    Météo – Le temps
    se maintient particulièrement froid dans les prochaines 24 heures en Roumanie, avec des
    maximales attendues lundi entre -7 et 9°. Le ciel sera plutôt couvert, des
    pluies et des chutes de neige seront signalées sur la plupart du territoire. Le
    verglas continuera à faire son apparition dans le sud. Une nouvelle vigilance
    aux précipitations, au verglas et au grand froid sera en vigueur de lundi matin
    à mardi.



    … Ce dimanche, plusieurs routes ont été fermées dans
    le sud et le sud-est du pays, à cause de la pluie verglaçante tombée pendant la
    seconde moitié de la journée. La circulation des véhicules a été difficile
    aussi dans la capitale. Plusieurs vols ont été annulés à l’aéroport
    international Henri Coandă – Otopeni, principal aéroport de Roumanie.

    Diplomatie – Le ministre
    roumain des affaires étrangères, Teodor Melescanu, participera lundi à la
    réunion mensuelle du Conseil Affaires Etrangères (CAE) de l’Union européenne,
    principalement consacrée aux dossiers ukrainien, syrien et iranien. Un déjeuner de travail informel sera l’occasion
    pour les ministres d’examiner les dernières évolutions dans la péninsule
    coréenne. Y sera présent le chef de la diplomatie sud-coréenne, Kang Kyung-wha.
    Le CAE sera précédé par un petit-déjeuner organisé par la Lituanie pour le
    Groupe d’amis de l’Ukraine, dont l’invité spécial sera Pavlo Klimkin, le chef
    de la diplomatie de Kiev.

    Déclarations – L’Union
    Sauvez la Roumanie, deuxième force de l’opposition parlementaire de Bucarest,
    soutient fermement l’intégration européenne de la République de Moldova aux côtés
    de la Roumanie – a déclaré ce dimanche le président de l’USR, Dan Barna, à l’issue
    d’une rencontre avec plusieurs élus locaux moldaves. Ceci dit, toute
    affirmation est, aujourd’hui, prématurée et strictement politicienne, a ajouté
    M. Barna au sujet d’une éventuelle union des deux Etats. En l’absence d’un
    soutien de la population de la République de Moldova, il est très difficile à
    apporter des arguments en faveur d’une telle position au niveau international
    et européen, a-t-il encore souligné. Le président de l’USR et le vice-président
    Vlad Alexandrescu avaient rencontré, ce dimanche, un groupe de maires de la
    République de Moldova, qui avaient signé une déclaration symbolique d’union
    avec la Roumanie. Par ailleurs, Ludovic Orban, le leader du Parti national
    libéral, principal parti de l’opposition au parlement de Bucarest, a rencontré
    lui aussi des édiles en chef de localités moldaves. A cette occasion, il a
    affirmé que la Roumanie était préparée pour une telle union, même s’il n’existait
    pas de plan ou de stratégie qui fédère les acteurs politiques roumains en ce
    sens. Province à population majoritaire roumanophone de l’empire des tsars, la
    Bessarabie s’est unie avec la Roumanie à la fin de la première guerre mondiale,
    le 27 mars 1918. L’Union soviétique l’a annexée à nouveau en 1940, suite à un
    ultimatum, ayant créé l’actuelle République de Moldova sur une partie du
    territoire annexé.

    Rugby – L’équipe
    nationale de rugby de Roumanie s’est inclinée ce dimanche, en déplacement devant
    la Géorgie, 25 à 16, dans un match de la dernière étape du Rugby Europe International Championship 2018. La
    Roumanie s’est maintenue deuxième au classement et a toutefois réussi à se qualifier
    à la Coupe du monde de 2019, au Japon, grâce à la victoire surprenante obtenue
    par la Belgique devant l’Espagne, 18 à 10. Les tricolores joueront contre le
    pays hôte, le Japon le 20 septembre 2019, dans le cadre du Groupe A, dont font
    aussi partie l’Irlande, l’Ecosse et la gagnante du barrage Europe-Océanie.

    CRIMEA – The Romanian Foreign Ministry supports and joins the declaration of the High Representative of the Union for Foreign Affairs and Security Policy regarding Russias illegal annexation of Crimea. In a communiqué issued on Saturday, the Foreign Ministry in Bucharest states that, 4 years since the illegal annexation of the Autonomous Republic of Crimea and the city of Sevastopol by the Russian Federation, Romania is once again firmly condemning that violation of international law regulations and principles. Also, Romania is reasserting its support for Ukraines sovereignty and territorial integrity.



    DEFENSE – Romanias Supreme Defense Council, headed by president Klaus Iohannis, will convene on Tuesday. According to the Presidential Administration, the meeting will focus on an analysis of the activities carried out by the Council and the other institutions with responsibilities in the field of national security in 2017 and the main objectives for 2018. Also, the participants will tackle other major national security topics.



    RIUF – More than 100 universities and education institutions from 18 countries are attending in Bucharest, on Saturday and Sunday, the 22nd Romanian International University Fair (RIUF). According to the organizers, participating in the fair are education institutions from Sweden, Norway, Denmark, Belgium, France, Switzerland, Romania, Great Britain, the Netherlands, Germany, Italy, Ireland, the US, Singapore, Bahrain, the United Arab Emirates, Greece and Bulgaria. Visitors will find information about free tuition in the Nordic countries, but also about a scholarship fund of 3,000,000 Euro for bachelor and master degrees in Great Britain, the Netherlands and Germany. At the RIUF YouForum there will be more than 30 workshops, talks and presentations. The topics of discussion include online marketing, branding, gaming, IT, architecture, non-formal education and technology.



    RUSSIA – The British Prime Minister Theresa May said on Saturday that Moscows response to the sanctions decided by London did not change the facts of the matter, namely Russia part in the poisoning of the former Russian spy Serghei Skripal and his daughter in Salisbury, England. Theresa May stated that Great Britain would decide the next steps in the coming days, together with its international allies, following Russias decision on Saturday to expel 23 British diplomats. On Saturday morning, the UK ambassador to Russia was summoned by the Russian Foreign Ministry for the second time this week. Russia has also decided to stop any activity of the British Council on Russian soil. The British Council is the United Kingdoms international organization for cultural relations and educational opportunities. The measures were announced just one day before the presidential elections in Russia, as a result of which Vladimir Putin would get his fourth term. According to France Presse, the Kremlin is worried that a low turnout would weaken the legitimacy of the otherwise predictable outcome. Putin has been heading Russia for 18 years, as president and once as a prime-minister. His main opponent, Alexei Navalny, has been deemed non-eligible because of a criminal conviction in a case which, he says, was staged by the Russian authorities. Navalny has called on the population to boycott Sundays elections.



    TENNIS – The Romanian tennis player Simona Halep, number one in the WTA rankings, has failed to qualify for the final of the Indian Wells tournament in California, with 8 million dollars in prize money, as she was defeated by the Japanese Naomi Osaka in two sets: 6-3, 6-0. Halep won the Indian Wells trophy in 2015, but this year has already sustained two defeats. However, she remains top of the rankings. In the final, Naomi Osaka will play against the Russian Daria Kasatkina, who has defeated the American Venus Williams.



    RUGBY – Romanias national rugby team, ranking 17th in the world, on Sunday will play against the team of Georgia, away from home, in the last leg of Rugby Europe International Championship 2018. Romania is hoping for qualification to the World Cup to be hosted by Japan in 2019. So far, the oaks, as the Romanian rugby players are dubbed, have defeated Russia, Germany and Belgium and have lost to Spain.
