    SUPPORT ‘The Republic of Moldova doesn’t have to be and won’t be
    alone in its efforts to implement the reforms it needs’, Romania’s Foreign
    Minister Bogdan Aurescu said on Friday at the end of the second edition of the
    Ministerial Conference of the Support Platform for the Republic of Moldova.
    According to the head of the Romanian diplomacy this platform is ‘a permanent
    instrument’ and is useful for Chisinau’s efforts to join the European Union. Financial
    assistance pledges of up to 600 million euros were issued during the conference
    for the support of this ex-soviet republic with a Romanian-speaking majority.
    The event in Bucharest brought together delegations from 33 countries, members
    of the EU, G7, the European Free Trade Association, international bodies,
    financial institutions and UN agencies. German Foreign Minister Annalena
    Baerbock announced a financial assistance package for this state of up to 77
    million euros. On the sidelines of the conference Minister Aurescu held talks
    with the OSCE Secretary General, Helga Schmid on the security crises triggered
    by the Russian aggression against Ukraine.








    WEATHER Britain is bracing up for a hot weekend
    with very high temperatures. A national emergency has been declared after a red
    extreme heat warning was issued for a first time. Temperatures are expected to
    hit 40 degrees Celsius and hot weather warnings have been issued in France
    as well. In only three days in Spain the heatwave caused 84 deaths mostly
    among the elderly. Weathermen have cautioned that temperatures will remain high
    for another 10 days.










    GREECE A second contingent of 28
    Romanian firefighters has left for Greece to replace their colleagues who in
    the past two weeks have assisted the local authorities in monitoring and
    extinguishing forest fires in areas north of Athens. Several fire engines, a
    tanker as well as command and control vehicles have been deployed to the
    affected areas. In the past 15 days, firefighters from Romania have
    participated in various missions in the regions of Schimatari and Porto
    Germeno. Last year Romania also helped Greece in its fight against devastating
    forest fires.








    WAR Ukraine has accused the Russian army of
    using the platform of the nuclear power plant they occupied in Zaporozhe to
    launch attacks in the southern region of Nikopol, an industrial area on the
    Dnieper River. Ukraine has lashed out at the International Atomic Energy Agency
    for not putting enough pressure on Moscow to pull out its troops from the
    plant. According to Ukraine’s security service, on Friday night, the Ukrainian
    army managed to bring down two Russian warplanes. The Russians shelled the city
    of Kramatorsk in Donbas while in Donetsk, several Russian rockets have
    destroyed the railway infrastructure and also hit civilian targets. The
    anti-aircraft defence system of Ukrainian capital Kyiv last night managed to
    shoot down a Russian missile and in Mykolaiv an Orlan-10 Russian drone has been
    shot down by the Ukrainian forces. Ukrainian president Volodymyr Zelensky has
    appointed a fresh regional government in Cernauti, close to the NATO border.








    COVID-19 Romanian authorities on Saturday have reported 3,718 new
    SARS-CoV-2 infections. 103 patients are being treated in ICUs and 7 related
    fatalities have been registered. Since the beginning of the pandemic in
    Romania, authorities have reported 65,800 related fatalities.








    AMENDMENTS The government in Bucharest on
    Friday endorsed the final amendments to tax legislation. Some changes are set
    to come into effect on August 1, while others on January 1 next year. After
    consultations with social partners, with employers’ associations, trade unions,
    and local elected representatives, the Finance Ministry made several changes to
    the initial bill. They accepted the proposal by hospitality industry employers
    for companies to choose between specific taxes and tax on profits. According to
    the changes, VAT would go up from 5 to 9% for restaurants, hotels, and catering
    firms, while VAT for soft drinks would go up from 9 to 19%. Starting on August
    1, tax incentives in construction and the food industry are granted for
    salaries of up to 10,000 lei, about 2,000 Euro, and not up to 30,000 lei, about
    6,000 Euro, as it is at present. Also next month, excises will go up for
    alcohol and tobacco products. The tax on dividends goes up from 5 to 8 percent.
    At the same time, people with salaries of up to 4,550 lei, about 900 Euro,
    young people below 26, and people providing child care would get deductions.

    COVID-19 Due to the rising number of Covid infections in
    Romania, some countries like Malta, Finland and Norway are banning the access
    of the Romanians to their territories, whereas others are imposing quarantine
    and isolation at the border. The Netherlands is firmly recommending
    self-isolation in the case of visitors from Romania. As of yesterday Austria is
    asking all the Romanians willing to enter its territory to produce a medical
    certificate in English or German not older than four days proving they test
    negative for SARS-COV-2. In the absence of such a certificate the Romanians
    must self-isolate themselves for 14 days. Britain has made a list with safe
    countries from the point of view of Covid infection, which does not include
    Romania, so citizens from Romania must also self-isolate themselves for two
    weeks. Authorities from Hungary have announced they will re-check the rules
    regarding the access of citizens from neighboring countries registering an
    increase in the number of infections. Authorities in Greece have also voiced
    concern regarding the rising number of infections in the Balkans and the
    government might re-impose public and travel restrictions due to the latest developments.
    According to Radio Romania correspondent in Athens, the measures will also
    include mandatory tests for visitors entering Greece from Bulgaria.








    BILL A bill on quarantine and self-isolation initiated by
    the government in Bucharest is currently being debated upon in the
    decision-making Senate in Bucharest. The document, which includes a large
    number of amendments, was endorsed with a landslide majority by the Chamber of
    Deputies yesterday. It regulates a series of necessary temporary measures in
    the field of public safety in situations of high epidemiological and biological
    hazard with a view to preventing and limiting contagion on the national
    territory. The executive has resorted to the move after the Constitutional
    Court decided that self-isolation, quarantine and hospitalization cannot be
    imposed through a ministry order even in the case of infected persons. Judges
    believe the aforementioned procedures are infringing upon individual rights and
    liberties and imposing some restrictive measures must be done only under a law
    clearly regulating these restrictions. On Friday Romania reported a fresh high
    number of infections 592, which brings the total number up to 31,400. About
    22,800 people have been cured and discharged from hospital whereas 1847 died.
    The number of Romanian infected abroad exceeded 51 hundred with a death toll of
    122.










    FOOTBALL FCSB, a football side from Bucharest, in southern Romania,
    and Sepsi OSK, from Sfantu Gheorghe, in central Romania on July 22nd
    will be playing on neutral ground, in Ploiesti, the finals of Romania’s Cup. On
    Thursday night, in the semifinals, Sepsi secured a 3-0 away win against Poli
    Iasi after a 5-1 home win in the first game. In the other semifinal game FCSB
    eliminated Dinamo Bucharest after a 3-0 away win and 1-0 home victory. Last
    month also saw the resumption of the domestic championship interrupted in March
    due to the Covid pandemic. Universitatea Craiova is at the top of the table
    followed by champions CFR Cluj and FCSB. All the football games in Romania are
    taking place without spectators.










    PROTESTS Thousands of anti-government protesters took to the
    streets of Bulgarian capital Sofia on Thursday night in spite of interdiction
    to call for the resignation of centre-to-right Prime Minister Boiko Borisov and
    the general prosecutor. The protest came after a series of searches conducted
    at the presidency headquarters by prosecutors and police, which the protesters believed as masterminded by the ruling power. The protesters say that instead of
    focusing on the oligarchy, the justice is harassing the president. According to
    Radio Romania correspondent in Bulgaria, the neighboring country is practically
    facing a severe crisis in which for the first time a left-right front of the
    political opposition is taking on the government.

    Romanian authorities on alert for coronavirus

    The newly found coronavirus, discovered in China, is not as strong as the severe acute respiratory syndrome (SARS), which caused an epidemic that killed over 750 people in 2002-2003, but it proves to be more contagious, as it is able to spread even before any symptoms appear in patients, Chinese health officials announced on Sunday. The new disease, which emerged in Wuhan in December, has already contaminated thousands of people in China, and the death toll is rising by the day.



    The Chinese officials are trying to ease away fears, explaining that whereas the death rate with SARS was around 10%, the rate for the new coronavirus is lower. There is no need to panic, but nor should people be careless: for the most part of the patients, the symptoms are benign and treatable, and many of the people who died over the past 2 months had been already suffering from other diseases and were over 65.



    The symptoms include severe coughing, fever and breathing difficulties. Antibiotics and antiviral medication are useless. The patients must be hospitalized and may receive treatment for the internal organs, but recovery depends largely on the state of their immune system. For the time being there is no vaccine, but the virus strain has been isolated by Chinese researchers, which is the first step in creating a vaccine.



    The countries having already confirmed coronavirus cases include Thailand, Singapore, Malaysia, Taiwan, Japan, South Korea, Vietnam, Nepal, Australia, the USA, Canada and France.



    In Romania, travelers coming from this geographic region are monitored. Alerts have been issued in Cluj (north-west), Timisoara (west), Constanta (south-east) and Bucharest, but by Monday noon they had been disconfirmed, according to a recently established inter-ministry committee for the monitoring and management of possible coronavirus infections, which includes experts from the Healthcare Ministry, Foreign Ministry, Interior Ministry and Transport Ministry.



    Special measures are in place with respect to the 25 members of a traditional music group currently in Beijing, who are due to land in Bucharests Otopeni Airport on Tuesday afternoon. As regards other musicians, who were on a 40-day tour in China and have already returned to Romania, county healthcare authorities are checking on them on a daily basis.



    Last week authorities decided to purchase thermal scanners for airports, to detect passengers whose body temperature is above 38 degrees Celsius. Fliers and billboards disseminate information, and permanent medical units are on duty in airports. Unfortunately, however, the Romanian authorities also have to deal, at the same time, with the common, seasonal flu, which is already making victims in the country.
