    Le Parlement européen soutient l’intégration de Bucarest à Schengen.


    Les
    autorités de Bucarestont salué la
    résolution adoptée mardi, par le Parlement européen qui soutient à une large
    majorité de voix, l’adhésion de la Roumanie et de la Bulgarie à Schengen. C’est
    la quatrième résolution en ce sens que l’Assemblée législative européenne a
    votée. Soutenu par tous les eurodéputés roumains, le document s’est heurté à l’abstention
    des parlementaires européens du parti du premier ministre néerlandais, Mark
    Rutte et même au rejet de la part de l’un d’entre eux. Une prise de position
    prévisible. La résolution de mardi n’est pas contraignante, mais elle accroît
    la pression sur les États membres de l’UE pour qu’ils accueillent ces deux pays
    dans l’espace Schengen. L’adhésion de nouveaux pays à Schengen nécessite donc,
    une décision unanime du Conseil de l’UE. Malheureusement, les Pays Bas continuent à
    être réservés quant à l’admission de Bucarest et de Sofia à la zone de libre
    circulation des personnes et des marchandises. Selon eux, une telle adhésion
    devrait se faire en étroit lien avec la réforme de la justice et le respect de
    l’Etat de droit. Du coup, quelle est donc l’importance du vote de mardi, au
    Parlement européen? Silviu Nate, maitre de conférence à l’Université Lucian
    Blaga de Sibiu et chef du Centre pour les Etudes globales explique:




    On remarque un soutien très important de la
    part du Parlement européen, ce qui est une bonne nouvelle et c’est à partir de
    cette nouvelle que nous devrions examiner notre projet d’adhésion à Schengen.
    Les Pays Bas se montrent réticents quant à notre capacité de gérer les flux d’immigration
    illégale ou d’autres risques transnationaux. Sauf que la Roumanie a déjà prouvé
    lors des précédentes vagues de réfugiés du Moyen Orient ou encore d’Ukraine qu’elle
    est capable de se débrouiller parfois mieux que d’autres pays déjà membres
    Schengen. Après, on invoque aussi certains aspects en rapport avec le respect
    de l’Etat de droit qui, une fois de plus, ne s’appliquent pas dans le cas de la
    Roumanie.


    Du
    coup, une question s’impose: pourquoi les Pays Bas ne veulent pas de la
    Roumanie au sein de l’Espace Schengen? Silviu Nate opine:




    L’admission
    à Schengen produit une série d’avantages géopolitiques et économiques pour le
    pays en question. Or, il est connu le fait que la Roumanie a des capacités
    importantes de production agricole et donc, elle pourrait faciliter les
    exportations de céréales, y compris d’Ukraine. Et les mauvaises langues disent
    que les Pays Bas ne veulent pas se battre avec d’autres pays pour conserver
    intacte les dimensions économiques du port de Rotterdam. Bien sûr, on ne peut
    pas accusé les Pays d’utliser leur droit de véto à des fins personnelles, mais
    on ne saurait ignorer une certaine ambiguïté dans les déclarations des responsables
    néerlandais qui contrastent avec la position unanime des autres pays
    communautaires.




    Techniquement,
    la Roumanie est prête depuis 2011 à intégrer l’Espace de libre circulation, un
    aspect reconnu par d’autres pays, initialement réticents tels la France ou l’Allemagne.
    Mais, il faudrait attendre que le Conseil de l’UE se réunisse le 8 décembre
    pour savoir ce qui nous reste à faire.

    Vouchers — Wednesday sees the start, in Romania, of the process of issuing, distributing and uploading the social vouchers offered through the government program Support for Romania– the Romanian Ministry of Investments and European Projects announced. The vouchers have a face value of 250 lei (about 50 Euros), are intended for people in situations of material deprivation or risk of poverty and are part of the most important initiative of this kind carried out, so far, from the perspective of the number of beneficiaries. According to the aforementioned source, over 2.5 million Romanians will receive vouchers for the purchase of food products: pensioners from the public pension system, people with a very severe, severe or moderate disability, families with at least 2 dependent children or single parents. A first for this social assistance program is the wide range of funding sources, both from the state budget and from European non-reimbursable funds.



    Embargo — The US has welcomed the embargo on Russian oil imports decided earlier this week by the European Union, which thus cuts off funding for Russias war against Ukraine, France Presse reports. The European leaders have reached an agreement under which Russian oil imports will be reduced by about 90% by the end of the year. U.S. State Department spokesperson Ned Price said the US, which is less dependent than Europeans on Moscows energy, has already announced a ban on all Russian oil imports. He also hailed the European efforts meant to diversify energy supply and develop renewable sources to reduce long-term dependence on Moscow.



    Unemployment — The unemployment rate in the European Union stood at 6.2% in April, a stable figure as compared to the previous month and down from 7.5% in the same period in 2021 – show data released today by the European Statistical Office (Eurostat). With an unemployment rate of 5.5% in April, Romania ranks among the EU member states with a low level of unemployment. The lowest rates were reported in the Czech Republic (2.4%), Germany and Poland (both with 3%) and Malta (3.1%). On the other hand, the highest unemployment rates were recorded in April in Spain (13.3%) and Greece (12.7%).



    PPE — The Romanian Prime Minister Nicolae Ciucă, as presdient of the National Liberal Party, has had several bilateral meetings with European officials on the sidelines of the European Peoples Party (EPP) Congress in Rotterdam: with European Commission President Ursula von der Leyen and with the president of the European Parliament, Roberta Metsola, as well as with the President of the Republic of Moldova, Maia Sandu. At the same time, Nicolae Ciucă met with the new president of the European Peoples Party, Manfred Weber. During his meeting with Ursula Von der Leyen, the Liberal leader expressed appreciation for the European institutions constant and sustained effort to ensure coordination and unity at EU level. At the same time, the Romanian PM also expressed his support for the rapid implementation of the sixth package of sanctions against the Russian Federation and strongly condemned the war of aggression launched by Vladimir Putin against Ukraine. The future of the EPP, the current EU agenda and the enlargement of the Schengen area were the topics discussed in the meeting with European Parliament President Roberta Metsola. Prime Minister Ciucă also reiterated on this occasion that Romanias accession to the Schengen area is a priority for the Romanian authorities. (LS)

    Cum votăm marţi, la Eurovision

    Prima semifinală Eurovision, în care va concura şi reprezentanta României, Roxen, cu melodia Amnesia, va avea loc pe 18 mai, iar spectacolul va fi transmis în direct pe TVR 1, TVR Internaţional şi TVR+, de la ora 22.00, ora României.



    Românii de acasă nu au dreptul să voteze pentru reprezentanta ţării noastre, deci votul românilor din străinătate este cel care poate înclina balanţa calificării României în marea finală. Voturile primite de la publicul din străinătate vor conta în proporţie de 50%, restul de 50% fiind decizia juriilor din fiecare ţară.



    Tot ce au de făcut cei care vor să susţină România este ca, în perioada alocată votării (care se va deschide imediat după încheierea prezentării celor 16 piese), să voteze 13 (numărul alocat României) la telefon, prin SMS sau prin aplicaţia de pe site-ul oficial al concursului: https://eurovision.tv/app.



    Românii din străinătate vor putea vota de până la 20 de ori de pe acelaşi număr de telefon.



    Numerele de telefon şi SMS şi tarifele aferente vor fi afişate în fiecare ţară televiziunea publică ce transmite concursul, dar le puteţi găsi şi online, pe portalurile tvr.ro, eurovision.tvr.ro sau pe pagina oficială facebook.com/eurovision.romania.



    Fanii din România îşi pot vota favoriţii prin SMS la numărul 1399 (număr cu tarif special: 1,19 euro/SMS), de până la 20 de ori de pe acelaşi număr de telefon.

    Mentionnons que la Roumanie participe à l’Eurovision de la chanson depuis 1994, et ne s’est pas qualifiée à toutes les éditions. Elle n’a jamais remporté le concours, et donc ne l’a jamais organisé ; ses meilleurs résultats en finale ont été les troisièmes places remportées par Luminiţa Anghel en 2005, avec la chanson Let Me Try, et par Paula Seling et Ovi en 2010, avec leur chanson Playing With Fire, et aussi la 4e place de Mihai Trăistariu, en 2006, avec Tornerò. Notons toutefois qu’en demi-finale, la Roumanie avait terminé première en 2005, deuxième en 2014 et troisième en 2012. Elle s’est classée parmi les dix premiers six fois. Son résultat le plus faible a été la 13e place en demi-finale à Tel Aviv, en 2019. C’est en 2017 qu’elle a remporté le plus grand nombre de points – 282. En 2008, la Roumanie se voyait décerner le Prix Marcel-Bezençon, du nom du créateur de l’Eurovision. En 2018, la sélection nationale pour le concours a marqué deux premières : cinq demi-finales ont été organisées dans cinq villes différentes, pour marquer le centenaire de la Grande Union de 1918. Et aussi, ce fut pour la première fois dans l’histoire du concours international qu’une demi-finale nationale a eu lieu à 90 m sous terre, dans une mine de sel, celle de Turda.



    Les chiffres des audiences sont à la baisse. L’année dernière, c’est la chanteuse Roxen qui a été sélectionnée pour représenter la Roumanie à l’Eurovision, et c’est elle qui la représentera à Rotterdam cette année. En 2020, environ 200 000 Roumains ont regardé le spectacle télévisé sur la première chaîne publique au cours duquel il a été décidé quelle chanson Roxen allait chanter à la compétition européenne. Une année auparavant, la finale nationale avait suscité l’intérêt de 340 000 personnes.



    Roxen est une chanteuse roumaine de 21 ans qui s’est découvert la passion pour la musique à sept ans ; dans son enfance, elle a pris des leçons de chant et de piano. A travers temps, elle participe à différents concours nationaux de chant et obtient différents prix. Elle a chanté la pièce You Don’t Love Me qui est arrivée 3e au classement musical roumain Airplay 100 et elle est entrée dans un top 10 au Royaume-Uni en 2019. Une pièce qui est devenue un succès ; elle a été incluse dans les playlists de plusieurs radios de 15 autres pays. Le vidéoclip de sa chanson de début a été visionné 29 millions de fois sur YouTube.



    Cette année, aux Pays-Bas, elle chantera la pièce Amnesia. La chaîne publique de télévision, organisatrice de la sélection nationale pour l’Eurovision, fait une émission du lundi au vendredi en soirée sur la participation de la Roumanie à cette 65e édition de la compétition. A partir du 10 mai, l’aventure de la représentante roumaine à Rotterdam sera présentée sur la même chaîne depuis son embarquement dans l’avion et jusqu’à son retour au pays. La représentante de la Roumanie montera sur scène dans la première demi-finale, celle du 18 mai, et sera 13e. Je pense que la Roumanie dépense beaucoup (ou même beaucoup trop) d’argent du contribuable et d’énergie pour cette compétition, qui intéresse de moins en moins de monde ici.

    Die Coronavirus-Epidemie in Rumänien ebbt ab: Am Freitag wurden etwas über 1600 neue Fälle gemeldet und nur etwa 5 % der Tests waren positiv. Auch die Zahl der Intensivpatienten nimmt leicht ab. Dennoch wurden 138 Covid-Tote bestätigt. Das Bukarester Gesundheitsamt gab bekannt, dass die Zahl der gemeldeten Fälle in der Stadt pro 1.000 Einwohner am Freitag um 10 Uhr bei 2,98 lag. Restaurants, Cafés, Kinos und Spielhallen könnten nun bei 30 % Kapazität ihren Betrieb aufnehmen. Vor einem Monat lag die kumulierte Inzidenz noch bei über 7 pro tausend Einwohner. Die Impfkampagne läuft inzwischen mit Vollgeschwindigkeit weiter. In immer mehr Städten im ganzen Land werden Impfstellen organisiert, um den Zugang zur Anti-COVID-Impfung so einfach wie möglich zu gestalten. In Bukarest hat ein DurchfahrtImpfzentrum geöffnet, nachdem ähnliche Zentren in anderen Städten Erfolg hatten..




    Indien meldet mit rund 390.000 Ansteckungen neue Corona-Rekordzahlen. Das Gesundheitsministerium gab bekannt, dass zuletzt fast 3.500 weitere Menschen an COVID-19 gestorben sind. Indien steht vor gro‎ßen Schwierigkeiten, da es jeden Tag eine riesige Anzahl neuer Infektionen gibt und die Krankenhäuser im ganzen Land aufgrund der gro‎ßen Anzahl von Patienten überfordert sind. Die USA haben Soforthilfe mit Sauerstoffkonzentratoren und anderen medizinischen Hilfsgütern geschickt. Auch Rumänien hat sich den Ländern angeschlossen, die humanitäre Hilfe für Indien leisten. Das Notfalldezernat hat bekannt gegeben, dass die medizinische Ausrüstung, die aus Bukarest geschickt wurde, nachdem immer mehr Menschen mit dem neuen Coronavirus infiziert wurden und sich in einem ernsten Zustand befinden, in Neu-Delhi angekommen ist. Rund 200 medizinische Sauerstoffgeräte wurden angeliefert.



    Am Freitag beginnen in Rumänien offiziell die Miniferien anlässlich der Oster- und Maifeiertage. Die Verkehrspolizei meldet ein hohes Verkehrsaufkommen auf Autobahnen und Stra‎ßen zum Meer und in die Berge. Insgesamt sind rund 26 000 Polizisten, Gendarmen, Grenzschützer und Feuerwehrleute in Bereitschaft. Auch in den Ferienorte am Schwarzen Meer und in den Karpaten sowie im Umkreis von Kirchen sind Polizeibeamte in grö‎ßerer Zahl unterwegs. Es wird erwartet, dass mehr als 30 Tausend Touristen die rumänischen Ferienorte am Schwarzen Meer während der Maifeiertage und der Osterferien besuchen werden. Etwa 100 Hotels werden geöffnet sein, von denen viele bereits zu 70 % ausgelastet sind, dem von den Behörden erlaubten Maximum. Touristen dürfen am Strand nicht feiern und das Tragen einer Maske ist Pflicht.



    Die niederländische Regierung hat bestätigt, dass die Rotterdamer Ausgabe des Eurovision Song Contest im Mai mit einer reduzierten Anzahl von Zuschauern live stattfinden wird. Alle Teilnehmer an der Show und den Proben müssen strenge Coronavirus-Regeln befolgen, einschlie‎ßlich Tests. Maximal 3.500 Personen dürfen im Publikum sitzen. Rumänien wird von der Sängerin Roxen mit dem Song Amnesia vertreten; sie geht als Nummer 13 im ersten Halbfinale am 18. Mai in Rotterdam auf die Bühne. Das zweite Halbfinale findet am 20. Mai statt. Rumänien hat zweimal den dritten Platz gewonnen – 2005 in Kiew mit Luminița Anghel und der Band Sistem und dann 2010 durch Paula Seling und Ovi in Oslo. Mihai Trăistariu schnitt in 2006 in Athen als viertbester ab.



    Die rumänische Handball-Nationalmannschaft der Männer hat in einem Spiel der Gruppe 8 in der zweiten Phase der EM-Vorrunde zu Hause gegen Schweden mit 23:31 verloren. Vizeweltmeister Schweden führt die Gruppe mit 8 Punkten aus 4 Spielen an, gefolgt von Rumänien mit 3 Punkten aus 5 Spielen. Die Europameisterschaft 2022 in Ungarn und der Slowakei wird die zweite mit 24 Teilnehmern sein. Die beiden besten Mannschaften jeder Gruppe sowie die vier besten Drittplatzierten qualifizieren sich für das Endturnier. Die letzte Teilnahme Rumäniens an einer Europameisterschaft war 1996, bei der von Spanien organisierten Ausgabe, wo die Handballer den neunten Platz belegten.

    Militarii,
    jandarmii şi poliţiştii români care participă la misiuni în afara graniţelor
    ţării vor primi diurne egale cu cele ale partenerilor externi ai României,
    potrivit unei hotărâri adoptate de guvern.     Iniţiativa a aparţinut miniştrilor
    Apărării şi Internelor, Nicolae Ciucă şi Marcel Vela, ca urmare a discuţiilor
    pe care cei doi le-au purtat cu militarii şi jandarmii români, în timpul
    vizitei în Afganistan în luna decembrie, precum şi a modificării contextului de
    securitate din teatrele de operaţii.

    Astfel, militarii vor primi remuneraţia
    diferenţiat, în funcţie de gradul de pericol al teatrelor de operaţiuni în care
    activează. Ofiţerii vor putea primi până la 140 de euro pe zi, maiştrii militari
    – 130 de euro şi soldaţii – 120 de euro pe zi. Ministerul de Interne precizează
    că în situaţia în care partenerii externi sau structurile aliate care
    coordonează misiunile nu asigură drepturile românilor detaşaţi, aceştia vor
    beneficia de decontarea lor de către statul român. Potrivit deciziei
    Consiliului Suprem de Apărare a Țării, în 2020 Armata României va putea
    participa la misiuni externe cu 2.669 de militari, în vreme ce Ministerul
    Afacerilor Interne, cu 1.855 de jandarmi și polițiști.




    Regizorul Radu
    Jude participă cu două producţii la a 70-a ediție a Festivalului de Film de la
    Berlin, care se va desfășura între 20 februarie – 1 martie.     Peliculele
    Tipografic Majuscul şi Ieşirea trenurilor din gară vor
    avea premiera internaţională în secţiunea Forum a competiţiei, care
    prezintă anual o selecție de filme ce pun accent pe inovație sau experiment.

    Totodată, Radu Jude va prezenta proiectul de lungmetraj Somnambulii
    în secțiunea Rotterdam a Berlinale Co-Production Market, una dintre
    cele mai importante piețe de proiecte cinematografice, ce reunește producători,
    agenți de vânzări, distribuitori și finanțatori din întreaga lume.
    Somnambulii, cel mai recent proiect de ficțiune scris de Radu Jude
    și produs de Ada Solomon, este o comedie spumoasă despre corp, sex, tehnologie
    și societate. Filmările vor începe la vară, iar Katia Pascariu va interpreta
    rolul principal. Proiectul beneficiază de sprijinul Centrului Național al
    Cinematografiei și va fi prezentat, în premieră, la CineMart în cadrul
    Festivalului Internaţional de Film de la Rotterdam.


    Institutul
    Cultural Român anunţă că a reluat cursurile de limba română pentru străini. ICR
    organizează cursuri pentru începători, intermediari și avansați şi cursuri de
    dicție.     Pentru a evalua nivelul de cunoaștere a limbii române al candidaților
    înscriși, va fi efectuat gratuit un test de nivel. Durata unui modul este de 40
    de ore, cursurile durează două ore și au loc de două ori pe săptămână, iar
    grupurile de studiu cuprind între 10 şi 12 cursanți.

    Programul a început pe 20
    ianuarie şi se încheie pe 26 noiembrie. Modulele se desfăşoară la sediul
    secundar al ICR din Bucureşti, pe strada Biserica Amzei nr. 21-23. Costul unui
    modul este de 980 de ei sau 200 de euro. Formularul de înscriere, disponibil la
    adresa icr.ro, împreună cu dovada plăţii, trebuie să fie trimise la adresa de
    e-mail limbaromana@icr.ro. Pentru informații suplimentare, Institutul a pus la
    dispoziţie numărul de telefon 031 710 06 72.




    Coproducţia
    româno-maghiară Eden, a regizoarei Ágnes Kocsis, va avea premiera
    mondială la Festivalul Internațional de Film de la Rotterdam, care se va
    desfăşura în perioada 22 ianuarie – 2 februarie    . Filmul a fost inclus în
    competiția Big Screen, al cărei premiu este în valoare de 30.000 de
    euro.

    Eden este al treilea lungmetraj al regizoarei Ágnes Kocsis,
    care a mai fost premiată în 2006 pentru pelicula Fresh Air şi în
    2010 pentru Adrienn Pál. Eden spune povestea tinerei
    Eva, care este alergică la tot felul de substabţe chimice, unde radio şi
    câmpuri electromagnetice şi este forţată să trăiască în izolare totală. În
    rolurile principale apar actrița croată Lana Barić, muzicianul și compozitorul
    belgian Daan Stuyven şi actorul maghiar din România Lóránt Bocskor-Salló.

    Un brad cu vârsta de peste 500 de ani din Munţii Cindrel, comuna
    Gura Rîului, a ajuns în finala concursului Arborele European al anului 2020,
    alături de alţi 14 copaci de pe continent. Bradul din România concurează cu
    arbori precum Plopul singuratic din Rusia, Arborele Vrăjitoarei din Irlanda,
    Copacul libertăţii din Ungaria, Arborele vrăjitoare din Olanda, Paznicul
    satului inundat din Cehia, Arborele libertăţii din Belgia şi alţi copaci
    importanţi din Bulgaria, Croaţia, Italia, Polonia, Portugalia, Slovacia, Spania
    şi Marea Britanie. Competiţia este organizată de Environmental Partnership
    Association, o grupare de şase fundaţii europene din domeniul mediului.
    Procesul de vot pentru desemnarea Arborelui European al anului va începe la 1
    februarie, pe site-ul www.treeoftheyear.org.

    COMPET
    – Le ministre roumain de l’économie, Niculae Bădălău, présidera, lundi, à
    Bruxelles, la première réunion du Conseil Compétitivité (COMPET) de l’Union
    européenne, la section marché intérieur et industrie, du mandat de la
    présidence roumaine du Conseil de l’Union européenne, a informé le ministère de
    l’économie de Bucarest. Les ministres procéderont à un échange d’opinions sur
    le processus qui vise à donner une image d’ensemble du marché unique et sur un
    débat public consacré à l’impact de l’intelligence artificielle sur l’industrie
    de l’UE. Le Conseil adoptera, pour la première fois, des conclusions concernant
    l’encouragement du développement et de l’utilisation de l’intelligence
    artificielle.




    BERD – Le ministre roumain des finances, Eugen Teodorovici, a été
    élu au poste de vice-président de la Banque européenne de reconstruction et de développement
    (BERD). Son mandat entrera en vigueur au mois de mai et prendra fin en 2020, a informé
    le ministère des finances de Bucarest. Le second vice-président de la BERD est
    le ministre des finances de la Lituanie. Le nouveau président élu du Conseil
    des gouverneurs est le chef des finances espagnol. Le communiqué du ministère
    roumain précise qu’une structure dirigeante de la BERD, composée exclusivement
    de représentants d’Etats membres de l’Union, consolidera les intérêts de l’UE,
    même dans le contexte du Brexit. La Roumanie, par son ministre Eugen
    Teodorovici, assure actuellement la présidence aussi bien du Conseil des
    gouverneurs de la Banque européenne d’Investissements que du Conseil Affaires
    européennes et financières (ECOFIN), dans le contexte de la présidence
    tournante du Conseil de l’UE.


    Taxe
    – L’économiste en chef de la Banque nationale de Roumanie (BNR), Valentin Lazea, affirme
    que la taxe sur les actifs, imposée par la récente ordonnance d’urgence adoptée
    par le gouvernement de gauche de Bucarest pourrait diminuer la profitabilité du
    secteur bancaire roumain et la ramener au-dessous de la moyenne européenne. M. Lazea
    considère que, si cela arrive, il ne faudra pas s’étonner de voir certaines
    banques se retirer de Roumanie. Pour ce qui est de l’intention des autorités de
    réduire ou de redéfinir l’indice ROBOR, en fonction duquel sont calculés les
    intérêts des crédits, l’économiste en chef de la Banque centrale de Bucarest
    pense que cela n’empêchera pas les banques de prendre des mesures qui leur
    permettent d’avoir une profitabilité quelque peu diminuée. M. Lazea considère

    Berlinale
    – Le court-métrage Blue Boy, produit
    par l’Argentin Manuel Abramovich et auquel ont aussi collaboré les Roumains
    Cătălin Cristuţiu, monteur, et Bogdan Georgescu, producteur délégué, a remporté
    l’Ours d’argent du meilleur court-métrage, à la 69e édition du
    Festival international du film de Berlin. Dans la compétition principale, celle
    des longs-métrages, de la Berlinale, la production « Monştri/Monstres »,
    du réalisateur roumain Marius Olteanu, a été récompensé du prix des lecteurs du
    quotidien Tagesspiegel (le Tagesspiegel Readers’ Jury Award). Sélectionné dans
    la section Forum, la plus audacieuse du festival, ce premier long-métrage,
    réalisé et écrit par Marius Olteanu, raconte 24 heures de la vie d’un jeune couple,
    marié depuis huit ans. Le réalisateur explore l’enchaînement de problèmes et de
    rencontres qui pousse l’homme et la femme à se séparer. L’Ours d’or a été
    attribué à la production « Synonymes », du réalisateur israélien Nadav
    Lapid.












    Tennis
    – La paire roumano-néerlandaise Horia Tecău/Jean-Julien Rojer a raté la
    victoire dans la finale de double du tournoi de tennis de Rotterdam, aux
    Pays-Bas. Ce sont Jeremy Chardy (France)/Henri Kontinen (Finlande) qui ont
    remporté le trophée.

    The Romanian -
    Dutch pair made up of Horia Tecau and Jean-Julien Rojer has succeeded its first
    win in 2019. Tecau and Rojer defeated the Georgian – Australian pair made up of
    Nikoloz Basilashvili and Matthew Ebden, 6-3, 6-4, in the first round of the
    men’s doubles at the ATP Rotterdam tournament, an event with 1, 961,160 Euro in
    prize money.








    Tecău and Rojer
    have received a cheque of more than 16 thousand Euros and 90 ATP points in the
    doubles rankings. In their next match, Tecau and Rojer will take on Dutch -
    Austrian pair made up of Wesley Koolhof and Jurgen Melzer.








    Now it’s news from
    men’s handball, as Romania’s champions Dinamo Bucharest this past Wednesday secured
    a 28-20 home win against CSM Bucharest, in a pending fixture counting towards
    the National League’s 8th round.
    Dinamo’s Tunisian handballer Amine Bannour was the top scorer, with 8 goals
    on his record sheet.








    Also on
    Wednesday, games were played counting towards the National League’s 18th
    round. In the day’s derby, Dobrogea Sud secured a 25-24 win against Steaua
    Bucharest and earned the lead position in the table, with 42 points. CSM Bucharest
    are coming second with 40 points, and a game in hand.








    The Romania goal-keeper
    of Italian club Juventus Turin, Laurentiu Branescu, is on loan to Zalgiris
    Vilnius, according to a posting by Lithuania’s vice champions cited by
    Agerpress. After two seasons when he was on loan to Dinamo Bucharest, Branescu
    returned to Turin in the summer of 2018, and the Italian club decided Branescu should
    yet again be on loan.

    In the first part of the competition season, Laurentiu
    Branescu was on loan to Croatian team Gorica. Branescu will be 25 on March 30
    and his contract with Juventus is due to expire in June 2020. However, Branescu
    hasn’t yet been included in Juventus’ main lineup.

    La
    evenimentul de la Rotterdam au fost prezenți factori de decizie la nivel local,
    național și european, care au discutat despre progresele din cadrul Agendei
    Urbane a UE.


    Introdusă în urma pactului de la
    Amsterdam, semnat anul trecut sub preşedinţia Olandei, Agenda Urbană are în
    acest moment 12 teme prioritare, şi au fost deja puse în practică patru
    parteneriate între diferite oraşe. Sunt implicate în total 86 de oraşe din 22
    de ţări europene.


    Raportul
    Comisiei europene privind progresul facut în Agenda Urbană a fost prezentat și
    în cadrul Forumului Orașelor, iar comisarul european pentru dezvoltare
    regională, Corina Creţu, a subliniat că Agenda Urbană a Uniunii Europene este
    un instrument foarte bun pentru oraşe, care sunt impulsionate să colaboreze şi
    să se dezvolte împreună.







    Corina Creţu: Avem acest raport al dezvoltării
    urbane care arată progresele de până acum, dar şi sugestiile privind
    îmbunătăţirea acţiunilor în perioada următoare. Este clar că, după numai un an,
    avem deja primele rezultate, Agenda Urbană a influenţat pozitiv procesul de
    elaborare a politicilor în oraşe. Oraşele au deja o voce mult mai pronunţată
    atât la nivel naţional, cât şi la nivle european. Cred că statele membre
    înţeleg mult mai bine faptul că oraşele sunt parteneri utili, şi multe dintre
    statele membre au deja o politică urbană.




    Comisarul
    Corina Crețu a mai subliniat că, prin intermediul Agendei Urbane, se dorește ca
    orașele din UE să devină mai inovatoare și să ofere condiții cât mai bune de
    trai.


    Tot în cadrul Forumului Oraşelor,
    Comisia Europeană şi Banca Europeană pentru Investiţii au lansat, la cererea
    oraşelor, Platforma Urbis (‘Urban Investment Support’).


    Este vorba despre un instrument care
    va ajuta orașele să-și planifice investițiile astfel încât acestea să-și poată
    sprijini strategiile de dezvoltare urbană și să obțină un acces mai ușor la
    finanțare.


    Acest
    nou serviciu de consiliere va sprijini orașele în conceperea, planificarea și
    implementarea strategiilor de investiții.     Obiectivul este de a promova demararea pe
    termen scurt și mediu a unor proiecte solide, de exemplu în domeniul acțiunilor
    climatice urbane.


    Până
    în 2020 la nivelul Uniunii Europene au fost alocate 100 de miliarde de euro
    pentru proiectele Agendei Urbane, din care 15 miliarde
    direct în managementul oraşelor.

En marge de cette Conférence, Teodor Melescanu s’est entretenu avec son homologue français Jean-Marc Ayrault, qui l’a invité à Paris – une invitation acceptée par le ministre roumain des AE. M Melescanu a eu également des pourparlers avec son homologue ukrainien, Pavlo Klimkin, notamment sur les évolutions régionales. La conférence internationale de Munich est un des forums sur la sécurité les plus prestigieux, réunissant des leaders internationaux et des facteurs de décision importants en la matière.

Lors d’un entretien à Washington avec l’ambassadeur roumain aux Etats Unis, George Maior, le congressman américain a salué l’engagement de Bucarest en ce qui concerne la sécurité transatlantique, y compris par l’accueil de facilités de défense antimissile sur la base de Deveselu, dans le sud de la Roumanie. Washington soutient fermement la poursuite des « l’Initiative de réassurance européenne » et la présence relevante par rotation des forces américaines sur l’ensemble du flanc est de l’Otan, a a encore précisé le responsable américain.

    Aéroports – La Roumanie domine le classement des aéroports européens qui ont connu l’avancée la plus rapide du trafic des passagers en 2016, selon les données du Conseil des aéroports internationaux d’Europe, une association représentants plus de 500 aéroports de 45 pays. Les premières positions sont occupées par : l’aéroport d’Oradea (nord-ouest) dont le nombre de passagers a augmenté de 500% par rapport à 2015 ; suivi par celui de Iași (nord-est) avec une croissance de 130%. En troisième position on retrouve l’aéroport Aurel Vlaicu le second de Bucarest dont le nombre de passagers a progressé de 122%.

    DIPLOMACY – The Romanian Foreign Minister, Teodor Meleşcanu, is taking part until Sunday in the 53rd Munich Security Conference. He will present Romanias stand on the European and global security situation and will emphasise the importance of the trans-Atlantic relations and of the role of NATO and the EU in the current international context. On Friday, on the side-lines of the Conference, the Romanian official had talks with his French counterpart, Jean-Marc Ayrault, who invited him to Paris in the forthcoming period, an invitation accepted by Melescanu. The Romanian FM also had a meeting with his Ukrainian counterpart, Pavlo Klimkim, with whom he discussed regional developments. The Munich Security Conference is a prestigious security forum, which traditionally brings together leaders and decision-makers in the field of security and defence from around the world.



    MUNICH SECURITY CONFERENCE – The Chancellor of Germany, Angela Merkel, has today called on the world powers, including the US, not to abandon international cooperation against the new challenges to global security. Addressing the Munich Security Conference, Merkel emphasised that multi-national organisations like the EU, NATO and the UN provided a vital framework for addressing the refugee crisis and Islamist terrorism. The German Chancellor also said the European Unions relations with Russia remained challenging, but that cooperation with Moscow was still important in the fight against Islamist terrorism. Attending the Conference, the US Vice-President, Mike Pence, pointed out, in the first major foreign policy statement of the new American Administration, that Washington would support NATO and stand by Europe, even as it looked for new ways to cooperate with Russia.



    BUSINESS – The government is the main promotion element for Romania, because American investors look at taxes, stability, predictability and efficiency, and the competition between the countries in the region is tough, said Eric Stewart, head of the American-Romanian Business Council (AMRO). In an interview to the Romanian news agency Agerpres, Stewart said there are investment opportunities in Romania for the American companies in fields like defence, energy, agriculture and healthcare, considering that we will see a shift in focus of the Trump administration towards Europe. He announced that the American-Romanian Business Council would organise an economic mission in Romania in late March, in which 10-12 major American companies will take part, some of them already present in the Romanian market.



    AIRPORTS – Romania tops the rankings of the European airports with the quickest increase in passenger flows in 2016, according to a report of the Airports Council International (ACI Europe). The first places are held by the airports in Oradea (with an increase of nearly 500% in passenger numbers compared to 2015) and Iasi (with more than 130%). Third comes the “Aurel Vlaicu International Airport, the second-largest airport in Bucharest, with 122% more passengers than in 2015. Airports Council International Europe is an association representing more than 500 airports in 45 countries.



    ROMANIA-US RELATIONS – The USA appreciates the strategic partnership with Romania and pays increasing attention to the security developments at the Black Sea, says the chair of the Seapower and Projection Forces Subcommittee in the US House of Representatives, the Republican Rob Wittman. In a meeting in Washington with the Romanian Ambassador George Maior, the US Congressman appreciated Bucharests commitment to trans-Atlantic security, including its hosting of the ballistic missile defence facility at the Deveselu Base. Rob Wittman added that Washington firmly supported the continuation of the European Reassurance Initiative and a relevant rotating presence of American troops on NATOs eastern flank.




    BERLINALE – The award ceremony of the 67th Berlin International Film Festival takes place tonight. Selected in the official competition for the Golden Bear trophy is, among other works, the film “Ana, mon amour, by the Romanian director Călin Peter Netzer, which was screened on Friday night. Netzer won the Golden Bear in Berlin in 2013, with his film, Childs Pose. The Romanian actor Tudor Istodor was also nominated in this years “shooting stars category, while the director Ilinca Călugăreanu, actor Alexandru Potocean, director Ioana Mischie, producer Andra Popescu, camera operator Carmen Tofeni, film distributor Matei Truţă and script writer Monica Stan are also representing Romania in the ‘Berlinale Talents’ Programme. “The Dear, a project by Bogdan George Apetri, also took part in the Coproduction Market section.

    ANTI-CORRUPTION – The Anti-Corruption Directorate ordered the criminal prosecution of the Mayor of Timisoara (in the west), Nicolae Robu, and of his predecessor, Gheorghe Ciuhandu, for abuse of office. Together with other current and former City Hall officials, the two are probed into in a case involving the illegal sale of nationalised buildings. According to prosecutors, between 1996 and 2015, the suspects breached their duties, to the effect that the buildings were not sold to the tenants who were entitled to purchase them, but rather to “influential individuals from Timisoara. Nearly 1,000 buildings have been illegally sold, with the damages incurred by the state reaching and estimated 40 million euros.




    EU TALKS – The PM of Romania, Sorin Grindeanu, had meetings in Brussels on Friday with the President of the European Commission, Jean Claude Junker, and the President of the European Council, Donald Tusk. During the talks, Grindeanu said his Cabinet was determined to carry on the fight against corruption. In turn, the European officials emphasised the need to consolidate the significant progress in the countrys anti-corruption efforts and to guarantee their irreversibility. The agenda of talks also included the Cooperation and Verification Mechanism, through which the European Commission monitors the judicial field in Romania, the priorities of the new Romanian Government, Romanias presidency of the EU Council in the first half of 2019, and current European topics. The Romanian Prime Ministers two-day visit also included meetings with the first vice-president of the European Commission, Frans Timmermans, and the vice-president of the European Commission Jirki Katainen.

    The Black Sea region proves crucial in the current geopolitical context, both in terms of regional security and for the security of the entire Euro-Atlantic region, said President Klaus Iohannis, in his address at the Munich Security Conference. He promised that Romania remains a pillar of democracy and stability in the region and may make a substantial contribution to solving the problems that generate instability in the Black Sea region, remaining a source of security at the eastern border of NATO and the EU. In Munich, President Klaus Iohannis had a meeting on Saturday with his Ukrainian counterpart Petro Poroshenko, and told him Romania supported the sovereignty, independence and territorial integrity of Ukraine. The two heads of state tackled some of the main issues on the bilateral agenda, ahead of the official visit that the President of Ukraine will make to Romania this year.



    The international community is facing a moment of truth as regards Syria, said the High Representative of the EU for Foreign Affairs and Security Policy, Federica Mogherini, as international leaders are convening today on the last day of the Munich Security Conference. The peace plan designed to secure a ceasefire between the Syrian governmental forces and the rebels within a week may only work if Russia ends its air raids in support of Bashar al-Assads government, the French Defence Minister Jean-Yves le Drian said during the conference. Russia must change its targets in Syria if it is to comply with the agreement designed to put an end to the war in Syria, the US Secretary of State John Kerry also said, adding that the US believes the vast majority of Russian attacks target legitimate Opposition groups. In an address at the same security conference, the Russian PM, Dmitri Medvedev, said there is no proof that the Russian air strikes have affected civilians.



    The President of the Republic of Moldova, Nicolae Timofti, will be on a two-day official visit to Bucharest starting on Tuesday. He will have meetings with his counterpart Klaus Iohannis, with Prime Minister Dacian Cioloş, with the Senate Speaker, Călin Popescu-Tăriceanu, and other Romanian officials. The main topics to be discussed include the bilateral relations, the European agenda of the Republic of Moldova, as well as the economic, political and social cooperation between the two countries. President Timofti is also to hand out on this occasion the distinctions offered by Moldova to President Iohannis, to State Secretary Raed Arafat, head of the Emergency Department in the Interior Ministry, and to the popular actor Florin Piersic, who has recently turned 80.



    Pope Francis believes the Catholic Church in Mexico must do more than just condemn drug trafficking. In a message on the first day of his five-day visit to Mexico, the Pope said drug trade was a test to the young and a cancer that destroys the Mexican society. On the other hand, on Friday the Pope and the Patriarch of the Russian Orthodox Church, Kirill, called for the restored unity of the two churches. In a joint statement, they also urged the international community to protect the Christians in the Middle East against persecution. The talks were held on the airport in Havana, as Patriarch Kirill was on an official visit to Cuba, the first leg of his Latin American tour. This was the first meeting of a Pope and a leader of the Orthodox Church, after the Eastern and the Western Christian Churches split in the 11th Century.



    The pair Horia Tecau (Romania) and Jean-Julien Rojer (the Netherlands), no. 3 WTA, failed to qualify to the doubles final of the Rotterdam tournament, which has 1.597.155 euros in total prizes. They were defeated by Philipp Petzschner (Germany) / Alexander Peya (Austria), 7-6 (5), 3-6, 11-9. Tecău and Rojer, seeded 1st, won the Rotterdam tournament last year, when they defeated Jamie Murray (UK) and John Peers (Australia) in the final.     Horia und Jean-Julien haben einen exzellenten Saisonstart hingelegt: Am Sonntag gelang ihnen im niederländischen Rotterdam der erste Turniersieg auf der ATP-Tour in diesem Jahr. Diesmal konnte Rojer sich von den eigenen Fans feiern lassen, nachdem die beiden im vergangenen Jahr auf der roten Erde von Bukarest triumphiert hatten. Au‎ßerdem ist es für beide Spieler ein Trost zum richtigen Zeitpunkt, nach dem enttäuschenden Halbfinal-Aus bei den Australian Open.



    Tecau hatte bereits 2012 in Rotterdam ein dramatisches Endspiel verloren, damals an der Seite des Schweden Robert Lindstedt. Und auch 2014 verlor er hier im Finale, gemeinsam mit Rojer. Jedesmal hatte ihm ein Doppelteam mit dem Franzosen Michael Llodra in der Besetzung den Weg zum Titelgewinn versperrt. Diesmal waren die Gegner Jamie Murray (der Bruder des weitaus bekannteren Weltranglistenvierten Andy Murray aus Schottland) und der Australier John Peers. Die beiden hatten sich im Halbfinale gegen den Rumänen Florin Mergea und den Briten Dominic Inglot durchgesetzt.



    Im Endspiel am Sonntag mussten Tecau und Rojer das Spiel aus einer schwierigen Situation heraus zu ihren Gunsten drehen. Murray und Peers gewannen den ersten Satz mit 6:3 und hatten gleich im ersten Spiel des zweiten Durchgangs zwei Break-Chancen. Da sie im ersten Satz bei eigenem Aufschlag nur fünf Punkte abgegeben hatten, hätte ein Break womöglich die Vorentscheidung bedeutet.



    Allerdings rettete das rumänisch-niederländische Duo diese wichtigen Bälle und gelang danach unmerklich aber sicher auf die Siegerstra‎ße. Mit einem einzigen Break holten Tecau und Rojer den zweiten Satz mit 6:3, die Partie musste im Match-Tiebreak entschieden werden. Auch wenn dieses am Ende knapp mit 10:8 an Horia und Jean Julien ging, hatten die beiden nie um den Sieg zittern müssen. Dank ihres ersten Turniererfolgs in diesem Jahr kletterten beide Spieler um drei Weltranglistenplätze nach oben und teilen sich nun Rang 10.
