steaua Bucureşti, cu care a cucerit, în a doua jumătate a
    anilor 80, Cupa Campionilor Europeni şi Supercupa Europei. A fost şi un
    antrenor apreciat, având în palmares titluri cu echipe de club şi două
    calificări ale naţionalei la turnee finale continentale.

    L’industrie de défense de la Roumanie a traversé ces 23 dernières années des transformations profondes. De toute évidence, on n’a pas pu produire n’importe quoi, n’importe comment et pour n’importe qui, quel que soit la pays, comme les choses se passaient jusqu’à décembre 1989. Les commandes de l’armée roumaine ont diminué au début de la période, surtout à la suite de la baisse des allocations budgétaires pour la défense sur la toile de fond du déclin économique. Ensuite, l’armée a subi, elle même, un processus de réorganisation et de modernisation, implicitement de réductions de ses effectifs, en vue de l’adhésion à l’OTAN, ce qui, d’ailleurs, a eu lieu en 2004. Par conséquent, l’armée n’a plus acquis que la technique militaire et les équipements assurant la compatibilité avec les armées des pays membres de l’Alliance Nord Atlantique.



    Donc, une bonne partie des sociétés de l’industrie de défense de Roumanie ont réduit leur activité et ont procédé aux nombreux licenciements de personnel. Certaines sociétés ont modifié leur structure de production en faveur du secteur civile, d’autres se sont transformés en parcs industriels et la chance de développement des sociétés qui continuent d’avoir une production destinée à la défense n’est représentée que par l’assimilation de produits et technologies performantes, y compris par la coopération avec des sociétés de l’étranger.



    Le directeur général de la Compagnie Nationale ROMARM, Dan Tache, nous parle d’exportations : « Je peux vous dire que nous avons couvert toutes les zones de la planète. Certes, nos partenaires d’Europe sont prioritaires ainsi que nous partenaires de l’OTAN, y compris les Etats Unis. Les marchés non pas été perdus à 100%. Nous sommes présents partout, dans le monde entier, mais il faut tenir compte du fait que notre adhésion à l’Union Européenne, notre adhésion à l’OTAN signifie le passage à un autre calibre de l’armement , à certaines compatibilités avec d’autres armements que ceux que nous avions et, donc, il est bien normal que notre production soit orientée vers nos partenaires stratégiques, il s’agit des partenaires militaires. Nous vendons également à nos partenaires militaires stratégiques l’armement conventionnel pour d’autres calibres tout en tenant compte du fait que toutes nos exportations se réalisent en base des licences d’exportation gérées par le Ministère des Affaires Etrangères à travers l’agence spécialisée de contrôle des importations et des exportations dont le nom est ANCEX. Donc, tout produit roumain à caractère stratégique et militaire est licencié à l’exportation pour un certain marché exclusivement par ANCEX. En 2012, les exportations ont représenté 95,9% de la production de la compagnie nationale ROMARM. Son directeur, Dan Tache, a relevé que 2012 a été la pire année de l’histoire de la compagnie car enregistrant des manques à gagner de 800 000 lei(quelques 180 000 euros) dans les circonstances où l’année précédente, 2011, a été très bonne. Il a encore dit que pour la compagnie dont il est directeur, l’année 2013 est comme 2011, une bonne année. »



    2013 se situe dans la même tendance croissante. « C’est mon objectif, qu’on puisse dire à la fin de l’année que nous pouvons être fières d’avoir des exportations au moins deux fois et demie supérieures vis-à-vis de l’année dernière » – nous a dit Dan Tache. Et d’ajouter que cette année la compagnie a fait preuve d’une grande ouverture à l’égard des demandes des partenaires, à l’égard des nouveautés du domaine et est venue à la rencontre des exigences des partenaires civiles : « A l’Usine Mécanique Moreni nous avons réalisé un véhicule d’intervention à partir de la plate-forme du transporteur amphibie blindé SAUR II. Il s’agit d’un véhicule sans équipement militaire, sans blindage mais amphibie qui va faire partie des équipements de l’Inspection pour Situations d’Urgence de Bulgarie. Les huit régions bulgares ont besoin , en cas de calamités naturelles — inondations, chutes massives de neige, récupération de sinistrés, accidents, avalanches, etc , de ce véhicule. Ce n’est pas un véhicule militaire tout en ayant pour point de départ une plate-forme militaire, nous nous sommes conformés à leurs exigences, nous avons avancé une proposition qu’ils non pas pu refuser ».



    A son tour, le directeur général du patronat de l’industrie der défense PATROMIL, Viorel Manole, nous a parlé des partenariats des firmes du domaine : « Dans notre tentative de nous présenter comme une industrie disposant d’une masse critique suffisante pour être prise en compte, les partenariats commencent à se former entre les joueurs à capital d’Etat et les joueurs privés. C’est une bonne chose, on peut faire de belles choses au bénéfice de nos clients par les sociétés roumaines. Je pourrais signaler des programmes et des équipements dans lesquels la Compagnie Nationale ROMARM est impliquée. Nous nous orientons, aussi, vers les domaines à grande valeur ajoutée, il y a, donc, une collaboration entre ROMARM et AUTOMECANICA Moreni, leur filiale, et la société PROOPTICA pour un équipement destiné à la sécurité des frontières et il semble que nous nous trouvons dans le bon chemin. Il y a , également, un programme de développement d’une arme de calibre 12,7 qui a déjà passe les tests. CN ROMARM collabore, à son tour, avec une firme privée. Autre histoire de succès, la privatisation de l’Institut d’Etudes ROMARM en partenariat avec le groupe UTI où, en première, on a eu accès aux fonds européens pour développer cette capacité mais, certes, la partie d’utilisation dans le domaine civile car nous savons qu’on obtient plus difficilement des fonds européens pour des destinations militaires ».



    La Compagnie Nationale ROMARM a été fondée en 2000 par réunification de l’industrie roumaine d’armement qui a une tradition des 75 ans et , devenant, ainsi le plus grand fournisseur d’équipements militaires, de munitions et de services de maintenance en matière de Roumanie. Le capital ROMARM est roumain d’Etat à 100% se trouvant sous l’autorité du Ministère roumain de l’Economie. (trad. : Costin Grigore)
