    ELECTION The Romanian Central Election Office has applied the Friday’s ruling of the country’s Constitutional Court on cancelling the entire voting process in the presidential runoffs. The head of the Permanent election Authority, Tony Grebla, says that all voting operations have been frozen in all the polling stations abroad as well as the preparations in the country. After the first round of the presidential election on November 24, the runoffs have been scheduled for December 8. The voting already started abroad, where the Romanian nationals were allowed to cast their ballots for three days. In the meantime, the CCR has motivated its decision on cancelling the results of the first round. The magistrates say that after the de-classification of some documents in the country’s Higher Defence Council, they noticed that the entire election process was affected. The court says that the transparent and equitable character of the election campaign has been affected and that the legal regulations on its funding have been ignored. According to the same sources, the candidate who won the first round of the election, the independent Calin Georgescu, benefitted from an aggressive campaign, which violates the national election law through the abusive employment of the social media algorithms and the lack of specific elements of election advertising.

     

     SEARCHES Prosecutors and policemen in Bucharest and other Romanian counties are conducting large-scale search operations on the alleged illegal funding of the election campaign for the independent candidate Calin Georgescu as well as the online behaviour of several citizens active on social networks. The anti-mafia department DIICOT has opened an in-rem criminal file on Calin Georgescu’s campaign regarding the illegal use of IT programmes and the attempt of disturbing the good functioning of IT systems and the attempted illegal access to an IT system. In a communiqué the DIICOT explains these aren’t accusations but the mere framework for evidence gathering and assessment of facts which may lead to a legal and solid resolution.

      

    APPEAL The United States has made an appeal to all the Romanian political parties to ensure the country’s constitutional order and get involved in a peaceful democratic process without violence and intimidation, to reflect the people’s democratic will. The Department of State says in a communiqué that the Romanians are the ones to express their will not any other country or foreign players. The USA says it was notified by the Constitutional Court ruling over the election in Romania and reiterates its trust in the Romanian institutions and democratic processes including in the investigations concerning any possible interferences in the election process. Parliament parties in Romania have hailed the CCR decision but called for an investigation into any possible interference in the country’s election process. Elena Lasconi, who ranked second in the first round of the election, says the Romanian state stomped on democracy and the election should have been allowed to go on in observance of the peoples’ will. Independent candidate Calin Georgescu has also lashed out at court’s decision, which he described as an officialised coup de etat. Georgescu says that the CCR judges have altered democracy and the country’s legal system is subordinated to the political class.

    Treasure – The European Parliament adopted, on Thursday, a resolution by which it asks Russia to fully return Romania’s national treasure, which it illegally appropriated. This is an unprecedented international case of illegal appropriation of gold reserves and heritage objects and represents a permanent concern for the Romanian society, the MEPs emphasize. According to the resolution, the Parliament welcomes the substantial efforts of the European Union to protect the national, cultural and historical heritage, through the implementation of the legislation and of the cooperation mechanisms that regulate the restitution of cultural and heritage assets illegally appropriated from the territories of the Union countries, as well as its efforts to fight the trafficking in cultural assets. The MEPs request the European Commission and the European External Action Service to include the restitution of the Romanian national heritage on the bilateral diplomatic agenda that regulates EU-Russia relations, as soon as the regional context allows the resumption of political dialogue between the parties. During the First World War, between 1916 and 1917, Romania sent the national treasure (which included significant amounts of gold, heritage items, art collections, jewels, archives) to allied tsarist Russia, to be protected in case of occupation of the national territory by German, Austro-Hungarian, Bulgarian and Turkish enemy troops. After the Bolshevik regime founded by Vladimir Ilyich Lenin came to power, Russia seized the treasure and refused to return it, most of the values ​​remaining unreturned to this day. The issue of returning the Treasure has been discussed, unsuccessfully, for decades by a joint Romanian-Russian commission.

     

    Inflation – The annual inflation rate in Romania fell to 7.2% in February, from 7.4% in the previous month – according to the data of the National Institute of Statistics. The prices of non-food stuffs increased the most, on average, followed by service and food prices. In the top of price hikes in the last 12 months, postal services and detergents are on the first places, followed by water, sewage, and sanitation services and the hygiene, cosmetic and medical services and articles.

     

    Searches – The Romanian prosecutors and police officers found pyrotechnic materials, lethal firearms and white weapons at the residences of supporters of the football team Rapid Bucharest, one of the most popular in the country, following searches carried out on Thursday in Bucharest and the counties of Ilfov, Prahova (south) and Iasi (northeast). According to judicial sources, the president of the Rapid club, former international footballer Daniel Niculae, is a suspect in the case. According to a press release from the Prosecutor’s Office attached to the Bucharest Court, 17 people were charged with the crimes of forming an organized crime group, operations with pyrotechnic articles carried out without having the right, non-compliance with the weapons and ammunition regime and destruction. The Prosecutor’s Office attached to the Bucharest Court notes that in the course of 2023, an organized crime group was established in the city of Bucharest, which was joined by several people and whose purpose was to introduce and use pyrotechnic materials in the football stadiums, during the matches, disturbing public order through violence against property and destruction of the grass court through the use of pyrotechnic materials, causing degradation of the grass through the explosion of pyrotechnic materials, endangering the physical integrity of other people (ball girls, stewards, football players, firefighters, reporters). On the occasion of the home searches, several pyrotechnic materials, lethal firearms, white weapons and sums of money were discovered and seized.

     

    Hungary – The circulation of all vehicles heavier than 7.5 tons will be restricted on Friday in Hungary. The measure will apply to Romania’s borders with the neighboring state starting Thursday evening, from 11:00 p.m. The restrictions will not apply to means of transport that carry dangerous goods, live animals or perishable food products or that have a special temperature regime. The border authorities of the two states will keep in constant contact with a view to establishing common measures, so that when the traffic restrictions for motor vehicles on the territory of Hungary are lifted, the border control should be carried out efficiently.     EXTREME WEATHER Meteorologists have issued a code orange alert against storms and hailstorms, valid on Thursday in the eastern part of the country. Strong wind, hail and thunderstorms are expected, with rainfalls between 25 and 40 litres per square metre. A code yellow alert against unstable weather is also in place on Thursday in the centre, north and south of the country, while a code orange alert against extreme heat and thermal discomfort is in place until Sunday in seven counties in the south and the capital Bucharest. Heavy storms hit several towns and villages on Wednesday, including the capital city Bucharest. The wind brought down trees, damaging cars and leaving many houses without roofs. The storms disrupted railway traffic, with many trains delayed for hours or even cancelled.




    COVID-19 The number of new COVID-19 cases announced on Wednesday was 50% higher than on the corresponding day last week, namely 159. 47 patients are in intensive care, and one COVID-related death was reported. The Government meanwhile approved plans to further ease COVID-related restrictions starting August 1. Arts, sports and private events are generally open for vaccinated people, for those who have recovered from the disease or for those who test negative for it. The new measures valid as of August 1 will be applicable in areas with an infection rate below 2 per thousand, as against 3 per thousand at present. The maximum number of participants in outdoor events will also be raised to 75,000.




    AMBULANCE Every person who gets immunised contributes to ending this severe health crisis, president Klaus Iohannis said on National Ambulance Day. On the same occasion, he decorated 45 physicians and nurses. The COVID-19 pandemic is not over, even if the number of new cases is lower these days, the head of state emphasised, as he once again urged citizens to get vaccinated. Romania is getting near the target of 5 million people who received at least one dose of anti-COVID vaccine, with 10,700 people getting the jab in the past 24 hours. On the other hand, president Iohannis mentioned that the pandemic shed light on many problems in the healthcare system, but said this is a chance to rebuild it.




    ANTHEM Romania celebrates National Anthem Day today, with special events organised in many cities to mark this holiday first introduced in 1998. The capital Bucharest hosted a public ceremony in which successive national anthems have been performed. Wake up, ye Romanian! was first officially performed in Râmnicu Vâlcea on 29 July 1848, by a group of young revolutionaries, and was chosen as national anthem shortly after the anti-communist uprising of December 1989. The lyrics were written by poet, journalist and translator Andrei Mureşanu (1816-1863) and the music by the poet, musician and ethnographer Anton Pann (1796-1854).




    SEARCHES Prosecutors and police are today conducting over 20 house searches in view of dismantling an organised crime group operating in the field of human trafficking, drug trafficking, illegal border crossing and facilitating illegal stay in Romania. Sources in the judiciary say the group was made up of Syrian, Iraqi, Egyptian and Romanian citizens, who helped illegal migrants to cross the border into Bulgaria and Serbia. The group would charge up to 5,000 euro per migrant.




    OLYMPICS Romania has today won a new medal in the Tokyo Olympics. Rowers Marius Cozmiuc and Ciprian Tudosă won the silver in the mens coxless pair final. This is the 3rd medal for Romanias rowing team, after the gold won by Ancuţa Bondar and Simona Radiş in the women’s double scull event, and the silver brought home by the mens four crew, made up of Mihăiţă Ţigănescu, Mugurel Semciuc, Ştefan Berariu and Cosmin Pascari. Romania was represented in the Tokyo rowing competition by 36 athletes and 9 boats. Adding to this performance is Ana-Maria Popescu’s silver medal in the women’s epee event. (tr. A.M. Popescu)

    CARACAL INVESTIGATION Searches continue at the Caracal home of Gheorghe Dincă, the 66-year old man who confessed, after being apprehended more than 2 weeks ago, to having killed and incinerated 2 teenage girls. New evidence is searched with respect to 18-year old Luiza Melencu, who went missing in April, after hitching a ride in Dincǎ’s car. On Thursday, genetic tests on the bone fragments found in a bag in a forest near Caracal were completed, and results indicate that the bones belong to 15-year old Alexandra Măceşanu, whom Dincă said he had killed in late July. Also on Thursday, the search on the suspect’s laptop, camera, mobile phones and memory stick was completed, with the data to be processed by forensic IT experts. The President of the European Parliament, David Sassoli, has called for more efficient measures to prevent murder and other violence against women, in a Twitter response to the Caracal case.



    TRADE In the first half of this year, Romanian exports totalled nearly 35 billion euros, while imports stood at over 42.5 billion, taking the trade balance deficit to around 7.7 billion euros, the National Statistics Institute announced on Friday. The largest share in traded commodities was accounted for by vehicles and transport equipment and other manufactured products. According to the Statistics Institute, the trade deficit in the first half of this year is over 1.3 billion euro deeper than in the corresponding period of 2018.



    PROTEST A rally is scheduled for Saturday in front of the Government headquarters in Bucharest, with participants, both from Romania and from the diaspora, disgruntled with the performance of the current Government made up of the Social Democratic Party and the Alliance of Liberals and Democrats. The protesters will march from the Revolution Square, where the Interior Ministry is headquartered, to the head office of the Directorate Investigating Organised Crime and Terrorism and then to Victoriei Square. The organisers said the march is a response to the events of August 10, 2018, and to recent developments in the political and social arena. The interim Interior Minister Mihai Fifor called for a peaceful and lawful protest. The rally of August 10, 2018 was marred by violence and a disproportionate response by the police, and resulted in injuries on both sides. Several criminal investigations are underway.




    NAVY Events devoted to the Romanian Navy Day, traditionally celebrated on August 15, have started in the Romanian Black Sea port of Constanţa. On Saturday, the Constanta Military Port organises an Open Door Day, with thousands of people expected to visit 14 Navy vessels, 2 Coast Guard ships, a Puma Naval helicopter, a submarine and mobile missile launchers. The event begins with a performance by the Navy Band, and participants will also be able to take part in workshops, presentations and exhibitions and interact with officials for navy education institutions, marines, military divers and hydrography experts. Until August 15, other Danube and Black Sea ports in Romania will also host concerts, book launches and interactive workshops.




    ANONIMUL The 16th Anonimul International Independent Film Festival comes to a close on Saturday in Sfântu Gheorghe, in the Danube Delta, south-eastern Romania. Six Romanian and foreign feature films took part in the official competition. The Ukrainian director Sergey Loznitsa, the winner of the 2018 Cannes “Un Certain Regard” award, is the guest of honour in this year’s festival. He received the “ANONIMUL” Trophy for his contribution to world cinema.




    UNIVERSITY The 17th edition of the Izvoru Mureşului Summer University is taking place between August 12 and 17 in Harghita County, central Romania. this year’s theme is Romania and the Romanians abroad, one year after the Great Union Centennial. The topics approached will include preserving the identity of the Romanians in Ukraine, the Republic of Moldova in the context of regional geopolitical development and the Romanian national interest, the policies of parliamentary parties and public institutions with respect to the Romanians abroad and the Romanians in the multi-ethnic regions in Romania. Attending the works will be participants from Romania and from the diaspora, as well as from the Republic of Moldova, Ukraine, Hungary, Serbia, and Bulgaria, mass media and civil society representatives, and members of the academic community in Romania and abroad.



    TENNIS Romanian tennis player Simona Halep, no 4 in the world, is facing today Marie Bouzkova (Czech Republic, no 91 WTA) in the quarter-finals of the Toronto tournament, which has over 2.8 million US dollars in prize money.     VISIT The President of Romania, Klaus Iohannis, will be received at the White House on August 20 by the US President Donald Trump. The announcement was made last night in Bucharest and Washington. The White House news release reads that President Donald Trump looks forward to celebrating together with his Romanian counterpart 30 years since the fall of communism in Romania and the 15th year of Romanias membership in the North Atlantic Treaty Organisation. The White House also announced that the 2 leaders will discuss how best to meet the many shared security challenges facing the United States and Romania and ways to advance fair and reciprocal trade and energy partnerships. According to the Romanian Presidency, Klaus Iohannis will emphasise that Romania will continue to be a reliable strategic partner and a responsible and trustworthy ally of the US.




    CARACAL INVESTIGATION Romanian investigators Wednesday resumed searches at the Caracal home of Gheorghe Dincă, who alleged, after being apprehended more than a week ago, that he had killed and then incinerated 2 teenagers. On Tuesday, the investigators found in a forest near Caracal new bone and tooth fragments, which forensic experts found to be human. So far, only traces of 15-year old Alexandra Macesanus DNA were found in the ashes at Gheorghe Dincăs residence. A number of people were questioned and storage devices were searched. An outrageous series of mistakes made by the authorities in relation to the case has already led to high-level dismissals and resignations. The prosecutor division of the Higher Council of Magistrates requested the Judicial Inspection unit to check the activity of the Directorate Investigating Organised Crime and Terrorism and the prosecutors offices attached to courts, focusing on the way of handling criminal cases involving human trafficking and child trafficking, as well as offences like kidnapping and manslaughter in cases of missing persons. On Wednesday, State Secretary with the Interior Ministry Raed Arafat presented PM Viorica Dăncilă with a report on ways to improve the emergency call tracking system. Arafat coordinates an inter-ministerial committee set up in late July in the wake of the Caracal case.




    NAVY The Romanian Black Sea port of Constanţa launched a series of events devoted to Navy Day, traditionally celebrated on August 15. On Wednesday, the Day of sea resources and navy education, military divers held diving workshops for the 80 winners of a Facebook competition. Also, the military port hosted a ceremony welcoming the Mircea Training Ship from a sail devoted to the celebration of the vessels 80 years in the service of the Romanian Navy. Mircea sailed more that 8,500 miles in 93 days and stopped in 12 European ports, welcoming over 12,000 visitors on board. Until August 15, other Danube and Black Sea ports will also host concerts, book launches and interactive workshops devoted to the Romanian Navy Day.




    REPATRIATION A group of 15 people, Romanian citizens and their Syrian families, were repatriated on Tuesday via Turkey, the Romanian Foreign Ministry announced. The operation was completed with support from the Romanian embassies in Damascus and Ankara, of the Romanian Consulate in Istanbul and of Romanias Honorary Consul in Iskenderun. The Foreign Ministry also mentioned that since the start of evacuation operations in Syria, in 2011, 784 Romanian citizens and their families have been repatriated. At present, the Romanian Embassy in Damascus provides assistance and consular protection to citizens from various states, including Australia, Canada, France, the Republic of Moldova, Portugal, and others, based on individual requests.




    DIASPORA Nearly 9,000 Romanian citizens who intend to vote in this autumns presidential election, whether by post or in polling stations abroad, had enrolled on the dedicated online platform until Wednesday. The Romanian citizens who wish to vote by mail must fill in an online form posted on www.votstrainatate.ro, enclosing a scan or photo of their ID and a copy of the document proving their right to stay in a foreign country. The registration forms will be active until September 11. Approximately 9.7 million Romanians live abroad, according to data communicated by 70 diplomatic missions and centralised by the Ministry for the Romanians Abroad.

    INCOME Incomes in Romania have seen a 13% rise in the past 12 months, while consumption has increased by 10% against the latest cuts in taxes and prices, shows a balance sheet presented by the country’s technocratic Prime Minister Dacian Ciolos after one year in power. By and large, the economy’s growth pace has increased from 3.8% in 2015 to over 4% in 2016. Pundits have pointed out to the fact that pay rises have caused an unprecedented increase in demand for goods and services, which, in turn, has triggered an almost 7% rise in imports. Because exports went on to a much slower pace of only 4.3%, the trade deficit soared and that might lead to a generalized imbalance in macroeconomic indicators.




    SEARCHES Prosecutors with the Bucharest’s Sector One Court announced on Thursday that the hearing of the 11 current and former members of the managing board of the Romanian Radio Broadcasting Corporation (SRR) ended, but that investigations in the case continue. The managing board members are being investigated for abuse of office and conflict of interests. Prosecutors say that between July 2011 and January 2014 they alledgedly took some decisions aimed at bringing them illegal benefits. The damage has been estimated at 90 thousand euros. Searches had been carried out earlier on Thursday at the head offices of the Romanian Radio Broadcasting Corporation, with prosecutors taking up files from several offices.




    DEBATE – Romanian President Klaus Iohannis said on Thursday in the city of Cluj-Napoca, that the EU is in a complicated situation and that his main concern is to find the best solutions for the country. Iohannis attended a debate dubbed ”The European Union between dismantling and reform. Romania’s contribution to the consolidation of the European construction”, held at the Babes-Bolyai University in the city. The debate was occasioned by the International Students’ Day, marked on November 17. The date commemorates the anniversary of the 1939 Nazi storming of the University of Prague after demonstrations against the killing of Jan Opletal and the occupation of Czechoslovakia, the execution of nine student leaders, over 1200 students sent to concentration camps, and the closing of all Czech universities and colleges.



    EURO In order to join the Eurozone, Romania might need a yearly economic growth of 5% by 2024 — shows a survey carried out by the European Institute. With such a sustained growth, Romania might reach 75 percentages of the EU average in terms of the GDP per capita. According to the survey, the development gap between the states using euros and the others does not recommend it for accession yet. Because Romania’s economic structure is very different from those in the Eurozone, the country would have more to lose if it gave up its independent monetary policy, the report says. We recall the initial term set by the authorities in Bucharest for adopting the single currency was 2015.




    VISIT Romanian Foreign Minister Lazar Comanescu on Thursday, on the second day of his official visit to Jerusalem, had a meeting with the country’s prime minister and foreign minister Benjamin Netanyahu. The two officials approached issues such as bilateral cooperation and the evolutions in the Middle East, as well as prospects for the relaunch of the Israeli-Palestinian peace process. Previously, Lazar Comanescu had paid a two-day official visit to Jordan, to meet with Amman officials.




    DECEASED The Romanian football world is in mourning as 44 year old former international Daniel Prodan died of a heart attack on Thursday. A five years champion with the Romanian football side Steaua Bucharest, Prodan also played with Atletico Madrid in Spain and with Scottish side Glasgow Rangers. A member of the so-called Golden Generation of the Romanian football, Prodan, who was described by the sport press as an ‘iron fullback’, won 54 caps for the national football side and participated in the World Cup 1994 and the European Championship of 1996.




    GAUDEAMUS The Gaudeamus International Book fair currently underway in Bucharest saw on Thursday numerous book launches, including the bilingual (Romanian-English) anthology of Romanian post-war prose “10.000 de semne/10,000 characters”, launched at the Romanian Cultural Institute’s stand. Until Sunday the fair will have been attended by hundreds of publishing houses, and have seen over 850 events. The largest stand allotted to a participant country is that of China, an honorary guest to the present edition. Gaudeamus Book Fair has been staged by Radio Romania, the world’s single radio station to have initiated and carried such a large-scale project in support of written culture.
